UNITED NATIONS - Pope Benedict XVI used his moral authority on Friday to promote human rights and multilateralism and urge a greater dialogue between religions in a landmark address to the UN General Assembly.
Clad in his white robes, the 81-year-old pontiff reminded all 192 UN member states of their duty to protect their people from human rights abuses.
“Every state has the primary duty to protect its own population from grave and sustained violations of human rights,” he told a packed assembly on his first visit to UN headquarters since becoming pope three years ago.
“If states are unable to guarantee such protection, the international community must intervene with the juridical means provided in the United Nations Charter,” he said.
In his remarks, the head of the world’s 1.1 billion Roman Catholics also extolled the virtue of “multilateral consensus” which he said “continues to be in crisis because it is still subordinated to the decisions of a few, whereas the world’s problems call for interventions in the form of collective action.”
Benedict also underscored the need to foster dialogue between cultures and religions at a time of tension between the West and the Islamic world.
“The United Nations can count on the results of dialogue between religions and can draw fruit from the willingness of believers to place their experiences at the service of the common good,” the pope said.
He later entered the sanctuary of the Park East synagogue in New York, becoming the first leader of the Roman Catholic church to visit a Jewish place of worship in the United States.
The visit, by the German-born pope, came just hours before the start of Passover. Benedict walked down the center aisle with Rabbi Arthur Schneier, a survivor of the Holocaust, as a children’s choir sang in Hebrew.
“Shalom! It is with joy that I come here just a few hours before the celebration of your Pesah (Passover), to express my respect and esteem for the Jewish community of New York City,” Benedict told some 400 people gathered at the synagogue.
It was another sign of the pope’s desire for better ties with the Jewish community, after he met privately with Jewish leaders in Washington on Thursday to urge Jews and Roman Catholics to forge ”new attitudes” to foster peace.
The six-day ground-breaking trip, Benedict’s first as pontiff, has already seen the pope tackle some of the thorniest issues facing the Roman Catholic Church.
His address to the UN was one of the highlights, but on Thursday he took unprecedented steps to atone for decades of sexual abuse of young people by US priests.
After celebrating Mass with some 48,000 people in Washington Thursday, Benedict met privately with five victims of sexual abuse by priests, acknowledging the pain and damage caused by the scandal.
“I told him that he has a cancer growing in his ministry and needs to do something about it,” said 52-year-old Bernie McDaid who was abused as a 12-year-old altar boy near Boston, Massachusetts.
“He absolutely heard it. I felt our eye contact, everything about him. When he entered the room, he had an apology right away,” he told CNN.
Noting that this year marks the 60th anniversary of the Universal Declaration of Human Rights, the pope told the UN General Assembly Friday that promoting human rights was “the most effective strategy for eliminating inequalities between countries and social groups and for increasing security.”
But he also warned against “a relativistic conception” of such rights under which “the meaning and interpretation of rights could vary and their universality would be denied in the name of difference cultural, political, social and even religious outlooks.”
“This great variety of viewpoints must not be allowed to obscure the fact that not only rights are universal, but so too is the human person, the subject of those rights,” he added.
His UN visit was the fourth by a pope, following those by Paul VI in 1965 and John Paul II in 1979 and 1995.
The pope’s historic visit will continue on Saturday with a Mass at St. Patrick’s cathedral followed on Sunday by a visit to Ground Zero, before he celebrates Mass in the Yankees Stadium.
On Wednesday he paid the first papal visit to the White House in three decades and urged US President George W. Bush to use diplomacy rather than war to resolve conflicts.

Chinese protest against biased BBC coverage
LONDON - Hundreds of Chinese students held demonstrations in two British cities Saturday protesting at how media outlets including the BBC have covered the run-up to the Beijing Olympics.
More than 1,000 people, mainly students, gathered outside the BBC’s offices in Manchester, north-west England, while around 300 staged a demonstration outside the Houses of Parliament in London.
Protestors in Manchester were holding a two-hour silent vigil before reading out an open letter to BBC director-general Mark Thompson accusing the broadcaster of “tarnishing and demonising China”.
In both cities, they expressed concern about how the media had covered the Olympic torch relay as well as last month’s unrest in Tibet.
“I was in London...during the torch relay on the 6th of April and we saw thousands of students coming from all over the UK just to support the torch relay and were really excited about that,” London protestor Becky Qin told BBC television.
“But when I went back to Cambridge and saw the recorded version of BBC News 24, we were disappointed to see nothing about the supporting groups at all.
“It was as if the torch was just struggling its way through London and it was all about how people were so resentful about it”.
She also said the broadcaster had provided “blurry numbers” about how many people had died in Tibet.
In Manchester, organiser Tian Yang said: “The way they frame the story is biased. There is only one side of the story. They take their views from Tibetan government and the Western petitions.”
The business student, who is studying on an exchange from Manchester to Shanghai, added: “We feel that through this biased reporting in the news, it will generate racist prejudice and hostility in the West.”
Organisers said they were not affiliated to any government or organisation.
The BBC defended its coverage in a statement, saying: “Despite restrictions placed on journalists, our coverage of Tibet has been extensive, fair and balanced.
“The same is true of our reporting of the Olympic torch relay and the protests that have accompanied it.”
The Olympic torch’s parade around the world ahead of the games, which start in August, has been hit by repeated demonstrations by protestors concerned about China’s human rights record.
In London, 37 people who tried to disrupt the procession were arrested, whilst in Paris the Olympic torch was repeatedly extinguished.
Violence broke out in Tibet’s capital Lhasa on March 14 following four days of peaceful protests against Chinese rule.
Exiled Tibetan leaders say more than 150 people have died in the subsequent government crackdown, while China says Tibetan “rioters” have killed 18 civilians and two policemen.
Basant festival falls victim to uncertainty, suicide blasts
AFTER many many years, the year has passed by without Basant celebrations in Lahore. The trademark festival fell victim to political uncertainty and suicide bombings.
Though the festival organisers tried their level best to squeeze in the event as they were persuaded by the kite and string manufacturers. Some one million people live off the festival sales during the Basant season. However, February 18 elections and later a series of suicide blasts killed off whatever the faint hopes the Basant ravers were having.
One of the festival organisers, Zulfiqar Chaudhry, said the new government in Punjab was least interested in Basant celebrations as it was busy finalising the real government agenda.
This years there were no takers, said Zulfiqar. However, he said the next year if the courts allowed Basant will be celebrated at all costs. Courts had banned the festival after a series of throat slitting incidents caused by sharp plastic strings. “A new security safety-net would be introduced next year to allay the fears of administration,” said Zulfiqar.
Reward for catching robbers
“THE reward he got for catching robbers was death,” said Mohammed Azeem, cousin of Abdul Basit, who allegedly died because of police torture, says a report in a local English broadsheet.
Azeem said the late 38-year-old Basit had caught two robbers a couple of months ago, even after being injured by a bullet that went through his right hand. He said Basit and his elder brother, Abdul Majid, caught the robbers after the latter broke into their house.
The two brothers then handed over the robbers to the Baghbanpura police. Basit went to the Ghurki Trust Hospital where doctors operated upon his injured hand. He has been having physiotherapy on the hand ever since.
On Monday, the Baghbanpura police detained Basit while he was about to go to a physiotherapy session. “They tortured and killed him in the police station and registered a false drug-peddling case against him,” Azeem said.
Azeem said Basit was a taxi driver in the UAE and had come to Pakistan on vacations. He said Basit and his family were living at Wapda Head Office Colony in the house of Abdul Majid, who is an accounts officer. Another brother of Basit, Abdul Mateen, is a university professor in Islamabad.
Azeem said that on Monday, Basit was on the doorstep of his house when Sub-Inspector Mohammed Iqbal, accompanied by constables Ali Raza and Shehzad Ahmad, approached him. The policemen accused Basit of smoking hash, spoke harshly to him, and took him away in a police vehicle. They registered a case against him and detained him at the police station, Azeem said.
He said: “At 9:45am on Tuesday, someone from the Baghbanpura Police Station called us and told us that Basit was dead and his body was at the Mayo Hospital’s morgue.”
Later, the Baghbanpura police, on the orders of senior police officers, registered a murder case against the three policemen involved. The family of the deceased accused the policemen of having ‘links’ with the robbers Basit and his brother had caught. Basit’s family said the policemen had killed him to settle a score.
Court directive on false cases
THE Lahore High Court (LHC) told the police not to implicate married couples in false cases. “It is an illegal practice and tantamount to intruding into their lives,” said a judge.
The judge was hearing a petition filed by Usma Batool. She requested the court to quash an FIR (first information report) that was lodged by her father, Nawaz, with the Khushab police.
Nawaz blamed Zahidul Hasan for abducting Usma. Usma said she was happily married to Hasan. She added that no one had abducted her or forced her to marry Hasan.
She said her father had lodged the FIR to harass her. She said Nawaz had married her to a person after taking money from him. She said she got divorce from her previous husband and married Hasan.
Usma’s counsel Rao Abdul Jabbar said Khushab’s sessions judge had already directed officials to take action against Nawaz for filing a false case against the couple and accusing them of committing adultery.
The judge disposed of the petition after a Khushab police investigation officer told the court that the FIR had been proved fabricated.

EU rejects MQM’s criticism on report
KARACHI — Chief Election Observer of the European Union (EU) Michael Gahler yesterday rejected the Muttahida Qaumi Movement’s claim that a report submitted by a EU delegation on the February 18 elections had cast aspersions on party’s role and reiterated that it would not change the contents of the report.
“The EU Observer Mission does not take sides or make allegations and we have no intention to withdraw or delete any remarks that had appeared in the report to be deleted,” Gahler declared while addressing a Press conference at the Karachi Press Club.
Gahler affirmed that ‘observers findings were prepared without taking sides and only the facts observed by the men of integrity with no bias have been published in the report.
MQM had complained to the EU observers that the report had material that was anti-MQM and far from truth.
Khosa gets trust vote, orders austerity
LAHORE — Punjab Chief Minister Dost Mohammed Khosa yesterday announced a 70 per cent cut in the budget for his office and pledged to introduce austerity in all departments to spare funds for health, education and projects that could create jobs for the millions who do not have a source of livelihood at present.
He also gave an undertaking to improve the judicial system, law and order situation to control the ascending graph of thefts and dacoities.
The 32-year-old son of former governor Zulfikar Khosa made these commitments while addressing a special session of the Punjab Assembly at which he won a confidence vote from 264 members of the 371-strong house to meet a constitutional obligation.
The opposition PML-Q boycotted the session as a mark of protest against the speaker’s attitude who had disallowed their members to express their views. Senior Minister Raja Riaz made an abortive effort to bring the angry opposition back to the house.
Khosa is a dummy chief minister, being remote-controlled by the Sharif brothers, said opposition leader Chaudhry Zaheeruddin. The house echoed with slogans against President Pervez Musharraf, whose support base is shrinking after the February 18 polls.
Khosa said his government would enforce laws to control extravagance at marriages. He said only one dish meals would be allowed at weddings and nobody would be allowed to violate the law.
He paid tributes to the PPP and the PML-N leaders whose sacrifices had played a major role in the restoration of democratic system. He said dictatorship had come to an end and the period of lawlessness was also over. He said now the rule of law would reign supreme.
Chaudhry Zaheeruddin said the prices of wheat flour, gas and electricity were going up despite the rulers’ claim that they would stop the trend. Similarly, he said, the ruling coalition had failed to restore deposed judges despite the fact that they had got a two-thirds majority in parliament.
“The chief minister has no justification to get a confidence vote in the prevailing situation,” said a fuming opposition leader. The house was prorogued after the chief minister’s address.
Zardari, Sharifs among top 10 richest Pakistanis

KARACHI — Mian Mohammad Mansha, the owner of Muslim Commercial Bank as well as 40 other business houses in and outside the country, is the richest man in Pakistan, ahead of Pakistan People’s Party (PPP) Co-chairman Asif Ali Zardari, according to reports appearing in the local Press.
According to the reports, Mansha, who made his modest beginning in early 1960s, has assets worth $2.5 billion as against Asif Zardari whose wealth is valued at around $1.8 billion. Zardari’s income mainly comes from five sugar mills, real estate in England, the United States, the Middle East and Far East.
Ranked third is an England-based businessman of Pakistani origin, Sir Anwar Pervez, who has assets estimated at $1.5 billion. He owns Bestway Group besides having interest in banking and real estate.
Two-time prime minister and leader of his own faction of Pakistan Muslim League Nawaz Sharif and his brother Shahbaz Sharif are ranked fourth having accumulated wealth estimated to be $1.4 billion.

Pakistan’s ambassador says held by Taliban: TV
DUBAI - Pakistan’s ambassador to Afghanistan, who went missing in February in the Khyber region, appeared on Arabic television on Saturday saying he was being held by the Taliban and urged Islamabad to meet their demands.
Ambassador Tariq Azizuddin appeared in a video tape on Al Arabiya television surrounded by armed militants to make his first public statement since going missing.
“We were kidnapped by mujahideen from the Taliban,” the ambassador, wearing an open-necked shirt and looking calm, said in the remarks which were translated from Urdu into Arabic.
“I suffer health problems such as high blood pressure and heart pains,” said the bespectacled and grey-bearded ambassador, who gestured to his armed captors in a hilly desert region.
Scores of people have been kidnapped in the dangerous border region between Afghanistan and Pakistan and the ambassador’s disappearance highlighted instability in nuclear-armed Pakistan -- a major ally in the U.S.-led crackdown on militants.
The Pakistani government had not publicly confirmed he had been kidnapped but a senior government official said on Saturday Azizuddin was being held by militants who were demanding the release of their arrested colleagues.
In a message to Pakistan’s foreign ministry undersecretary, its envoys to China and Iran, and his brother, Azizuddin said:
”Because of my health condition I ... appeal to them to do all they can to preserve our lives and meet the demands of the Taliban mujahideen as soon as possible so that we can be released.”
The ambassador was on his way to Kabul from the northwestern Pakistani city of Peshawar when he disappeared along with his driver and bodyguard in the Khyber tribal region. Azizuddin who vanished on Feb. 11, said he, his driver and bodyguard, had been held for 27 days at the time the tape was filmed.
According to a senior Arabiya journalist, the ambassador said in the tape that Azizuddin spoke about “the release of any Muslim held in Pakistan whose release is demanded by Taliban”.
This remark appeared to refer to Taliban commander Mullah Mansour Dadullah held by Pakistan, the Arabiya journalist said, adding the tape was sent to the offices of Dubai-based Arabiya.

His captors wore Afghani robes and two of them held assault rifles but were not pointing them at him as he spoke.
“We have been here for 27 days and we are in a comfortable condition and are being taken care of and respected,” he said.

Pregnant Spanish minister visits Afghanistan
HERAT - Spain’s newly appointed Defence Minister Carme Chacon, who is seven months pregnant, made a brief visit to insurgency-hit Afghanistan Saturday to meet Spanish troops, an official said.
Chacon, appointed six days ago, was scheduled to spend only a few hours with the soldiers based in the western city of Herat, a Spanish information officer told AFP.
She was briefed by Spanish commanders about their work as part of a NATO-led force helping Afghanistan fight the Taliban, the officer said. Spain is among 40 nations serving in the International Security Assistance Force (ISAF).
The minister was also given a rundown of Spain’s work as the head of the Badghis province reconstruction team -- one of several military-civilian units set up around the war-torn country.
She toured a Spanish-run hospital at the Herat base, where she met Spanish patients, and was due to leave in the afternoon, said the officer, who asked to not be identified.
About 750 Spanish soldiers work alongside Italian troops in Herat, where the Italians are in command, and there are another 200 in Qala-e-Now, capital of neighbouring Badghis province, where Spain is the lead nation.

Afghans to probe if US used depleted uranium
KABUL - The Afghan government plans to investigate whether the United States used depleted uranium during its invasion of Afghanistan in 2001 and if it might be linked to malformed babies born afterwards.
Parts of Afghanistan, particularly the mountainous region of Tora Bora in the east -- the suspected hideout of al Qaeda chief Osama bin Laden -- came under heavy U.S. bombing in late 2001 when the Taliban regime was ousted.
Depleted uranium is a heavy metal used in some weapons that can pierce armour. It has small levels of radioactivity associated with it.
Cases of malformed babies delivered in the heavily bombed Afghan areas have come to light, Faizullah Kakar, Afghan deputy public health minister for technical affairs said on Saturday, citing an unnamed U.S. expert.
Kakar told Reuters the Afghan government planned to investigate the matter.
“We have decided to do a study to see what is going on. We will take samples of soil, rocks, water in different areas where the war had taken place in the past and look in the same area to see if there is an excess of malformed babies,” Kakar said.
“It’s then that we can tell you what is going on. But until then it is still speculation,” he said.
“In Afghanistan, we have so many problems with nutritional deficiency, like folic acid. So it’s difficult to tell if it’s due to depleted uranium or due to some nutritional problems or some other genetic issues,” he said.
Asked if the United States had told Afghanistan if depleted uranium was used during the war, Kakar said: “They have not told us that they have used it, but my source said it was used.”
Kakar said he would like to see the study done as soon as possible, but the Afghan government, which largely relies on Western aid and troops, needed to find ways of funding it.
Parts of Afghanistan, particularly the mountainous region of Tora Bora in the east -- the suspected hideout of al Qaeda chief Osama bin Laden -- came under heavy U.S. bombing in late 2001 when the Taliban regime was ousted.
Depleted uranium is a heavy metal used in some weapons that can pierce armour. It has small levels of radioactivity associated with it.
Cases of malformed babies delivered in the heavily bombed Afghan areas have come to light, Faizullah Kakar, Afghan deputy public health minister for technical affairs said on Saturday, citing an unnamed U.S. expert.

Pakistan successfully test fires Surface to Surface Ballistic Missile Hatf IV
RAWALPINDI : Pakistan on Saturday successfully test fired its long range Surface to Surface Ballistic Missile Hatf VI (Shaheen II), said an ISPR press release issued here. The missile test was conducted as part of process of validation and technical improvements to consolidate and verify various land based strategic missile systems.
It may be recalled that Hatf VI (Shaheen II) is Pakistan’s longest range ballistic missile system with a range of 2000 Kms. It is a two stage fuel missile which can carry nuclear and conventional warheads with high accuracy.
The test was witnessed by Prime Minister Syed Yousaf Raza Gilani, who congratulated the scientists and engineers of Strategic Organizations on achieving an important milestone in Pakistan’s quest for sustaining strategic balance in South Asia.
Speaking after the successful test, the Prime Minister made it clear that Pakistan’s strategy of credible minimum deterrence is fully in place and is a guarantee of peace in the region.
He assured that the defence needs of the country will remain a high priority with the elected government. He further added that the strategic programme which enjoys complete national consensus will continue to be consolidated and further strengthened in line with the needs of national security.
The test was also witnessed by the Defence Minister Chaudhry Ahmed Mukhtar and Chairman Joint Chiefs of Staff Committee, General Tariq Majid, besides senior military officers and scientists.

نے کہا کہ ’بیورو کریسی کی ایک رائے ضرور ہوتی ہے لیکن وہ سمجھیں کہ مکھی پہ مکھی بٹھا تے ہیں۔ ایک سوال پر انہوں نے بتایا کہ لاڑکانہ سے بینظیر بھٹو کی قومی اسمبلی کی نشست پر وہ خود اور ان کی ہمشیرہ فریال تالپور کاغذات نامزدگی جمع کرائیں گے۔ میں آپ کو بتاؤں کہ بی بی شہید نے وصیت میں بچوں کا گارڈین مجھے نامزد نہیں کیا بلکہ میری بہن فریال کو کیا ہے، شاید بی بی سمجھتی ہوں کہ میں پارٹی چیئرمین بن رہا ہوں اور پیپلز پارٹی کے چیئرمین کی ذمہ داری بہت بڑی ہے اور جو ابھی تک جو بھی پارٹی چیئرمین بنا اسے شہید کیا گیا، شاید اس لیے انہوں نے فریال کو (گارڈین) مقرر کیا ہے۔ رکن اسمبلی بننے کے بعد ان سے وزیراعظم بننے کے بارے میں دریافت کیا تو انہوں نے کہا کہ یہ ضروری نہیں کہ پارٹی چیئرمین وزیراعظم بھی بنے۔ جب پوچھا کہ کیا وہ عہد کرتے ہیں کہ وزیراعظم نہیں بنیں گے تو انہوں نے انکار کیا اور کہا کہ اگر ضروری ہوا تو وہ وزیراعظم بنیں گے۔ جب ان سے پوچھا گیا کہ وہ کہتے ہیں کہ کچھ خفیہ ہاتھ جمہوری حکومت کے خلاف سازش کر رہے ہیں آخر یہ کون ہیں، آپ حکومت میں ہوتے ہوئے بھی ان کی نشاندہی نہیں کرسکتے؟ تو انہوں نے کہا کہ ان کی نشاندہی کرتے ہیں یہ وہی قوتیں ہیں جنہیں آپ اسٹیبلشمینٹ کہتے ہیں۔ان قوتوں نے ہی بی بی شہید سے کہا کہ سن دو ہزار سات کے الیکشن کا بائیکاٹ کریں، بی بی نے ایسا نہیں کیا تو انہوں نے دھمکی دی کہ وہ پیپلز پارٹی کو صرف سندھ تک محدود کردیں گے اور ایسا ہوا بھی لیکن بی بی شہید نے ان قوتوں کا مقابلہ کیا، یہ وہی قوتیں ہیں جو صدر مشرف کو اقتدار میں لائیں اور یہی قوتیں جمہوری حکومت کے خلاف محلاتی سازشیں کر رہی ہیں۔ ان کے اس جواب پر جب پوچھا کہ ایک طرف آپ صدر مشرف کو سازشی قوتیں قرار دے رہے ہیں اور دوسری طرف ان کے ساتھ محبت اور نفرت کا رشتہ بھی ساتھ ساتھ برقرار رکھا ہوا ہے تو آصف علی زرداری نے کہا کہ صدر مشرف سے محبت ہے نہ نفرت، ہم ان کی اسمبلی میں نہیں بلکہ اپنی اسمبلی میں بیٹھے ہیں، ان کا بطور صدر پارلیمان سے ایک تعلق ہے اور فی الحال سٹیٹسکو برقرار رکھنا چاہتے ہیں۔ہم ملک کی خاطر تصادم نہیں چاہتے، لیکن اس کا یہ مطلب نہیں کہ ہم انہیں قبول کرتے ہیں، جب بھی ہمیں دو تہائی اکثریت ملی ہم ان کا محاسبہ کرنے کا سوچیں گے۔جب انہیں یاد دلایا کہ وزیراعظم کے انتخاب میں انہیں ملنے والے ووٹ دو تہائی اکثریت سے زیادہ ہیں تو انہوں نے کہا کہ ہاں یہ ووٹ وزیراعظم بننے کے لیے ملے ہیں محاسبے کے لیے نہیں، ہم اگر کل صدر کا محاسبہ کریں تو یہ سارے ووٹ نہیں ملیں گے۔اس پر جب ان سے پوچھا کہ اس کا مطلب ہے کہ صدر پرویز مشرف کو فی الحال آپ نے نظریۂ ضرورت کے تحت قبول کیا ہوا ہے تو انہوں نے کہا کہ نہیں مطلوبہ سیاسی قوت کے حصول کی خواہش کے تحت ایسا کیا ہے۔سابق وزیراعظم میاں نواز شریف کے اس بیان کے متعلق جس میں انہوں نے کہا تھا کہ صدر کا محاسبہ کرنے پر آصف علی زرداری نے ان سے اتفاق کیا ہے آصف زرداری نے کہا کہ بالکل میاں صاحب سے جمہوریت کی مضبوطی اور پارلیمان کی بالادستی پر اتفاق ہے۔ ہمیں عوام نے ووٹ تبدیلی کے لیے دیا، نظام بدلنے کے لیے دیا ہے اور ہم ایسا ضرور کریں گے لیکن ایسا کب ہوگا اس کا فیصلہ وقت کرے گا۔صدر پرویز مشرف کے تین نومبر دو ہزار سات کو ایمرجنسی لگانے، آئین معطل کرنے اور ججوں کی بحالی سمیت دیگر اقدامات کو قانونی جواز فراہم کرنے کے بارے میں سوال پر آصف علی زرداری نے کہا کہ وہ ایمرجنسی سمیت تمام اقدامات کے خلاف ہیں، حکومت نے میڈیا پر پابندیاں ختم کی ہیں اور اب ججز کو بھی بحال کر رہی ہے لیکن یہ انہیں نہیں معلوم کہ قانونی حیثیت کی ضرورت ہے کہ نہیں۔ جب ان سے متحدہ قومی موومینٹ کے ساتھ ایک دم دوستی اور جلد ہی دوری پیدا ہونے کے بارے میں پوچھا تو انہوں نے کہا کہ ’کچھ ان کی مجبوریاں ہیں، کچھ ہماری مجبوریاں ہیں، ہم سوچ رہے کہ کچھ اپنا دل بڑا کریں اور کچھ وہ اپنا بڑا کریں تو امید مثبت رکھنی چاہیے۔اس پر جب انہیں یاد دلایا کہ آپ نے تو اپٹی ٹوپی یعنی پگ اتار کر انہیں دی یہ آپ کا جذباتی فیصلہ نہیں تھا تو انہوں نے کہا کہ ’ان کی بھی ٹوپی میں نے پہنی اور عزیز آباد سے پہلی بار ’جیئے بھٹو‘ اور ’زندہ ہے بی بی زندہ ہے‘ کے نعرے لگے تو بھٹو شہید کے نام پر تو میں گردن دے سکتا ہوں یہ تو پگ معزول چیف جسٹس سے وزیر قانون کی ملاقات ،ججوں کی بحالی جلد ممکن ہے ،وزیر قانون
پشاور۔ مرکزی حکومت کی ہدایات پر صوبائی وزیر قانون و پارلیمانی امور بیرسٹر ارشد عبد اللہ نے پشاور ہائیکورٹ کے معزول چیف جسٹس طارق پرویز سے ان کی رہائش گاہ واقع ججز کالونی ریس کورس گراؤنڈ میں ملاقات کی جو پچپن منٹ جاری رہی ۔ون ٹو ون ملاقات میں معزول ججوں کی بحالی اور طریقہ کار سمیت وفاقی حکومت کی حکمت عملی پر سیر حاصل بحث ہوئی ۔ملاقات کے بعد معزول چیف جسٹس طارق پرویز اور صوبائی وزیر قانون بیرسٹر ارشد عبد اللہ نے ملاقات کے بارے میں بریفنگ دی ۔اس موقع پر پشاور ہائیکورٹ کے معزول چیف جسٹس طارق پرویز خان نے کہا کہ کوئی شخص یا ادارہ پارلیمنٹ سے بالادست نہیں ۔آئین نے پارلیمنٹ کو قانون سازی کرنے کا اختیار دیا ہے اور آئین میں ترمیم کرنا پارلیمنٹ کا کام ہے ۔انہوں نے کہا کہ عدلیہ کے بارے میں پارلیمنٹ نے جو فیصلہ کیا وہ سب کو منظور کرنا ہو گا اور کوئی بھی شخص اس سے اختلاف نہیں کر سکتا کیونکہ پارلیمنٹ کو آئین میں ترمیم اور قانون سازی کرنے کا اختیار حاصل ہے ۔پارلیمنٹ جس چیز کو ویری فائی کرتی ہے تو ہر ایک شہری کا فرض ہے کہ وہ پارلیمنٹ کے فیصلے کو قبول کرے ۔انہوں نے کہا کہ وزیر قانون سے معزول ججوں اور عدلیہ کے بارے میں کوئی بات نہیں ہوئی تاہم آزاد عدلیہ پر بات ضرور ہوئی ۔انہوں نے کہا کہ وہ وکیل تھے پشاور ہائیکورٹ کے چیف جسٹس تھے اور ہیں اور میں اپنے آپ کو پشاور ہائیکورٹ کا چیف جسٹس مانتا ہوں ۔عدلیہ کی آزادی کے بارے میں ان کے درمیان باتیں ہوئیں عدلیہ کی آزادی کا مطلب یہ ہے کہ عوام اور لوگوں کو انصاف مہیا ہو ۔انہوں نے کہا کہ ان سے وزیر قانون کی ملاقات چیف جسٹس اور وزیر قانون کی ملاقات نہیں تھی بلکہ یہ ملاقات طارق پرویز اور ارشد عبد اللہ کی تھی ۔انہوں نے کہا کہ ہم صوبے میں عدلیہ کو وہ مقام دینا چاہتے ہیں جو لوگوں کے حقوق کا تحفظ کرے۔معزول ججوں کی بحالی کی شرائط ٹرم اور کنڈیشن پر کوئی بات نہیں ہوئی ۔اس موقع پر صوبائی وزیر قانون بیرسٹر ارشد عبد اللہ نے کہا کہ وہ کوئی خصوصی پیغام لیکر نہیں آئے تھے ۔ان کی حکومت کی یہ خواہش ہے کہ عدلیہ بحال ہو اور انشاء اللہ عدلیہ جلد بحال ہو جائے گی ۔ہم غیر مشروط عدلیہ کی بحالی چاہتے ہیں اور وہ وقت دور نہیں کہ عدلیہ بحال ہوگی ۔عدلیہ کی بحالی مستقبل قریب میں ہو گی ۔بیرسٹر ارشد عبد اللہ نے کہا کہ جب عدلیہ آزاد ہو تو اصلی حقیقی جمہوریت بحال ہو جائے گی بیرسٹر ارشد عبد اللہ نے کہا کہ اے این پی اور اتحادی جماعتوں نے ججوں کی بحالی کے لئے قربانیاں دی ہیں اور وکلاء نے منظم تحریک چلائی ہے اور ہم نہیں چاہتے کہ ان کی قربانیاں رائیگاں جائیں ۔انہوں نے کہا کہ وہ چیف جسٹس طارق پرویز کو معزول جج نہیں کہتے ان کی نظر میں وہ آج بھی پشاور ہائیکورٹ کے چیف جسٹس ہیں اور رہیں گے ۔انہوں نے کہا کہ معزول ججز بہت جلد اپنے چیمبر میں ہونگے ۔ان کی بحالی کے لئے شرائط نہیں اور عوام بہت جلد خوشخبری سنیں گے ۔بیرسٹر ارشد عبد اللہ نے کہا کہ اسفندیار ولی،افراسیاب خٹک اور اے این پی کے قائدین نے ججوں کی بحالی کے لئے چلائی گئی تحریک میں بے پناہ قربانیاں دی ہیں کراچی میں ہمارے کارکن شہید ہوئے اور حتیٰ کہ ہمارے قائدین پر لاٹھی چارج اور آنسو گیس کا استعمال کیاگیا ۔انہوں نے کہا کہ ہم تحریک کا حصہ رہے اور اے این پی ججوں کی بحالی چاہتی ہے اور اس کے موقف میں کوئی تبدیلی نہیں آئے گی۔
میاں نواز شریف سے مشیر داخلہ رحمان ملک کی ملاقات
اسلام آباد ۔ مشیر برائے داخلہ رحمان ملک نے لاہور میں نواز شریف سے ملاقات کے بعد ایف آئی اے کی عمارت کا معائنہ کیا اور صحافیوں سے گفتگو کرتے ہوئے کہا کہ ایف آئی اے کی عمارت میں دھماکے کی تحقیقات ابھی جاری ہیں ۔ اس لئے اس بارے میں کچھ کہنا قبل از وقت ہے لیکن دہشت گردی کو کسی بھی صورت اب برداشت نہیں کیا جائے گا اور قانونی عملدر اری کو پورے ملک میں نافذ کیا جائے گا ۔ رحمان ملک کا کہنا ہے کہ پاکستان کو چونکہ دہشت گردی کے ایک بہت بڑے چیلنج کا سامنا رہا ہے اور ہم اس چیلنج کو قبول کرتے ہیں اور ہم سمجھتے ہیں کہ تمام فورسز کو ساتھ لے کر چلیں گے ۔ انہوں نے کہا کہ ایف آئی اے کے وہ تمام ملازمین جو اس دھماکے میں شہید ہوئے یا متاثر ہوئے ان کے بیٹوں کو ملازمتیں دی گی ہیں اور ان کے مسائل بھی حل کیے جارہے ہیں ۔ رحمان ملک نے کہا کہ اب جو مسئلہ ہو گا اسے ہم پارلیمنٹ میں لے کر جائیں گے اور پارلیمنٹ سے حل کروائیں گے ۔ رحمان ملک نے پارٹی اور حکومت کے حوالے سے یہ بات واضح کی کہ پارہ چنار، فاٹا اور قبائلی علاقوں میں امریکی دباؤ کا جو تاثر لوگوں میں پایا جا تا ہے ۔ یہ سب گزشتہ حکومت کی کمزور پالیسیوں کا نتیجہ ہیں اور اب نہ ہی وہ حکومت ہے اور نہ ہی وہ حالات رہے ہیں ۔ اب پاکستان کے اندر امریکی عملدری نہیں چلے گی ۔ انہوں نے یہ بھی کہا کہ پورے ملک میں جتنے افراد اس وقت سزائے موت کے منتظر ہیں ان کی سزائے موت عمر قید میں تبدیل کرنے کے لئے سمری صدر کو بھجوا دی ہے تاہم سربجیت کا ایک الگ مسئلہ ہے لیکن ہم نے اس حوالے سے صدر کو سمری بھجوا دی کہ بھارتی جاسوس سربجیت سنگھ کی سزائے موت کو عمر قید میں تبدیل کیا جائے

لاہور۔ مسلم لیگ ن میں تجربہ کار ارکان صوبائی اسمبلی کی کمی اور مسلم لیگ ن و پیپلز پارٹی میں پورٹ فولیو کی تقسیم پر تصفیہ نہ ہونے کے باعث پنجاب کابینہ کی حلف برداری کی تقریب التواء کا شکار ہو گئی۔ ذرائع کے مطابق مسلم لیگ ن کے پاس وفادار ارکان اسمبلی کی تو کمی نہیںہے لیکن ارکان صوبائی اسمبلی کی اکثریت زیادہ تر ناتجربہ کار ارکان پر مشتمل ہے جبکہ جو ارکان اسمبلی نسبتا تجربہ کار ہیں ان کی اکثریت کا تعلق لاہور اور فیصل آباد سے کیونکہ دیگر اضلاع کے ارکان کی بڑی تعداد مسلم لیگ ق کا حصہ بن گئی تھی ۔ اس طرح اگر تجربہ کی بنیاد پر وزارتیں دی جائیں توبہت سے اضلاع محروم رہ جاتے ہیں جبکہ ذرائع کا یہ بھی کہنا ہے کہ پیپلز پارٹی مرکز کے فارمولا کے تحت پنجاب میں بھی اسی طرح پورٹ فولیو تقسیم جائیں اور تعلیم و صحت کی وزارتیں پیپلز پارٹی دی جائیں جس کے باعث وزراء کی حلف برداری کی تقریب التواء کا شکار ہے
ضمنی انتخابات کا اعلان ، حلقہ این اے ٥٥ اور پی پی ١٠ میں انتخابی سرگرمیاں شروع ہو گئیں
راولپنڈی ۔ ضمنی انتخابات کے اعلان کے بعد قومی اسمبلی کے حلقہ این اے 55 اور صوبائی اسمبلی کے حلقہ پی پی 10 میں ضمنی الیکشن کے لئے سرگرمیاں شروع ہو گئی ہیں اور ایک مرتبہ پھر مسلم لیگ (ن) پیپلز پارٹی(ق) لیگ اور آزاد امیدوار میدان میں اتر آئے ہیں پیپلز پارٹی اور مسلم لیگ ن کے درمیان یہ طے پا چکا ہے کہ جو سیٹ جس پارٹی کے رکن اسمبلی نے چھوڑی ہے اس پر دوسری جماعت اپنا امیدوار نہیں دے گی راولپنڈی کے حلقہ این اے 55 میں مسلم لیگ ن کی ٹکٹ ہارٹ فورٹ بنی ہوئی ہے اور سب سے زیادہ امیدوار اس ٹکٹ کے لئے سر گرم عمل میں مسلم لیگ ن کے ذرائع کے مطابق حلقہ پی پی 10 راولپنڈی کینٹ سے مسلم لیگ ن کے مرکزی صدر نامزد وزیر اعلیٰ میاں شہباز شریف الیکشن لڑیں گے یہ نشست رکن قومی اسمبلی ملک ابرار نے چھوڑی ہے جبکہ حلقہ این اے 55 سے چوہدری نثار علی خان گروپ کے راہنما سابق ضلعی ناظم راجہ طارق محبوب کیانی کو بھی ضمنی انتخاب لڑانے کا فیصلہ کیا گیا ہے یہ نشست مسلم لیگ ن کے مرکزی سینئر نائب صدر مخدوم جاوید ہاشمی نے خالی کی ہے اسی طرح مسلم لیگ ن کے مرکزی نائب صدر سید ظفر علی شاہ کو سینٹ میں لایا جائے گا ذرائع کے مطابق سابق وفاقی وزیر مسلم لیگ ق کے راہنما شیخ رشید احمد کی خواہش ہے کہ حلقہ این اے 55 سے پیپلز پارٹی کے راہنما چوہدری اعتزاز احسن ان کے مقابلے میں الیکشن لڑیں کیونکہ اگر وہ جیت بھی گئے تو آئندہ یہ نشست چھوڑ سکتے ہیں اور اگر مسلم لیگ ن نے سابق ضلعی ناظم راجہ طارق محبوب کیانی کو ٹکٹ دیا تو وہ مقامی ہو نے کے ناطے اس نشست پر منتخب ہو کر مستقل براجمان بھی ہو سکتے ہیں اور شیخ رشید کی سیاست میں مشکلات پیدا ہو سکتی ہیں اس لئے مسلم لیگ ن کی ہائی کمان نے راجہ طارق محبوب کیانی کو حلقہ این اے 55 سے ٹکٹ دینے کا فیصلہ کیا ہے جس کا باقاعدہ اعلان آئندہ چند روز میں مسلم لیگ ن کے قائد میاں محمد نواز شریف کریں گے۔
تمام صوبائی وزراء اپنے محکمو ں کا جا ئز ہ لیں دوہفتو ں میں مسائل کے حل کے لئے اپنی سفا رشا ت وفاقی حکو مت کو پیش کر یں ۔سید یوسف رضا گیلانی کی سندھ کا
کراچی۔ وزیر اعظم یو سف رضا گیلا نی نے تما م صو با ئی وزراء کو ہد ایت کی ہے کہ وہ اپنے محکمو ں کا جا ئز ہ لیں اور د وہفتو ں میں مسائل کے حل کے لئے اپنی سفا رشا ت وفاقی حکو مت کو پیش کر یں ۔صوبوں میں گندم کی سمگلنگ کو روکا جائے ۔حکومت نے گندم کے بیچ درآمد کرنے کا فیصلہ کیا ہے ،جس سے گندم کے بحران میں کمی کی توقع ہے ۔وزراء پیپلز پا رٹی کا آئینہ ہیں انہیں پا رٹی کی سا کھ کے لئے کا م کر نا ہو گا ۔ چاروں وزرائے اعلیٰ اور وزراء ہر ما ہ مشتر کہ اجلا س منعقد کر یں تاکہ صو با ئی سطح پر پا لیسیو ں میں یکسانیت پید اکی جا سکے۔گورکھ ہل کی تر قی اور مو ئن جو دڑو کی ترقی کے لیے خصوصی فنڈ جاری کیے جائیں۔ حکومت صوبوں کے درمیان یگانگت و ہم آہنگی بر قرار رکھنے کے لئے جامع اور مربوط پالیسیاں وضع کرے ۔ ان خیالات کا اظہار وزیر اعظم نے ہفتہ کو سند ھ کا بینہ کے اجلاس سے خطاب کرتے ہوئے کیا ۔اجلاس سے خطاب کرتے ہوئے وزیر اعظم سید یوسف رضا گیلانی نے چا روں صوبو ں میں پیپلز پا رٹی کی حکومت کے قیا م پر مبا رک با د د ی اور کہا کہ وزراء پیپلز پا رٹی کا آئینہ ہیں انہیں پا رٹی کی سا کھ کے لئے کا م کر نا ہو گا ۔انہو ں نے کہا کہ چاروں وزرائے اعلیٰ اور وزراء ہر ما ہ مشتر کہ اجلا س منعقد کر یں تاکہ صو با ئی سطح پر پا لیسیو ں میں یکسانیت پید اکی جا سکے ۔انہو ں نے صو بے میں گند م کی ا سمگلنگ پر قا بو پا نے کی ہد ایت کی اور کہا کہ گندم کے بیچ درآمد کر نے کا فیصلہ کیا گیا ہے جس سے گندم کے بحران میں کمی کی تو قع ہے ۔ اس مو قع پر وزراء نے اپنے محکمو ں کے مسائل وزیر اعظم کے سامنے پیش کئے ۔وزیر اعظم نے گورکھ ہل کی تر قی اور مو ئن جو دڑو کی ترقی کے لیے خصوصی فنڈ جاری کر نے کی ہدایت کی ہے۔انہو ں نے اعلان کیاکہ خصوصی اقدا مات کے تحت پہلے مر حلے میں ضلع لا ڑکا نہ کو ماڈل ضلع بنا یا جا ئے گا ۔ جہا ں عو ام کو تما م بنیا دی سہو لتیں فر اہم کی جائیں گی۔ وزیر اعظم نے لاڑکا نہ لائر ہا ؤسنگ سو سائٹی کے لئے دس کر وڑ روپے کی خصوصی گر انٹ کا بھی اعلان کیا۔ وزیر اعظم سید یوسف رضا گیلانی نے کہا ہے کہ حکومت صوبوں کے درمیان یگانگت اور ہم آہنگی بر قرار رکھنے کے لئے جامع اور مربوط پالیسیاں وضع کرے گی اور ان پر عملدر آمد کرے گی انہو ںنے کہا کہ چاروں صوبوں کے وزراء اعلیٰ اور بعد میں متعلقہ محکموں کے چاروں صوبائی وزراء عنقریب ملاقات کریں گے جس میں وہ اپنے اپنے محکموں کے لئے آئندہ کی حکمت عملی وضح کریں گے ۔وزیر اعظم نے کہا کہ پاکستان پیپلز پارٹی واحد وفاقی پارٹی ہے جس کے بارے میں مرکز اور چاروں صوبوں میں اتفاق رائے پایا جاتا ہے اور مخلوط حکومتیں قائم ہیں اس لئے وہ چاہتے ہیں کہ وہ لوگوں کی توقعات کے مطابق ملک میں تبدیلی لائیں انہو ںنے کہا کہ ہم مالی استحکام پر توجہ مرکوز کئے ہوئے ہیں کیونکہ تمام ترقیاتی اور فلاحی منصوبوں کے لئے مالی اور بہتر مالیاتی انتظام کی ضرورت ہوتی ہے انہوں نے کہا کہ وفاقی حکومت سندھ کی حکومت کو امن و امان کی صورت حال بہتر بنانے اور ترقیاتی اور فلاحی منصوبوں پر عملدر آمد کے لئے ہر ممکن مدد فراہم کرے گی ادھر سندھ کے وزیر اعلیٰ قائم علی شاہ نے وزیر اعظم سے کراچی میں ملاقات کی انہو ںنے صوبے کی ترقی سے متعلق معاملوں پر تبادلہ خیال کیا وزیر اعلیٰ نے سندھ کے عوام کی طرف سے وزیر اعظم کو روایتی ٹوپی اور اجرک پیش کی۔

اسلام آباد ۔ وکلاء نے کہا ہے کہ اگر چھبیس اپریل تک معزول چیف جسٹس افتخار محمد چودھری سمیت پی سی او کے تحت حلف نہ اٹھانے والے ججوں کی بحال کی قرارداد قومی اسمبلی میں پیش نہ کی گئی تو پھر وکلاء برادری تیز ترین تحریک چلائے گی جس میں لانگ مارچ بھی شامل ہے۔ ہفتہ کے روز سپریم کورٹ میں پاکستان بار کونسل میں وائس چیئرمین کے انتخابات کے بعد صحافیوں سے گفتگو کرتے ہوئے وکلاء رہنما حامد حان نے کہا کہ حکومت کی طرف سے اور بالخصوص وزیر قانون کی طرف سے ایسے بیانات آ رہے ہیں جن سے وکلاء برادری میں شکوک وشبہات جنم لے رہے ہیں کہ ججوں کی بحالی کے حوالے سے کوئی نئی حکمت عملی طے کی جا رہی ہے۔ انہوں نے کہا کہ اس کے باوجود وکلاء برادری کو یقین ہے کہ مخلوط حکومت میں شامل ’دونوں بڑی سیاسی جماعتیں‘ جن میں پاکستان پیپلز پارٹی اور پاکستان مسلم لیگ نون شامل ہیں معاہدہ مری پر عمل درآمد کرتے ہوئے عدلیہ کو دو نومبر سنہ دو ہزار سات کی پوزیشن پر لائیں گی۔ حامد خان نے کہا کہ ججوں کی بحالی کے حوالے سے جو تیس دن کا وقت دیا گیا تھا اس میں سے انیس دن گزر گئے ہیں لیکن ابھی تک قومی اسمبلی میں قرارداد پیش نہیں کی گئی ۔انہوں نے کہا کہ جوں جوں وقت گزر رہا ہے وکلاء کی تشویش میں اضافہ ہو رہا ہے۔ حامد خان نے کہا کہ ابھی قرارداد کو اسمبلی میں بھی پیش ہونا ہے، پھر اس پر بحث بھی ہوگی، اس کے بعد اس کو منظور بھی کیا جائے گا جبکہ ان کی بحالی کے لیے ایگزیکٹو آرڈر جاری ہونا ہے۔ انہوں نے کہا کہ وزیر قانون کی طرف سے جو بیانات آ رہے ہیں کہ ججوں کی بحالی تیس دن میں ضروری نہیں اس پر وکلاء برادری میں شدید تشویش پائی جاتی ہے۔ ایک سوال کے جواب میں حامد خان نے کہا کہ انہوں نے اٹارنی جنرل ملک قیوم جو پاکستان بار کونسل کے چیئرمین ہیں کو کبھی بھی اس تنظیم کا چیئرمین قبول نہیں کیا اور نہ ہی انہیں پاکستان بار کونسل کے اجلاس کی صدارت کرنے دی ہے کیونکہ وہ ایک ملٹری ڈکٹیٹر پرویز مشرف کے قریبی ساتھی ہیں
پاکستانی اور امریکی حکام کا طالبان کے اہم کمانڈر ملااسماعیل کو پشاور کے قریب جھڑپ میں ہلاک کرنے کا دعویٰ
پشاور ۔ پاکستانی اور امریکی حکام نے طالبان کے اہم کمانڈر احمد شاہ عرف ملا اسماعیل کو پشاور کے قریب ایک جھڑپ میں ہلاک کرنے کا دعویٰ کیاہے ۔ غیر ملکی خبر رساں ادارے کے مطابق پاکستانی خفیہ ایجنسی کے ایک سنیئر اہلکار نے کہاہے کہ ملا اسماعیل کو پشاورمیں ایک پولیس ناکے پر ہلاک کیاگیاہے ۔ اس حوالے سے دو امریکی سیکیورٹی اہلکاروں نے تصدیق کی ہے کہ ملا اسماعیل کو پاکستان میں ہلاک کر دیاگیاہے اور اس کی لاش بھی پاکستانی حکام کے پاس موجود ہے ملا اسماعیل امریکی اور اتحادی افواج پر کئی حملوں میں ملوث تھا ایک پولیس افسر جہازیب خان نے بتایا ہیکہ ملا اسماعیل کی اطلاع ملنے پر ناکے لگا کر ایک گاڑی کو روکا گیا ڈرائیور کے گاڑی بھگانے پر اس پر فائرنگ کی گئی جس سے گاڑی میں موجود دو افراد ہلاک ہو گئے ہلاک ہونے والوں کی شناخت ان سے ملنے والے کاغذات سے ہوئی کاغذات کے مطابق ہارون اور نور آغا کے نام سے ان کی شناخت کی گئی جسے پاکستانی خفیہ ایجنسی نے غلط قرار دیا پاکستانی خفیہ ایجنسی کے اہلکار نے بتایا کہ ملا اسماعیل سرحدی علاقے میں القاعدہ کے ساتھ کام کرتا تھا تاہم افغانستان میں امریکی اور اتحادی افواج کے ترجمان اور پاکستان آرمی نے ملا اسماعیل کی ہلاکت کی تصدیق کی ہے ۔
حساس اعشاریوں میں افراط زر کی شرح میں مسلسل اضافہ ،شرح ٢٥.٥٨ فیصد کی بلند ترین سطح پر پہنچ گئی
اسلام آباد ۔رواں ماہ اپریل کے دوسرے ہفتہ کے دوران حساس اعشاریوں میںافراط زر کی شرح میں25.58 فیصد تک پہنچ گئی ہے جس سے ملک کا غریب اور متوسط طبقہ پس کر رہ گیا ہے۔وفاقی ادارہ شماریات کی جانب سے جاری ہونے والے اعداد و شمار کے مطابق17اپریل کو ختم ہونے والے ہفتہ کے دوران گزشتہ سال مارچ کے اسی عرصے کے دوران 3000 روپے ماہانہ آمدن والے طبقے کے لیے حساس اعشاریوں میں افراط زر کی شرح25.58 فیصد ، 3001 روپے سے لے کر 5000 روپے ماہانہ آمدنی والے طبقے کے لیے حساس اعشاریوں میں افراط زر کی شرح25.17 فیصد ، 5001 روپے سے لے کر 12000 روپے آمدنی والے طبقے کے لیے حساس اعشاریوں میں افراط زر کی شرح 23.47 فیصد، 12 ہزار روپے سے زائد آمدن والے طبقے کے لیے حساس اعشاریوں میں افراط زر کی شرح20.09 فیصد جبکہ مجموعی طور پر تمام طبقوں کے لیے حساس اعشاریوں میں افراط زر کی شرح22.71 فیصد تک پہنچ گئی ۔اس دوران چاول کی قیمتوں میں 80فیصد، گندم کے آٹے کی قیمتوں میں 56فیصد، مرغی کے انڈے کی قیمتوں میں 86فیصد،سرخ مرچ کی قیمتوں میں 54فیصد،گندم کی قیمتوں میں 56فیصد،گھی کی قیمت میں 59فیصد، تیل سرسوں کی قیمتوں میں 69فیصد،دال مسور کی قیمتوں میں 79فیصد،ٹماٹر کی قیمتوں میں 51فیصد ، وفاقی ادارہ شماریات کے مطابق10اپریل کو ختم ہونے والے مہینے کی نسبت 17اپریل کو ختم ہونے وا لے ہفتہ کے دوران حساس اعشاریوں میں افراط زر کی شرح1.83 فیصد ریکارڈ کی گئی ہے۔اپریل کے پہلے ہفتے کی نسبت دوسرے ہفتے کے دوران 27 اشیاء ضروریہ کی قیمتو ںمیں اضافہ6 کی قیمتوں میں کمی جبکہ 20 کی قیمتوں میں استحکام رہا۔ ایک ہفتے کے دوران چاول،آٹا،انڈے، سرخ مرچ، گندم، آلو،پیاز، مختلف اقسام کی دالیں ،گھی ، خوردنی تیل ،گوشت ،تازہ دودھ اور لان کی قیمت میں اضافہ ہوا ہے۔ واضع رہے کہ10اپریل2008کو ختم ہونے والے ہفتے کے دوران اساس عشاریوں میں افراط زر کی شرح20.83فیصد،3اپریل ختم ہونے والے ہفتے کے دوران یہ شرح 19.67 فیصد ، 27 مارچ کو ختم ہونے والے ہفتے کے دوران یہ شرح17.35فیصد،20مارچ کو ختم ہونے والے ہفتے کے دوران یہ شرح 17.03فیصد، 13مارچ کو ختم ہونے والے ہفتے کے دوران یہ شرح15.67فیصد،6مارچ کو ختم ہونے والے ہفتے کے دوران یہ شرح14.53فیصد، 28فروری کو ختم ہونے والے ہفتے کے دوران یہ شرح12.16فیصد،21فروری کو ختم ہونے والے ہفتے کے دوران یہ شرح11.60فیصد ،14 فروری کو ختم ہونے والے ہفتے کے دوران یہ شرح11.96فیصد ریکارڈ کی گئی تھی۔ ان اعداد و شمار سے پتہ چلتا ہے کہ اساس عشاریوں میں افراط زر کی شرح میںمسلسل اضافے کی لہر ہے جس سے عام انتخابات کے بعد اساس اعشاریوں میں افراط زر کی شرح 12.16فیصد سے بڑھ کر 25فیصد سے بھی تجاوز کر گئی ہے۔ نئی حکومت کا کہنا ہے کہ یہ صورت حال سابقہ حکومت کی غلط پالیسیوںکا نتیجہ ہے۔

اسلام آباد۔ پاکستان مسلم لیگ ق کی اعلیٰ قیادت نے اپنی خاتون رکن قومی اسمبلی کشمالہ طارق کے خلاف کارروائی کا فیصلہ کر لیا ہے۔ اس فیصلے کی وجہ یہ ہے کہ وہ خواتین کیلئے مختص نشست پر خود کو منتخب کرانے کے بعد سے مسلسل پارٹی پالیسیوں کی خلاف ورزی کی مرتکب ہو رہی ہیں۔ ان کیخلاف کارروائی مختلف حلقوں کی جانب سے ملنے والی ان اطلاعات کی روشنی میں کی جا رہی کہ انہیں تاریخ کو دہرانے کیلئے پاکستان مسلم لیگ ق کی صفوں میں سے نئے پیٹریاٹس تلاش کرنے کی ذمہ داری سونپی گئی ہے‘ بعض قوتوں کی جانب سے اس بار انہیں یہ ذمہ داری دی گئی ہے کہ جس طرح 2002ء میں پی پی پی میں سے 20 کے قریب ارکان قومی اسمبلی کو توڑ کر پیٹریاس گروپ بنایا گیا تھا اسی طرح وہ ق لیگ میں توڑ پھوڑ کا فریضہ انجام دیں۔ پہلے قدم کے طو رپر انہیں شو کاز نوٹس دیا جا رہا ہے جس میں کہا گیا ہے کہ وہ پاکستان مسلم لیگ ق کے کوٹے پر پنجاب سے خواتین کی مخصوص نشستوں پر ایم این اے بننے کے باوجود پارٹی کی اعلیٰ قیادت کی توہین کر رہی ہیں اور سر عام پارٹی ڈسپلن کی خلاف ورزی کر رہی ہیں۔ پارٹی ذرائع نے تصدیق کی ہے کہ پارلیمنٹ کے اندر اور باہر کشمالہ طارق کی سیاسی سوچ اور طرز فکر میں ڈرامائی تبدیلی کا مشاہدہ کرنے کے بعد پارٹی کی اعلیٰ قیادت اِن کے خلاف ایک چارج شیٹ تیار کر رہی ہے۔ ایوان صدر پر قابض شخصیت کیلئے جو چیز سب سے زیادہ صدمہ پہنچانے والی تھی وہ ججوں کی بحالی کے بارے میں ان کی پر جوش حمایت ہے جبکہ محض چند ہفتے پہلے تک پرویز مشرف کی زبردست حامی تھیں اور جب ججوں کو فارغ کیا گیا تھا تو انہوں نے اس کے خلاف ایک لفظ تک نہیں کیا۔ اس کے بر عکس تبدیلی کی ہوا چلنے کے بعد کشمالہ طارق کے خیالات میں اچانک تبدیل آئی ہے اور وہ حکومت کی بجائے اپنی ہی پارٹی کی اعلیٰ قیادت سے کھلم کھلا محاذ آرائی پر اتر آئی ہیں۔محض چند ہفتے قبل تک وہ پرویز مشرف کی بہت بڑی مداح اور حمایتی تھیں اور اکثر ایوانِ صدرکے چکر لگایا کرتی تھیں اور اس میں وہ یہاں تک چلی گئی تھیں کہ ٹی وی پروگرام ’’ایوانِ صدر سے‘‘ میں وہ بہت ذوق و شوق سے فون کر کے مشرف کی پالیسیوں کو سراہتی تھیں اسی طرح جب شوکت عزیز وزیراعظم تھے کشمالہ طارق نے ان کے سامنے ان پر کبھی تنقید نہیں کی۔دریں اثناء رکن اسمبلی کشمالہ طارق نے کہا ہے کہ ہمیں مسلم لیگ (ق) کے 30 ارکان کی حمایت حاصل ہو چکی ہے۔ہم خیال گروپ نے قومی اسمبلی میں علیحدہ نشستوں کے لئے نہ توا سپیکر سے کوئی رابطہ کیا ہے اور نہ ہی ہم اس پر غور کر رہے ہیں،ہمارا گروپ پارٹی میں ریفارمز گروپ کہلائے گا۔ ہم اپنی پرانی نشستوں پر بیٹھ کر ہی ایوان میں اپنا نیا کردار انجام دیں گے۔ انہوں نے مخدوم فیصل صالح حیات پر کڑی نکتہ چینی کرتے ہوئے کہا کہ گزشتہ روز پارلیمانی پارٹی کے اجلاس میں انہوں نے مجھے ’’بل شٹ‘‘ کہا تھا جس پر میرا ردعمل ایک فطری بات تھی۔جمعہ کو قومی اسمبلی کے اجلاس کے اختتام پر پارلیمنٹ کے کیفے ٹیریا میں اخبار نویسوں سے گفتگو کرتے ہوئے انہوں نے کہا کہ ہم اپنے پارلیمانی لیڈر کا اعلان قومی اسمبلی کے آئندہ اجلاس میں کریں گے اور اس منصب کے لئے سردست سندھ سے نصر اللہ بجرانی اور بلوچستان سے سردار اسرار ترین کا نام زیرغور ہے۔انہوں نے کہا کہ اس وقت تمام پارلیمانی عہدے پنجاب کو دیئے گئے ہیں اور عہدے دیتے وقت اہلیت نہیں بلکہ شخصی وفاداری کو پیش نظر رکھا گیا ہے اور ہم پر پارلیمنٹرین کے لوگ مسلط کر دیئے گئے جن کا ایوان میں ہونے والی کارروائی میں کوئی کردار نہیں ہے۔ ایک سوال کے جواب میں کشمالہ طارق نے کہا کہ فیصل صالح حیات سے کسی قسم کی صلح صفائی کا سوال ہی پیدا نہیں ہوتا۔ وہ ارکان کو مزارعوں کی طرح سمجھتے ہیں اور شاہانہ انداز سے لیڈری کرنا چاہتے ہیں جب تک وہ اس طرز عمل کو تبدیل نہیں کرینگے۔

لاہور۔ سپریم کورٹ بار ایسوسی ایشن کے صدر چودھری اعتزاز احسن نے وکلاء تنظیموں کے اصرار پر اپنا استعفیٰ واپس لے لیا ہے اور کہا ہے کہ معزول ججوں کی بحالی کیلئے صرف اعلان مری کے تحت اقدام کو تسلیم کریں گے۔ ججوں کی مرحلہ وار یا جمع تفریق کرکے بحالی کو قبول نہیں کریں گے۔ انہوں نے کہاکہ پرویز مشرف نے اگر ججوں کی بحالی کے خوف سے آئین کے آرٹیکل 58-2Bکے تحت پارلیمنٹ پر وار کیا تو وکلاء پارلیمان کی بحالی کیلئے موجودہ تحریک سے بھی زیادہ شدت کے ساتھ تحریک چلائیں گے۔ 9اپریل کو کراچی میں ہنگاموں اور ہلاکتوں کی ذمہ دار ایم کوی ایم تھی۔ ان خیالات کا اظہار انہوں نے لاہور پریس کلب میں پریس کانفرنس سے کطاب کرتے ہوئے کیا۔ اس موقع پر سپریم کورٹ بار ایسوسی ایشن کے سیکرٹری امین جاوید، نائب صدر غلام نبی بھٹی، کراچی بار ایسوسی ایشن کے صدر نعیم قریشی اور دیگر وکلاء عہدے داران بھی موجود تھے۔ اعتزاز احسن نے کہا کہ ملک بھر سے وکلاء تنظیموں نے استعفیٰ کی واپسی کیلئے ان پر دباؤ ڈالا۔ پنجاب سے باہر کی 73بار ایسوسی ایشنوں کے عہدیداروں نے میرے استعفے کی صورت میں مستعفی ہونے کا اعلان کیا جبکہ رحیم یار خان کی وکلاء تنظیم کے عہدیداروں نے تامرگ بھوک ہڑتال کردی جس کے پیش نظر میں آج اپنا استعفیٰ واپس لینے کا اعلان کررہا ہوں کیونکہ میں ججوں کی بحالی کیلئے وکلاء کی عظیم تحریک کو سبوتاژ ہوئے ہوئے نہیں دیکھ سکتا۔ انہوں نے کہاکہ اب یہ بات بالکل عیاں ہوچکی ہے کہ 8اپریل کو لاہور میں ڈاکٹر شیر افگن کے ساتھ پیش آنے والا واقعہ وکلاء تحریک کے خلاف بڑی سازش تھی۔ انہوں نے کہا کہ جب چھ گھنٹے تک شیر افگن محبوس رہے جنرل (ر) پرویز مشرف کو ان کی محبت یاد نہیں آئی جب ہم نے انہیں حفاظت کے ساتھ خطرہ سے نکال دیا تو مشرف صاحب کو اپنے دوست کی محبت یاد آئی اور گورنر پنجاب سے انہیں تھانہ لے جانے کیلئے کہہ دیا۔ انہوں نے کہاکہ کراچی میں ایم کیوایم نے جو کہرام مچا یا اس کا شیر افگن کے ایشو سے کوئی تعلق نہیں تھا کیونکہ جب 29ستمبر کو اسلام آباد میں فاروق ستار کی پٹائی ہوئی تو ایم کیو ایم نے ایسے کسی ردعمل کا اظہار نہیں کیا۔ انہوں نے کہاکہ اخبارات میںتصویریں شائع ہوچکی ہیں کہ شیر افگن کو مارنے والے سب غیر وکلاء تھے۔ انہوں نے کہاکہ میں نے استعفیٰ اس لئے بھی واپس لیا ہے کہ میرے استعفے کے بعد وکلاء تحریک کو چلانے والے تمام وکلاء عہدیدار استعفیٰ دے دیتے تو مشرف کو ایک خالی سلیٹ میسر آجاتی جس پر جو چاہتے لکھ لیتے۔ اعتزاز احسن نے کہاکہ انہوں نے راولپنڈی کے حلقہ این اے 55جو کہ بنیادی طور پر مسلم لیگ (ن) کا حلقہ ہے سے ضمنی الیکشن لڑنے کیلئے پیپلز پارٹی کو درخواست دی ہے اور مسلم لیگ (ن) نے کہا ہے کہ اگر انہیں یہاں سے ٹکٹ دی گئی تو میں مسلم لیگ (ن) اور پیپلز پارٹی کا مشترکہ امیدوار ہوں گا۔ انہوں نے کہا کہ ان کے الیکسن لڑنے کی منیر ملک، جسٹس (ر) طارق محمود ، علی احمد کرد، حامد خان اور فخر الدین جی ابراہیم سمیت تمام وکلاء تنظیموں نے حمایت کی ہے کیونکہ اب ملک کے حالات مختلف ہیں اور ملک میں جہوری حکومت برسراقتدار آچکی ہے۔ انہوں نے کہا کہ ہم پارلیمان سے تصادم نہیں چاہتے کیونکہ ملک کو اس وقت مہنگائی، بجلی کی لوڈ شیڈنگ اور بدامنی سمیت بڑے چیلنجوں کا سامنا ہے اور ہم سمجھتے ہیں کہ بھوربن معاہدہ کے تحت جلد معزول ججوں کو بحال کردیا جائے گا اور ملک میں دو نومبر 2007ء والی عدلیہ کام کرنے لگے گی۔ اگر پی سی او کے تحت حلف اٹھانے والے جج بھی موجو درہتے ہیں تو ہمیں کوئی اعتراض نہیں ہوگا۔ ایک سوال کے جواب میں انہوں نے کہاکہ چیف جسٹس افتخار محمد چودھری پیپلز پارٹی کے شریک چیئرمین آصف علی زرداری کے پاس صرف محترمہ بے نظیر بھٹو کے قتل پر تعزیت کا اظہار کرنے گئے تھے اور وہاں این آر او سمیت کوئی بھی سیاسی موضوع زیر بحث نہیں آیا۔ انہوں نے کہاکہ جسٹس (ر) وجیہہ الدین احمد اور میرے درمیان کوئی اختلاف نہیں ہے اور نہ ہی میڈیا اختلافات پیدا کرنے کی کوشش کرے۔ وکلاء تحریک کو بدنام کرنے کیلئے مختلف سازشیں کی جارہی ہیں۔ آرمی چیف کے 3نومبر کے تمام اقدامات فسق ہیں جن کی کوئی آئینی وقانونی حیثیت نہیں ہے۔ اگر کوئی ان اقدامات کو ختم کرنے کیلئے پارلیمنٹ کی دو تہائی اکثریت چاہتا ہے تو وہ دراصل ان غیر آئینی اقدامات کو قبول کرتا ہے۔ حقیقتا خود مشرف کو ان اقدامات کو آئین میں شامل کرنے کیلئے پارلیمنٹ کی دو تہائی اکثریت کی ضرورت ہے۔ انہوں نے کہاکہ وہ الیکشن لڑنے کیلئے گریجویشن کی شرط کے خلاف ہیں ایسی شرائط نو آبادیاتی دور میں لگائی جاتی تھیں۔
امریکہ سمیت کسی کا دباؤ نہیں تمام فیصلے کرنے میں خودمختار ہیں۔ رحمن ملک
لاہور۔ وزیراعظم کے مشیر برائے داخلہ رحمن ملک نے کہا ہے کہ حکومت خودمختار ہے میں حلفا کہتا ہوں کہ ہم پر امریکہ سمیت کسی کا کوئی دباؤ نہیں۔ ہم عوام کو مایوس نہیں کرے گی۔ امن وامان کی صورتحال میں بہتری کیلئے تمام وسائل بروئے کار لائے جائیں گے اور اس حوالے سے کوئی کمپرومائز نہیں کیا جائے گا۔ ان خیالات کا اظہار انہوں نے آج ریگل چوک کے قریب خودکش بم دھماکے میں تباہ ہونے والی ایف آئی اے کی بلڈنگ کے احاطے میں پریس کانفرنس سے خطاب کرتے ہوئے کیا۔ اس موقع پر ڈائریکٹر ایف آئی اے چودھری منظور ودیگر اعلی حکام بھی موجود تھے۔ رحمن ملک نے کہا کہ وہ متحدہ قومی موومنٹ کے ساتھ مذاکرات کرنے والی حکومتی ٹیم کے سربراہ ہیں اور اس حیثیت سے میں عوام کو یقین دلاتا ہوں کہ ملک میں امن وامان کے قیام اور عوام کے جان ومال کے تحفظ پر کوئی سمجھوتہ نہیں کیا جائے گا۔ کراچی میں ایک ٹائر بھی نہیں جلنے دیں گے۔ سٹریٹ کرائمز کو ہنگامی بنیادوں ر ختم کریں گے۔ انہوں نے کہا کہ ہم قوم کو مایوس نہیں کریں گے۔ سابقہ حکومت سے ملنے والے مسائل پر جلد قابو پالیا جائے گا۔ شمالی علاقہ جات اور ڈاکٹر عبدالقدیر خان کے حوالے سے سوال پر رحمن ملک نے کلمہ پڑھتے ہوئے کہا کہ ہم پر امریکہ سمیت کسی کا بھی کوئی پریشر نہیں ہے۔ ملک کی بہتری کیلئے فیصلے کرنے میں ہم خودمختار ہیں۔ بھارتی دہشت گرد سربجیت سنگھ کی رہائی کے حوالے سے سوال پر انہوں نے کہا کہ اس کی سمری ہم نے صدر پاکستان کو بھجوادی ہے تاہم ہماری پالیسی ہے کہ ملک میں سزائے موت پانے والے تمام قیدیوں کی سزا کو عمر قید میں تبدیل کردیا جائے۔ ایف آئی اے کی نئی بلڈنگ کی تعمیر کے حوالے سے انہوں نے کہا کہ حکومت نے ابھی فیصلہ نہیں کیا کہ موجودہ تباہ حال بلڈنگ کی مرمت کی جائے یا اسے مکمل طور پر گرادیا جائے۔ انہوں نے کہا کہ ایف آئی اے بلڈنگ میں خودکش دھماکے سے ارد گرد کی متاثرہ عمارتوں کا معاوضہ دیا جائے گا۔ اس موقع پر انہوں نے ایف آئی اے بلڈنگ بم دھماکے میں شہید ہونے والے ملازمین کے ورثاء کیلئے پیکج کا اعلان کرتے ہوئے متاثرہ گھرانہ کے ایک فرد کو ملازمت، ایک لاکھ روپے نقد اور بیواؤں کو تاحیات مکمل پنشن دینے کا اعلان کیا۔

کراچی۔ وزیر اعظم یو سف رضا گیلا نی نے تما م صو با ئی وزراء کو ہد ایت کی ہے کہ وہ اپنے محکمو ں کا جا ئز ہ لیں اور د وہفتو ں میں مسائل کے حل کے لئے اپنی سفا رشا ت وفاقی حکو مت کو پیش کر یں ۔صوبوں میں گندم کی سمگلنگ کو روکا جائے ۔حکومت نے گندم کے بیچ درآمد کرنے کا فیصلہ کیا ہے ،جس سے گندم کے بحران میں کمی کی توقع ہے ۔وزراء پیپلز پا رٹی کا آئینہ ہیں انہیں پا رٹی کی سا کھ کے لئے کا م کر نا ہو گا ۔ چاروں وزرائے اعلیٰ اور وزراء ہر ما ہ مشتر کہ اجلا س منعقد کر یں تاکہ صو با ئی سطح پر پا لیسیو ں میں یکسانیت پید اکی جا سکے۔گورکھ ہل کی تر قی اور مو ئن جو دڑو کی ترقی کے لیے خصوصی فنڈ جاری کیے جائیں۔ حکومت صوبوں کے درمیان یگانگت و ہم آہنگی بر قرار رکھنے کے لئے جامع اور مربوط پالیسیاں وضع کرے ۔ ان خیالات کا اظہار وزیر اعظم نے ہفتہ کو سند ھ کا بینہ کے اجلاس سے خطاب کرتے ہوئے کیا ۔اجلاس سے خطاب کرتے ہوئے وزیر اعظم سید یوسف رضا گیلانی نے چا روں صوبو ں میں پیپلز پا رٹی کی حکومت کے قیا م پر مبا رک با د د ی اور کہا کہ وزراء پیپلز پا رٹی کا آئینہ ہیں انہیں پا رٹی کی سا کھ کے لئے کا م کر نا ہو گا ۔انہو ں نے کہا کہ چاروں وزرائے اعلیٰ اور وزراء ہر ما ہ مشتر کہ اجلا س منعقد کر یں تاکہ صو با ئی سطح پر پا لیسیو ں میں یکسانیت پید اکی جا سکے ۔انہو ں نے صو بے میں گند م کی ا سمگلنگ پر قا بو پا نے کی ہد ایت کی اور کہا کہ گندم کے بیچ درآمد کر نے کا فیصلہ کیا گیا ہے جس سے گندم کے بحران میں کمی کی تو قع ہے ۔ اس مو قع پر وزراء نے اپنے محکمو ں کے مسائل وزیر اعظم کے سامنے پیش کئے ۔وزیر اعظم نے گورکھ ہل کی تر قی اور مو ئن جو دڑو کی ترقی کے لیے خصوصی فنڈ جاری کر نے کی ہدایت کی ہے۔انہو ں نے اعلان کیاکہ خصوصی اقدا مات کے تحت پہلے مر حلے میں ضلع لا ڑکا نہ کو ماڈل ضلع بنا یا جا ئے گا ۔ جہا ں عو ام کو تما م بنیا دی سہو لتیں فر اہم کی جائیں گی۔ وزیر اعظم نے لاڑکا نہ لائر ہا ؤسنگ سو سائٹی کے لئے دس کر وڑ روپے کی خصوصی گر انٹ کا بھی اعلان کیا۔ وزیر اعظم سید یوسف رضا گیلانی نے کہا ہے کہ حکومت صوبوں کے درمیان یگانگت اور ہم آہنگی بر قرار رکھنے کے لئے جامع اور مربوط پالیسیاں وضع کرے گی اور ان پر عملدر آمد کرے گی انہو ںنے کہا کہ چاروں صوبوں کے وزراء اعلیٰ اور بعد میں متعلقہ محکموں کے چاروں صوبائی وزراء عنقریب ملاقات کریں گے جس میں وہ اپنے اپنے محکموں کے لئے آئندہ کی حکمت عملی وضح کریں گے ۔وزیر اعظم نے کہا کہ پاکستان پیپلز پارٹی واحد وفاقی پارٹی ہے جس کے بارے میں مرکز اور چاروں صوبوں میں اتفاق رائے پایا جاتا ہے اور مخلوط حکومتیں قائم ہیں اس لئے وہ چاہتے ہیں کہ وہ لوگوں کی توقعات کے مطابق ملک میں تبدیلی لائیں انہو ںنے کہا کہ ہم مالی استحکام پر توجہ مرکوز کئے ہوئے ہیں کیونکہ تمام ترقیاتی اور فلاحی منصوبوں کے لئے مالی اور بہتر مالیاتی انتظام کی ضرورت ہوتی ہے انہوں نے کہا کہ وفاقی حکومت سندھ کی حکومت کو امن و امان کی صورت حال بہتر بنانے اور ترقیاتی اور فلاحی منصوبوں پر عملدر آمد کے لئے ہر ممکن مدد فراہم کرے گی ادھر سندھ کے وزیر اعلیٰ قائم علی شاہ نے وزیر اعظم سے کراچی میں ملاقات کی انہو ںنے صوبے کی ترقی سے متعلق معاملوں پر تبادلہ خیال کیا وزیر اعلیٰ نے سندھ کے عوام کی طرف سے وزیر اعظم کو روایتی ٹوپی اور اجرک پیش کی۔

اسلام آباد۔ ترجمان دفتر خارجہ محمد صادق نے کہا ہے کہ مغوی سفیر طارق عزیز الدین کی رہائی کے لیے حکومت پاکستان ہر ممکن کوششیں جاری رکھے ہوئے ہے ۔ اور توقع ہے کہ ان کی جلد واپسی ممکن بنا لی جائے گی ایک نجی ٹی وی سے گفتگو کرتے ہوئے ترجمان دفتر خارجہ نے کہا کہ طارق عزیز الدین کی رہائی حکومت کی اولین ترجیح ہے اور ان کی رہائی کے لیے دن رات کوششیں جاری ہیں انہوں نے کہا کہ دفتر خارجہ طارق عزیز الدین کے اہل خانہ سے مسلسل رابطے میں ہے ۔ انہو ںنے کہا کہ طارق عزیز الدین کی رہائی کے لئے ہر ممکن ذرائع استعمال کیے جا رہے ہیں حکومت طارق عزیز الدین کی جلداز جلد واپسی کے لیے اپنی تمام تر کوششیں جاری رکھے ہوئے ہے ایک سوال پر ترجمان نے کہا کہ حکومت پاکستان کو افغانستان یا کسی اور ملک سے رابطے کی ضرورت نہیں کیونکہ ہم چاہتے ہیں کہ طارق عزیز الدین کے تحفظ کے لیے کوئی مسئلہ پیدا ہو ۔ یاد رہے افغانستان میںتعینات پاکستانی سفیر طارق عزیز الدین کو ان کے ساتھیوں ڈرائیوراور محافظ کو گیارہ فروری کو افغانستان جاتے ہوئے قبائلی علاقے سے اغواء کر لیا گیا تھا طارق عزیز الدین نے حالیہ جاری ویڈیو ٹیپ میں حکومت پاکستان سے اپنی جلد رہائی کی اپیل کی ہے ۔

پاکستان سے افغانستان جاتے ہوئے لاپتہ ہونے والے افغانستان میں پاکستانی سفیر طارق عزیزالدین نے حکومتِ پاکستان سے اپیل کی ہے کہ وہ ان کی رہائی کے لیے طالبان کے مطالبات تسلیم کر لے۔
انہوں نے یہ اپیل دبئی میں قائم العربیہ ٹی وی پر نشر کی جانے والی ایک ویڈیو میں کی ہے۔العربیہ ٹی وی کے مطابق یہ ویڈیو آٹھ مارچ کو ریکارڈ کی گئی ہے اور اس میں طارق عزیز الدین کو ان کے دو ساتھیوں سمیت مسلح افراد کے نرغے میں دکھایا گیا ہے۔
ویڈیو میں پاکستانی سفیر کا کہنا ہے کہ وہ اپنے ڈرائیور اور محافظ سمیت طالبان کے قبضے میں ہیں اور انہیں آرام دہ حالات میں رکھا گیا ہے اور ان کا خیال رکھا جا رہا ہے۔ طارق عزیز الدین نے کہا ہے کہ’ انہیں دل کی تکلیف ہے اور ہائی بلڈ پریشر کی بیماری بھی لاحق ہے‘۔
یہ پہلا موقع ہے کہ دو ماہ سے زائد عرصہ قبل اغواء ہونے والے سفیر کے بارے میں کوئی مستند خبر منظرِ عام پر آئی ہے۔ اس سے قبل فروری میں طالبان کے ترجمان نے کہا تھا کہ وہ اپنے کمانڈر کی رہائی کے عوض پاکستانی سفیر کو رہا کر دیں گے۔
یاد رہے کہ طارق عزیز الدین پشاور سے کابل جاتے ہوئے اپنے ایک محافظ اور ڈرائیور کے ہمراہ خیبر ایجنسی کے علاقے میں لاپتہ ہو گئے تھے اور مقامی انتظامیہ کے ایک اہلکار نے نام نہ بتانے کی شرط پر بی بی سی کو بتایا تھا کہ آخری مرتبہ طارق عزیز الدین کو پشاور سے تیس کلو میٹر دور جمرود میں علی مسجد کے قریب دیکھا گیا تھا۔
طارق عزیز الدین کو سفارتی حلقوں میں ایک قابل اور زیرک سفارتکار کے طور پر جانا جاتا ہے۔ افغانستان سے ان کے نسلی تعلق، فارسی اور پشتو زبانیں بولنے اور وہاں پر پہلے بھی خدمات کومدنظر رکھتے ہوئے صدر پرویز مشرف نے انہیں تیرہ دسمبر دو ہزار پانچ کو رستم شاہ مہمند کی جگہ کابل میں پاکستان کا سفیر نامزد کیا تھا۔

China to reopen Tibet to foreign tourists
BEIJING - China will reopen the restive mountainous region of Tibet to foreign tourists “soon”, a state newspaper said on Saturday, after being closed off in the wake of pro-independence protests last month.
“The Tibet tourism bureau is doing its utmost to prepare for the reopening of all tourist spots,” the official China Daily cited a government statement as saying, though it did not provide an exact date.
Chinese media had reported that the region would reopen to foreign tourists from May 1, though officials have not confirmed this and a U.S.-based rights group says Beijing does not plan to allow foreigners in until after this August’s Olympics.
Tourism is a vital source of cash for the impoverished region, where 4 million tourists last year flocked to see historic temples, experience Tibetan culture and enjoy breathtaking natural scenery.
All foreigners visiting Tibet need special permits.
Beijing has accused the Dalai Lama, Tibet’s exiled spiritual leader, of masterminding the unrest as part of a bid for independence and with an eye to spoiling the Beijing Games. The Dalai Lama rejects the accusations and says he does not seek independence for Tibet.
China continued its verbal attacks on the Dalai Lama on Saturday, blasting him in the overseas edition of the Communist Party mouthpiece the People’s Daily for trying to use the cause of human rights to advance his agenda.
“’Human rights’ seems like a trump card that the Dalai has a keen interest in. He loves to play it, and he plays it well,” the newspaper said in a commentary on its front page signed by a senior editor.
But his failure to condemn “the cruel injuries inflicted on innocent Tibetans and Chinese by hooligans and their burning of shops and schools”, showed his true colours, it added.
“In the history of China and other countries, is it possible to find a ’human rights guard’ like this?” the newspaper said.
The Dalai Lama has spoken out against the use of violence, calling for talks with China and backing the Beijing Games.
China says he is insincere, though.

Pakistan successfully test fires Surface to Surface Ballistic Missile Hatf IV
RAWALPINDI : Pakistan on Saturday successfully test fired its long range Surface to Surface Ballistic Missile Hatf VI (Shaheen II), said an ISPR press release issued here. The missile test was conducted as part of process of validation and technical improvements to consolidate and verify various land based strategic missile systems.
It may be recalled that Hatf VI (Shaheen II) is Pakistan’s longest range ballistic missile system with a range of 2000 Kms. It is a two stage fuel missile which can carry nuclear and conventional warheads with high accuracy.
The test was witnessed by Prime Minister Syed Yousaf Raza Gilani, who congratulated the scientists and engineers of Strategic Organizations on achieving an important milestone in Pakistan’s quest for sustaining strategic balance in South Asia.
Speaking after the successful test, the Prime Minister made it clear that Pakistan’s strategy of credible minimum deterrence is fully in place and is a guarantee of peace in the region.
He assured that the defence needs of the country will remain a high priority with the elected government. He further added that the strategic programme which enjoys complete national consensus will continue to be consolidated and further strengthened in line with the needs of national security.
The test was also witnessed by the Defence Minister Chaudhry Ahmed Mukhtar and Chairman Joint Chiefs of Staff Committee, General Tariq Majid, besides senior military officers and scientists.
In an exclusive message, the President of Pakistan Pervez Musharraf has also congratulated the Strategic Organizations on this outstanding success.
Prime Minister holds one-to-one meeting with Sindh Chief Minister
KARACHI : Prime Minister Syed Yousuf Raza Gilani and Chief Minister Sindh Syed Qaim Ali Shah had a one-to-one meeting at Chief Minister House and matters of mutual interest came under consideration here on Saturday. On the occasion the Chief Minister presented Sindh’s traditional gifts of cap, ajrak and ‘ralli’ to Prime Minister.
Earlier, on arrival at Chief Minister House, the Prime Minister was presented the guard of honour by a smartly turned out contingent of Sindh Police.
Pakistan, Turkey agree to start strategic dialogue at FM level
ISLAMABAD : Pakistan and Turkey Saturday decided to initiate strategic dialogue at foreign ministers level for regular contacts to further enhance bilateral, friendly and time tested relations for the benefit of people of two countries.
Foreign Minister Shah Mahmood Qureshi and his Turkish counterpart Ali Babacan, held meeting at the Foreign Office today and discussed regional and international issues, trade and economic relations.
Talking to newsmen both the foreign ministers after the meeting said they have also agreed to further enhance trade, economic and defence relations.
Pakistan and Turkey also decided to hold the next meeting of the Joint Working Group in May, which was scheduled in January this year but postponed due to elections in Pakistan.
Both the countries also agreed to hold third round of tripartite talks between Pakistan, Afghanistan and Turkey in May this year to ease tension in the region and ensure peace and security.
Foreign Minister Shah Mahmood Qureshi while talking to reporters said after this the meeting of working group on tripartite meeting, a tripartite summit is possible in June this year.
He said the relations between Pakistan and Turkey are beyond personal level and government and both the countries have unanimity of views on all the regional and international issues.
Qureshi said both the countries have high level political contacts and the strategic dialogue at foreign ministers level will further enhance these relations and ties.
He also expressed Pakistan gratitude to Turkey on its support on the issue of Kashmir.
The Foreign Minister said in connection with the improvement of trade and economic ties and to increase present level of trade of $690 million between two countries to one billion dollar in next two years.
“We have potential, desire and willingness at both sides to achieve this target of trade,” said the Foreign Minister.
He also appreciated the role of Turkey for the development and reconstruction in Afghanistan and added that both the countries have been cooperating in this regard.
Shah Mahmood Qureshi said both the countries, Pakistan and Turkey are of the view that military is not the only solution to the Afghanistan issue.
Turkish Foreign Minister Ali Babacan talking to newsmen said he is proud to be in Pakistan after the general elections. He congratulated the people of Pakistan for fair, free and transparent general elections and added that it represents the commitment of people of Pakistan for democracy.
He said both the countries have close cooperation at various levels and due to Pakistan’s geo-strategic location, the relations between the two countries are quite important.
He said Pakistan has stride to face challenges and to overcome them.
He assured full support and cooperation to Pakistan in facing these challenges with determination.
The Turkish Foreign Minister said his visit aimed at expanding already brotherly and close relations between the two countries.
Replying to a question about arrest of some Turkish people, Foreign Minister Shah Mahmood Qureshi denied such reports.
Answering a question on the war against the terrorism, the Turkish Foreign Minister said, “Terrorism is a global problem and not related to any single religion.”
He said terrorism threats are from many countries, and different religions and added that with solidarity and cooperation world can fight this menace.
Pakistan, India working on easing visa regime to promote regional tourism:Secretary Tourism
NEW DELHI : Pakistan and India are working on easing visa regime to promote regional tourism.
Talking to APP here on Saturday after inaugurating Pakistani pavilion set up at South Asia Travel and Tourism Exchange (SATTE) exhibition, Dr. Shahzad Qaiser, Secretary, Ministry of Tourism said the new visa policy would introduce group tourist visas and visas for different segments of society to boost tourism in South Asia.
This policy would also act as Confidence Building Measure to increase people -to - people contact between both the neighbouring countries.
Dr. Shahzad Qaiser said Pakistani pavilion comprising Pakistan International Airlines, Pakistani Tourism Development Corporation and other tour operators from private sector would help in introducing Pakistan as tourist destination country.Pakistan would focus on South Asia and exchange of products in the exhibition would benefit all the stakeholders in the region, he said adding Pakistan will permanently participate in this annual exhibition.
Referring to the tourism policy being updated by Pakistan , he said it would increase number of tourists visiting Pakistan . Nearly one million tourists visited Pakistan last year.
Pakistan has planned to hold an international tourism conference from November 15 to 21 where India has also been invited. The International Mountain and Bhuddist conferences will be an important feature of this exhibition.
Shahid Malik, Pakistan High Commissioner to India accompanied the Secretary Tourism at the inauguration of the Pakistani pavilion.
Earlier, speaking at the inauguration ceremony of the SATTE, Shahzad Qaiser said Pakistan would cooperate with Asian and regional countries to boost tourism.
A number of tourist operators from Asian countries are participating in the exhibition which will continue for three days.
Pakistan for establishing mechanism to boost development process
UNITED NATIONS : Pakistan has called for setting up a forum mandated to provide policy and operational guidance that would help in accomplishing the internationally agreed development goals.
During informal consultations of the General Assembly on U.N. system-wide coherence at the country level, Ambassador Munir Akram underscored the need for promoting good governance for the effective delivery of services.
He backed a proposal for establishing a Global Leaders Forum, comprising 27 members to provide both policy and operational guidance on development and economic issues.
As regards coordination and coherence, Ambassador Akram stated that the best option to achieve those objectives is the Development Coordination Forum (DCF) established under the Economic and Social Council, a major organ of the U.N. system.
The DCF should review the quality and quantity of UN Development funding; ensure aid effectiveness as well as provide a platform for sharing experiences and lessons learned on aid effectiveness; review trends in international development cooperation; identify the challenges and gaps while developing integrated policy responses; and strengthen linkages between normative and operational work,” he added.
Amnesty Int welcomes Pakistan ratification of Human Rights Treaty New leadership sends positive mess
WASHINGTON : Amnesty International has welcomed Pakistan’s ratification of a key human rights treaty and signing of two other important conventions. “Becoming a state party to U.N. human rights conventions is a key step to ensuring human rights are respected, protected and realized for all in Pakistan in line with international standards,” said Amnesty International.
The organization called on the Pakistani authorities to grasp this opportunity and address the pressing human rights problems.
When presenting its candidature for the elections of the Human Rights Council in April 2006, Pakistan committed itself to early ratification of core human rights treaties.
On Thursday, Pakistan moved to uphold this pledge, ratifying the International Covenant on Economic, Social and Cultural Rights (ICESCR), and signing both the International Covenant on Civil and Political Rights (ICCPR) and the U.N. Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (UNCAT).
Amnesty International has been encouraging Pakistan to ratify these and other U.N. human rights treaties. “Amnesty International now calls upon the Government of Pakistan to promptly ratify the ICCPR and the UNCAT and enact implementing legislation to ensure that the three treaties become part of Pakistan’s domestic law,” the Human Rights Watchdog said Friday.
Pakistan-China to sign MoU on economic cooperation: President LCCI
BEIJING : Pakistan and China will sign a Memorandum of Understanding (MoU) on April 23 for expanding economic cooperation between the two countries. The MoU will be inked between the Lahore Chamber of Commerce and Industry (LCCI) and Hangzhou Federation of Chambers and will cover all the major areas of cooperation. These include enhancing trade, exchange and transfer of technologies between Pakistan and China.
“The MoU will help the Pakistani businessmen to have maximum interaction with their Chinese counterparts with the objective to give boost to the bilateral trade”, said the President of LCCI Mohammad Ali Mian while talking to media.
The President LCCI, who is visiting Shanghai to attend an International exhibition on Plastic, will hold meetings with the members of Chinese Plastic Association and other businessmen.
He has also been officially invited by the Federation of Hardware and Tools of Jiangzhou province to inaugurate a grand exhibition on April 22. The Governor of Jiangzhou will also attend the ceremony.
The President LCCI has also attended the famous Canton Fair and held very successful meetings with the organizers of the fair.
