KARACHI - Pakistan’s cricket board will not try to stop players from the rebel Indian Cricket League (ICL) taking part in English county cricket, officials said on Saturday.
“Our policy on the ICL players is clear. They are not contracted to us nor are they eligible to play in any tournament in Pakistan. But if they go and play county or shield cricket we can’t stop them,” Shafqat Naghmi, the chief operating officer of the Pakistan Cricket Board (PCB) told Reuters.
“We have no legal or moral reason to stop ICL players from playing in any event in any other country apart from Pakistan,” he said.
“If anyone in any other country wants to play them it is their decision.”
Around 16 players from Pakistan are appearing in the ICL, a Twenty20 event in its second year, at the moment. The PCB has banned ICL players from playing domestic cricket.
The ICL is bankrolled by the controllers of India’s largest listed media firm but has not been sanctioned by the International Cricket Council (ICC).

Businesses hit by fire get priority
DUBAI — Dubai Industrial City (DIC), a member of Tatweer and the third largest non-real estate project in Dubai, announced yesterday that it is offering priority leasing of its warehouses to businesses that were affected by the massive warehouse fires that recently took place in Al Quoz area.
Rashed Al Ansari, Chief Executive Officer of DIC, a member of Tatweer, stressed that the swift initiative from the industrial hub comes as part of its obligation and long term commitment to support the industrial sector in Dubai.
"We are currently leasing 1.5 million square feet of warehouses in our township, and these storage facilities were built to support the businesses of industrial investors in our city and across Dubai and those who suffered losses by the latest fires have the priority to lease our warehouses at reduced rates, considering the challenges they are currently facing," he explained.
Rashed added: "Business owners need to obtain official documentation from the concerned authorities in Dubai indicating that they have been affected by the incident to be eligible for our initiative. Our Client Relations department is briefed and ready to receive the business owners and address all their enquiries."
He pointed out: "We are mandated, as the leading industrial destination in Dubai, to support and boost the sector in the emirate and as a socially responsible company, we have a duty to help investors whose businesses got severely affected, while at the same time absorb the deficit in storage facilities that took place in the city."
He further stated that the warehouses at Dubai Industrial City are designed following strict health and safety guidelines that are being enforced by Maqayees, the Dubai Centre for Industrial Standards, which is in charge of managing and enforcing all quality, health, safety and environmental related procedures across the industrial hub.
"Industrial health and safety are of paramount importance to our operations and we are working very hard to ensure that we incorporate the latest health and safety guidelines in our daily operation and management of warehouses to mitigate such risks and minimise the likelihood of accidents," Rashed said.
Dubai Industrial City's responsive initiative comes after last Wednesday morning saw huge fires engulfing more than 80 warehouses in Al Quoz area following an explosion in a fireworks warehouse. The fires that stretched across one kilometre are considered one of the biggest ever in the history of Dubai, causing losses estimated at around Dh600 million.
China minister calls India to discuss Tibet
BEIJING - China’s top foreign policy official spoke on the phone on Sunday with an Indian minister to discuss unrest in Tibet whose status has been an irritant in relations between the giant neighbours.
State Councillor Dai Bingguo called India’s National Security Adviser M. K. Narayanan to explain China’s position on the weeks of anti-government unrest in Tibet, a notice posted on the Chinese Foreign Ministry’s Web site (www.fmprc.gov.cn) said.
Relations between China and India have warmed and trade has grown after decades of rivalry and a border war in 1962, but the issue of Tibet remains a sore point.
The Indian hill station of Dharamsala is home to Tibet’s government-in-exile and the Dalai Lama, Tibetan Buddhism’s spiritual leader, since he fled China after a failed uprising against Communist rule in 1959.
The Web site said that Dai “explained China’s standpoint and deep concern and hoped India could continue to understand and support China’s actions”.

Taliban welcome new Pak PM’s offer of talks
KHAR: Pakistan’s Taliban movement on Sunday welcomed an offer by the country’s new premier to hold talks with militants but urged Islamabad to abandon the US-led ”war on terror.”
Prime Minister Yousuf Raza Gilani said Saturday that fighting terrorism would be his top priority, but offered to hold talks with those militants who agree to surrender their weapons.
“We are ready to talk to all those people who give up arms and are ready to embrace peace,” Gilani said in an address to parliament, earning loud support from lawmakers.
Militant leader Maulvi Faqir Mohammad, addressing a rally of about 5,000 tribesmen and militants on Sunday in troubled Bajaur district on the Afghan border, welcomed Gilani’s offer -- with one condition.
“We are ready for talks with the government because a solution of all problems is possible through negotiations, but the government should quit its pro-America policies,” Mohammad said.
“Taliban are patriotic Pakistanis and their movement is not against the government.”
Mohammad is the leader of the Taliban movement in Bajaur and a deputy of Baitullah Mehsud, an Al-Qaeda linked militant commander based in the restive tribal area of South Waziristan.
The government has accused Mehsud of plotting the assassination of former premier Benazir Bhutto, who was killed in a gun and suicide attack on December 27 in Rawalpindi, a garrison city near Islamabad.
Pakistan has been a bulwark in the US-led fight against Al-Qaeda and Taliban militants since the September 11, 2001 attacks on the United States.
The country has suffered an unprecedented wave of violence including suicide bombings in the past year blamed on Al-Qaeda and Taliban militants.
Militants and local political leaders welcomed Gilani’s offer to abolish the colonial-era Frontier Crimes Regulation governing the tribal areas bordering Afghanistan -- but demanded that Islamic law be enforced in its place.
“Thousands of tribesmen were arbitrarily put in jails under this black law which was made by the colonial rulers a century ago,” said Munsif Khan, the president of the Mohmand tribal district branch of the Jamaat-e-Islami party.
“Under this law if a person committed crime, his entire family and tribe were punished,” he told AFP.
President reaffirms vow to cooperate with new govts at centre, provinces

KARACHI : President Pervez Musharraf said Sunday that he would like to extend his cooperation to the government at the centre and in the provinces with a single objective in mind - the progress and development of the country and welfare and well-being of its people.
He was speaking at a farewell dinner hosted by Caretaker Sindh Chief Minister Justice (Rtd) Abdul Qadir Halepota for the outgoing caretaker Sindh Cabinet. First Lady Begum Sehba Musharraf, Senate Chairman Mohammedmian Soomro, Sindh Governor Dr. Ishrat-ul- Ebad Khan, members of the outgoing Sindh Cabinet, City Nazim Syed Mustafa Kamal were also present on the occasion.
“I will try to contribute my maximum towards achieving the goals or targets wherever my assistance and contribution is required. I would like to extend my cooperation to the government whether they are at the centre or provinces with only one single minded objective in mind - the progress and development of the country and welfare and well-being of its people”, he added.
President Musharraf said in his definition, the responsibility of any government anywhere in the world was to ensure the security of a nation, its progress and development and welfare and well-being of its people.
“I only wish and hope that the future governments will keep this definition in mind. First and foremost is security of the country from any external or internal threats. The second responsibility, is to ensure the progress and development of the nation, all the provinces specially the backward provinces and backward areas.
The third, is the welfare and well-being of its people which included socio-economic development, poverty alleviation, job creation, education and health,” he elaborated.
“If the government keeps this definition in mind and they are focussed all along this, I am sure, the future of this country will remain bright. Because this country has a lot of resources at its disposal”, he noted.
The President said his government has taken Pakistan forward. There is no doubt. If any one is casting aspersions that on the performance, development, progress, poverty alleviation, job creation, is creating doubts which are not true at all, he added.
He said the country (now) needs a political stability and economic development. These two areas are the key for the country to progress, he observed.
“We are on a course in the future to combat terrorism with all our strength to ensure the sustainable economic development of the country. Whatever has been achieved needs to be continued and improved. This will be possible if there is a political stability in the country and of course Karachi cannot be divorced. This is what one expects in the future”, President Musharraf opined.
PM meets proposed Cabinet members

ISLAMABAD: Prime Minister Syed Yousuf Raza Gilani on Sunday said that in order to provide immediate relief to common man every member of the forthcoming Cabinet would be required to closely adhere to the 100-day programme of the government. He was talking to members of the prospective federal Cabinet here at the PM House this evening.
The Prime Minister said the whole nation is looking forward to the policies that would be made by this Cabinet for bringing about improvement in their life.
The unprecedented mandate given to the parties in the ruling coalition also puts immense responsibility on the shoulders of the new government, he added.
The Prime Minister said the government has already set priorities in various fields which include bringing about improvement in the energy, wheat and unemployment situation in the country and initiatives have to be taken in this regard.
He said the people want to see a change in the system of governance and also a qualitative change in their life.
The Prime Minister said load-shedding not only causes inconvenience to the people but also hampers growth of industry in addition to discouraging the investors.
He said had the PPP government in its 1993-96 term not given license to 14 Independent Power Producers (IPPs), the country by now would have gone back to the stone age.
He said the factual position of each ministry should honestly be told to the nation so that everyone has a fair idea of what this government has inherited.
The Prime Minister said special and immediate measures need to be taken to improve the law and order and un-employment situation.
He congratulated the members of the Cabinet-designate for getting the opportunity of serving the nation at this forum.
The proposed Cabinet members told the Prime Minister that people are highly appreciative of his yesterday’s speech which promised relief to all segments of the society including students, traders as well the agriculture community, particularly increase in the support price of wheat and lifting of ban on student and trade unions.
The members also congratulated the Prime Minister on obtaining a unanimous vote of confidence from the National Assembly.

New government target difficult but achievable: Zardari

ISLAMABAD : Co-chairman Pakistan Peoples’ Party (PPP) Asif Ali Zardari has said that the pledges made by Prime Minister Yousuf Raza Gilani at floor of the house after securing unanimous vote of confidence from the National Assembly are difficult, but not impossible.
These are the dreams of Shaheed Mohtarma Benazir Bhutto, Zulfiqar Ali Bhutto, he himself and Prime Minister Yousaf Raza Gilani dreamt in solitude in jails.
He expressed strong conviction that people of the country by the grace of Allah Almighty would see translating these dreams and pledges into reality very soon.
The PPP Co-chairman said that all coalition partners had been taken into confidence before announcing the plan for welfare of the common man, progress and prosperity of the country.
He said, the new government was committed to make the judiciary superior and police as a better service, adding “law and order are two important challenges to us.”
Commenting on the judiciary issue, he said “I do not think that this is a much difficult task as it appears to our friends,” and added its solution would come very soon and may be sooner than 30 days.
Tanushree Datta controversy threatens to take on parochial colour
Mumbai: The Raj Thackeray-led Maharashtra Navnirman Sena (MNS) has taken strong exception to allegations of "indecent behaviour" levelled against Bollywood actor Nana Patekar by upcoming star Tanushree Datta.
The MNS has written letters to different associations of cine producers to 'blacklist' Tanushree for accusing a senior actor like Nana of bad behaviour during the shooting of an item number for the movie "Horn O.K. Pleassse" on Wednesday.The organisation, which was recently in the news for its violence against the north Indians living in Mumbai, has threatened to agitate against the actress if she does not give an unconditional apology to the actor, whom it describes as the "pride of Maharashtra".Meanwhile, producer of "Horn O.K. Pleassse," Sami Siddiqui, filed a complaint Saturday with the Association of Motion Picture and TV Programme Producers (AMPTPP) against Tanushree.He alleged that his production firm, Sunshine Pictures Pvt. Ltd, incurred a heavy loss because the actress failed to complete shooting for the item song being filmed on her and Nana.In his complaint, Siddiqui also stated that the goodwill of his production firm was tarnished because Tanushree went to the media saying that she was "coerced" by director Rakesh Sarang and choreographer Ganesh Acharya to do steps in the item song she did not feel comfortable doing. Acting quickly on the complaint, the AMPTPP dashed off a letter to the actress, asking her to pay a compensation of Rs.65 million. This would include Rs.15 million to Sunrise Pictures Pvt. Ltd. and Rs.50 million for defaming it in public.Sunrise Pictures Pvt. Ltd. had signed Tanushree for Rs.1.5 million for the item number to be shot over four days. She had been paid an advance of Rs.500,000. According to Siddiqui, he as well as Sarang and Acharya had explained to Tanushree what her steps would be in the dance number."She had agreed to it," Siddiqui said."They (Sarang and Acharya) also agreed when she requested them not to compel her to wear a costume she would not be comfortable with. So we were surprised when she walked out of the sets on the last day of the shooting (March 26) after taking part in it for two days," Siddiqui told IANS Saturday. On Friday, Tanushree shot off a letter to the Cine and Television Artistes' Association (CINTAA) explaining the sequence of events that led to her stomping out of the sets and the scuffle that subsequently took place between media persons present on the sets and her secretary.In her letter, the actress also referred to the "unbecoming" manner in which Nana Patekar behaved with her during shooting of the item number on the first day and why she felt the need to ask her parents and her secretary to be present during the shoots later. CINTAA is yet to act on her letter, but it is likely to ask Patekar for his explanation.It is rarely that a member of a cine association complains against a fellow member. In this case, what makes it unique is that an upcoming star has lodged a serious complaint against a senior member at the risk of her budding career.
I will work at my own speed: Kajol
New Delhi: She is one of the most talented actresses in Bollywood, but Kajol, who graces the screen after a gap of two years in her home production "U, Me Aur Hum", says her priority is her family.
"I am not going to do four films a year. I will work, but at my own speed," Kajol told IANS on phone from Mumbai.After marriage with Ajay Devgan in 1999, the actress cut down her film roles and was occasionally seen in hits like "Kabhi Khushi Kabhie Gham" and "Fanaa".For "U, Me Aur Hum", she teams up with hubby. The film, which releases April 11, marks Ajay's directorial debut and he has written the script too.Asked how different this film is from her other movies, the ebullient actress says: "Well, I hope it is not so different that it becomes a bad film (laughs). I won't say it is different, but it is a very special film for me.""While working in the film I never felt constrained. In fact, it was the other way round. اسلام آباد...............وزیر اعظم یوسف رضا گیلانی نے سینیٹ میں قائد حزب اختلاف کے عہدے سے استعفی دینے والے سینیٹر رضا ربانی کو سینیٹ میں قائد ایوان مقرر کردیا ہے ۔میاں رضا ربانی کو سینیٹ میں قائد ایوان مقرر کیے جانے کے احکامات ، پرائم منسٹر سیکریٹریٹ سے جاری کیے گئے ہیں ۔سینیٹ میں گزشتہ دنوں قائد ایوان کے عہدے پر وسیم سجاد اور قائد حزب اختلاف کے عہدے پر رضا ربانی تھے ۔ ان دونوں نے حالیہ حکومت سازی کے وقت پارلیمانی روایات کے مطابق اپنے عہدوں سے استعفیٰ دے دیا تھا۔ نئی حکومت آنے کے باعث سینیٹ کے بنچوں میں تبدیلی کی وجہ سے اب وزیر اعظم نے رضا ربانی کو نیا قائد ایوان مقرر کردیا ہے ۔
وزیراعظم کا جسٹس خلیل رمدے کو فون،واقعے پر معذرت
اسلام آباد.................وزیراعظم یوسف رضا گیلانی نے جسٹس خلیل الرحمن رمدے سے ٹیلیفون پر رابطہ کرکے ان سے گزشتہ روز ہونے والے واقعے پر معذرت کی ہے۔ذرائع کے مطابق وزیراعظم یوسف رضا گیلانی نے جسٹس خلیل الرحمن رمدے کو ٹیلیفون کیا اور ان سے کہا کہ آپ ہمارے لئے قابل احترام ہیں اور واقعے میں ملوث افراد کے خلاف کارروائی ہوگی۔واضح رہے کہ گزشتہ روز جسٹس لاجز میں واقع گھر سے جسٹس خلیل الرحمن رمدے کا سامان نکال کر باہر پھینک دیا تھا اور اس کی الاٹمنٹ کردی گئی تھی۔
سیاسی مفاہمت کا مطلب یہ نہیں کہ کسی کا احتساب نہ ہو،جاوید ہاشمی
کراچی.....مسلم لیگ ن کے رہ نما مخدوم جاوید ہاشمی نے کہا ہے کہ سیاسی مفاہمت کا مطلب یہ نہیں کہ کسی کا احتساب نہ ہو البتہ احتساب کا طریقہ کار سیاسی جماعتوں کے ساتھ مل بیٹھ کر طے کیا جاسکتا ہے۔کراچی میں پاکستان مسلم لیگ سندھ کے نائب صدر طارق خان کے گھر پر جیو نیوز سے گفتگو کرتے ہوئے ان کا کہنا تھا کہ وزارت سیاست میں حصہ لینے کا آخری مقصد نہیں ۔دوسرے مرحلے میں مسلم لیگ ن کا موقف ہے کہ صدر پرویز کو جانا چاہیے ۔ان کا کہنا تھا کہ وزارت نہ لینے پر ان کا یہی موقف ہے کہ وہ کسی ڈکٹیٹر سے حلف نہیں لیں گے۔جاوید ہاشمی نے کہا کہ ججز بحال ہیں بار نے انہیں وقت دیا ہے اور پیپلز پارٹی نے بھی اس معاملے پر بھرپور مؤقف اختیار کیا ہے ۔ان کا کہنا تھا کہ جلد اس کام کو انجام دیں گے اور چیف جسٹس آف پاکستان جسٹس افتخارمحمد چوہدری ہی ہوں گے۔مفاہمت اور ایم کیو ایم سے تحفظات کے سوال پر جاوید ہاشمی نے کہا کہ آئین کی بالادستی کے لئے مفاہمت خوش آئند ہے لیکن یہ نہیں ہوسکتا کہ کسی کا احتساب نہ ہو۔

پشاور...............پیپلز پارٹی نے سرحد کابینہ میں اپنے وزرا کے ناموں اور انکے محکموں کو حتمی شکل دے دی ہے ۔ذرائع کے مطابق ہفتے کی رات پیپلز پارٹی کے شریک چیئر مین آصف علی زرداری اور صوبائی قیادت کے درمیان اہم ملاقات ہوئی۔پیپلز پارٹی کی اعلی ٰ قیادت میں سرحد کی 21رکنی کابینہ نے اپنے نو وزرا اور انکے محکموں کو حتمی شکل دی ۔اس کے تحت نو منتخب رکن اسمبلی ظاہر علی شاہ کو محکمہ صحت ، لیاقت شباب کو ایکسائز اینڈ ٹیکسیشن ، ہمایوں خان کو ایری گیشن اینڈ پاور، سلیم خان کو سوشل ویلفیئر ،محمود زیب کو ریونیو ،شیر اعظم خان کو محکمہ فنانس ،شجاع خان کو محکمہ خوراک احمد حسن شاہ کو انڈسٹریز اور نامزد سنیئر وزیر رحیم داد خان کو ٹریننگ اینڈ ڈیولپمنٹ کے محکمے دینے کا فیصلہ کیا گیا ہے ۔پارٹی کی جانب سے ان کے ناموں اور محکموں کا باضابطہ اعلان کسی بھی وقت ہو سکتا ہے ۔
سیا ہ دور کے سیاہ قوانین کا کا خاتمہ، وزیر اعظم کا خوش آئند اقدام

پاکستان کے وزیراعظم سید یوسف رضا گیلانی نے گزشتہ برس تین نومبر کو صدر پرویز مشرف کی جانب سے میڈیا پر عائد پابندیوں کے بارے میں نافذ قوانین ختم کرنے اور برطرف ججوں کی بحالی کا اعلان کر دیا ہے۔یہ اعلان انہوں نے سنیچر کو قومی اسمبلی سے اعتماد کا ووٹ حاصل کرنے کے بعد اپنی حکومت کی ترجیحات کے بارے میں بیان دیتے ہوئے کیا۔ قبل ازیں وزیراعظم کو قومی اسمبلی نے متفقہ طور پر اعتماد کا ووٹ دے دیا اور اس اعتبار سے یوسف رضا گیلانی پاکستان کے پہلے وزیراعظم ہیں جنہیں حزب مخالف کی تمام جماعتوں نے بھی اعتماد کا ووٹ دیا ہے۔ پاکستان کے نئے وزیراعظم نے اپنی حکومت کے پہلے سو دن کے پروگرام کا اعلان کرتے ہوئے جہاں ملک میں طلبائ اور ٹریڈ یونینز پر پر عائد پابندی ختم کرنے، قومی احتساب بیورو کو انتظامیہ کے بجائے عدلیہ کے ماتحت کرنے، صدر پرویز مشرف کی جانب سے گزشتہ برس تین نومبر کو برطرف کردہ ججوں کی بحالی سمیت متعدد اعلانات کیے وہاں دہشت گردی کے خاتمے اور ملک میں امن و امان قائم کرنے کو اپنی حکومت کے لیے سب سے بڑا چیلنج قرار دیا۔ انہوں نے کہا کہ قبائلی علاقوں میں نا خواندگی اور پسماندگی کی وجہ سے شدت پسندی کو فروغ ملا ہے اس لیے وہاں غربت کے خاتمے اور تعلیم عام کرنے کی فوری ضرورت ہے۔ نئے وزیراعظم نے شدت پسندوں کو مخاطب کرتے ہوئے کہا کہ ’آئیے تشدد کا راستہ چھوڑ کر آج نئے جمہوری سفر میں شامل ہوں، جو بھی ہتھیار پھینک کر امن کا راستہ اختیار کرے گا حکومت ان سے تعاون کرے گی اور بات چیت کرے گی۔‘ وزیر اعظم نے دو ہفتوں کے اندر سویلین اداروں سے فوجی افسران کو واپس بلانے، میڈیا پر قدغن لگانے والے قوانین پر نظر ثانی اور قبائلی علاقوں میں ڈیڑھ صدی سے زیادہ پرانے اور فرسودہ قوانین ’ایف سی آر‘ ختم کرنے کا بھی اعلان کیا ہے۔سید یوسف رضا گیلانی نے بعد میں وضاحت کرتے ہوئے کہا کہ تین نومبر سن دو ہزار سات کو ذرائع ابلاغ پر پابندیوں کے بارے میں نافذ سیاہ قوانین ختم کیے جائیں گے۔ واضح رہے کہ صدر پرویز مشرف نے تین نومبر کو میڈیا پر انتہائی سنگین پابندیاں عائد کی تھیں، جن کے خلاف صحافیوں کی تنظیمیں آج تک ملک بھر میں احتجاج کرتی رہی ہیں۔ پاکستان کے نئے وزیراعظم نے فوج یا عدلیہ کا نام لیے بنا کہا کہ ’تمام ادارے اپنا اپنا کام کریں اور ملک پر حکمرانی کرنے کا اختیار صرف عوام کا ہے۔‘ اس موقع پر انہوں نے اپنی جماعت کے بانی ذوالفقار علی بھٹو اور بینظیر بھٹو کو زبردست خراج عقیدت پیش کیا اور کہا کہ ان دونوں افراد نے جمہوریت کے لیے اپنی جانیں قربان کردی ہیں۔ انہوں نے دو ہفتوں کے اندر سویلین اداروں سے فوجی بنانے، کیٹی بندر پر کوئلے سے چلنے والا بجلی گھر بنانے سمیت متعدد اقدامات کا اعلان کیا۔ انہوں نے کہا کہ پیپلز پارٹی کی گزشتہ حکومت نے تین برس سے بھی کم عرصہ میں تین ہزار میگاواٹ بجلی پیدا کرنے کا انتظام کیا تھا۔ واضح رہے کہ پیپلز پارٹی کے سابقہ دور میں بینظیر بھٹو نے کیٹی بندر منصوبہ شروع کیا تھا اور چین کی ایک کمپنی سے معاہدہ بھی کیا تھا جو میاں نواز شریف نے اقتدار میں آکر چینی کمپنی کو کئی ملین ڈالر ہرجانہ ادا کر کے ختم کردیا تھا۔وزیراعظم گیلانی نے کہا کہ پاکستان کے لیے پانی پیٹرول جتنا ہی اہم ہے اور پانی کو بچانا حکومت اور قوم کی ذمہ داری ہے۔ انہوں نے نہریں اور کھالے پختہ کرنے کے منصوبہ شروع کرنے کا اعلان بھی کیا۔ انہوں نے ملک بھر میں تمام گریجوئیٹس کے لیے سند ملنے کے بعد دو برس تک روزگار فراہم کرنے کا نیا منصوبہ شروع کرنے کا بھی اعلان کیا۔ ان کے مطابق ہر غریب خاندان کو ایک ملازمت فراہم کرنے، ریٹائر ہونے والے سرکاری ملازمین کو مکان دینے، قدرتی آفات کی وجہ سے معذور ہونے والے سرکاری ملازمین کو مکمل فوائد دینے، دیہی علاقوں میں سرکاری زمین پر پانچ مرلے کے مکان، شہروں میں اسی گز کے پلاٹ پر مکان بنانے کا منصوبہ شروع کرنے کا بھی اعلان کیا اور کہا کہ حکومت ہر سال دس لاکھ مکان بنائے گی۔ انہوں نے کہا کہ کچی آبادیوں کو ریگولرائیز کیا جائے گا۔ ’وی آئی پی‘ کلچر کا خاتمہ، نئے وزیراعظم نے ملک سے ’وی آئی پی‘ کلچر کے خاتمے کا اعلان کرتے ہوئے کہا کہ ہوائی اڈوں سے وی آئی پی کاو¿نٹر ختم کیے جائیں گے، کوئی وزیر سرکاری خرچ پر اکنامی پلس سے اوپری درجہ میں سفر نہیں کرے گا اور سولہ سو سی سی سے زیادہ والی گاڑی استعمال نہیں کرسکے گا۔ وزیراعظم نےکسانوں کو رلیف دینےکے بارے میں بھی متعدد اقدامات اٹھانے کا اعلان کیا جس میں گندم کی امدادی قیمت پانچ سو دس روپے سے بڑھا کر سوا چھ سو روپے فی چالیس کلوگرام کرنا بھی شامل ہے۔ انہوں نے کہا کہ خوردنی تیل کی درآمد پر ہر سال ایک ارب ڈالر خرچہ آتا ہے اور ان کی حکومت ملک میں سورج مکھی کی کاشت کے فروغ کا فوری انتظام کرے گی۔ نئے وزیراعظم نے ملک سے ’وی آئی پی‘ کلچر کے خاتمے کا اعلان کرتے ہوئے کہا کہ ہوائی اڈوں سے وی آئی پی کاو¿نٹر ختم کیے جائیں گے، کوئی وزیر سرکاری خرچ پر اکنامی پلس سے اوپری درجہ میں سفر نہیں کرے گا اور سولہ سو سی سی سے زیادہ والی گاڑی استعمال نہیں کرسکے گا۔ انہوں نے پارلیمان کی تمام کمیٹیوں کی کارروائی کھلی کرنے کا اعلان کیا اور کہا کہ اب ذرائع ابلاغ کے نمائندے ان اجلاسوں میں بیٹھ سکیں گے۔ صنعتوں اور مزدوروں کے متعلق وزیراعظم نے صدر پرویز مشرف کے نافذ کردہ قانون ’آئی آر او‘ کو ختم کرنے کا اعلان کیا اور کہا کہ یہ ایک مزدور دشمن قانون ہے۔ انہوں نے برطرف اور چھانٹی کردہ ملازمین کی بحالی پر نظرثانی کرنے اور کم سے کم ماہانہ اجرت چھ ہزار کرنے کا بھی اعلان کیا۔ انہوں نے بلوچستان کے عوام پر مظالم ڈھانے (صدر پرویز مشرف کی جانب سے فوجی آپریشن کرنے) پر معافی مانگتے ہوئے کہا کہ تمام سیاسی قیدیوں کو باعزت بری کیا جائے گا اور بلوچوں پر ہونے والے مظالم کا ازالہ کیا جائے گا۔ انہوں نے سچائی اور مصالحت کمیشن بنانے کا اعلان بھی کیا اور کہا کہ یہ کمیشن ریاستی جبر کا نشانہ بننے والوں کے زخموں پر مرہم رکھے گا۔ انہوں نے صوبائی خودمختاری کا ذکر کرتے ہوئے کہا کہ اپنی حکومت کے پہلے سال میں وہ آئین میں دی ہوئی ’کنرکنٹ لسٹ‘ ختم کردیں گے۔ یوسف رضا گیلانی نے جمہوریت کے لیے قربانی دینے والوں کو خراج پیش کیا اور کہا کہ ان کے اہل خانہ کو مالی معاوضہ، وظائف اور ملازمتیں دی جائیں گی۔ انہوں نے میثاق جمہوریت اور مری اعلامیہ پر کلی طور پر عمل کرنے کا اعلان کیا اور کہا کہ ان کی پالسیی جیو اور جینے دو کے اصول پر مبنی ہوگی۔ انہوں نے امریکہ اور یورپ سمیت دنیا بھر سے برابری کی بنیاد پر تعلقات قائم رکھنے، افغانستان اور بھارت کے ساتھ پرامن رہنے اور بہتر تعلقات کے قیام کی خواہش کا اظہار بھی کیا۔ انہوں نے مسئلہ کشمیر کشمیری عوام کی امنگوں کے مطابق حل کرنے کی یقین دہانی بھی کروائی۔

جسٹس خلیل الرحمان رمدے آج کل لاہور میں قیام پذیر ہیں وزیراعظم کے مشیر برائے امورِ داخلہ رحمان ملک کا کہنا ہے کہ سپریم کورٹ کے معزول جسٹس خلیل الرحمان رمدے کےگھر کا سامان باہر پھینکنے کے واقعہ میں ملوث افراد کے خلاف قانونی کارروائی کی جائے گی۔یہ مجرمانہ کارروائی ہے رحمان ملک نے بتایا کہ تحقیقاتی رپورٹ اتوار کی رات تک موصول ہو جائے گی جسے وزیراعظم سید یوسف رضا گیلانی کو پیش کر دی جائے گی۔ انہوں نے کہا کہ اگر اس واقعہ میں سپریم کورٹ کے رجسٹرار بھی ملوث ہوئے تو ان کے خلاف بھی قانونی کارروائی کرنے کے لیے متعلقہ حکام کو لکھا جائے گا۔رحمان ملک کا کہنا تھا کہ معزول جسٹس خلیل الرحمان رمدے ججز کالونی میں پندرہ نمبر گھر کے ایک حصے میں رہائش پذیر تھے جبکہ اس گھر کا ایک حصہ سپریم کورٹ کے ایک اور جج کے زیر استعمال ہے۔ ادھر پی سی او کے تحت حلف نہ ا±ٹھانے والے سپریم کورٹ کے معزول جسٹس خلیل الرحمان کے گھر کا سامان باہر پھینکنے کے واقعہ کی تحقیقات کرنے والے اسلام آباد انتظامیہ کے ایڈیشنل ڈپٹی کمشنر جنرل نے سپریم کورٹ کے ڈپٹی اور اسسٹنٹ رجسٹرار اور ججز کالونی کے انچارج سمیت کالونی میں تعینات پولیس اہلکاروں کے بیانات ریکارڈ کروانے کے لیے طلب کر لیا ہے۔ واضح رہے کہ جس وقت سپریم کورٹ کی انتظامیہ نے یہ کارروائی کی ا±س وقت مذکورہ معزول جسٹس کا ملازم ہی گھر پر موجود تھا جبکہ خلیل الرحمان رمدے دو نومبر سنہ دو ہزار سات کو ویک اینڈ پر لاہور گئے تھے کہ تین نومبر کو صدر جنرل ریٹائرڈ پرویز مشرف نے ملک میں ایمرجنسی نافذ کردی اور معزول چیف جسٹس افتخار محمد چوہدری سمیت اعلی عدالتوں کے ساٹھ ججوں کو برطرف کردیا گیا تھا اور انہیں گھروں میں نظر بند کردیا تھا۔ وزیراعظم سید یوسف رضا گیلانی نے معزول جسٹس خلیل الرحمان رمدے کے گھر کا سامان باہر پھینکنے کے واقعہ کا سختی سے نوٹس لیتے ہوئے اس واقعہ کی تحقیقات کا حکم دیا تھا۔ وکلاء کے نمائندوں نے اس واقعہ کے خلاف سپریم کورٹ کے رجسٹرار سمیت دیگر افراد کے خلاف مقدمہ درج کروانے کے لیے متعلقہ تھانہ سیکرٹریٹ میں ایک درخواست دی ہے۔اس واقعہ کی تحقیقات کرنے والے اسلام آباد کی انتظامیہ کے افسر رانا اکبر حیات نے بتایا کہ جس وقت یہ واقعہ رونما ہوا اس وقت وہاں پر موجود سیکیورٹی ڈویڑن کے پولیس اہلکاروں نے بتایا کہ وہ وقوعہ کے وقت پی سی او کے تحت معرض وجود میں آنے والی سپریم کورٹ کے چیف جسٹس عبدالحمید ڈوگر کے ساتھ ڈیوٹی پر مامور تھے جو ا±س وقت ججز کالونی میں واک کر رہے تھے اس لیے انہیں اس کے بارے میں کوئی علم نہیں ہے۔ ادھر ججز کالونی میں رہائش پذیر پی سی او کے تحت حلف نہ ا±ٹھانے والے ایک جج کے فیملی ذرائع نے بتایا کہ سپریم کورٹ کے رجسٹرار اور عملے کے چار ارکان ججز کالونی میں معزول جسٹس خلیل الرحمن رمدے کے گھر میں گھس گئے اور وہاں پر موجود ان کے ملازم نور محمد کو دھمکی دی کہ وہ ان افراد کو اپنا کام کرنے دیں اور مداخلت نہ کریں ورنہ ان کے خلاف انسداد دہشت گردی کا مقدمہ درج کروایا جائے گا جس کے بعد انہوں نے معزول جسٹس کے گھر کا سامان باہر پھینک دیا۔ ادھر وکلاء کے نمائندوں نے اس واقعہ کے خلاف سپریم کورٹ کے رجسٹرار سمیت دیگر افراد کے خلاف مقدمہ درج کروانے کے لیے متعلقہ تھانہ سیکرٹریٹ میں ایک درخواست دی ہے۔ واضح رہے کہ وکلاء نے کچھ عرصہ قبل مذکورہ تھانے میں پی سی او کے تحت حلف نہ ا±ٹھانے والے ججوں کو گھروں میں نظر بند کرنے کے خلاف صدر جنرل ریٹائرڈ پرویز مشرف، نگراں وزیر داخلہ، سیکرٹری داخلہ سمیت اسلام آباد کی انتظامیہ کے افسران کے خلاف مقدمہ درج کرنے کے درخواست دی تھی۔

China’s Wen offers peace talks to Taiwan
HONG KONG - Chinese Premier Wen Jiabao made a more concrete offer of peace on Sunday to Taiwan, saying Beijing was willing to discuss direct transport links with the island under the “one-China” principle.
“Based upon the foundation of the 1992 consensus, we can revive discussion and negotiations. We can talk about any issue, including materialisation of the three links,” Wen told Hong Kong reporters in Laos on the sidelines of an environment summit.
By “three links”, Wen was referring to the resumption of direct trade, transport and mail deliveries, which Taiwan banned decades ago due to security fears.
Beijing sees self-governing Taiwan as a breakaway province to be brought back to the fold, by force if necessary.
In what is known as the 1992 consensus, Beijing and Taipei agreed to their own interpretations of the “one China” principle and both sides held landmark talks in Singapore in 1993.
However, official talks between China and Taiwan have been suspended since 1999, when Taiwan’s former president, Lee Teng-hui, redefined ties as “special state-to-state” relations.
But with last weekend’s election of Ma Ying-jeou, a more China-friendly president for Taiwan, some analysts believe more than half a century of hostility and tension between China and Taiwan might finally come to an end.
Wen painted a picture of more than just the “three links”.
“We can increase economic, trade and cultural exchange,” he said, adding that Hong Kong, which has long benefitted as a middleman between both places, would not suffer.
“I think it won’t affect Hong Kong. Economic exchange across the (Taiwan) Strait and among the three places will enhance Hong Kong’s economic development and economic development across the Taiwan Strait,” he said.

The prime minister said the fight against terrorism, poverty and unemployment would be on top of his agenda.
“Terrorism and extremism are our greatest problems. They have put the country in danger. Therefore, it is our first priority to bring peace to the country and fight terrorism,” Gilani said.
The government would be willing to talk to militants who laid down their arms, he said.
Gilani announced several steps to restore public confidence in democratic principles and institutions and vowed to establish supremacy of parliament by referring all vital issues for debate and decision-making at that forum. Gilani pledged his government will pursue a policy of promotion of friendly relations with India and resolution of Kashmir issue through dialogue.
Ban on unions goes
The prime minister announced an end to 11-year ban on student and labour unions. The 2001 labour law impinging on the rights of workers and labour unions enshrined in the UN agreements would be repealed. Cases of all political detainees would be reviewed to release them.
Gilani reaffirmed commitment to provincial autonomy and promised to terminate within one year the concurrent list for legislation in which federal government had encroached upon jurisdiction of provinces. He reiterated PPP Co-chairman Asif Ali Zardari's apology to the people of Balochistan for all the excesses meted out to them in the past and promised to end their sense of deprivation and alienation.
FCR abolished
The PM announced abolition of the infamous Frontier Crimes Regulation (FCR) in tribal areas.
Gilani committed his government to full media freedom, promised to repeal all laws and regulations promulgated on November 3 to curb media freedom, introduce a genuine access to information law and removing other impediments in the working of free media.
PM House expenditures cut
He pledged to end the 'VIP’ culture and discourage ostentation and extravagance. The expenditure on Prime Minister's House will be cut by 40 per cent, a measure that will also be followed by all government departments. The ministers will travel in 1600 CC cars and economy class during air travel. Gilani said the National Accountability Bureau would now operate under supervision of the judiciary instead of the executive to ensure that it is not used against political opponents.

Govt will have to take bold steps for stability: Musharraf
LAHORE — President Pervez Musharraf said here yesterday that the new political government would have to take very courageous and bold decisions to bring about political stability in the country.
Addressing two separate ceremonies in the city, he said militancy, extremism and terrorism were major challenges facing the country at present and they should be tackled effectively. He said the country was in turmoil for the last one year, hoping that the situation would improve in the near future. The president also underlined the need for promoting energy reserves and enhancing exports for the economic uplift of the country.
Expressing concern over the ongoing terrorist activities, Musharraf said tolerance should be promoted as it was essence of the Islamic teachings.
Hundreds of people have been killed as a result of terrorist activities in various parts of the country during the last few months. Although the government has been trying to track down the culprits, it has not been able to make any breakthrough.
On a day prime minister Yusuf Raza Gilani, lifted ban on the student unions, the president exhorted the students to stay away from politics and concentrate on their studies.
"You must not get involved in politics as there are many things which are not true but are presented to be true. You cannot understand many things," he said.
There has been a ban on the student unions for the last several years. As a result, the students can’t take part in political activities nor invite political leaders to their functions. Critics have been saying that new leadership cannot emerge in the presence of ban on student unions. Pakistan militants say ready to talk
INAYAT KALLAY- The Pakistani Taleban welcomed on Sunday the new government’s readiness to negotiate an end to a spreading conflict in Pakistan, but vowed to carry on fighting American forces in neighbouring Afghanistan.
“We’re ready for talks and to extend all kinds of cooperation to the government in order to bring peace in the tribal areas,” Maulvi Omar, a spokesman for the Tehrik-e-Taleban, told Reuters.
“But our fight against American and other foreign forces in Afghanistan would continue,” said Omar, who was attending a gathering a several thousand tribesmen in the Bajaur region.
Muslim clerics and militant leaders, guarded by several hundred armed fighters, delivered speeches in a field near the main bazaar of Bajaur’s Inayat Kallay town, while chants of ”Long Live Osama” and “Long Live Omar” rang out.
Al Qaeda leader Osama bin Laden and Afghan Taleban chief Mullah Mohammad Omar are lionised as champions of Islam in many parts of the Pashtun tribal belt, a region that the United States regards as a crucible for Islamist militancy.
The United States fears that any reduction in pressure on militants based there will fuel the Taleban insurgency in Afghanistan, and provide al Qaeda with breathing space to organise attacks in the United States and Europe.
The defeat of President Pervez Musharraf’s political allies in an election last month has meant that Washington has to deal with a government intent on trying alternatives to policies that have resulted in mounting insecurity in nuclear-armed Pakistan.
After winning a vote of confidence in the National Assembly on Saturday, Prime Minister Yousaf Raza Gilani said his government would talk to anyone ready to lay down arms to resolve problems afflicting the backward, insecure tribal areas.

”We have no opposition to talks but the government has to ensure a complete ceasefire, because any violation would have worst impact on the process,” Faqir told the crowd. Gilani was sworn in last Monday, and there is speculation that Musharraf, who came to power as a general in a 1999 coup, could be forced to quit within weeks or months.
Until he gave up his dual role as army chief last November, Musharraf had represented a one-stop shop for the United States regarding operations ranging from renditions of al Qaeda suspects to missile strikes by CIA-operated drone aircraft.
The Pakistan army has U.S. trainers working with its soldiers in the tribal lands, and there is talk that the United States wants to expand the use of drones.
But, according to a source close to the new government, the U.S. military has problems adjusting to dealing with institutional mechanisms that Pakistan’s new leaders want to put in place governing the scope of cooperation.

HAIR
Change in texture
If your formerly luxuriant locks tangle easily or have become dry, brittle or coarse, this is one of the classic signs of hypothyroidism — a fairly common but often underdiagnosed condition, especially among women. The thyroid gland, which regulates metabolism, fails to produce enough thyroid hormone, and hair growth — as well as other body functions — slows down.
Texture changes can also point to changes in the female hormones. During pregnancy, dry hair may become oilier, and vice versa. During the menopause, when oestrogen levels drop, the hair shafts thin and dry out.
Striped hair
Vertical stripes (usually blonde, grey, or reddish) are often a sign of severe nutritional deficiencies — for example, of protein or iron.
Striped hair can also signal ulcerative colitis or other conditions affecting protein absorption, such as irritable bowel syndrome, extensive bowel surgery, or anorexia nervosa.
Prematurely grey
Greying hair is a normal sign of ageing. But turning grey before your time can also be a sign of pernicious anaemia — a reduction of red blood cells caused by the body’s inability to absorb vitamin B12. This can be accompanied by paleness and an unsteady gait. Premature greying may also be a warning sign of diabetes and coronary heart disease.
Excessive hair loss
Can be due to stress, physical trauma such as surgery, or a skin disorder such as eczema. It can also be a delayed sign of a recent fever or an indication that you’re fighting a viral or bacterial infection.
More surprisingly, it can be a telltale sign you’re eating lots of raw eggs (or mayonnaise).
This can lead to biotin deficiency (also known as egg-white injury syndrome). Other red flags may include dry skin, rashes and fine, brittle hair. If untreated, neurological and intestinal problems can develop.
EYES
Circles under the eyes
While often nothing more than an inherited trait, a sign of ageing or lack of sleep, dark circles can also be a health indicator. Certain blood-thinning medication (aspirin, or warfarin, for example) dilates the blood vessels underneath the eyes, making circles more evident. Eczema and allergies also cause dark circles — they are often referred to as ‘allergic shiners’. Allergies cause blood veins to become congested and blood to pool under the eyes.
Dark circles can show you’ve been sunbathing too much. Excess sun causes the skin to redden or darken, and the skin around our eyes is no exception.
Growths on eyelid
If on the inner corner of the upper eyelid and yellowish in colour, they’re probably xanthelasmas: painless — albeit ugly — fatty deposits under the skin. People over the age of 60 and women are more likely to have them. Although usually harmless, they are markers of high levels of bad cholesterol or low levels of high cholesterol — both risk factors for heart disease.
If accompanied by yellow skin and itching, it could be more serious — primary biliary cirrhosis. Although rare, this progressive autoimmune disease can lead to liver failure and death.
Bloodshot eyes
When you’ve been crying a lot, or had one too many, the small blood vessels in the eyes dilate or become inflamed, causing the eyes to become bloodshot. Anticoagulant medication (blood-thinners) can also cause this problem.
Chronic bloodshot eyes can indicate ocular rosacea. Rosacea is a common skin condition that causes the face to become red, oily and pimply.
Eye twitches
Often this is simply lid myokymia, a harmless involuntary spasm of the eyelid. Fatigue, stress or even too much caffeine can set them off, as can staring at a computer or any other flickering light. Twitches may last for only a few seconds or for several days at a time. While usually benign, lid myokymia can be an early sign of blepharospasm, where eyelids repeatedly shut tight rather than twitch. The eyes are also often irritated and very light-sensitive. Untreated blepharospasm can lead to severe vision impairment.
EARS
Red ears
Whenever we blush, our ears (as well as our faces) often turn crimson. But red ears may also point to ear infections, as well as skin diseases such as rosacea. They can also signal red ear syndrome, a benign condition in which one ear may become red, hot and painful. Seemingly innocuous triggers — such as touching your ear, chewing or coughing — can set it off, and it primarily affects children and young adults.
Red ears are also associated with migraines that affect the same side as the red ear.
Excessive earwax
This may indicate your diet is too low in fat. You may also be overzealously cleaning out your ears. This can cause your ear to become impacted with wax.
Itchy ears
A sign of allergies or skin conditions such as eczema. An itch can also be an early sign of swimmer’s ear (otitis externa), a condition in which the external ear canal is infected with bacteria or fungi. Later signs often include yellowish discharge and pain. Left untreated, it can progress to a potentially life-threatening condition called malignant otitis externa, a bone infection.
NOSE
Loss of smell
A sign of ageing but also of zinc deficiency. Smell loss can also be a reaction to drugs such as decongestants and medications for hyperthyroidism.
It is the only red flag for a brain tumour known as olfactory groove meningioma. This is usually not cancerous and is treatable but, left alone, it can go on to affect your vision as well.
Olfactory groove meningioma occurs more often in women, usually between the ages of 40 and 70. Finally, it can be a very early symptom of Alzheimer’s and Parkinson’s.
A very runny nose
Uusually just the result of a cold or allergy. If you don’t have either of these but clear mucus drains continuously, it can signal something more serious, such as a tumour.
If the discharge is thick and discoloured, it may be a sinus infection, especially if you have a fever. Difficulty breathing and a reduced sense of smell can also suggest a nasal polyp (fleshy swellings), although these are usually not cancerous.
LIPS AND MOUTH
Dry mouth
A mouth that feels like it’s stuffed with cotton often just shows you’re dehydrated from too much salt, alcohol or heat. But it may be a reaction to medication such as antihistamines, antidepressants and some blood pressure medications. A dry mouth can also signal an injury to the salivary glands from a neck trauma or surgery.
It’s often difficult to distinguish dry mouth from excessive thirst. But accompanied with continual hunger and the need to urinate a lot, it may also signal diabetes.
Watery mouth
Excessive saliva may be a reaction to certain medications, especially cholinergic drugs, which are used to treat dry mouth and glaucoma.
It is often a sign of gastroesophageal reflux disease, more commonly known as acid reflux, and more serious conditions such as gastric ulcers, liver disease and pancreatitis. On a more positive note, it may also be an early clue that you’re pregnant.
Diminished sense of taste
A diminished sense of taste is a natural consequence of ageing. In other cases, you may be suffering from an oral infection or irritation from braces or dentures.
Taste disorders can be important clues in diagnosing a vitamin A or B3 (niacin) deficiency as well.
JAW
Clicking jaw
A clicking jaw whenever you bite or yawn is one of the most common symptoms of the common condition temporomandibular joint disorder, an inflammation of the joint that connects the lower jaw to the skull. Other signs may include ringing or pain in the ears and sensitive teeth.
Stiff jaw
Difficulty opening your mouth to eat or speak may indicate trismus, another common sign of temporomandibular joint disorder. It could also be lupus, a chronic, inflammatory autoimmune disorder that also affects the skin, joints, kidneys and other organs.
If your jaw feels stiff and you can’t move it from side to side, it may also be a serious sign of oral cancer.
Frequent yawning
Most of the time, yawning is simply a result of tiredness or boredom. Sometimes, it can forewarn of a type of fainting — vasovagal syncope — associated with fainting from fear.
People with some neurological conditions, including multiple sclerosis, often yawn excessively. Some antidepressants and Parkinson’s drugs can also cause excessive yawning.
TORSO
Body tingling
Tingling, numbness or the sensation that a foot or arm has fallen asleep may signal a pinched nerve caused by joint and spinal injuries and even pregnancy.
Occasionally, numbness and tingling are forewarnings of a migraine or epileptic seizure.
Facial, body, or limb numbness is also one of the most common and earliest warning signs of multiple sclerosis.
Gurgling stomach
Medically known by the onomatopoeic term borborygmus (that’s Greek for ‘rumbling’), these sounds, which emanate from both your stomach and intestines, are actually healthy signs that your digestive system is working well. They’re caused by peristalsis, wavelike contractions of the walls of the gastrointestinal tract that help push food, fluid and gas through the digestive system.
Although usually benign, a gurgling stomach can sometimes point to serious problems, especially if accompanied by bloating, gas, cramps or diarrhoea. Possible causes include stomach viruses, gastritis, irritable bowel syndrome and inflammatory bowel disease.
Excessive burping
For most, burping is a benign sign of stomach gas — excess swallowed air trapped in our digestive systems. Burping may be a sign of having eaten foods high in fibre. Excessive burping can also indicate being lactose intolerance. Lactase is an enzyme that breaks down lactose in the digestive tract. If it’s missing, many foods, including milk and other dairy products, can’t be digested properly, resulting in gas. Burping a lot may also signal gallbladder disorders or even stomach or colon cancer.
Other signs of these conditions include bloating, weight loss and vomiting blood.
Excessive burping with severe nausea or vomiting may be danger signs of a heart attack.

UN prepared to provide relief in violence-torn Basra: officials
UNITED NATIONS: U.N. humanitarian agencies announced today that they are ready to provide assistance in Basra, where militant followers of Shia cleric Muqtada al-Sadr have been battling Iraqi and coalition forces.
Veronique Taveau of the UN Children’s Fund (UNICEF) voiced concern over the deteriorating humanitarian situation in both Basra, in the country’s south-east, and Sadr City, a neighbourhood in the capital Baghdad. Half of the 3.2 million-strong population of these areas are children, she said.
She said UNICEF is equipped to help 70,000 families by providing water and sanitation support, including 39 million water purification tablets and 40,000 sachets of oral rehydration salts to treat young children for diarrhoea.
However, she warned that movement and access to Basra’s population is currently impossible.
The UN World Health Organization (WHO) has prepositioned 1,600 blood bags and trauma kits to treat injuries, while the UN World Food Programme (WFP) has 200 tons of food ready to distribute outside Basra.
For its part, the UN High Commissioner for Refugees (UNHCR) is prepared to hand out non-food items, such as blankets, cooking stoves and water containers, for up to 8,000 families.

China software revenue surged 28.7 pct in last two months
BEIJING : China’s software sector generated 92.3 billion yuan of business revenue in the first two months of 2008, an increase of 28.7 percent over the same period last year, according to official figures.The growth rate was 7.1 percent higher compared with the same period last year.
Specifically, the revenue of software products surged 25.5 percent to 33.2 billion yuan. The income of software and technology services hit 16 billion yuan, up 38.3 percent.
The revenue generated from integrated circuit design jumped 22.2 percent to 3 billion yuan.
Soomro asks young graduates to contribute towards poverty elimination
KARACHI : Chairman Senate, Mohammadmian Soomro has urged for an across the board public awareness that right to vote empowers them to see that their representatives do solve problems faced by common man. Addressing the gradautes at the 12th Convocation of Hamdard University here on Saturday evening, the chief guest, also a former caretaker Prime Minister of the country, observed that people need to realize that solution to their problems was in their own hands through proper choice of representatives and vigil on their performance.
“ People must see that their representatives deliver,” he said.
Felicitiating the young graduates, the chief guest appealed them to play their role for improving the life quality of their countrymen and contribute towards poverty elimination.
Mohammadmian Soomro maintained that graduation was equally important for the concerned graduate as well as for the entire nation as it is beginning of an all new spectrum of professional careers with direct bearing on the national development.
He advised students that as they enter into new life they must also look back as well as ahead keeping in mind that they would be competing with the world at large and that they and their country can not survive in isolation.
“Higher education can not be visualized any longer in purely national or regional context,” he said mentioning that future graduates have to be in a position to takeup the complex challenges of globalization and r to meet the needs of international market.
The Senate Chairman also appreciated Hamdard University management and faculty for fostering quality in every respect, also complimented by due attention towards international dimensions of highed education, characterised by exchange of knowledge, interactive networking, mobility of teachers and students.
Appreciative of research work undertaken at the Hamdard University, he suggested that it must equally focuss at preservation and conservation as nothing is infite. The Senate Chairman particularly referred to contribution made by the university in the field of eastern medicine, along with wide range of modern educational programs.
“Muslims once being the leader in the field of medicine, science and technology have to work to regain their status,” he commented and opined that eastern medicine had tremendous potential to cater to the national needs of research, job creation and increased exports.
The graduates were advised to remember that acquiring knowledge was anm endless process and they need to keep themselves updated and also involve themselves in research.
Chancellor of the University, Barrister S.M. Zafar said the Hamdard University being the first private university of the country had set a series of precedence offering educational cum training programs in wide range of disciplines besides entering into collaborations with reputable universities of the world including Bradford University and so forth.
He also referred to scholars’ exchange program initiated by the Hamdard University under which renowned scholars were invited to deliver talks and share their research work with the students and faculty of the university.
Vice Chancellor of Hamdard University, Hakim Abdul Hannan and Director, Hamdard Foundation, Saadia Rashid also addressed the students.
Later, degrees and medals were conferred on students and scholars of the university for academic session 2007-2008.
Application filed against vacation of house from Justice Ramday
ISLAMABAD : The lawyers community on late Saturday filed an application at Secretariat Police Station against the forced vacation of government accommodation from the deposed Supreme Court Judge, Justice Khalil-ur-Rahman Ramday. The Duty Officer has received the application and legal action would be taken after considering the matter, said Spokesman of Police, Muhammad Naeem.
President stresses on need to promote art, culture and tourism
KARACHI: President Pervez Musharraf has emphasised the need of promoting art, culture, heritage and tourism. He said this while speaking as chief guest at the First Convocation of the National Academy of Performing Arts (NAPA) held at the Governor House here on Saturday evening. The President also awarded diplomas to graduating students of the NAPA. Sindh Governor, Dr. Ishrat-ul- Ebad Khan and Caretaker Chief Minister, Justice (Retd) Abdul Qadir Halepota, were also present on the occasion.
The President pointed out that for the last eight years our government in its tenure emphasised and laid focus on areas of creating recreational facilities, a look at our culture and heritage.
Citing examples, he pointed out that in the premises of Quaid-i-Azam’s mausoleum a beautiful park/ garden has been set up, NAPA was established, Bagh Ibne Qasim and Beach Park were created.
President Musharraf said in Islamabad a Heritage Museum was established which is visited by thousands of people almost daily. A world class National Art Galley has been established and this has been mentioned in the international magazines of repute.
He stated that we made a national museum dedicated to the people of Pakistan who sacrificed their today so that we may have a better tomorrow. This is dedicated to every Pakistani who contributes towards the country.
It has a Pakistan Day Museum attached to it and it is being developed these days. Daman-i-Koh has also been developed for the visitors.
In Lahore a “Bab-i-Pakistan” is being constructed in memory of the place Quaid-i-Azam first met hundreds of thousands of refugees at Walton. This will be completed by the end of this year and it will be a place to visit, the President added.
“All these are the creations that we have done for promoting the culture and heritage of Pakistan”, he said.
The President said that Pakistan is a very beautiful country and it can be of attraction to the tourists.
He felt that this is the area where the government of the future must focus—tourism, art, culture, heritage which we have tried to promote in the past.
The President said some three years ago we had sown the seed of this very institute of culture and art- NAPA.
He was confident that in the times to come not only this institute will stay on but would also flourish and improve with the passage of time.
The President pointed out that he was informed that NAPA is a specialised academy for music and drama which provides an opportunity our youths to pursue formal professional academic training in these fields.
He said as this institute is a pioneering one in Pakistan, we need to support and encourage it all the way.
The President assured that fundings would be available to NAPA from the government as well as the organisations for completion of its theatre.
He said the NAPA was also promoting the concept of fusion of music- the Eastern one with the Western.
The President also pointed out on the occasion that music is an international language.
In the past a stigma used to be attached to any person devoting his or her time to drama or music whether it was vocal or instrumental. It was considered wastage of time and the stigma needed to be removed as certainly this is an art and it has a place in the society.
The President lauded the efforts of the Chairman of NAPA and the faculty and added that NAPA will go a long way in generating a place for the artists in the Pakistani society.
He said he would back up and support such activities all the way.
The President pointed out that no institute of this kind can be run purely from public funds especially now that in Pakistan there is a limitation of fundings.
Therefore, he requested the private sector and the well- to- do people to contribute their maximum towards donations and endowments so that we can maintain a standard in NAPA and also introduce new subjects and take this organisation forward.
On the occasion, President Pervez Musharraf announced a contribution of Rs five million.
He also spoke of the government’s policy towards the promotion of art, culture, heritage as well as the recreational facilities in Pakistan. This had been ignored in the past.
The President said in the past eight years the government emphasised and focused on creation of recreational facilities.
President also gave away diplomas to the first batch of graduating students of NAPA.
The Chairman of NAPA Zia Mohyeddin presented the welcome address and pointed out that in the year 2005 President Musharraf planted a seed and today just three years later that seed has borne its first crop.
He said the establishment of NAPA has paved many milestones. It is the only institute that offers academic qualifications for students in the performing arts.
Zia said today on the occasion of the first convocation of NAPA he would thank the patron- in- chief of the Institute President Pervez Musharraf for making NAPA a reality.
He also mentioned the invaluable contributions of the faculty members of the Institute.
Later, the current students and the graduating students of NAPA presented live musical compositions.

نئی قومی اسمبلی میں اپوزیشن سمیت تمام ارکان نے وزیراعظم مخدوم سید یوسف رضا گیلانی پر اعتماد کا اظہار کرکے تاریخ رقم کردی ہے۔ ایوان میں موجود تمام اراکین نے وزیراعظم یوسف رضا گیلانی پر اعتماد کیلئے قرارداد کی حمایت کی اور اسے متفقہ طور پر منظور کر لیا۔ جذبہ خیر سگالی کے طور پر ملک کو درپیش چیلنجوں سے نمٹنے کیلئے حکومت کی حمایت کرکے نئی جمہوری پارلیمانی روایات کے فروغ اور پاکستان کی جمہوری تاریخ میں پہلی بار ایک مثبت طرز عمل اختیار کرتے ہوئے یہ فیصلہ کیا گیا ہے کہ وزیراعظم کو اعتماد کا ووٹ دیا جائے اس کے پس پردہ اپوزیشن کی اصل مجبوری کیا تھی اس کے حوالے سے بھی حقا ئق چند دنوں تک منظر عام پر عمل کیا جا سکتا ہے ابھی تو عزم کااظہار کیا گیا ہے کیونکہ جن مسائل میں ہماری قوم گھری ہے اس سے فورا نہیں نکالا جا سکتا کچھ اعلانات پر تو ایگزیکٹو آرڈر کے ذریعے ہی فوری عملدرآمد شروع ہو جائے گا۔ اور باقی اعلانات پر بھی فوری کام شروع ہو جائیں گے۔ اگر ان پر عملدرآمدنہ کیا گیا تو قوم کبھی معاف نہیںکرے گی اگر چہ سید یوسف رضا گیلانی کی خواہش ہے کہ اللہ کرے کہ لوگوںکو آسانیاں اورخوشی ملے نئی حکومت کے اس اعلان کے بعد آصف زرداری اور سید یوسف رضا گیلانی کے اچھے اقداما ت کے فوری بعد منہ زور انتظامیہ نے ان کے خلاف ایک سازش کر کے جسٹس رمدے کے گھر کے تالے توڑ دیے اور ان عومی حلقوں میں اچھے ر رد عمل کی بجا ئے عوام کو ما یوس کر دیا گیا اگرچہ بعد ازاں وزیر اعظم نے فوری طور پر حکا ما ت جا ری کر کے جسٹس رمدے کو گھر واپس کرنے اور اس کے پس پردہ حقائق جا ننے کیلئے رپورٹ طلب کر لی ہے۔ لیکن نئی حکومت کے خلاف سازش کرنے والے لوگ اپنی اس گھٹیا حرکت میں کامیا ب ہو گئے جن کا اصل مقصد نئی حکومت اور اس کے وزیر اعظم سید یوسف رضا گیلانی کے سو دن کی حکمت عملی کے اعلان کے حوالے سے عوام کوئی اچھا رد عمل دیتے ان کو ایک دفعہ یہ پیغام دیا گیا کہ لا قا نونیت کا دور جاری رہے گا۔ اس کے فوری بعد عوامی حلقوں میں بحث ہونا شروع ہو گئی کہ تمام سیاسی جماعتوں نے سب سے پیلے اپنے راستے کا پتھر نیب کو ختم کرنے کا اعلان کیا ہے اور ججز کی بحالی کو نظر انداز کر دیا گیا ہے۔ اور تمام سیا سی جما عتیں لوٹ مار پر اتفاق کرتی ہیں۔ لیکن عوامی اور قو می مفاد پر باتوں سے کا م چلا یا جاتا ہے۔ نئی حکومت کے بارے میں یہ بھی افواہیں پھیلا ئی جا رہی ہیں کہ صدر پرویز مشرف اکتو بر کو اسمبلیاں توڑ دیں گے اور اس دورانےہ تک محلاتی سازشوں کا دور جا ری رہے گا۔ مزکورہ عوامی حلقوں کی وہ قیاس آرائےاں ہیں جو گزشتہ روز ہر ایک کا موضع بن گئیں جب اسلام آباد کی منہ زور انتظامیہ جسٹس رمدے کے گھر کے تالے توڑ کر ان کا سا ما ن با ہر پھینکتے رہے۔ انھوں نے ایک سازش کے تحت نئی حکومت کے ایک ا چھے عزم کے اعلان سے ملک بھر کے عوام کی توجہ ہٹا دی۔اس مو قع پر لوگوں نے کہا کہ اگر یوسف رضا گیلانی نے ثابت قدم رہے تو کا میاب رہیں گے اور اگر ان کے ابیھی سے پائوں ڈگمانے شروع ہو گئے تو ان کا بھی خدا ہی حا فظ ہے۔وزیراعظم سید یوسف رضا گیلانی کی 100 روزہ ترجیحات پیش کرتے ہوئے طلبا اور ٹریڈ یونینز کو بحال کرنے، قومی روزگار اسکیم شروع کرنے، نیب کو بتدریج ختم کرنے، صوبائی خود مختاری کو یقینی بنانے کیلئے کنکرنٹ لسٹ ایک سال میں ختم کرنے، قبائلی علاقوں سے ایف سی آر کے خاتمے، گندم کی امدادی قیمت 510 روپے سے بڑھا کر 625 روپے فی 40 کلو گرام کرنے، غریب افراد کیلئے پانچ مرلہ اسکیم، ریٹائرڈ سرکاری ملازمین کو گھر یا فلیٹ فراہم کرنے، روزگار کے مواقع پیدا کرنے اور صحت کی سہولیات کیلئے ایمپلائمنٹ کمیشن اور لٹریسی ہیلتھ کمیشن، مدارس کے نظام میں بہتری کیلئے مدرسہ ویلفیئر اتھارٹی کے قیام، محنت کشوں کیلئے کم سے کم اجرت 6 ہزار روپے کرنے، بجلی کی پیداوار بڑھانے کیلئے نئے منصوبوں کے آغاز، قومی احتساب بیورو کو انتظامیہ کی بجائے عدلیہ کے ماتحت کرنے اور وی آئی پی کلچر کے خاتمے اور مسئلہ کشمیر کو کشمیری عوام کی خواہشات کے مطابق حل کرنے، ہمسایوں سے اچھے تعلقات اور دہشت گردی اور انتہا پسندی کے خاتمے اور اسی سال 2200 میگاواٹ بجلی پیدا کرنے کے نئے یونٹس لگانے کیلئے ٹھوس اقدامات کرنے کا اعلان کیا ہے۔ قومی اسمبلی سے ملک کی پارلیمانی تاریخ میں پہلی بار متفقہ طور پر اعتماد کا ووٹ حاصل کیا گیا ہے وزیراعظم گیلانی نے اس عزم کا اعادہ کیا ہوا ہے کہ ملک کو درپیش چیلنجز کا ہر حال میں مقابلہ کیا جائے گا۔ دہشت گردی اور اِنتہا پسندی نے ہماری ملکی سلامتی کو خطرے میں ڈال رکھا ہے، یہ ہمارا سنگین مسئلہ ہے، اِس لئے ملک میں امن و امان کی بحالی اور دہشت گردی کا مکمل خاتمہ نئی حکومت کی اولین ترجیح ہو گی، دہشتگردی کے خلاف جنگ پاکستان کی اپنی جنگ ہے کیونکہ اِس کے نتیجے میں وطن عزیز کے لاتعداد معصوم بچے اور بے گناہ جوان شہید ہوئے ہیں، اب ملک میں جمہوری سفر کا آغاز ہو چکا ہے، وزیر اعظم یوسف رضا گیلانی نے تشدد کے راستے پر چلنے والے تمام لوگوں سے گزارش کی ہے کہ وہ تشدد کا راستہ ترک کر دیں اور ہمارے ساتھ جمہوریت کے اِس سفر میں شامل ہو جائیں، ہم ا±ن تمام لوگوں کے ساتھ بات چیت کے لئے تیار ہیں، جو ہتھیار پھینک کر امن کا راستہ اختیار کریں گے۔ ہمارے قبائلی علاقے ایک طویل عرصے سے پسماندگی کا شکار ہیں، اِن علاقوں میں مربوط معاشی، سماجی اور سیاسی اصلاحات کی سخت ضرورت رہی ہے کیونکہ غربت اور نا خواندگی نے اِن علاقوں میں دہشت گردی کو فروغ دیا ہے۔ نئی حکومت اِن سماجی بیماریوں پر قابو پانے کیلئے ایک خصوصی پیکیج دے رہی ہے۔ پاکستان کا دوسرا بڑا مسئلہ بیروزگاری،مہنگائی اور غربت ہے، بیروزگاروں کو روزگار، بے گھروں کو چھت اور ناخواندہ افراد کو لکھنا پڑھنا سکھا یا جائے گا۔ پاکستان پیپلز پارٹی کو یہ اعزاز بھی حاصل ہے کہ اس کے دو عظیم راہنماو¿ں نے اپنے خون سے جمہوریت کی آبیاری کی، ایک عظیم رہنما کو عدالتی قتل کے ذریعے اور دوسری عظیم رہنما کو ا±ن طاقتوں نے شہید کر دیا جو اِس ملک میں قانون اور انصاف کی حکمرانی نہیں چاہتیں، پاکستان کے عوام اِن عظیم ہستیوں کی عظمت اور جرات کو سلام پیش کرتے ہیں ایوان نے سید یوسف رضا گیلانی کو ایک بڑے اعزاز سے نواز ہے کہ ان کے کندھوں پر بڑی بھاری ذمہ داریاں بھی ڈال دی ہیں، عوام نے اس امید کے ساتھ توقع کی ہے کہ اِنشاء اللہ! وہ ہر دم ثابت قدم ر رہیں گےا ا ور عوام سے کئے گئے اس وعدے کو پورا کریں گے کہ حکومت ملک کے تمام علاقوں اور لوگوں کے مفادات کا یکساں خیال رکھے گی۔ عوام نے چیف آف آرمی اسٹاف کے اِس اعلان کا خیرمقدم بھی کیا ہے کہ سول محکموں میں موجود تمام حاضرسروس فوجیوں کو واپس بھیجا جائے گا، اس اعلان سے پاک فوج کے وقا ر میں اضافہ ہوا ہے، عوام سمجھتے ہیں کہ سول اداروں میں تعینات فوجی افسران کی جگہ سول افسران فوری طور پر اپنی ذمہ داریاں سنبھالیں، جن چند اداروں میں فوجی افسران کی ضرورت ہے، ان اداروں میں اس اعلان پر عمل درآمد بعد میں کیا جا سکتا ہے۔ آج کا پاکستان بحرانوں کی لپیٹ میں ہے، اِن میں بجلی، پانی، آٹے اور مہنگائی کے بحران سرِفہرست ہیں، حکومت کو عوام سے جھوٹ نہیں بولنا چاہئے۔ اِس وقت ملک میں تقریباً 3000 میگاواٹ بجلی کی کمی ہے، جو اگلے سال بڑھ کر 4000 میگاواٹ ہوجائے گی، خدشہ ہے کہ حکومت کو موسم گرما میں زیادہ لوڈشیڈنگ نہ کرنی پڑے، بجلی کی پیداوار میں اضافے کیلئے فوری طور پر نئے پلانٹس لگانے ہوں گے البتہ اس کیلئے وقت درکار ہوگا۔ قیام پاکستان سے لیکر آج تک بجلی کے شعبے میں سب سے زیادہ سرمایہ کاری پیپلز پارٹی کے دورمیں ہوئی، 1994ء پاور پالیسی کے تحت 3078 میگا واٹ مزید بجلی مہیا ہوئی، 1976ء میں تربیلہ کی تعمیر کے بعد آبی ذخائر سے 1994 میں غازی بروتھا سے مزید 1450 میگا واٹ بجلی کی پیداوار پر کام شروع ہوا تھا۔ اگرچہ حکومت نے اعلان کیا ہے کہ عوام کو اندھیروں سے نکالنے کیلئے اسی سال 2200 میگا واٹ بجلی پیدا کرنے کے نئے یونٹس لگائے جائیں گے، اس کے علاوہ بچت مہم چلا کر 500 میگا واٹ بجلی جائے گی۔ جس سے سے لوڈ شیڈنگ کم ہو گی اس سلسلے میں حکومت نے پیپکو کو ہدایت کی ہے کہ وہ 10 ملین انرجی سیور بلب مناسب قمیت پر فراہم کرنے کو یقینی بنائے۔ نئی حکومت نے تھر کول کے پہلے فیز میں 5000 میگا واٹ بجلی پیدا کرنے کا منصوبہ بنایا ہے۔ اس کی گنجائش میں اضافہ کرکے اسے 20000 میگا واٹ تک لے جائیں گے نئی حکومت نے واپڈا کو بھی ہدایت کر دی ہے کہ وہ بڑے ڈیموں کے سلسلے میں ہر قسم کی فزیبلٹی اسٹڈیز کو مکمل کر لے اور نقشوں کو بھی حتمی شکل دے تاکہ آبی ذخائر میں اضافے کے ساتھ ساتھ آبی وسائل سے زیادہ سے زیادہ بجلی بھی پیدا کی جاسکے، اِسکے علاوہ کیٹی بندر منصوبے پر کام شروع کرنے کے لئے سرمایہ کاری کی دوبارہ دعوت دی جائے جبکہ وزیر اعظم آئندہ چند روز میں توانائی کی بچت کے مزید منصوبوں کا اعلان کریں گے۔ پانی کا مسئلہ اِنتہائی سنگین شکل اختیار کرگیا ہے، پانی، پیٹرول کی طرح ایک قیمتی اثاثہ ہے، پاکستان پانی کی د ولت سے مالا مال ہے لیکن ہمیں اپنے اِس بیش قیمت اثاثے کو بچانا ہے، اِس کی حفاظت کرنی ہے، اِس مسئلے سے نمٹنے کیلئے حکومت سب سے پہلے نہری کھالوں کو پختہ کریں گے تاکہ کم سے کم پانی ضائع ہو۔ملک بھر میں چھوٹے ڈیم بنا کر بجلی اور پانی کی ضروریات کو پورا کیا جا ئے اور نئی حکومت چھوٹے ڈیمز بنانے کے منصوبوں پر ہنگامی بنیادوں پر عمل درآمدکرے ۔ وزیراعظم نے قومی سطح پر بچت مہم شروع کرنے کا اعلان کیا اور کہا کہ اِس کا آغاز وزیراعظم ہاو¿س سے ہوگا جس کے تحت پی ایم ہاو¿س کے اخراجات میں 40 فیصد کٹوتی کی جائے گی امید ہے کہ دیگرادارے بھی اِس کی تقلید کریں گے ،کابینہ کے ارکان 1600 سی سی سے بڑی گاڑیاں استعمال نہیں کریں گے، وزراءکو اندرونِ ملک پروازوں پر صرف اکانومی پلس میں سفر کی اجازت ہوگی، ملک میں بجلی کی کمی کی وجہ سے تمام سرکاری عمارتوں پر غیر ضروری چراغاں کو ختم کردیا گیا ہے سرکاری دفاتر اور رہائش گاہوں کی آرائش پر سرکاری خزانے سے کوئی رقم خرچ نہیں کی جائے گی۔ سادگی کے ساتھ ملک میں جمہوری قدروں کے فروغ کے لئے بھی بنیادی نوعیت کے اقدامات ناگزیر ہیں اس وقت پاکستان کا غربت سب سے بڑا مسئلہ ہے اگرچہ اس ضمن میں کابینہ کی منظوری سے ایک ایمپلائمنٹ کمیشن قائم کیا جائے گا جو نجی اور سرکاری شعبوں میں ملازمتیں پیدا کرنے کے لئے منصوبہ بندی کرے گا۔ اس کمیشن کے تحت ایک لٹریسی اور ہیلتھ کارپوریشن کا قیام عمل میں لایا جائے گا ‘جو تعلیم یافتہ نوجوانوں کو گریجویشن کے بعد 2سال تک روزگار مہیا کرے گا۔ ملک بھر میں نیشنل ایمپلائمنٹ سکیم کا آغاز بھی خوش آئند ہے اس کے تحت 50 فیصد اِضلاع میں ہر غریب خاندان کے ایک فرد کو یقینی ملازمت دی جائے گی ملک کے کونے کونے میں سماجی ترقی بالخصوص تعلیم اور صحت کے شعبے کو فروغ دیا جائے گا۔ اِس سے ہزاروں کی تعداد میں ملازمتیں پیدا ہوں گی۔ مدارس میں بچوں کی تعلیم و تربیت کے لئے ایک مدرسہ ویلفیئر اتھارٹی کا قیام عمل میں لایا جائے گا۔ تمام فریقین کی مدد سے مدارس میں یکساں نصابِ ‘بیرونی طلباءکی رجسٹریشن اور مدارس کو دی جانے والی رقوم کا با قاعدہ آڈٹ کیا جائے گا۔ ہمارے غریب عوام کا ایک بڑا مسئلہ مکان بھی ہے، نئی حکومت کی کوشش ہوگی کہ ہر پاکستانی شہری کو اس کا اپنا مکان بنانے میں مدد دیں، اِس سلسلے میں نئی کوشش ہوگی کہ ملک میں ہر سال 10 لاکھ نئے ہاو¿سنگ یونٹس تعمیرکئے جائیں۔ سےد یوسف رضا گیلانی نے یہ بھی فیصلہ کیا ہے کہ دیہی علاقوں میں جہاں سرکاری زمین دستیاب ہے، وہاں بے گھر لوگوں کے لئے 5 مرلہ سکیم کا آغاز کیا جائے ۔ شہری علاقوں میں غریب اور بے گھر لوگوں کے لئے فلیٹس اور 80 مربع گز کے پلاٹس کی اسکیمیں بنا ئی جا ئیں گی۔ کچی آبادیوں کو باقاعدہ کرنے کے لئے ایک نئی پالیسی وضع کی جا رہی ہے تا کہ سرکاری ملازمین کیلئے بہتر رہائشی سہولیات کو یقینی بنایا جا سکے کوشش ہوگی کہ ریٹائر سرکاری ملازم کو مکان یا فلیٹ دیا جائے قوم کی صحت اور ترقی کے لئے ایک صاف ستھرے ماحول کی ضرور ت سے آگاہ ہیں۔ اِس لئے ماحول کو بہتر بنانے پر خصوصی توجہ دی جائے گی ماحول کی بہتری کے لئے ہماری حکومت سی این جی بسوں کو عام کرے گی تاکہ ماحول کی بہتری کے ساتھ غریب عوام کو فائدہ بھی پہنچے۔ہم خوردنی تیل کی درآمد پر ایک ارب ڈالر سے زیادہ سالانہ خرچ کرتے ہیں، قیمتی زرِمبادلہ بچانے کیلئے موزوں علاقوں میں سورج مکھی کی کاشت کو فروغ دیا جائے گا‘ تاکہ ملک خوردنی تیل میں خود کفیل ہوسکے۔ گندم کی سپورٹ پرائس 510روپے سے بڑھا کر 625 روپے فی چالیس کلو گرام کرنے ک اور ذخیرہ اندوزی اور اسمگلنگ کو آ ہنی ہاتھوں سے ناکام بنایا جائے گا۔ کم زمین رکھنے والے کسانوں کے لیے فصلوں کی اِنشورنس اسکیم شروع کی جائے گی، کسانوں کو سستے اور عمدہ بیج کو یقینی بنایا جائے گا، ہر علاقے میں سستی کھادوں کی فراہمی کو ممکن بنایا جائے گا، کسانوں کی آمدن میں اضافے کے لیے لائیو سٹاک کے شعبے میں خصوصی اقدامات کیے جائیں گے، دیہات سے شہروں میں دودھ کی فراہمی کے نظام کو مربوط بنایا جائے گا۔ وزیراعظم نے وی آئی پی کلچر کے خاتمے کا اعلان کرتے ہوئے کہا کہ ہوائی اڈوں سے اراکینِ پارلیمنٹ کیلئے قائم خصوصی کاو¿نٹرز کو ختم کیا جارہا ہے، پاکستان کا سب سے بڑا جھنڈا پارلیمنٹ ہاو¿س پر لہرایا جائیگا۔ محترمہ بینظیر بھٹو کے شروع کردہ لیڈی ہیلتھ ورکرز پروگرام کو وسعت دی جائے گی اور اِسے شہری علاقوں کی کچی آبادیوں اور چھوٹے قصبوں تک پہنچایا جائے گا۔ ہماری حکومت غریب عوام کومفت قومی شناختی کارڈزدے گی۔ نئی حکومت ایک مئوثر احتسابی عمل کے لئے پارلیمنٹ اور پارلیمانی کمیٹیوں تک عوام کو میڈیا کے ذریعہ رسائی دیں گی۔ اس کے علاوہ عوام کو پبلک اکاو¿نٹس کمیٹی کارروائی دیکھنے کا موقع بھی فراہم کریں گی۔ عوام کایقین ہے کہ ملک ا±س وقت مضبوط ہوگا جب اِس کی تمام اکائیاں مضبوط ہوں گی، ایک سال کے اندر اندر آئین میں دی گئی قانون سازی کی متوازی لسٹ (کنکرنٹ لسٹ) کو ختم کردیں گے اور تمام صوبوں کو ا±ن کے جائز قانونی اور آئینی حقوق دلوائیں گے بلوچستان کے عوام کے ساتھ زیادتی ہوئی ہے، پی پی والے پہلے ہی بلوچستان کے عوام سے معافی مانگ چکے ہیں، قومی ترقی اور استحکام کیلئے ضروری ہے کہ بلوچستان اور ملک کے دوسرے حصوں کے عوام پرڈھائے گئے مظالم کا ازالہ کیا جائے اور لوگوں کو فوری اور سستا انصاف مہیا کیا جائے، تاکہ وہ بھی اپنے آپ کو اِس ملک میں محفوظ سمجھیں حکومت ،ملک کے مختلف طبقوں اور علاقوں کے درمیان رواداری کے فروغ کے لئے ایک مفاہمتی کمیشن (سچائی اور مفاہمتی کمیشن) قائم کرے گی جو ا±ن لوگوں کے زخموں پر مرہم رکھے گی جو ریاستی جبر کا شکار ہوئے ہیں۔ وزیراعظم نے اپنے کشمیری بھائیوں اور بہنوں کو یہ یقین دلایا ہے کہ ا±ن کی قربانیاں ہرگز رائیگاں نہیں جائیں گی۔ ہم مسئلہ کشمیر کے حل کے سلسلے میں مذاکرات کو آگے بڑھائیں گے۔ جمہوری نظام کی بنیاد فرد کی آزادی ہے۔ پریس کی آزادی، فرد کی آزادی کی ضامن ہے، میڈیا کی آزادی کے منافی تمام قاعدے اور قوانین کا جائزہ لے کر منسوخ کئے جا ئیں گے، اخباری کارکنوں اور صحافیوں کو ملازمت کا تحفظ اور عزت و احترام دیںگے۔ اِن کے لئے ویج بورڈ ایوارڈ کو عملی جامہ پہنانے کے لئے کوشش کریں گے، اِن کے کام کاج کے حالات اور معاوضہ کے قوانین کو بہتر بنانے کی کوشش کریں گے، پیمرا قوانین میں تبدیلی لائیں گے۔ میڈیا کو پارلیمانی کمیٹیوں کی کوریج کی اجازت ہو گی اور تصادم زدہ علاقوں میں کوریج کرنے والے صحافیوں کو سیکورٹی فراہم کی جائے گی۔ IRO-2002 کے خاتمے، تمام تجارتی اور طلباءتنظیموں کی بحالی کا اعلان کیا گیا ہے۔ گذشتہ دور میں جن سرکاری ملازمین اور مزدوروں کی چھانٹی کی گئی ہے ا±ن کے کیسز پر نظرثانی کی جائے گی اورسب کو انصاف فراہم کیا جائے گا۔ محنت کشوں کی کم سے کم ا±جرت 6000 روپے ماہانہ تک لائیں گے، اقلیتوں کے تمام آئینی ، قانونی، مذہبی، سماجی اور معاشرتی حقوق کو یقینی بنائیں گے۔ ملک بھر میں سیاسی قیدیوں کے کیسز کا جائزہ لیا جا ئے گا۔ تمام سیاسی قیدیوں کی باعزت رہائی حکومت کی ترجیح ہوگی، جمہوریت کی بحالی کیلئے اپنی جان کا نذرانہ دینے والے شہداء کے پسماندگان کی صحت، تعلیم اور گزر اوقات کیلئے وظائف کا اعلان کیا گیا ہے۔ وزیراعظم نے دخترِ مشرق، محترمہ بینظیر بھٹو شہید کو سلام پیش کرتے ہوئے کہا کہ ان کی شہادت سے ایک بار پھر اِس ملک میں جمہوریت کی شمع روشن ہوئی۔
