ڈیفنس آف ہیومن رائٹس ‘ ڈیمو کریٹک فرنٹ ‘ مسلم لیگ(ن) اور سول سوسائٹی کے ممبران نے وکلاء کے لانگ مارچ میں شرکت کا اعلان کردیا

راولپنڈی ۔ لاپتہ افراد کی بازیابی کے لیے جدوجہد کرنے والی تنظیم ڈیفنس آف ہیومن راولپنڈی ڈیمو کریٹک فرنٹ ‘ مسلم لیگ(ن) اور سول سوسائٹی کے ممبران نے عدلیہ کی آزادی ‘ ججز کی بحالی ‘ لاپتہ افراد کی بازیابی کے لیے حکومت سے مطالبہ کرتے ہوئے عوام سے کہا ہے کہ وہ دس جون کو ہونے والے لانگ مارچ میں شریک ہوں تاکہ مطلوبہ مقاصد حاصل کیے جا سکیں یہ بات مقررین نے کمیٹی چوک مین ایک احتجاجی مظاہرہ سے خطاب کرتے ہوئے کہی ۔ مظاہرہ میں شامل ڈیفنس ہیومن رائٹس کی چیئر پرسن آمنہ مسعود جنجوعہ ‘ سول سوسائٹی کے صدر عاصم سجاد ‘ ڈاکٹر فرخ عطاء ‘ لیگی رہنما وصوبہ پنجاب کے ڈپٹی سیکرٹری اطلاعات الیاس سبحانی ‘ جہانگیر اختر ‘ ڈیمو کریٹک فرنٹ کے کنوینئر سہیل مہدی ‘ زیب النساء اور دیگر مقررین نے بھی خطاب کیا ۔ مظاہرین سے خطاب کرتے ہوئے آمنہ مسعو دجنجوعہ نے کہا کہ لاپتہ افراد کے خاندانوں والے رل گئے ہیں ہمیں اپنے پیاروں کے بارے میں کچھ علم نہیں ہے کہ وہ کہاں ہیں اور کس حالت میں ہیں۔ چیف جسٹس افتخار محمد چوہدری سے ہی امیدیں وابستہ ہیں ۔ ججز کی بحالی کے سلسلے میں 10 کوجون کو ہونے والے لانگ مارچ میں لاپتہ افراد کے لواحقین بھی شرکت کریں گے۔ ڈکٹیٹر شپ کے خاتمے کے لیے وکلاء اور سول سوسائٹی کی جدوجہد ضرور کامیابی سے ہمکنار ہو گی ۔ آمنہ مسعود جنجوعہ نے کہا کہ لاپتہ افراد کے گھروں میں سخت تنگی کے حالات ہیں ہمیں امید ہے کہ اللہ تعالی حالات تبدیل کرے گا اور ظالموں کو سزا ملے گی ۔

الیکشن کمیشن نے میاں شہباز شریف کی کامیابی کا باقاعدہ نوٹیفکیشن جاری کردیا

اسلام آباد ۔ چیف الیکشن کمشنر نے مسلم لیگ(ن) کے صدر میاں شہباز شریف کی حلقہ پی پی 48 دو سے بلا مقابلہ کامیابی کا باقاعد ہ نوٹیفکیشن جاری کردیا ہے ۔ الیکشن کمیشن آف پاکستان کے نوٹیفکیشن کے مطابق میاں شہباز شریف کو بھکر کے حلقہ پی پی 48 دو سے بلا مقابلہ کامیاب قرار دیا گیا ہے ۔

چیف جسٹس صبیح الدین احمد سمیت تمام غیر فعال ججز کو تنخواہیں ادا کر دی گئیں۔ ۔ ۔ ذرائع

کراچی ۔ سندھ ہائی کورٹ کے چیف جسٹس صبیح الدین احمد سمیت تمام غیر فعال ججز کو تنخواہیں ادا کر دی گئیں۔ذرائع کے مطابق ان ججوں کو پیر کی شام وفاقی وزارت قانون نے آگاہ کیا کہ حکومت نے تین نومبر سے روکی گئی ان کی تنخواہیں جاری کر دی ہیں،جب اس سلسلے میں سندھ ہائی کورٹ کے متعلقہ افسران سے رابطہ کیا گیا تو انہوں نے حلف نہ اٹھانے والے ججوں کی تنخواہوں کی ادائیگی سے لاعلمی کا اظہار کرتے ہوئے کہا کہ انہیں ججوں کی تنخواہوں کی ادائیگی کے لئے کوئی ہدایت یا نوٹیفیکشن موصول نہیں ہوا ہے تاہم ایک نجی ٹی وی چینل نے اپنے ذرائع کے حوالے سے کہا ہے کہ جن جج صاحبان کو تنخواہیں ادا کی گئی ہیں۔جن میں جسٹس صبیح الدین احمد،جسٹس سرمد جلال عثمانی ،جسٹس مشیر عالم،جسٹس انور ظہیر جمالی،جسٹس خلجی عارف حسین ،جسٹس امیر بانی مسلم،جسٹس گلزار احمد،جسٹس مقبول باقر،جسٹس اطہر سعید،جسٹس فیصل عرب،جسٹس سجاد علی شاہ،جسٹس ظفر خان شیروانی،جسٹس سلمان انصاری،جسٹس عبدالرشید کلہوڑ اور جسٹس ارشد سراج میمن شامل ہیں

وکلاء نے ١٠ جون کو ملتان ‘ ١٤ جون سے لیاقت باغ سے اسلام آباد کی طرف مارچ کرنے کا اعلان کردیا

راولپنڈی ۔ ملک کی سینئر وکلاء قیادت نے 10 جون کو ملتان سے وکلاء کے لانگ مارچ کا اعلان کر تے ہوئے کہا ہے کہ 14 جون کو لیاقت باغ پہنچ کر یہ لانگ مارچ اسلام آباد کا رخ کرے گا جہاں دو نومبر کی عدلیہ کی بحالی تک پارلیمنٹ ہاؤس کے باہر دھرنا دیا جائے گا آئینی پیکج ججوں کی بحالی کو التواء میں ڈالنے کا ایک بہانہ ہے جبکہ وکلاء اب مزید تاخیر برداشت نہیں کریں گے ان خیالات کا اظہار سپریم کورٹ بار کے سابق صدر جسٹس (ر) طارق محمود ،چیف جسٹس کے ترجمان سینئر قانون دان اطہر من اللہ اور ہائی کورٹ بار کے صدر سردار عصمت اللہ نے وکلاء کے نمائندہ اہم ڈویژنل اجلاس کے بعد ہائی کورٹ بار میں پریس کانفرنس کے دوران اس اس موقع پر ڈسٹرکٹ بار کے صدر سر دار طارق مسعود ہائی کورٹ بار کے سیکرٹری جنرل ملک صدیق اعوان ثناء اللہ زاہد فرخ عاطف بھٹی سمیت مختلف بار ایسوسی ایشنوں کے عہدیدار و اراکین بھی موجود تھے انہوں نے کہا کہ 10 جون کو ملتان سے شروع ہو نے والے لانگ مارچ میں کراچی سے خیبر تک جج وکلاء ،طلباء،تاجر ،سماجی،سیاسی کارکن اور سول سوسائٹی کے اراکین شرکت کریں گے 12 جون کو چیف جسٹس افتخار چوہدری کی قیادت میں لاہور سے یہ لانگ مارچ راولپنڈی اسلام آباد کی طرف پیش قدمی کرے گا جس کے بعد 13 یا 14 جون کو راولپنڈی لیاقت باغ پہنچنے پر شرکاء کا والہانہ استقبال کیا جائے گا انہوں نے کہا کہ کشمیر سرحد ،سندھ ،بلوچستان اور پنجاب سے لاکھوں عوام طلباء ،تاجر ،مزدور اراکین پارلیمنٹ اس میں شریک ہوں گے لیاقت باغ میں عارضی قیام اور استقبال کے بعد لانگ مارچ کے لاکھوں شرکاء مری روڈ اور شاہراہ دستور کے راستے پارلیمنٹ ہاؤس کی طرف مارچ کرے گا اور پھر دو نومبر والی عدلیہ کی مکمل بحالی اور اسے فعال کر نے تک پارلیمنٹ ہاؤس کے باہر دھرنا دیا جائے گا سپریم کورٹ اور ہائی کورٹ کے تمام معزول ججوں کی بحالی وکلاء اور عوام بدستور دھرنا جاری رہے گا اس ضمن میں تمام انتظامات مکمل کر لئے گئے ہیں میزبانی کے فرائض راولپنڈی ڈویژن ادا کرے گا میزبانی کو موثر بنانے کے لئے رابطہ مہم تیز کر دی گئی ہے آمر کے ہاتھوں گرنے والے نظام عدل کی بحالی تک لانگ مارچ کا آخری مرحلہ غیر معینہ مدت تک جاری رہے گا انہوں نے کہا کہ اٹھارہ فروری کے انتخابات میں عوام نے مشرف کو مسترد کر کے بڑی پارٹیوں کو مینڈیٹ دیا اب نواز شریف اور زر داری معاہدہ بھوربن اور اعلان مری پر فوری عملدر آمد کریں انہو ںنے توقع ظاہر کی کہ نو منتخب قیادت عوامی خواہشات کا احترام کر تے ہوئے وکلاء کی جدوجہد کو بھی مد نظر رکھیں انہو ںنے اے پی ڈی ایم میں شامل جماعتوں پرزور دیا کہ وہ وکلاء تحریک میں بھرپور شرکت یقینی بنائیں انہوں نے کہا کہ یہ لانگ مارچ ملک میں بڑے انقلاب کا پیش خیمہ ثابت ہو گا ہم سیاست سے الگ رہ کر نظام عدل اور اپنے حقوق کے لئے جدوجہد جاری رکھیں گے انہوں نے لانگ مارچ کے حوالے سے ہائی کورٹ بار کو مرکزی آفس قرار دیا گیا ہے جس میں ہائی کورٹ اور ڈسٹرکٹ بار کے علاوہ ڈویژن بھر کی تمام تحصیل بار ایسوسی ایشنوں کے عہدیدار انتظامی کمیٹی کے رکن ہوں گے انہو ںنے کہا کہ ملک کو در پیش موجودہ چیلنجوں سے نمٹنے کے واحد ذریعہ آزاد عدلیہ کا وجود ہے وکلاء پی سی او ججوں اور ایسے آئینی پیکج کو بھی نہیں مانتے جس میں پی سی او ججوں کو تحفظ دیا جائے وکلاء کسی پیکج کے ذریعے حق و باطل کو اکٹھا نہیں کر نے دیں گے پاکستان کے نوے ہزار وکلاء اسے کبھی قبول نہیں کریں گے ایک سوال کے جواب میں انہوں نے کہا کہ نواز شریف قاضی حسین احمد یا عمران خان نے قوم سے وعدے کیے ہیں اور توقع ہے کہ وہ اپنے وعدے ضرور نبھائیں گے پیپلز پارٹی سے بھی توقع ہے کہ اس نازک دور اہے پر اپنی ذمہ داریاں احسن طریقے سے ادا کرے گی ایکس سروس مین سوسائٹی سے وکلاء کے لانگ مارچ میں شرکت کے لئے رابطے ہو رہے ہیں جنرل (ر) عبدالقیوم ،جنرل (ر) حمید گل سمیت سوسائٹی کے دیگر قائدین نے شرکت کی یقین دہانی کرائی ہے ایک سوال کے جواب میں انہوں نے کہا کہ مرکزی قیادت یا سینٹرل ایگزیکٹو کمیٹی نے اگر لانگ مارچ کا رخ جی ایچ کیو کی طرف کر نے کا حکم دیا تو لیاقت باغ سے اسلام آباد کی بجائے آرمی ہاؤس یا جی ایچ کیو کی طرف رخ کیا جائے گا لیکن ہم فوج کے تقدس کو پامال نہیں کریں گے اگرچہ آرمی ہاؤس میں داخل ہو نا کوئی مشکل نہیں لیکن فوج کے ڈسپلن کو خراب نہیں کر نا چاہتے ایک اور سوال کے جواب میں انہوںنے کہا کہ وکلاء کے اس لانگ مارچ کا اصل ہدف پرویز مشرف ہیں جو امریکہ کے تابع پاکستان میں اقدامات کر رہے ہیں ہمارا لانگ مارچ پیپلز پارٹی کے خلاف نہیں ہے ہم صرف انہیں اعلان مری کا وعدہ یاد دلانا چاہتے ہیں اعلان مری میں کسی پیکج کا کوئی ذکر نہیں تھا اس میں صرف قرار داد کے ذریعے ججوں کی بحالی کا وعدہ کیا گیا تھا آئینی پیکج کا مقصد صرف عدلیہ کی بحالی کو التواء میں ڈالنا ہے اور وکلاء اب زیادہ انتظار نہیں کریں گے

قومی اسمبلی کا ایوان گو مشرف گو ‘ قاتل قاتل مشرف قاتل کے نعروں سے گونجتا رہا

اسلام آباد ۔ قومی اسمبلی کا ایوان منگل کو گو مشرف گو ‘ قاتل قاتل مشرف قاتل کے نعروں سے گونج اٹھا سابق وفاقی وزیر اور پاکستان مسلم لیگ(ن) کے رہنما خواجہ سعد رفیق نعرے لگوانے میں پیش پیش تھے۔ مخلوط حکومت کے ایوان میں چیف وہیپ سید خورشید شاہ نے اراکین کو مزید نعرے لگانے سے روک دیا ۔ ایوان میں باجوڑ میں گزشتہ دنوں امریکی میزائل حملے کے خلاف تحریک التواء پر بحث کے دوران مسلم لیگ(ق) کی خاتون رکن ماروی میمن کی جانب سے صدر پرویز مشرف کے حق میں تقریر کرنے اور پاکستان مسلم لیگ(ن) پر تنقید کرنے پر ایوان گو مشرف گو ‘ قاتل قاتل مشرف قاتل کے نعروں سے گونج اٹھا۔ پاکستان مسلم لیگ (ن) کے ارکان نعرے لگانے میں اور حکمران جماعت کے ارکان بھی پیش پیش تھے۔ اتحاد کے تمام اراکین نے انتہائی زور دار طریقے سے نعروں کے جواب دئیے ۔ نعرہ بازی کے دوران ڈیسک بھی پیٹے گئے ۔ خاتون رکن کی تقریر میں خلل ڈالنے پر اپوزیشن کے ارکان بھی اپنی نشستوں سے کھڑے ہو گئے اور حکومتی اتحاد کے خلاف احتجاج شروع کردیا۔حکمران اتحاد کے چیف وہیپ سید خورشید شاہ اور مسلم لیگ(ن) کی رہنما تہمینہ دولتانہ نے اراکین کو نعرے لگانے سے روک دیا۔ دونوں رہنماؤں نے خواجہ سعد رفیق اور دیگر اراکین کی نشستوں کے قریب جا کر انہیں نعرے لگانے سے منع کردیا ۔ تاہم ایوان میں وقفہ وقفہ سے دونوں اطراف سے تلخ جملوں کا تبادلہ ہوتا رہا

پرویز مشرف کے سرپر کارگل میں پاک فوج کے جوانوں کے علاوہ قبائلی علاقوں اورلال مسجد کے مسلمانوں کا خون ہے ۔ چوہدری نثار علی

راولپنڈی ۔ مسلم لیگ(ن) کے پارلیمانی لیڈر و سابق سینئر وفاقی وزیر چوہدری نثار علی خان نے پرویز مشرف کو آئین کے آرٹیکل 6 کے اطلاق کے لیے موزوں ترین امیدوارقرار دیتے ہوئے کہا ہے کہ پرویز مشرف کے سرپر کارگل میں پاک فوج کے جوانوں کے علاوہ قبائلی علاقوں اورلال مسجد کے مسلمانوں کا خون ہے پرویز مشرف کو واپسی کا محفوظ راستہ دینے کی بجائے جب تک کسی فوجی آمر کے خلاف آرٹیکل 6 کا اطلاق نہیں کیا جائے گا جمہوریت اور عدلیہ پر شب خون چلتا رہے گا۔ ضمنی انتخابات میں کامیابی کا نوٹیفکیشن جاری ہوتے ہی شہباز شریف پنجاب کی وزارت اعلی کا منصب سنھبال لیں گے۔ ضلع راولپنڈی کو مثالی ضلع بنانے کے لیے بڑا ریلیف پیکج تیار کرلیا گیا ہے جس پر (بروز بدھ) سے عملدرآمد شروع ہو گا۔ ان خیالات کا اظہار انہوں نے منگل کے روز پنجاب ہاؤس میں ضلعی انتظامیہ اور سرکاری اداروںکے مشترکہ اجلاس کے بعد ذرائع ابلاغ کو بریفنگ دیتے ہوئے کیا۔ انہوں نے کہا کہ (بروز بدھ) سے پورے ضلع راولپنڈی میں بھیک مانگنے پر مکمل پابندی عائد کردی گئی ہے ۔ اور آئندہ تین سے چھ دنوں میں دیگر اضلاع میں بھی اسے نافذ کیا جائے گا حکومت نے بھکاریوں کو تین درجوں میں تقسیم کیا ہے ایک وہ جو واقعی غربت کی لکیر سے سے نیچے زندگی بسر کررہے ہیں ان کی رہائش اور کھانے کا انتظام کیا گیا ہے دوسرے وہ بھکاری ہیںجو صرف مالی مشکلات کے باعث آمدن میں اضافے کے لیے بھیک مانگتے ہیں ایسے بھکاریوں کو زکوہ اور بیت المال کے علاوہ مخیر حضرات سے امداد دلوائی جائے گی ۔ تیسری قسم ان پیشہ ور بھکاریوں کی ہے جو باقاعدہ گروہ کی شکل میں بھیک مانگ تے ان کے پیچھے خفیہ ہاتھ انہیں استعمال کرتے ہیں ہم ایسے عناصر کو بے نقاب کریں گے اور ایسی پالیسی وضع کریں گے کہ بھکاریوں کی جائز اور باعزت امداد کی جائے انہوں نے کرپشن کے حوالے سے کہا کہ کرپشن اور رشوت فوری ہماری رگوں اور خون میں شامل ہو چکی ہے ۔ اس کے خاتمے کے لیے ہم نے ضلعی سطح پر پولیس اور محکمہ مال کو اولین ہدف بنایا ہے ۔ اس مقصد کے لیے میڈیا کے ذریعے ہیلپ فون نمبروں کی تشہیر کی جائے گی تاکہ جس تھانے میں مظلوم کی داد رسی نہ ہو ان سے رشوت مانگی جائے تو مسائل ان نمبروں پر شکایت کر سکیں ۔ زمینوں کے فرد یا دیگر معاملات کے لیے آنے والے سائلین کی داد رسی کے لیے بھی ڈی سی او کو براہ راست انچارج شکایات سیل بنایا گیا ہے انہوں نے کہا کہ اپنے اقدامات کو عمل سے ثابت کریں گے انہوں نے کہا کہ رجسٹری آفس میں ڈی سی او نے گزشتہ دنوں چھاپہ مار کر بعض کرپٹ لوگوں کو معطل کیا ہے اب کرپٹ عناصر کھلے عام نہیں پھر سکیں گے۔ کرپشن کے خلاف بلا امتیاز کارروائی کی جائے گی ۔ اس حوالے سے کوئی دباؤ قبول کیے بغیر انصاف عام کیا جائے گا۔ ہم ظالم اور مظلوم میں فرق لانا چاہتے ہیں ۔ راولپنڈی شہر سے صفائی مہم کاآغاز کیا جائے گا۔ راولپنڈی میں چھوٹے ملازمین کو ماضی میں افسروں نے اپنے گھروں پر کام تک محدود رکھا ۔ ماضی میں کوڑا لے جانے والے 109 لاڑی لوڈرز 22 ڈرائیورز ‘ افسروں کے گھروں میں کام کرکے سرکاری خزانے سے تنخواہیں لے رہے ہیں ۔ ساٹھ فیصد سینٹری ورکرز اپنی ڈیوٹیوں سے غائب ہیں ۔ سفارش رشوت اور کرپشن کلچر کا خاتمہ کیا جائے گا۔ مون سون کے نقصانات سے بچنے کے لیے صوبائی حکومت سے خصوصی گرانٹ لے کر 4 سو سے 1000 کنٹینر رکھے جائیں گے ۔ سیورج کے نظام کو بہتر بنایا جائے گا ۔ نالہ لئی کی صفائی کی جائے گی ۔ کوڑا اٹھانے والی گاڑیوں کی تعداد میںاضافہ کیا جائے گا سالڈ ویسٹ کے لیے بھی منصوبہ زیر غور ہے ۔ فوجی فاؤنڈیشن اور آرمی ویلفیئر ٹرسٹ کو سالڈ ویسٹ بیچا جائے گا جو اسے تیل بنانے کے لیے استعمال کریں گے۔ جبکہ سالڈ ویسٹ کے ذریعے بجلی بنانے کا منصوبہ بھی زیر غور ہے ۔ اس حوالے سے سی ڈی اے کے ساتھ مل کر ایک جگہ کوڑا ڈمپ کیا جائے گا ۔ دھواں دینے والی گاڑیوں کے خلاف کارروائی کی جائے گی ۔ جس کے لیے ایک ماہ تک آگاہی مہم چلائی جائے گی ۔ روڈ مینجمنٹ کے تحت ٹریفک کی صورت حال بہتر بنائی جائے گی ۔ جس کے لیے مری روڈ پر رش کے اوقات میں مریڑ سے فیض آباد تک گاڑی پندرہ منٹ میں پہنچ سکے گی ۔ ٹریفک کے نظام میں بہتری کے لیے آئندہ ہفتے سے نئے ٹریفک وارڈن متعارف کروائے جائیں گے ۔ مری روڈ کے بعد مال روڈ اور پھر چھوٹی سڑکوں پر کام کیا جائے گا۔ بجٹ کی منظور ی اور شہباز شریف کے وزیراعلی بننے کے بعد تین ماہ میں مریڑ سے فیض آباد تک ایویٹیڈ ایکسپریس وے کا سنگ بنیادرکھاجائے گا۔ ۔ انہوں نے کہا کہ راولپنڈی کو ایک ماڈل ضلع بنا یا جائے گا ۔ پنڈی شہر کو لاوارث بنا دیا گیا ۔ ریسکیو ون فائیو آپریشنل نہیں ہے گاڑیاں وسائل اور نفری نہیں ہے ریسکیو ون فائیو کو ایک ہفتے میں آپریشنل کیا جائے گا۔ پنجاب میں اور بالخصوص ضلع راولپندی میں ( شہری دوست انتظامیہ) تشکیل دی جائے گی جو افسر ایسا نہ کر سکے وہ خود اپنا تبادلہ کروالے ۔ تاہم جو افسر یا چھوٹے ملازم بہتر کارکردگی کا مظاہرہ کرے گا اسے بونس دئیے جائیں گے بین الاقوامی ادارے ٹرانسپیرنسی انٹرنیشنل کے اصولوں کو اپنے اداروں میں رائج کیا جائے گا ۔ سی پی او سمیت پولیس کے اعلی افسران تھانوں میں چھاپوں کا سلسلہ شروع کرکے پولیس کارکردگی مانیٹر کریں ۔ ایک ہفتے کے اندر سو پٹواریوں نے اپنے دفاتر میں حاضری یقینی نہ بنائی تو ان پٹواریوں کے خلاف کارروائی ہو گی ۔ شیخ رشید ایکسپریس وے منصوبے کے بارے میں شیخ رشید یا پرویز مشرف ہی بتاسکتے ہیں22 ارب روپے کے منصوبے کا اعلان محص عوام کی آنکھوں میں دھول جھونکنے کے مترادف تھا ۔ ہم اپنے منصوبوں کے ذمہ دار ہیں ۔ سابق کور کمانڈر جمشید گلزار کیانی کے انٹرویو کے حوالے سے انہوں نے کہا کہ کارگل کے مسئلے پر آج بھی اپنے موقف پر قائم ہیں ۔ لیکن اس وقت حکومت ہماری نہیں بلکہ پیپلزپارٹی کی ہے ۔ ہم صرف اتحادی ہیں لیکن ہماری خواہش اور مطالبہ ہے کہ کارگل کے مسئلے پر اوپن کمیشن بنایا جائے ۔ میں خود بجٹ سیشن میں اپنی تقریر میں کارگل ایشو کو اٹھاؤں گا۔ ایک اور سوال کے جواب میں انہوں نے کہا کہ آئینی پیکج اور پرویز مشرف کو محفوظ راستہ دینے کے حوالے سے ہمارے کانوں میں مختلف آوازیں آرہی ہیں لیکن 60 سال سے فوجی آمروں کو محفوظ راستہ دے کر دیکھ لیا جو ادارے تباہ کرکے محفوظ راستے سے نکل گئے لیکن جب تک کسی نہ کسی آمر پر آئین کے ارتیکل 6 کا اطلاق نہیںکیا جائے گایہ سلسلہ نہیں رکے گا اور اس آرٹیکل کے اطلاق کے لیے پرویز مشرف بہترین امیدوار ہیں ۔ جن کے ہاتھوں پر کارگل قبائلی علاقوں اور لال مسجد کا خوف ہے پرویز مشرف نے ججوں اور ان کے بچوں کو پابند سلاسل کیا اتنے گناہوں کے باوجود یہ جانے کے لیے تیار نہیں پرویز مشرف جب تک رہے گا امن اور جمہوریت نہیں آسکتی ایک اور سوال کے جواب میں انہوں نے کہا کہ مسلم لیگ (ن) بحیثیت پارٹی 10 جون کو وکلاء کے لانگ رنگ میں ہر اول دستے کے طورپر شامل ہیں۔ موجودہ ضلعی نظام کے حوالے سے مشاورت جاری ہے کہ اسے آگے چلایا جائے یا اس پر نظر ثانی کی جائے ۔

پرویز مشرف کے خلاف غداری کا مقدمہ چلایاجائے ۔نواز شریف

لاہور ۔ پاکستان مسلم لیگ (ن) کے قائد و سابق وزیر اعظم میاں نواز شریف نے کہا ہے کہ ١٢ اکتوبر ١٩٩٩ اور ٣ نومبر ٢٠٠٧ کے اقدامات پرپرویز مشرف کے خلاف غداری کا مقدمہ چلایاجائے ، اللہ تعالیٰ کا شکر ہے کہ آج میری بے گناہی کی گواہی جرنیل خود دے رہے ہیں ، ڈکٹیٹر شپ ملک سے دشمنی ہے اس سے نجات ملنی چاہیے ، (ر) جنرل جمشید گلزار کیانی نے پرویز مشرف کی غلط بیانیوں سے پردہ اٹھادیا ہے ، مشرف نے جو کچھ کہا وہ جھوٹ کا پلندہ تھا ، آئینی پیکج کا جائزہ لینے کے بعد اپنا موقف آصف زر داری کے سامنے رکھیں گے ، افواج پاکستان کی عزت میں نے اپنا فرض سمجھ ادا کی ، لندن روانگی سے قبل لاہور ایئر پورٹ پر میڈیا سے بات چیت کرتے ہوئے نواز شریف نے کہاکہ اللہ تعالیٰ کا شکر ہے کہ میری بے گناہی کی گواہی خود فوج کے جرنیل دے رہے ہیں ، کارگل کے بارے میں بھی انہوں نے کہہ دیا کہ نواز شریف کا موقف سچا ہے اس وقت نواز شریف کو اصل صورتحال نہیں بتائی گئی ، نواز شریف نے فوج کی عزت بچانے کیلئے کر دار ادا کیا اور امریکہ میں جاکر صدر کلنٹن سے ملاقات کی ۔انہوں نے کہاکہ پرویز مشرف کی کتاب میں سب کچھ جھوٹ لکھا ہوا ہے ، نواز شریف نے کہاکہ فوج کی عزت کیلئے سارا بوجھ اپنے کندھوں پر لے لیا اور میں نے فوج عزت کیلئے اپنی ڈیوٹی سمجھ کر قومی کر دار ادا کیا لیکن پاکستان اور فوج کی عزت پر کوئی داغ نہیں لگنے دیا انہوں نے کہاکہ کسی نہ کسی دن سچ باہر آتا ہے ، ایک دن باطل مٹتا ہے اور حقیقت عیاں ہوتی ہے اللہ تعالیٰ کا شکر ہے کہ آج میری پوزیشن سرخرو ہورہی ہے اللہ تعالیٰ کا کرم ہے میری کوشش ہوتی ہے کہ میں ہمیشہ سچ بولوں ، عوام کے سامنے حقیقت بیان کروں اور ہمیں اپنی سیاست کو بھی حق میں ڈھالنے کی کوشش کر نی چاہیے سچ کا روپ دینے کی کوشش کریں جھوٹ ، منافقت ، باطل سب چیزیں مجھے پسند نہیں ہیں۔ایک سوال کے جواب میں نواز شریف نے کہاکہ آئینی پیکج ہمیں موصول ہوا ہے اس کیلئے کمیٹی بنا دی گئی ہے اس کا مقصد صرف آئینی پیکج کو دیکھنا ہے آئینی پیکج کو اچھی طرح سے جائزہ لے کر ہم اپنی پارٹی کاموقف پیپلز پارٹی کے شریک چیئر مین آصف علی زر داری کے سامنے رکھیں گے ۔ایک سوال کے جوا ب میں انہوں نے کہاکہ ہمارا وہی ہے جو آج سے نو سال پہلے تھا ایک اورسوال کے جواب میں نواز شریف نے کہاکہ میں کارگل پر کمیشن کی بات بہت دور سے کررہا ہوں اور جنرل کیانی نے سب واضح کر دیا ہے اور مشرف نے اس پر بہت بڑی غلطی کی ہے پرویز مشرف نے مجھے کچھ بتایا اور فوج کو کچھ بتایا انہوں نے کہاکہ پرویز مشرف جوکچھ اپنی کتاب میں لکھا وہ جھوٹ کا پلندہ تھا انہوں نے کہاکہ میں جب وزیر اعظم تھا تو میں نے فوج کی خاطر سب کچھ کیا اور جرنیلوں میں نے میرے ساتھ کیا کیا ؟قوم کو پتہ ہے ہماری تو نیکی کر دریا میں ڈال والی بات ہے ہمارے گھروں پر جرنیلوں نے فوج کو بھجوا دیا گھر کی چار دیوارں گھس گئے اور اس کے بعد چار دیواری کو پامال کیا میرے بوڑھے والد کو تنگ کیا گیا جس فوج کیلئے قوم اور اس ناچیز نے خون پسینہ دیا ہواور سارہ بلیم اپنے اوپر لے لیا ہواس فوج کے جرنیلوں نے میرے ساتھ کیا سلوک کیا ۔انہوں نے کہاکہ اللہ تعالیٰ ملک کو دشمنوں سے نجات دلائے ڈکٹیٹر شپ ملک کی دشمن ہے ہر پاکستانی کی آواز ہے کہ مشرف کا ٹرائل ہونا چاہیے مشرف نے 12اکتوبر 1999اور3نومبر 2007کو جو کچھ کیا اس پر غداری کا مقدمہ چلانا چاہیے ۔

قومی اسمبلی کے اراکین کا حکومت سے باجوڑ میں امریکی بمباری و میزائل حملے پر امریکہ کو وارننگ دینے کا مطالبہ

اسلام آباد ۔ قومی اسمبلی کے ارکان نے باجوڑ پر امریکی بمباری اور میزائل حملے کی شدید مذمت کرتے ہوئے حکومت سے مطالبہ کیا ہے کہ وہ احتجاج سے آگے بڑھ کر امریکہ کو وارننگ دے ۔ قومی اسمبلی میں باجوڑ ایجنسی میں بمباری میزائل حملے کے نتیجے میں بے گناہ لوگوں کی جانوں کے ضیاع پر بحث کا آغاز کرتے ہوئے فاٹا کے رکن قومی اسمبلی منیر خان اورکزئی نے کہا کہ چند دن قبل ڈما ڈولہ میں امریکی فوج نے بمباری کر کے 20مسلمانوں کو شہید کردیا ۔ یہ پہلا واقعہ نہیں بلکہ امریکی فوج پہلے بھی ایسے حملے کر چکی ہے ۔ اب امریکی فوج کا ہماری حدود کی خلاف ورزی اور معصوم لوگوں کو بمباری کر کے شہید کرنا معمول بن چکا ہے ۔ انہوں نے کہا کہ ایسے واقعات پر حکومت پاکستان امریکہ سے سخت احتجاج کی بجائے سخت وارننگ دے کر آئندہ ایسا کیا گیا تو ہماری ملکی حدود کی خلاف ورزی کی گئی تو جوابی کارروائی کی جائے گی ۔ برجیش طاہر نے بحث میں حصہ لیتے ہوئے کہا کہ جب سے جنرل پرویز مشرف نے اقتدار سنبھالا ہے ملک میں آئین اور قانون نام کی کوئی چیز نہیں رہی ۔ ملک میں اس وقت تک امن قائم نہیں ہو سکتا جب تک جنرل پرویز مشرف کا اقتدار ختم نہ کردیا جائے ۔ کامران خان نے بحث میں حصہ لیتے ہوئے موجودہ حکومت کو جو مینڈیٹ ملا ہے وہ سابق حکومت کی پالیسیوں کے خلاف مینڈیٹ ملا ہے امریکہ کو یہ بات سمجھائی جائے کہ یہ علاقہ سرد جنگ کے دور میں اپنا اہم کردار ادا کر چکا ہے ۔ اس لئے یہاں پر معاشی ترقی ضروری ہے ۔ انہوں نے کہا کہ امریکہ کو یہ بات بھی سمجھائی جائے کہ پاکستان ایک آزاد اور خود مختار ملک ہے اور اس پر غیر ملکی حملہ برداشت نہیں کیا جا سکتا ۔ جب تک قبائلی علاقاجات کے عوام کو جب تک ملک کے دیگر علاقوں کے عوام کے برابر مواقع نہیں دئیے جاتے اس وقت تک المیہ ہی رہے گا ۔ انہوں نے کہا کہ کرم ایجنسی میں امن و امان کی صورت حال انتہائی خراب ہے ۔ وہاں پر امن ،بھائی قائم کرنے کے لئے خصوصی اقدامات کی ضرورت ہے ۔ رکن قومی اسمبلی شکیلہ رشید نے بحث میں حصہ لیتے ہوئے کہا کہ سارے علاقے میں امن و امان قائم کیا جائے اور جو ہمارے بھائی ملک کی حفاظت کررہے ہیں ۔ انہیں ان کا بہتر انداز میں کام کرنا دیا جائے ۔ رکن قومی اسمبلی ظفر بیگ نے کہا کہ نور الحق قادری نے اپنے چار بیٹوں کا جنازہ پڑھ کر یہاں اسمبلی میں بڑے حوصلے سے بولے ہیں ۔ انہوں نے کہا کہ اس ملک میں اگر کوئی ناچنے والا یا گانے والی مر جائے تو صدر اور و زیر اعظم افسوس کا اظہار کرتے ہیں مگر ہمارے نوجوان مارے گئے تو کسی نے افسوس کا اظہار نہیں کیا ۔ انہوں نے کہا کہ پٹھان کے خون کی جانوروں کے خون سے زیادہ اہمیت نہیں دی جارہی ۔ امریکہ کے ہاتھوں پٹھانوں کو مروایا جارہا ہے ۔ اس وقت حالت یہ ہے کہ پٹھان اس ملک میں محب الوطنی کا مظاہرہ کررہے ہیں مگر ہمیں دور کیا جارہا ہے اور وزیر ستان میں ہمارا خون بہایا جا رہا ہے ۔ تاج محمد جمالی نے بحث میں حصہ لیتے ہوئے کہا کہ آج ساری خرابیوں کی جڑ پرویز مشرف ہیں اس لئے انہیں ملک سے باہر نہ جانے دیا جائے اور یہاں پر ہی انہیں سزا دی جائے ۔ انہوں نے کہا کہ میں اتنا غصے میں ہوں کہ صدر جنرل پرویز مشرف کو پہلی گولی میں ماروں تاہم سپیکر نے گولی مارنے کے الفاظ ایوان کی کارروائی سے ہذف کردئیے ۔ صاحبزداہ فضل کریم نے بحث میں حصہ لیتے ہوئے کہا کہ آج اگر صدر جنرل پرویز مشرف کو پکڑ کر پابند سلاسل کر دیا جائے تو سارے مسائل حل ہو جائیں گے ۔ آج پاکستان کے قومی معاملات میں امریکہ کی مداخلت بڑھ رہی ہے ۔ حکومت کو چاہیے کہ جنرل کیانی کے انٹرویو کے بعد حکومت کمیشن قائم کرے اور واقعات کی تحقیقات کی جائے ۔ سید حامد کاظمی نے بحث میں حصہ لیتے ہوئے کہا کہ دشمن سے شکایات نہیں بلکہ مقابلہ کیا جاتا ہے ۔ آج ہم امریکہ وفود بھیج رہے ہیں عوام ایک جانب احتجاجی مظاہرے کرتے ہیں اور دوسری جانب امریکی ویزوں کی خواہش بھی ہوتی ہے ۔ آج ہمیں اپنی اپنی ذمہ داری نبھانا پڑے گی ۔ جب تک خارجہ پالیسی تبدیل نہیں ہو گی تب تک حالات میں تبدیلی نہیں لائی جا سکتی ۔ آج دیں اور مذہب کے نام پر خون بہایا جارہا ہے ۔ بیگم خالد ہ منظور نے بحث میں حصہ لیتے ہوئے کہا کہ پاکستان ایک آزاد ملک ہے اور یوں دوسرے ملک کی جانب سے ہمارے ملک میں بمباری جہاں انسانی حقوق کی خلاف ورزی ہے وہاں ہماری ملکی سالمیت کی بھی خلاف ورزی ہے ۔ امریکہ ہمارے ملک کے اندر ہمارے ہی لوگوں کو مار رہا ہے ۔ آج امریکہ کے خلاف پوری قوم سراپا احتجا ہے ۔

آصف زر داری اور شہباز شریف میں اہم ملاقات ، مشترکہ حتمی رائے پیدا نہ ہو نے تک آئینی پیکج اسمبلی میں پیش نہ کر نے پر اتفاق

اسلام آباد ۔ پیپلز پارٹی کے شریک چیئر مین آصف علی زر داری اور مسلم لیگ ن کے صدر میاں شہباز شریف کے درمیان آج اسلام آباد میں ملاقات ہوئی اس موقع پر میاں شہباز شریف کے ساتھ مستعفی وزیر قانون اسحق ڈار بھی موجود تھے دونوں رہنماؤں کے درمیان یہ ملاقات تین گھنٹے تک جاری رہی ذرائع کے مطابق ملاقات میں آئینی پیکج پر تبادلہ خیال کیا گیا ملاقات میں آئنی پیکج کے علاوہ دیگر امور پر بھی گفتگو ہوئی ذرائع کے مطابق اس ملاقات میں ججوں کی مدت ملازمت ،صدر اور وزیر اعظم کے اختیارات ،وکلاء کی تحریک پر بات چیت کی گئی ملاقات میں آصف علی زر داری نے شہباز شریف سے ایک مرتبہ پھر کہا کہ ان کی جماعت کابینہ میں واپس آ ئے اور وزارتیں سنبھالے جس پر شہباز شریف نے کہا کہ اس معاملے پر ہم پارٹی میں مشاورت کریں گے ملاقات میں یہ بھی طے کیا گیا ہے کہ مشترکہ حتمی رائے پیدا ہو نے تک مسودہ اسمبلی میں پیش نہیں کیا جائے گا ۔

قوم کو اندھیروں میں دھکیلنے ، آئین کو دو مرتبہ توڑنے اور لال مسجد پر فاسفورس بم گرانے پر صدر پرویز مشرف کو سزا دی جائے گی ۔احسن اقبال

اسلام آباد ۔ پاکستان مسلم لیگ (ن ) کے مرکزی سیکریٹری اطلاعات احسن اقبال نے کہا ہے کہ قوم کو اندھیروں میں دھکیلنے ، آئین کو دو مرتبہ توڑنے اور لال مسجد پر فاسفورس بم گرانے پر صدر پرویز مشرف کو سزا دی جائے گی ۔ قوم پرویز مشرف سے نجات چاہتی ہے ۔ اس امر کا اظہار انہوں نے آج قومی اسمبلی میں نکتہ اعتراض پر اظہار خیال کرتے ہوئے کیا ۔ انہوں نے کہا کہ یہ تاثر درست نہیں کہ ہمیں مشرف فوبیہ ہو گیا ہے بلکہ ہم قوم کو حقیقت سے آگاہ کررہے ہیں ۔ انہوں نے کہا کہ جنرل پرویز مشرف یہ کہہ رہے ہیں کہ ہم نے نئی حکومت کو ایک مضبوط معیشت دی تھی انہوں نے کہا کہ جب 12اکتوبر کو جنرل پرویز مشرف نے اقتدار پر قبضہ کیا تھا تو بتایا جائے کہ اس وقت بجلی کا گیس کا بحران تھا نہ خوراک اور دیگر اشیاء کی قلت بھی ۔ جنرل پرویز مشرف کے 8سالہ اقتدار کے بعد قوم اس وقت شدید بحرانوں کا شکار ہے ۔ ملک میں بجلی ہے نہ گیس اور پانی ، قوم کو اندھیرے میں دھکیل دیا گیا ہے ۔8سالوں میں پانی بجلی اور گیس کا کوئی منصوبہ شروع نہیں کیا گیا ۔ انہوں نے کہا کہ ایٹمی دھماکوں کے بعد عالمی برادری نے سزا کے طور پر ہم پر مختلف پابندیاں لگا دی تھی مگر اس کے باوجود ہم نے کسی چیز کی قلت پیدا نہیں ہونے دی تھی ۔ انہوں نے کہا کہ جنرل پرویز مشرف کے دور حکومت کے دوران ایٹمی اثاثوں کی حفاظت کی بات کی جاتی ہے مگر ڈاکٹر عبد القدیر کے ساتھ کیے جانے والا سلوک قوم کے سامنے ہے ۔ انہوں نے کہا کہ قوم کو بتایا جائے کہ نائن الیون کے پاکستان آنے والے اربوں ڈالر کہاں گئے ۔ آج قومی خزانہ خالی ہے اور ملک شدید مالی مسائل کا شکار ہے ۔ انہوں نے کہا کہ جنرل (ر ) جمشید گلزار کیانی کے انکشافات کے بعد یہ بات سامنے سارے راز سامنے آگئے ہیں ۔ انہوں نے کہا کہ لال مسجد آپریشن کے دوران فاسفورس بم گرا کر اپنے ہی بچوں کو قتل کردیا گیا ۔ احسن اقبال کا مزید کہنا تھا کہ 18انتخابات کے دوران قوم نے اپنا فیصلہ سنا دیا کہ وہ جنرل پرویز مشرف سے نجات چاہتی ہے ۔ انہوں نے کہا کہ اس شخص نے ملک کی عدالتوں کے نظام اور معیشت کو تباہ کردیا ہے جس پر اس کو سخت سزا ملے گی اور اس کو معاف نہیں کیا جائے گا ۔پاکستان مسلم لیگ (ق) کے رکن قومی اسمبلی انجینئر امیر مقام نے بحث میں حصہ لیتے ہوئے کہا کہ صدر جنرل پرویز مشرف نے نائن الیون کے بعد پاکستان کو افغانستان نہیں بننے دیا اور ایٹمی اثاثوں کی مشکل صورت حال میں حفاظت کی ۔ انہوں نے کہا کہ ہم پاکستان میں امن و امان چاہتے ہیں ۔ جب صدر جنرل پرویز مشرف نے اقتدار سنبھالا تو ملک کی کیا حالت تھی اور آج ملک کتنا آگے جا چکا ہے ۔ 2مرتبہ انتخابات ہوئے اور ایک اسمبلی نے 5سال کی اپنی مدت پوری کی

فاسٹ بولر محمد آصف دبئی ائرپورٹ پر ممنوعہ ادویات برآمد ہونے پر گرفتار

دبئی ۔ پاکستان کے فاسٹ بولر محمد آصف کو دبئی ائرپورٹ پر ممنوعہ ادویات رکھنے کے الزام میں گرفتار کر لیاگیا ہے۔ پاکستان کرکٹ بورڈ کے ایک اہلکار نے اپنا نام ظاہر نہ کرنے کی شرط پر بتایا کہ بھارت میں آئی پی ایل میں شرکت کے بعد ممبئی سے براستہ دبئی پاکستان واپسی کے دوران دبئی ائرپورٹ کے حکام نے تلاشی کے دوران محمد آصف کے سامان سے ممنوعہ ادویات فراہم کر کے انہیں گرفتار کر لیاہے آصف کی گرفتاری کی اطلاع فوری طور پر پی سی بی کو دی گئی اور بورڈ حکام نے ابتدائی طور پر خاموشی سے معاملہ ختم کرنے کی کوشش کی تاہم اس میں ناکامی پر ڈائریکٹر ایچ آر ندیم اکرم کو دبئی بھیجا گیا جنہو ںنے وہاں پر کیس لڑنے کے لیے دو وکلاء کی خدمات حاصل کر لی ہیں ۔ ذرائع کا کہناہے کہ آصف نے دبئی پولیس کے سامنے اپنے پاس سے افیون برآمد ہونے کا اعتراف کیا ہے ۔ محمد آصف کو دبئی پولیس کی حراست میں آئے 36 گھنٹے سے زائد وقت گزر چکا ہے۔

اسلام امن و آشتی کا مذہب ہے ، مسلمان دہشت گر دنہیں ہو سکتے ، دلائی لامہ

نئی دہلی ۔ جلا وطن تبتی روحانی رہنما دلائی لامہ نے دہلی کی تاریخی شاہ جہانی مسجد میں امنِ عالم کے لیے ایک خصوصی دعا کی قیادت کی اور دہشت گردی کے نام پر مسلمانوں کو نشانہ بنانے پر اظہارِ افسوس کیا۔ دلائی لامہ پہلی بار دہلی کی جامع مسجد میں آئے تھے۔اْنہوں نے جامع مسجد یونائٹیڈ فورم کے زیرِ اہتمام دہشت گردی مخالف عالمی کانفرنس کا افتتاح کیا تھا۔ اِس خصوصی دعائیہ تقریب میں مختلف مذاہب کے نمائندوں نے شرکت کی۔ اِس موقعے پر اْنہوں نے کہا کہ اسلام ہمیشہ سے امن و آشتی کا مذہب رہا ہے اور مسلمان امن دوست عوام رہے ہیں، لیکن آج کچھ لوگوں کے اقدامات کی آڑ میں اسلام اور مسلمانوں کو نشانہ بنایا جارہا ہے، جو کہ افسوس ناک ہے۔ مسلمان انتہائی امن پسند لوگ ہیں اور دہشت گردی کے نام پر اْن کو نشانہ نہیں بنایا جانا چاہیئے۔ اْنہوں نے یہ بھی کہا کہ اگر کوئی شخص دہشت پسندانہ واقعات میں ملوث ہے تو وہ سچا مسلمان نہیں ہو سکتا۔ دلائی لامہ نے زور دے کر کہا کہ مسلمان دہشت گرد نہیں ہو سکتے۔ اِس دعائیہ تقریب میں دوسروں کے علاوہ جامع مسجد کے امام مولانا سید احمد بخاری اور آسام کے وزیرِ اعلیٰ بھی شریک ہوئے۔

فینکس کے مشینی بازو نے مریخ کی سطح کوچھو لیا

نیویارک ۔ امریکی خلائی ادارے ناسا نے کہا ہے کہ خلائی جہاز فینکس نے اپنے روبوٹک بازو کے ساتھ مریخ کی سطح کو چھوا ہے۔ عہدے داروں نے کہا کہ انجنیئر اس روبوٹک بازو کی کارکردگی کی جانچ کررہے تھے جو خلائی جہاز میں موجود تجربہ گاہ میں معائنے کے لیے مریخ کی مٹی اور برف کے نمونے حاصل کرنے کے لیے استعمال ہوگا۔ ناسا نے کھودی جانے والی سطح کی تصاویر جاری کی ہیں جہاں مشینی بازو نے سطح کو چھوا تھا اور وہاں اس کا ایک نقش بن گیا تھا۔مشینی بازو سے منسلک ایک کیمرے نے جہاز کے عقبی علاقے کی تصاویر بھی اتاریں۔ خلائی جہاز فینکس ایک ہفتہ قبل مریخ پراترا تھا۔ وہ مریخ کی مٹی اور سطح پر موجود برف کے نمونوں کے تجزیے کے تین ماہ کے ایک مشن پر ہے جس میں وہ مریخ پر پانی کی تاریخ کا جائزہ لے گا اوریہ تعین کرے گا کہ آیا اس سیارے پر کبھی زندگی کا امکان موجود تھا۔ فینکس نے اپنا مشن گذشتہ اگست میں شروع کیا تھااور اس نے مریخ تک پہنچنے کیلیے 67 کروڑ 90 لاکھ کلومیٹر کا فاصلہ طے کیا

اسلام آباد : پاک فوج ٹرپل ون بریگیڈ کے سابق کمانڈر لیفٹیننٹ جنرل (ر ) اور کور کمانڈر راولپنڈی جمشید گلزار کیانی نے انکشاف کیا ہے کہ کہ کارگل جنگ پر اس وقت کے وزیر اعظم میاں محمد نواز شریف کو جامع بریفنگ نہیں دی گئی یہ تاثر پرویز مشرف نے دیا کہ نواز شریف نے سرینڈر کرنے کو کہا ہے ۔نواز شریف اور پرویز مشرف کے درمیان دراڑیں پڑنے کی بڑی وجہ بھی کارگل آپریشن تھا ۔نواز شریف امریکہ فوج کی ساکھ بچانے کے لئے گئے۔کارگل جنگ کے بارے انکوائری ہونی چاہیے جھوٹ کا جھوٹ سچ کا سچ سامنے آجائے گا ۔9/11کے واقعات کے بعد کولن پاؤل نے فون کیا اور کہا کہ آپ ہمارے ساتھ ہیں یا مخالف ،پتھروں کے زمانے میں بھیجنے کی بات کسی نے نہیں کی پرویز مشرف نے جھوٹ بولا یہ خود ان کی اپنی ذہنی اختراح تھی ۔9/11کے واقعات کے بعد کور کمانڈر میٹنگز میں امریکہ کا ساتھ دینے پر اختلافات سامنے آئے ۔پرویز مشرف کو ریفرنڈم نہ کرانے کی تجویز دی اس وقت صدارتی ریفرنڈم سب سے بڑی غلطی تھی جس میں ملک کے حالات مزید خراب کیے ۔ لال مسجد جامعہ حفصہ پر فاسفورس بم گرائے گئے جو کہ انتہائی افسوسناک سانحہ ہے اس کی قطعاً ضرورت نہیں تھی اس کا خمیازہ بھگتنا پڑے گا ۔ گولی سے اتنی تکلیف نہیں ہوتی فاسفورس بم تو جلا کر راکھ کردیتے ہیں دعا ہے کہ اس واقعہ کی بھی انکوائری ہو ۔ 1973 ء کے سانحہ کا ذمہ دار سیاسی جماعتوں کو نہیں ٹھہراتا شکست کا منہ فوج کی اعلیٰ قیادت کی وجہ سے دیکھنا پڑا ۔ان خیالات کا اظہار انہوں نے ایک نجی ٹی وی چینل کے ساتھ اپنے خصوصی انٹرویو میں کیا ۔انہوں نے کہا کہ نواز شریف کو کارگل آپریشن کے بارے میں بریفنگ نہیں دی گئی جب کارگل طرز کا کوئی ملٹری آپریشن کیا جاتا ہے جو پھیل سکتا ہے اور جنگ کی شکل اختیار کر سکتا ہے تو اس پر تفصیلی بریفنگ ہوتی ہے اور اس کی ذمہ داری چیف ایگزیکٹو اور وزیر اعظم کی ہوتی ہے اور ہر ہر قدم پر ان کی منظوری دی جاتی ہے لیکن انہیں اس کے نقصانات کے بارے میں آگاہ نہیں کیا گیا ۔ انہوں نے کہا کہ نواز شریف کو جامع بریفنگ نہیں دی گئی ۔ ان کو جو بریفنگ دی گئی وہ اس وقت کی موجودہ صورت حال پر دی گئی لیکن کسی بھی معرکے کی کامیابی اور نا کامی پر بحث کرنے کے بعد شک کی گنجائش نہیں چھوڑی جاتی ۔ انہوں نے کہا کہ نواز شریف کو اس کے نقصانات یا پسپائی کی صورت حال میں کیا ہو گا ؟انہیں ہیں بتایا گیا ۔ اس وقت کے وزیر خارجہ سر تاج عزیز نے کھڑے ہو کر کہا تھا کہ میں سفارتی لحاظ سے اس کو سپورٹ نہیں کر سکوں گا جو نواز شریف کو بر ملا جواب تھا ۔ اس وقت کا نا کے وزیر جنرل مجید ملک سے جب نواز شریف نے پوچھا تو انہوں نے اس وقت کے 10کور کمانڈر سے پوچھا کہ آپ لاجسٹکلی اس کو سپورٹ کرسکیں گے ۔ انہوں نے تفصیل کے ساتھ اس وقت جنرل محمد ملک سے بحث کی ۔ انہوں نے کہا کہ ٹرین اجازت نہیں دیتی آپ کس طرح سے یہ کریں گے ۔ 17مئی 1999ء کے بعد بھارتی فوج کا ردعمل بہت شدید تھا ۔ انہوں نے طیاروں سے بمباری شروع کردی تھی ۔ ان کی گنوں سے اتنی شدید شیلنگ کی گئی کہ اس کی مثال نہیں ملتی ۔ انہوں نے کہا کہ ہمارے غیر ت مند جوان انتہائی دلیری سے لڑے ۔ اس سے کہیں زیادہ جرات کے ساتھ لڑے جس طرح 65ء کی جنگ میں لڑے تھے اور دشمن کے 12حملے پسپا کیے ۔ انہوں نے کہا کہ بھارت کے آرمی چیف نے بھی اس کو تسلیم کیا باوجود اس کے کہ ہماری دفاعی پوزیشنز پختہ نہیں تھیں ’’سانگھڑ‘‘ جو ہوتے ہیں وہ بغیر گنوں کی مار نہیں سہہ سکتے وہ صرف پتھروں کے ٹکڑوں کو تہہ بہ تہہ کھڑے کرکے بنایا جاتا ہے جو ایک گرنیڈ کی مار بھی نہیں سہہ سکتا ۔ ہمارے جوانوں نے وہ وقت بھی گزارا ۔ انہوں نے کہا کہ ہمارے جوانوں کی جرات و ہمت تھی جب دشمن نے ہماری سپلائی لائن ہوائی حملوں کی وجہ سے کاٹنے کی کوشش کی جب اسلحہ نہ پہنچ سکا ۔ کمک آگے نہ جا سکی پھر بھی جوان لڑے شہید ہوئے کچھ ایسے بھی جوان ہیں جن کی لاشیں بھی نہیں مل سکیں ۔ لیکن اس کی منصوبہ بندی جو بنیادی چیز ہوتی ہے جس کی بنیاد ی سوچ ہی اس کی بنیاد ہوتی ہے ۔ آپ کو چیف ایگزیکٹو کو سامنے لانا چاہیے۔انہوں نے کہا کہ جب میاں نواز شریف امریکہ گئے تو انہوں نے اس اجلاس میں جو 18مئی کو ہوا ۔ انہوں نے دو ٹوک انداز میں نے جنرل پرویز مشرف کو کہا کہ میں آپ کی حمایت کروں گا ۔ انہوں نے واضح طور پر گرین سگنل دے دیا تھا نواز شریف نے کہا تھا کہ جب تک آپ کامیاب ہوتے رہیں گے تب تک بات چلے گی لیکن اگر پسپائی ہوئی تو یہ میرے لیے مشکل ہو گا کہ آپریشن کی حمایت کروں اور یہ بھی حقیقت ہے کہ نواز شریف جب امریکہ گئے اور پسپائی ہوئی جو نہایت تناؤ کی حالت میں ہوئی تو ہمیں وہ ہائیٹس (چوٹیاں ) چھوڑنی پڑیں جن پر ہم بیٹھے تھے جس کے نتیجے میں پھر نواز شریف کو احساس ہوا کہ فوج کی عزت کا سوال ہے ۔ انہوں نے کہا کہ میں بڑے وثوق اور یقین سے کہتا ہوں شاید قوم کو اس چیز کا علم نہ ہو اس وقت ان کو احساس ہوا کہ میری فوج جو ہمارے ملک کی عظمت ہے ا س پر حرف آئے گا ۔ اس سے پہلے وہ امریکہ گئے اور انہوں نے یہ کوشش کی ۔ انہوںنے کہا کہ اس جنگ سے ایٹمی جنگ چھڑنے کا خطرہ نہیں تھا لیکن کارگل کا واقعہ بڑی جنگ کا باعث بن سکتا تھا ۔ انہوں نے کہا کہ جب آپ اتنا بڑا آپریشن شروع کرتے ہیں تو دشمن سے یہ نہیں کہہ سکتے کہ اس کو صرف اس علاقے تک ہی محدود رکھو ۔ انہوں نے کہا کہ یہ بات سمجھنے کی ہے کہ آپ دشمن کو اپنے مشورے پر نہیں چلا سکتے اور یہ نہیں کہہ سکتے تھے کہ لڑائی کو صرف کارگل کے سیکٹر تک محدود رکھا جائے ۔ اور پاکستان بھارت کی دوسری سرحدوں پر لڑائی نہ کی جائے ۔ انہوں نے کہا کہ صدر مشرف نے بڑی تفصیل کے ساتھ اپنی کتاب میں اس کی وضاحت پیش کرنے کی کوشش کی ہے جو مکمل غیر منطقی ہے کیونکہ جب آپ دشمن کو اس کی شہہ رگ سے پکڑیں گے تو وہ اپنی پوری قوت لائے گا ۔ انہوں نے کہا کہ اس کی فوج مکمل طور پر کٹ جاتی جب آپ اس کی سڑک پر قبضہ کرلیتے ہیں ۔ ان کو کمک نہیں پہنچ پاتی اور یہ اگر کٹتی تو جو ذلت اور رسوائی بھارتی فوج کو برداشت کرناپڑی وہ اس کے متحمل نہیں ہو سکتے تھے ۔ انہوں نے اس لیے آنا تھا ان کو شہہ رگ سے پکڑنے کے بعد آپ کہیں کہ وہ اس علاقے تک محدود رہیں یہ کس طرح ممکن ہے ۔ انہوں نے کہا کہ نواز شریف پر اس کا الزام لگانا و بالکل غلط ہے کہ وہ امریکہ گئے اور انہوں نے سرنڈر کیا جب اس واقعہ کی انکوائری ہو گی تو سب کچھ سامنے آجائے گا ۔ انہوں نے کہا کہ انکوائری میں دونوں اپنی وضاحت پیش کریں گے ۔ انہوں نے کہا کہ نواز شریف اور جنرل پرویز مشرف کے درمیان جو دراڑیں پڑیں جو سب برائیوں کی جڑ تھا وہ کارگل کا واقعہ ہی تھا کیونکہ دونوں کے درمیان اعتماد ختم ہو چکا تھا ۔ اور نوزشریف کو یقین تھا کہ ان کے خلاف بغاوت ہو سکتی ہے ۔ کیونکہ جنرل صاحب کو بھی یقین تھا کہ انہیں چھوڑنا پڑے گا ۔ انہوں نے کہا کہ جہاں تک فوج کی طرف سے بغاوت کا تعلق ہے تو وہ 10کور اور ٹرپل ون بریگیڈ متحرک ہوتی ہیں اور ٹرپل ون بریگیڈ کے لئے ایسا کرنا بہت آسان ہوتا ہے کیونکہ وہ ایوان صدر اور اسلام آباد ہی موجود ہوتے ہیں کیونکہ وہ گارڈز ہوتے ہیں اور ان کو صرف اپنا ہتھیار سیدھا کرنا ہوتا ہے ۔ انہوں نے کہ اب تو یہ تمام ملبہ نواز شریف پر آیا کہ جو کہانی ہے کہ جہاز میں مسافر تھے اور ان سب نے مر جانا تھا اور اب تو اس پر عدالت کا فیصلہ بھی آچکا ہے ۔ انہوں نے کہا کہ 9/11کے بعد پاکستانی فوج نہ تو افغان فوج ہے نہ ہی عراقی فوج ہے یہ تو پرفیشنل آرمی ہے شاہد دنیا کی بہترین فوجوں میں سے ہے ۔ انہوں نے کہا کہ 9/11 کے بعد امریکی فوج نے فوراً حملہ نہیں کیا ۔ اسی دوران صدر مشرف کے پاس آپشنز موجود تھے ۔ انہیں قوم سے پوچھنا چاہیے تھا ۔ کیونکہ انہوں نے اپنے لیے بھی ریفرنڈم کروایا تھا ۔ میں نے یہ مشورہ بھی دیا تھا کہ آپ ریفرنڈم نہ کروائیں۔ کیونکہ آپ کو ضیاء الحق کہا جائے گا ۔ انہوں نے کہا کہ صدر پرویز مشرف نے جو امریکہ کی دھمکی ہمیں بتائی وہ امریکی کہتے ہیں کہ ہم نے نہیں دی ۔ کالن پاول نے تو صرف یہ کہا کہ آپ ہمارے ساتھ ہیں یا ہمارے خلاف ہیں ۔ انہوں نے کہا عوامی رہنما کی طاقت عوام ہوتی ہے ۔ ہم آج امریکہ کی جنگ اپنے ملک میں لڑ رہے ہیں خود کش حملے کا 9/11سے پہلے کوئی تصور نہیں تھا جس کو روکنا نا ممکن ہے ۔ انہوں نے کہا کہ جامعہ حفصہ اور لال مسجد میں جو ایکشن لیا گیا اور اس کے بعد جو قیامت خیز خود کش حملے اسلام آباد میں ہوئے اس کو کنٹرول کرنا نا ممکن ہے ۔ جب اتنی معصوم جانوں کا ضیاع ہو ا اتنا ظلم ہوا ۔ انہوں نے کہا کہ میری رگ رگ میں فوجی فون ہے میں اس چیز کو سوچ بھی نہیں سکتا کہ معصوم لوگوں پر فاسفورس گرنیڈ گرائے جائیں ۔ لال مسجد میں فاسفورس گرینڈ ہی گرائے گئے ہیں کیونکہ وہ آگ لگاتے ہیں ۔ یہ بنیادی طور پر کیمیکل ہتھیار ہیں جس کی قطعاً کوئی ضرورت نہ تھی ۔ انہوں نے کہا یہ ظلم تھا ۔ آپ ان کا پانی بجلی راشن بند کر سکتے تھے ۔ میں پروفیشنل سپاہی ہوں ۔ وہاں ٹرپل ون بریگیڈ کے جوان لائے گئے تھے ۔ دی جی رینجرز کمانڈر ایس ایس جی کو نسا محاذ فتح کرنے گئے ۔ یہ درست ہے کہ مسجد کے اندر سے فائرنگ کی گئی لیکن یہ درست نہ تھا ۔ خدا کرے اس کی بھی انکوائری ہو ۔ انہوں نے کہا کہ ایکس سروس مین کی تحریک چلی ہے ۔ ایکس سروس مین ، اب متحرک ہوئے ہیں حالانکہ انہیں پہلے میدان میں آجانا چاہتے تھا ۔ اگرچہ یہ منظم نہیں ہیں ۔ انہوں نے کہا کہ آج جو لوگ لاپتہ ہیں یہ 9/11کے بعد کا فالو اپ ہے ۔ یہ بے گناہ لوگ ہیں اگر انہوں نے جرم کیا ہے تو ان کو سب کے سامنے لے کر آئیں ۔ رپورٹس کے مطابق ان کو عقوبت خانوں اور گوانتاناموبے میں اذیتیں دی جارہی ہیں ۔ ملا ضعیف نے کیا جرم کیا تھا کہ وہ صرف اسلام آباد میں افغان سفیر تھا ۔ انہوں نے کہا کہ کور کمانڈر میں سے کئی نے امریکی حمایت کی ،مخالفت کی تھی انہوں نے کہا کہ صدر پرویز مشرف اس وقت ملک کی سب سے غیر مقبول ترین شخصیت ہیں۔ اور مجھے یقین ہے کہ جو مشورے ہم نے ان کو دئیے تو آج یہ پاکستان کے انتہائی کامیاب صدر ہوتے اور صدر مشرف سے پوچھنا چاہیے کہ ان کی یہ مالی پوزیشن کس طرح بنی ۔ انہوں نے کہا کہ جو آج ملک کی معاشی صورت حال ہے وہ بد ترین ہے کہ غریب آدمی کو دو وقت کی روٹی بھی میسر نہیں ہے۔آج ہم اپنی سر زمین پر امریکہ ی جنگ لڑرہے ہیں اس کا نتیجہ 9/11کے واقعات میں امریکہ کا ساتھ دینا ہے

Two Takes on Karachi from Leading Citizens

Pakistan's sprawling city of Karachi is one of the world's most-populous places, growing and changing at a breakneck pace. Two of its leading citizens — the niece of a former prime minister and a colorful newspaper columnist — offer their views of how this dynamic city has changed.
Both Fatima Bhutto and Ardeshir Cowasjee have found ways to speak out — even in times of military rule and political violence.
"Karachi is a city unlike any other I've ever visited," says Bhutto. "This is a city of immense importance. But it's also a very sad city because of what's happened here, because of what continues to happen here."
She is the niece of former Prime Minister Benazir Bhutto, who was assassinated in December 2007 in the city of Rawalpindi — two months after escaping an attack on her motorcade in Karachi.
A Young Bhutto
Fatima Bhutto, 26, sits in the home office formerly used by her late aunt. Her grandfather, former Prime Minister Zulfikar Ali Bhutto, had used the same office until he was hanged in 1979.
One wall of the office features a large painting of Zulfikar Ali Bhutto addressing a crowd. His granddaughter does her shouting in print. She's a writer, and some of her newspaper columns make clear that she was a vocal opponent of her own aunt's government.
The reason for that, she says, was a series of killings in Karachi.
Her father, Mir Murtaza Bhutto, died in 1996 during the last year of Benazir Bhutto's second term in office. He died under mysterious circumstances at the hands of police, Fatima Bhutto says.
"I last spoke to my aunt about that," she says. "I called her when I found out that the witnesses had been arrested and the police reinstated, and I asked her why that was."
Fatima Bhutto was 14 at the time. "She told me that I was very young and I didn't understand the intricacies of the law and it's not like the movies. We do things differently here. So I don't feel really that she answered my questions in any way that was meaningful. I wish she had because ... these are questions that resurfaced after she was killed."
Fatima Bhutto is frequently asked if she will follow her famous relatives into public office. She has dismissed the idea so often that the question wasn't asked during the interview. But perhaps that was a mistake: The local newspaper showed her working a rope line of admirers as her mother talked about placing her in the National Assembly.

Bebo puts on some weight again

CHANGE IS the only constant. And Kareena Kapoor will vouch for it. First she went from being a typical chubby Punjabi kudi to a much talked about size zero.
Then, just when news about her being a size zero was dying down, Bebo lived up to the foodie image of the Kapoor khandaan.
Now, the actress has put on some weight again.
A source close to the actress says, “Bebo is no more a size zero. She has put on some weight recently. In spite of being size zero after doing power yoga, Kareena just couldn’t give up on her sumptuous breakfast of greasy paranthas and malai every morn ing. She chose not to make any public appearances of late and now she’s off to Australia for her film Main Aur Mrs Khanna.” So, has the actress put on weight simply because she is a Kapoor and had once claimed on national television that she can’t do without homemade payah soups and kebabs?
Or is it because she needs to look fuller as she plays a housewife opposite Salman Khan in Main Aur Mrs Khanna?
“The actress is trying not to be too perturbed with this recent weight gain. In fact, she is considering it a good thing for her film opposite Salman where she needs to portray a mature character. She knows that being a size zero is not really a good idea as she will be wearing sarees in the film.”

Jolie ready to shoot

ANGELINA JOLIE has revealed she owns real versions of the guns she toted in the movie Tomb Raider and she and partner Brad Pitt wouldn’t be afraid to use them.
The actress, who was yesterday rumoured to have given birth to twin girls Isla and Amelie, says she and Pitt, 44, keep a firearm in their house to protect themselves and their expanding brood.
She is also planning to teach a martial art to their children, who already include Maddox, seven, Pax, four, Zahara, three, and Shiloh, two - so they can defend themselves. The actress, 32, who toted a 9mm Heckler & Koch handgun in Tomb Raider, today tells The Mail on Sunday’s Live magazine: “If anybody comes into my home and tries to hurt my kids, I’ve no problem shooting them. I bought original, real guns of the type we used in Tomb Raider for security. Brad and I are not against having a gun in the house, and we do have one. And yes, I’d be able to use it if I had to.” Angelina says that despite their rarefied upbringing as the offspring of two of Hollywood’s biggest stars, her children will be brought up knowing how to fight properly. “I think it’s good for anybody to learn a skill when it comes to fight training - be it kung fu, boxing or kickboxing because self-defence is important. Brad and I want our kids to learn it. They’re going to get into a fight some day, so they might as well learn how to take care of themselves.” She reveals she used to wade into fights to protect other children at school, despite being ‘kind of a punk’ and ‘a bit of a loner’.
She says: “I would get into fights on behalf of other people. I wasn’t a pushover.”

Dia turns bad!

Dia Mirza is learning how to kick b***, literally. And the otherwise good girl is enjoying it a little too much. “I have been having long working days these days but I am not complaining. I am training for my role in Acid Factory. I have to get used to the cable work and the action stunts. And I never thought it would be so much fun!” Dia is playing a character called Max in the Movie . “She is unapologetic about being bad. We all have yin and yang in us and this character has a little more of black in her. And come to think of it, I have been good far too long. It is time to be bad on screen. In real life, I just can’t help being who I am. But at least on reel I can be bad,” she say. In the movie, six men – Fardeen Khan, Aftab Shivdasani, Danny Denzongpa, Irrfan Khan, Riteish Deshmukh and Manoj Bajpai -- surround Dia. So is she ready for being linked up with any of them? “Oh totally, they are all very cute. I am working with Aftab for the first time but I have worked with the rest of the gang earlier. But I do hope I am not linked with Danny sir.” Dia’s recent outing on the big screen – an item number for Zindagi Tere Naam – has got mixed reactions with her looking not svelte enough. “Let’s not call it an item number. It was just something I did for a friend,” she explains. But Dia promises a lot more in days to come. “I have six movies in my kitty just now. In fact, when someone asks me why I am still single, I tell them that I really don’t have time. When I am 100 per cent occupied with my work, what is the point of letting someone in my life, only for him to be ignored completely?”

Syria to let in UN nuclear investigators: ElBaradei

VIENNA - The U.N. atomic watchdog chief said on Monday Syria would let in top inspectors to examine allegations of a secret nuclear reactor, and demanded "full disclosure" by Iran over reports of covert atom bomb research.
The International Atomic Energy Agency added Syria to a growing list of nuclear proliferation worries after Washington in April turned over intelligence suggesting Damascus built a nuclear reactor at a site bombed by Israel last September.
IAEA chief Mohamed ElBaradei announced the June 22-24 trip by top aides to Syria after months of what Western diplomats said was Syrian stonewalling on IAEA requests for access.
The trip was expected to include inspector visits to the remote al-Kabir site targeted by Israel "and other places", a senior diplomat familiar with the matter told Reuters. Other diplomats said 2-3 sites beyond al-Kabir were under scrutiny.
Syria has said the accusations against it are "ridiculous", while Iran has dismissed as bogus the intelligence indicating it combined programmes to process uranium, test high explosives and modify a missile cone in a way suitable for a nuclear bomb.
But neither to date has backed up their denials with evidence or granted access to sites and key officials needed by the IAEA to resolve the two dossiers.
ElBaradei told the IAEA's 35-nation Board of Governors that he looked forward to Syria's "full cooperation" with efforts to get to the bottom of the reports of a nuclear reactor built under camouflage in the country's remote northeastern desert.
Syria had no comment on ElBaradei's announcement at the regular summer meeting of the Vienna-based IAEA board.
At issue is whether Syria, an ally of Iran, built a nuclear installation without telling the IAEA, which would violate the Non-Proliferation Treaty banning diversions of nuclear energy technology into atom bomb making.
Possible cover-up?
washington says the reactor was nearing completion when it was destroyed in the israeli air raid. syria has denied it was building a reactor and has accused washington of involvement in the air attack by israel, a staunch u.s. ally widely believed to have the middle east's only nuclear arsenal.
nuclear analysts, citing satellite photos, say syria has razed and swept clean the al-kibar area since the bombing and erected a new building over it, possibly to erase evidence.
washington urged syria to cooperate fully with u.n. inspectors and allow officials to be interviewed. "let's hope that the syrian efforts haven't been too effective in covering up what it is they are trying to cover up: the nuclear facility -- reactor," state department spokesman sean mccormack said.

Red Sea bridge, towns to cost $200 bln: Dubai firm

DUBAI - Dubai-based Middle East Development said it plans to develop a project to build the first bridge across the Red Sea linking Yemen and Djibouti, and associated new urban areas, at a total cost of $200 billion.
Middle East Development, which is controlled by Saudi businessman Tarek Mohammed bin Laden, will invest at least $10 billion in the project and seek to raise the remainder from other investors and financial institutions, Issam Halabi, vice president for technical affairs, told reporters on the sidelines of a MEED conference in Dubai on Monday.
"We will have seed capital of at least $10 billion ... and $190 billion in project finance" Halabi said.
The bridge, which will be 28.5 kilometres (17.71 miles) long, and carry vehicles, trains, natural gas and water, will cost $14 billion, with construction completed in phases over seven to 15 years, Halabi said.
The associated town projects -- one in Yemen and one in Djibouti -- will include residential, commercial, healthcare and entertainment areas, Halabi said.
The one in Yemen could be home to as many as 5 million people and that in Djibouti to 1.5 million people, he said.
Tarek bin Laden is a half brother of Osama bin Laden, the head of al-Qaeda. Middle East Development Singapore is a unit of Middle East Development.

Yousuf has request for leave denied by Pakistan board

MANCHESTER, England - The Pakistan Cricket Board (PCB) has rejected a request from English county team Lancashire to allow Mohammed Yousuf to miss this month's tri-series against India and hosts Bangladesh, a Lancashire spokeswoman confirmed on Monday.
The club signed Yousuf, 33, last month to cover for their Australian overseas player Brad Hodge who belatedly agreed to play in an Indian domestic Twenty20 event.
Yousuf's stay was extended when Hodge was required by Australia on their West Indies tour, to cover for Michael Clarke who was on compassionate leave due to the failing health of his fiancee's father.
"The PCB have been brilliant and very helpful in allowing Mohammed to extend his contract with us after Brad was needed in the Caribbean," the spokeswoman said.
"We just hoped that they may allow us to keep him a little bit longer and we asked the question but they indicated that they wanted to take a full-strength squad to Bangladesh so he will be heading back to Pakistan on Tuesday."
Yousuf is the third highest-scoring batsman in Pakistan's test match history with 6,770 runs from 79 games.

Pakistan rely on pace for Bangladesh tri-series

LAHORE- Pakistan cricket selectors Monday included five fast bowlers in a 16-man squad to take part in next week's one-day tri-series in Bangladesh.
Fit-again Mohammad Asif leads the strong pace attack, which also includes Umar Gul, Sohail Tanveer, Rao Iftikhar and rookie left-arm paceman Wahab Riaz. But suspended paceman Shoaib Akhtar was not considered.
"Akhtar was not considered as he was suspended and the team is a balanced one which we hope can do well in the tri-series," said chief selector Salahuddin Ahmed.
The squad for the Asia Cup, which Pakistan will host from June 24 to July 6, will be announced later, Ahmed said.
The 25-year-old Asif suffered a hand injury while playing in a domestic cricket tournament in India but has since recovered well for Pakistan's hectic season ahead.
He has played in only four one-day matches for Pakistan this year after undergoing elbow surgery in Australia late last year.
The 32-year-old Akhtar was banned for five years on charges of indiscipline in April this year -- a ban suspended for one month to allow him to feature in the Indian event.
His appeal against the ban will resume next week.
The tri-series, also featuring India, will be held in Dhaka from June 8-14, with each side playing the other once in a league before the June 14 final.
Pakistan will play Bangladesh in the opening match on June 8 and then come face to face with archrivals India two days later.
India meet Bangladesh on June 12.

Rock 'n roll legend Bo Diddley dies in Florida

MIAMI - Rock 'n' roll pioneer Bo Diddley, who banged out hit songs powered by the relentless "Bo Diddley beat" that influenced rockers from Buddy Holly to U2, died on Monday at the age of 79.
Diddley died of heart failure at his home in Archer, Florida, his management agency, Talent Consultants International, said in a statement.
"One of the founding fathers of rock 'n' roll has left the building he helped construct," the statement said.
Diddley suffered a stroke during a concert in Iowa in May 2007 and was hospitalized in Omaha, Nebraska. In August 2007 he had a heart attack in Florida.
In a career spanning more than five decades, Diddley composed a substantial body of rock classics, including "Who Do You Love," "Bo Diddley," "Bo Diddley's a Gunslinger," "Before You Accuse Me," "Mona," "I'm a Man" and "Pretty Thing."
He cranked them out on a signature rectangular guitar, setting many of them to rumba-like rhythm of his "Bo Diddley beat" that gave rock 'n' roll a powerful rhythmic foundation.
Along with such contemporaries as Chuck Berry and Little Richard, he was among a pioneering group of black recording artists who crossed the American racial divide with music that appealed to white audiences and was emulated by white performers.
Although Diddley recorded relatively few chart-topping hits, his seminal role in the formative years of rock music was recognized by his induction into the Rock and Roll Hall of Fame in 1987 and with a Grammy lifetime achievement award in 1998.
Born Ellas Bates in 1928 in McComb, Mississippi, he took the last name McDaniel from his adoptive mother, and played classical violin as a boy.
He was given the nickname Bo Diddley as a teenager after moving to Chicago, where he started playing music on street corners in the 1940s.
Inspired by blues musician John Lee Hooker's classic "Boogie Chillen," Diddley used his violin skills to craft a guitar sound that laid the basis for the funk music of the 1960s.
He found fame in the mid-1950s with his signature song "Bo Diddley." Even among the first wave of rock music, the song stood out with its tremolo guitar, maracas and trademark beat.
Diddley's unique guitar playing and rhythm influenced generations of rockers from Elvis Presley to Bon Jovi. Keith Richards and Ron Wood of the Rolling Stones and Richie Sambora of Bon Jovi made guest appearances on his records and Diddley played with the likes of The Clash and The Grateful Dead.
Arguably the greatest mainstream success of a song with the Bo Diddley beat was Buddy Holly's "Not Fade Away," recorded in the 1950s and which saw renewed success when it was covered by the Rolling Stones in the 1960s.
In an interview with The Sydney Morning Herald in March 2007, Diddley insisted he was the real father of rock, saying: "Little Richard came two or three years later, along with Elvis Presley. In other words, I was the first dude out there."
Diddley frequently complained about not being paid royalties during his peak years, telling The New York Times, "Have I been ripped off? ... You bet I've been ripped off."
In 1955 Diddley appeared on "The Ed Sullivan Show" and was promptly banned from further appearances because he defied Sullivan's instructions to sing a cover song and instead performed his own hit "Bo Diddley."
Diddley had harsh words for the direction black music had taken in recent years, telling Reuters that "gangsta" rap made his blood boil.
"I hate it. I call it rap-crap," Diddley said in a 1996 interview. "I can't seem to get my records played but they'll play all this garbage."
Diddley liked to help out in his local community in Florida. A father of five, he said he was deeply concerned about the direction of children in American society.
He worked with his local police department to warn teenagers
about the dangers of drugs and gang violence.
Diddley was still touring and making records in recent years, not least because he said he needed the money.
His agency said public and private services are planned for this weekend.

15-year-old girl stabbed to death in London

LONDON - Police arrested a man in his 30s in south London on Monday after a 15-year-old girl was found stabbed in a lift, the 16th teenager to die a violent death in the British capital this year.
Officers found the girl suffering from stab wounds in the lift of a block of flats in Baylis Road, near Waterloo Station in Southwark, London, the Metropolitan Police Service said.
London's ambulance service said it had dispatched a helicopter and ground ambulance to the scene shortly before 4 p.m.
"Sadly, despite extensive efforts to resuscitate the patient, she was pronounced dead at the scene," an ambulance service spokeswoman said.
Police said they had arrested a man in his 30s in the Lambeth area, but gave no further details of the suspect. They said they were keeping an open mind about a possible motive but did not think the crime was gang-related.
Police have launched a campaign to discourage knife crime in the capital, while newly-elected London Mayor Boris Johnson has made tackling youth violence one of his priorities.

French train and shool bus collide, 6 dead

PARIS - Five children and an adult were killed when a train collided with a school bus at a level crossing in eastern France on Monday, French authorities said.
Four people were seriously hurt and 27 suffered less severe injuries, police said, adding that more than 100 rescue workers went to the scene and a field hospital was set up.
Fifty children from a school in the small town of Margencel, five parents and the driver were on board the bus, which was taking the children on a school trip to a local historical site.
The children were believed to be 12 or 13 years old.
The accident occurred just before 2:00 p.m. (1200 GMT) when a regional train struck the bus at a level crossing at Mesinges, near the town of Allinges in the mountainous Haute Savoie area near the border with Switzerland.
National train operator SNCF and rail network operator RFF said they would launch investigations to determine the causes.
RFF said early indications were that the level crossing, which was not considered high risk, was functioning normally. RFF said it was the most serious accident at a level crossing in about 30 years.
A woman in a car behind the bus told France Info radio she saw the bus start to cross the track when the red warning lights were already flashing.
"The train came and it cut the bus in two," said the weeping woman, whose name was not given on the radio report.
The drivers of the bus and train both survived.
The Education Ministry said counsellors were on hand to help pupils from the school cope with the trauma.
Several ministers were on their way to the site and President Nicolas Sarkozy expressed shock and sympathy.

Shuttle docks on space station with Japan lab

WASHINGTON - The US shuttle Discovery docked with the International Space Station on Monday, delivering a bus-sized Japanese laboratory to expand research and badly-needed parts for a troublesome toilet.
The shuttle, carrying one Japanese and six American astronauts, linked up with the orbiting ISS after a delicate approach 338 kilometers (210 miles) above the south Pacific, NASA television images showed.
'Discovery drops anchor at the International Space Station,' a NASA television commentator said.
The spacecraft were to open up their hatches about two hours later, at 1952 GMT, allowing the shuttle astronauts to float into their new home for the next nine days.
About an hour before docking, Commander Mark Kelly steered Discovery into a rollercoaster-like maneuver, flipping the shuttle just 600 feet (180 meters) below the station to allow ISS astronauts to photograph its underside.
The 360-degree maneuver has become a regular safety feature during flights allowing the space agency to ensure that the shuttle is free of potentially devastating damage.
The images taken by the station crew members were downloaded to engineers on Earth who were inspecting them for signs of damage to the shuttle's thermal protective skin.
On-the-ground cameras spotted several pieces of foam coming off Discovery's external fuel tank during Saturday's launch from Cape Canaveral, Florida, but NASA has downplayed the risk posed by the debris.
The National Aeronautics and Space Administration has meticulously scanned the shuttle's heat shield since the Columbia disaster in 2003, when a crack in its protective tiles led to its explosion, killing its seven astronauts.
The Discovery team, which includes Japanese Aerospace Exploration Agency (JAXA) astronaut Akihiko Hoshide, will deliver and help install the second of three parts Japan's Kibo, or 'hope,' laboratory.
Once in place, the 11.2-meter (36.7-foot) long, 14.8-tonne (32,600-pound) pressure module will be the single largest room on the ISS, with space for four scientists.
Kibo's 10-meter (33-foot) robotic arm, to be used for manipulating materials and equipment for science experiments, will also be pulled from the shuttle and attached to the Kibo unit.
'The Kibo module is ... just a beautiful piece of engineering,' astronaut Michael Fossum, who will lead the spacewalks to install the Kibo lab, said Sunday.
Two astronauts will step out of the station on Tuesday for a spacewalk to prepare the module for its removal from the shuttle's payload bay the same day. Three spacewalks are planned during the mission.
The shuttle also brought parts to fix their high-tech Russian-built space toilet.
The ISS commode malfunctioned last week, forcing the three ISS astronauts to rig up a still-troublesome bypass for liquid waste.
Discovery is taking along a spare pump from Russia, which the two cosmonauts on the station are expected to install as soon as the shuttle arrives.
Until the repair is complete, the three-member station crew will use the shuttle's toilet -- or they will use extra emergency bags that Discovery is also bringing.
Asked who would do the plumbing repair, Fossum said: 'The fact is that the toilet is Russian hardware ... (but) if they need a hand and some wrenches we'll help out.'

US press pays homage to ‘King of Fashion'

NEW YORK - News of the death of French fashion designer Yves St Laurent dominated the front pages of the US media Monday as they paid tribute to the "emperor of world fashion."
"A giant of couture for 45 years," declared the New York Times, saying "he was credited by many with rejuvenating French fashion and securing his country's pre-eminent position in the world of haute couture."
The Washington Post was equally effusive saying Saint Laurent, whose slinky tuxedo suits and safari jackets became a symbol of women's liberation in the 1960s, was an "emperor of world fashion."
"A hero in his country, a celebrity among the fashionable of the world, the bespectacled Saint Laurent made contributions to both couture and ready-to-wear that gave him the status of legend," it added.
The designer, who died of a brain tumor aged 71 on Sunday, was "throughout the latter part of the 20th century a reigning eminence in his field -- trailbalzer and trendsetter, iconoclast and icon," the Post said.
Tributes from New York designers such as Marc Jacobs and Ralph Lauren were expected later in the day.

US expects Iran offer to be presented mid-June

WASHINGTON - Major powers plan in mid-June to present Iran with revised economic and diplomatic incentives to abandon its nuclear weapons program, the U.S. State Department said on Monday.
Spokesman Sean McCormack said European Union foreign policy chief Javier Solana was finalizing a date with the Iranians to present the offer, which updates a 2006 deal rejected by Tehran.
"They are still looking for the exact date and time but I think mid-June is consistent with my understanding of the time frame," McCormack told reporters.
The five permanent members of the U.N. Security Council -- the United States, France, Britain, China and Russia -- as well as Germany agreed on the updated offer weeks ago but have had problems pinning Iran down to a time to present it.
The offer urges Iran to give up sensitive nuclear work the West suspects is cover for building an atomic bomb in exchange for economic and diplomatic rewards.
No official details have been given of the updated offer. Diplomats say it is very similar to the 2006 one but goes into more depth, particularly on civil nuclear cooperation.
The 2006 offer included civil nuclear cooperation and wider trade in civil aircraft, energy, high technology and agriculture if Tehran suspended enrichment and negotiated with the six powers.
Excluding the United States, which does not have diplomatic ties with Tehran, Solana is expected to take along political directors from the other countries to present the offer.
Iran has also presented its own offer. McCormack said the United States was studying it.
It includes cooperation to stabilize the Middle East but makes clear Tehran would not give up nuclear activity.
Iran, the world's fourth-largest oil producer, insists its enrichment activity is aimed at generating electricity and says the program is a national right that it will not give up.

Newspapers urge China to free journalists

GOTHENBERG, Sweden - World newspaper chiefs called Monday on China to free immediately all journalists currently jailed in the country as the Beijing Olympic approach.
'The World Association of Newspapers and the World Editors Forum (WEF) once again call for their immediate release,' WEF head George Brock said at the opening of the annual joint congress of the two bodies.
The WAN has awarded its Golden Pen of Freedom this year to a Chinese journalist for the second year in succession.
Li Changqing was imprisoned for revealing an outbreak of dengue fever that the authorities had not disclosed. Though released in February, he was not allowed to come to Gothenberg to receive his prize.
According to the WAN, which represents 18,000 newspapers in 102 countries, more than 30 journalists and 50 'cyber-dissidents' -- online writers -- are currently detained in China.
'In fact, China is pursuing its crackdown on freedom of expression even now, a few weeks before the Olympic Games,' Brock said.
'China has the dubious distinction of being the world's biggest jailer of journalists.'
Brock added: 'Despite the promises it made in its successful Olympic bid to improve conditions for journalists, China has continued its repressive policies, cynically believing that neither the Olympic movement nor the international community expects them to honour their promises of reform.'
In most countries, Li would be celebrated and honoured for his work, Brock said. 'In China, disclosing such facts is an imprisonable offence.'
Li, a journalist on southern China's Fuzhou Daily, was sentenced to three years in prison in January 2006 for 'fabricating and publishing false news.'
In a message read on his behalf at Monday's award ceremony, Li said that 'China is a land that needs to be travelled by voices of conscience and a nation that needs to be saved by the truth.'
The award of the Golden Pen of Freedom 'inevitably greatly inspires the journalists in China to resume their faith in professional dignity and speed up the process of promoting freedom of the press and freedom of expression,' he said.
In November the WAN condemned Chinese censorship ahead of the Olympics.
The association especially criticised Beijing 'for failing to live up to the press freedom commitments it made when it sought the 2008 Olympic Games.'
Last year's Golden Pen of Freedom award went to Chinese journalist Shi Tao, who was jailed after revealing that Beijing had clamped down on media coverage of the 15th anniversary of the 1989 Tiananmen Square massacre of anti-government protesters.

Indian envoy's home damaged in Pakistan suicide blast

NEW DELHI - A huge blast outside the Danish embassy in the Pakistani capital which left eight people dead Monday also damaged the home of India's chief envoy in Islamabad, officials said in New Delhi.
Indian Foreign Ministry spokesman Navtej Sarna however said Indian ambassador Satyabrata Pal and his staff were not injured in the blast, which shattered almost all the windows in his two-storey residence.
"There has been some damage to the Indian high commissioner's (ambassador's) residence in Islamabad and fortunately, no one in the residence has been hurt in the incident," Sarna said in New Delhi.
Pal's home is located about 200 feet (60 metres) from the blast site where a suicide bomber blew up a car outside the Danish embassy.
The Press Trust of India in a dispatch from Islamabad said the explosion blew a heavy marble top off a table and damaged antiques and other household implements in Pal's official home.
It said all the windows in the fortified building were shattered.
India has so far not reacted to the suicide attack, which some Pakistani officials have linked to the furore over cartoons depicting the Prophet Mohammed which were reprinted by Danish newspapers.
The bomb badly damaged the Danish mission and a nearby UN agency, and left a crater in the road. Dozens of cars were wrecked by the force of the explosion.

Taliban flee USMarines onslaught in Afghanistan

KABUL - Taliban insurgents are fleeing south towards the Afghan border with Pakistan in the face of a U.S. Marines offensive in volatile Helmand province, the NATO commander in Afghanistan said on Monday.
U.S. Marines have been pushing south from the former Taliban stronghold of Garmsir in Helmand for a month in an operation meant to cut off insurgent infiltration routes from Pakistan.
'They have shown under some amount of pressure they flee to their sanctuaries,' General Dan McNeill told a news conference.
'In the last two days we have had many reports ... that the insurgents after experiencing these several weeks of pressure below Garmsir are trying to flee to the south perhaps to go back to sanctuaries in another country,' he said.
While McNeill was careful not to name any country, the only nation with which Helmand shares a border is Pakistan.
Mainly British troops have been battling the Taliban in Helmand since March 2006, capturing a string of towns in the fertile strip along the Helmand River cutting through the desert.
But Garmsir, the southermost town of any size in Helmand, and its surrounding villages had previously evaded capture.
Washington dispatched 3,200 U.S. Marines to Afghanistan in March to bolster mainly British, Canadian and Dutch troops in southern Afghanistan after other NATO allies failed to come up with reinforcements.
Regional danger
Afghan officials have accused Pakistan of harbouring Taliban militants, giving the insurgent leadership a base from which to direct operations and allowing fighters to use Pakistani soil for training, rest and recuperation.
Pakistan admits there is a Taliban presence in its border regions beyond government control, but says it does not help the insurgents, pointing out hundreds of Pakistani troops have died fighting the militants.
NATO and Afghan officials have also cautioned Pakistan over peace talks with Pakistani Taliban insurgents, saying such truces free up the insurgents to launch more attacks into Afghanistan.
'If there are insurgencies in places not in Afghanistan, but very close by, and security forces are not taking them on, I don't think that bodes well for the whole region,' said McNeill, who is to hand command of NATO's 50,000-strong International Security Assistance Force to another U.S. general on Tuesday.
'If there is no pressure on insurgents in sanctuaries out of the reach of security forces in this country then I think (insurgent) numbers are likely to grow,' he said.
Still not mentioning any country by name, McNeill implied the danger of such truces was that they could backfire.
A suspected suicide car bomber killed six people and wounded 25 in the Pakistani capital on Monday.
Elsewhere in Afghanistan, Afghan forces backed by foreign troops killed 48 Taliban rebels in clashes and airstrikes in the northwest of Afghanistan on Sunday, the Interior Ministry said.

ISLAMABAD : Health officials on Monday confirmed that at least six people died and 24 injured in the blast near Danish Embassy here.
They told news agency that dead and injured of the bomb explosion were shifted to Pakistan Institute of Medical Science (PIMS) and Federal Government Services Hospital (FGSH).
The bodies at FGSH were identified as Syed Shahid Hussain, Amir Maseeh and Muhammad Nasir while one body could not be identified so far.
The injured shifted to FGSH were identified as: Umar Hussain, Zaman, M. Haleem, Tanveer (Constable), Najeeb Aslam, Mamoona Abbas, M. Waseem, Tariq, Farzana Shaheen, Sher Azam, Saima Hussain, Sardar Ali, Muhammad Altaf, Hyder Sultan and Razia Aslam.
The bodies shifted to PIMS were identified as: Zafar Iqbal and Muntazir Hussain.
The injured were: Allah Ditta, Jahangir, Maria, Gul Zaman, Sajjad Maseeh, Abdul Manan, Tanveer and Waqar.
Joint Executive Director FGSH Dr. Shaukat Kayani and Assistant Director PIMS Dr. Waseem Khawja confirmed the number as well as the identity of dead and injured shifted to the respective hospitals.

Pakistan serious in commitment to fight terrorism: PM

ISLAMABAD : Pakistan and the United States on Monday agreed to further enhance their bilateral cooperation in the fields of defence and security matters, especially in intelligence sharing and counter-terrorism efforts. This was decided in a meeting when US Under Secretary of Defence, Eric S. Edelman called on Prime Minister Syed Yousuf Raza Gilani here at the PM Secretariat this afternoon.
The Prime Minister said that Pakistan values its strategic close, cooperative, and longstanding relationship with the US based on trust.
He said that Pakistan is serious in its commitment to fight terrorism as this scourge is directly and adversely affecting the security of our people and the performance of our economy.
Pakistan is combating terrorism in its own interest and not for the sake of any other country, he said and added there is no question of negotiating with the militants.
“We however feel that there is also need to address the root causes of terrorism and towards this end we have adopted a three-pronged strategy comprising political dialogue, economic development and continued campaign against terrorism”, he added.
The Prime Minister, however, mentioned that the government will negotiate only with those elements who have laid down arms and joined the mainstream political activity.
“We have neither withdrawn our forces from the bordering areas with Afghanistan nor have any intention to do so”, he added.
The Prime Minister emphasized the need for early passage of legislation pertaining to the Reconstruction Opportunity Zones (ROZs) in order to improve the socio-economic condition in the tribal areas.
He said a strong and stable Afghanistan is also in Pakistan’s own interest. “We are ready to take all necessary measures to prevent illegal cross-border movement including the installation of the bio-metric system to prevent it. We are anxiously awaiting Afghanistan’s response to our proposals”, he added.
The Prime Minister said that early repatriation of over three million Afghan refugees in an honourable and dignified manner will also help prevent illegal crossings besides relieving Pakistan of the mounting cost and the expenditure being incurred on the upkeep of the Afghan refugees.
He said that the electoral victory of the moderate and progressive political forces all over Pakistan including in the FATA augurs well for our campaign against terrorism and extremism.
The Prime Minister said that Pakistan is in the process of consolidating the country’s transition to democracy within the ambit of the constitution.
He said, “we are keen to restore the 1973 Constitution which envisaged a parliamentary form of government”. The current constitutional dispensation is a hotch-potch of parliamentary and presidential system, he added.
Edelman applauded the return of democracy in Pakistan and said the US is keen to forge an enduring strategic partnership with Pakistan to the mutual benefit of our two countries.
He said that the use of force is not enough to combat terrorism. His country was keen that all security agreements should have a mechanism to enforce them, he said.
Minister for Defence, Ch. Ahmed Mukhtar, Advisor on National Security, Mahmud Ali Durrani, Secretary Defence and senior officials also attended the meeting. US Ambassador to Pakistan, Ms. Anne W. Patterson was also present during the meeting.

ISLAMABAD : The National Economic Council (NEC) which met here Monday under the chairmanship of Prime Minister Syed Yousuf Raza Gilani approved Rs. 541 billion for the Public Sector Development Programme 2008-09 more than 11 percent of the last fiscal year and also set a GDP growth target of 5.5 percent for the financial year 2008-09.
Later, Deputy Chairman Planning Commission, Salman Faruqi briefed the newsmen at a press conference, about the decisions of the NEC, the country’s highest financial forum, which approves the economic outlay and reviews the macro-economic performance of the country.
He said that the total size of the PSDP for the financial year 2008-09 is Rs. 541 billion in which the share of federal PSDP is Rs. 371 billion, which is 11.5 percent of the PSDP. The provincial PSDP is Rs. 170 billion while the allocation for the Earthquake Reconstruction and Rehabilitation Authority (ERRA) is Rs.27 billion which is over and above the PSDP 2008-09 of Rs. 541 billion.
Secretary Information Akram Shahedi, Principal Information Officer (PIO) Ghulam Huzur Bajwa were also present in the meeting.
Salman Faruqi said that the NEC was attended among others by Provincial governors, Chief Ministers, Federal and Provincial Ministers, Federal and Provincial Secretaries and Governor State Bank of Pakistan.
He added that the NEC has set a GDP target of 5.5 percent which is realistic and achievable and it could be even grow higher depending upon the economic situation of the country.
He regretted that in the past including the outgoing financial year the Public Sector Development Programmes were not properly implemented against the allocations announced in the Budgets but also did not release them.
“We fear the prices specially the prices of oil and food are increasing worldwide while an international economist has termed it as a ‘Silent Tsunami’ while another economist has written it as ‘Inflation is back.’
He further said that this increase in the prices can also impact our economy badly and added that government is providing Rs. 380 billion annually only in terms of subsidy for our people.
Mr. Faruqi said that it means that government is providing subsidy of Rs. 150 million on daily basis due to increase in the prices of food and oil.
He added that when the prices of oil is increased at international level, it is the worldwide practice that the prices are adjusted according to the increase at international level.
Deputy Chairman Planning Commission, Salman Faruqui said that to benefit the common man and protect him from the rising oil prices it was a common practice in our country that its prices should not be increased.
He regretted that instead of benefiting the poorest of the poor and common man the affluent class took advantage of the privilege.
He said that now the government has changed its policy
and the subsidy would be provided to the poor segments of the
society and according to their needs in terms of cash grant, health insurance and
subsidies and income .
The Deputy Chairman Planning Commission said that in this regard a detailed policy announcement would be made in the next couple of days for the benefit of the poor segment of the society.
He said Shaheed Mohtarma Benazir Bhutto had cherished desire in her life for socio- economic empowerment of women and that they be given equal rights being enjoyed by men in the country.
He added that in this regard female in the country would get equal rights to men in the form of subsidies and privileges.
Salman Faruqui added that during the NEC meeting it was decided that the allocation for the next PSDP (2008-09) will be higher than the previous allocation.
He said that the people have pinned high hopes on the newly elected government and its coalition partners. They have made promises to the people and to accommodate them the government needs a bigger PSDP for the next financial year (2008-09), as compared to the outgoing financial year.
He said that was why the government has approved a PSDP of Rs. 541 billion for the financial 2008-09.
Deputy Chairman Planning Commission Salman Faruqui, said that the NEC has set 5.5 percent GDP target for the next fiscal year.
Faruqui said the next year growth target was based on realistic projections, as the government thought it should give the estimates that were credible.
The previous government initially set 7.2 percent for the GDP growth in the outgoing fiscal year, ending on June 30, but revised it later to below 6 percent citing poor growth in farm and manufacturing sectors.
For the next fiscal year, the NEC has set 4.4 percent growth target for the agriculture sector and 6.6 percent for the large-scale-manufacturing.
In the 2007-08 fiscal year, agriculture sector growth turned out to be 1.5 percent against the target of 4.8 percent, while manufacturing sector grew by 5.4 percent against the target of 10.9 percent.
The Deputy Chairman expressed the hope that policies the government plans to follow in future will revive traditional growth rate in the agriculture sector and the steps taken for industrial revival will improve growth in manufacturing.
“It will be our efforts to increase the GDP growth beyond the set target,” he added.
In the outgoing year, the services sector performed well with 8.2 percent growth, exceeding the target of 7.1 percent.
Total investment as a ration to GDP declined from 22.9 percent in 2006-07 to 21.6 percent in 2007-08. Foreign private investment in the first ten months to April amounted to $3.6 billion against $5.3 billion during the same period last year.
For the next year, total investment as a ratio to GDP is projected to be 22.4 percent, out of which 71 percent would be financed through domestic resources and remaining 29 percent from external resources.
The Deputy Chairman earlier told the NEC that the economic problems which the new government faced stemmed to a large measure from a combination of some “flawed” policies or “inaction”.
“We have inherited a very difficult economic situation with all macro indicators confirming an economy on the down turn.”
The Deputy Chairman said there was no adequate protection or safety net measures available for the poor.
“This is also the result of inaction by not adjusting domestic prices to international changes while protecting the poor,” he said and added that it was this neglect that has now posed a major economic challenge to the present government.
He said previously the growth was led and sustained by increasing consumption and indicators of economic success were measures in terms of increasing consumption - number of cars, air conditioners, mobile phone etc.
In its future strategy, the Chairman said that the major approach would be to adopt “people centric” development policies that meet the aspirations of the people such as jobs, food, housing and social safety net etc.
The Deputy Chairman listed five main priorities the government would like to achieve through the PSDP programme.
These included providing a comprehensive safety net against severe hardship faced by the poor and vulnerable groups, and overcoming the energy and water crisis in a planned and systematic manner.
Another priority of the government would be the development and uplift of Baluchistan and NWFP and special areas (FATA, AJK, Northern Areas).
The development budget would also focus on reviving growth in agriculture and manufacturing so as to overcome food shortages and generate vitally needed incomes and employment.
Building up human resources at all levels of education including technical education will also be among the priorities of the PSDP.
The total size of Rs. 541 billion, which is 11.5 percent higher than the last year, includes federal PSDP of Rs, 371 billion and the Provincial PSDP of Rs. 170 billion.
The allocation for ERRA is Rs. 27 billion, which is over and above the PSDP 2008-09.
Of the total PSDP allocation, the social sectors have been allocated Rs. 188 billion, which is 12 percent higher than last year and 51 percent of the total.
Infrastrucrue has been allocated Rs. 166 billion which is 45 percent of the total development spending.
Power sector has been allocated Rs, 14 billion which is over and above Rs. 51 billion to be spend by WAPDA from its own resources.
Water sector has been allocated Rs. 75 billion or 20 percent of the total, while food, agriculture and livestock has been earmarked Rs. 20 billion.
Transport and communication sector has been allocated Rs. 61 billion or 16.4 percent of the total PSDP.
Higher education has been allocated Rs.18 billion while Rs. 23.3 billion, which is 10 percent higher than last year, has been earmarked for special areas - AJK, Northern Areas and FATA.
The Deputy Chairman said that government was giving the highest priority to overcoming energy and water shortages on a war footing.
In this regard, he said that a comprehensive long-term Energy Strategy is being prepared on the Prime Minister’s instructions.
“We have planned to end load-shedding by December next year and hopefully even before by August 14, 2009,” he told the NEC meeting.
He said a concerted thrust has been initiated for Thar Coal Development with an International Roundtable conference being proposed later this month with the World Bank support.
He said it has been proposed to set up an integrated Thar Coal Development Board under the chairmanship of Sindh Chief Minister, Sindh.
An amount of Rs. 1 billion has been proposed, including matching grant by the government of Sindh for Thar infrastructure, he added.
The Chairman hoped to start international road shows followed by open public bidding for integrated mining and power generation projects by the end of the year.
He said the a revamping of the Alternative Energy Development Board has also been proposed and the concrete results would be out soon.
Faruqui said that a major allocation of Rs. 10 billion for small dams has also been proposed which will enhance the share of hydel power generation.
He noted with pleasure that the Planning Commission is making steady progress on preparatory work for starting the actual construction of Bhasha Dam.
The Planning Commission has proposed Rs. 75 billion or 20 percent of total PSDP for the water sector, he added.
Deputy Chairman Planning Commission Salman Faruqi highlighting the measures taken by the government for the development of water and energy sectors said government is giving high priority to these sectors for overcoming energy and water shortages on war footing.
He added that at the heart of PSDP 2008-09 are the Prime Minister’s initiatives which would ensure that priorities set by the government are implemented and monitored at the highest level.
The main elements’ of the government initiatives included programs for poverty alleviation and an allocation of Rs.34.0 billion for Income Support Fund, for employment and skill development allocation of Rs.2 billion for Hunarmand Pakistan and allocation of Rs.10.0 million for Placement Bureau.
He further said that for rural development an allocation of Rs.500 million for white revolution, Rs.500 million for Village Product Specialization, and Rs.10 million for Cold Chains have been approved by NEC.
Salman Faruqi added that in the health sector the number of Lady health workers would be doubled and additional amount of Rs.3.5 billion per year would be allocated while expansion and Upgradation of Basic Health Units (BHUs) Rs.500 million have been approved by NEC.
Faruqi said that under the provision of Housing for all a Revolving Fund of Rs.10 billion have been approved by the NEC adding said that for the Real Estate Investment Trust Rs.300 million have been approved foor improving governance, the NEC has also approved Rs.100 million for Video Conferencing facilities and Rs.100 million have been approved for promoting paperless governance by the NEC in the PSDP 2008-09.
