PPP and PML-N negotiations end in deadlock

LONDON, May 11 (APS)-The London talks between PPP and PML-N on resolving the thorny issue of restoring judiciary have ended in a deadlock here on Sunday with the coalition government now on the verge of collapse. The ruling coalition held further intense negotiations in their last ditch efforts to resolve the contentious issue but achieved no breakthrough with each side refusing to budge from its stated position.
The PML-N delegation on its return home on Monday will formally announce its next line of action at the Central Executive meeting being held at Islamabad.
After two days of fruitless talks in the British capital, the leaders of the two parties entered into the third day still locked into intense negotiations in a bid to break the impasse that has threatened to break-up the two months old coalition government.
The third round of negotiations were held soon after the US Assistant Secretary of State for South Asia Richard Boucher met both Nawaz Sharif and Asif Ali Zardari during his stop-over in London on his way home from a Bangladesh visit.
The fresh round involved Shahbaz Sharif and Khawaja Muhammad Asif from PML-N side while Rahman Malik and Hussein Haqqani represented PPP.
Emerging from the talks, the respected leaders spoke of their failure to reach a consensus on the key question of modalities of reinstating the sacked judges of the Supreme Court.

PPP sacrificed more for judiciary than other parties: PM

LAHORE, May 11 (APS): Prime Minister Syed Yousuf Raza Gilani has said that Pakistan Peoples Party (PPP) rendered more sacrifices for the cause of independence of judiciary and supremacy of the constitution as compared to any other political party in the country. He was talking to media on his arrival at Mazar-e-Iqbal here on Sunday. Governor of Punjab Lt Gen ® Khalid Maqbool, Chief Secretary of Punjab Javed Mehmood, IG Punjab Shaukat Javaid, DG Rangers Punjab Haroon Islam, PPP leaders Jehangir Badar, Aziz ur Rehman Chan, Munir Ahmed Khan were also present on the occasion.
The Prime Minister said that PPP workers sacrificed their lives in Karachi, Rawalpindi and other parts of the country for restoration of democracy, supremacy of constitution and independence of judiciary and PPP would materialise its slogan of “ Rooti, Kapra and Makan”.
Replying to a question, he said that PPP co-chairman Asif Ali Zaradir and Mian Nawaz Sharif have agreed on restoration of judges under the Charter of Democracy.
He said that the committee on restoration of judges is working on resolving the difficulties and modalities in the procedures of the restoration and expressed the hope that the issue would be resolved soon.
The Prime Minister replying to aanother question said that the steps are being taken to control unemployment, price hike and poverty.
PPP is commited to promoting new trends of political tolerance instead of doing politics of revenge, he said.
He said that the government wants to take all the political forces on-board by following its policy of national reconciliation so that the country could move on the road to progress under the democratic norms and traditions.
Replying to another query, he said that PPP would continue serving the masses under the mandate it got from the people of Pakistan.
Responding to a query, he said that people want to see change in economic condition of the country and come out of the crises faced by the country on different fronts.
PPP government wants to resolve these issues on priority basis but this would require some time, he added.
The Prime Minister offered Fateha at the Mausoleum of Allama Iqal and recorded his views in the visitors’ book.
He was presented a guard of honour by a smartly turned out contingent of Pakistan Rangers on his arrival there.

Zardari says he can’t do another illegal act for setting the one right

ISLAMABAD, May 11 (APS): The coalition government wants the restoration of the deposed judges and independence of the judiciary only through legal procedure, Pakistan People’s Party (PPP) Co-Chairman, Asif Ali Zardari said Sunday.
Talking to BBC, he said the deposed judges would be reinstated for which modalities are being worked out as the coalition government does not want to indulge in any illegal course to rectify another illegal act, he said.
“We can’t do another illegal act for setting one illegal work right. The compromise and conciliation demand giving due respect to each other’s views.”
PPP’s coalition partners are looking for something for which the law ministry thinks it is not legal, he said.
There was absolute harmony on the issue of reinstatement of deposed judges among the allied parties in the government, but the difference lied in ‘which procedure be adopted.
“We are talking about reconciliation and rehabilitation of the whole country including the judges reinstatement in a way that nobody looses the job. We will increase the strength of the Supreme Court judges.”
Regarding his personal relationship with the president he denied having the same but added that the Prime Minister and the government has working relationships with the president.
He said his (Zardari’s) lack of relationship with the president does not pose any problem to government’s functioning.
He said he took charge of PPP in difficult circumstances. and he was following the towering personality of Ms Benazir Bhutto who still dominates country’s politics despite her assassination.
To a question he said “There happens to be an element of fragility in the coalition government, but no one wants elections soon and it is hoped that the allied parties’ ties would remain alright.”
He said in his view, the biggest challenge confronting the country is poverty and future of the 180 million Pakistanis.
Zardari stressed that the ongoing process of reconciliation and understanding in the country demands that the country should move forward while respecting each other’s views.
About his talks with PML(N) leader Nawaz Sharif, He said both parties are talking about rehabilitation of the whole country including the restoration of judges in a way that nobody loses his job.

New coalition govt working with president Musharraf within ambit of Constitution

NEW DELHI, May 11 (APS): Prime Minister Syed Yousuf Raza Gilani said the new coalition government in Pakistan is working with President Pervez Musharraf according to the Constitution.
In an interview with Karan Thapar’s ‘India Tonight’, he contradicted media reports that his party had initiated backchannel contacts with President Pervez Musharraf for an arrangement under which the President would be allowed to complete his term in exchange for giving up some of his powers.
Personally, he had no problems working with Musharraf if this was within the ambit of the Constitution, he said.
Replying to a question on resignation of President Pervez Musharraf, he said it was upto Pervez Musharraf to decide whether to step down or not, PTI reported.
When asked if he personally hoped Musharraf would step down on his own, Prime Minister replied, “I personally feel that I can only follow the constitution. For leaving the post, it’s his (Musharraf’s) choice, not mine.” Asked if he would give Musharraf advice in this regard, he said, “(Musharraf) will never ask for my advice.”
When further asked whether he would persuade PML (N) leader Nawaz Sharif to allow Musharraf to complete his term provided the President gave up some of his powers, Gilani said: “Why should I persuade Nawaz Sharif to allow Musharraf to complete his tenure?” That is his prerogative, we are two different parties. We have two different manifestos and programmes. He is following his manifesto, I am following my manifesto.”
Prime Minister said “we want the balance of power between the presidency and the parliament. At the same time, we want that according to the constitution and with a majority. But at the moment, even Nawaz Sharif knows that we don’t have a majority in the upper house of parliament.”
Replying to another question he said there was no proposal from any side to grant President Pervez Musharraf immunity for his steps taken during last year’s emergency rule and to retain the National Security Council, which Sharif has said should be abolished in accordance with the Charter of Democracy inked by PPP and PML (N) in 2006.
On his relation with Pakistan Army Chief Ashfaq Pervez Kiyani, Gilani said he had excellent relations with him. His government had the full support of the Army Chief.
Gilani, who was imprisoned for five years, said his time in jail had not made him bitter.
“Actually, we both Mr. Nawaz Sharif and myself have suffered a lot. Even (PPP co-chairman Asif Ali Zardari had been behind bars for eight years. I have been behind bars for five years. I’m not bitter at all,” the Prime Minister added.

US considers judges issue as Pakistan’s internal issue: Colton

ISLAMABAD, May 11 (APS): “The restoration of judges is Pakistan’s issue to solve. It is not for the United States to prescribe solutions, said a statement issued by Elizabeth Colton, Spokesperson, U.S. Embassy here Sunday. “ Our interest is in supporting Pakistan’s democratic transition and continuing our common struggle against the Taliban and Al-Qaeda,” she added.
About Richard Boucher’s meetings with Pakistani leaders in London, the spokesperson said, “ Over the weekend, enroute from Bangladesh back to Washington, U.S. Assistant Secretary of State for South & Central Asia (SCA) Richard Boucher stopped in London to consult with his UK Foreign Office counterparts.
While in London today (Sunday, 11th May), Assistant Secretary Boucher also took the opportunity to meet with Mr. Asif Ali Zardari of the Pakistan People’s Party and Mr. Nawaz Sharif of the Pakistan Muslim League-Nawaz, who were both in London. These meetings were part of Assistant Secretary Boucher’s regular interactions with a wide range of Pakistani political leaders.”
There are completely unfounded reports that he was meeting over the judges issue, the spokesperson added.

Pakistan eying new direction to benefit from Asian markets: Foreign Minister

MULTAN, May 11 (APS): Foreign minister Makhdoom Shah Mehmood Qureshi said on Sunday that country was in the process of heading towards a new direction under his ‘Look-East’ vision of economic diplomacy aimed at strengthening bilateral trade ties with Asian countries.
While addressing a press conference at the local circuit house, the foreign minister identified worsening economic situation as an internal threat and promised relentless efforts to address thorny issues of trade deficit and others to help Pakistan survive amid challenging competitive environment.
Shah Mehmood Qureshi said, Pakistan attaches greater importance to friendly ties with the West and the US which is a strong military and economic power.
He, however, added that attention must also be paid to the Asian countries which are registering phenomenal growth amid global phenomenon of recession, inflation and unemployment.
He said that Asian countries were growing at the rate of 11-12 percent amid global challenging environment. Naming countries like China, Malaysia, Indonesia, Japan, and others, he said that Pakistan must learn from these success stories and promote bilateral trade ties with them and all others to accrue benefits.
He said that bilateral trade ties will gradually become the foundation for relations among the countries instead of political or ideological links in the days to come.
The foreign minister said: “We are trying to take a new direction.”
He said, Pakistan enjoys time-tested friendly ties with China but added that bilateral trade relations with China needed to be expanded and strengthened further.
China is rich in technology and resources and is willing to offer concessional credit to Pakistan for our development.
“Our foreign policy is based on maintaining friendly ties with all countries particularly the neighbouring countries.”
To a question, Shah Mehmood said that foreign office and ambassadors were doing a good job despite difficulties and limited resources. “But, it does not mean there is no room for improvement.”
When asked about measures to improve the performance of commercial attaches and counsellors, he said that it also involves the ministries of commerce, and finance, but promised that commercial attaches will be given targets to enhance Pakistani products export.
To a question on human smuggling, he said that government will look into the matter thoroughly to find out lacunae and will amend the law if needed to check it. He, however, also appealed the people to avail services of only the established and licensed agencies for going abroad for jobs.
Makhdoom Shah Mehmood Qureshi said that regional peace and stability, economic relations with other countries, strengthening Pakistan amid challenging environment, resolution of Kashmir issue in accordance with the will of the people of Kashmir, friendly ties with all neighbours and protecting interests of expatriate Pakistanis were the main objectives of the foreign policy.
He made it clear that country’s sovereignty will not be compromised and national interests will reign supreme in formulation of Pakistan’s foreign policy.
The foreign minister said that Pakistan had expressed apprehensions over the assignment of US Gen. Hood at US embassy in Pakistan and added that while honouring our reservations, the US government has put its plan on hold to revise the decision.
He said that Irani president visited Pakistan for the first time in last six years and leaders of both countries held talks in an independent manner on gas pipeline project.
The foreign minister disclosed that Prime Minister Syed Yousuf Raza Gillani has signed the summary seeking UN probe into the assassination of martyred party leader Benazir Bhutto.
He said that the resolution passed by the National Assembly on the matter was forwarded to the law ministry and ministry of foreign affairs and later a summary was sent to the Prime Minister.
He said that he will send this summary to the United Nations after he returns to the federal capital.
To a question on judges’ issue, he said that both parties including PML-N and PPP were making efforts sincerely to come up with a solution.
He said, “We believe the Nov-3 act was unconstitutional. We want an independent judiciary and it is our desire that deposed judges should be restored.”
Later, the foreign minister also met with different delegations and party workers and office bearers at the circuit house.

Shahbaz admits deadlock between coalition partners

ISLAMABAD, May 11 (APS): PML-N President Shahbaz Sharif Sunday admitted deadlock over judiciary issue and said there were some difference between the two coalition partners in terms of implementation of Murree declaration.
Talking to Dawn TV he said,” Unfortunately there was a deadlock however we would wait till May 12. As on 12th we would have our parliamentary party meeting combined with central working committee of PML-N, where in the light of Dubai and London discussions we would deliver the judiciary issue in formulate of our policy”.
Replying to a question to quit the coalition government he said,”I cannot say at this point and time.We would wait till 12 and we are bound by 12th of May.May by there is some development and may be we are able to iron out these differences”,he added.
Shahbaz Sharif said deadlock was basically on the implementation of the resolution.
“Our understanding is very clear that judges should be restored and made functional by a notification.
We had shown flexibility to accept those judges who took oath under PCO which was totally unconstitutional and illegal but accepted them for a much larger cause that was the restoration of judiciary.
We would accept them as adhoc-judges if deposed judges and CJ were restored”, he added.

اسلام آباد۔ پاکستان مسلم لیگ(ن) کے چیئرمین راجہ ظفر الحق نے کہا ہے کہ پاکستان پیپلزپارٹی اور پاکستان مسلم لیگ (ن) کے درمیان لندن میں ہونے والے مذاکرات کسی نتیجہ پر نہیں پہنچ سکے ۔ مسلم لیگ(ن) کل پیر کو اسلام آباد میں ہونے والے ورکنگ کمیٹی کے اجلاس میں اپنے آئندہ کے لائحہ عمل کا اعلان کرے گی۔ اس اجلاس میں تمام پہلوؤں پر تفصیل سے تبادلہ خیال ہو گا۔ اور اس کے بعد کوئی حتمی فیصلہ کیا جائے گا نجی ٹی وی سے گفتگو میں انہوں نے کہا کہ ہم نے پیپلزپارٹی سے شروع دن سے ہی کہہ دیا تھا کہ ہم وزارتیں نہیں لیتے آپ حکومت بنائیں ہم تعاون کریں گے مگر پی پی پی کے بھرپور اصرار پر حکومت میں شامل ہونا پڑا اور ہم نے حکومت میں شامل ہونے کی یہ شرط رکھی کہ اگر قرار داد کے ذریعے ججز کو بحال کیا جائے تو ہم وزارتیں لینے کے لیے تیار ہیں ۔ انہوں نے کہا کہ وکلاء کی تحریک میں شائع ہونے ان کے ساتھ سڑکوں پر آنے کا فیصلہ اجلاس کے بعد ہی کیا جائے گا۔ انہوں نے کہا کہ ججز کی بحالی پر مسلم لیگ(ن) کا اصولی موقف ہے اور وہ اس پر آج بھی قائم ہے ۔ ہم ملک کی بہتر اور عدلیہ کی آزادی کے لیے اپنے موقف کو بہترین راستہ سمجھتے ہیں اس کے لیے اگر کسی بھی صورت حال سے گزرنا پڑا ہم گزرنے کے لیے تیار ہیں ۔

لاہور ۔ اے پی ڈی ایم اور جماعت اسلامی کی اپیل پر کل ملک بھر میں سانحہ 12 مئی (2007) اور 9 اپریل (2008) کے شرمناک اور انسانیت سوز واقعات کی مذمت میں یوم سیاہ منایا جائے گا ۔ امیر جماعت اسلامی پاکستان قاضی حسین احمد نے قوم سے یوم سیاہ میں بھر پور شرکت کی اپیل کی ہے ۔ اس سلسلے میں گھروں ، دفاتراو ر دکانوں پر سیاہ پرچم لہرائے جائیں گے ۔ چاروں صوبائی صدر مقامات اور ضلعی ہیڈ کوارٹرز میں احتجاجی مظاہرے کیے جائیں گے اور ریلیاں نکالی جائیں گی جن سے جماعت اسلامی کی صوبائی و ضلعی قیادت اور اے پی ڈی ایم کے رہنما خطاب کریں گے ۔بڑے شہروں میں سیمینارز منعقد کیے جائیں گے اور سانحہ 12 مئی اور 9 اپریل کے شہدا کے ایصال ثواب کے لیے ملک بھر میں دعائیہ تقریبات کا بھی اہتمام کیا جائے گا۔ جماعت اسلامی پاکستان کے امیر قاضی حسین احمد اسلام آباد میں میلوڈ ی سے آب پارہ تک نکالی جانے والی ریلی قیادت کریں گے، امیر ضلع اسلام آباد سید بلال احمد اور میاں محمد اسلم بھی ریلی سے خطاب کریں گے ۔ کوئٹہ میں اے پی ڈی ایم کے زیر اہتمام کوئٹہ پریس کلب میں سیمینار ہو گا جس سے اے پی ڈی ایم کے کنوینیر محمود خان اچکزئی ، عبدالحی بلوچ ، جہانزیب جمال دینی اور مولانا عبدالحق ہاشمی خطاب کریں گے ۔ کراچی میں شام پانچ بجے ایمپرس مارکیٹ سے ریگل چوک تک ریلی نکالی جائے گی جس کی قیادت لیاقت بلوچ اور محمد حسین محنتی کریں گے۔ لاہور میں چار بجے پریس کلب کے باہر احتجاجی مظاہرہ کیا جائے گا جس سے جماعت اسلامی لاہور کے امیر حافظ سلمان بٹ ، جماعت اسلامی کے سیکرٹری اطلاعات امیر العظیم اور دیگر رہنما خطاب کریں گے ۔ پشاور میں نماز ظہر کے بعد احتجاجی مظاہرہ ہو گا جس کی قیادت جنرل سیکرٹری جماعت اسلامی صوبہ سرحد شبیر احمد خان اور امیر ضلع پشاور صابر حسین اعوان کریں گے۔ فیصل آباد میں بعد نماز عصر چوک گھنٹہ گھر تک احتجاجی ریلی نکالی جائے گی ۔ ریلی کی قیادت امیر ضلع رائے محمداکرم کھرل اور محبوب الزمان بٹ کریں گے۔قاضی حسین احمد نے قوم سے یوم سیاہ میں شرکت کی اپیل کرتے ہوئے کہاہے کہ 12 مئی (2007) کو چیف جسٹس افتخار محمد چوہدری کی کراچی آمد کے موقع پر ایم کیو ایم نے پرویز مشرف کی سرپرستی میں دہشت گردی ، فسطائیت ، غنڈہ شاہی اور بے گناہ شہریوں کے قتل عام کی انتہا کر دی تھی ۔ کراچی کی سڑکوں پر 48 بے گناہوں کا انتہائی بے دردی سے خون بہایا گیا ۔ وحشت و درندگی کے اس خونی کھیل کو پرویز مشرف نے اسلام آباد میں بھنگڑے اور گھوڑوں کے رقص کے ساتھ اپنی سیاسی طاقت کا مظاہرہ قرار دیا تھا ۔ قاضی حسین احمد نے کہاکہ سانحہ 12 مئی کی یاد میں یوم سیاہ منانا اور احتجاج ریکارڈ کرانا اس لیے بھی ضروری ہے کہ ٹی وی فوٹیج میں صاف پہچانے جانے والے قاتل کھلے عام دندناتے پھر رہے ہیں ۔ نہ کوئی مقدمہ درج ہوا اور نہ کوئی انکوائری و گرفتاری ہوئی ۔ انہو ں نے کہاکہ 18 فروری کے انتخابات کے بعد حالات میں تبدیلی کی امید پیدا ہوئی تھی لیکن مفاد پرستوں نے 12 مئی کے واقعات کی انکوائری کروا کر قاتلوں کو گرفتار کرنے کے بجائے محض اپنے اقتدار کی خاطر اس سانحہ کو بھلا دینے کی بات کی جس سے شہہ پا کر اس فسطائی تنظیم نے 9 اپریل کو ایک مرتبہ پھر درندگی کا مظاہرہ کیا اور کئی وکلا کو زندہ جلا دیا ۔ قاضی حسین احمد نے کہاکہ محترمہ بے نظیر بھٹو کے قتل کی تحقیقات اقوام متحدہ سے کرانے کا مطالبہ کرنے والوں نے 48 بے گناہوں کے خون کو لاوارث سمجھ کر فراموش کر دیا ہے اور قاتلوں کو حکومت میں شامل کر کے انہیں مزید دہشت گردی کی کھلی چھٹی دے دی گئی ہے ۔ انہو ںنے کہاکہ قوم اس المناک سانحہ کو نہیں بھولی ۔ وہ اس کی مکمل انکوائری اور قاتلوں کو کٹہرے میں دیکھنا چاہتی ہے ۔

سری نگر ۔ کشمیری مائیں اپنے بیٹوں کی قربانی پیش کرکے تاریخ میں امر ہو چکی ہیں ۔ ہزاروں لخت جگر جام شہادت نوش کر گئے ہیں ہزاروں لاپتہ ہیں ۔ شہداء کی مائیں اپنے بیٹوں کی آمد کی آج بھی منتظر ہیں ۔ کشمیری ماؤں کی عظیم قربانی تاریخ کا اہم باب ہے ۔ جسے کبھی فراموش نہیں کیا جاسکتا ۔ ہزاروں لاپتہ نوجوانوں کی ماہیں اپنے پیاروں کی تصویریں اٹھائے ان کی راہ تک رہی ہیں ۔ان خیالات کا اظہار سرینگر کی فہمیدہ اشرف ،جو پیشہ سے ایک ٹیچر ہیں،نے ’یوم مادر‘کے موقعہ پر بات چیت کر تے ہوئے کیا۔پوری دنیامیں 11 مئی کو ’’ماں کے دن‘‘ کی مناسبت سے منایا جاتا ہے ، کو کشمیری خواتین کس جذبے کے تحت اور کن نظروں سے دیکھتی ہیں، تبصرہ کر تے ہوئے شہر خاص سے تعلق رکھنےوالی ایک معمر خاتون ہاجرہ بانو کہتی ہیں ’’پچھلے 20 برسوں میں جو کچھ ہم کشمیری ماؤں نے دیکھایا ہے ،اْس تناظر میں یوم مادر ایک ایسا درد ہے جو ہمیں نہ جینے دیتا ہے اور نہ مر نے‘‘۔70سالہ اس خاتون کا کہنا ہے کہ ’’ایک طرف یہ کہ اپنے جگر کے ٹکڑوں کی ہلاکتیں ہم اپنے جیتے جی دیکھانا پڑی اور اس پر ستم کہ اب عمر رسدگی کو ہمارے نوجوان بچے ہماری نااہلیت تصور کر تے ہیں ‘‘۔ہاجرہ بانو نے کو بتایا ’’ جہاں میرا بیٹا1992میں سی آر پی الف اہلکاروں کی طرف سے چلائی گئی گولیوں کی زد میں آ کر ہلاک ہوگیا،وہیں میرے پڑوس میں ایک معمر خاتون کے اکلوتے بیٹے نے شادی رچا کرماںکو اکیلا چھوڑ کر اپنی سسرال میں ڈھیرہ جما لیا‘‘۔شاید یوم مادر کو منانے کے لئے یہ اچھی مثال ہے۔ اس سلسلے میں ایک نوجوان خاتون وکیل آصفہ علی کا کہنا ہے ’’ کشمیر میں آج کل ’یوم مادر ‘ کو منانے کی مختلف صورتیں دیکھی جا سکتی ہیں، جیسے کہ کئی معمر کشمیری خواتین ہزاروں کی تعداد میں بے نام قبروںکو کھنگالنے کی کوشش میں مصروف ہیں ، انہیں ان قبروں میں اپنے لاپتہ ہوئے جگر پاروں کا پتہ ملنے کی موہوم اْمید ہے ‘‘۔ انہوں نے مزید کہا ہے کہ ’’میں عدالت میں ایک ایسی خاتون کی کیس کی پیروی کررہی ہوں جس کے تین بیٹوں نے اسے تنہا چھوڑدیا ہے اورخاتون اب اپنی بہن کے پاس ٹھہری ہے چھوڑ دیا ہے اور کوئی بیٹا اسے پوچھتاتک نہیں‘‘ وکیل آصفہ علی کے مطابق اس خاتون کے تینوں بیٹے سرکاری ملازمت کر تے ہیں ۔امیرا کدل میں رہنے والے ایک معمر خاتون جو 6بیٹوں اور 4بیٹیوں کی ماں ہے، 80سال کی عمر میں اپنا چولہا چکی الگ کرتی ہے، کیونکہ کوئی بیٹا اسے اپنے پاس رکھنے کیلئے تیار نہیں۔ کئی امراض میں مبتلا یہ خاتون ، جس کی بصارت اور سماعت بھی جواب دے رہی ہے، اپنی بیٹیوں کے پاس اس وجہ سے رہنے کے لئے تیار نہیں کہ یہ روایتی غیرتمندی کے خلاف ہے۔ اس خاتون نے بات کرتے ہوئے اپنا نام شائع نہ کرنے کی استدعا کی، کیونکہ اس سلوک کے باوجود وہ اپنے بچوں کی ’’نیک نامی‘‘ پر حرف آنے کے صدمے کو متحمل نہیں ہوسکتی۔

اسلام آباد ۔ آئی ایس آئی کے سابق سربراہ جنرل ( ر ) حمید گل نے کہا ہے کہ ججز کی بحالی کے معاملے میں میاں نواز شریف کی نیت پر کوئی شک نہیں وہ امریکی کانگریس کی سخت مخالفت اور دباؤ کے باوجود بڑے یکسو ہیں اور انتہائی استقامت کا مظاہرہ کر رہے ہیں ۔ جس کے لئے ہم ان کے معترف ہیں ان کی یہ استقامت ملک میں ایک بہت بڑے انقلاب کا پیش خیمہ ثابت ہو گی کیونکہ اس نیک مقصد میں عوام ان کے ساتھ ہیں آج ایک نجی ٹی وی انٹرویو میں حمید گل نے کہا کہ نواز شریف تحسین ن کے مستحق ہیں کہ امریکہ کے شدید دباؤ کے باوجود ججوں کی بحالی میں یکسو ہیں حالانکہ امریکی کانگریس کے ان ریمارکس کے باوجود کہ ’’ ہم ان پر نظر رکھے ہوئے ہیں ‘‘ اور امریکی صدر بش نے بھی کہہ دیا ہے کہ میاں نواز شریف زمینی حقائق سے مطالبقت نہیں رکھتے امریکہ کے اس دباؤ کے باوجود نواز شریف اپنے عزم پر قائم ہیں اور بالآخر انہیں اپنے اسی موقف پر قائم رہنا ہو گا ۔ جو اس وقت پاکستانی قوم کی خواہشات ہیں حمید گل نے کہا کہ نواز شریف کی سلامتی کو بہت خطرہ ہے انہیں محتاط رہنے کی ضرورت ہے کیونکہ امریکہ کھلم کھلا پتے لگا کر بیٹھاہوا ہے ۔ اگر نواز شریف کھل کر سامنے آ جاتے ہیں تو پوری پاکستانی قوم ان کی پشت پر ہو گی اور یہاں پر بہت بڑی تبدیلی آئے گی ۔ کیونکہ صرف قومی عزت وقار ملکی سلامتی کا مسئلہ نہیں ہے اب تو روٹی کے لالے پڑے ہوئے ہیں ۔ جب لوگوں کے بچے بھوکے مرنا شروع ہوں گے تو انقلاب برپا ہو گا اور امریکہ بھی یہ برداشت نہیں کرے گا کہ پاکستان میں انقلاب آ جائے ۔ میاں نواز شریف اور ان کی پارٹی کے لوگوں کو بہت احتیاط کی ضرورت ہے یہ بھی حقیقت ہے کہ لیڈر قربانیاں دیتے آئے ہیں ۔ مگر نواز شریف کو یہ جاننا چاہئے کہ ان کو کہاں سے خطرہ ہے ۔ آصف زرداری بھی کہہ چکے ہیں کہ بے نظیر کی شہادت میں کوئی اور ملک بھی شامل ہو سکتا ہے ان کا اشارہ کس طرف ہے وہ کھل کر بیان کریں ۔ تاکہ قوم کو پتہ چلے اور انشاء اللہ یہ قوم ساتھ دے گی اس میں بڑی ہمت ہے میرے خیال میں آصف زرداری اور نواز شریف دونوں سٹینڈ لیں ڈرنے کی ضرورت نہیں ہم ضرور کامیاب ہوں گے ۔ قوم ان کا ساتھ دے گی ۔

Taiwan ‘ready to buy 60 warplanes from the US’

TAIPEI - Taiwan is ready to buy 60 F-16C/D warplanes from the United States and will pass the budget for the purchase as soon as Washignton approves the sale, a lawmaker said on Sunday.
Lin Yu-fang, a member of the parliament's defence committee, made the remark in response to a newspaper report that a US official will come to Taiwan later this month to persuade incoming President Ma Ying-jeou to approve the purchase.
Lin said the newspaper report is wrong because the parliament has already passed the budget for F-16C/Ds but later froze the budget ‘to save face’ as the US kept delaying the sale.
‘So as soon as the US approves the sale, we will un-freeze the budget. This has nothing to do with wether Ma approves or disapproves the purchase,’ he said.
‘Actually, with the exception of the 8 submarines which are expensive, the parliament has approved making the budget for the other major arms purchases from the US,’ he added.
Taiwan is seeking to buy 12 P3-C anti-submarine aircraft, 8 conventional submarines, 6 PAC-III anti-missile batteries and 60 F-16 C/D jets from the US.
The US has approved the sale of P3-Cs, subs and PAC-III anti- missile system, but has yet to approved the F-16C/D sale.
Taiwan bought 150 F-16A/Bs from the US in 1992, and is seeking to buy F-16C/D to upgrade its air defence against China.
On May 9, the Washington Times quoted an unnamed Pentagon source as saying the US Pacific Command wants to speed up the F-16C/D sale, but the State Department wants to postpone the sale until after the August 8-24 Beijing Olympics so as not to ir povince and is opposed to US arms sales to Taiwan.

Prescott memoirs are new blow for Britain's Brown

LONDON - British Prime Minister Gordon Brown was dealt a further blow on Sunday when former deputy prime minister John Prescott disclosed he had urged Tony Blair to sack Brown when he was finance minister.
In memoirs serialised in the Sunday Times newspaper, Prescott described the tempestuous relationship between the two men in the years before Blair stood down last June, and said the prime minister had been scared to act against Brown.
Prescott's claims come at a difficult time for Brown, already struggling after crushing local election losses, collapsing opinion poll ratings and damaging revelations about his behaviour while serving in Blair's government.
In extracts from her memoirs on Saturday, Blair's wife Cherie accused Brown, who had long sought the prime minister's job, of ‘putting too much pressure on Tony to quit when Tony wasn't ready’.
Prescott said he spent much of his time acting as a conciliator, with ‘hundreds’ of phone calls and meetings dealing with ‘Blair-Brown issues’.
Brown was ‘frustrating, annoying, bewildering and prickly’, Prescott said, while Blair had reneged several times on pledges to make way for Brown as prime minister.
Prescott said he had also challenged Brown to quit as Chancellor of the Exchequer over Blair's broken promises.
‘With Tony, when he was moaning on about Gordon's behaviour, I'd say 'Sack him. Find a new chancellor is that's how you really feel'. But neither would take the final step,’ Prescott said.
‘They were caught in their own trap. Tony knew that sacking Gordon would tear the party apart.’
Brown's popularity has plummeted in recent months, raising questions over whether he will face a leadership challenge ahead of national elections which must be called by 2010.
An unpopular income tax reform, rising fuel and food prices, a downturn in the housing market and criticism of Brown's leadership brought the Labour party to its worst local election performance on record earlier this month.
Since then, there has been no let-up in bad headlines for Brown.
An opinion poll in Sunday's Observer newspaper showed only one in five voters thinks Brown is doing a good job. Another poll in The Mail on Sunday showed Labour could be heading to defeat in a crucial parliamentary by-election in 10 days time.
The ICM survey carried out in the Crewe and Nantwich constituency puts the opposition Conservative Party on 43 percent, four points ahead of Labour on 39 percent, with the Liberal Democrats on 16 percent.

Chinese man detained for threatening to grab Olympic torch

BEIJING - A Chinese man has been arrested for saying on the Internet that he planned to grab the Olympic torch during its relay through eastern China, police said Sunday.
The 28-year-old man, identified only as Tang, was detained in Zhenjiang in northeastern Jiangsu province for spreading rumors online and disturbing public order, said an official in the local public security bureau who would give only his surname, Zhang.
Tang wrote in an Internet chat room that he wanted to organize a group to grab the torch when it arrives in Nanjing, near Zhenjiang, on May 24, state media and police said.
Tang was detained on May 7 and will be held for 10 days, Zhang said.
The official Xinhua News Agency said Tang works for a telecommunications company in Zhenjiang, and that he wrote a message in a chat room saying he was wanted by police for preparing to go to Nanjing to grab the Olympic torch.
That drew the attention of local police in Zhenjiang who began an investigation, Xinhua said. It quoted police as saying that while the rapid development of the Internet in China has allowed for more freedom of expression, this had to be within the law.
The government says the number of Internet users in China has soared to 221 million, making it one of the world's biggest online users.
Protests marred some international segments of the Olympic torch relay before the flame returned to China at the beginning of May, receiving a boisterous reception.
Police have been deployed in large numbers for the relay through southern China due to the enthusiasm of local spectators, according to Around the Rings, a Web site that monitors the event.
In Guangzhou, security officers had to extinguish the torch and alter its route because of the crush of supporters, the Web site said.
The torch is to cross every region and province of China, returning to Beijing on Aug. 6, two days ahead of the Olympics opening ceremony.

Iran, IAEA to resume nuclear talks: envoy

TEHERAN - Iran and the International Atomic Energy Agency will on Monday resume their latest round of talks on Teheran's disputed nuclear programme, Iran's envoy to the UN watchdog told the Fars news agency on Sunday.
‘The IAEA delegation headed by Herman Nackaerts, the director for safeguards operations, starts its technical and specialist talks with Iranian experts on Monday,’ Ali Asghar Soltanieh, Teheran's ambassador to the IAEA, said.
Soltanieh will head the talks in Teheran ‘which are likely to last three days,’ Fars added.
Iran and the IAEA held two rounds of talks in April focused on allegations that the Islamic republic conducted studies on how to design a nuclear bomb.
The so called ‘weaponisation studies’ stem from intelligence provided to the IAEA by some member states.
But Iran insists that the talks are merely routine cooperation between the authorities and the agency.
Next month IAEA chief Mohamed ElBaradei is due to provide a report on Iran's nuclear programme to the IAEA board of governors and the UN Security Council, which has imposed three sets of sanctions on Teheran over its nuclear defiance.
Iran has refused to heed international demands to halt uranium enrichment, insisting that it has a right to the process to make nuclear fuel to meet its increasing energy needs as a signatory to the nuclear Non-Proliferation Treaty.
Uranium enrichment can also make the fissile core of an atom bomb in high purifications, but Teheran has vehemently denied allegations that it seeks to acquire nuclear weapons.

At least 17 killed in northern Lebanon, Beirut calm

BEIRUT - A relative calm was restored on Sunday to Beirut as the fighting reached north Lebanon where 17 were killed in clashes between fighters loyal to the opposition and the country’s ruling majority.
Fierce battles raged at dawn in northern Lebanon between rival clans leaving at least 17 dead and over 20 others wounded, as the Hezbollah-led opposition handed control of the capital Beirut to the army.
Overnight, there was heavy fighting between the rivals in two areas of the northern city of Tripoli, Bab al Tabbneh and Jabal Mohsen.
Sources in Tripoli told Deutsche Presse-Agentur dpa, that ”massacres were registered in the fighting.”
Gunmen carrying machineguns and pistols were fighting street to street battles in the areas.
The fighting eased off by mid morning when the Lebanese army entered and asked all militias to pull back from the streets.
A security official said the fighting in the country’s second city was between Sunni supporters of the Western-backed government and members of an Alawite sect loyal to Hezbollah, which is backed by both Syria and Iran.
He added that thousands of people were fleeing the clashes to safer areas.
Residents of Tripoli reported heavy machine-gun fire and the thump of exploding rocket-propelled grenades, the sources said.
Bab al-Tabbaneh is a Sunni district while Jabal Mohsen is mainly Alawite.
The Alawites are an offshoot of Shiite Islam who revere Ali, the cousin and son-in-law of the Prophet Mohammed. Syrian President Bashar al-Assad, whose government has been accused of backing Hezbollah, is an Alawite.
Meanwhile, in Beirut a relative calm returned to the capital which was the scene of four days of fierce sectarian fighting between mainly Sunni supporters of the ruling majority and Shiite opposition militias.
No armed elements could be seen on the streets of the capital early Sunday, but some barricades put up by militants remained and the airport road was shut for the fifth straight day.
The Shiite opposition announced on Saturday it was ending its takeover of large sectors of west Beirut after the army revoked government measures against Hezbollah, which had sparked days of deadly fighting.
“The opposition welcomes the army’s decision and will proceed with the withdrawal of all its armed elements so that control of the capital is handed over to the military but it will continue its civil disobedience,” an opposition statement said.
The announcement came shortly after the army said it was overturning a government decision to sack the head of Beirut airport security, who is close to Hezbollah, and to probe a Hezbollah communications network.
In a television address to the nation the western-backed premier Fouad Seniora accused Hezbollah, of staging an armed coup and urged the army to step in and restore order.
Seniora urged all Lebanese to stand for a minute of silence at noon (0900 GMT) on Sunday in remembrance of victims of the unrest and to express their rejection of the violence.
Most people in the capital were seen hanging Lebanese flags on their balconies and some even hanged placards that read “Lebanon is for all the Lebanese ... Militias should get out of Beirut.”
Near major hotels in Beirut, many foreigners who had been stuck in the capital, were seen taking buses leaving the country by road to Syria.
However, the eastern border crossing of Masnaa was still blocked by pro-government supporters.
“I left my house and came to the hotel on Thursday, and now I am heading back to my country through Syria,” a Frenchwoman told dpa.
Lebanon’s political crisis, which first erupted in November 2006 when six pro-Syrian ministers quit the cabinet, has left it without a president since November, when pro-Syrian Emile Lahoud stepped down.
The crisis in Lebanon is widely seen as an extension of the confrontation pitting the United States and its Arab allies against Syria and Iran.
The Arab League was set Sunday to hold an emergency meeting in Egypt on the crisis amid regional Sunni Muslim fears about Shiite Iran’s influence in divided Lebanon.
Political analyst Rafik Khoury, did not expect much from the meeting.
“We cannot expect much from this meeting, but the Arab leaders should be aware that if the situation in Lebanon deteriorates it will spill outside the borders towards their countries and their regimes might be threatened as well,” Khoury warned.

Protection of honour, dignity of individuals particularly women responsibility of state: Gilani

LAHORE, May 11 (APS)- Prime Minister Syed Yousaf Raza Gilani has said that the protection of honour, dignity and prestige of all the individuals of the society particularly the womenfolk is the responsibility of the state. The government he said is committed to the protection of human rights specifically to check the atrocities being committed against women.
The Prime Minister said after viewing a presentation made by Ms. Musarat Misbah President Deplix Smile Again Foundation which is building a thirty bed hospital for the treatment and rehabilitation of women with acid burns in Sanghi near Multan in collaboration with the Italian chapter of Smile Again Foundation. The presentation was made at the State Guest House here on Sunday afternoon.
The Prime Minister said that serving humanity is the most noble task and any contribution in this regard would help and facilitate our coming generations. The Prime Minister donated land out of his personal property in Multan for the Clinical Research Facility for the testing of medicines for local use and export. The Clinical Research Facility the first of its kind in the region would have the facility for boarding/lodging of one hundred volunteers.
All expenditure to run this facility will be made available by the leading international pharmaceutical companies. A substantial income of this facility will supplement the running cost of the thirty bed hospital for the treatment and rehabilitation of women at Sanghi. The facility would also serve all major hospitals and medical facilities in Pakistan.
Ms. Musarat Misbah assisted by Dr. Masood in their presentation about the hospital mentioned that it would be a centre of international standard for reconstructive surgery and rehabilitation of women who suffered acid burns or stove explosion burns.
The thirty bed hospital it was mentioned would be build at the cost of Rs. 380 million and would be completed in a period of one and a half years. The hospital complex would include shelter homes for patients, physiotherapy centre, surgery operation theatres, vocational training centre, free dispensary and OPD facility. The land for the hospital has been donated by a philanthropist Mr. Qadir Nawaz of Sanghi.
Ms. Musarat Misbah further apprised the Prime Minister that a team of Italian doctors and surgeons is arriving in Pakistan on May 12,2008 to visit the site of the hospital and also to set up a camp at Lahore for the free treatment of women who had suffered at the hands of their husbands and relatives for acid burns, most of the cases she said come from rural Southern Punjab while some cases are also referred from other parts of the country as well.
The Prime Minister assured the Smile Again Foundation of complete support from the government in its endeavor to establish the hospital as well as the Clinical Research Facility. He directed the concerned Ministry and organizations to examine the details of the projects and facilitate in the establishment of the facilities.

PM Gilani for improving condition of jail inmates

LAHORE, May 11 (APS): Prime Minister Syed Yousuf Raza Gilani has said that the focus of jail reforms should be on improving the condition of jail inmates.“ Jails should act a reformation centre instead of producing criminals”, he said while chairing a preliminary committee meeting to prepare recommendations on jail reforms here at State Guest House on Sunday.
Justice Agha Rafique Ahmed Khan Secretary Law division, Imtiaz Qazi Additional secretary ministry of interior, Muhammad Naeem ul Haq member NRB,Mian Farooq IG prisons Punjab, Yamin Khan IG prisons Sindh, Khalid Abbass additional IG prisons NWFP and Major ® Akbar Lashari DIG prisons Baluchistan were also present.
He said, the government attaches high priority to the jail reforms and provision of facilities to the inmates and directed all the concerned authorities to come up with proposals in this regard at the earliest.
Describing his own experiences in castellation , the Prime Minister said that a lot of things need to be kept in view while preparing reforms, over-crowding is one of the main issues which need to be addressed as it create problems like drug addiction, miserable food conditions, availability of space and spreading of various diseases like skin diseases, hepatitis and TB.
He directed the concerned Ministry of Law and Justice to change the jail manual according to the needs of 2008 to get rid of centuries old system and ensure provision of basic facilities to the prisoners.
He stressed upon the need to impart vocational training to the prisoners to make them responsible citizens.
He directed the committee to check the powers of superintendents of jail through judiciary and study the reports of ‘Law Commission and Justice Zahid Nasir’ while making the reforms.
Expressing his serious reservations on the role of “Mushuqti” he directed the jail staff to provide telephone facility to the prisoners to check corruption.
He said that under trial prisoners are 80 percent and stressed the need to speed up their trial to control the overcrowding in jails.
He said that the jail culture need to be changed into rehabilitation centre so that the prisoners could be made responsible citizen.
Jail industry should be improved focusing on technical training for the prisoners, he said.
He also emphasised upon the need to provide best food and health facilities at the prisons specially for the women, including availability of gynaecologists.
The Prime Minister directed the jail authorities to install water filtration plants for the provision of clean drinking water to the prisoners.

Boucher meets PML-N leaders on judiciary issue

LONDON, May 11 (APS)- The efforts to bring about consensus on the vexed issue of the restoration of judiciary took a new turn when American deputy Secretary of State for South Asia Richard Boucher held hour long meeting here on Sunday with PML-N leaders Nawaz Sharif and Shahbaz Sharif.
The State Department official landed in the British capital early this morning on his way home from a Bangladesh visit and went into talks with the PML-N leaders in an effort to end the stalemate.
Party sources said the meeting discussed the various aspects of the issue relating to the reinstatement of the sacked Supreme Court judges after the earlier rounds of talks between the ruling coalition partners had failed to break the impasse.
The sources said the America is keen to see amicable settlement of the judiciary issue in such a way that all the stakeholders are satisfied. Boucher is also meeting the PPP Co-Chairperson Asif Ali Zardari in his short stay in London.
The PML-N leaders are scheduled to leave for Pakistan later this evening.

All problems to be solved with consensus among coalition partners: Shah Mehmood

KHANEWAL, May 11 (APS): Foreign minister Makhdoom Shah Mehmood Qureshi said on Sunday that on-going efforts of the government were directed at solving all the problems confronting the nation with consensus of the coalition partners while keeping in view the national interests.
While addressing a lunch ceremony hosted in his honour by a PPP leader Musaddiq Jafri here Sunday, Shah Mehmood Qureshi said that in addition to the judges issues, country was also facing the problems like price hike, power crisis and worsening economic situation and added that efforts were being made in consultation with the coalition partners to finalize some solution that serves the best interests of the country and its people.
He said that he did not want to comment on the judges issue adding: “London parleys on the matter have entered a sensitive stage.”
The Foreign Minister lauded lawyers for their struggle and added that he believes that the independent judiciary will be beneficial to all.
He said that the coalition government inherited a number of problems but added that the party has a very clear view on all the issues including judges matter, price hike, unemployment and energy crisis.
Shah Mehmood Qureshi said that the corrupt elements who plundered the national wealth at district, tehsil and UC level under the district government system during the regime of previous government will be held accountable.
He said that audit teams from the office of Auditor General of Pakistan will soon reach UC level offices to audit the accounts and added that each Paisa of the plundered national wealth will be recovered.
Shah Mehmood Qureshi said that it has been decided by the party Co-Chairman Asif Ali Zardari, and PML-N leaders Mian Nawaz Sharif and Mian Shehbaz Sharif that no corrupt element and those who deserted their parties will be allowed to re-enter the ranks of their respective parties.
He lauded party workers for their services and sacrifices for the cause of democracy and added that the party hold workers in high esteem and will never forget their services.
Later, during a brief talk with the newsmen, Shah Mehmood Qureshi said that the present government has an independent foreign policy and does not take dictation from others.
To another question, he said that the kidnapped Pakistani ambassador in Afghanistan, Azizuddin Tariq, will soon be released adding that result-oriented efforts were being made in this connection.

Provision of basic facilities to masses is top most priority of govt: Khosa

JHANG, May 11 (APS): Punjab Chief Minister Sardar Dost Muhammad Khosa has said that the provision of basic facilities to the masses is the top most priority of the present government and necessary steps are being taken for the purpose. He said that the government is committed to uplift the backward areas of the province.
Addressing a public meeting at Garhmaharaja on Sunday, he said that 16 bullet proof vehicles were under the use of former chief minister Chaudhry Pervaiz Elahi for his protection as he was afraid of people due to his anti-public policies.
Khosa said that the restoration of deposed judges was very important in terms of provision of Justice to the people of Pakistan. “If people do not get justice, the solidarity of the country would be at stake”, he observed.
He said that all those government officials would be removed who had worked like the personal employees of the past rulers.
PML-N, District President Muzafar Khan Sial and President DBA Jhang Ghulam Farid Noul also spoke on the occasion.

Nawaz to reach Islamabad Monday morning

ISLAMABAD, May 11 (APS): Chief of Pakistan Muslim League Mian Muhammad Nawaz Sharif would reach here from London early Monday morning, Spokesman of PML-N Siddiqul Farooq said.
According to PTV he said that the former Prime Minister would preside over a joint meeting of party’s central working committee and parliamentary party meeting in Islamabad on Monday at 1 pm.
Also, Geo News reported that the local leadership of PML-N has started preparations to welcome their leader at Islamabad airport.
After the meeting PML-N leadership would announce the party’s policy over the deposed judges issue and the extent of their future cooperation with the coalition government.
Meanwhile Spokesman Pakistan People Party Farhatullah Baber Sunday told PTV that yet another round of talks was expected between the leadership PPP and PML-N any time on Sunday.
In the round PML-N President Mian Shahbaz Sharif will respond the suggestions put forth by the PPP to resolve the judges issue amicably.

Mother’s Day celebrated in Pakistan

ISLAMABAD, May 11 (APS): Like other parts of the globe, the World Mother’s Day, was celebrated across Pakistan on Sunday.On this auspicious occasion, all celebrations were devoted to those honourable mothers who are the experts of one of the most difficult tasks on earth.
Throughout the country, special events were arranged to pay tributes to mothers and processions were taken out by civil society members to highlight the issues pertaining to motherhood.
The participants emphasized upon the male members of society to nurture affection for their mothers especially in the age of senility.
The Mother’s Day is celebrated at the international level but with the changes in customs and traditions of the countries, the days and ways of celebrating this day vary from region to region.
Mother’s Day is celebrated to honour all mothers and to express gratitude for the hardships they bear in bringing up a child.
In a way, it is like paying rich tributes to one of those persons who have had a great impact on our lives, a person whose love and care knows no boundaries, a person who does everything to keep her children happy and joyous.
Mother is the first person from whom we learn about values and how to differ between right and wrong.
Who can deny that all through our lives we love to put our heads in the lap of our mothers without caring for our status, position and age.
So May 11, is a day to revive this lovely and unique relationship of a mom and child by adding that extra fresh energy to it.
The ‘Mother’s Day’ was first proclaimed in 1870 in the United States. And it was Julia Ward Howe who proclaimed the same in Boston. Howe also called for it to be observed each year at the national level in 1872.
In fact the original idea behind Howe’s “Mother’s Day” was a call for Pacifism and disarmament by all the women.
And in such meetings those mothers were supposed to participate whose sons had fought or died on opposite sides of the American Civil War.
Later Anna Jarvis in Grafton, West Virginia, to commemorate the anniversary of her mother’s death two years earlier on May 9, 1905, first celebrated Mother’s Day in 1907 in a small private way.
Jarvis’s mother, whose name was also ‘Anna Jarvis’, was an active participant in the Mother’s Day campaigns.
Inspired with her mother’s death and in order to pay tribute to her, the younger Jarvis launched a quest to get wider recognition of Mother’s Day.
For this purpose the younger Jarvis organized a grand celebration on May 10, 1908 at the Andrew’s Methodist Church in Grafton.
This celebration involved around 407 children along with their mothers. This unique campaign in order to get recognition of Mother’s Day was financed by a renowned clothing merchant named John Wanamaker.
Gradually in the course of time, as the custom of Mother’s Day celebration spread, its focus shifted from the pacifism and reform movements to a general appreciation, admiration and honoring of mothers.

CMAG meets on Monday to consider Pakistan's readmission

LONDON, May 11 (APS) :Commonwealth Ministerial Action Group (CMAG) is meeting here on Monday to consider lifting Pakistan’s suspension from the 53-member club.The nine countries comprising CMAG include the current chair Malaysia, UK, Sri Lanka, Ghana, Namibia, Uganda, New Zealand, St.Lucia and Papua New Guinea had suspended Pakistan in November last year following the imposition of emergency. The South Asian country faced a similar punishment in October 1999 when PML-N government was removed.
Diplomatic sources appear optimistic about Pakistan regaining its membership following the February 18 Parliamentary elections and with the return of the country to complete democracy, removal of restrictions on media and President Pervez Musharraf no longer in Army uniform.
The new Commonwealth Secretary-General and former Indian diplomat Kamalesh Sharma has also voiced his hopes about Pakistan’s readmittance.
The CMAG is the standing committee of foreign ministers which examines any abuses of democracy or human rights within Commonwealth. Sharma clearly believes the return to democracy after the recent elections had strengthened Pakistan’s case for readmission.
In a recent interview, he has noted that Pakistan, India and Bangladesh comprised 70 per cent of the Commonwealth’s population. If democracy could take firm root in the sub-continent, this would give a “huge boost” to the Commonwealth’s principles of good governance.
For the outgoing Pakistan High Commissioner to the United Kingdom, Dr.Maleeha Lodhi, her country’s readmission would be a wonderful send-off. For this would be the second time during her tenure as country’s top diplomat in Britain, that Pakistan stages a return to this organisation. Following its suspension in October 1999, the country was reinstated in May 2004.
During the British Foreign Secretary David Miliband’s recent visit to Islamabad, he assured the Government about UK’s efforts and desire to quickly re-admit Pakistan to the Commonwealth.

نئی اتحادی حکومت کو عوام نے صرف روٹی، کپڑے اور مکان کا نہیں بلکہ عدلیہ کی بحالی کا بھی مینڈیٹ دیا ہے۔ وعدوں سے پھرنے کی بجائے عوام کی توقعات پر پورا اتریں عدلیہ کی آزادی، ملک میں قانون کی حکمرانی، ملکی معیشت کو مضبوط بنانا اورخاص طور پر بجلی کے بحران کو حل کرنا حکومت کی اولین ترجیح کے دعوے تھے حکومت کا اصل مقصد عوام کو بحرانوں سے نجات دلانا ہے اور جب تک ملکی معیشت کو مضبوط اور امن و امان کی صورتحال کو بہتر نہیں بنایا جاتا اس وقت تک نئی حکومت اپنے مقاصد حاصل نہیں کرسکتی۔عدلیہ کی بحالی قوم کا ایک دیرینہ مطالبہ ہے اورنئی حکومت کو قوم کو یقین دلاتا ہوگا کہ ججز کی بحالی سمیت تمام وعدوں کو پورا کیا جائیگا اور اس سے ملک میں آئین، انصاف اور قانون کی حکمرانی ہو گی۔اگر حکمرانوں نے اس بار پھر عوام کو چکر دینے کی کوشش کی تو نئے اتحادی یہ بات یاد رکھیں اب دونوں جماعتوں کے خلاف نعرہ لگے گا۔اور فو ج کو سیاست سے پاک کرنے کی باتیں کرنے والے سیاستدان یہ بھی ےاد رکھیں کہ جب تک ہماری سیاسی قیادت میں بدیانتی،بدعنوانی، غلط بیانی اور دو نمبری موجود رہے گی فوج کو بھی مداخلت کا موقع ملتا رہے گا ۔ اور اس وقت ہر طرف جو پہیہ جام کی کیفیت نظر آرہی ہے لگتا ہے کہ تیاری شروع ہے۔ عوامی حلقوں کا خیال ہے کہ اس دفعہ چور، بدمعاش اور قرضہ چوروں کا ساتھ دینے کی بجائے فوج عوام کا ساتھ دے گی اور ملک کی بھاگ دوڑ اور قیادت عالمی و ژن رکھنے والی فاطمہ بھٹو کے حوالے ہوگی ۔اور فاطمہ بھٹو کو وزیر اعظم بنایا جائے گا اور تمام بحرانوں پر قابو پایا جائے گا جو ساٹھ سالوں سے بدعنوان سول و فوجی حکمرانوں کے پیدا کردہ ہیں۔جبکہ وزارت قانون نے گزشتہ دنوں وزیراعظم یوسف رضا گیلانی کو ایک بریفنگ جس میں کہا گیا ہے کہ جسٹس افتخار محمد چوہدری کو آ ئینی ترمیم کے بغیر بارہ مئی کو بحال کرنا نہ صرف مشکل ہے بلکہ یہ ناممکن بھی ہے وزارت قانون نے یہ بھی کہا ہے کہ آئین کے آرٹیکل 182 کے تحت ہم معزول ججز کو ایڈہاک جج کے طور پر بحال کرسکتے ہیں لیکن اس کیلئے بھی ہمیں صدر اور چیف جسٹس کی مرضی کی ضرورت ہے۔ ججوں کی بحالی کے حوالے سے اختلافات تا حال برقرار ہیں اور آصف زرداری اور میاں نواز شریف کے مابین لندن میں جاری مذاکرات میں کوئی پیش رفت نہیں ہوسکی ۔مسلم لیگ (ن)کے قائد میاں نواز شریف نے کہا ہے کہ مذاکرات میں پیش رفت نہیں ہوسکی ہے،آصف زرداری سے بعض نکات پر اختلاف ہے،3نومبر کو حلف لینے والے ججز ہماری نظر میں جائز نہیں،پی پی کے سربراہ نے سوچنے کے لیے مزید وقت مانگا ہے۔ انہوں نے کہا کہ ہم نے پی سی او ججز کے حوالے سے کڑوی گولی کھانے کا فیصلہ کیا تھا تاکہ حکمراں اتحاد برقرار رہے، پی سی او ججز کو ایڈہاک کے طور پر برقرار رکھنا چاہیے۔12مئی تک تاریخ بڑھانے کا مقصد ججز کی بحالی تھا، مذاکرات کے دوران دونوں فریق اپنے اپنے موقف پر قائم ہیں،آصف زراداری نے سوچنے کے لیے مزید وقت مانگاہے عدلیہ کی بحالی پاکستان کے مستقبل کا معاملہ ہے،انھوںنے اعتزاز احسن،فخرالدین ابراہیم اور حفیظ پیرزادہ کو دبئی بات چیت کے دوران کمیٹی میں ڈالنے کا فیصلہ کیا تھا،کمیٹی نے پی سی او ججز کے حوالے سے مختلف رائے دی تھی،اعتزاز احسن سمیت دوارکان پی سی او ججز کو ایڈہاک ججز کے طورپر برقرار رکھنے کوتیار ہیں جبکہ حفیظ پیرزادہ کا نکتہ نظر اسکے برخلاف ہے۔نواز شریف نے کہا ہے کہ سارا کام ق لیگ والوں نے بگاڑا اور ججوں کوبرباد کیا۔ ا یڈہاک ججوں کے مسئلہ پر تنازعہ بدستور قائم ہے اور دونوں فریق اپنے اپنے موقف پر ڈٹے ہوئے ہیں۔ پیپلز پارٹی چاہتی ہے کہ پی سی او کے تحت حلف لینے والے سپریم کورٹ کے ججوں کو مستقل جج کے طور پر رکھا جائے اور ججوں کی تعداد بڑھائی جائے لیکن مسلم لیگ (ن) کا موقف ہے کہ ان ججوں کو ایڈہاک بنیاد پر رکھا جائے اور تعداد بڑھانے کے لئے آئین میں ترمیم کی جائے۔ آصف زرداری اور نواز شریف کی قیادت میں دونوں جماعتوں کے وفود کے درمیان مذاکرات میں ان تجاویز پر غور کیا گیا جو ان دونوں جماعتوں کی آئینی کمیٹی نے تیار کی تھیں۔ ایک کے سوا دیگر تمام سفارشات پر اتفاق رائے ہے صرف ایڈہاک ججوں کی تقرری کا ایشو متنازع ہے۔ پیپلز پارٹی چاہتی ہے کہ تعداد بڑھانے کے لئے آئین میں ترمیم کی خاطر مزید مہلت دی جائے لیکن مسلم لیگ (ن) نے دھمکی دی ہے کہ توسیع دو مرتبہ ہو چکی ہے اور معزول ججوں کو 12مئی تک بحال نہ کیا گیا تو ان کے وزیر کابینہ چھوڑ دیں گے اور دونوں حکمرانوں جماعتوں کی راہیں جدا ہو سکتی ہیں۔ البتہ میاں نواز شریف اور آصف زرداری کے چہروں سے پریشانی واضح دکھائی دے رہی تھی اور اندازہ ہو رہا تھا کہ ”مذاکرات کے اندر سب اچھا نہیں تھا“ البتہ میاں شہباز شریف نے یہ تبصرہ کیا کہ ایڈہاک ججوں کے معاملے پر ہم اپنے موقف پر قائم ہیں مذاکرات میں آصف زرداری کے ہمراہ اس بار رحمن ملک کے بجائے امریکہ میں نامزد پاکستانی سفیر حسین حقانی تھے جبکہ میاں نواز شریف کے ہمراہ شہباز شریف، اسحق ڈار، خواجہ آصف اور سید غوث علی شاہ تھے۔ حسین حقانی کی مذاکرات میں موجودگی اور امریکہ کے پیغام کے حوالے سے خواجہ آصف کے مطابق یہ محض قیاس آرائی ہے امریکہ نے پیغام بھیجنا ہوتا تو فون پر بتا سکتا تھا نمائندہ بھیجنے کی ضرورت نہیں۔ ججوں کی بحالی کی ڈیڈ لائن کے حوالے سے خواجہ آصف نے کہا کہ 12 مئی حتمی تاریخ ہے۔پاکستان میں ججز کی بحالی کے ایشو میں امریکہ کی براہ راست مداخلت کا سلسلہ جاری ہے ۔ اس ضمن امریکی نائب وزیر خارجہ رچرڈ باو¿چر پاکستان مسلم لیگ (ن) کے قائد سابق وزیراعظم نواز شریف اور پاکستان پیپلزپارٹی کے شریک چیئر مین آصف علی زرداری سے ملاقات کے لیے لندن پہنچ گئے ہیں۔ ذرائع کے مطابق سعودی عرب کے اعلیٰ عہدیدار بھی اس معاملے پر امریکی ایما پر نواز شریف پر اپنے موقف میں لچک پیدا کرنے کا دباو¿ ڈال رہے ہیں۔ میاں محمد نواز شریف نے ججز کی بحالی کے معاملے پر امریکی دباو¿ کو قبول نہ کرنے کا فیصلہ کرلیا ہے ۔ امریکی نائب وزیر خارجہ حکمران اتحاد کی دونوں بڑی جماعتوں کے قائدین سے ججز کی بحالی کے ایشو پر بات چیت کے لیے گزشتہ اتوار کو لندن پہنچیں ہیں ۔ اسی ملاقات کے پیش نظر نواز شریف نے لندن میں اپنے قیام میں ایک دن کی توسیع کی ہے ۔ ججز کی بحالی کے معاملے پر نواز شریف نے کسی صورت اپنے موقف پر سمجھوتہ اور کسی بھی بیرونی دباو¿ کو قبول نہ کرنے کا فیصلہ کرلیا ہے ۔ پاکستان پیپلزپارٹی کے ساتھ معاملات طے نہ ہونے کی صورت میں نواز شریف نے متبادل حکمت عملی طے کر لی ہے جس کا اعلان آج( پیر کو) اسلام آباد میں پاکستان مسلم لیگ(ن) کی مرکزی مجلس عاملہ کے اجلاس میں کیا جائے گا سعودی عرب کے اعلی حکام کی جانب سے بھی امریکی ایما پر نواز شریف کو اپنے موقف میں لچک پیدا کرنے کا دباو¿ ڈالا جا رہا ہے ۔ ذرائع کے مطابق پاکستان مسلم لیگ(ن) نے ججز کی بحالی کے ایشو پر کمزوری نہ دکھانے اور بیرونی دباو¿ قبول کرنے کا دو ٹوک فیصلہ کر لیا ہے ۔ پاکستان کے اس اہم قومی ایشو کے حوالے سے امریکہ کی براہ راست مداخلت پر سفارتی اور سیاسی حلقوں میں ناپسندیدگی کا اظہار کیا جارہا ہے ۔معزول ججوں کی بحالی کے پیچیدہ مسئلہ پر اتفاق رائے پیدا کرنے کی آخری کوششوں کے سلسلے میں حکومتی اتحاد کی دو اہم جماعتوں پاکستان پیپلز پارٹی اور مسلم لیگ (ن) کے درمیان مذاکرات کا تازہ دور شروع ہوا۔ دونوں جماعتیں گذشتہ روز اس مسئلہ پر کسی حتمی نتیجہ پر نہیں پہنچ سکی تھیں۔ دونوں جماعتوں کے رہنماو¿ں کے درمیان لندن میں سات گھنٹوں پر مشتمل بات چیت کے دو دور ہوئے تاہم ایک دوسرے کو بعض نکات پر آمادہ نہیں کر سکے، اگرچہ دونوں جماعتیں عمومی طور پر ججوں کی بحالی پر متفق ہیں تاہم اصل مسئلہ ججوں کی بحالی کا طریقہ کار کا ہے۔معزول ججز کی بحالی کے حوالے سے قوم کو مسلسل اضطراب میں رکھا جا رہا ہے جو ایک تشویشناک بات ہے ۔ آصف علی زرداری کے ساتھ شہباز شریف کے مذاکرات کسی نتیجے پر پہنچنے کی توقع نہیں ہے عوامی مینڈیٹ کا احترام کیا جائے ۔عوام کسی آئینی پیکج کو تسلیم نہیں کریں گے اس کا مطلب مشرف کے اقدام کو جائز قرار دینا ہو گا امریکہ ہماری پالیسیوں میں مسلسل مداخلت کر رہا ہے اور وہ حکومت پر مسلسل دباو¿ ڈال کر اسے اپنی مرضی کے مطابق چلانا چاہتا ہے ۔۔ جبکہ وزیر اعظم سید یوسف رضا گیلانی نے کہا ہے کہ میاں نوازشریف ہمارے ساتھ رہیں گے12مئی کے بعد نئی اپوزیشن نہیں بنے گی تاہم سیاست میں کوئی چیز حرف آخر نہیں ہوتی (ق) لیگ سے اتحاد ہو گا یا نہیں ابھی اس بارے میں کچھ نہیں کہا جا سکتا ۔ ججز کی بحالی پر نہیں طریقہ کار پر اختلاف ہے، اداروں میں تصادم اوربیک وقت 2چیف جسٹس نہیں چاہتے،عدلیہ کی بحالی کا وعدہ ضرور پورا کیا جائیگا لیکن کوئی ایسا کام نہیں کرنا چاہتے جس سے اداروں میں تصادم ہو ۔ صدر پرویزکے مستقبل کا فیصلہ بھی پارلیمنٹ نے ہی کرنا ہے ‘امریکہ کو ججز کی بحالی سے کوئی سروکار نہیں وہ صرف دہشتگردی اور انتہا پسندی کے خاتمے کیلئے تعاون چاہتا ہے۔ ججز کی بحالی کے معاملہ میں صرف طریقہ کار پر معمولی اختلاف ہے اور انشاء اللہ اسے بہت جلد حل کر لیا جائیگاکوئی ایسا کام نہیں چاہتے کہ جس سے کوئی ایک بحران ختم اور دوسرا کھڑا ہو جائے۔دو چیف جسٹس لانے کی کوئی تجویز زیر غور نہیں اور نہ ہم یہ چاہتے ہیں۔حکمران اتحاد 12 مئی کو ججز کی بحالی کے معاملہ پر انتہائی سنجیدہ ہے ۔ ا ن افواہوں میں کوئی صداقت نہ ہے کہ میاں نواز شریف 12 مئی کے بعد اپوزیشن میں چلے جائیں گے نواز شریف ان کے انتہائی قابل احترام اتحادی ساتھی ہیں جن کی تمام حکمران اتحاد انتہائی عزت کرتا ہے ذا تی طور پر ضلعی حکومتوں کے حق میں ہیں۔ لیکن ضلعی حکومتوں کا جو بنیادی تصور تھا اس کی بنیاد اصل میں پارٹی کی بنیاد پر الیکشن تھے جس میں ضلعی نمائندے مناسب طریقے سے منتخب ہوتے تھے تاہم موجودہ ضلعی حکومتوں کے نظام میں بہت سی خامیاں موجود ہیں جن کو دور کرنے کی ضرورت ہے۔اعتزاز احسن کو ٹکٹ دینے یا نہ دینے کا فیصلہ پارٹی کی قیادت ہی کرنے کی مجاز ہے اور وہ بحیثیت وزیراعظم اس سلسلہ میں کچھ نہ کہنا چاہتے ہیں ذاتیات کی بات نہیں کرنی بلکہ ملک آئین اور قانون کی بات کرنی ہے صدر سے میرے تعلقات صرف اتنے ہیں جس کا آئین اور قانون تقاضا کرتا ہے، گورنر کی تبدیلی ایک معمول کا معاملہ ہے، ہماری پہلی ترجیح امن و امان کی بحالی ہے توانائی کے بحران پر قابو پانا اور غذائی قلت کو دور کرنا اور بے روزگاری اور مہنگائی کا خاتمہ کرنا ہے۔ ججوں کی بحالی کیلئے مذاکرات کے بعد پاکستان پیپلز پارٹی نے اپنا 13 نکاتی موقف جاری کیا ہے۔ جس میں کہا گیا ہے کہ (1) پاکستان پیپلز پارٹی کے چیئرمین آصف علی زرداری یہ محسوس کرتے ہیں کہ تمام بڑی سیاسی جماعتوں کے درمیان مفاہمت ہونی چاہئے اور ملک کو بچانے کیلئے ان میں بڑے معاملات پر اتفاق ہونا چاہئے۔ پارٹیوں کے اندر اور درمیان یا ان کا اداروں کے ساتھ تصادم پاکستان کی سالمیت کیلئے تباہ کن ہوگا۔ (2) محترمہ بینظیر بھٹو کی تدفین کے بعد آصف زرداری نے تحمل کی اپیل کی اور تمام طاقتوں سے پ±رتشدد رویّے کی بجائے پ±رامن رویّے کا مظاہرہ کرنے کیلئے کہا تاکہ پاکستان کو بحران سے بچایا جاسکے۔ پیپلز پارٹی نے اس وقت بھی غیر ذمہ داری کا مظاہرہ کیا اور نہ اب کرے گی۔ (3) ججوں کی بحالی کیلئے بھوربن معاہدہ ایک طرف پاکستان پیپلز پارٹی اور آصف زرداری کی سیاسی عزم کا اظہار اور دوسری طرف قومی مفاہمت کا اظہار تھا۔ (4) کچھ لوگوں نے اعلان بھوربن کو، اسکے ساتھ منسلک آئینی اور سیاسی ایشوز کو دیکھے بغیر ہی، ججوں کی بحالی تک ہی محدود کرلیا ہے۔ میثاق جمہوریت یا پھر قومی مفاہمت کے وسیع معاملات کے تحت ججوں کی بحالی کے سوال کو آئینی معاملات کو علیحدہ کرتے ہوئے حل نہیں کیا جاسکتا۔ (5) شہید محترمہ بینظیر بھٹو کی کتاب ”اسلام، جمہوریت اور مغرب“ کی روح کے تحت پاکستان پیپلز پارٹی نے ایک نئے کل کیلئے آج ہی سے کام کرنا شروع کردیا ہے۔ ہم تمام اپوزیشن جماعتوں کے ارکان، سول سوسائٹی اور پاکستان کے عوام الناس کے درمیان پل تعمیر کر رہے ہیں جو ماضی میں ہونے والے نقصان کا ازالہ کرے گا اور ہمیں بہتر مستقبل کی جانب لے جائے گا۔ ملک میں مفاہمت کے ماحول کی ضرورت ہے تاکہ ملک ان چیلنجز کا سامنا کرسکے جس کا اسے سامنا کرنا پڑ رہا ہے۔ موجودہ حکومت کو سابقہ حکومت سے کئی مسائل ورثے میں ملے ہیں اور ان مسائل کو ہنگامی بنیادوں پر زیر بحث لانا چاہئے۔ (6) پاکستان پیپلز پارٹی کی شہید چیئرپرسن محترمہ بینظیر بھٹو نے میاں نواز شریف کے ساتھ میثاق جمہوریت پر دستخط کیے تھے اور پیپلز پارٹی اس پر قائم ہے۔ اعلان بھوربن درحقیقت اس ہی عزم کا تسلسل تھا اور یہ سمجھا گیا تھا کہ اعلان بھوربن پر میثاق جمہوریت کے تحت ہی عمل ہوگا۔ (7) پاکستان پیپلز پارٹی کی قیادت سمجھتی ہے کہ تصادم ملک، اسکی سالمیت اور معیشت کیلئے نقصان دہ ثابت ہوگا۔ پارٹی چاہتی ہے کہ تمام جمہوری قوتیں عوام کی خدمت اور اداروں، بشمول پارلیمنٹ، سیاسی جماعتوں اور عدلیہ، کے استحکام پر توجہ مرکوز رکھیں۔ (8) پاکستان پیپلز پارٹی نے اس عزم کا اظہار کیا ہے کہ غیر جمہوری قوتوں کی واپسی کو روکا جاسکے اور قومی مفاہمت اور حکمران اتحاد کو بچانے کیلئے کسی بھی حد تک جا سکتی ہے۔ (9) پاکستان پیپلز پارٹی اور اسکی قیادت ججوں کی بحالی میں حائل قانونی رکاوٹیں اس طرح سے ختم کرنا چاہتی ہے کہ اس عمل میں ایسی کوئی خرابی پیدا نہ ہو جسے غیر جمہوری قوتوں استعمال کر سکیں۔ (10) یہ اصول کی بات ہے کہ دونوں جماعتیں عوام سے کیے گئے وعدوں کی پاسداری کریں۔ اختلاف صرف بحالی کے طریقہ? کار پر ہے۔ اختلافات کو آئین کے تحت ختم کیا جائے گا اور متعلقہ آئینی ایشوز پر مختلف تشریحات موجود ہیں۔ (11) پاکستان پیپلز پارٹی عدلیہ کی صورتحال میں بہتری لانے اور عوام کو سستے اور تیز رفتار انصاف کی فراہمی کو یقینی بنانے کیلئے آئینی پیکیج لانا چاہتی ہے۔ میثاق جمہوریت میں پہلے ہی اس آئینی پیکیج کا ذکر موجود ہے اور 2006ء میں میاں نواز شریف اس سے اتفاق کر چکے ہیں۔ (12) پاکستان پیپلز پارٹی چاہتی ہے کہ عوام اور تمام جمہوری قوتیں ملک میں جمہوری اقدار کو مزید مستحکم بنانے کیلئے کام کریں۔ (13) پاکتسان پیپلز پارٹی نے ہمیشہ غیر جمہوری قوتوں کے خلاف جدوجہد کی ہے۔ اس وقت ملک کے عوام کو تعلیم سے آراستہ کرنے اور ان کے ساتھ رابطے قائم کرنے کی ضرورت ہے تاکہ وہ بھی جمہوریت اور ملک کی ترقی کیلئے اپنا مثبت کردار ادا کرسکیں۔ یہ الجھے ہوئے معاملات کی تشریح اور سیاسی درجہ حرارت بڑھانے کا وقت نہیں ہی ہے۔ پیپلزپارٹی مخلوط حکومت کو قائم رکھنے کیلئے تمام درکار اقدامات اور اتحاد کو ٹوٹنے سے بچانے کیلئے بھرپور کوشش کررہی ہے ۔ جو کہ اس کا خوش آئند اقدام ہے ۔اور اس حوالے سے شری رحمن نے کہاکہ مسلم لیگ ن کے ساتھ پیپلزپارٹی کا اتحاد برقرار رہے گا۔ ا ججوں کی بحالی کا مسئلہ ایک آئینی مسئلہ ہے اور پولیس کے ذریعہ نہ جج بحال ہوسکتے ہیں اور نہ ہی موجودہ ججوں کو سبکدوش کیا جاسکتا ہے۔ معزول ججوں کی بحالی کے مسئلے پر مذاکرات کی مکمل ناکامی کی صورت میں مسلم لیگ ن پیپلز پارٹی کے ساتھ اپنا تعاون یکسر ختم نہ کرے بلکہ وقتی طور پر اپنے احتجاج کو کابینہ سے علیحدگی تک محدود رکھے اگرچہ ن نے جو کچھ بھی کرنا ہے اس بارے میں انھیں کوئی ابہام نہیں ہے۔ جو کچھ وکلا کمیونٹی اور عوام چاہتے ہیں وہ اس کی قدر کریں انھوں نے اتنے طویل مذاکرات صرف اسی لئے کئے ہیں تاکہ کوئی حل نکل آئے“۔ چوہدری نثار کا اہم ترین بیان یہ تھا کہ ”معزول ججوں کی بحالی کے اپنے مطالبے کیلئے ہم اپنی پنجاب حکومت کی بھی قربانی دے سکتے ہیں۔ اگر پنجاب حکومت قائم رہتی ہے تو ٹھیک ہے اور اگر ختم ہوجاتی ہے تو بھی ہمیں کوئی پشیمانی نہیں ہوگی۔ ”فی الوقت پیپلز پارٹی کیلئے حکومت قائم رکھنا ہوسکتا ہے مشکل نہ ہو لیکن کابینہ سے ن کی علیحدگی سے مختصر عرصے میں اس کو شدید جھٹکا ضرور لگے گا“۔ ”پاکستان کو درپیش مسائل کے انبار کو مدنظر رکھتے ہوئے یہ بنیادی ضرورت ہے کہ یہ دونوں بڑی پارلیمانی پارٹیاں تعاون کے راستے پر چلتی رہیں اور ملک کو تمام مسائل سے چھٹکارا دلانے کیلئے صلاحیتوں کا مشترکہ استعمال کریں“۔ اس بارے میں جانتے ہوئے کہ مسلم لیگ ن کا ان کے ساتھ تعاون زیادہ دیر نہیں چلے گا زرداری نے ایم کیو ایم کو اپنے ساتھ ملاکر تیاری پہلے ہی کرلی ہے تاکہ کسی بھی نقصان سے بچا جاسکے۔ مسلم لیگ ن اور پیپلز پارٹی دونوں نے اس امر کی نشاندہی کی ہے کہ اول الذکر حکمران اتحاد میں تنہا رہ گئی ہے کیونکہ اتحاد کے دوسرے ارکان ایم کیو ایم‘ اے این پی‘ جے یو آئی اور آزاد ارکان معزول ججوں کی بحالی کے خلاف ہیں۔ اسی حقیقت کے باعث پیپلز پارٹی کے شریک چیئرمین زرداری کے ہاتھ مضبوط ہوئے ہیں کیونکہ وہ تمام ان کی حمایت کررہے ہیں ۔لیکن ان سب کی یہی رائے ہے کہ مسلم لیگ ن نے ججوں کے معاملے پر اپنے موقف کے باعث سیاسی طور پر بڑا فائدہ اٹھایا ہے اور اگر اس کے وزراء نے کابینہ سے علیحدگی اختیار کرلی تو انہیں مزید بونس مل جائے گا‘ تاہم زرداری کے ساتھیوں کا خیال ہے کہ مسلم لیگ ن کشتی سے نہیں اترے گی کیونکہ ان کو احساس ہے کہ ایسا کرنے سے ان کے اولین دشمن پرویز مشرف کے سوا کسی کو فائدہ نہیں ہوگا۔ وہ یہ تسلیم کرتے ہیں کہ کسی بھی وجہ سے حکمران اتحاد کی کمزوری سے صدر کو خود بخود فائدہ ہوگا اور اتحاد کا کوئی رکن بھی اس حقیقت کا سامنا کرنے کیلئے تیار نہیں ہے۔ مسلم لیگ ن اور پیپلز پارٹی کے اتحاد میں دراڑیں پڑنے سے مشرف خوش ہوں گے۔ وہ ایسی صورتحال کا طویل عرصے سے خواب دیکھ رہے ہیں۔ ان کا واحد ہدف نواز شریف ہیں۔ ان کی کوشش ہے کہ مسلم لیگ ن کے لیڈر کو اس قدر تنہا کردیا جائے کہ تمام اتحادی انہیں چھوڑ دیں۔ مسلم لیگ ن کے وزراء نے نشاندہی کی کہ زرداری کے اہم مشیر ان کی لندن مذاکرات میں مدد کررہے ہیں‘ غیرمنتخب شدہ ہیں جبکہ عوامی نمائندوں کو معاملات سے دور رکھا ہوا ہے۔ وزیراعظم کے مشیر داخلہ رحمن ملک اور امریکا میں متعین پاکستان کے سفیر حسین حقانی لندن میں زرداری کی نواز شریف کے ساتھ اہم مذاکرات میں مدد کررہے ہیں۔ دوسری طرف نواز شریف کی مدد شہباز شریف‘ خواجہ آصف اور اسحاق ڈار کررہے ہیں۔ مسلم لیگ ق جس نے ابھی مناسب اور ابہام سے عاری پالیسیاں بنانی ہیں‘ مسلم لیگ ن اور پیپلز پارٹی کی اس سہولت کی شادی / اتحاد کے ٹوٹنے کے انتظار میں ہے۔ اگر مسلم لیگ ن حکمران اتحاد سے علیحدہ ہوجاتی ہے تو ق لیگ کے 51اراکین قومی اسمبلی مشرف کے حکم پر پیپلز پارٹی کی حمایت کریں گے۔ مسلم لیگ ق کے سینئر رہنما چوہدری پرویز الٰہی نے بتایا ہے کہ ”اتحاد کے وجود کا انحصار معزول ججوں کی بحالی کے معاملے پر ہونے والے پیپلز پارٹی اور مسلم لیگ ن کے مذاکرات کے نتیجے پر ہے“۔ انہوں نے کہا کہ اگرچہ مسلم لیگ ق نے ایک موثر اپوزیشن کا کردار ادا کرنے کا فیصلہ کیا ہے اور وفاق اور پنجاب کی سطح پر پیپلز پارٹی کی طرف دست تعاون بڑھانے کی باتیں قبل ازوقت ہیں۔ تاہم انہوں نے کہا کہ اگر پیپلز پارٹی اور مسلم لیگ ق نے باہمی تعاون کیا تو مسلم لیگ ن کی پنجاب میں چھٹی ہوجائے گی کیونکہ دونوں پارٹیوں کے ملنے سے بڑی اکثریت وجود میں آئے گی۔“ موجودہ حکمران امریکا کے دباو¿ میں ہیں، ججوں کی بحالی کے معاملے میں امریکا مداخلت کررہاہے جبکہ لندن مذاکرات بھی کامیاب ہوتے نظر نہیں آرہے ہیں اورایسی صورتحال میں عوام تماشائی نہیں رہیں گے۔ ملک کے 16کروڑ عوام اورکسی صورت 3نومبر کے بعد والی صورتحال اور پی سی او ججوں کو برقرار رکھنے کے فیصلے کو قبول نہیں کریگی۔ جبکہ ججوں کی بحالی میں روڑے اٹکانے کے خلاف اے پی ڈی ایم کے قائدین کا اہم اجلاس 14 مئی کو منعقد کیا جارہا ہے جس میں اے پی ڈی ایم آئندہ کے لائحہ عمل کا اعلان کرے گی جبکہ جماعت اسلامی کی شوریٰ کا اجلاس 16مئی کو طلب کیا گیا ہے اور انھوں نے بھی اس عزم کا اعادہ کیا ہوا ہے کہ اس ملک سے پرویزمشرف کی آمریت کو ختم کرکے دم لیں گے۔ انہوں نے بھی کہا ہے کہ ہم کسی آئینی پیکج کو تسلیم نہیں کرینگے، آئینی پیکج دراصل پرویز مشرف کے غیرآئینی اور غیر قانونی اقدامات کو تحفظ دینے کیلئے لایا جارہا ہے اور ایوان صدر سے منصوبے پھیلائے جارہے ہیں کہ ملک میں 2سپریم کورٹ اور دو چیف جسٹس ہونگے جو کہ ایک مضحکہ خیز بات ہے اور ملک کو تقسیم کرنے کااورافراتفری پھیلانے کا منصوبہ ہے، ایسے منصوبوں کو وکلائ، سول سوسائٹی اور ہم ملکر ناکام بنائیں گے۔ پاکستان کے عوام جسٹس افتخا ر چوہدری کے بغیر ججوں کی بحا لی قبول نہیں کریں گے عوام اعلان مری کے مطابق تما م جج بحال چاہتے ہیں ۔ ججز کی بحا لی کیلئے آئین میں ترمیم تین نومبر کے غیر آئینی اقدامات کو تسلیم کر نے کے مترادف ہو گی ۔ ججز بحا لی کمیٹی کے فیصلوں سے قوم کو ایک فوری طور پر آگا ہ کیا جائے۔ فرد واحد کو اختیار نہیں کہ وہ آئین میں تر میم کر ے یا اسے معطل کر کے 60جج گرفتار کر لے ۔فر د واحد کے اقدامات تسلیم کر لئے گئے تو آئندہ ججوں کے ساتھ ارکا ن پا رلیمنٹ بھی گرفتار کر لئے جا ئیں گے ۔ سیاسی جماعتوں کے اختلافات جلد ختم ہونے چاہئیں۔ میثاق جمہوریت پر عمل کریں قومی سطح پر خوراک کابحران پیداہورہاہے عالمی منڈی میں تیل کی قیمت 126ڈالرفی بیرل تک پہنچ گئی ہے ،ملک معاشی بحران سے دوچارہے،لوگ خودکشیاں کررہے ہیں، لہٰذا سیاسی جماعتوں میں باہمی اختلافات جتنی جلدختم ہوں اتنااچھاہے تاکہ ہم غریب عوام کے بنیادی مسائل حل کرسکیں۔ ملک پہلے ہی ان گنت مسائل کاشکار ہے اور ججوں کامسئلہ ایک ایسی شکل اختیارکرتاجارہاہے کہ جتنی جلدحل ہوجائے ملک کیلئے بہترہے ۔ملک کو ان گنت مسائل کا سامنا ہے‘ تمام سیاسی جماعتیں اپنے اختلافات بھلا دیں اتحادی حکومت کے کندھوں پر قوم نے بھاری ذمہ داری ڈالی ہے اورانھیں عوامی توقعات پر پورا اترنا چاہیے
