D-8 countries urge innovative cooperation to meet global challenges

KUALA LUMPUR: Pakistan and other D-8 Muslim developing countries Tuesday reaffirmed their determination to meet global challenges through innovative cooperation and called for promoting socio-economic interaction, peace and tolerance. The D-8 countries comprising Pakistan, Malaysia, Iran, Turkey, Indonesia, Bangladesh, Egypt and Nigeria adopted a joint statement at the conclusion of 6th D-8 Summit, urging the need to coordinate through negotiations to resolve various issues.
The Summit which was attended by the heads of states and government of D-8 countries ended with the joint note of enhancing cooperation in areas including current global food shortage, global warming, labour migration, Islamic banking and finance, and the strengthening of global halal industry.
On global economic crisis, the D-8 countries agreed to promote the interests of developing countries and redouble efforts to meet global challenges through innovative cooperation.
The joint statement stressed that in trade, the developed countries should fully take into account the conditions of developing countries to ensure effective and beneficial integration of countries into global economy. It also called for emphasizing the importance of a meaningful and fair conclusion of negotiation of Doha Development Round as soon as possible.
The D-8 countries agreed that areas of international cooperation and should be fair, transparent and non discriminatory and reaffirmed full support of the speedy accession of Iran into the WTO.
The countries expressed concern on adverse effects of spiralling oil price and called upon the international community to urgently address the issue.
They emphasized the importance of collaborative efforts to enhance capacity building, transfer of technology, exploration of new sources of supply, development of alternative fuels, including renewable sources of energy, as well as peaceful uses of nuclear energy.
Recognizing the adverse impacts of global warming and climate change on development, the D-8 reaffirmed commitment to enhance cooperation in climate change negotiations following the Bali Roadmap to support the adaptation efforts of the developing countries.
The summit urged cooperation on protecting the rights of migrant workers, both within the context of D-8 and in other regional and global processes, including the Global Forum on Migration and Development.
They acknowledged the efforts of the private sector to strengthen collaboration in global Halal industry, biotechnology and renewable energy and the potentials of Islamic banking and finance.
They also appreciated the contribution of Malaysia in developing common standard through Halal Development Corporation (HDC) International Halal Integrity Alliance (IHI Alliance), Malaysia International Halal Showcase (MIHAS) and the offer of Malaysia Technical Cooperation Programme (MTCP) Halal training programmes.
The summit expressed satisfaction on the significant growth in intra D-8 trade from USD 14.5 billion in 1999 to USD 60.5 billion in 2007, representing an increase of more than 200 per cent over a period of 8 years, and hoped that the trade volume would further increase with the entry into force of Preferential Trade Agreement (PTA).
Recognizing Islamic Banking’s vital role in trade and investment in D-8 countries, the meeting acknowledged Malaysia’s initiatives in developing Islamic Finance and called upon member countries to foster greater cooperation in this field.
The D-8 welcomed the outcome of First D-8 Ministerial Meeting on Tourism and endorsed the ‘Tehran Declaration on Tourism Cooperation 2008’ and directed the Commission to take necessary measures for its implementation.
The summit urged for early implementation of the Agreement on Simplification of Visa Procedures for D-8 businessmen, signed by Malaysia and ratified by Bangladesh, Iran, Pakistan and Turkey.
The D-8 endorsed the Roadmap for Economic Cooperation in the Second Decade of Cooperation (2008-2018) as the vision to guide activities in the next ten years and directed the Commission to prioritize areas of cooperation, with particular emphasis on enhancing intra-D-8 trade for promoting development.
The summit also instructed the Commission to examine the initiative of Iran on the establishment of a Joint Investment Fund for supporting implementation of D-8 projects.
The D-8 endorsed the Statutory Documents of the D-8 Secretariat and the Rules of Procedure to be effective from 1 January 2009 and reaffirmed commitment to continue pursuing the goals and objectives set out in the Declaration of Istanbul (1997), Dhaka (1999), Cairo (2001), Tehran (2004), and Bali (2006).

پاکستان کے وزیراعظم سید یوسف رضا گیلانی نے کابل میں بھارتی سفارت خانے پر حملے میں پاکستان کے ملوث ہونے کی تردید کی ہے اور ان کا کہنا ہے کہ ایک مستحکم افغانستان پاکستان کے مفاد میں ہے۔وزیراعظم آج کل ترقی پذیر ممالک کی تنظیم ڈی ایٹ کے سربراہی اجلاس میں شرکت کے لیئے ملائیشیا میں ہیں اور انہوں نے یہ بات وہاں صحافیوں سے بات کرتے ہوئے کہی۔ ان کا کہنا تھا کہ پاکستان کیوں افغانستان میں انتشار چاہے گا جبکہ ایک مستحکم افغانستان پاکستان کی ضرورت ہے۔ وزیراعظم کا کہنا تھا کہ وہ خطے میں استحکام چاہتے ہیں۔ انہوں نے کہا کہ چونکہ پاکستان دہشت گردی کے خلاف جنگ میں صف اول کا شریک ہے اور اس حوالے سے پاکستان کی پوزیشن نہایت اہم ہے لہذٰا اس پر دباو¿ بھی زیادہ ہے۔ انہوں نے اس شبہ کا اظہار کیا کہ کابل اور اسلام آباد کے حالیہ حملے صوبہ سرحد میں شدت پسندوں کے خلاف کارروائی کا ردعمل ہو سکتا ہے۔ وزیر اعظم کا کہنا تھا کہ وہ سرحد پار شدت پسندوں کی آمد و رفت روکنے کی ہر ممکن کوشش کر رہے ہیں تاہم انہوں نے واضح کیا کہ دو ہزار کلومیٹر طویل سرحد پر مکمل نظر رکھنا مشکل ہے۔ یاد رہے کہ افغان حکام کی جانب سے ان دھماکوں کے حوالے سے کسی ملک کا نام لیے بغیر کہا تھا کہ اس واقعے میں بیرونی ہاتھ ملوث ہو سکتا ہے۔ یاد رہے کہ پاکستان ان چند ممالک میں شامل ہے جس نے کابل میں بھارتی سفارت خانے پر حملے کے چند گھنٹوں بعد ہی اس کی مذمت کر دی تھی۔

ق لیگ نے کشمالہ طارق کی پارٹی رکنیت ختم کر دی

اعلیٰ سطحی اجلاس میں چوہدری شجاعت اور پرویز الٰہی کا فیصلہ
اسلام آباد۔ مسلم لیگ ق نے رکن قومی اسمبلی کشمالہ طارق کی پارٹی کی رکنیت ختم کر دی ہے اس بات کا فیصلہ منگل کو ہو نے والے ق لیگ کے اعلیٰ سطحی اجلاس میں کیا گیا جس کی صدارت چوہدری شجاعت حسین اور چوہدری پرویز الہیٰ نے کی اجلاس میں فیصلہ کیا گیا ہے کہ ان کی پارٹی رکنیت ختم کی جائے کیونکہ کشمالہ طارق کا رویہ کچھ ماہ سے پارٹی کے لئے ٹھیک نہیں اور اس سے قبل انہیں اس بارے میں بارہا سمجھایا گیا مگر ان کی سمجھ میں کچھ نہیں آیا اب پارٹی قیادت نے ان کی رکنیت ختم کر نے کا فیصلہ کیا ہے ق لیگ کی قیادت نے میڈیا کو بتایا کہ کشمالہ طارق نے فارورڈ بلاک بنانے اور پارٹی توڑنے کی کوششیں کی ہیں لہذا پارٹی نے ان کی پارلیمانی بورڈ سے رکنیت ختم کر دی ہے اور اس سلسلے میں الیکشن کمیشن کو بھی درخواست بھجوا دی ہے کہ وہ کشمالہ طارق کی رکنیت معطل کر دے تاہم کشمالہ طارق نے میڈیا کو بتایا کہ انہیں پارٹی کے اس فیصلے سے آگاہ نہیں کیا گیا جبکہ پارٹی کے ترجمان نے بتایا کہ پارٹی کی قیادت کی جانب سے کشمالہ طارق کو تحریری نوٹس بھجوا دیا گیا ہے اور کشمالہ طارق نے نوٹس وصول کر لیا ہے جبکہ کشمالہ طارق نے اس فیصلے سے مکمل لاتعلقی کا اظہار کیا ہے

جعلی پولیس مقابلہ پر پو لیس کے خلاف قتل کا مقدمہ درج کرنے کا حکم

گوجرانوالہ( اے پی ایس) ہائی کورٹ لاہور کے جج اکرم قریشی نے ڈسکہ پولیس مقابلہ میں مگو کماں کے رہائشی محمد کاشف کو گھر سے لے جاکر قتل کرنے کے جرم میں تھانہ صدر ڈسکہ کے ایس ایچ او رائے صفد کے خلاف302کے تحت مقدمہ درج نہ کرنے پر ہائی کورٹ نے پولیس کو طلب کر لیا ہے مگر پولیس عدالت میں حاضر ہونے کی بجائے پولیس سے جوڑ توڑ میں مصروف رہی یاد رہے کہ محمد کاشف کی والدہ اقبال بی بی نے بھی ہائی کورٹ میں رٹ دائر کر رکھی تھی کہ پولیس نے اسکے بیٹے کاشف کو گھر سے پکڑ کر کھیتوں میں لیجاکر لائن میں کھڑا کر کے قتل کر دیا ۔ پولیس مقابلہ کے بعد پولیس نے مفروروں اور انکے رشتہ داروںپٹواری ، ناظم اوربہن کے گھروں میں تباہی مچا دی ۔دیواریں ، دروازے مسمار کر دیئے ،لاکھوں روپے نقدی اور لاکھوں کے طلائی زیورات لوٹ لئے ، لاکھوں کی گھریلو اشیاءتوڑ کر ناکار بنا دیں، لاکھوں روپے مالیت کے21 مویشی بھی ہانک کر لے گئی ۔متاثرین نے پولیس کے خلاف ہائی کورٹ میں رٹ دائرکر دی ۔تفصیلات کے مطابق گذشتہ ماہ ڈسکہ ایڈیشنل سیشن جج کی عدالت سے پیشی بھگت کر گوجرانوالہ جیل میں واپس جاتے راستے میں پولیس وین سے ملزمان کے فرار ہونے کے بعد پولیس مقابلہ کے دوران ایک کانسٹیبل اور 4ملزمان ہلاک ہوئے فرار ہونے والے ملزمان اقبال اور اعجاز کے گھر والے وقوعہ کی خبر سن کر گھر سے بھاگ گئے جسکے بعد پولیس نے تھانہ صدر ڈسکہ کے ایس ایچ او رائے صفدرکی قیادت میں انکے گھر وںپر دھاوا بول دیا اور استعمال کی ہر چیز توڑ پھوڑ کر رکھ دی ایک ماہ بعد ہائی کورٹ کا پروٹیکشن آرڈر لیکر مفروروں کے رشتہ دار جب اپنے گھروں کو لوٹے تو نہ کوئی کھڑ کی تھی ، نہ کوئی دروازہ تھا اور نہ کوئی فریج ، ٹی وی تھا ہر چیز تہس نہس پڑی تھی ملزمان اعجاز اور اقبال کی والدہ بشیراں بی بی نے صحافیوں کوبتایا کہ پولیس نے مخالفین کے ساتھ ملی بھگت کر کے یہ وقوعہ بنایا اور دراصل وہ اعجاز اور اقبال کو قتل کرنا چاہتے تھے لیکن اسکے پیچھے اسکے دوست آرہے تھے تو پھر پولیس کی سازش پولیس مقابلہ میں تبدیل ہو گئی میرے نواسے کاشف کو پولیس گھر سے پکڑ کر لائی اور لاکر قتل کر دیا باقی تین مقتول بھی اپنے آپ کو پولیس کے حوالے کر چکے تھے اس کے باوجود انہیں قتل کر دیا گیا ہمارے گھروں کو مسمار کر دیا گیا ہے ہم ڈیڑھ مہینہ در بدر ٹھوکریں کھانے کے بعد ہائی کورٹ سے ریلیف لیکر گھروں میں آنے کے قابل ہوئے ورنہ نہ جانے پولیس ہمارا کیا حشر کر تی عمر رسیدہ بشیراں بی بی نے بتایا کہ ہمارے سات مویشی اور میری بیٹی اقبال بیگم کے دھدو بسراءگھر میں بھی اسی طرح تباہی مچا دی گئی ہے وہاں سے سترہ مویشی15تولہ طلائی زیورات دو لاکھ نقدی بھی لوٹ لئے میری خواہش ہے کہ میرے بیٹے اقبال اور اعجاز کسی عدالت کے زریعے اپنے آپ کو پولیس کے حوالے کر دیں اسلئے کہ مجھے خدشہ ہے کہ ظالم پولیس انکو بھی کسی جھوٹے پولیس مقابلہ میں قتل نہ کر دے ۔اعجاز اور اقبال کی دھدوبسراءمیں مقیم بہن اقبال بی بی نے بتایا کہ میں اپنے گھر والوں کے ہمراہ اپنے گھر میں موجود تھی کہ پولیس آئی اور میرے بیٹے کاشف کو گھر سے لے گئی ہم نے پولیس کی منت سماجت بھی کی مگر پولیس میرے بیٹے کو ٹھڈے مارتی ہوئی لے گئی اور کھیتوں میں لے جا کر جھوٹے مقابلہ میں قتل کر دیا ہم ڈر کے مارے اپنے گھروں کو چھوڑ کر چلے گئے پیچھے سے پولیس آئی اور انکے گھر میں تباہی مچا کر چلی گئی گھر کی کوئی چیز استعمال کے قابل تک نہیں چھوڑی پولیس گھر سے دو لاکھ روپے نقدی اور15تولے زیوارت بھی لوٹ کر لے گئی اور جاتے ہوئے انکے ڈیرہ سے14 بھینسیں بھی کھول کر لے گئی کیا یہ ہی قانون کی عمل داری، انصاف اور عدلیہ کی دعوے دار حکومت کا تحفہ ہے ناظم یونین کونسل گلوٹیاں کی بہن عصمت بی بی نے بتایا کہ کئی دنوں سے انکے بچے بھوکے پیاسے ہیں نہ کوئی گھر رہا ہے اور نہ کوئی ٹھکانہ میرے خاوند کا کوئی پتہ نہیں انکے ساتھ کوئی رابطہ نہیں پولیس نے اسکے سسرالی اور میکے والوں کے گھروں میں بھی تباہی مچا کر رکھ دی ، ناظم امانت کی بوڑھی اور معذوروالدہ نے روتے ہوئے بتایا کہ ظالموں نے ہمارا سب کچھ تباہ و برباد کر دیا ہے انہوںنے بتایا کہ ہمارا ہنستا بستا گھر پولیس نے برباد کر کے رکھ دیا ہے انہوں نے کہا کہ پولیس اہلکار مجھے غلیظ گالیاں اور دھکے دیتے رہے ہمیں انصاف دلایا جائے اقبال اور اعجاز کی بہن اور کاشف کی خالہ سمیرا نے بتایا کہ ہمارے گھرو ں میں تباہی مچانے لوٹ کھسوٹ کرنے اور انکے بھانجے کو قتل کرنے میں تھانہ سٹی ، تھانہ موترہ اور تھانہ صدر کی پولیس ملوث اعجاز کی بیوی زاہدہ بی بی نے بتایا کہ پولیس نے ہمارے گھروں میں تباہی مچا کر نہ جانے کس جرم کی سزا دی ہے ہمارا تو سب کچھ برباد ہو گیا ہے شبانہ ، آسیہ زوجہ مشتاق، لبنیٰ شہزادی، عذرا بی بی زوجہ جاوید، خالد زوجہ ریاض، محمد اشرف ولد برکت علی سکنہ فیصل آباد، شکر دین نے بتایا کہ پولیس نے ہمارے ہستے بستے گھروں کو اجاڑ کر رکھ دیا ہمارا جینا حرام کر کے رکھ دیاگیا، متاثرین نے اپنے گھر میںپولیس گردی کے خلاف احتجاجی مظاہرہ کیا اور صدر پاکستان ، وزیر اعظم پاکستان ، گورنر پنجاب ،وزیر اعلیٰ پنجاب سے مطالبہ کیا ہے کہ انکے گھروں کا سامان تباہ و برباد کرنے اور کاشف کو جھوٹے مقابلہ میں پار کرنے کے ذمہ دار پولیس افسران کے خلاف کاروائی عمل میں لائی جائے ۔ اس ضمن میں رابطہ پر ایس ایچ او تھانہ صدر ڈسکہ رائے صفدر نے بتایا کہ ملزمان نے ہمارا ایک کانسٹیبل شہید کر دیاوہ انکے گھروں میں ریڈکرنے ضرور گئے ہیں یہ کونسا انصاف ہے کہ ہمارا پولیس اہلکارکو جنہوں نے شہید کیاکیا ہم انکے برتن بھی نہیں توڑ سکتے۔نوٹ تصاویر ہمراہ ہیں۔۔

صحت بخش غذا کے بغیر ایڈز کے مریض پر دوائیں اپنا اثر انہیں دکھاتیں

واشنگٹن ۔ ماہرین کا کہنا ہے کہ ایچ آئی وی کے مریضوں پر دوائیں اسی صورت کارگر ثابت ہوتی ہیں جب وہ اس کے ساتھ صحت بخش غذابھی استعمال کریں۔ کینیا میں ایچ آئی وی کے مریضوں کی مالی مشکلات کے پیش نظر امریکہ کی انڈیانا یو نیورسٹی اور کینیا کی موئی یونیورسٹی نے ایک پروگرام شروع کیا ہے جس کے تحت ڈاکٹر اپنے نسخے میں مریضوں کے لیے صحت بخش غذا بھی تجویز کرتے ہیں اور مریضوں کی فلاح کے لیے کام کرنے والا ایک ادارہ انہیں نسخوں میں درج غذا فراہم کرتا ہے۔ ایم پاتھ ایچ آئی وی ایڈز کے مریضوں کے لیے ایک امدادی گروپ ہے جومریضوں کو دواؤں کی بجائے وہ سبزیاں، پھل اور دوسری صحت بخش غذائیں فراہم کرتا ہے جو ڈاکٹر اپنے مریض کو لکھ کردیتے ہیں۔ کینیا میں ایچ آئی وی ایڈز کے کئی مریض غربت کی وجہ سے صحت بخش غذائیں استعمال کرنے کی استعداد نہیں رکھتے۔ ایم پاتھ تنظیم اس سلسلے میں ان کی معاونت کرتی ہے۔ یہ تنظیم اس وقت تقریباً 70 ہزار مریضوں کی مدد کررہا ہے۔ تنظیم سے وابستہ ابراہیم بوانٹ کا کہنا ہے کہ پہلے ہم مارکیٹ سے مریضوں کے لیے سبزیاں، پھل اور دوسری غذائیں خریدا کرتے تھے، لیکن پھر ہمیں اندازہ ہوا کہ ہمیں اپنے مریضوں کے لیے خاص قسم کی سبزیوں کی ضرورت ہوتی ہے جسے ہم نے اب خود اگاناشروع کردیا ہے

امریکہ میں پاکستانیوں کی نئی اور پرانی نسل کے اختلافات

اس وقت پاکستانیوں کی تین نسلیں امریکا میں آباد ہیںآزاد امریکی معاشرے میں پرانی نسل کے پاکستانی اپنے بچوں کے بارے میں فکر مند ہیں
واشنگٹن ۔نئی اور پرانی نسل کے درمیان تصادم کی کیفیت دنیا کے ہر معاشرے اور ثقافت میں دیکھنے میں آتی ہے۔امریکہ میں آباد پاکستانیوں کی نئی اور پرانی نسل کو بھی ایک دوسرے سے کئی شکایات ہیں۔ امریکہ میں اس وقت پاکستانیوں کی تین نسلیں موجود ہیں۔ تقریباً چار عشرے قبل آنے والے پاکستانیوں کے بچے اب خود بھی صاحب اولاد ہوچکے ہیں اور ان میں کئی ایک کے بچے اسکولوں میں پڑھ رہے ہیں۔ امریکہ کے آزاد معاشرے میں پرانی نسل کے پاکستانی اپنے بچوں کے بارے میں بڑے فکر مند رہتے ہیں اور وہ یہ کوشش کرتے ہیں کہ ان کے بچے مغربی ماحول کی آلائشوں سے محفوظ رہیں۔ دوسری جانب نئی نسل اپنے بزرگوں اور والدین کی روک ٹوک اور پابندیوں کے شاکی ہیں۔ ایک نوجوان کا کہنا تھا کہ مجھے یوں محسوس ہوتا ہے کہ جیسے میں ایک جیل میں زندگی گزار رہا ہوں۔ ایک اور پاکستانی کا کہنا تھا کہ امریکی معاشرے میں کوئی کسی کی پروا نہیں کرتا۔ کسی کو اس سے سرکار نہیں ہے کہ ان کے پڑوس میں رہنے والا کیا کررہا ہے جبکہ پاکستان میں بچوں اور نوجوانوں پر پورے محلے والے نظر رکھتے ہیں اور کوئی ایسی ویسی بات ہو تو فوراً والدین تک پہنچادیتے ہیں۔ ایک اور پاکستانی کا کہنا تھا کہ امریکہ کے قوانین ایسے ہیں کہ والدین ایک حد تک ہی اپنے بچوں پر سختی کرسکتے ہیں۔ یہاں ایسے واقعات بھی دیکھنے میں آئے ہیں کہ بچے ماں باپ کی ڈانٹ ڈپٹ پر 911 کو فون کر کے پولیس کو بلالیتے ہیں۔

اتحادی جماعتوں کا حکومت کی ١٠٠ روزہ کارکردگی پر عدم اطمینان کا اظہار

اسلام آباد ۔ حکومت کی اتحادی جماعتوں پاکستان مسلم لیگ(ن) ، جمعیت علماء اسلام ( ف)ا ور عوامی نیشنل پارٹی نے حکومت کی 100 روزہ کارکردگی پر عدم اطمینان کا اظہار کردیا تاہم اس کی وجوہات کو مدنظر رکھنے اور سنگین چیلنجز کی جانب قوم کی توجہ مبذول کرائی گئی ہے پاکستان مسلم لیگ(ن) نے کہا ہے کہ حکومت کو اہداف کے حصول میں ناکامی ہوئی ہے ۔ ہم حکومتی پالیسیوں کے ذمہ دار نہیں ہے حکومت خود اس حوالے سے جواب دہ ہے ۔ عوامی نیشنل پارٹی نے کہا ہے کہ امن وامان کا قیام اور پارلیمنٹ کی بالادستی حکومت کی ترجیحات ہے ۔اس میں حائل رکاوٹوں کو جو کمزور ہو چکی ہیںکودور کرنے کی ضرورت ہے۔جبکہ جمعیت علماء اسلام(ف) نے حکومتی کرنے کا وعدہ پورا نہیں کیا گیا ہے جبکہ جماعت اسلامی پاکستان اور سینٹ میں آزاد اپوزیشن نے قرار دیاہے کہ صرف چہرے تبدیل ہوئے ہیں نظام حالات پالیسیاں تبدیل نہیں ہوئیں حکومت نے سو دنوں میں ناکامیوں ، مایوسی اور ناامیدی کے سوا قوم کو کچھ نہیں دیا۔ ا س امر کا اظہار جمعیت علمائے اسلام(ف) کے سربراہ مولانا فضل الرحمان ، پاکستان مسلم لیگ(ن) کے سیکرٹری جنرل سینیٹر اقبال ظفر جھگڑا ، سینٹ میں آزاد اپوزیشن کے رہنما اور جماعت اسلامی کے پارلیمانی لیڈر سینیٹر پروفیسر خورشید احمد ، عوامی نیشنل پارٹی کے مرکزی سیکرٹری اطلاعات زاہد خان نے منگل کو ثناء نیوز سے حکومتی کارکردگی کے حوالے سے بات چیت کرتے ہوئے کیا ۔ حکومت کے سو روزہ پروگرام پرعملدرآمد کے حوالے سے 9 جولائی (کل) مقررہ مدت پوری ہوجائے گی بیشتر قومی ایشوز میںپیش رفت نہیں ہو سکی ہے ۔مولانا فضل الرحمان نے کہاہے کہ حکومت نے اپنی ترجیحات اور سمت کاتعین تھاکہ اہداف کے حصول کے لیے سفر کا آغاز کرناہے ۔ تاہم رکاوٹوں کی دوری کے لیے موثر حکمت عملی سامنے نہیں ہے۔ ان سو دنوں میں اتحادی جماعتوں کے درمیان مشاورت کا فقدان رہا کسی معاملے میں کوئی پیشرفت نہیں ہوئی ۔ عدلیہ کے حوالے سے دونوں بڑی جماعتیںش مسئلے کے حل پر اتفاق رائے پیدا نہیں کر سکیں ہیں جس کی وجہ سے عوام میں مسائل کے حوالے سے گہری تشویش پائی جاتی ہے۔ عوام آٹے کے بحران ، بے روزگاری ،مہنگائی ، گیس ، پٹرول کی بڑھتی ہوئی قیمتوں بد امنی کیوجہ سے حکومت سے ناراض نظر آ رہے ہیں۔حکومت کو مہنگائی کے حوالے سے عوام کے کرب کا اندازہ اور ادراک نہیں ہے ۔ دونوں بڑی جماعتوں کی ترجیحات میں فرق عام آدمی کی مشکلات کے حل میں رکاوٹ کا سبب ہے ۔ مایوسیوں کی وجہ ہے ۔ ایسے میں قبائلی علاقوں میں آپریشن کی باتیں کی گئیں فوج کو استعمال کیاگیا ۔ اگرچہ اتنے بڑے پیمانے پر آپریشن نہیں ہوا۔ تاہم فاٹا سے فوجیں واپس بلانے کے حوالے سے کوئی اشارہ نہیں ملا ہے ان سو دنوں میں یہ تاثر عام کیاگیا کہ حکومت قبائل اور بلوچستان میں فوج کے استعمال کو ترجیح دینا چاہتی ہے اس تاثر نے عوام کو مزید تشویش میں مبتلا کیا امن و امان میں کوئی پیشرفت نہیں ہوئی۔ البتہ باڑہ میں ضرور آپریشن شروع ہوا ۔ معاہدے توڑنے کے بیانات دئے جا رہے ہیں جس کی وجہ سے بد امنی کی فضا دوبارہ پیدا ہو گئی ہے ۔ اسلام آباد اور کراچی میں دھماکوں کے امن کی فضا کو سبوتاژ کیاہے۔ بہرحال ان ساری چیزوں کا تعلق پالیسیوں سے بنتا ہے ۔ اس بات پر اطمینان ہوا تھاکہ تمام فیصلے پارلیمنٹ میں کئے جائیں گے۔ مگر پارلیمنٹ کو نہ فاٹا آپریشن کے بارے میں اعتماد میں لیاگیا نہ خارجہ پالیسی پر پارلیمنٹ میں بحث ہو سکی ہے ۔ اس طرح خطے میں عالمی قوتوں کی موجودگی جو کہ فساد کی اصل جڑ ہے اور جس نے پاکستان کی خارجہ پالیسی کو بری طرح متاثر کیا کے حوالے سے بھی خارجہ پالیسی کو نئی سمت نہیں دی گئی ۔اس حوالے سے ابھی تک پارلیمنٹ کا کردار محدود ہے ۔ کسی معاملے میں کوئی پیشرفت نہیں ہوئی ۔ بلکہ ان سو دنوں میں چار جماعتوں کا کوئی ایک مشترکہ اجلاس بھی نہیں ہو سکا ہے۔ جو حکمران اتحاد میں کمزوری کی نشاندہی کرتا ہے ۔مولانا فضل الرحمان نے کہا کہ سزائے موت کو ختم کر کے مذہبی حلقوں کو ناراض کیاگیا ۔ کارکنان میں حکمران اتحاد کے حوالے سے تشویش پائی جاتی ہے۔ انہوں نے کہاکہ پارلیمنٹ کو بالا دست بنانے کے لیے مستحکم پالیسیاں بنانا ہوں گی ۔ مولانا فضل الرحمان نے کہا کہ ملک میں دینی و مدہبی قوتوں کے درمیان اسلامی نطریے کے حوالے سے نصب العین کے بارے میں کوئی جھگڑا نہیں ہے ۔ دینی و مذہبی قوتوں کا مقصد اوردشمن مشترک ہیں ۔طریقہ کار میں اختلاف ہوسکتا ہے ۔ تاہم اس کا مطلب یہ نہیں ہے کہ ہم آپس میں لڑتے رہیں۔ اتحاد یکجہتی کو فروع دینا ہو گا۔ انہوں نے کہاکہ دینی حلقوں کو لڑانے کی سازشیں ہو رہی ۔ بد اعتمادی کی جو فضا قائم کی کوشش جاری ہے اسے ناکام بنانا ہو گا شہدا لال مسجد کانفرنس میں دینی و مذہبی جماعتوں نے بے مثال یکجہتی کا اظہار کیا ہے اسے فروغ ملنا چاہیے ۔سینیٹر اقبال ظفر جھگڑا نے کہاہے کہ وزیر اعظم نے 100 روزہ اہداف کا اعلان کیا تھا ۔ ان کو چاہیے کہ وہ حکومتی کارکردگی کے حوالے سے قوم کو بتائیں ۔جہاں تک پاکستان مسلم لیگ ن کا تعلق ہے ہم حکمران اتحاد کا حصہ ضرور ہیں مگر حکومت کا حصہ نہیں ہیں ۔ حکومت کی جانب سے جواعلانات کئے گئے تھے غالباً انمیں پیش رفت نہیں ہوئی ہے نہ انہیں حاصل کیا جا سکا تاہم اس کی وجوہات بھی ہیں ۔ اس دوران حکومت کو بڑے بڑے چیلنجز کا سامنا رہا تاہم یہ بات بھی ہے کہ حکومت کو سوچ سمجھ کر اعلانات کرنے چاہےئں تھے ۔ دعا ہے کہ حکومت نے جن اہداف کا اعلان کیا ہے ان میں وہ کامیاب ہو جائے ۔قومی کی بہتری ، حالات سدھریں ظاہر ہم سے جو مدد ہوگی ہم وہ کریں گے۔ چیلنجز کافی سنگین ہیں ۔ انہوں نے کہاکہ پاکستان مسلم لیگ ن اس وقت صرف حکمران اتحاد کا حصہ ہے حکومتی پالیسیوں سے ہمارا کوئی تعلق نہیں ہے ۔ ٹائم فریم میں ججز بحال نہ ہوئے ، پاکستان مسلم لیگ ن کے وفاقی وزراء مستعفی ہو گئے تھے ۔ انہوں نے کہاکہ سارے معاملات میں پرویزمشرف رکاوٹ ہیں۔ اس رکاوٹ کو دور کرنے کے لیے بھی اقدامات نہیں کئے گئے۔ حکومت نے سو دنوں میں کیاحاصل کیاہے ۔ کیا کارکردگی ہے۔ ہم حکومت کا حصہ نہیں ہیں اس لےیئ اس بارے میں حکومت خود ہی بہتر بتا سکتی ہے۔ سینیٹر پروفیسر خورشید احمد نے کہا کہ سو روزہ پروگرام محض اعلان تھا ۔ قوم کو دھوکہ دیاگیاہے ۔ عملدرآمد تو دور کی بات ہے ان اہداف کے حصول کے لیے اعلانات پر عملدرآمد کا آغاز تک نہیں ہو سکا۔ مایوس کن صورتحال ہے۔ 18 فروری کے انتخابات کے نتیجے میں قوم کو توقع تھی کہ سیاسی قیادت قربانی دیگر عوام پر توجہ دے گی۔ حکومت تبدیل ضرور ہے مگر پالیسیوں کا تسلسل جاری ہے ۔ 18 فروری کے انتخابات کے نتیجے میں پرویز مشرف ختم ہو گئے تھے ۔ جو دوبارہ سر اٹھا رہے ہیں ۔اس حوالے سے عوامی توقعات کو پورا کرنے کے سلسلے میں حکومت بری طرح ناکام ہو ئی ہے ۔ خرابی اورمسائل بڑھ رہے ہیں ۔ اسلام آباد اور کراچی میں بم دھماکے ہو رہے ہیں ۔ پارلیمنٹ کی بالا دستی کا یہ حال ہے کہ جو بجٹ تین ہفتوں تک زیر بحث رہتا تھا صرف گیارہ دنوں میں بجٹ کی منظوری حاصل کر لی گئی ۔ آئینی پیکج پارلیمنٹ اور عدلیہ کے پر کاٹنے کے لیے لایا گیاہے ۔ تاکہ ان دونوں اداروں پر ایگزیکٹو حاوی ہو ۔ حالات زیادہ خراب ہیں ہو شربا مہنگائی ہے۔ ڈالر کے مقابلے میں روپے کی قیمت گر رہی ہے ۔ زرمبادلہ کے ذخائر کم ہو رہے ہیں ۔افراط زر قابو میں نہیں ہے۔ پارلیمنٹ میں فیصلے کرنے کا دعوی کیاگیاتھا جبکہ نام نہاد دہشت گردی کے خلاف جنگ اور فرنٹ لائن اتحادی ملک ہونے کی حیثیت میں پاکستان کی پوزیشن زیادہ خراب ہوئی ۔ پاکستان نے اپنی روایات ضرورت اور مفاد کے مطابق جو امن معاہدے کئے انہیں سبوتاژ کیا جارہاہے ۔ صرف چہرے تبدیل ہوئے ہیں ۔ نظام پالیسی اور حالات تبدیل نہیں ہوئے ناکامی مایوسی نا امیدی کے سوا کچھ نہیں دیا گیا ۔عوامی نیشنل پارٹی کے مرکزی سیکرٹری اطلاعات زاہد خان نے کہا کہ نئی حکومت کو تشدد اور مخدوش امن و امان کی صورت حال ورثے میں ملی ہے ۔ صورت حال میں بہتری کے لیے مختلف سطح پر مذاکراتی عمل شروع ہوا اگرچہ سو فیصد کامیابی حاصل نہیں کرسکے ۔ تاہم کچھ نہ کچھ ضرور حاصل کیا ہے انہوں نے کہا کہ ہمیں یہ بھی اندازہ ہے کہ عوام کو وہ ریلیف نہ د ے سکے جس کی وہ توقعات کررہے تھے۔ تاہم زیادہ ترجیح پارلیمنٹ کی بالادستی اور امن وامان کے شعبے کو دی گئی ہے ۔ پارلیمنٹ کے استحکام اور مضبوطی کے لیے آئینی پیکج تیار کیا گیا یقینا پارلیمنٹ کی بالادستی کے نتیجے میں عوامی خواہشات پوری ہو سکیںگی ۔ حکومت کو جن مشکلات کا سامنا ہے وہ عوام کے سامنے ہین ۔ یہی مشکلات اور رکاوٹین امن وامان کو سبوتاژ کرتی ہیں۔ پارلیمنٹ کی بالادستی اور امن کی راہ میں حائل یہ رکاوٹیں مضبوط نہیں کمزور ہو گئی ہیں اہداف حاصل کرلیں گے کوشش ہے کہ عوام کے مسائل حل کریں انہوں نے کہا کہ گزشتہ آٹھ دس روز میں حکمران اتحاد کا اجلاس متوقع ہے ۔

من موہن سنگھ کی جان مشکل میں ، بائیں بازو کی جماعتوں کاحکومت سے الگ ہونے کا اعلان

نئی دہلی ۔ بھارت کے حکمران ا تحاد میں شامل بائیں بازو اور کمیونسٹ جماعتوں نے امریکہ کے ساتھ جوہری تعاون کے معاہدے کے خلاف حکومت کی حمایت احتجاجا ختم کرنے کا اعلان کردیا ہے ۔ اعلان کمیونسٹ پارٹی آف انڈیا کے سربراہ پرکاش کارت نے نئی دہلی میں نیوز کانفرنس کے دوران کیا کمیونسٹ پارٹی کے راہنما کے مطابق حکومت کی جانب سے ایٹمی تعاون معاہدہ ختم نہ کرنے کے باعث ان کیپ اس حکومت سے علیحدہ نہ ہونے کے علاوہ کوئی راستہ نہیں تھا۔ انہوں نے کہا کہ امریکہ کے ساتھ متنازعہ جوہری معاہدے کے نفاذ کے لیے وزیراعظم من موہن سنگھ کی طرف سے حتمی فیصلے کے بعد بائیں بازو کی جماعتوں نے علیحدہ ہونے کا فیصلہ کرل یا ہے ہم نے صدر سے ملنے کا فیصلہ کیا ہے اور ہم (آج) بدھ سے حکومت کی حمایت سے باضابطہ طورپر علیحدہ ہو سکتے ہیں بائیں بازو کی جماعتوں کی جانب سے حکومت کی حمایت ختم ہونے کے بعد سماج وادی پارٹی کی جانب سے حکومت میں شامل ہونے کا امکان ہے ۔

جی ایٹ کے صنعتی ممالک نے دنیا بھر سے گرین ہاؤس گیسوں کے اخراج میں نصف کمی کی توثیق کردی ہے ۔جاپانی وزیراعظم

ٹوکیو۔جاپان میں جاری جی ایٹ اجلاس میں شریک عالمی رہنما منگل کو گلوبل وارمنگ سے نمٹنے کے لیے 2050 ء تک کاربن اخراج میں پچاس فیصد کمی کا عالمی ہدف متعین کرنے پر تیار ہوگئے ہیں۔ گزشتہ برس جی ایٹ اجلاس کے دوران گروپ میں شامل ممالک نے سنہ 2050 تک کاربن اخراج میں پچاس فیصد کمی لانے پر ’سنجیدگی سے غور‘ کرنے کا فیصلہ کیا تھا۔ کاربن اخراج میں کمی کرنے کا اعلان جاپان کے وزیراعظم یاسوؤ فکودا نے جاپانی جزیرے ہوکائدو میں جاری اجلاس کے دوسرے دن کیا۔جی ایٹ ممالک کے مندوبین نے یہ مشترکہ اعلان پیر کو رات گئے تک جاری رہنے والی بات چیت کے بعد تیار کیا ہے۔ اس مشترکہ اعلان میں کہا گیا ہے کہ جی ایٹ ممالک اس حوالے سے ماحولیاتی تبدیلی کے کنونشن پر دستخط کرنے والے اقوامِ متحدہ کے دیگر دو سو رکن ممالک کے ساتھ مل کر کام کریں گے تاکہ 2050 تک گرین ہاؤس گیسوں کے اخراج کو نصف کیا جا سکے۔ جی ایٹ ممالک کا کہنا ہے کہ یہ ہدف حاصل کرنے کے لیے درمیانی مدت کے اہداف کے تعین اور قومی منصوبوں کی ضرورت ہے۔ جاپان کے وزیراعظم یاسوفکودا نے کہا ہے کہ جی ایٹ صنعتی ممالک نے دنیا بھر میں 2050 ء تک گرین ہاؤسز کے نصف اخراج کی توثیق کردی ہے ۔ جاپانی وزیراعظم نے کہا کہ گرین ہاؤسز کے نصف اخراج کے حوالے سے شمالی جاپان میں جی ایٹ اجلاس میں معاہدہ ہوا ہے ۔ یاسوفکودا نے کہا کہ جی ایٹ ممالک نے انفرادی طور پر ممالک سے کہا ہے کہ وہ بھی عالمی حدت کو کم کرنے کے لیے گرین ہاؤسز کے اخراج کو ہدف بنا کر اس کو یقینی بنائیں۔ جاپانی وزیراعظم کا یہ بھی کہنا تھا کہ وہ چین اور بھارت سے گیسوں کے اخراج میں کم کے لیے تعاون کی اپیل کریں گے۔ امریکہ کا پہلے ہی یہ کہنا ہے کہ وہ کاربن اخراج میں کمی کے کوئی ہدف حاصل کرنے پر اس وقت تک رضا مندی ظاہر نہیں کرے گا جب تک چین اور بھارت اپنے کاربن اخراج پر قابو نہیں پاتے۔ جی ایٹ جلاس کے دوسرے دن ماحولیاتی تبدیلی کے علاوہ عالمی معیشت کو تیل کی بڑھتی قیمتوں سے درپیش خطرات پر بھی بات چیت ہو رہی ہے اور اعلمی رہنماؤں نے اس حوالے سے اپنے خدشات کا اظہار کیا ہے۔ امریکہ، جاپان، برطانیہ، کینیڈا، فرانس، جرمنی، اٹلی اور روس جی ایٹ کے رکن ہیں اور جی ایٹ اجلاس میں رکن ممالک کے علاوہ چین، انڈیا، برازیل اور جنوبی افریقہ بھی شامل ہو رہے ہیں۔ پندرہ افریقی ممالک بھی اجلاس میں شریک ہیں۔ اجلاس میں شریک عالمی رہنما بایو فیول کے مسئلے پر بھی بحث کریں گے کیونکہ بیو فیول کے لیے فصلوں کی پیداوار کو عالمی پیمانے پر اشیائے خوردونوش کی قیمتوں میں حالیہ اضافے کا ذمہ دار قرار دیا جا رہا ہے۔ ایک روز قبل پیر کو عالمی بینک کے صدر رابرٹ زوئلک نے کہا ہے کہ امیر ممالک میں بایو فیول کے حوالے سے پالیسیوں میں تبدیلی ضروری ہے۔ انہوں نے ترقی یافتہ ممالک پر زور دیا ہے کہ وہ بھوک کا شکار افراد کی ضروریات پوری کرنے کے لیے زیادہ سے زیادہ خوراک اگائیں۔انہوں نے امریکہ اور یورپی یونین میں مکئی اور بنولے سے تیار کیے جانے والے ایندھن کو خوراک کی قیمتوں میں اضافے کا ذمہ دار قرار دیا۔ جی ایٹ اجلاس کے موقع پر جاپان میں گلوبلائزیشن مخالف مظاہرے بھی ہوئے ہیں اور اس سہ روزہ اجلاس کے لیے جاپان کے شہر ٹویاکو میں بیس ہزار سے زائد پولیس اہلکار تعینات کیے گئے ہیں۔

تیل اور خوراک کی بڑھتی ہوئی قیمتیں ترقی پذیر ممالک کو تباہ کردیں گی ۔ ڈی ایٹ سربراہان

کوالالمپور ۔ ڈی ۔ ایٹ سربراہی کانفرنس میں ملائیشیا ، انڈونیشیا اور دیگر رکن ممالک نے عالمی سطح پر خوراک کی پیداوار بڑھانے اور تیل کی بڑھتی ہوئی قیمتیں روکنے کے لیے مستقل حل تلاش کرنے کی ضرورت پر زور دیا ہے ملائیشیا کے وزیراعظم عبداللہ بداوی نے اپنے خطاب میں کہا کہ دنیا میں جاری خوراک کی قلت کو دور کرنے اور اس کی قیمتوں میں کمی کے لیے ہمیں خوراک کی پیداوار میں اضافہ کرنا ہو گااور تیل کی بڑھتی ہوئی قیمتوں کو بھی معمول پر لانا ہو گا جس کی وجہ سے دنیا بھر کے ممالک کی معیشت تیزی سے گررہی ہے ۔ انڈونیشیا کے صدر سیلو بیمینگ نے کہا ہے کہ تیل اورخوراک کی بڑھتی ہوئی قیمتیں غریب ممالک کو تباہ کررہی ہیں ڈی ایٹ مسلم ممالک کی ایک تنظیم ہے جس میں ملائیشیا ، ایران ، پاکستان ، ترکی ، مصر ، انڈونیشیا ، نائیجریا اور بنگلہ دیش شامل ہیں ۔ واضح رہے کہ تیل برآمد کرنے والی تنظیم اوپیک کے ممبر ممالک کا تعلق بھی زیادہ تر اسی تنظیم سے ہے ۔

امریکی ڈالر کے مقابلے میں روپے کی قدر میں مزید کمی

اسلام آباد ۔ معاشی اور سیاسی عدم استحکام کے باعث امریکی ڈالر کے مقابلے میں روپے کی قدر میں کمی کا رحجان برقرار ہے اور منگل کو انٹربینک ٹریڈنگ کے دوران ایک ڈالر 73.10 روپے کی بلند تریں سطح پر ٹریڈ ہوتے ہوئے دیکھا گیا۔ مبصرین اسے معاشی اور سیاسی عدم استحکام کا شاخسانہ قرار دیتے رہے ہیں۔ ان کا کہنا ہے کہ اگر صورتحال جوں کی توں رہی تو روپے کی قدر میں مزید کمی ہو سکتی ہے۔

D-8 nations for innovative cooperation to meet challenges

KUALA LUMPUR: Pakistan and other D-8 Muslim developing countries Tuesday in a joint declaration reaffirmed their determination to meet global challenges through innovative cooperation and called for promoting socio-economic interaction, peace and tolerance. The D-8 countries comprising Pakistan, Malaysia, Iran, Turkey, Indonesia, Bangladesh, Egypt and Nigeria adopted a joint statement at the conclusion of 6th D-8 Summit, urging the need to coordinate through negotiations to resolve various issues. The Summit ended with the joint note of enhancing cooperation in areas including current global food shortage, global warming, labour migration, Islamic banking and finance, and strengthening of global halal industry. On global economic crisis, the D-8 countries agreed to promote the interests of developing countries and redouble efforts to meet global challenges through innovative cooperation. The joint statement stressed that in trade, the developed countries should fully take into account the conditions of developing countries to ensure effective and beneficial integration of countries into global economy. It also called for emphasizing the importance of a meaningful and fair conclusion of negotiation of Doha Development Round as soon as possible. The D-8 countries agreed that areas of international cooperation and should be fair, transparent and non discriminatory and reaffirmed full support of the speedy accession of Iran into the WTO. The countries expressed concern on adverse effects of spiralling oil price and called upon the international community to urgently address the issue. The summit urged cooperation on protecting the rights of migrant workers, both within the context of D-8 and in other regional and global processes, including the Global Forum on Migration and Development. They acknowledged the efforts of the private sector to strengthen collaboration in global Halal industry, biotechnology and renewable energy and the potentials of Islamic banking and finance. The summit expressed satisfaction on the significant growth in intra D-8 trade from USD 14.5 billion in 1999 to USD 60.5 billion in 2007, representing an increase of more than 200 per cent over a period of 8 years, and hoped that the trade volume would further increase with the entry into force of Preferential Trade Agreement (PTA). The summit urged for early implementation of the Agreement on Simplification of Visa Procedures for D-8 businessmen, signed by Malaysia and ratified by Bangladesh, Iran, Pakistan and Turkey. The summit also instructed the Commission to examine the initiative of Iran on the establishment of a Joint Investment Fund for supporting implementation of D-8 projects.

Dollar hits all-time high versus Rupee

KARACHI: US dollar Tuesday reached on highest level of Rs 73 Pak rupees in inter-bank. The local currency has went down by 14 percent against the US dollar in Year 2008.“Rising oil prices and other large foreign payments and decreasing foreign investments are the major causes of depreciation of Pak Rupee”, economists said.

CANNES: European Union nations unanimously welcomed Monday sweeping new guidelines for controlling immigration and are on track to sign the pact in October, the EU's French presidency said.At informal talks in the Riveria resort city of Cannes, France, EU interior ministers threw their weight behind the "European Pact on Immigration and Asylum" after France softened the text in the face of Spanish opposition."The interior ministers gave their unanimous accord on the principles, the objectives, the presentation and the structure of the pact," French Immigration Minister Brice Hortefeux told reporters."This accord permits the perspective of a signature in mid-October" at a summit of EU leaders, said Hortefeux, whose country took over the EU's rotating presidency on July 1.He acknowledged that the latest draft of the document, drawn up by France with the previous Slovenian presidency over the last six months, contained "some improvements, some enrichment."The pact sets out principles for the EU to manage migration, fight illegal immigration and help development in poor countries that people are leaving or traveling through to get to Europe.Even Spain, which resisted French moves to insist on "integration contracts" forcing immigrants learn the language of their new home, said the document now largely respects the Spanish domestic system."We are satisfied, we believe that this recognizes the major part of our model of immigration," said Spanish Interior Minister Alfredo Perez Rubalcaba.Others insisted that the 27 nations were not erecting ever-higher walls even though Europe has had to increase security on its borders with the outside world, in exchange for passport-free travel inside."I can't see any walls around Europe," said German Interior Minister Wolfgang Schaeuble. "There are six million illegal immigrants in Europe. We have to fight illegal immigration and supervise legal migration."Luxembourg Justice Minister Luc Frieden said: "It's not about building a wall. Europe alone can decide who should enter. We should have drawn up a pact like this 10 years ago.""Europe is neither a fortess nor a sieve," said Hortefeux.In endorsing the pact -- in the same building as film stars are feted at the Cannes Film Festival -- the ministers have committed Europe to a new vision of immigration.Officials said it will set the immigration agenda for years to come.The agreement will organize legal immigration based on a state's needs and ability to welcome people, and combat illegal immigration, ensuring that foreigners who do not have papers are removed.EU nations would base legal immigration on workers or professionals whose skills are tailored to their particular labour needs, favouring those who would stay in their countries long term.The ministers will also pledge to try to avoid handing out residency permits en masse. Italy and Spain have angered some of their partners by giving papers to some 700,000 people in recent years.Refugees will be increasingly obliged to apply for asylum from outside -- some 220,000 people did so last year -- although the EU will strive to better channel aid to those countries they are fleeing.Greens member of the European Parliament, Helene Flautre, said the agreement was simply French immigration policy writ large and contained no added European value."This pact shows that we are not more clairvoyant at 27 than we are alone," she said in a statement."While they can agree on controlling borders or expelling people, the states still refuse to put in place an immigration policy that is really able to confront the challenge."

Left-wing parties storm out of Indian coalition

NEW DELHI: A bloc of Indian left-wing and communist parties announced Tuesday they were pulling out of the country's coalition government in protest against a nuclear energy deal with the United States.The decision, however, is not expected to cause the collapse of the Congress-led government of Prime Minister Manmohan Singh, who last week managed to secure the support of a regional party.Top Marxist leader Prakash Karat told reporters that the "time has come" for the political left to bail out of the coalition in the wake of Singh's decision to push ahead with implementing the controversial nuclear energy deal."We have decided to ask the president for an appointment so that we can formally withdraw support tomorrow," Karat said.Singh and US President George W. Bush in 2005 unveiled the agreement to share civilian nuclear technology -- a deal that when finalised would see India entering the fold of global nuclear commerce after being shut out for decades.Singh argues the pact is crucial for India's energy security.But the four-member bloc of left-wing parties, who have 59 seats in the 545-member parliament, insist the deal would bind India too closely to the United States, and have threatened repeatedly to force early elections if it moves forward.They say the deal runs counter to India's status as a figurehead in the non-aligned movement.They also believe that allowing UN inspections of the country's civil nuclear programme -- as demanded by the Americans -- would harm India's strategic weapons programme.The White House warned Tuesday that time was running short to ratify a landmark US-India civilian nuclear agreement during Bush's term, which ends in January.Speaking on the eve of Bush's talks with Singh, spokeswoman Dana Perino said the US Congress had a heavy workload and "a limited number of legislative days."Perino brushed aside a question about whether Singh was expected to announce that he is ready to move ahead with the agreement, saying it was "premature to say" before the leaders met on the margins of a rich nation summit."But obviously we've maintained a strong commitment to carrying through on our side of the deal, and obviously India has had a lot of discussion among its political parties," she told reporters."It's been a long road, and there's been a healthy debate," Perino said."We'll have to see what he's able to bring on the India civil nuclear agreement," she said. "It could be that he's ready to move forward -- but it also could just as likely be that they have a little bit more work to do.""But we obviously recognise as well that we have a limited number of legislative days for our congress to get a lot of work done," said the spokeswoman.

Three suicide bombers enter in Islamabad: report

ISLAMABAD: Intelligence agencies on Tuesday reported that three alleged suicide bombers have entered in federal capital who might hit important political and religious figures.According to the report, the three alleged bombers, namely Alam Zeb, Sajid Muawya and Mujahid Hussain, belong to Lashkar-e-Abdullah Parachinar.Report further disclosed that Taliban Majlis-e-Shoora, in its recent meeting held at Bajaur, has finalized the plan for suicidal attacks in Islamabad, Lahore, Karachi and other major cities besides setting up the squads for the purpose.In view of the report of Intelligence agencies, federal Interior Ministry has put a ban on rallies and processions at public spots in Islamabad.Meanwhile, the security has also been tightened throughout the country and more troops have been deployed at sensitive spots.Advisor to PM on Interior Rehman Malik has directed the Interior Ministry to mention certain places for processions and rallies in the federal capital, so that they could not harm security arrangements and routine life in the city. On his directives, the ministry has asked Chief Commissioner and IG Police Islamabad to locate certain places in the city for the purpose in consultation with the Capital Development Authority (CDA), a handout said.

Conspiracy of ethnic riots foiled: Mirza

KARACHI: Sindh Home Minister Zulfiqar Mirza has said that a conspiracy of ethnic riots in Karachi hatched by the undemocratic forces and anti-state elements has been foiled.Addressing a press conference in Karachi the home minister said that the chief minister had issued suspension orders of the police officers negligent of their duty but no such police official has been found. He said an investigation team headed by Saudi Mirza tackling the probe. Mirza said eight motorbikes were used for the series of blasts in Karachi, which occurred with one and one and half minute intervals. He said the government has taken steps to curb the kidnapping for ransom incidents and no such incident has been reported within last one week. Talking on law and order situation in Karachi’s Lyari area, the minister said that the situation returning to normalcy after deployment of the Rangers contingents.

G-8 endorses halving emissions by 2050

TOYAKO: The Group of Eight leading industrial nations on Tuesday endorsed halving world emissions of greenhouse gases by 2050, edging forward in the battle against global warming but stopping short of tough, nearer-term targets.The G-8 countries — the United States, Japan, Russia, Germany, France, Britain, Canada and Italy — also called on all major economies to join in the effort to stem the potentially dangerous rise in world temperatures."The G-8 nations came to a mutual recognition that this target — cutting global emissions by at least 50 percent by 2050 — should be a global target," said Japanese Prime Minister Yasuo Fukuda, who announced the endorsement.The G-8 last year at a summit in Germany pledged to consider the 2050 target, and this year's Japanese hosts had hoped to solidify that commitment at the meeting in Toyako, northern Japan.The G-8 has been under pressure to secure commitments by wealthy nations to push forward stalled U.N.-led talks on forging a new accord to battle global warming by the end of next year.Tuesday's statement, however, addressed world emissions rather than just those produced by wealthy countries.The United States hailed the agreement, which Washington said fit with its stance that all major economies — such as China, India and others — need to participate in reducing emissions. Major developing nations have urged wealthy countries to take the first step in cutting greenhouse gases."It has always been the case that a long-term goal is one that must be shared. So the G-8 has offered today is a G-8 view of what that goal could be and should be but that can only occur with the agreement of all the other parties," said Jim Connaughton, chairman of the White House's Council on Environmental Quality.Environmentalists criticized the statement for failing to go beyond the G-8 statement last year."So little progress after a whole year of Ministers’ meetings and negotiations is not only a wasted opportunity, it falls dangerously short of what is needed to protect people and nature from climate change," said Kim Carstensen, director of the World Wildlife Fund's Global Climate Initiative.Environmentalists have argued that the 50 percent reduction target is insufficient, and have clamored for ambitious targets for countries to cut emissions by 2020. Japan itself has set a national target for cutting emissions by between 60 percent and 80 percent by 2050, but has not set a midterm goal.Such shorter-term targets have been much more difficult to reach consensus on. The United States, for instance, has argued that meeting a Europe-supported goal of reducing emissions by between 25 and 40 percent by 2020 is unrealistic.In a nod to such disagreements, Fukuda said the G-8 countries would set individual targets."The G-8 will implement aggressive midterm total emission reduction targets on a country by country basis," he said.European Commission President Jose Manuel Barroso said the agreement constituted a "new, shared vision by the major economies" that would support the U.N.-led effort on a new global warming accord."This is a strong signal to citizens around the world," he said in a statement, calling for a renewed push behind the U.N. talks, which aim to conclude a new pact at a meeting in Copenhagen, Denmark, in December 2009.

Iran stages war games, rejects nuke demand

TEHRAN: Iran started war games on Monday and its president rejected a demand by major powers that it stop enriching uranium as "illegitimate," showing no sign of backing down in a stand-off over Tehran's nuclear ambitions.Missile units of the Revolutionary Guards' naval and air forces began war games, Iranian news agencies said, hours after the U.S. Navy said it had begun exercises in the Gulf.Speculation about an attack on the world's fourth biggest oil exporter over its nuclear program rose after a report last month said Israel had practiced such a strike. Fears of military confrontation helped send world oil prices to record highs.Iranian President Mahmoud Ahmadinejad said on Monday his country would not stop enriching uranium, work which Tehran says is aimed at generating power but which the West fears may be part of a covert nuclear weapons program.It was Ahmadinejad's first comment on the dispute since Iran delivered its response on Friday to a package of incentives offered by world powers seeking to curb its nuclear activities. Details of the response were not made public."They offer to hold talks but at the same time they threaten us and say we should accept their illegitimate demand to halt (enrichment work)," Ahmadinejad told reporters in Malaysia, where he was attending a summit of eight developing countries."They want us to abandon our right (to nuclear technology)," the president said.The United States, China, Russia, Britain, France and Germany demand that Iran suspend its enrichment work before formal talks can start on their revised package of incentives, which includes help to develop a civilian nuclear program.Tehran has repeatedly refused to stop producing enriched uranium, which can be used as fuel for power plants, or, if refined much more, can provide material for nuclear weapons.The offer of trade and other incentives proposed by the world powers was presented last month by EU foreign policy chief Javier Solana to Iran's chief nuclear negotiator Saeed Jalili.Iran has put forward its own bundle of proposals aimed at resolving the dispute and has said it was encouraged by common points between the two separate packages.So far the Iranian government's formal response to the latest offer has not been made public and there have been mixed signals in statements by its senior officials.Senior officials from world powers held a conference call on Monday to discuss Iran's response, the State Department said."We are consulting with our partners in the P5+1 (permanent five U.N. Security Council members plus Germany) on issues related to that response and what we might hear and what we have heard thus far," a spokesman said of the conference call.The goals of Iran's war games included raising combat readiness and the capability of missile units. Exercises started a few hours ago, news agencies said, without giving details on where the maneuvers were taking place.The Guards often hold maneuvers in the Gulf.The U.S. Navy on Monday said two U.S. vessels were taking part in its exercise alongside a British warship and one from Bahrain, a Gulf Arab ally which hosts the Fifth Fleet.

Prime Minister Gilani arrives to attend D-8 Summit

KUALA LUMPUR: Prime Minister Syed Yousuf Raza Gilani arrived here Monday to attend the 6th D-8 Summit being held in the Malaysian capital, and is expected to endorse a 10-year roadmap on trade cooperation. Prime Minister Gilani, who is heading a delegation comprising Special Assistant to Prime Minister on Economic Affairs Hina Rabbani Khar, members of the coalition parties, opposition, minorities and women, was accorded a warm welcome on arrival.
He was received at the airport by Deputy Foreign Minister.
On the sidelines of the Summit the Prime Minister would also hold meetings with various heads of governments including the Prime Minister of Malaysia and the Chief Executive of Bangladesh.
The D-8 compromises Pakistan, Iran, Bangladesh, Egypt, Indonesia, Malaysia, Nigeria, and Turkey.
It was set up in 1997 as an economic alliance with the objective of improving the position of Muslim developing countries in the global world economy through the diversification of their economies by creating new opportunities via increased trade relations.
The theme of 6th Summit is “Meeting Challenges Through Innovative Cooperation.” This is the first time that Malaysia is hosting the D-8 Summit.
The last summit was hosted by Indonesia, the current chairman of D-8, in Bali, Indonesia.
The D-8 presidency would be handed over to Malaysia by the group’s current chairman President of Indonesia Susilo Bambang Yudhoyono. Malaysia would be D-8’s president for two years.
