American socialite Paris Hilton has revealed that she is head over heels in love with Good Charlotte guitarist Benji Madden. Her feelings for Madden were revealed on her MySpace blog on April 8, describing the good time she’s having. "I’ve never felt so happy and in love, Benji is such an amazing guy and life has never been better!" Usmagazine.com quoted her, as stating on the blog. Hilton has been for the past month accompanying Madden on his tour of South Africa and Europe with his band Good Charlotte. "It’s so much fun going to their shows every night, I now know every song by heart," she wrote. "I love Good Charlotte, they rock!" she added. News of the relationship between 27-year-old Hilton and 29-year-old Madden was first made public on February 21, when the two were seen smooching at Hollywood hot spot Villa.

Talking about her new release, Mahima says excitedly, “I play a Sikh girl Saloni, who runs an Indian sweet shop in Manhattan and sells flowers too. Saloni is a person who believes that hope and a little sugar can take care of everything. Tragedy strikes her family and her husband dies in the 9/11 attack. Later she comes close to a Muslim boy.” Mahima, who did another film with Tanuja a few years back, Film Star, which did not set the cash registers ringing, is confident about being second time lucky. “Tanuja is an extremely sensitive director and she analyses things very well while making a movie. And I think she has done an excellent job with this film,” says Mahima firmly. In the meanwhile, marriage and motherhood have kept Mahima thoroughly busy. “I got so busy with my personal life that I didn’t get a chance to do any work,” smiles Mahima as she glows with the thrill of taking care of her little daughter. And how has motherhood been, we ask her? “Oh, I think motherhood is the best role that I’m playing. With my daughter, everyday is a high point for me. It’s demanding, but at the same time it’s rewarding as well,” says the vivacious actor. Seeing the rate at which actors are taking to direction, we wonder if she has ever spared a thought towards going behind the camera? “No,” comes a quick reply as she adds, “I like to be directed, I don’t want to direct.” But what has Mahima excited these days is the fat pay cheques that even actresses in Bollywood are commanding. “It’s encouraging to see that actresses these days are getting so much money. They are an integral part of the film industry and they deserve it,” avers she, adding, “I wish this trend should have come earlier when I started my career.”

Mumbai :The much sought after Aishwarya Rai, who has been turning down movies for more than just lack of time, says she refused Karan Johar's comedy "Dostana" because the quirky situations mentioned in the script wouldn't have worked.
Karan wanted to cast her with Abhishek Bachchan and John Abraham. He has now roped in Priyanka Chopra for the female lead."I opted out of 'Dostana' because the inter-personal relationships among the three of us made me uncomfortable. Now that Abhishek and I are married, the kind of quirky situations shown in 'Dostana', albeit in a comic vein, wouldn't have worked," Aishwarya told IANS in an interview.When asked why she accepted superstar Rajnikanth starrer "Robot", Aishwarya said: "I want to work with Rajni sir, yaar. He is phenomenal. Everyone speaks of this experience. I'll actually go through the experience. It's very important for me to come away with something from my films since I give so much."The film is directed by Shankar, who gave Aishwarya her first break in "Jeans"."It's a total Rajni-Shankar styled entertainer. There's no logic as to why I agreed to do it beyond the urge to work with Rajnikanth. Shankar and Rajni sir have approached me for so many films, it's embarrassing."Excerpts from an interview:Q: First things first. Did you turn down Karan Johar's "Dostana"?A: Yes, I opted out of "Dostana" because the inter-personal relationships among the three of us made me uncomfortable. Karan Johar wasn't bothered with all these personal considerations, but I felt otherwise. I thought the audience would wonder, "She likes John and Abhishek equally? No way!"Q: Now you'll be romancing Rajnikanth in Shankar's "Robot"?A: It's a total Rajni-Shankar styled entertainer. There's no logic as to why I agreed to do it beyond the urge to work with Rajnikanth. Shankar and Rajni sir have approached me for so many films, it's embarrassing. Ever since we did "Jeans" together Shankar has approached me for all his films except "Boys".Rajni sir, being the senior that he is, has shown no egoistic traits in approaching me for his last four-five films. And my refusal to do his films was never misconstrued by him. I admire him for that. It speaks volumes for his seniority and his calibre as a human being to never take offence to my no." Q: Is that why you said yes to "Robot"?A: This time for "Robot" it was an immediate yes from me. I just wanted to work with Rajni sir and Shankar. My "Jeans" with Shankar was a super success. I learnt so much from "Jeans" and Shankar. "Robot" too will be a learning experience.Q: Is it a sci-fi film?A: It is hard to define. But technically it will take cinema to another level. I can only say I'll come away enriched. It's very important for me to come away with something from my films since I give so much. I want to work with Rajni sir, yaar. He's phenomenal. Everyone speaks of this experience. I'll actually go through the experience.Q: Well you have a seasoned phenomenon (Amitabh Bachchan) in your own house.A: Yes, but I share a different equation with the one in my house. They're both institutions. And I'm blessed to work with both. When I look back at all the leading men, directors and technicians I've worked with I feel totally blessed. It's a good place to be in.

China supports Pakistan stability measures

BOAO, China - Chinese President Hu Jintao on Friday told his Pakistani counterpart Pervez Musharraf he supported measures taken by the South Asian government to maintain stability, Chinese state media reported.
“China respects, understands and supports all measures taken by the Pakistani government to maintain domestic peace and stability, and promote economic development,” Hu said, according to Xinhua news agency.
“China admires the achievements made by President Musharraf and the Pakistani government in the domestic and diplomatic fields in the past years,” Hu was quoted as saying.
Hu made the remark while meeting with Musharraf in Sanya, a city on the southern Chinese island of Hainan.
Musharraf is on a visit to China amid ongoing unrest at home, with a number of deaths resulting from clashes between his supporters and opponents in Karachi.
Paramilitary troops and police have been deployed to the Pakistani port city, the worst violence to hit the country since a new government hostile to Musharraf won elections in February.
Pakistan is one of China’s oldest allies in Asia, as Beijing has traditionally used the country as a counterbalance against India, the dominant power in the southern part of the continent.

Gunmen kill Pakistani intelligence official

ISLAMABAD - Gunmen riding a car shot dead an intelligence agent in a northwestern Pakistani town on Friday, the third official from the government’s security agency to be killed in little over two weeks, police said.
The official, Khaliq Khan, head of the Intelligence Bureau in Charsadda town, was killed on his way home after Friday’s prayers. Two other officials from the bureau’s anti-terrorism wing were killed in Karachi on March 27.
“The men in a red coloured car sprayed bullets on Khan as he walked along a road killing him on the spot,” a police official, Mohammad Iftikhar said.
The motive of the killing was not immediately known, which took place in a region where pro-Taliban Pakistani militants are very active.
Another official of the same agency was killed in Charsadda a few months ago and the militants had claimed responsibility for the attack.
The Intelligence Bureau is one of three Pakistani agencies and controlled by the Interior Ministry. The Military Intelligence and Inter-Services Intelligence (ISI) are the armed forces’ agencies.

ISLAMABAD - Pakistan’s new government on Friday moved to lift harsh restrictions on the media that were imposed by President Pervez Musharraf under a state of emergency in November, a minister said.
Information minister Sherry Rehman introduced a parliamentary bill proposing an end to curbs on live broadcasts and punishments for journalists ranging from heavy fines to imprisonment and confiscation of equipment.
Rehman, formerly the spokeswoman for slain opposition leader Benazir Bhutto, is part of the new government that took office last month after trouncing Musharraf’s allies in elections.
“The amendments will remove the entire apparatus of restrictions imposed on the press,” Rehman told reporters outside the national assembly, or lower house of parliament.
Under the laws introduced by Musharraf, reporters currently face jail terms as well as a five-million-rupee (82,000-dollar) fine for any live programme or publication that “defames” him, the army or the government.
Images of terrorist activities, including the aftermaths of the rash of Islamist suicide bombings that has hit the country in the past year, were also banned.
Several private news channels were also taken off the air for several weeks under the state of emergency that Musharraf imposed on November 3 and then lifted on December 15.
Rehman, herself a former journalist, said that Musharraf’s regime had imposed “silence” on the media instead of improving its own performance, adding: “We will do no such thing.”
“We will put our own house in order and we will allow the press to broadcast not just live telecast but all that they feel fit to broadcast,” she said.
The minister added however that the media’s freedom “naturally places a heavy responsibility on the members of the press itself” and suggested forming a press council made up of members of the media.
Before the elections, journalists across Pakistan held almost daily protests against the curbs.

Independence of judiciary pre-requisite to establish rule of law: PM

ISLAMABAD : Prime Minister Syed Yousuf Raza Gilani on Friday reiterated that the independence of judiciary is prerequisite to establish the rule of law in the country. He was talking to Habib Ullah, Ex-President of the High Court Bar Association Multan here at the Prime Minister House this afternoon.
The supremacy of the 1973 constitution has to be upheld since it has unanimous acceptance of the people of Pakistan, the Prime Minister said and added this document clearly determines the role of every institution in order to ensure smooth functioning of all the pillars of the state.
Referring to the contribution of the lawyers community for the supremacy of the constitution and law the Prime Minister said that all the coalition partners in the government are committed to the independence of Judiciary as enunciated in the Murree Declaration.
Habib Ullah apprised the Prime Minister of the professional matters of the lawyers community.

Pakistan, China to bolster defence, energy and trade ties

SANYA : President Pervez Musharraf and his Chinese counterpart Hu Jintao Friday vowed to enhance cooperation in defence, energy and trade, and hoped that these would be further strengthened with the coming into power of a new government in Pakistan. The two rounds of talks here at southernmost city of Sanya covered a wide range of issues including cooperation against extremism and terrorism.
President Hu Jintao reiterated that his country would always support Pakistan in whatever manner necessary in defence or its security, to assure social progress and to support economic development in Pakistan.
The two sides particularly focused on strategic Pak-China bilateral relations, agreed to introduce more projects to benefit Pakistan’s economy and assure the well being of the people of Pakistan, under the joint five-year economic plan.
President Hu Jintao described ties with Pakistan as “high priority relationship” and noted that over the years, substantial improvements had been made in Sino-Pak ties, Foreign Minister Shah Mehmood Qureshi told reporters after the meetings.
Foreign Minister said Pakistan pointed at the acute energy shortage due to its rapidly growing economy and sought China’s expert assistance and discussed cooperation in nuclear energy.
Pakistan already has a 300 MW Chashma power plant, built with Chinese assistance, while work is underway on Chashma-II. Pakistan is seeking future 1000 MW projects to offset its energy crisis.
Both the countries also identified several new areas, where they can extend cooperation through the already existing mechanism.
Bilateral trade between the two countries has touched US 6.8 billion dollars. Pakistan and China signed a free trade pact in 2006 and hope to raise two-way trade to $15 billion much before the stipulated time.
The Foreign Minister said there was a need for adopting “corrective mechanism” to offset the trade imbalance between Pakistan and China. He said a purchase mission from China has already visited Pakistan, while another will visit soon, to identify the Pakistani products that can find a home in China.
Qureshi said the two countries have agreed to have a five-year trade and economic development plan and the projects falling in this category will be able to get concessional credit.
The foreign minister said the Chinese President Hu Jintao has assured to urge the Chinese investors to identify projects under the Pakistan-China Joint Investment Company that has been working since 2007.
Both the sides noting their very comprehensive trade and economic partnership also agreed to push trade further and make the Free Trade Agreement more comprehensive by including trade and services.
Pakistan proposed that the two countries may improve connectivity, utilizing the existing Karakoram Highway, by adding fibre optic line, an oil and gas pipeline and a rail track linking it with Gwadar, making it the ninth wonder of the world.
Pakistan and China also expressed satisfaction over the ongoing defence cooperation, specially in terms of joint productions like the JF-17 Thunder and the F22P frigates.
The two sides described the meetings as “very good and positive”, exhibiting commonality of views on major regional and international issues, with total understanding.
“China considers Pakistan as a close neighbour, a good friend, and partner and more importantly as a good brother,” President Hu Jintao said.
Pakistan also extended its full support to China on the Beijing Olympics and regretted the attempts being made to tarnish China’s image. He assured of the peaceful holding of torch relay in Islamabad this month.
Following the round of formal talks, the two leaders also witnessed signing of two Memorandums of Understanding and an agreement.
These included an MoU between the Ministries of Water and Power of the two countries to extend cooperation in managing water resources and hydel power, another on cooperation in sports and culture and the third for cooperation in the area of engineering, sciences and technology.
Under the agreement a consortium of Chinese universities will help setup a modern international level university in Islamabad.
President Musharraf and President Hu Jintao had over half an hour long restricted meeting, accompanied by the ministers of Foreign Affairs and Defence. Later the two sides went in for delegation-level talks that reflected convergence of views on regional and global issues.
Pakistan also reiterated its support to the One-China policy.
President Musharraf in his initial remarks termed Pak-China relations as “time-tested and broad-based” and added that these have permeated down to the people’s level.
The Chinese President described President Musharraf as an old friend, who has visited China eight times in as many years and said it was a manifestation of the strategic partnership between the two countries.
President Musharraf thanked President Hu Jintao for the cordiality and warmth extended to him by the Chinese leadership.
Earlier President Musharraf, who arrived here Thursday night, was presented an impressive formal welcome ceremony at the picturesque Sanya city, in the Hainan province.
With the backdrop of Yalong Bay on the South China Sea, a smart contingent of the Peoples Liberation Army, comprising the three services presented him a salute. The President reviewed the guard of honour.
President Hu Jintao received President Musharraf and national anthems of the two countries were played.
Ministers for Defence Ch Ahmed Mukhtar, Foreign Affairs Shah Mahmood Qureshi Chairman Higher Education Commission Dr Atta ur Rehman, Deputy Chairman Planning Commission Dr Muhammad Akram Sheikh and Chairman Trade Development Authority of Pakistan assisted the President during the talks.
Pakistan was the first Islamic country to recognise People’s Republic of China on January 4, 1950. Diplomatic relations were established between the two countries on May 21, 1951.

Efforts on to ensure political stability through national reconciliation: PM

ISLAMABAD : Prime Minister Syed Yousaf Raza Gilani on Friday said national reconciliation efforts would greatly facilitate in ensuring harmony among all sections of society besides promoting political stability in the country. Talking to Raja Tridev Roy, honorary minister for life at his chamber in Parliament House, Prime Minister Gilani said there was a dire need for developing understanding among various tiers of society.
Gilani said the efforts for national cohesion would greatly improve socio-economic situation in the country and would change overall perception of the people.
He said new democratic government would ensure civil liberties and focus on strengthening democratic institutions.
The Prime Minister said minorities have an equal share in every field and concerted efforts would be made to ensure their participation in every sector of national life.
Roy congratulated the Prime Minister on assuming responsibilities of his office and expressed his best wishes for the success of policies announced by him on floor of the house.

Sherry terms repeal of PEMRA laws ‘welcome sign’ for press, democracy, masses

ISLAMABAD : Federal Minister for Information and Broadcasting Sherry Rehman Friday termed the repeal of PEMRA laws a “welcome sign” for the country, press, and democratic traditions. “Within two weeks of formation of the new government, the bill to repeal the black Pemra laws has been sent to the respective Parliamentary committee and would soon become a law. This is a gift of a long struggle jointly launched by the media, democratic forces and the entire nation,” she said while addressing a press conference here at the Parliament House.
Terming a ‘sea change’ in the media policy of the PDA government, the Minister pledged that media would also be given access to the proceedings of the committee.
“The Prime Minister in his first policy statement given on the floor of National Assembly after receiving unanimous vote of confidence on March 29 had expressed resolve of the new government to dismantle restrictions and curbs placed on the media and had announced the repeal of the amendments made in the PEMRA Ordinance 2002 which was introduced on November 3, 2007,” she said adding that draconian laws that threatened coercive actions against the press are being removed via this bill to begin the process of providing for a free press in Pakistan.
Terming the step a revelational initiative, Sherry Rehman said this was only a first step and the journalists could further convey their reservations, if any, to her as the democratic government was accessible to the media.
She said that some TV channels were interrupted at Karachi by some cable operators recently and on inquiring they avoided to give any reason to the government.
“Though the Pemra does not fall under the Ministry of Information, yet I took notice of the matter. However, we do not want to penalize the cable operators and rather a meeting of the PBA, cable operators and other stakeholders to resolve all such problems,” she said.
Condemning the torture against working journalists, the Minister said the government has launched an inquiry into the recent incidents of violence and the government writ would be restored across country.
Sherry said the government would take initiatives to provide protection to the working journalists and a plan is being worked out by the ministry to provide funds for the welfare of the families of those journalists who are killed or injured while their boots on.
“We would also make sure that this process is made transparent as the welfare of journalists is part of our agenda,” she added.
To a question, Sherry Rehman said the return of democracy would not annoy any individual.
To another query, she said the PDA government has decided not to launch ‘witch hunt’ policy towards the government employees.
“The bureaucracy has no agenda and it follows the directives of the political governments. However, the masses, the parliament and media would hold the employees accountable. We would conduct thorough audit and action would be taken against the responsible for misconduct,” she said adding that action would be taken who would not follow the directives of the government. However, she made it clear that no arbitrary action would be taken against any government employee.
Elabourating the amendments into Pemra Ordinance, Sherry Rehman said the draconian laws that threatened coercive action against the press will be removed via this bill to begin the process of providing for a free press in Pakistan.
“This involves, as a first step, the withdrawal of the provisions of Ordinance XIII of 2002, inserted through Ordinance LXV of 2007 on 3rd November, 2007,” she added.
“In section 27, the owner of an offending broadcast station or Cable network was also made responsible, along with the operator - this is also being withdrawn. The amendment had increased the fine of Rs. one million to Rs. ten million for a licensee who contravenes the provisions of the PEMRA laws and has been given reasonable opportunity to show cause. - The ten million fine is being reversed to one million again”.
“Through the amendment, the Authority (PEMRA) was empowered to revoke the License on violations by the Licensee - this is also being withdraw. 3rd November amendment also empowered at Authority / Chairman PEMRA to seize the equipment or seal the premises of a Licensee; and also close down the network of a licensee in a situation of emergency. - This is also being withdrawn. By adding sub-section (2) in section 31,the live coverage of violence and conflict was prohibited - This sub-section is also being withdrawn,” she said.
“By amending section 33, a three-year imprisonment was added to ten million fine for the broadcast licensee of his representative who violates or abets violation of any PEMRA law - Similarly a cable TV operator, or his representative who commits such a wrong was to face one year imprisonment in addition to rupees five million fine - the imprisonment segment is being withdrawn. Offences under the PEMRA law were made cognizable and compoundable - this is being withdrawn,” she concluded.

ایرانی قوم کو دھمکیوں اور پابندیوں سے مرعوب نہیں کیا جاسکتا ، مشہد میں صدر ایران کی تقریرتہران ۔ صدر ایران محمود احمدی نژاد نے کاپنے ملک کو ’’ بد عنوان عالمی قیادت ‘‘ کا صفایا کر دینے کا نیا ہدف دیاہے ۔ احمدی نژاد نے مشہد میں تقریر کرتے ہوئے کہا کہ ایرانی قوم ، اس وقت تک چین سے نہیں بیٹھے گی جب تک کہ دنیا سے بدعنوان قیادت کا نام و نشان مٹا دیا نہیں جاتا ۔ صدر ایران نے اس تقریر کے ذریعے مغربی طاقتوں پر ایک اور وار کیا ہے۔ یہ طاقتیں نیوکلےئر بحران پرتہران کے ساتھ پہلے ہی سے طاقت آزمائی کر رہی ہیں ۔ فارس نیوز ایجنسی کے مطابق احمدی نژاد نے کہاکہ ہمارے دشمنوں کویہ جان لینا چاہیے کہ دھمکیوں ، تحدیدات اور سیاسی و معاشی دباؤ کے ذریعہ ایرانی قوم کو مرعوب نہیں کیا جاسکتا۔ احمدی نژاد نے اسلامی جمہوریہ ایران اور اس کے عوام کے لیے دو مقاصد کا تعین ہے ۔ انہوں نے بتایا کہ اسلامی ایران کی تشکیل اور عالمی قیادت کی تبدیلی ہمارا دوہرا مشن ہے ۔ ہمیں دونوں مقاصد کے حصول کی حتی المقدور کوشش کرنی چاہیے۔ صدر نے حساس نیو کلےئر سرگرمیاں روک دینے ایران سے اقوام متحدہ کے مطالبہ کو پھر ایک بار مسترد کر دیا۔ انہوںنے ایران کے خلاف عالمی ادارہ میں منظور قرار دادوں کو ردی قرار دیتے ہوئے کہاکہ ایرانی عوام امن پسند ہیں ۔ وہ منصفانہ ماحول میں بات چیت کر سکتے ہیں لیکن اپنے حقوق پر کوئی سودے بازی نہیں ہو گی ۔ احمدی نژاد نے عہد کیا کہ ایران ، مغرب کے دباؤ کے باوجود اپنی نیوکلےئر مہم ترک نہیں کرے گا۔ امریکا نے اسی ہفتہ ایران کو انتباہ دیا کہ اقوام متحدہ سلامتی کونسل کی قرار دادوں پر عمل آوری سے انکار کے نتیجہ میں تہران مزید الگ تھلگ پڑ جائے گا اور نئی بین الاقوامی تحدیدات کا سامنا کرنا پڑ سکتا ہے ۔

متحدہ قومی موومنٹ کو دہشت گرد جماعت قرار دیا جائے ‘ مظفر آباد میں وکلاء کا مظاہرہ

مظفر آباد۔ آزاد کشمیر کے دارالحکومت مظفر آباد کے وکلاء نے کراچی میں وکلاء کی ہلاکتوں اور جلائے جانے کا ذمہ دار متحدہ قومی موومنٹ کو قرار دیتے ہوئے مطالبہ کیا ہے کہ متحدہ قومی موومنٹ کو دہشت گرد جماعت قرار دیتے ہوئے کراچی کے واقعے کی اقوام متحدہ سے تحقیقات کرائے ۔ مظفر آباد میں ہائی کورٹ کے باہر احتجاجی مظاہرے سے خطاب کرتے ہوئے بار کونسل آزاد جموں وکشمیر کے وائس چیئرمین چوہدری محمد ابراہیم ضیاء ایڈووکیٹ نے کراچی میں وکلاء کو جلائے جانے والے واقعات کی مذمت کرتے ہوئے اس کو انسانیت سوز اقدام قرار دیا ۔ انہوں نے کہا کہ خلق خدا کی زبان ان واقعات کے پیش متحدہ قومی موومنٹ کو ذمہ دار سمجھتی ہے ۔ انہوں نے مطالبہ کیا کہ کراچی میں گھناؤنے واقعے کی اقوام متحدہ تحقیقات کرے ۔ ابراہیم ضیاء نے کہا کہ وکلاء قانون کی حکمرانی کے لئے قربانیاں دیتے رہیں گے اور آمریت کی بی ٹیموں کو ناکامی کا سامنا کرنا پڑے گا ۔ احتجاجی مظاہرے سے خواجہ فاروق احمد رضا پیپلزپارٹی انجم نثار میرو دیگر نے خطاب کیا ۔ احتجاج سے قبل کراچی میں جاں بحق ہونے والوں کی غائبانہ نماز جنازہ ادا کی گئی ۔

کراچی میں زندہ جلائے جانے والے وکلاء کی غائبانہ نماز جنازہ ، ایم کیو ایم کو دہشت گرد تنظیم قرار دیتے ہوئے ان کے خلاف نعرے بازی

راولپنڈی ۔ بدھ کے روز کراچی میں ہونے والے پرتشدد واقعات کے دوران 6 وکلاء سمیت جلائے جانے والے گیارہ افراد کی غائبانہ نماز جنازہ ضلع کچہری چوک راولپنڈی میں پڑھائی گئی ۔ جس کی امامت معروف قانون دان چوہدری توفیق آصف اعوان ایڈووکیٹ نے کی ۔ جبکہ نماز جنازہ میں مسلم لیگ ( ن ) کے سینیئر نائب صدر اور رکن قومی اسمبلی مخدوم جاوید ہاشمی نے بھی نماز جنازہ میں شرکت کی ۔ نماز جنازہ سے قبل ضلع کچہری میں راولپنڈی ڈسٹرکٹ بار کے وکلاء نے ان واقعات کے خلاف احتجاجی ریلی بھی نکالی اور ایم کیو ایم کو دہشت گرد تنظیم قرار دیتے ہوئے ان کے خلاف نعرے بازی بھی کی ۔ دریں اثناء ضلعی بار کے سیکرٹری جنرل ساجد خان تنولی نے اعلان کیا کہ آج ( ہفتہ ) کے دن شہدائے کراچی کے لئے ضلعی بار راولپنڈی میں قرآن خوانی کی جائے گی ار ان کے ایصال ثواب کے لئے خصوصی دعا بھی کرائی جائے گی ۔

سندھ اسمبلی کی ٢١ رکنی کابینہ نے گورنر سندھ ڈاکٹر عشرت العباد سے حلف لے لیا

کراچی۔ سندھ اسمبلی کی 21 رکنی کابینہ نے جمعے کو گورنر سندھ ڈاکٹر عشرت العباد سے حلف لے لیاہے ۔ تقریب حلف برداری میں وزیر اعلیٰ سندھ سمیت پیپلز پارٹی سندھ کے اہم رہنماؤں نے شرکت کی۔ سندھ کابینہ کے اراکین میں پیر مظہر الحق ، منظور حسین وسان ، شازیہ مری ، جام مہتاب ، ساجد جوکھیو ، اختر جدون ، آغا سراج ، سسی پلیجو، علی نواز شاہ ، نرگس این ڈی خان، ڈاکٹر ذوالفقار مرزا، توقیر فاطمہ، ایاز سومرو، امیر نواب، مراد علی شاہ ، دیارام ، عبد الجلیل میمن ، عبدالحق بھرت، میر نادر مگسی ، سیف اﷲ دھاریجواور مکیش کمار شامل ہیں۔ واضح رہے کہ سندھ کابینہ میں پیپلز پارٹی کے سینیئر رہنما مخدوم امین فہیم کے بیٹے مخدوم جمیل الزماں نے شامل ہونے سے انکار کردیا ہے ۔نئی کابینہ میں دو اقلیتی ارکان بھی شامل ہیں ۔سندھ کی 21 رکنی کابینہ میں شامل امیر نواب کا تعلق عوامی نیشنل پارٹی سے ہے۔ تقریب حلف برداری کے موقع پر گورنر ہاؤس میں انتہائی سخت حفاظتی اقدامات کیئے گئے تھے۔

حکومت کا پیمرا آرڈیننس میں ٣ نومبر ٢٠٠٧ ء کو ہونے والی تمام ترامیم واپس لینے کا اعلان

اسلام آباد۔ حکومت نے پاکستان الیکٹرانک میڈیا ریگولیٹری اتھارٹی کے آرڈیننس میں 3 نومبر 2007 ء کو ہونے والی تمام ترامیم واپس لینے کا اعلان کرتے ہوئے کہا ہے کہ اس ضمن میں دس شقوں کو ختم کیا جارہاہے۔ جن کے تحت ٹی وی چینلز کی نشریات کا مالکان ، براڈ کاسٹر اور کیبل نیٹ ورک کو ذمہ دار نہیں ٹھہرایا جا سکے گا۔ ایک کروڑ جرمانے کی شق واپس لی جا رہی ہے ۔ پیمرا کو لائسنس منسوخ کرنے کا اختیار نہیں ہو گا۔ تشدد کے واقعات کی براہ راست کوریج ہو سکے گی ۔ ٹی وی چینلز کو آلات کو سیل نہیں کیا جا سکے گا ۔پیمرا اور کیبل آپریٹر کوئی بھی ادارہ ہنگامی حالات میں کسی بھی ٹی وی چینل کو بند نہیں کر سکے گا۔ تمام اداروں کے معاملات کی جانچ پڑتال ضرور ہو گی ۔کابینہ کے آئندہ اجلاس میں پرنٹ میڈیا پر عائد پابندیوں کے خاتمے کا جائزہ لیا جائے گا ۔کابینہ میں حکومت اور میڈیا کے درمیان تعلقات کے حوالے سے مشاورتی کمیٹی کی تجویز بھی پیش کی جائے گی۔ ان خیالات کااظہار وفاقی وزیر اطلاعات و نشریات شیری رحمان نے قومی اسمبلی کے اجلاس کے بعد پریس کانفرنس سے خطاب کرتے ہوئے کیا ۔ شیری رحمان نے کہاکہ ملک جمہوریت اور پریس کی آزادی کے لیے خوش آئند دن ہے۔ سب کی کاوشوں اور جدوجہد کے نتیجے میں یہ مقام آیا ہے ملک میں جمہوری حکومت قائم ہے میڈیا کے خلاف 3 نومبر 2007 ء کے اقدامات کو ختم کرنے کے لیے قانون سازی کا عمل شروع ہو گیاہے ۔تمام کالے قوانین منسوخ ہو جائیں گے ۔بل قائمہ کمیٹی کے سپرد ہو گیا ہے ۔انہوں نے کہاکہ قائمہ کمیٹی کے اجلاس کی کوریج تک میڈیا کی رسائی ہو گی ۔میں اجلاس میں صحافیوں کے جذبات کی ترجمانی کروں گا۔ انقلابی تبدیلی ہے ۔ حکومت اور میڈیا کے درمیان خوشگوار تعلقات کی شروعات ہے ۔آزادی صحافت کے لیے پرعزم ہیں۔ بے نظیر بھٹو نے بھی جمہوری اقدار کے لیے اپنی جان دی ان کی شہادت کو رائیگاں نہیں جانے دیں گے وزیر اعظم یوسف رضا گیلانی نے بھی قومی اسمبلی میں اپنے پالیسی بیان میں پیمرا آرڈیننس میں ترامیم کو ختم کرنے کا اعلان کیا حکومتی اقدام سے میڈیا کو تقویت ملے گی۔ بارش کا پہلا نہیں بلکہ کئی قطرے ہیں میڈیا کو یقین دلاتے ہیں کہ ان کے خلاف تمام اقدامات ختم کئے جائیں گے۔ عوام کی حکومت میں جمہوری رویوں کا اظہار ہوگا ۔ انہوں نے کہا کہ میڈیا کے خلاف اقدامات کے خاتمے کے لیے کابینہ کے آئندہ اجلاس میں تمام فریقین پر مشتمل مشاورتی کمیٹی کی تجاویز لے کر جا رہی ہوں ۔ وزیر اعظم نے کمیٹی کی تشکیل کے فیصلے کی حمایت کی ہے ۔ ہمارا وعدہ ہے میڈیا اوپن ہو گا تمام وعدے پورے کریں گے۔ انہوں نے کہاکہ مختلف واقعات میں اپنی پیشہ وارانہ ذمہ داریوں کی ادائیگی کے دوران اپنی جانوں سے ہاتھ دھونے یا زخمی ہونے والے صحافیوں کی مدد کے لیے فنڈ قائم کیا جا رہا ہے ۔سابقہ دور میں میڈیا کو ریاستی دہشت گردی اور مختلف گروپوں کے تشدد کا بھی سامنا کرنا پڑا صحافیوں کو ریلیف دیں گے۔ انتقال اقتدار کے دوران مخصوص صورتحال کا سامنا کرنا پڑ رہاہے ۔پرامن طور پر اقتدار کی منتقلی کے لیے پوری قوت کو بروئے کار لائیں گے ہر شہر اور صوبے میں سیاسی استحکام اور حکومتی رٹ قائم کی جائے گی۔ ہم مخلص ہیں اور پر عزم ہیں کیونکہ ہم نے عوام کی عدالت میں حاضر ہونا ہے۔ برداشت ہم آہنگی قومی مفاہمت کو فروغ دیا جائے گا۔ حکومت سازشوں میں گھری ہوئی تھی انتقال اقتدار کا مرحلہ جاری ہے انہوں نے بتایا کہ 3 نومبر 2007 ء کو الیکٹرانک میڈیا کیبل آپریٹر اور کیبل نیٹ ورک کے خلاف کئے گئے تمام اقدامات کو واپس لیا جارہاہے ۔2002 ء کے آرڈیننس نمبر 13 میں حکومت نے 3 نومبر 2007 ء کو آرڈیننس 15 کے تحت مختلف ترامیم کیں ۔ انہوں نے بتایا کہ پیمرا آرڈیننس کی شق 27 کو واپس لیا جا رہاہے جس کے تحت کسی بھی پروگرام اور نشریات کی ذمہ داری مالکان ،براڈ کاسٹر اور کیبل آپریٹر کو بھی ٹھہرایا جاتاتھا ۔ یہ شق ختم کی جا رہی ہے جرمانہ دس لاکھ سے بڑھا کر ایک کروڑ کرنے کی شق بھی واپس لی جا رہی ہے ۔لائسنس کی منسوخی کی شق کو بھی ہٹایا جا رہاہے اور لائسنس منسوخ کرنے کے اختیارات پیمرا سے واپس لیے جا رہے ہیں۔ تمام امتیازی قوانین ختم ہوں گے ۔ نجی ٹیلی ویژن کے آلات کو سیل کرنے کی شق بھی واپس لی جا رہی ہے۔ کسی بھی ہنگامی حالات میں کوئی نجی ٹی وی چینل بند نہیں کیا جائے گا اس حوالے سے شق ختم کی جا رہی ہے۔ کیبل آپریٹر اور پیمرا کسی نجی ٹی وی چینل کو بند نہیں کر سکیں گے۔ کیبل آپریٹرز نے کہا ہے کہ انہیں تحفظ فراہم کیا جائے۔ اس حوالے سے کیبل آپریٹر اور براڈ کاسٹرز کے ساتھ وزارت اطلاعات کے حکام کے ساتھ اجلاس ہو گا ۔ انہوں نے کہاکہ تشدد کے واقعات کی براہ راست کوریج ہو سکے گی۔ آرڈیننس کی شق 31 (2 ) کو ختم کیا جارہاہے ۔ان اقدامات کو ختم کرنے کے نتیجے میں ٹی وی چینلز کی نشریات میں کوئی خلل پڑے گا نہ ہی نشریات کو کوئی روک سکے گا ۔شق 33 کے تحت جرمانوں میں اضافے کو واپس لیا جارہاہے اور کسی بھی جرمانے یا سزا کی اپیل کا حق دیا جا رہاہے ۔انہوں نے کہاکہ سابقہ ادوار میں حکومتی رٹ برقرار نہیں تھی ۔ خود اسلام آباد میں حکومت کی رٹ نہیں ہے جمہوری اقدار کو فروغ دینا ہے ۔ انہوں نے کہاکہ آرڈیننس میں 3 نومبر 2007 ء کی ترامیم کی منسوخی کا فیصلہ وفاقی کابینہ نے کیا ہے ۔3 نومبر کو پرنٹ میڈیا کے خلاف عائد کی گئی پابندیاں ہٹانے کا معاملہ وفاقی کابینہ کے آئندہ اجلاس میں پیش کیا جائے گا۔ کابینہ نے بہت سے فیصلے کرنے ہیں۔ پریس اینڈ پبلی کیشنز و نیوز ایجنسیز پرنٹ میڈیا سے متعلق ترامیم کو بھی ختم کریں گے ۔ میڈیا پر کسی بھی قسم کی پابندیاں برقرار نہیں رہیں گی ایک سوال کے جواب میں انہوں نے کہا کہ سیاسی مخالفین کو نشانہ نہیں بنائیں گے تاہم تمام اداروں کے معاملات کی جانچ پڑتال ضرور ہو گی۔ بیورو کریسی کو حکومتی احکامات اور ہدایات پر عمل کرنا ہوگا۔ انہوں نے کہاکہ بیوروکریسی وہی کرتی ہے جو اسے حکومت احکامات دیتی ہے ۔ آرڈیننس میں موجود ضابطہ اخلاق کو بھی ہٹایا جارہاہے۔ نیا ضابطہ اخلاق بنایا جا رہاہے اس بارے میں فریقین سے مشاورت کی جائے گی۔ ایک سوال کے جواب میں شہر بانو شیری رحمان نے بتایا کہ آرڈیننس سے آٹھ سے دس شقیں ختم کی جا رہی ہیں ۔

کابل۔ اقوام متحدہ نے کہا ہے کہ افغانستان کا مسئلہ طاقت سے نہیں بلکہ مذاکرات کے ذریعے حل کیا جا سکتا ہے ۔ اگرافغان حکومت طالبان کے ساتھ مذاکرات کرتی ہے تووہ اس کی حمایت کرے گی ۔ کابل میں صحافیوں سے بات چیت کرتے ہوئے افغانستان کے لیے اقوام متحدہ کے سفیر نے الزام لگایا کہ طالبان نے افغانستان میں بڑے پیمانے پر عام شہریوں کا قتل عام کیا ہے بین الاقوامی امن فوج افغان عوام کے قتل کی ذمہ دار نہیںبلکہ طالبان ہیں انہوں نے ایک سوال کے جواب میں کہا کہ افغان مسئلہ کا طاقت کے ذریعے نہیں بلکہ مذاکرات کے ذریعے حل ممکن ہے انہوں نے کہا کہ اگر افغان حکومت طالبان کے ساتھ مذاکرات کا منصوبہ رکھتی ہے تواقوام متحدہ اس کی حمایت کرے گی ۔

قومی ہاکی ٹیم کے ٣٧ ممکنہ کھلاڑیوں کے ناموں کا اعلان

کراچی۔ ممکنہ ہاکی کھلاڑیوں کی سلیکشن کا تنازعہ ختم ہو گیا۔ اذلان شاہ ٹورنامنٹ اور دورہ یورپ کیلئے قومی ٹیم کے سینتیس ناموں کا اعلان کر دیا گیا۔ پاکستان ہاکی فیڈریشن کے چیف سیکٹر اصلاح الدین اور چیف کوچ نے پی ایچ ایف کے صدر میر ظفراللہ خان جمالی کی منظوری سے قومی ہاکی ٹیم کے تربیتی کیمپ کیلئے سینتیس ممکنہ کھلاڑیوں کے ناموں کا اعلان کیا ہے ۔ تربیتی کیمپ بارہ اپریل سے لاہور میں شروع ہو گا۔اٹھارہ رکنی ٹیم کے انتخاب کیلئے دوروزہ ٹرائلز اکیس اور بائیس اپریل کو ہوں گے۔ جبکہ ایونٹ میں شرکت کیلئے قومی ٹیم پانچ مئی کو کوالالمپور روانہ ہو گی۔ کیمپ کیلئے چھ جونیئر کھلاڑیوں کو بھی مدعو کیا گیا ہے ۔ میڈیا سے گفتگو کرتے ہوئے اصلاح الدین نے بتایا کہ بہترین دستیاب کھلاڑیوں پر ممکنہ اسکواڈ منتخب کیا گیا ہے۔

پشاور۔ پشاور ہائیکورٹ بار ایسوسی ایشن اور ڈسٹرکٹ بار ایسوسی ایشن پشاور نے اتفاق رائے سے چند قراردادوں کی منظوری دی جس میں مطالبہ کیاگیا کہ کراچی کے واقعات میں ملوث ایم کیو ایم میں شامل ہندوستانی مہاجرین کو ان کے وطن واپس بھیج دیا جائے ۔نو اپریل کو ہونے والے پرتشدد واقعات اور ہنگاموں کی ذمہ داری ایم کیو ایم پر ڈالتے ہوئے اسے دہشت گرد تنظیم قرار دیاگیا ۔ قرارداد میں کراچی کے پرتشدد واقعات کی غیر جانبدارانہ تحقیقات کرانے اور اس میں ملوث ایم کیو ایم کے ملزمان کو سزا دینے کا مطالبہ کیاگیا ۔ایک اور قرارداد میں صدر مشرف کو عہدہ صدارت چھوڑنے کا مطالبہ کیاگیا یہ قراردادیں پشاور ہائیکورٹ بار ایسوسی ایشن کے صدر عبد الطیف آفریدی نے پیش کیں جنہیں اتفاق رائے سے منظور کرلیاگیا ۔ڈسٹرکٹ بار روم میں منعقد ہونے والے احتجاجی جنرل باڈی کے اجلاس میں مطالبہ کیاگیا کہ گوانتا نامو بے میں قرآن مجید کی بے حرمتی کرنے والے جنرل ہڈکو پاکستان میں امریکہ کے ڈیفنس اتاشی مقرر کرنے کی مذمت کی گئی اور اسے پاکستان سے نکال دیا جائے ۔جنرل باڈی کے اجلاس سے خطاب کرتے ہوئے عبد الطیف آفریدی نے کہا کہ وکلاء کی تحریک کو سبوتاژ کرنے کے لئے سازشیں کی جا رہی ہیں ۔تیرہ مہینوں سے وکلاء تحریک چلا رہے ہیں مگر ان کی تحریک میں ایک پتھر بھی نہیں ماراگیا اب اس تحریک کو پر تشدد بنایا جا رہا ہے ۔انہوں نے کہا کہ وکلاء کی صفوں میں کوئی نفاق نہیں بلکہ چاروں صوبوں کے وکلاء اور عوام کے درمیان فاصلے سمٹ رہے ہیں ۔انہوں نے کہا کہ فیڈریشن کے خلاف سازشیں شروع ہو چکی ہیں اور ملک توڑنے والی منفی قوتیں ظلم پر اتر آئی ہیں ۔انہوں نے کہا کہ ایم کیو ایم نے ناجائز قبضہ کیاہوا ہے افغانستان مہاجرین کی طرح ایم کیو ایم کے مہاجرین کو بھی اپنے وطن واپس بھیجنا چاہیے ۔انہوں نے کہا کہ ایم کیو ایم میں شرفاء ہونگے مگر ان کی قیادت فریب اور جھوٹی ہے ۔کراچی بار کی جانب سے حملے کا ڈھونگ رچا کر ایم کیو ایم اپنے آپ کو بری الذمہ قرار نہیں دے سکتی ایم کیو ایم چوری سینہ زوری کا کردار ادا کر رہی ہے ۔انہوں نے کہا کہ اگر ایم کیو ایم کی دہشت گردی بند نہ ہوئی تو پنجابی،سندھی،پختون اور بلوچوں کا اتحاد قائم کر کے ان کا مقابلہ کیا جائے گا ۔انہوں نے کہا کہ بارہ مئی کے واقعات میں بھی ایم کیو ایم ملوث رہی ہے ۔جنرل باڈی کے اجلاس سے پیپلز لائر زفورم کے صوبائی جنرل سیکرٹری مہم آفریدی نے خطاب کرتے ہوئے کہا کہ جنرل ہڈ کو پاکستان میں کام کرنے کی اجازت دیکر بہت بڑی غلطی کی گئی کیونکہ وہ قرآن کی بے حرمتی میں ملوث رہے ہیں ۔انہوں نے کہا کہ شیر افگن نیازی کے ساتھ جو کچھ ہوا اچھا ہوا کیونکہ یہ مکافات عمل تھا ۔مہم آفریدی نے کہا کہ جیسا کرو گے ویسا بھرو گے شیر افگن نیازی نے اپنے دور اقتدار میں وکلاء کے خلاف نا شائستہ زبان استعمال کی تھی اور وہ وکلاء کو دہشت گرد قرار دے رہے تھے ۔انہوں نے تجویز پیش کی کہ فدا گل اور جمال خٹک کی سربراہی میں ڈنڈا بردار دستہ تیار کیا جائے تاکہ بائیکاٹ کی خلاف ورزی کرنے والوں کو روکا جا سکے ۔جنرل باڈی کے اجلاس سے خطاب کرتے ہوئے جماعت اسلامی سے تعلق رکھنے والے غلام نبی ایڈوکیٹ نے کہا کہ ہماری جنگ عدلیہ کی آزادی کے لئے ہے اور اس وقت جنگ دو گروپوں کے درمیان لڑی جا رہی ہے ایک حق پرست اور دوسرے مفاد پرست ۔وکلاء حق پر ہیں اور حق کی جنگ لڑ رہے ہیں انہوں نے کہا کہ ایم کیو ایم نے نیا اسرائیل قائم کر دیا ہے اور وہ بے گناہ عوام پر تشدد میں ملوث رہی ہے ۔انہوں نے کہا کہ ہمیں ایم کیو ایم کی غلامی منظوری نہیں ۔انہوں نے اسمبلیوں کی جانب سے شیر افگن نیازی اور ارباب غلام رحیم کے ساتھ پیش آنے والے واقعات پر مذمت کرنے کی بھر پور مذمت کی انہوں نے کہا کہ ایم کیو ایم نے کراچی پر قبضہ جمایا ہوا ہے اور اس نے عام انتخابات میں دھاندلی کے ذریعے کامیابی حاصل کی اور وہ بدمعاش بن بیٹھی ہے ۔جنرل باڈی کے اجلاس سے بیرسٹر باچا،یاسر خٹک،فدا گل اور دیگر مقررین نے بھی خطاب کیا ۔

وکٹ کیپر معین خان کو سمن جاری کیا ہے ۔ سینٹ کی اسٹینڈنگ کمیٹی متنازعہ فاسٹ باؤلر شعیب اختر کے خلاف پاکستان کرکٹ بورد کی طرف سے نافز کردہ پابندیوں اور دیگر امور پر چودہ اپریل کو اہم اجلاس طلب کیا ہے ۔ پی سی بی کے چیئرمین نسیم اشرف ضابطہ کمیٹی کے سربراہ لیفٹیننٹ جنرل(ر) منیر حافظ اور شعیب اختر بھی اس اجلاس میں شرکت کریں گے اور اپنا موقف پیش کریںگے ۔ خیال رہے کہ شعیب نے ایک ٹیلی ویژن انٹرویو میں کہا تھا کہ انہین کچھ میچوں میں خراب کارکردگی کے لیے ان دونوں سابق ٹیسٹ کھلاڑیوں نے پیسہ دینے کی پیشکش کی تھی ۔ بعد میں اسی معاملے میں انضمام اور معین نے شعیب کے خلاف عدالتی کارروائی کرنے کی دھمکی دی تھی ۔

پنجاب اسمبلی ، دوست محمد کھوسہ نے وزارت اعلیٰ کیلئے کاغذات جمع کرادیئے

لاہور… پنجاب کی وزارت اعلیٰ کیلئے مسلم لیگ ن اور پیپلز پارٹی کے مشترکہ امیدوار سردار دوست محمد کھوسہ نے چھ کاغذات نامزدگی جمع کرادیئے ہیں ۔کاغذات نامزدگی جمع کرانے کے بعد میڈیاسے گفتگو کرتے ہوئے انہوں نے کہا کہ مہنگائی، بیروزگاری اور لاقانونیت کا خاتمہ اولین ترجیح ہے۔انہوں نے کہا کہ ہم جلد از جلد عوام کی امنگوں پر پورا اترنے کی کوشش کرینگے۔اس موقع پر میڈیا کو بتایا گیا کہ حکومت سازی کے فارمولے کے مطابق 22وزارتیں مسلم لیگ ن اور13وزارتیں پیپلز پارٹی کو ملیں گی۔فارورڈ بلاک کے حوالے سے ایک سوال پر انہوں نے کہا کہ ہمارا فارورڈ بلاک سے کوئی تعلق نہیں ،انہوں نے کہا کہ ہم بلاتفریق صوبے کی خدمت کرینگے۔انہوں نے میڈیا کو مخاطب کرتے ہوئے کہا کہ میں توقع کرتا ہوں کہ میڈیا ہماری رہنمائی کرے گا۔

اقوام متحدہ سے انسانی حقو ق کی تنظیموں کو مقبوضہ کشمیر جانیکی اجازت دینے کی اپیل

کشمیرسنٹریورپ نے مقبوضہ کشمیرمیں ایمنسٹی انٹر نیشنل کی جانب سے بغیرنشانات کے ایک ہزارقبروں کی رپورٹ تحقیقات کے لیے اقوام متحدہ اپیل کے علاوہ دیگر انسانی حقوق کی تنظیموں کو فوری مقبوضہ کشمیر جانے کی اجازت دینے کی درخواست کی ہے۔ کشمیرسنٹرکی مشاورتی کونسل کے صدرعلی رضاسید نے اقوام متحدہ کے جنرل سیکرٹری کو ایک خط کے ذریعے کے اپیل کی ہے صدر علی رضا سیدنے جمعہ کے روز میڈیا سے گفتگو کرتے خدشہ ظاہر کیا ہے کہ اس گھناؤنے دھندہ میں ملوث ایجنسیوں کی طرف سے بغیر نشانات ایک ہزار قبروں کے ثبوت مٹانے کا اندیشہ ہے ۔واضح رہے کہ ایمنسٹی انٹرنیشنل نے گذشتہ دنوں اپنی ایک رپورٹ میں انکشاف کیاہے کہ مقبوضہ کشمیرمیں اڑی کے علاقے میں ایک ہزاربغیرنشانات والی قبروں کی نشاندہی ہوئی ہے جن کے بارے میں کہاجاتاہے کہ یہ ان لوگوں کی قبریں ہوسکتی ہیں جنھیں مختلف اوقات میں اغوا کرکے تشددکا نشانہ بناکرماراگیا ہے ۔

پیمرا کا ترمیمی بل ، جمہوری حکومت کی طرف سے تحفہ ہے،شیری رحمن

اسلام آباد…وفاقی وزیر اطلاعات شیری رحمن نے کہا ہے کہ میڈیا سے متعلق تین نومبر کے تمام سیاہ قوانین ختم کرانے کے لئے ترمیمی بل قومی اسمبلی میں پیش کردیا گیا ہے،اب ٹی وی چینلز براہ راست کوریج کر سکیں گے ،پیمرا ان کے آلات سیل کر سکے گی نہ ہی چینلز کے لائسنس منسوخ ہوں گے ۔وفاقی وزیر اطلاعات و نشریات نے پیمرا آرڈیننس میں ترمیم کا بل قومی اسمبلی میں پیش کیا جس کے بعد یہ بل مزید کاروائی کے لیے متعلقہ کمیٹی کو بھجوا دیا گیا ۔ بعد میں نیوز کانفرنس سے خطاب میں شیری رحمن نے کہا کہ پیمرا کا ترمیمی بل ، جمہوری حکومت کی طرف سے میڈیا کو تحفہ ہے ، جس کے لیے صحافیوں اور انہوں نے مل کر جدو جہد کی۔ انہوں نے تین نومبر2007 کے پیمرا ترمیمی کو منسوخ کرانے کا عزم ظاہر کرتے ہوئے کہا کہ یہ پہلا قدم ہے اور اب میڈیا اور حکومت کے درمیان تعلقات کے لیے انقلابی تبدیلیاں آئیں گی۔انہوں نے بتایا کہ پیمرا ترمیمی آرڈیننس میں میڈیا پر پابندیوں کے حوالے سے شامل کی گئی دس دفعات ختم کرائی جارہی ہیں ۔ترمیمی بل میں دفعہ ستائیس کے تحت چینل کے مالک یا کیبل آپریٹرز کو ذمہ دار ٹھہرانے اور جرمانے کی شق ختم کر دی گئی ہے۔شیری رحمن نے کہا کہ کسی بھی ٹی وی چینل کا لائسنس منسوخ نہیں ہوگا ، پیمرا قوانین کی خلاف وزری پر جرمانے کی رقم کو ایک کروڑ روپے سے کم کرکے دس لاکھ کی جارہی ہے ۔انہوں نے کہا کہ اب پیمرا چینل کے آلات ضبط نہیں کر سکے گا اور کسی بھی ہنگامی حالت میں چینل کا نیٹ ورک بند نہیں کیا جا سکے گا۔براہ راست کوریج پر پابندی نہیں ہوگی اور چینل مالکان اپنا استحقاق مجروح ہونے کے خلاف اپیل کر سکیں گے ۔پریس اینڈ پبلی کیشن آرڈیننس کے سوال پر شیری رحمن نے کہا کہ اس میں ترامیم کیلئے جائزہ لیا جا رہا ہے جبکہ میڈیا کے لیے سابق حکومت کا ضابطہ اخلاق ختم کر کے فریقین کی مشاورت سے نیا ضابطہ تیار کیا جائے گا۔وفاقی وزیر اطلاعات نے کہا کہ ملک میں آزاد میڈیا اور جمہوریت کا قیام ، حکومت کا ایجنڈا ہے اور اس سے صدر یا کسی کو کوئی ناراضگی نہیں ہونی چاہئے۔ان کا کہنا تھا کہ جمہوی حکومت نے مفاہمت کا راستہ اختیار کیا ہے جس پر اس کے خلاف سازشیں بھی کی جا رہی ہیں۔

پیمرا آرڈیننس میں ترامیم کا بل قومی اسمبلی میں پیش کردیاگیا

اسلام آباد…حکومت نے پیمرا آرڈیننس میں تین نومبر دو ہزار سات کو ہونے والی ترامیم کے خاتمے کے لے بل قومی اسمبلی میں پیش کردیا ہے ، جبکہ وزیرقانون نے کہا ہے کہ نیب آرڈیننس کے مکمل یا جزوی خاتمے کے لئے قانونی اور آئینی پہلوؤں پر غور کیا جارہا ہے ۔قومی اسمبلی کا اجلاس آج ڈپٹی اسپیکر فیصل کریم کنڈی کی زیر صدارت شروع ہوا تو ، ایوان میں اپوزیشن کے ارکان موجود تھے ، ، تاہم ایم کیو ایم کے ارکان اسمبلی کراچی میں اپنی جماعت کی رابطہ کمیٹی کی طرف سے بلائے جانے کے باعث اجلاس میں شریک نہیں ہوئے۔وفاقی وزیراطلاعات شیری رحمن نے پیمرا آرڈیننس میں ترمیم کا بل ایوان میں پیش کیا ۔ اس سے پہلے ایوان کی کارروائی کے دوران وزیر قانون فاروق ایچ نائیک نے کہا کہ قومی احتساب بیورو کو آئینی تحفظ حاصل ہے ، اسے صدر کی مرضی کے بغیر ختم نہیں کیا جاسکتا ، اس لیئے یہ جائزہ لیا جارہا ہے کہ آرڈیننس مکمل ختم کیا جائے یا اس میں ترمیم کی جائے ۔اسمبلی اجلاس کے دوران سال2005 اور2006 کے لئے آڈیٹر جنرل کی رپورٹس بھی پیش کی گئیں ۔ بعد میں ایوان نے ملک میں بجلی کے بحران پر بحث شروع کی تو نصف گھنٹہ کی بحث کے بعد اسمبلی کا اجلاس پیر کی سہ پہر چار بجے تک کیلئے ملتوی کردیا گیا ۔حکمران جماعت کی طرف سے بے نظیر بھٹو کے قتل پر اقوام متحدہ سے تحقیقات کرانے کی قرار داد پیش کی جانا تھی تاہم بعض وجوہات کی بنا پر ایسا نہیں کیا جاسکا ۔آج قومی اسمبلی کے اجلاس سے پہلے مسلم لیگ نون کی پارلے مانی پارٹی کا اجلاس بھی ہوا ، جس میں یہ طے کیا گیا کہ معزول ججوں کی بحالی کے لئے قرار داد کو کسی مجوزہ آئینی پیکج کے ساتھ منسلک نہیں کیا جائے گا ۔

پنجاب: سرکاری اہلکار برطرف

برطرف اور ٹرانسفر ہونے والوں میں پولیس افسران کی بڑی تعداد بھی شامل ہے
پنجاب حکومت نے سابق دور میں ریٹائرمنٹ کے بعد کنٹریکٹ پرتعینات کیےگئے افسروں اور اہلکاروں کو فوری طور ان کے عہدوں سے برطرف کر دیا ہے جبکہ ایک دوسرے حکم کے ذریعے صوبے بھر میں ضلع کی سطح پر انتظامیہ میں بڑی پیمانے پر تبادلے اور تقرر کیےگئے ہیں۔
پنجاب میں مسلم لیگ نواز نے ابھی حکومت قائم نہیں کی تاہم انتخابات کے نتائج کے بعد ان افسروں کی فہرستوں کی تیاری شروع ہوگئی تھی جہنیں چودھری پرویز الہیْ کی وزارت اعلیٰ میں قواعد میں نرمی کر کے اہم عہدوں پر تعینات کیا گیا تھا۔
ان میں وہ افسران شامل ہیں جنہیں ریٹائرمنٹ کے بعد دوبارہ کنٹریکٹ دیا گیا، ان کی مدت ملازمت میں توسیع کی گئی یا وہ ڈیپوٹیشن پر دوسرے محکموں سے آئے ہیں۔
پنجاب میں مسلم لیگ نواز نے ابھی حکومت قائم نہیں کی تاہم انتخابات کے نتائج کے بعد ان افسروں کی فہرستوں کی تیاری شروع ہوگئی تھی جہنیں چودھری پرویز الہیْ کی وزارت اعلیٰ میں قواعد میں نرمی کر کے اہم عہدوں پر تعینات کیا گیا تھا

جمعرات کو پنجاب کے محکمہ تعلقات عامہ کی جانب سے جاری ہونے والے پریس ریلیز کے مطابق صوبائی حکومت نے تمام خود مختار اداروں، ملحقہ محکموں اور فلیڈ یونٹوں میں ریٹائرڈ سول، آرمی اور پولیس افسروں اور اہلکاروں کو دوبارہ دی گئی ملازمت کو فوری طور پر ختم کرنے کا حکم دیا ہے۔
سرکاری بیان کے مطابق گریڈ ایک سےگریڈگیارہ تک کے اہلکار اس حکم سے مستثنیْ ہونگے تاہم یہ استثنیْ پٹواریوں، رجسٹری محرر، ایکسائز انسپکٹروں اور ایسی دیگر پرکش اسامیوں پر تعینات اہلکاروں کو حاصل نہیں ہوگا۔حکومت پنجاب کے احکامات کے مطابق ایسے تمام افسر اور اہلکاروں کے کنٹریکٹ فوری طور پر منسوخ ہونگے۔
ادھرانسپکٹر جنرل پولیس پنجاب اظہر حسن ندیم نے نئے احکامات کی روشنی میں پولیس کے بتیس افسروں کے کنٹریکٹ ختم کر کے ان کو برطرف کر دیا ہے۔انسپکٹر جنرل آف پولیس پنجاب کی ہدایت پر جن افسروں کو برطرف کیا گیا ہے ان میں ایڈیشنل آئی جی پولیس رفعت پاشا اور دو ڈپٹی انسپکٹر جنرل پولیس کے علاوہ کئی ایس ایس پی، ایس پی اور ڈی ایس پی شامل ہیں۔
دوسری جانب حکومت نے بڑے پیمانے پر ضلع کی سطح تعینات ڈی سی اوز کے علاوہ دیگر افسروں کو تبدیل کردیا ہے۔
خیال رہے کہ اٹھارہ فروری کو ہونے والے انتخابات کے نتائج کے بعد جب یہ بات واضح ہوگئی کہ صوبے میں مسلم لیگ نواز کی حکومت قائم ہوگی تو صوبے میں تعینات سینیر افسروں نے خود ہی عہدے چھورنے شروع کردیے۔
انسپکٹر جنرل پولیس احمد نسیم نے قبل از وقت ریٹائرمنٹ لے لی، وزیر اعلٰی کے پرنسپل سیکرٹری جی ایم سکندر ،ایڈیشنل چیف سیکرٹری نجیب اللہ ملک اور سیکرٹری ہاؤسنگ خالد سلطان نے اپنے تبادلے وفاق میں کروالیے جبکہ لاہور کے ایس ایس پی آپریشن آفتاب چیمہ تربیت کے لیے چلے گئے ہیں اور پنجاب میں نئے چیف سیکرٹری کی تعیناتی کے بعد صوبےکی سیکرٹری سروسز مسز وسیم افضل رخصت پر چلی گئی ہیں۔

China’s security runners not welcome in Japan

TOKYO - Japan will not accept Chinese security guards when Nagano hosts the Olympic torch relay, the chairman of Japan’s National Public Safety Commission said on Friday.
"We should not violate the principle that Japanese police will maintain security,” Shinya Izumi said at a press conference. ¢I do not accept the idea that they will run in Japan as they did in other countries.”
The torch arrives in the central Japanese city on April 26.
The Chinese security guards, wearing bright blue tracksuits and encircling the torch bearer, ran in London and Paris, where chaotic protests interrupted the relay.
Members of the unit were picked from special police units of the People’s Armed Police, China’s internal security force.
Beijing said the unit’s mission was to guard the flame, in keeping with practices of past Olympic Games.

Eight dead as passenger bus falls off Philippine ‘death valley

MANILA - Eight people were killed Friday when a passenger bus plunged into a 60-metre ravine in the northern Philippines, a local official said.
Twenty people were also injured in the accident in Diadi town in Nueva Vizcaya province, 210 kilometres south of Manila, said municipal health officer Maria Cristina Munar.
The bus plunged into the ravine when its brakes failed while it was negotiating a sharp curve, Munar said, adding that the area is locally called “death valley” because of the numerous accidents that have occurred there.
Munar said six people were killed on the spot while two more died on the way to hospital.

Govt to repeal curbs imposed on media

ISLAMABAD — The government has decided to repeal restrictions on media announced after President Pervez Musharraf imposed a state of emergency on November 3, Information Minister Sherry Rehman told reporters here.
Briefing reporters after a meeting of the federal cabinet under Prime Minister Yousuf Raza Gilani, Sherry Rehman said the cabinet had approved the repeal of the controversial amendments to the Pakistan Electronic Media Regulatory Authority (Pemra) Ordinance. “Other issues will be decided later after consultations with the stakeholders,” the minister said. She said that Pemra was a regulatory body which would not be used for any restrictive actions like blocking TV channels, stopping live telecast of events or forcing cable operators to gag the electronic media. She said Prime Minister Gilani shared with the cabinet a briefing given by the chief of army staff on the security situation in Fata and Swat. The cabinet condemned the assaults on former Sindh chief minister Arbab Ghulam Rahim and former minister Dr Sher Afgan, she said. Sherry said investigations have been launched into the attacks.

ISLAMABAD — Condemning acts of violence in Karachi and rowdyism against Arbab Rahim and Dr Sher Afgan Niazi, Prime Minister Yousuf Raza Gilani yesterday said these are part of conspiracies to derail the democratic process.
Gilani read out a statement in the first regular session of the newly-elected National Assembly after leader of the opposition Chaudhry Pervaiz Elahi accused the coalition government, in particular the PPP and the PML-N, of targeting the opposition leaders to intimidate them with acts of vandalism and humiliation. He later led the opposition comprising the PML-Q, MQM and other groups to a protest walk out and boycott of the rest of the proceedings.
Gilani said episodes involving Arbab Ghulam Rahim and Dr Sher Afgan and subsequent bloody violence in Karachi could not be condoned by any civilised society, especially so in Pakistani society which has given a clear mandate in favour of the democratic process based on democratic norms, tolerance and reconciliation.
“We must take notice of these conspiracies, unjustified behaviour and mischievous acts,” Gilani said, adding that these acts were being fuelled by those who did not want democracy to flourish and want to derail the democratic process which this government was aspiring for, to bring about consensus, tolerance and national cohesion.
“But we will not allow these anti-democratic forces to succeed in their unholy attempts,” he said.
Gilani said it is imperative to clearly establish the motives and expose the faces of those behind these incidents. “We have, therefore, decided to inquire and thoroughly investigate all aspects of these events and bring the culprits to justice,” he added.
Gilani urged people to exercise tolerance, practice accommodation, and adhere to the law. “If we do not do that we may again be subjected to the dark years of tyranny and dictatorship from which we have just started to come out,” he said.
Outside the Parliament House, Pervaiz Elahi, Arbab Rahim, MQM’s Dr Farooq Sattar and Dr Sher Afgan Niazi spoke to reporters and accused the government of promoting anarchy and violence. Afgan blamed PML-N leader Nawaz Sharif, lawyers and Jamaat-e-Islami activists for roughing him up on Tuesday.Farooq Sattar said supporters of deposed chief justice Iftikhar Chaudhry and other judges attacked a peaceful protest rally by MQM lawyers in Karachi against manhandling of Dr Sher Afgan and Arbab Rahim.

Gas cylinder blast in Lahore kills eight

LAHORE — Eight people were killed and another 20 injured when a gas cylinder exploded in a scrap shop in Elahi Bux Market in the congested Misri Shah area of Lahore yesterday afternoon.
Workers were cutting steel scrap using gas cutters in the godown when mishandling of cylinder by the operator caused a vociferous blast. The roof of the godown collapsed, killing the ill-fated workers. One of the victims is the son of the godown owner. City police chief Malik Iqbal told reporters that the blast was the result of a technical mistake. He ruled out the possibility of any sabotage. The godown was owned by Raja Shafiq. The name of his son who was killed is Raja Saleem. Rescue teams combed through the debris to see if there were any more casualties. All the injured were removed to the Mayo Hospital. Misri Shah area has many small industrial units in the houses.

Lawyers hold MQM responsible for killings

LAHORE — The Lahore High Court Bar and the Lahore District Bar here yesterday held the Muttahida Qaumi Movement responsible for killing of lawyers in Karachi on Wednesday and called for a ban on what they branded as a ‘fascist’ organisation.
The lawyers also held a rally on The Mall both to protest the killings in Karachi and seek restoration of the deposed judges. Presidents of the Lahore High Court and Lahore District bars, Anwar Kemal and Manzoor Qadir, called upon the prime minister to order registration of a murder case against those who killed lawyers in Karachi.
The killers should be hanged to death at the Minar-e-Pakistan, they said. The lawyers also raised slogans against President Musharraf for sacking judges, subjecting the country to a dictatorial rule and patronising the MQM.
They also sought adequate financial assistance for the bereaved families of the victim lawyers. The lawyers’ representatives also bitterly criticised MQM chief Altaf Hussain and said he issued orders from London and violence started in Pakistan. They also alleged that a man who was responsible for the killing of some 100 people had been made governor of Sindh.
The LHC Bar president urged the ruling coalition to reinstate the sacked judges forthwith.
He said that instead of waiting for the 30-day deadline they had set for the purpose, the ruling coalition should immediately pass an order and allow the sacked judges to perform their judicial functions.
Meanwhile, Jamaat-e-Islami Amir Qazi Hussain Ahmed also held the MQM responsible for the killings and the preceding violence in Karachi.
At a news conference at Mansoora yesterday, he said everything that happened in Karachi was pre-planned.
He called for an inquiry into the roughing up of former Sindh chief minister Dr Arbab Ghulam Rahim and former federal minister Dr Sher Afgan.
The Jamaat chief alleged that the country was being consigned to anarchy and a conspiracy was being hatched against the democratic system.
Answering a question, he said Dr A.Q. Khan should be freed immediately. He said if the nuclear scientist wanted security, it should be according to his needs.
AFP adds: Thousands of lawyers protested across the country yesterday as tension mounted over the death of people in clashes between supporters and opponents of President Pervez Musharraf.
Both sides blamed a ‘conspiracy’ by the other for the Karachi violence.

Greater flight connectivity between India and Pakistan

NEW DELHI — Pakistan International Airlines (PIA) has decided to add more flights to its already existing Delhi-Lahore sector. The airline is keen to introduce Delhi-Islamabad flights on a general basis soon; besides, adding Chennai to its route map for the first time.
This decision is based on the resolution taken by South Asian Association of Regional Cooperation (Saarc) countries during the 14th Saarc Summit in New Delhi last year. It called for connecting all the capitals of the Saarc member countries by air.
In view of this, there were talks of PIA adding a flight to Delhi from Islamabad. Besides, adding more flights to India on non-existent sectors like Chennai. New Delhi too would add more number of flight connectivity to major Pakistan cities.
Top officials told Khaleej Times yesterday that Prime Minister Manmohan Singh’s proposal connecting all Saarc capitals with direct flights is indicative of India’s government-owned carrier Indian (the erstwhile Indian Airlines) introducing new flights on its Delhi-Islamabad route.
The Saarc decision on this was taken to not only boost intra-regional trade and investments, but also promote cultural exchanges and make the travel easy within the subcontinent. Though PIA officially refused to talk on the same, sources said Pakistan is keen to spruce up air connectivity with India, including the opening a new sector of Islamabad-Chennai.
PIA presently operates seven weekly flights from Delhi to Karachi and Lahore (three flights to Karachi and four to Lahore). The carrier also operates five flights a week to Karachi via Mumbai.
According to industry figures, around 80 to 90 per cent of the traffic flying out of India through PIA is onwards traffic, bound for Middle East or Far East. The remaining 10 per cent traffic is to Pakistan. In view of the ongoing bonhomie between India and Pakistan, and Track II diplomacy on offer, the air traffic is likely to increase.
However, officials said the “traffic PIA carry from India is the ‘labour traffic’ flying to the Middle East or Far East destinations. PIA connects them from Pakistan to their final destination.” On account of poor load factor on their flights, the airline last year in July replaced the bigger aircraft with the smaller ones on their Indian routes.
It is said people in India and Pakistan prefer travelling by train on either sides because of the exorbiatant air fares to each other’s country. Officials said that this year a memorandum of understanding was signed between the two countries on the capacity entitlements for the designated airlines of each country.
The entitlement has been increased from 12 flights per week to 28 flights per week. “Plus Islamabad and Chennai have been granted as additional points of call for the designated airlines of India and Pakistan respectively,” officials said.

Pak govt set to undo Musharraf media curbs

ISLAMABAD - Pakistan’s new government on Friday moved to lift harsh restrictions on the media that were imposed by President Pervez Musharraf under a state of emergency in November, a minister said.
Information minister Sherry Rehman introduced a parliamentary bill proposing an end to curbs on live broadcasts and punishments for journalists ranging from heavy fines to imprisonment and confiscation of equipment.
Rehman, formerly the spokeswoman for slain opposition leader Benazir Bhutto, is part of the new government that took office last month after trouncing Musharraf’s allies in elections.
“The amendments will remove the entire apparatus of restrictions imposed on the press,” Rehman told reporters outside the national assembly, or lower house of parliament.
Under the laws introduced by Musharraf, reporters currently face jail terms as well as a five-million-rupee (82,000-dollar) fine for any live programme or publication that “defames” him, the army or the government.
Images of terrorist activities, including the aftermaths of the rash of Islamist suicide bombings that has hit the country in the past year, were also banned.
Several private news channels were also taken off the air for several weeks under the state of emergency that Musharraf imposed on November 3 and then lifted on December 15.
Rehman, herself a former journalist, said that Musharraf’s regime had imposed “silence” on the media instead of improving its own performance, adding: “We will do no such thing.”
“We will put our own house in order and we will allow the press to broadcast not just live telecast but all that they feel fit to broadcast,” she said.
The minister added however that the media’s freedom “naturally places a heavy responsibility on the members of the press itself” and suggested forming a press council made up of members of the media.
Before the elections, journalists across Pakistan held almost daily protests against the curbs.

Musharraf backs China on Tibet, Olympics

BEIJING - Pakistani leader Pervez Musharraf on Friday said he opposed attempts to politicize the Beijing Olympics and backed China’s stance against independence movements in its Tibetan areas.
“Pakistan firmly opposes any attempt to politicize the Beijing Olympic games and any actions to disrupt the event,” state media quoted Musharraf as telling Chinese President Hu Jintao in the southern island resort of Hainan.
Musharraf said Pakistan regarded Tibet as an “inalienable part of Chinese territory and firmly opposes any actions to split China,” the official Xinhua news agency said.
He said Pakistan would strengthen cooperation with China in ”fighting against terrorist and extremist forces.”
China on Thursday said it had arrested 35 suspects who were accused of plotting terrorist attacks during the Olympics in August.
It linked the plot to the East Turkestan Islamic Movement, which it has previously accused of training terrorists from China’s Uighur ethnic group in Pakistan.
Hu gave Musharraf a state welcome with a military guard on honour before their talks on Friday.
Speaking in Islamabad on Thursday, Musharraf said he would call upon Beijing during his six-day official visit of China to enhance nuclear cooperation between the two countries.
The Pakistani leader earlier said he planned to take part in an Olympic torch relay leg in Islamabad on April 16.
On Friday, he told Hu that Pakistan would do its best to ensure that torch relay in Pakistan was a success.
Hu and Musharraf are in Hainan to attend the Boao Asian economic forum on Saturday and Sunday.

India to buy 384 helicopters worth 2b dollars

NEW DELHI - India’s Defence Ministry will soon invite bids for the country’s biggest-ever helicopter deal estimated to be worth nearly 2 billion dollars, defence officials said on Friday.
“The Defence Acquisitions Council chaired by Defence Minister AK Antony on Thursday night gave its nod to the government for inviting the request for proposals for 384 helicopters for the joint Army - Indian Air Force helicopter project,” a defence ministry official said, requesting anonymity.
The Indian military is in the process of ramping up its air-power to match the aviation build-up by neighbouring Pakistan and China. With the deal, the Indian military hopes to replace its ageing fleet of helicopters acquired from France decades ago.
In December last year, India scrapped a 600-million-dollar deal for the supply of 197 helicopters from aerospace consortium European Aeronautic Defence and Space Company (EADS) due to a “deviation” from approved parameters. Subsequently, the IAF said it needed 115 helicopters in addition to the 197 choppers required by the army, following which the Indian military decided that the final tenders would be for 384 units.
Of the new helicopters, 197 are sought to be bought off the shelf while the remaining ones would be assembled in India, by the state-run Hindustan Aerospace Limited under technology transfer.
The Indian government is also considering a proposal to buy 100 more helicopters, including heavy-lift helicopters, armed gunships, rotor-based UAVs, as well as anti-submarine and air early warning helicopters for the navy, local media reported.

Two Pak women gang raped in ‘honour-revenge’ attack

ISLAMABAD - Around a dozen men gang raped two women in Pakistan’s eastern province of Punjab to avenge a love marriage, the police said on Friday.
“The men abducted the women, one of them pregnant, and raped them in a nearby jungle for two days last month in the Rohallanwali area of Muzaffargarh district,” Mohammed Rafi, a police investigator, told news agency in a telephone interview.
The gang was allegedly led by a man identified only as Latif, whose daughter had eloped with the nephew of the two rape victim.
“It seems the accused wanted to take revenge for the loss of their honor,” Rafi said.
The police have filed a case against the accused and are waiting for results of medical reports to determine whether the rape took place.
Romantic relations between unmarried couples are generally viewed as an offence in Pakistan, often resulting in humiliation or physical retribution by parents and relatives.
Muzaffargarh is the same district where Mukhtaran Mai suffered a gang rape of the similar nature in 2002. She was punished for a love affair between her brother and the rapists’ female relative.
After the incident she took her case to court where the culprits were charged and sentenced. She won the 2006 North-South Prize from the Council of Europe in acknowledgement for her courage.

Two Afghan aid workers missing: police

KABUL - An Afghan doctor and a driver from a German aid group are missing in northern Afghanistan and police are investigating whether they have been kidnapped, a police commander said on Friday.
KinderBerg International, which helps disabled Afghan children, said two of its workers had disappeared while travelling between the capital Kabul and the northern province of Kunduz.
The pair’s vehicle was found abandoned in Chaharikar, the capital of Parawan province, about 60 kilometres (40 miles) north of Kabul, police said.
“We found the vehicle of the NGO workers and they were missing. Right now we don’t know what has happened to them,” provincial police chief Khalilullah Ziayee told AFP.
“We’ve launched an investigation into the case and are trying to find out whether they have been kidnapped or not. There’s a strong possibility that they’ve been kidnapped,” the police chief added.
He did not say who would be the likely culprits if they had been snatched, but Taliban militants have abducted foreign nationals and those Afghans working with them in the past.
The aid group named the pair as Abdul Rab, a 44-year-old doctor and his driver, Abdul Hafiz.
In the biggest kidnapping of foreign nationals, the Taliban abducted 23 South Korean Christians in July last year in the southern province of Ghazni, a hotbed of Taliban insurgency.
The Islamic rebels killed two of the hostages before releasing the rest in a secret deal with Seoul.
Around the same time two German nationals were also kidnapped by the Taliban, who killed one of them and freed the other after months in captivity.
Germany has about 3,200 troops operating under the NATO’s International Security Assistance Force and most of them are based in Kunduz.

India to train Afghan army in counter-insurgency operations

NEW DELHI: Indian Army will impart training to Afghan Army in counter-insurgency operations. It was decided during a meeting between the Afghan Defence Minister Abdul Rahim Wardak and his Indian counter-parts here.
The Afghan Defence Minister is here to discuss enhancement of military cooperation with India.
On Thursday, he paid a daylong visit to Srinagar-based 15 Corps of the Indian army where he was briefed on the counter-insurgency operations in occupied Kashmir, The Tribune quoting defence sources said.
“As Afghanistan had no big training institute there, their officers and jawans used to come to India to undergo special training here,” a senior official said.
“Terrorism is a common threat to both the countries. Cooperation between us is important against fundamentalism and terrorism,” Wardak was quoted having said.

A ‘unilateral’ move seeking UN Security Council’s expansion fails

UNITED NATIONS : A draft, recently circulated by Cyprus and Germany, proposing to add seven new members to the UN Security Council failed to muster any significant support in a General Assembly’s panel tasked with promoting an agreement on the 15-member body’s reform, diplomats said. The proposal, backed by a group of countries, was billed as the latest attempt to try to break a deadlock on the issue of expanding the council, the UN’s most powerful body.
But it ran into opposition in the Assembly’s Open-Ended Working Group from the African Group and the Italy/Pakistan-led Uniting for Consensus (UfC) group as well as the United States and Russia.
The move by what has become known as the “overarching group” was seen as “unilateral” and one that cannot become the basis of further negotiations on expanding the council.
Pakistan’s U.N. Ambassador Munir Akram rejected as “arbitrary and unilateral” the proposal, which is an off-shoot of the one put forward in 2005 by four aspirants of permanent seats on the council—India, Brazil, Germany and Japan.
“We believe no 30 countries can get together and say they represent all others especially when they exclude other members from different groups,” he said while speaking in the Assembly’s Working Group on Thursday.
“This unilateral initiative, self-described as an overarching group, and later as an overarching process, has elaborated a paper, which ignores the framework for our further work that was reflected in the last (Working Group) report and in the (Assembly President’s) guiding principles,” Ambassador Akram said. “Thus, it cannot pretend to become the basis of further work; indeed in this inter-governmental process, it cannot even be taken into formal cognizance.”
The Pakistan ambassador added, “These unilateral initiatives and papers are all designed with the objective of circumventing the consensus and forcing the General Assembly to reach a conclusion that is only in the interest of the few countries.”
For more than a decade, the UN General Assembly has been struggling with ways to expand the Security Council. Most states agree that the composition of the world’s watchdog of international peace and security is outdated and must adapt to a much-changed world in the 21st century.
Recent attempts to launch formal negotiations on expanding the council have failed. But last year the President of the UN General Assembly said it was time to try again to break the deadlock and help jump-start formal negotiations.
The Cyprus draft says two of the new seats would go to Africa, two to Asia, one to Latin America and the Caribbean, one to western Europe and one to eastern Europe. But the membership terms are left open, with possibilities ranging from permanent to semi-permanent membership to standard two-year elected membership.
The council currently has five permanent veto-wielding members - Britain, China, France, Russia and the United States, considered World War II victors. Ten nonpermanent members are elected for 2-year terms based on regions.
The size of the council has increased once since the United Nations was created in 1945. In 1965, the number of elected members rose from six to 10.
The text, which diplomats said was drafted by Cyprus with help from Germany, says the proposal’s goal is “to improve representation on the Security Council, without sacrificing its effectiveness, as opposed to its current ... form.”
But a letter from Italy, which heads the UfC group said, “It is our understanding that there will be no unilateral proposal or initiative” on expanding the council.
In his speech, Ambassador Akram said, “Let us not build straw houses or throw around bricks at other people. We need a proper architecture. Let us first plan and construct its basis.”
The UfC group opposes any expansion of the permanent members on the Security Council. It seeks enlargement of the council to 25 seats, with 10 new non-permanent members who would be elected for two-year terms, with the possibility of immediate re-election.
Any successful council reform plan would need consensus among the 192 UN members and ratification would take years.

Indian Defence Ministry gives approval to purchase 384 choppers

NEW DELHI: The Indian Defence Ministry has approved to purchase 384 light helicopters for the Army and the Air Force worth over $ 1.6 billion. The international tenders will be floated soon for this one of the biggest defence contract in the recent times.
The approval was given in a meeting chaired by Defence Minister A.K. Antony which was attended among others by minister of state for Defence Production Rao Inderjit Singh and Minister of State for Defence M.M. Pallam Raju, besides the top brass of the Ministry of Defence and the services, media reports quoting defence authorities said.
India plans to replace the old and aged 1970s generation Chetak and Cheetah helicopters of the Army. The Indian army will get 259 helicopters while the remaining 125 will be for the Air force.
One hundred and ninety seven helicopters will be purchased directly from the manufacturers while the remaining will be built by Hindustan Aeronautics limited (HAL) in India under the technology transfer deal.
