President confers civil, military awards on 157 outstanding individuals

ISLAMABAD, March 23 :President Pervez Musharraf Sunday conferred civil and military awards on outstanding individuals at an investiture ceremony here at the Aiwan-e-Sadr. The ceremony marking the Pakistan Day celebrations was attended by caretaker Prime Minister Mohammadmian Soomro, members of his cabinet, services chiefs, ambassadors and notables.
The awards are given in recognition of the meritorious services rendered by men and women in in their respective fields, or for exemplary acts of gallantry.
The awards were announced for 157 persons including 24 women and 14 foreigners on August 14 last year.
The President conferred the awards on sixty-two (62) individuals at the Aiwan-e-Sadr.
Of these 28 were awarded in various categories for “acts of bravery, heroism, courage and rendering of dedicated services with selfless devotion in human rights and public service.”
Four of these awards were received by young sons of slain officers and one by a young daughter, while the rest were received by the widows of those who fell victim to terrorists.
SITARA-I-BASALAT (21): The Sitara-e-Basalat is in recognition of the exemplary leadership, excellent planning and their dauntless operations, that raised the stature of the armed forces not only within the country and abroad.

President’s Awards for Pride of Performance are conferred for outstanding achievements in the fields of Art, Literature, Science, Sports and Nursing. This year 39 individuals have been awarded the Pride of Performance.
In Academics these are awarded for research, achievement or performance in Medicine, Science, Engineering, Technology, Philosophy, History, Literature or the Arts, and invention of national importance.

Pakistani citizens are eligible for awards in the Order of Shuja’at, Imtiaz and President’s Awards for Pride of Performance while foreign nationals can be given civil awards in any Order for eminence and outstanding services to Pakistan in a significant field of activity.
The announcement of civil awards is generally made on Independence Day, and their investiture takes place on the following Pakistan Day - 23rd of March.

Caretaker government ably performed its responsibilities: Minister

KARACHI, March 23 :The Caretaker Government has ably performed its duties and paved the way for the conduct of free, fair and peaceful elections in the country. This was stated by the Federal Minister for Information and Broadcasting, Senator Nisar A. Memon.
He was talking to reporters after a visit to the mausoleum of the Father of the Nation, Quaid-i-Azam Muhammad Ali Jinnah.
Accompanied by the Caretaker Minister for Ports and Shipping, Dr. Fahimuddin Ansari, he laid floral wreath and the Mazar and offered Fateha.
Later, they also recorded their impressions in the visitors’ book at the mausoleum.
Nisar Memon pointed out that March 23 is an important day in the history of Pakistan.
“ We are here today because when we had assumed our responsibilities as the Caretakers, we had visited the mausloeum of the Quaid and had vowed that in accordance with the constitutional responsibilities given to us, we will be conducting fair, free, impartial and transparent elections”, he added.
Information Minister said that by the grace of Almighty Allah, we fulfilled our promise to this effect under the leadership of President Pervez Musharraf.
He stated that now the responsibility rests with the newly elected government.
Nisar Memon recalled that there was a propaganda against Pakistan which we have foiled.
He said that the armed forces of Pakistan are ably meeting the challenge of terrorism.
The Minister said that the nuclear assets of Pakistan are safe due to stringent command and control system.
He stated that the elections were conducted in a free, fair, impartial and transparent manner. Observers from various countries and the media monitored the process and it was acknowledged by all the polls were free, fair and impartial.
Nisar Memon said that after notification of the results by the Election Commission of Pakistan, the Assembly session was convened.
He pointed out that the political parties also played their role with responsibility and maturity.
The Minister said that a stable political government is about to take charge.
He stated that with the swearing in of the prime minister, the role of the caretakers will come to an end.
Nisar Memon said that the commitment we had made at the mausoleum of Quaid-i-Azam in November last year, has been ably fulfilled.
He also prayed for the progress, prosperity of Pakistan and well being of its people.
The Minister said that Inshallah the democratic process would continue.
He stated that the people of Pakistan desire that their elected representatives fulfil their aspirations and take steps for their betterment as well as that of the country.
Nisar Memon pointed out that the caretaker government ensured the freedom of the press and expression.
He said that now even the Europeans as well as the Americans say that there is more freedom of the press in Pakistan.

ہم وزیراعظم نہیں قوم کے خادم ہوں گے حکومت سازی کے بعد گورنروں کے معاملے کو دیکھا جائے گا۔ یوسف رضا گیلانی

اسلام آباد۔ حکمران اتحاد کے نامزد وزیراعظم مخدوم یوسف رضا گیلانی نے کہا ہے کہ ہم وزیراعظم نہیں قوم کے خادم ہوں گے حکومت سازی کے بعد گورنروں کے معاملے کو دیکھا جائے گا۔ تمام فیصلے پارلیمنٹ میں ہوں گے پارٹی اوراتحادیوں کے اعتماد کو ٹھیس نہیں پہنچاؤں گا۔ میثاق جمہوریت اور اعلان بھوربن پر مکمل عملدرآمد ہوگا کاغذات نامزدگی جمع کرانے کے بعد پریس کانفرنس سے خطاب کرتے ہوئے مخدوم یوسف رضا گیلانی نے کہا کہ قوم نے جو عزت دی ہے جمہوری قوتوں کا مشکور ہوں ۔ جمہوریت کا ثمر محترمہ بے نظیر بھٹو کی قربانیوں کا مرہون منت ہے ۔ اسی کی وجہ سے لولی لنگڑی جمہوریت کی توقع نظر آرہی ہے ۔ انہوں نے نو منتخب سپیکر اور ڈپٹی سپیکر کو مبارکباد دی ۔ اتحادی جماعتوں کا بھی مشکور ہوں جو جمہوریت کی بحالی ‘1973 ء کے آئین کے آئینی اداروں کے استحکام ‘ الیکشن کمیشن کی آزادی و خود مختاری کے لیے ایک دوسرے کے ساتھ تعاون کررہے ہیں۔ تمام سیاسی قوتوں کو بحرانوں سے نکالنے کے لیے یکجا ہونا چاہیے انہوں نے کہا کہ میثاق جمہوریت پر عملدرآمد کرتے ہوئے اداروںکو مستحکم کیا جائے گا۔ پارلیمنٹ کی بالادستی کو یقینی بنائیں گے ہم قومی اسمبلی کے سامنے جواب دہ ہوںگے وہی عوام کا اعلی نمائندہ فورم ہے پارلیمانی کمیٹیوں کو مضبوط کیا جائے گا۔ ارکان اور وزراء فرائض منصبی احسن طریقے سے ادا کریں گے ہم وزیراعظم نہیں بلکہ ملک کے خادم ہیں ملک کی خدمت کے لیے آئے ہیں۔ اس مشن میں کامیاب ہوں گے انہوں نے پارٹی چیئرمین بلاول بھٹو ‘ آصف علی زرداری کا شکریہ ادا کیا اور کہا کہ پارتی اعتماد کو ٹھیس نہیں پہنچنے دوں گا۔ صدر کے ساتھ تعاون کے حوالے سے آئین پر عملدرآمد کیاجائے گا۔ اعتماد کے ووٹ کے بعد اتحادی جماعتوں کے ساتھ مل کر حکومتی پالیسی کا اعلان کیا جائے گا ۔ جب تک پارٹی چاہے گی یہ خدمت ادا کرتا ہوں گا۔ پارلیمنٹ عوام کی امنگوں کی جذبات ترجمانی کرتی ہے اس کی بالادستی کو یقینی بنائیں گے پارٹی ڈسپلن کی سختی سے پابندی کی جائے گی دفاعی بجٹ کے حوالے سے انہوں نے کہا کہ میری ذاتی رائے یہی ہے کہ دفاعی بجٹ پر پارلیمنٹ میں بحث ہونی چاہیے اس بارے میں پارلیمنٹ جو فیصلہ کرے گا اس کو مقدم رکھیںگے ایک سوال کے جواب میں انہوں نے کہا کہ حکومت بننے کے بعد گورنروں کے معاملے کو دیکھیں گے

پرویز مشرف کے نزدیک پاکستانی عوام کی جان کی کوئی قیمت نہیں ، جامعہ حفصہ ، لال مسجد ، قبائلی علاقوں میں قتل عام اس کا ثبوت ہے ۔نواز شریف

مانسہرہ ۔ پاکستان مسلم لیگ (ن) کے پارلیمانی لیڈر اور سابق وزیراعظم محمد نواز شریف نے کہاکہ مشرف ساڑھے آٹھ سالہ اقتدار کے بعد نئی حکومت کو مسائل منتقل کررہے ہیں ۔ یہ بات انہوں نے اتوار کو مانسہرہ سے بارہ کلو میٹر دور موضع کھواڑی میں عوام کے مطالبے پر ایک اجتماع سے خطاب کرتے ہوئے کہی۔ وہ یہاں اپنے داماد کیپٹن صفدر کی والدہ کے چہلم کی دعا میں شرکت کیلئے آئے تھے انہوں نے کہا کہ پرویز مشرف نے اٹھاون ٹو بی جیسے اختیارات اپنے پاس رکھے ہوئے ہیں اور اب بھی وہ یہ چاہتے ہیں کہ وزیراعظم اور پارلیمنٹ ان کے ہاتھوں میں کٹھ پتلی بنار ہے ہیں لیکن ہم ملک اور قوم کے مفاد میں اس صورتحال کو تبدیل کردیں گے انہوں نے کہاکہ عوام اٹھارہ فروری کو عوام نے اپنے فیصلے سے پرویز مشرف کو مسترد کر دیا ہے وہ اس میں کسی قسم کی رکاوٹ اور کوتاہی برداشت نہیں کریں گے انہوں نے کہاکہ مسلم لیگ (ن) پیپلز پارٹی ، اے این پی اور دیگر اتحادی اپنے باہمی اتحاد کی برکت سے بہت جلد پرویز مشرف کو اقتدار سے الگ کر دیں گے کیونکہ ان کا وجود آمریت کی علامت اور بدامنی، مہنگائی ، بیروز گاری ، لوڈ شیڈنگ ،کرپشن اور غربت جیسے مسائل کا سبب ہے اس موقع پر بعض لوگوں نے کھڑے ہو کر کہاکہ انہیں آٹا مہنگے داموں لائنوں میں کھڑے ہو کر بائیس سے پچیس کلو مل رہا ہے جبکہ نواز شریف دور میں سات روپے کلو مل رہا تھا انہوں نے کہاکہ پرویز مشرف کے نزدیک پاکستانی عوام کی جان کی کوئی قیمت نہیں جامعہ حفصہ ، لال مسجد ، قبائلی علاقوں میں قتل عام اس کا ثبوت ہے انہوں نے پاکستان کو خون کے دریا میں ڈبو دیا ہے انہوں نے کہاکہ ان سب مسائل کاحل اقتدار سے پرویزمشرف کی رخصت میں پوشیدہ ہے۔ مسلم لیگ (ن) کے قائد نے کہا کہ ججوں کی بحالی اورعدلیہ کی آزادی ہماری اولین ترجیح ہے میں نے پیپلز پارٹی کے چیئرمین آصف علی ذرداری سے کہاہے کہ ججوں کی بحالی پر کسی قسم کی سودے بازی نہیں کی جائے گی پاکستان کے نوے فیصد مسائل عدلیہ کی آزادی سے ہی حل ہو سکتے ہیں اور عدلیہ کی آزادی چیف جسٹس چوہدری افتخار سمیت ساٹھ ججوں کی دو نومبر کی پوزیشن پر بحالی کے بغیر ممکن نہیں ۔ عدلیہ جج بحال ہوں گے تو لوگوں کو انصاف ملے گا میرٹ پر ملازمتیں ملیں گی غریب اور مسکین شہریوں کے چھینے گئے حقوق انہیں واپس ملیں گے اور عوام خوشحال ہوں گے انہوں نے کہاکہ میں نے پرویز مشرف سے آٹھ سال کے دوران صرف اس لئے ہاتھ نہیں ملایاکہ وہ آئین ، انصاف، میرٹ اور پاکستانی مفادات کے دشمن ہیں اور میں اپنے اس فیصلے پر قائم ہوں انہوں نے کہاکہ ہمارے ہاتھ اور دامن صاف ہیں ہم ذاتی مفاد کے بجائے قومی مفاد کی سیاست کر رہے ہیں اقتدار ہماری منزل نہیں بلکہ حصول انصاف پاکستان کا استحکام ، مساوات اور عوام کی خوشحالی ہماری منزل ہے اور اس کیلئے ہم کسی قربانی سے دریغ نہیں کریں گے۔

پاکستان مسلم لیگ کی پارلیمانی پارٹی کے ارکان کا چوہدری شجاعت حسین کی زیر صدارت اجلاس‘ چوہدری پرویزالٰہی کی وزارتِ عظمیٰ کے امیدوار کیلئے متفقہ طور پر

اسلام Èباد ( چود ھری احسن پریمی) پاکستان مسلم لیگ کے مرکزی پارلیمانی لیڈر چوہدری پرویزالٰہی نے کہا ہے کہ پاکستان مسلم لیگ نے ہمیشہ سے ہی جمہوریت اور جمہوری عمل پر مکمل یقین رکھا ہے اور وزیراعظم کے انتخاب میں حصہ لینا جمہوریت اور جمہوری اداروں کی خدمت ہے۔ انہوں نے کہا کہ اس سے پارلیمانی جمہوریت مزید مضبوط ہو گی کیونکہ ایک پارٹی کی حکومت کا تاثر جمہوریت کیلئے اچھا نہیں ہے۔ وہ Èج پارلیمنٹ ہائوس کے باہر وزیراعظم کیلئے کاغذات نامزدگی جمع کرانے کے بعد میڈیا کے نمائندوں سے گفتگو کر رہے تھے۔ چوہدری پرویزالٰہی نے کہا کہ وزیراعظم کے انتخاب میں حصہ لینے کا مقصد جمہوری اداروں کو مضبوط کرنا ہے اور اس سے پہلے متفقہ سپیکر اور ڈپٹی سپیکر کی مثالیں تو موجود ہیں لیکن لیڈر Èف دی ہائوس کی ایسی کوئی مثال موجود نہیں ہے۔ انہوں نے کہا کہ پاکستان مسلم لیگ ہر اس جمہوری عمل میں حصہ لے گی جس سے جمہوری ادارے اور پارلیمنٹ مضبوط ہوں۔ انہوں نے کہا کہ پاکستان مسلم لیگ کی طرف سے ان کی نامزدگی اس جمہوری عمل کا حصہ ہے جس کو ہماری جماعت نے گذشتہ پانچ سالوں میں پروان چڑھایا۔ انہوں نے کہا کہ ان کو معلوم ہے کہ وزارتِ عظمیٰ کے انتخاب کا نتیجہ کیا ہو گا لیکن اس سے قطع نظر وہ اس جمہوری عمل میں ضرور حصہ لیں گے۔ ایک سوال کے جواب میں انہوں نے کہا کہ متحدہ قومی موومنٹ سے پاکستان مسلم لیگ کے راستے علیحدہ نہیں ہوئے بلکہ وہ صوبہ سندھ میں عوامی مفاد کیلئے حکومت میں شامل ہوں گے اور مرکز میں ہمارے ساتھ اپوزیشن بنچوں پر بیٹھیں گے۔ انہوں نے کہا کہ پاکستان مسلم لیگ اپنے فیصلے خود کرتی ہے اور پاکستان اور پاکستان مسلم لیگ دونوں کا مستقبل انشاءاللہ روشن ہے۔ ایک اور سوال کے جواب میں انہوں نے کہا کہ پاکستان مسلم لیگ اور اس کی اتحادی جماعتوں نے برسر اقتدار Èنے والی دونوں جماعتوں سے زیادہ پاپولر ووٹ لیے ہیں جبکہ ن لیگ صرف صوبہ پنجاب تک محدود ہے۔ صدر کے استعفیٰ کے بارے میں سوال کا جواب دیتے ہوئے انہوں نے کہا کہ نواز شریف Èٹھ سال پہلے یہ کہتے ہوئے ملک سے فرار ہو گئے تھے اور اب بھی یہی ریکارڈ بجا رہے ہیں۔ ایک اور سوال کے جواب میں انہوں نے کہا کہ پاکستان مسلم لیگ سپیکر قومی اسمبلی ڈاکٹر فہمیدہ مرزا کی دعوت میں شرکت نہیں کرے گی کیونکہ پیپلزپارٹی کے خورشید شاہ کا یہ کہنا ہے کہ ہمارے ساتھ بیٹھنا ان کے مینڈیٹ کی توہین ہے تو ہمارا بھی ان کے ساتھ بیٹھنا عوامی مینڈیٹ کی توہین ہو گا۔ چوہدری پرویزالٰہی نے اپنی نامزدگی پیر صاحب پگاڑا‘ Èفتاب شیر پائو اور دیگر اتحادی جماعتوں کے قائدین کا شکریہ ادا کیا۔ قبل ازیں پاکستان مسلم لیگ کی پارلیمانی پارٹی کے ارکان کا اجلاس چوہدری شجاعت حسین کی زیر صدارت ان کی رہائش گاہ پر منعقد ہوا جس میں متفقہ طور پر چوہدری پرویزالٰہی کو وزیراعظم کے امیدوار کیلئے نامزد کیا اور ان کی قیادت پر مکمل اعتماد کا اظہار کیا۔

Pakistan's long and hard journey back to democracy

IN ITS 61st year, democratic power, informed by values and spirit of participation, representation and accountability, has begun to resurface in Pakistan.
After 61 years of varied ruling structures ranging from democracy and martial law to khaki democracy to dictatorial democracy, legitimising frameworks ranging from constitution and Provincial Constitutional Orders, hurriedly passed constitutional amendments to doctrine of necessity and coups, finally the Pakistani society and politicians appear to have concluded that the only way forward is genuine constitutional democracy.
Hence on March 17 Pakistan's political history came full circle. In 1947 this democratic power gave us Pakistan, our independent homeland. By contrast, a section of the Indian National Congress leadership's non-democratic politics towards the Muslims of India caused the separation of parts of the pre-British India, a loose confederation called Hindustan. That separation occurred 61 years ago when the absence of communications meant relative isolation and atomisation of social and political groups, the idea of political representation still captured the hearts and minds of millions of Muslims who had lived alongside the non-Muslims for centuries. Such has been the power of democratic principles. Democratic and inclusive systems that promote politics along principled and egalitarian lines always capture human imagination and indeed much more now in times of unprecedented clamouring for rights and justice.
Pakistan's detour from democracy combined with the decision of its numerous rulers to often opt for double-edged security partnership in United States strategic designs in the region have yielded a plethora of constitutional, economic, security, ideological and sociological disasters. The outcome has been the unaccountable exercise of state and political power and the undermining of the intellectual, spiritual and cultural evolution of mainstream Pakistan. No less an admittedly marginal yet devastating brand of politics laced with bloodletting violence has emerged, attempting to overshadow mainstream democratic politics.
The yield of this deviation has been abundant distortions costly for the Pakistani state, society and politics; emergency rules, military operations, alienation of our Baloch sisters and brothers, the suffering of the patriotic Pakistanis of the tribal areas, the judicial hanging of an elected prime minister, the decade-long harassment of opposition leaders by the establishment and the ruling parties, forced and humiliating exit of a two time prime minister, supreme court storming, marginalisation of mainstream politics, systematic undermining of peoples' democratic temperament, the forced injection of political extremism, violence and intolerance in popular politics, the popularisation by the state of lethal security tools, the thoughtless nexus between security and religious beliefs, etc.
Collectively, the Pakistani nation has suffered the unending anti-democratic deviations, made possible by khaki and mufti power wielders. Yet the biggest losers have been the average Pakistanis who suffered the excesses of unaccountable exercise of power with minimal advantage of a state apparatus that must safeguard rights, ensure access to opportunities and to basic amenities to the less advantaged in society. The less advantaged of Pakistan have been the prime sufferers in a context where public space, public power and public funds are not regulated through transparent and credible rules.
The irony however is that the suffering and marginalisation, undoubtedly only contributed to the reinforcement of the Pakistani democratic spirit. Having lived through and indeed also having intermittently held faith in all the various systems the Pakistani faith in democracy has been rekindled.
A recall of the media's pivotal role is the return to genuine democracy is in order. A media that had come of age through battling an earlier military ruler General Zia ul Haq (1977-1989) for its freedom has long been a contributing factor to the definitive evolution of Pakistan's democratic soul. The year 2007, a landmark year for Pakistan's democratic journey, saw the influence of the media peak. The media covered, debated and reflected upon numerous land mark events in 2007.
These included the lawyers'-led pro-CJP's citizens movement, the May 12 killings of 48 people in the pro-CJP's Karachi rally, the July restoration of the CJP, the bloody and controversial June assault on the Red Mosque occupied by militants, the opposition leader and PPP Chairman Benazir Bhutto-Musharraf negotiations and meeting, the attempted return of the opposition leader and president of PML-N Nawaz Sharif, the November 3 imposition of the Emergency, Musharraf's ransacking of the judiciary and the emergence of Pakistan's 'real heroes' the 60 Supreme Court and Hugh Court judges who refused to take oath under the Provision Constitutional Order, the public pressure on Musharraf for rapid roll back of the emergency, the successful return of Nawaz Sharif, after repeated internal and external pressure, Musharraf's doffing of his army uniform, and the December assassination of Benazir Bhutto.
Having led and facilitated the debate on these numerous elements that went into the maturing of the Pakistani voter, covering the February 18 elections in a conscious and fair manner came almost naturally to the Pakistani media. The media which saw its own freedom steamrolled as all the independent channels were instantly taken off air when President Musharraf imposed the November 3 emergency, recognised yet again the hazards of functioning in a non-democratic context with no respite to independent courts.
In addition to the return of genuine politics, the year 2008 has also witnessed the early signs of the emergence of a new political culture and a shift in the balance of power. Carrying forward the spirit that ensured the joint formulation of the 2006 Charter of Democracy, the two mainstream parties along with the ANP and JUI, signed the Murree Declaration, agreed on a coalition government, amicably agreed on the division of cabinet positions and are now working on drawing up a Common Minimum Agenda outlining their response to the key challenges faced by the country.
The shift in Pakistan's balance of power has begun to decisively veer towards the parliamentary forces. The two 'As' traditionally influencing Pakistan's power structure, Army and America, were relatively marginalised in the election and the post-election phase. Pakistan's own political dynamics has asserted itself after decades of political manipulation, political bickering and constitutional deviations.
The leadership of two individuals, Benazir Bhutto and Nawaz Sharif, helped the politicians to reclaim their space in Pakistan's power construct. Benazir Bhutto, the unquestioned martyr of democracy, made the pragmatic moves to create the space for the return of genuine politics while the uncompromising Nawaz Sharif contributed to the shrinking of space for undemocratic forces.
How far will the Pakistan army and the presidency be restricted to their constitutional role as laid out in the 1973 constitution free of article 58(2)b will largely depend on the new ruling coalition. Irrespective of the intent of the presidency the supreme court and the armed forces cannot move successfully against the national political consensus which calls for genuine constitutional democracy.
The future of democratic politics will be as bright as the wisdom and sagacity of the political class that is now in Pakistan's driving seat. The parliamentarians no longer have the licence to fritter away the nation’s resources and their own energies on mindless bickering and battling. With shrinking resources, rising expectations, increasing violence decreasing security, rising regional challenges and global chaos with shortage of water, electricity and energy, the onus of creative, credible and competent policy making is now on the elected parliamentarians. Law making and policy formulation is their prime task.

Musharraf vows to support new Pakistan government

ISLAMABAD - President Pervez Musharraf on Sunday pledged his full support to Pakistan’s new coalition government led by his political opponents, who have vowed to take on the embattled US ally.
Musharraf, speaking at a military parade marking Pakistan’s national day, hailed the start of what he called a “real democratic era” in the country, plagued for months by violence linked to Al Qaeda and Taliban militants.
“Whichever new government is formed, it will have my full support,” Musharraf said, adding that he hoped the new administration would maintain peace, economic growth and vigorously combat terrorism and extremism.
The man set to become Pakistan’s new premier -- former parliamentary speaker Yousuf Raza Gilani, who was nominated by the party of slain ex-premier Benazir Bhutto -- on Sunday promised to deliver following his party’s big election win.
“I can only assume that we are here to deliver -- we are not here just to stay for a period,” Gilani told reporters outside parliament, where he filed his nomination papers ahead of Monday’s election for the premiership.
“Inshallah (God willing) we will deliver and there is a will and there is a hope.”
Gilani was named on Saturday by Bhutto’s Pakistan People’s Party as its candidate for prime minister, more than a month after the PPP won the most seats in general elections.
The party has agreed to form a coalition government with the party of ex-PM Nawaz Sharif, who was ousted by Musharraf in a coup in 1999, and other smaller groups who trounced the US-backed president’s allies in the February 18 polls.
Party officials said top coalition members including Gilani were set to meet on Sunday ahead of Monday’s parliamentary session to elect a new prime minister -- a vote which Gilani is almost certain to win.
When asked how the new government would handle Musharraf, the 58-year-old Gilani, a low-key but stalwart aide to Bhutto and her husband Asif Ali Zardari, replied: “I will follow the constitution.”
“We will struggle for the supremacy of the parliament and make it supreme in all policymaking because it reflects the wishes of the people,” he said, vowing to pursue the mission of Bhutto, who was assassinated on December 27.
Gilani spent five years in jail under Musharraf’s rule on corruption charges stemming from his time as speaker -- charges his PPP colleagues said were politically motivated.
“Yousuf Raza Gilani is not afraid to lead and he knows the way,” Zardari said in a statement announcing the nomination on Saturday.
Speculation is rife that Gilani will only be a stop-gap premier until Zardari -- who is not an MP -- becomes eligible to stand for the post by contesting a by-election in May.
Gilani served as speaker during Bhutto’s second term in power from 1993 to 1996 and a minister during her first term from 1988 to 1990.
“We hope that the country will have a prime minister empowered to tackle the challenges, rather than a puppet on a string with real authority lying elsewhere in the party hierarchy,” the leading English daily Dawn said in an editorial.
Meanwhile the former ruling Pakistan Muslim League-Q party, which backed Musharraf in the last parliament, on Sunday named Pervez Elahi, a former chief minister, to go up against Gilani in Monday’s vote.
Another nominee of Musharraf’s allies quit the race for the premiership on Saturday in a dramatic about-face, saying he would give “unconditional support to the PPP nominee.”
Musharraf is set to swear in the new premier on Tuesday.
The coalition government appears set for a confrontation with Musharraf after vowing to reinstate judges whom the president sacked during a state of emergency in November.
If restored, the judges could overturn Musharraf’s re-election as president in a parliamentary vote in October and effectively rule his grip on power illegal.

PPPP, allies submit nomination papers for Yousaf Raza Gillani

ISLAMABAD, Mar 23 -Pakistan Peoples Party Parliamentarians (PPPP) and its coalition parties Sunday submitted nomination papers for Makhdoom Yousaf Raza Gillani for the slot of Prime Minister. Six nominations papers were submitted by MNAs of PPPP and its allies to the Secretary National Assembly.
The proposers of Yousaf Raza Gillani were Asfand Yar Wali Khan, Syed Naveed Qamar, Maulana Qasim, Raja Pervez Ashraf, Sherry Rehman and Khawaja Asif while the seconders for Mr. Gillani included Mahreen Anwar Raja, Mahesh Kumar, Imtiaz Safdar Warraich, Khursheed Ahmed Shah, Fakharuz Zaman Kaira and Afzal Sindhu.
Talking to journalists on the occasion, Yousaf Raza Gillani sought cooperation of the nation to resolve the problems confronting the country.
Yousaf Raza Gillani said he would deliver a policy statement and party’s strategy in the National Assembly so that the challenges facing the nation could be met effectively.
When asked about the role of MQM, he said it is a political force and we are thankful for its unconditional support.
Central Leader of PPPP, Syed Naveed Qamar told mediapersons that the coalition partners of PPPP including Pakistan Muslim League (N), Awami National Party (ANP) and Mutehida Majlis-e-Amal (MMA) have submitted the nomination papers on behalf of Yousaf Raza Gillani for the slot of premiership.
He said though Mutehida Qaumi Movement (MQM) has not submitted any nomination papers on behalf of Yousaf Raza Gillani, but “we enjoy their unconditional support and PPPP appreciates their cooperation.”

Gillani vows to strengthen institutions

ISLAMABAD, Mar 23 - Premiership candidate of future ruling coalition Syed Yousaf Raza Gillani Sunday vowed to protect the 1973 Constitution, strengthen institutions, ensure independent judiciary and media and a supreme Parliament. “I shall come up to the confidence reposed in me by my party and the coalition partner. We have to collectively forge ahead for steering country out of present challenges,” he told a crowded news conference after filing nomination papers for the office of Prime Minister.
“We have joined each other for a greater cause to strengthen democracy, protect 1973 constitution, free media and strengthen institutions like judiciary and Election Commission,” Gillani said.
Gillani who earlier filed six nomination papers for the Prime Minister contest, enjoys the support of more than two third majority in the House and would hopefully sweep Monday’s election for the Prime Minister.
Nominated after marathon consultation by his party, Gillani would take on Pakistan Muslim League’s Chaudhry Pervez Ilahi, a new candidate nominated for the slot, after MQM’s Dr Farooq Sattar withdrew from the Premiership contest and his party decided to support the PPPP, PML-N, ANP and MMA nominated candidate.
Gillani thanked his party and the coalition partner for supporting his nomination as Prime Minister and invited the support of the nation to be successful in fulfillment of welfare agenda of the future ruling coalition.
He foresaw numerous challenges and said, he would follow the line of his party leader Benazir Bhutto who had sacrificed her life for the cause of democracy.
“What we have today, is all due to sacrifices of our late leader and I am committed to follow her agenda and implement the Charter of Democracy,” he said.
He said he, his cabinet and the party would be answerable to the Parliament as it is a representative forum and “we need to make it strong.”
Gillani also hinted at strengthening the Committee system in the Parliament.
When asked about his stance on relationship with the President, he said, “I shall follow the Constitution.”
About measures to control price hike, he said, he would announce his agenda on floor of the House after taking vote of confidence from the House.
“We would work for supremacy of the Parliament and our policies would reflect masses aspirations,” he said.
When asked either Makhdoom Amin Fahim would be Parliamentary Leader of PPPP in National Assembly, Gillani said, the party would decide it.
To another question either he would be part time or full time Prime Minister, Gillani said, his party is to decide how long it wants be in office.

Pakistan Day Parade held in befitting manner

ISLAMABAD:Mar 23 - A spectacular and thrilling free-fall by paratroopers of the three services besides the display of indigenous missile system as well as eye-catching fly past were the main attractions of the joint inter-services parade on Pakistan Day on Sunday.
The perfect precision with which the ‘Shahbaz Team’ of Pakistan Army, Sea-I of Pakistan Navy and Shepherd of Pakistan Air Force paratroopers landed before the saluting dais was a moment to watch and praise. The paratroopers made a free-fall from helicopters at a height of 10,000 feet and opened the parachutes at 9,000 feet ad after making ferry drives with bizzare colours and holding national and services standards made their way to land at the pre-determined places to the welcome astonishment and clapping of the onlookers.
General Officer Commanding Maj. Gen. Tahir Mahmood led the paratroopers. The paratroopers held high, displayed and wrapped the national flag before the saluting dais and saluted President Pervez Musharraf and Caretaker Prime Minister Mohammadmian Soomro, who came forward to pat on their back and shake hands with the proud and brave Pakistanis.
After the President’s address the Parade Commander, Brig. Ihsan Ul Haq, drove past the saluting dais leading the contingent of the three services bearing the National Standards.
Battalions of the Punjab, Baloch, Sindh Regiments, Special Services Group, Pakistan Navy, Pakistan Air force and Civil Armed Forces, Armed Forces Nursing, Pakistan Ranger Punjab, Islamabad Capital Territory Police, President Body Guards contingent comprised the marching columns, which marched past the saluting dais to the thunderous applause of the spectators.
The helicopters of Army Aviation led the March-past of the mechanized columns.These included Lama, Cobra gun-ships, Ccurecuil, Bell-412 and MI-17s. The mechanized columns driving past the saluting dais comprised machines of Armoured Corps, Armoured Infantry, Heavy Tank Al-Khalid, Al-Zarar, Artillery,Air Defence and Engineers.
The Contingent of Strategic Forces which included the endogenously-produced Hataf, Shaheen-I,II, Abdali,Ghaznavi-I, Ghouri,Babur and Raad Air Launch Cruise Missile missiles attracted special and enthusiastic attention of the crowd manifesting their full faith in the stout defence of the motherland.
Among the floats participating in the Parade were those of Ministries of Science and Technology and all the four provinces,Kashmir and Northern Areas drew attention and prolonged applause from the dignitaries as well as other participants.
President Pervez Musharraf, Prime Minister Mohammadmian Soomro, along with chiefs of the three services COAS Gen Ashfaq Pervez Kayani, Chief of Naval Staff Admiral Tahir Afzal and Air Chief Marshal Tanvir Mahmood, standing at the saluting dais, watched with a particular interest and admiration the demonstration of free-fall display, and the display of missile systems and the floats of all the four provinces as well as Kashmir.
The participants of the parade at the Jinnah Sports Complex, which included federal elite, diplomats and high civil and military officials besides a large number of members of the public, enjoyed very move and display with utmost attention and interest.
The Pakistanis watched the Pakistan Day ceremony on television sets here and abroad on PTV World and private channels, which telecast the event live.
The thrilling fly past was led by Chief of the Air Staff Air Chief Marshal TanvirMahmood, who flew Past an F-16. These followed box formations of four by Mirages, A-5s, F-7s, JF-17 Thunder Fighter Aircraft, the manifestation of Pak-China friendship. The squadron of Sherdil enthralled the spectators by their acrobats.
The floats of Punjab, Sindh, Balochistan and NWFP as well as Kashmir drew prolonged applause from the participants as these passed by.
The artists on the floats were singing local songs with local instruments.These were preceded by presentation of a splendid march past by different contingents of the three armed services. These were followed by display of armoured vehicles and mechanized columns.
The whole ceremony wore a festive and colourful looks, with participants watching trilling performance by the three services, speaking volumes about their bravery and high professionalism.
All these events received a standing ovation and a big hand from the participants of the parade in the Jinnah Sports Complex.
Earlier, on arrival, the President was received by Caretaker Prime Minister Mohammadmian Soomro and chiefs of the three services.

New era of democracy to bring political stability: Musharraf

ISLAMABAD:Mar 23 - President Pervez Musharraf on Sunday said an era of real democracy has begun in the country and expressed the hope that the new government will bring political stability and sustain economic development besides fighting extremism and terrorism. Addressing the Pakistan Day parade here at Jinnah Stadium, the President extended his full support to the new government and hoped it would maintain the pace of socio-economic development in the country.
Attired in off-white traditional ‘sherwani’, President Musharraf reviewed the military parade - a distinctive feature of Pakistan Day celebrations - and took salute from the marching columns of the three services.
Caretaker Prime Minister Muhammadmian Soomro, Chairman Joint Chiefs of Staff Committee General Tariq Majeed, Chief of the Army Staff General Ashfaq Parvez Kayani, Chief of Naval Staff Admiral M Afzal Tahir, First Lady Begum Sehba Musharraf and military and senior officials attended the ceremony.
The President said the three-phase program initiated eight years back, now neared culmination with new governments in place both at the centre and the provinces.
“We laid the foundations of real democracy in the past eight years and put Pakistan on the path of progress and development,” he said.
He expressed the hope that in the next few days all the governments will be in place and will work to put Pakistan on the road to progress and prosperity.
The President particularly lauded the caretaker government for ensuring conduct of free, fair, transparent and impartial election on Feb 18.
He also appreciated the role of Election Commission, the staff associated with the task and the law enforcing agencies including the police, rangers, frontier corps and army in conducting peaceful elections.
President Pervez Musharraf greeted the nation on Pakistan Day.
“Our thoughts go back to 1940 when, under the leadership of Quaid-e-Azam Mohammad Ali Jinnah, the Pakistan Resolution was passed at Minto Park, and led to the independence of Pakistan seven years later.”
He said the country’s independence has been vigorously guarded for the past 60 years and will Inshallah be maintained through hard work, dedication and selfless work for ever.
The President lauded the Pakistan Army and said it was not only a guardian of its geographical borders, but also protected its people whenever the need arose. He said, be it the devastation caused by the earthquake, ravaging floods or the gigantic task of reconstruction in the most difficult of terrain, or war against terrorism, the army always rose to the occasion.
He said Pakistan does not have any aggressive designs against anyone.
“Our military strategy is of defensive deterrence, but it is our belief that defence and security can only be attained through strength and never through weakness.”
“The nation should be proud of the fact, that their army is among the best in the world. May Allah always guide them and protect the nation.”

I was never meant to get pregnant in 'Fashion': Priyanka

Mumbai:Denying rumours that she forced Madhur Bhandarkar to change the climax in "Fashion", Bollywood actress Priyanka Chopra, who has been shooting nights for the movie, says her character getting pregnant was not a part of the script.
Priyanka told IANS: "That was never a part of the script. The ending was decided at the scripting stage. The girl was never meant to get pregnant."Why would I shy away from doing something unconventional? I started with 'Aitraaz', which was as unconventional as they come. I'm so amused by all the speculation about 'Fashion'. It just shows how much interest the film is generating. In spite of the constant attention, we've shot a majority of the film. We're all working really hard on it.""I don't know where these stories come from. Apparently, I asked Madhur to change the climax of the plot so that my character doesn't get pregnant. Now where did that come from? Madhur is a very competent director. Do you think he'd allow any actor to tamper with the script?"Yes, the two of us sat down on the script and threshed it out over six-seven months. Once that was done, we went by the script completely. I'd be the last person to ask for changes once I begin shooting."As for the film being inspired by the lives of real-life ramp-walkers, Priyanka clears the air."The film is a work of fiction. It's not meant to be the true story about the modelling world. Basically, it's the story of this one girl's biographical journey, just like Tabu in Madhur's 'Chandni Bar' or Bipasha in 'Corporate'."The fashion world is my character's backdrop. My character could very well have been a part of any other profession."Priyanka, who will be seen in "Drona" and "Love Story 2050", admits that she has never been more nervous about any of her films. "It's a very nerve-wracking character and I hope I'm able to live up to people's expectations."Priyanka has to cram in as much of the shooting as possible for "Fashion" before she rushes off in March to Miami for Karan Johar's "Dostana" directed by Tarun Mansukhani."That would be a welcome sunny seaside change after shooting the intense scenes indoors on a set for 'Fashion'. اس عزم کا اعادہ کرتے ہیں کہ قید نے یوسف رضا کے ارادوں اور حوصلوںکو پیلے سے زیادہ بلند اور مضبوط بنا دیا ہے چاہ یوسف سے صدا ، اصولوں پر سمجھوتہ کیے بغیر مثبت تبدیلی کے لئے با طل نظام کے سامنے ڈٹے ر رہنا ہے صبر و استقامت اس یقین کا اظہار ہے کہ با طل کو آخر مٹ جا نا ہے۔ حضرت موصی علیہ السلام سے کہا گیا تھا کہ فرعون سے بات نرمی سے کریں ۔ اضطراب کا اظہار اپنی ناکامی اور باطل کی فتح تسلیم کرنے کے مترادف ہے ۔ سو صعوبتوں کے سفر میں کبھی ا ضظراب کا اظہار نہیں ہو گا ۔ باقی رہا باطل، اسے تو جا نا ہے یہی ارض پاک کی خاموش اکثریت کی آ رزو ہے ۔اب میں ادبی جرنلزم کی زبان سے نکل کر عوامی جرنلزم کی زبان میں بات کرتا ہوں کہ عوامی حلقو ں نے کہا ہے کہ پی پی پی کا پرویز مشرف کی صدارت اور معزول ججوں کی بحالی پر خا موشی نے یہ ثابت کر دیا ہے کہ عرصہ دراز سے پرویز مشرف اور پی پی پی کے در میان ہونے والی ڈیل آخر کار رنگ لے آئی جبکہ صدر جنرل پرویز مشرف نے ایک مرتبہ پھر نئی حکومت کو یقین دلایا ہے کہ اسے ان کی پوری حمایت حاصل ہوگی۔ نئی حکومت سیاسی امن اور اقتصادی ترقی کو برقرار رکھے گی۔ دہشت گردی کے خلاف جنگ کا ذکر کرتے ہوئے انہوں نے واضع کیا ہے کہ نئے حکمرانوں کو دہشت گردی کے خلاف جنگ ماضی کی قوت کے ساتھ جاری رکھیں گے۔ پاکستان پیپلزپارٹی نے سابق سپیکر قومی اسمبلی یوسف رضا گیلانی کو ملک کے نئے وزیراعظم کے لیے نامزد کیا ہے۔ یوسف رضا گیلانی کو وزارت عظمی کے لئے نامزد ہونے پر اگرچہ عو امی حلقوں نے بلاول بھٹو زرداری کے فیصلے کو خوش آئند قرار دیا ہے اس کے علاوہ یوسف رضا گیلانی تمام سیاسی رہنما ئوں بمعہ پرویز مشرف کو بھی قابل قبول ہے اس کے پس پردہ یوسف رضا کی وہ تعلق داری ہے جو اسے سابقہ تینوں امید وار برائے وزارت عظمی سے منفرد اور وزارت عظمی کے لئے سب کو قابل قبول کرتی ہے یوسف رضا گیلانی کی مسلم لیگ ن کے جاوید ہاشمی کے خاندان سے لیکر پیر پگا را تک رشتہ داری ہے پیر پگارا یوسف رضا گیلانی کے خالو بھی لگتے ہیں جبکہ وزارت عظمی کے نامزد امید وار کے اعلان سے ایک دن پیلے یوسف رضا گیلانی کے بیٹے کی کراچی میں پیر پگارا کی پوتی سے شادی بھی ہو ئی ہے پیر پگارا کے زکر کرنے کا مقصد پرویز مشرف کی طرف ا شارہ ہے کیونکہ ابھی تک اعلانیہ طور پر پیر پگارا پرویز مشرف کے حمائتی ہیں اور یہی کہانی جاوید ہاشمی کی ہے جو کہ مسلم لیگ ن میں اہم مقام رکھتے ہیں اگرچہ آسف زرداری اور نواز شریف کی جلا وطنی کے دور میں ہونے والی اہم آہنگی بھی ہے اجہاں تک اپوزیشن کا تعلق ہے تو چودھری شجاعت کو بھی احمد مختار کی بجائے یوسف رضا گیلانی قابل قبول ہے اور یوسف رضا گیلانی کو جیل سے باہر لانے میں چودھری شجا عت کا بھی اہم کردار ہے جس کی وجہ چودھری شجاعت اور یوسف رضا گیلانی کے بییٹوں کی دوستی ہے یوسف رضا گیلانی اگرچہ بے نظیر کے بعد ہارٹی میں جو مقام رکھتے ہیں اس کی حقیقت بھی سب کے سامنے ہے ان کو صرف اور صرف پارٹی سے تعلق ختم نہ کرنے پر سزا دے کر اڈیالہ جیل میں بند کیا گیا سب کو اچھی طرح یاد ہے کہ یوسف رضا گیلانی نے سزا کو جزا سمجھ کر قبول کر لیا تھا جب کہ ان کے دوسرے ساتھیوں نے جیل کی سلاخوں کے پیچھے جانے کی بجائے پٹریاٹ بنا ڈالی اور بلیک میل ہوکر پرویز مشرف کے ساتھ حکومت کرتے رہے پی پی نے دعوی کیا ہے کہ سپیکر نے دو سو انچاس ووٹ حاصل کیے اور اب وزیراعظم پونے تین سو سے زیادہ ووٹ حاصل کرے گا‘ ’اب تو ایم کیو ایم نے پی پی کے امیدوار کی غیر مشروط حمایت کا اعلان کیا ہے اور اپنے امیدوار فاروق ستار کو دستبردار کر لیا ہے‘۔ اشریک چیئرمین اور سینئر پارٹی رہنما مخدوم امین فہیم کے درمیان اختلافات بھی پیدا ہوئے جو تاحال بظاہر ختم نہیں ہو سکے ہیں۔ وزیراعظم کے نام کے انتخاب کے لیے پاکستان پیپلز پارٹی کے شریک چیئرمین نے اپنی جماعت کے نومنتخب اراکین سے ڈویڑنل سطح تک مشاورت کی اور بیشتر اراکین نے انہیں اختیار سونپا کہ جو بھی پارٹی اور ملک کے مفاد میںجو فیصلہ کریں گے وہ انہیں قبول ہوگا۔ یوسف رضا گیلانی چند ماہ کے لیے نہیں بلکہ طویل مدت کے لیے وزیراعظم بنے ہیں۔ یوسف رضا گیلانی کو وزیراعظم کے لیے نامزد کیے جانے کے بارے میں یوسف رضا کے بانجھے جواد بخاری نے راقم الحروف کو بتایا کہ ما موں نے دکھ سکھ میں پارٹی کا ساتھ نبھایا۔سپیکر کے الیکشن میں پیپلز پارٹی اور ان کی اتحادی جماعتوں کے کل دو سو انیس ووٹ تھے لیکن انہیں دو سو انچاس ووٹ ملے جن میں سے بیشتر آزاد اراکین تھے جنہوں نے عین وقت پر ان کی حمایت کی۔ اب ایم کیو ایم کے ووٹ شامل ہونے کے بعد پیپلز پارٹی کے امیدوار کو 276 ووٹ حاصل ہو سکتے ہیں جواد بخاری نے بتایا کہ اس سے زیادہ ووٹ ملنے کی توقع ہے۔ ادھر سابقہ حکومتی جماعت مسلم لیگ (ق) جس نے پہلے ایم کیو ایم کے فاروق ستار کی وزیراعظم کے لیے حمایت کی تھی اب ان کے سربراہ چودھری شجاعت نے مسلم لیگ (ق) کی طرف سے چودھری پرویز الہی کو وزیراعظم کا امیدوار نامزد کیا سید جواد معین بخاری جس کا زکر یوسف رضا گیلانی نے اپنی تسنیف ©' چاہ یوسف سے صدا ' ' کے صفحہ نمبر گیارہ بعنوان اظہار تشکر میں کیا ہے یوسف رضا گیلانی کے بھا نجے سید جواد معین بخاری جنہوں نے چاہ یوسف سے صدا کو عملی شکل دینے میں خاندان کے بزرگوں کی تحروں اور تصویروں کو اکھٹا کرنے میں مدد دی انھوں نے یوسف رضا کے حا لات زندگی بیا ن کرتے ہوئے کہا کہ ما موں یوسف رضا گیلانی نے عملی سیاست کا آغاز سنہ انیس سو اٹھہتر میں کیا سید جواد معین بخاری نے تفصیل کے ساتھ بیان کرتے ہوئے کہا کہ ما موں یوسف نے عملی سیاست کا آغاز فروری سنہ دو ہزار آٹھ کے انتخابات میں ملتان سے پیپلز پارٹی کے ٹکٹ پر پانچویں مرتبہ رکن اسمبلی منتخب ہوئے اگرچہ ابتدائمیں ما موں کو وزارتِ عظمٰی کے لیے مضبوط امیدوار گردانا نہیں جا رہا تھا سید جواد معین نے اس با ت کی بھی وضاحت کی کہ اگرچہ میرے ما موں کا تعلق زمیندار گھرانے سے ہے لیکن ان کا ایک روائتی جا گیر داروں والے لا ئف سٹائل اور سوچ سے کو ئی تعلق نہیں البتہ آپ لوگ ان کے گھرانے کو مذہبی و سیاسی گھرانہ کہہ سکتے ہیں سید جواد بخاری نے مزید کہا کہ ماموں اور ان کے آبائو اجداد کو سیاست میں جو عزت ملی وہ صرف اور صرف ان کے مثنت کردار کی وجہ سے ملی جواد نے اپنے ما موں کا خا ندانی پس منظر بیان کرتے ہوئے کہا کہ مخدوم یوسف رضا گیلانی نو جون سنہ انیس سو باون کو جنوبی پنجاب کے ضلع ملتان کے ایک مذ ہبی و سیا سی گھرانے میں پیدا ہوئے جو پچھلی کئی نسلوں سے سیاست میں مضبوطی سے قدم جمائے ہوئے ہے۔ ملتان کی درگاہ حضرت موسی پاک کا گدی نشین ہونے کی بناءپر ان کا خاندان مریدین یا روحانی پیروکاروں کا بھی وسیع حلقہ رکھتا ہے۔ ان کے دادا سید محمد رضا شاہ گیلانی تحریک پاکستان کے رہنماو¿ں میں شمار کیے جاتے ہیں اور ان کے بارے میں مشہور ہے کہ انہوں نے کبھی کسی انتخاب میں شکست نہیں کھائی۔ ان کے والد کا نام سید علمدار حسین گیلانی ہے جبکہ معروف سیاست دان حامد رضا گیلانی ان کے چچا تھے۔ یوسف رضا گیلانی کی مسلم لیگ فنکشنل کے سربراہ اور نامور بزرگ سیاست پیر پگاڑا سے بھی قریبی نسبتی عزیز داری بھی ہے اور پیر پگاڑا کی پوتی یوسف رضا گیلانی کی بہو ہیں۔ یوسف رضا گیلانی نے انیس سو ستر میں گریجویشن اور انیس سو چھہتر میں پنجاب یونیورسٹی سے ایم اے صحافت کیا۔ انہوں نے اپنی عملی سیاست کا آغاز سنہ انیس سو اٹھہتر میں اس وقت کیا جب انہیں مسلم لیگ کی سینٹرل ورکنگ کمیٹی کا رکن چنا گیا اور سنہ انیس سو بیاسی میں وہ وفاقی کونسل کے رکن بن گئے۔ یوسف رضا گیلانی نے انیس سو تراسی میں ضلع کونسل کے انتخابات میں حصہ لیا اور سابق سپیکر قومی اسمبلی اور پیپلز پارٹی کے موجودہ رہنما سید فخر امام کو شکست دیکر چیئرمین ضلع کونسل ملتان منتخب ہوئے۔ سنہ 1985 میں انہوں نے صدر جنرل ضیاء الحق کے غیر جماعتی انتخابات میں حصہ لیااور وزیراعظم محمد خان جونیجو کی کابینہ میں وزیر ہاوسنگ و تعمیرات اور بعد ازاں وزیرِ ریلوے بنائے گئے۔ انیس سو اٹھاسی میں وہ پیپلز پارٹی میں شامل ہوئے اور اسی برس ہونے والے عام انتخابات میں انہوں نے پاکستان پیپلز پارٹی کی ٹکٹ پر الیکشن میں حصہ لیا اور اپنے مدمقابل نواز شریف کو شکست دی جو قومی اسمبلی کی چار نشستوں پر امیدوار تھے۔ان انتخابات میں کامیابی کے بعد یوسف رضا گیلانی ایک مرتبہ پھر وفاقی کابینہ کے رکن بننے اور اس مرتبہ انہیں بینظیر بھٹو کی کابینہ میں سیاحت اور ہاو¿سنگ و تعمیرات کی وزارت ملی۔ سنہ انیس سو اٹھانوے میں انہیں پیپلز پارٹی کا وائس چیئرمین نامزد کر دیا گیا لیکن دسمبر 2002ئمیں انہوں نے اپنے بھانجے اور رکن قومی اسمبلی اسد مرتضیٰ گیلانی کی جانب سے پیپلز پارٹی میں بننے والے فارورڈ بلاک میں شامل ہونے پر پارٹی کے عہدے سے استعفی دیدیا۔یوسف رضا گیلانی نوے کے انتخاب میں تیسری مرتبہ رکن اسمبلی بننے اور انیس سو ترانوے میں صدر غلام اسحاق خان کی طرف سے اسمبلی کی تحلیل کے بعد نگران وزیر اعظم بلخ شیر مزاری کی نگران کابینہ میں انہیں بلدیات کا قلم دان سونپاگیا۔ انیس سوترانوے کے انتخابات میں یوسف رضا گیلانی چوتھی مرتبہ رکن اسمبلی منتخب ہوئے اور بینظیر بھٹو کے دور حکومت میں قومی اسمبلی کے سپیکر کے عہدے پر فائز ہوئے۔ انہوں نے اپنی سپیکر شپ کے دوران قائم مقام صدر کے فرائص بھی سرانجام دیے۔ ماضی میں انتخابات میں کامیابی کے باوجود یوسف رضا گیلانی فروری ستانوے میں ہونے والے انتخابات میں ناکام رہے۔ سنہ انیس سو اٹھانوے میں انہیں پیپلز پارٹی کا وائس چیئرمین نامزد کر دیا گیا جو اد بخاری نے آخر میں کہا کہ سیاسی کیرئر کے دوران ما موں کو پار ٹی کی وفا داری تبدیل نہ کرنے پر اور اختیارات کے ناجائز استعمال کے الزامات میں نیب نے ریفرنس دائر کیا اور راولپنڈی کی ایک احتساب عدالت نے ستمبر سنہ دو ہزار چار میں ما موں کو قومی اسمبلی سیکرٹریٹ میں تین سو ملازمین غیر قانونی طور پر بھرتی کرنے کے الزام میں دس سال قید با مشقت کی سزا سنائی تاہم سنہ دو ہزار چھ میں ما موںکو عدالتی حکم پر رہائی مل گئی ۔ ما موں یوسف نے نے اڈیالہ جیل میں اسیری کے دوران اپنی یاداشتوں پر مبنی پر ایک کتاب’چاہ یوسف سے صدا‘ بھی لکھی۔ میں سکول سے آکر اس کا م میں معاونت کرتا ر ہتا تا کہ ما موں محسوس کریں کہ ان کا با نجھا جواد معین بخاری جیل میں بھی ان کے سا تھ ہے

بلاول کا انکل گیلانی تحریر چودھری احسن پریمی

پاکستان پیپلز پارٹی نے پارٹی کے وائس چیئرمین مخدوم یوسف رضا گیلانی کو وزیراعظم کے عہدے کیلئے نامزد کر دیا ہے ۔مخدوم یوسف رضا گیلانی کی اس عہدے پر نامزدگی کیلئے پارٹی میں طویل مشاورت کی گئی اتحادیوں کو بھی اعتماد میں لیاگیا ۔ پارٹی کے چیئرمین بلاول بھٹو زرداری نے بھی وزارت اعظمیٰ کے عہدے پریوسف رضا گیلانی کی نامزدگی سے اتفاق کیاہےپارٹی کے شریک چیئرمین آصف علی زرداری کی صدارت میں پارٹی کا مشاورتی اجلاس ہفتہ کی شب زرداری ہاو¿س میں منعقد ہوا۔ وزیراعظم کے عہدے پر نامزدگی کیلئے پارٹی کے چیئرمین سے بھی رائے لی گئی ۔ اجلاس کے بعد پارٹی کے شریک چیئرمین آصف علی زرداری کے ترجمان کی حیثیت سے فرحت اللہ بابر نے پرہجوم پریس کانفرنس میں پارٹی کے شریک چیئرمین کا بیان جاری کیا ۔ آصف علی زرداری نے اپنے بیان میں کہاہے کہ وزارت اعظمیٰ کے عہدے کیلئے نہ صرف پارٹی کے اندر بلکہ اتحادی جماعتوں سے بھی مشاورت کی گئی ہے بلاول بھٹو زرداری کے اتفاق رائے سے اس عہدے پر نامزدگی کی گئی ہے آصف علی زرداری کے بیان کے مطابق مخدوم یوسف رضا گیلانی کو وزارت اعظمیٰ کے عہدے پر نامزدکیا گیا ہے۔ بیان میں کہاگیا ہے کہ مجھے اس بات پر خوشی ہو گی کہ بے نظیر بھٹو کے نام پر مخدوم یوسف رضا گیلانی اس ذمہ داری کو قبول کرتے ہوئے اتحادی حکومت کی قیادت کریں گے اور قوم کو شاندار مستقبل دیں گے۔آصف علی زرداری نے بیان میں یہ بھی کہاہے کہ مجھے توقع ہے کہ مخدوم یوسف رضا گیلانی اس اہم عہدے کی ذمہ داری ادا کرنے سے نہیں گھبرائیں گے ان میں قیادت کی صلاحیت موجود ہے میری تمام نیک تمنائیں اور دعائیں نامزد وزیراعظم ،اتحادیوں اور پاکستان کے عوام کیلئے ہیں ۔مخدوم یوسف رضا گیلانی پر جو بھاری ذمہ داری عائد کی گئی ہے وہ اس ذمہ داری سے خوش اسلوبی سے عہدہ برآ ہوںگے ۔اس موقع پر مجھے شہید محترمہ بے نظیر بھٹو کی یاد آتی ہے جنہوں نے جمہوریت کیلئے جنگ لڑی اور اپنی جان قربان کر دی میں ان ، ان گنت شہداءکی قربانیوں کو بھی خراج عقیدت پیش کرتاہوں جو اس جدوجہد میں محترمہ کے ساتھ رہے ان کی قربانیاں ہمارے لئے مشعل راہ ہیں جو آئندہ نسلیں بھی یاد رکھیں گی ۔پاکستان پیپلزپارٹی کی طرف سے وزارت عظمٰی کے لیے نامزد کیے جانے والے یوسف رضا گیلانی کا خاندان 1921 ءسے سیاست کے میدان میں ہے اور ان کے پردادا متحدہ ہندوستان کی قانون ساز اسمبلی کا حصہ رہ چکے ہیں ۔ سیاست کے علاوہ ایک بڑی وجہ شہرت ان کی نامور مذہبی سلسلہ گیلانی خاندان سے نسبت ہے۔ یوسف رضا گیلانی نے آزاد امیدوار کی حیثیت سے1983 ءمیں ڈسٹرکٹ کونسل ملتان کے لیے انتخابات میں حصہ لیا اور فخر امام کو شکست دی اور یوں چیئرمین ضلع کونسل منتخب ہوئے ۔1985 ئکے غیر جماعتی انتخابات میں انہوں نے کامیابی حاصل کی اور1987 ءمیں وہ پاکستان پیپلزپارٹی میں شامل ہو گئے۔1988 ءکے انتخابات میں انہوں نے میاں نواز شریف کو شکست دی ۔ بے نظیر بھٹو کے دوسرے دور کی حکومت میں وہ سپیکر قومی اسمبلی بھی رہے تاہم جنرل مشرف کے اقتدار پر قبضے کے بعد انہیں اختیارات کے ناجائز استعمال کے الزام میں 5 سال قید کی سزا ہوئی اور انہیں اڈیالہ جیل بھیج دیا گیااس دوران انہوں نے چائہ یوسف سے صدا کے نام سے ایک کتاب بھی تحریر کی جسے خاصی شہرت ملی ۔اب ان کے بیٹے شیخ عبدالقادر گیلانی بھی پیپلزپارٹی کے پلیٹ فارم سے انتخابات میں حصہ لے رہے ہیں اب جبکہ بے نظیر کی شہادت نے پارٹی کی قیادت میں بہت بڑا خلاءپیدا کردیا ہے جس کو پر کرنا مشکل ہے لیکن یوسف رضا گیلانی جیسے سینئر لیڈروں کی موجودگی اسے بہت حد تک کم کرے گی اوراب ان پر پارٹی کی ذمہ داریاں اور بھی بڑھ گئی ہیںنومنتخب وزیراعظم کے قوم سے پہلے خطاب کے نکات کو متحدہ حزب اقتدار حتمی شکل دینے کے لیے صلاح و مشورہ ہفتہ رات کو ہی شروع کردیانو منتخب وزیراعظم کا قوم سے 27,26 مارچ کو قوم سے خطاب متوقع ہے ۔ پاکستان پیپلزپارٹی نے اتحادی جماعتوں سے نو منتخب وزیراعظم کی تقریر کے نکات کے بارے میں مشاورت شروع کردی نئی حکومت نے پہلے 100 دنوں کے پروگرام کو حتمی شکل دی ہے ۔ قومی اسمبلی ( پیر کو ) 19 ویں وزیراعظم کا انتخاب کرے گی۔ پاکستان پیپلز پارٹی اور اس کی اتحادی جماعتوں کا نامزد امیدوار بھاری اکثریت سے وزیر اعظم منتخب ہو جائیں گے سیاسی جماعتوں کے درمیان بڑھتے ہوئے رابطوں اور وزارت عظمی کے لیے اپوزیشن کے نامزد امیدوار ڈاکٹر فاروق ستار دستبردار ہو گئے ہیں جبکہ مسلم لیگ (ق) نے سابق وزیر اعلیٰ چوہدری پرویز الہی کو اس عہدے کے لئے نامزد کیا ہے صدر پرویز 25 مارچ کو ایوان صدر میں نئے حکمران اتحادکے نو منتخب وزیر اعظم سے حلف لیں گے ۔ تفصیلات کے مطابق صدر پرویز مشرف کی جانب سے ( پیر کو ) قومی اسمبلی کے طلب کردہ اجلاس میں وزیراعظم کاانتخاب ہو گا ۔ پاکستان پیپلز پارٹی اور متحدہ قومی موومنٹ کے درمیان رابطہ کے نتیجے میں ڈاکٹر فاروق ستار کی دستبرداری کے بعد وزیر اعظم کے بلا مقابلہ منتخب ہونے کے امکانات روشن ہو گئے ۔وزارت عظمیٰ کے امیدواروں کیلئے آج ( اتوار کو ) دوپہر دو بجے تک کاغذات نامزدگی جبکہ تین بجے سہ پہر ان کی جانچ پڑتال کا وقت مقرر کیاگیا ہے۔ اگلے روز قومی اسمبلی کا اجلاس چار بجے نو منتخب اسپیکر ڈاکٹر فہمیدہ مرزا کی صدارت میں ہو گا ۔ اسپیکر ، نو منتخب وزیر اعظم کااعلان کریں گی۔24 مارچ کو 13 قومی اسمبلی 19 ویں وزیر اعظم کا انتخاب کرے گی ۔ نو منتخب وزیر اعظم اگلے روز 25 مارچ کو ایوان صدر میں اپنے عہدے کا حلف لیں گے ۔صدر پرویز مشرف نو منتخب وزیر اعظم سے حلف لیں گے۔بلاول بھٹو زرداری اورآصف زعداری نے یوسف رضا کا وزارت عظمی کیلئے انتخاب کرکے اس رو ایت کو ختم کر دیا ہے جو یہ تاثر ملتا تھا کہ شاید پارٹی کے اندر ڈکٹیٹر شپ ہے اور وزارت عظمی بھٹو خاندان سے باہر نہیں نکلے گی وزارت عظمی کے اعلان سے پہلے آصف زراری نے جس عزم کا اعادہ کیا ہوا تھا کہ میں نظام کی تبدیلی چاہتا ہو ں وہ کر دکھا یا۔بلاول بھٹو زرداری کے اس فیصلے کو ملک بھر کے عوام نے سراہا ہے جو کہ ایک نہایت خوش آئند اقدام ہے میڈیا میں وزارت عظمی کی خبروں کے حوالے سے دوڑ لگی ہو ئی تھی راقم الحروف نے الیکشن کے دن ہی اپنے ایک کالم میں آئندہ نامزد ہونے والے و زیر اعظم یوسف رضا گیلانی کی پیش گوئی کردی تھی اور
