ڈسکہ( اے پی ایس) منشیات کی روک تھام کے سلسلہ میں خصوصی مہم کے دوران سرکل انچارج معین اشرف بٹر سرکل ڈسکہ پولیس کی زیر نگرانی میںکریک ڈائون میں 20افراد کو رنگے ہاتھوںگرفتار کر کے بھاری مقدار میں شراب اور جدید اسلحہ بر آمد کر لیا جبکہ شراب کشید کرنے والے 6اڈوں کو بھی برباد کر دیا صدر ڈسکہ پولیس نے موضع آدم کے چیمہ میں پھالیہ کے عارضی رہائشی ظفر بھٹی کے ڈیرہ پر چھاپہ مار کر چالو بھٹی، 2بوتل شراب ،بمبانوالہ پولیس نے کوٹ جنڈو کے کالا کے ڈیرہ سے چالو بھٹی، 10بوتل شراب اور عبدالغفور کےڈیرہ سے چالو بھٹی ،1ڈرم لہن ،5بوتل شراب ،ایک پسٹل ناجائز اور غلام حبیب سکنہ بھانو پنڈی سے50گرام چرس اور اوٹھیاں کے زاہد سے30بور پسٹل ناجائز بر آمد کیا ،سٹی ڈسکہ پولیس نے جیسروالا کے انور سے50گرام چرس ،ستراہ پولیس نے کیری ڈبہ میں سوار 4افراد کو گرفتار کر کے وسیم بھٹی ،احسان اور امین سکنہ بھڑیانوالہ سے2کلاسنکوف اور ایک پسٹل ڈکیتی کی وارداتوں میں ملوث 2ڈاکوئوں جاوید اور اخلاق سکنہ جڑانوالہ سے فی کس 30بور پسٹل ناجائز ،کوٹ گھمن کے عبد الحمید کے ڈیرہ سے 10بوتل شراب چالو بھٹی کا سامان وغیرہ ،کوٹ موکھل کے رشید منیر اور بشیر سے 10بوتل شراب ،2بوتل لہن ،30بور پسٹل اور عبد الستار وغیرہ سے20بوتل شراب اور چالو بھٹی بھی بر آمد کر کے ملزموں کو گرفتار کر کے حوالا توں میں بند کر دیا علا وہ ازیں قتل کے مقدمہ میں ملوث اشتہاری ملزمعبد الرشید کو بناہ دینے کے جرم میں ستارہ پولیس نے امتیاز اور اعجاز سکنہ کوٹلی نو شہرہ کےخلاف مقدمہ درج کر لیا جبکہ ستراہ پولیس نے ملٹی نیشنل کمپنیوں کا ٹریڈمارک استعمال کر کے جعلی مشروبات بھر کر مارکیٹ میں فروخت کرنے کے جرم میں ملک عظمت کو گرفتار کر لیا چھاپہ مخبر کی اطلاع پر مارا ملزم عظمت عرصہ طویل سے 2نمبر بوتلیں اور مشروبات فروخت کرتا چلا آرہا تھا ۔
ڈسکہ ( اے پی ایس)تیز رفتار موٹر سائیکل لوڈ کھڑی ٹرالی سے ٹکرانے کے نتیجہ میں چچی ہلاک ہو گئی جبکہ 16سالہ بھتیجا اور 4سالہ بیٹا شدید زخمی ہو گئے بتایا گیا ہے کہ موضع اڈم کے چیمہ کے رہائشی حبیب اللہ کی بیوی منور بی بی اور 16سالہ بھتیجا عبد السلام سکنہ دھاری والا اور 4سالہ بیٹا احمد ہمراہ رات کوموتر سائیکل پر سوار ڈسکہ سے گائوں واپس جا رہے تھے راستے میں گندم سے لوڈ کھڑی ٹرالی سے تیز رفتاری کے باعث ٹکرا گئے جس کے نتیجہ میں منور بی بی موقع پر ہی جاں بحق ہو گئی اور عبد السلام اور احمد شدید زخمی ہوگئے جن کو طبی امداد کےلئے مقامی ہسپتال لایاگیا جہاں سے ان کو تشویش ناک حالت کے پیش نظر لاہور ریفر کر دیا گیا ہے۔

Bips’ not so model behaviour
Bipasha Basu: Would John be able to explain why she was in a bad mood, we wonder....THE SULTRY siren, who is always known to be cheery and friendly, showcased her bad temper at a recent event when she blasted out at the models and got her bouncers to clear the room.
According to sources, Bipasha behaved so rudely that she didn’t even acknowledge the perfume for which she was the brand ambassador.
After this incident Bips will definitely not attain the soft spoken celebrity tag. Those present during the incident say that this kind of behaviour was uncalled for.

The actress was at the launch of a top end perfume brand at a five star hotel in Delhi, of which she has been the brand ambassador.
She firstly arrived late for the event and behaved rudely by not talking to anyone about the perfume or even holding the bottle in her hand.
This was really crossing the line considering she was the brand ambassador for this perfume company.
After much persuasion and requesting by the MD of the company she did crankily oblige.
Bipasha backstage
The usually composed Bipasha was seen screaming at her bouncers for not clearing the green room in which there were other models.
The girls present in the green room were shocked to see her behaviour.
Bips then yelled at the bouncers saying, “What am I paying you guys for? Take them out of the green room.”
The actress’s harsh words hurt the small-time models who left the room immediately.
An onlooker even saw a model break down after the incident. “Bipasha acted like the typical snobbish celebrity who thinks she rules the world,” he said.
The models were disheartened by her behaviour and the manner in which she indirectly treated them. They even consider her to be a role model in the industry.
A model said, “I used to really look up to Bipasha as my idol and I’m really disappointed to see this side of her.”
Sources say that many people wanted to take her autograph but were put off by her behaviour.
Bipasha really needs to chill out a little bit and should realise that the world is watching every move she makes.
A friend of Bipasha said, “It doesn’t take much to anger her.”
So what really triggered this anger in her is the big question?
Why was she so angry?
An eyewitness noted that the actress who is quite easygoing came in for the event in a bad mood; she waltzed into the event without even apologising for her delay and looked pretty irritated with the event and everything to do with it.

"Bhootnath" is that rare film set in Goa where you don't see a single bikini-clad woman. The songs are colourful, but they are done with the devilish delight of a rock concert rather than the calculated manoeuvres of choreographic manipulation.Indeed, debutant director Vivek Sharma harks back to an artless innocence to tell the tale of a benign ghost who comes to life.The film's most delectable aspect is the rapport that grows between the ghost (Amitabh Bachchan) and the fearless little boy (Aman Siddiqui) who comes to live in the dead man's mansion, takes on the ghost and even gets the better of him. Both Bachchan and the boy have a ball. So do we, in portions.The film's best scenes feature the Big B with the incredibly confident and polished Aman. The pair just takes over the screen and makes you forget the narrative's all-too-apparent flaws. There are plot-holes large enough to make "Bhootnath" an uneasy bumpy ride. But Amitabh and Aman make you smile as they frolic, sing, banter and deliver some really heartwarming homilies on the quality of existence. Of late, the Big B has been repeatedly seen in interactive situations with little kids. After Ayesha Kapoor in "Black", Rucha Vaidya in "Ek Ajnabee" and Sweeni Khare in "Cheeni Kum", he brings a sense of cross-generation harmony with another acutely cute and young co-star. While the kids in the other three films were traumatized to one degree or another, Aman plays a normal, bratty but sensitive kid, yet another addition to the growing brood of brilliant child actors in Bollywood after Darsheel Safary in "Taare Zameen Par".The director lets the child be. He imposes no adult perceptions on him. The narration consequently carries an air of old-world naivete to the end. There are no breaks for romantic songs, item numbers and other modern day quirks and compromises. "Bhootnath" glides forward with the unconscious skill of a little boat in a tranquil lake, which knows where it wants to go without creating any stress within the pace of the grace.And what would Bhootnath be without the Big B, sportingly sharing lines, visuals, songs and drama with a child who gives him tit for tat, and more?The rapport between the wandering spirit and the spirited kid could have fallen apart were it not for the cool camaraderie between them. While one is unschooled in acting therefore totally spontaneous, the other is so skilled and schooled that he readily redefines what is cool.The duo apart, the other characters are largely sketchy. Rajpal Yadav with shoe-polish on his face plays one of the stereotypical Goan drunkards.Priyanshu Chatterjee as the dead man's ungrateful son struggles to give substance to an under-written role. His character brings into play the age-old conflict between old-world values where a home was considered much more than financial asset, and the new generation which thinks property can be easily bought. Known for their movies that convey moral messages, producers B.R. and Ravi Chopra couldn't let go of the chance to make a social statement.Juhi Chawla as the flustered mom is sweet and angelic. But she is unable to add anything to the drama beyond a point.Interestingly, Shah Rukh Khan in a guest appearance clearly tries to improvise on the badly written dialogues mainly in scenes where he pokes fun at his wife's cooking.Shah Rukh and Juhi continue to share a quaint if not crackling chemistry. But the chemistry here is clearly between the ghost of a 65-year-old and a 10-year-old child who knows he's up against a formidable adversary.Or maybe he doesn't. Sometimes the motivations underlying spontaneity can be the very opposite of fear. "Bhootnath" tells us ghosts are not scary, they can be fun. At the end of the blithe film we believe the director even if we don't belive in ghosts at all.APS

Akshay Kumar says no to comedy
Akshay Kumar who is back to doing action films this year has been refusing to do comedies if reports are to be believed. Apparently, when director Priyadarshan offered the action king Billoo Barber, Akshay who was busy with Chandni Chowk To China Town turned down the film.
Priyadarshan then approached Shah Rukh Khan who agreed to launch the film as his home production. Sources claim that when Priyadarshan once again approached Akshay with another comedy script, Akshay begged out of the film citing reasons that he wasn’t doing comedy this year.
Naturally, the director was disappointed to know that Akshay wasn’t doing the film. Since the duo had worked together in hits like Hera Pheri, Bhool Bhulaiya and Bhagam Bhag, Priyadarshan was keen to work with Akshay in a comedy again. But the action king is keen on doing only action films and all because of his four year old son Aarav. Aarav loves action and likes watching his dad fly around like a superhero.
His forthcoming film Chandni Chowk To China Town has Akshay performing great stunt scenes on the Great Wall Of China. Roger Yuan from Shanghai Knights will be one of Akshay’s adversaries in the sequence. Even in Vipul Shah’s Singh Is Kinng, Akshay is in full action mode.
N.Korea to cooperate on nuclear verification
WASHINGTON - North Korea has agreed to cooperate fully on verifying its nuclear declaration, a U.S. official said on Tuesday as he displayed some of the 18,822 documents Pyongyang has given Washington about its plutonium program.
Obtaining the documents last week was a victory for the Bush administration, which has struggled to persuade the secretive communist nation to produce a 'complete and correct' declaration of its nuclear programs that was due on Dec. 31.
The declaration is part of a broader multilateral deal under which North Korea, which detonated an atomic device in October 2006, would abandon all its nuclear programs in exchange for economic and diplomatic incentives.
Sung Kim, the U.S. State Department's top Korea expert, told reporters that U.S. and North Korean officials had productive talks about elements of the declaration, which Pyongyang is required to make under the so-called six-party agreement.
The agreement was struck by the two Koreas, China, Japan, Russia and the United States.
'We had very detailed, substantive discussions with DPRK (North Korea) interlocutors from the Foreign Ministry, as well as the General Department of Atomic Energy, on all aspects of their declaration,' Kim said.
'The North Koreans acknowledged the requirement for verification and indeed agreed to cooperate fully with verification activities,' he said as he held up a sheaf of documents about North Korea's plutonium-related activities.
He said he hoped U.S. experts would have a preliminary assessment of the documents -- which are written in Korean and filled seven boxes -- in a few weeks.
U.S. Assistant Secretary of State Chris Hill, the top U.S. negotiator with North Korea, could meet with his South Korean and Japanese counterparts early next week for three-way talks. Earlier, Kim had suggested all six nations might hold talks but a U.S. official said he was referring only to those three.
North Korea is expected to submit a 40- to 50-page report on its nuclear activities in the next few weeks to China, the host of the six-way nuclear disarmament talks, South Korea's Yonhap news agency reported on Saturday, citing diplomatic sources.
However, Kim told reporters that it was 'too early to tell whether it would be ready any time soon.'

150 rebels killed in Afghan operation: governor
KANDAHAR, Afghanistan - International and Afghan troops forged ahead with an offensive against the Taliban near the Pakistan border on Tuesday, with a governor insisting 150 rebels had been killed in the past week.
US Marines and British troops under NATO command launched a significant new operation two weeks ago in Garmser district in southern Helmand province, a key battleground for a Taliban-led insurgency and an opium-producing centre.
Soldiers in a separate US-led coalition have also reported several engagements in the area in the past week. They said Tuesday they had killed a dozen rebels in Garmser on Monday.
The international forces helping Afghanistan fight an insurgency led by the Al-Qaeda-backed Taliban normally do not issue death tolls from their engagements, saying they want to avoid a "body count."
But Helmand governor Gulab Mangal told AFP on Tuesday that 150 Islamic rebels, most of whom he said were Al-Qaeda-linked Arab and Pakistani fighters, had been killed in military action in Garmser in the past week.
"In the past seven, eight days, we have killed about 150 insurgents, most of them foreign fighters," he said, citing "intelligence."
"We have intelligence reports that more than 500 enemy fighters, most of them foreign terrorists, are in the district," he said. "The operation will continue until the district is cleared of these destructive elements."
The Afghan army, operating with some of the international deployments, could not be reached for comment. NATO's International Security Assistance Force could not verify the numbers.
"The Marines continue to gain ground down in Helmand," ISAF Major Martin O'Donnell told AFP, adding that he could not comment on death tolls.
The Marines said: "While we are continuing operations to clear the Taliban from the Garmser district, it is not ISAF nor US Military policy to comment on enemy casualties as we do not consider this a reliable measure of success."
Information is difficult to independently confirm in Garmser, a remote desert province where there are few roads and government authority is limited.
The military says Garmser is a rebel gateway into Afghanistan, bring fresh recruits and weapons from Pakistan where extremist rebels are said to have bases.
Some of Afghanistan's opium, which makes up to 90 percent of world supply, is meanwhile routed out of the country across the southern border.
A local resident contacted by AFP by telephone said "more than 100 Taliban have been killed in the past several days."
"They were killed in several different attacks and air bombardments," said the man, who identified himself as Abdul Baqi.
He was speaking from Lashkar Gah, the provincial capital located about 50 kilometres (35 miles) north of Garmser, where he was taking refuge from the fighting.
The government said Monday about 6,000 people have fled their homes in Garmser, fearing the military operations.
The Taliban insurgency, launched after the rebels regrouped following their ouster from government in a US-led invasion in late 2001, is strongest in the areas bordering Pakistan.
But it has made inroads into several other provinces.
In Wardak, adjoining Kabul, two Taliban and two policemen were killed in a clash that erupted Monday after the rebels attacked a foreign military convoy, the provincial police chief Muzaffarhuddin Yamin said.

Pakistan in crisis as Sharif party quits cabinet
ISLAMABAD - Pakistan faced a new political crisis on Tuesday after former premier Nawaz Sharif pulled his party's ministers out of the country's six-week-old coalition government, officials said.
The nine ministers from Sharif's Pakistan Muslim League-Nawaz (PML-N) stepped down after the coalition failed to meet a Monday deadline on how to reinstate judges sacked by President Pervez Musharraf in November last year.
The eventual reinstatement of the judges is likely to cause a major headache for embattled former army chief Musharraf, a key US ally, who considers them hostile to his rule.
The ministers had submitted their resignations to Prime Minister Yousuf Raza Gilani, PML-N spokesman Siddiqul Farooq said, insisting they would only return if the Pakistan People's Party took 'concrete' steps to resolve the issue.
'If the PPP takes concrete steps to restore the judiciary to the position of November 2 (before emergency rule), we will revert to our party's central working committee to seek advice given the changed circumstances,' he said.
'Our ministers may rejoin the cabinet if so advised.'
The move is likely to trigger political uncertainty, although Sharif insisted on Monday that his party would continue to support the government of Gilani, who had not yet accepted the resignations, according to state media.
The Pakistan People's Party (PPP) of slain former premier Benazir Bhutto, the senior partner in the coalition that swept into power following February general elections, said it hoped the PML-N ministers would soon return.
Musharraf, who came to power following a coup in 1999, deposed chief justice Iftikhar Muhammad Chaudhry and dozens of other judges in November when it appeared they might overturn his re-election as president the month before.
The judges were also to rule on a decree issued by Musharraf granting amnesty to political leaders charged with corruption. PPP co-chairman Asif Ali Zardari, Bhutto's widower, himself is a beneficiary of the law.
Sharif and Zardari agreed in March to restore the judges, but differences quickly arose over how to put them back on the bench.
A series of crunch talks between the two sides failed to resolve the stalemate.
'We have no differences with the PML-N over the restoration of the judiciary. The only point of disagreement is the method of restoration,' Information Minister Sherry Rehman said in a statement.
'They have taken the decision in line with their pledge to step aside if the judges' issue was not resolved on time. This is their democratic right and we respect this,' Rehman said, stressing that the PPP was open to further talks.
The cabinet posts left vacant by the PML-N members will not be filled, she added.
PPP sources said the administration could survive with the support of smaller parties.

Coalition troops kill 12 militants in S Afghan
KABUL - Coalition forces killed at least 12 suspected Taleban militants during an operation in southern Afghanistan, where Afghan officials confirmed that thousands of residents have left their homes in fear of NATO airstrikes.
The militants were killed in Garmsir district of volatile southern Helmand province on Monday during a search operation by US-led coalition forces that targeted a Taleban commander, the US military said in a statement Tuesday.
The targeted commander was involved in conducting weapon supply operations in the area, it said.
The combined forces were fired at as they entered the area, the statement said, adding the joint troops responded ‘with small-arms fire and airstrikes.’
Multiple rocket propelled grenade, machineguns, AK-47s, cases of ammunition and two mortars, were seized from the targeted house.
Meanwhile Afghan officials confirmed on Tuesday that thousands of residents in Garmsir district had left their houses in fear of airstrikes by international forces since the start of a NATO-led operation in the district on April 28.
International military airstrikes in the past have left dozens of civilians dead in southern Afghanistan when foreign forces bombarded the areas, where suspected militants were hiding.
Shamsuddin Sarhadi, spokesman for Afghan Ministry of Refugees and Repatriation said that around 900 families - accounting for more than 5,000 people - had left their homes in Garmsir district and most of them were now in a camp receiving assistance from the Afghan government and United Nations.
In order to contain the Taleban militants during the spring and summer, the two fighting seasons in the southern region, more than 3,500 US Marines were deployed in southern Afghanistan to assist the British and Canadian forces, who are based there as part of some 50,000 NATO-led troops in the area.
Since the start of operation, which is aimed to extend the Afghan government's influence in Garmsir district, the NATO forces comprised mainly of US and British soldiers have claimed several victories in their operations, in which scores of militants and their supporters were killed, while several weapons caches were discovered and destroyed.
In a separate incident, the US military said in a statement that one of their helicopters made a ‘hard landing’ in north-east Nuristan province on Monday night.
The cause of the crash was being investigated, it said, adding that there were no casualties due to the crash.
Some 17 US service-members were killed in a helicopter crash in eastern Kunar province in June 2005.

The two parties defeated former army chief Musharraf's allies in a February election and their alliance had raised hopes for a stable civilian government in a country ruled by generals for more than half its history since its independence in 1947.
"I voted in the hope that something good will happen but I don't see that," said Nighat Anis, a teacher at a school on the outskirts of the capital, Islamabad. "I'm very upset, really very upset. Sometimes I think I should leave the country."
The nine members of Sharif's party in the government, including Finance Minister Ishaq Dar, were due to hand in their resignations on Tuesday afternoon.
The fate of the judges has monopolised the attention of the coalition parters since the election, to the cost, critics say, of action on surging inflation, a slumping currency and stocks and the fight against militancy.

While pulling his party out of the coalition after a deadline for the return of the judges passed, Sharif promised not to destabilise it and to support it on an issue-by-issue basis.

"Pakistan could ... be going back to a polarisation it has known in the past," the Daily Times said in an editorial. "We could be entering another round of politics of vendetta.
A law student in Karachi, Zain Korai, said the whole country was depressed: "For the first time in our history we felt that change for the better was happening in politics. But I'm sorry to say, nothing has changed."
Zardari has said he would not appoint new minsters to the portfolios vacated by Sharif's party, except for the finance post, and would try to persuade Sharif back into the fold.

DUJIANGYAN, China - The number of dead in China's earthquake climbed past 12,000 on Tuesday with the toll expect to soar further after state media said nearly 19,000 people were buried under rubble in one city alone.
Rain hampered rescue efforts in the mountainous area around the epicentre of Monday's 7.9-magnitude quake that jolted the southwestern province of Sichuan, the country's worst earthquake in three decades.
State media reported scenes of devastation as rescuers gradually filed into villages near the epicentre in Wenchuan, a remote county cut off by landslides about 100 km (60 miles) northwest of the provincial capital, Chengdu.
An advance squad of more than 30 People's Liberation Army (PLA) troops arrived at Wenchuan's Yingxiu township and rescued 300 injured residents, Xinhua news agency said.
Only 2,000 were found alive in the town of 12,000, according to He Biao, a local official.
"They could hear people under the debris calling for help, but no one could, because there were no professional rescue teams," state television quoted He as saying.
About 60,000 people were unaccounted for in Wenchuan, where 600 armed police were due to arrive before dawn on Wednesday.
"What we most need is medicine. There is no medicine, there are no doctors and after such a long time, no food," He said.
More than 12,000 people died in Sichuan and more than 26,000 were injured, Sichuan vice-governor Chengyun said.
A further 18,645 people were buried under debris in the city of Mianyang, Xinhua said, suggesting the death toll was likely to rise sharply.
Thousands were reported to be buried under factories, schools and other buildings elsewhere. Hundreds more have died in neighbouring provinces.
Fears over reservoirs
Li said several reservoirs upstream of the Min river, a tributary of the Yangtze flowing through the quake-hit region, were "in a very dangerous status and the dams may burst".
Flood relief authorities had ordered officials to "thoroughly inspect and remove hidden dangers of dams", Xinhua said. Landslides had blocked the path of a river in Sichuan's neighbouring province of Gansu.
Officials have warned that more powerful aftershocks could hit the region and mudslides could add to the toll.
A strong aftershock rocked Chengdu on Tuesday, one of 2,354 in the province over the past day, unnerving residents.
More than 50,000 troops joined disaster relief efforts or were advancing to the area. Thousands were ordered to parachute into Wenchuan, where rain and clouds had prevented military helicopters from landing.
Visiting Premier Wen Jiabao ordered troops to clear roads to Wenchuan. "Please speed up the shipping of food. The kids have nothing to eat now," Wen said amid crying children.
In Dujiangyan -- about midway between Chengdu and the epicentre -- bodies lined streets and residents cradled possessions in front of homes reduced to piles of rubble.
Rescuers worked through the night, pulling bodies from ruined buildings after the earthquake, which rolled from Sichuan across China and was felt as far away as Bangkok and Hanoi.
About 900 teenagers were buried under a collapsed three-storey school building. Frantic relatives tried to push past a line of soldiers, desperate for news of their children.
"We're still pulling out people alive, but many, many have died," said one medical worker.
Eleven tourists suspended in a gondola over a gorge in northern Sichuan's scenic Jiuzhaigou area were brought to safety after being trapped for nearly 24 hours.
A group of 19 British tourists were missing near the epicentre after travelling by coach to Wolong, a large panda reserve. Phone lines to the area were cut.
China said that there had been no reports of foreign casualties by midday (0400 GMT).
The quake was the worst to hit China since the 1976 Tangshan tremor in northeastern China where up to 300,000 died.
China's benchmark stock index ended down on Tuesday and trading in the shares of 66 companies was suspended.
Analysts said they did not expect serious economic effects from the disaster but supply shortages could fuel inflation, already at a near 12-year high.
The State Administration of Grain ordered local governments to ensure grain and cooking oil supplies and price stability.
Offers of aid have come from around the world after the disaster, which occurred three months before the Beijing Olympics.
Olympic officials assured foreigners the country was safe. A minute's silence would start each stop of the domestic torch relay and celebrations would be scaled down.
The International Olympic Committee said it would donate $1 million and the United Nations also offered support.

Rain hampered rescue efforts in the mountainous area around the epicentre of Monday's 7.9-magnitude quake that jolted the southwestern province of Sichuan, the country's worst earthquake in three decades.
State media reported scenes of devastation as rescuers gradually filed into villages near the epicentre in Wenchuan, a remote county cut off by landslides about 100 km (60 miles) northwest of the provincial capital, Chengdu.
An advance squad of more than 30 People's Liberation Army (PLA) troops arrived at Wenchuan's Yingxiu township and rescued 300 injured residents, Xinhua news agency said.
Only 2,000 were found alive in the town of 12,000, according to He Biao, a local official.
"They could hear people under the debris calling for help, but no one could, because there were no professional rescue teams," state television quoted He as saying.
About 60,000 people were unaccounted for in Wenchuan, where 600 armed police were due to arrive before dawn on Wednesday.
"What we most need is medicine. There is no medicine, there are no doctors and after such a long time, no food," He said.
More than 12,000 people died in Sichuan and more than 26,000 were injured, Sichuan vice-governor Chengyun said.
A further 18,645 people were buried under debris in the city of Mianyang, Xinhua said, suggesting the death toll was likely to rise sharply.
Thousands were reported to be buried under factories, schools and other buildings elsewhere. Hundreds more have died in neighbouring provinces.
Fears over reservoirs
Li said several reservoirs upstream of the Min river, a tributary of the Yangtze flowing through the quake-hit region, were "in a very dangerous status and the dams may burst".
Flood relief authorities had ordered officials to "thoroughly inspect and remove hidden dangers of dams", Xinhua said. Landslides had blocked the path of a river in Sichuan's neighbouring province of Gansu.
Officials have warned that more powerful aftershocks could hit the region and mudslides could add to the toll.
A strong aftershock rocked Chengdu on Tuesday, one of 2,354 in the province over the past day, unnerving residents.
More than 50,000 troops joined disaster relief efforts or were advancing to the area. Thousands were ordered to parachute into Wenchuan, where rain and clouds had prevented military helicopters from landing.
Visiting Premier Wen Jiabao ordered troops to clear roads to Wenchuan. "Please speed up the shipping of food. The kids have nothing to eat now," Wen said amid crying children.
In Dujiangyan -- about midway between Chengdu and the epicentre -- bodies lined streets and residents cradled possessions in front of homes reduced to piles of rubble.
Rescuers worked through the night, pulling bodies from ruined buildings after the earthquake, which rolled from Sichuan across China and was felt as far away as Bangkok and Hanoi.
About 900 teenagers were buried under a collapsed three-storey school building. Frantic relatives tried to push past a line of soldiers, desperate for news of their children.
"We're still pulling out people alive, but many, many have died," said one medical worker.
Eleven tourists suspended in a gondola over a gorge in northern Sichuan's scenic Jiuzhaigou area were brought to safety after being trapped for nearly 24 hours.
A group of 19 British tourists were missing near the epicentre after travelling by coach to Wolong, a large panda reserve. Phone lines to the area were cut.
China said that there had been no reports of foreign casualties by midday (0400 GMT).
The quake was the worst to hit China since the 1976 Tangshan tremor in northeastern China where up to 300,000 died.
China's benchmark stock index ended down on Tuesday and trading in the shares of 66 companies was suspended.
Analysts said they did not expect serious economic effects from the disaster but supply shortages could fuel inflation, already at a near 12-year high.
The State Administration of Grain ordered local governments to ensure grain and cooking oil supplies and price stability.
Offers of aid have come from around the world after the disaster, which occurred three months before the Beijing Olympics.
Olympic officials assured foreigners the country was safe. A minute's silence would start each stop of the domestic torch relay and celebrations would be scaled down.
The International Olympic Committee said it would donate $1 million and the United Nations also offered support.
NATIONAL HEALTH POLICY FOR THE COUNTRY SOON - SHERRY REHMAN

The Minister invited and welcomed suggestions and inputs from the stake holders and general public in this regard.
Speaking to the members of the Task Force, the Federal Minister of Health said that setting up of the Task Force was her government's first priority. "It is a response to the most shocking reality faced by our government, i.e. the absence of comprehensive health policy to guide the country's health sector. It is most disturbing that the Ministry of Health is running a number of vertical programmes, but there is no basic framework to guide and set a direction for the broad areas of the nation's health management issues."
Elaborating the objectives of the Task Force, the Federal Minister said: "This task force has been delegated to employ its expertise to formulate a comprehensive and well planned health policy. It would follow an integrated approach that delivers through the provinces and districts while supporting and enhancing their activities. The aim of the policy is to strengthen the existing systems and creating linkages between preventive and curative referrals. We are determined to initiate a meaningful process of providing quality health care to all, and this Task Force will devise ways to ensure we deliver on people's health."
Spelling out the Terms of Reference of the Health Policy Task Force, the Minister of Health informed that it would cover the situation analysis of the existing health system in the country and carry out an analytical review of the existing health strategies/programmes. A draft National Health Policy would be prepared that would focus on a National Health Service System, Medical Education, Health Research in Pakistan, Health Care Financing, Regulating the Health Sector, National Drugs Policy and Monitoring and Evaluation of the Health Policy. The Task Force would prepare short and medium term action plans, the minister informed.
"The entire edifice of this health policy will depend on its implementation. We would put in place a monitoring system. Goals will be set with timelines so that we can review our progress. The implementation aspect was missing from all previous policies. There is no point in formulating policies if the implementation side is not taken care of," said Ms Rehman
The Minister constituted five working groups namely National Health Service and Governance, Health Financing, Hospital Management, Medical Education and Human Resource, and Pharmaceutical Group. These groups were advised to submit their First Reports within a stipulated time. These reports will then be compiled together with the input from the public and stakeholders and incorporated into the proposed National Health Policy.

GOVERNMENT TO MODERNISE THE ARMED FORCES
ISLAMABAS:Federal Minister for Defence, Chaudhary Ahmad Mukhtar, has said that the Government would continue its plans to modernize its Armed Forces and strengthen their capabilities so as so to effectively overcome the internal and external challenges. He stated this at a meeting with the Chief of Army Staff (COAS), General Ashfaq Parvez Kayani, who called on him today at Ministry of Defence. The Minister said that it was the policy of the present Government to maintain minimum credible deterrence which was essential for safeguarding the national frontiers.
The COAS informed the Minister about the requirements, future development plans and operational preparedness of the Armed Forces of the country. The Minister told the COAS that the Government was well-aware of the requirements of the Armed Forces and would take all necessary steps to fulfill their needs and strengthen their defence capabilities. The Minister appreciated the steps taken by the COAS for the welfare of the soldiers. He stated that the Government would provide all necessary resources for the welfare of the soldiers as initiated by COAS after declaring year 2008 “as year of the soldier”.

The National Assembly Speaker Dr. Fahmida Mirza has expressed grief and sorrow over the loss of precious human lives and property caused by devastating earthquake in southwest China.
In her message to the Chairman People National People’s Congress of China, the Speaker said that she was deeply shocked to hear the news of the earthquake, which caused loss of lives and property in China. She said that the people of Pakistan stand with their Chinese friends in this hour trail and distress and they equally share their grief. In her message the Speaker expressed the confidences that the people of China will overcome this adversity. “Our sympathies and prayer are with bereaved families and the victims of this natural disaster,” the message said.
PML N ministers resign, PM holds decision till Zardari’s return
ISLAMABAD : Federal Ministers belonging to Pakistan Muslim League (Nawaz) on Tuesday tendered their resignations to Prime Minister Syed Yousuf Raza Gilani, following disagreement over the issue of judges.However an official at the PM House said the Prime Minister has not yet accepted the resignations.
“Final decision about the resignations will be taken in consultation when the Pakistan People’s Party Co‑chairman Asif Ali Zardari returns home from London,” the official said.
The resignation came six weeks after the PML‑N joined the coalition government led by Pakistan People’s Party. The ministers took oath of office on March 31.
The two major partners in the four‑party coalition failed to agree on the mode of restoration of judges, who were deposed with the imposition of emergency on November 3, 2007.
The PML‑N Chief Nawaz Sharif Monday said his party would continue to support the government on issue to issue basis.
The ministers met Prime Minister Gilani at the PM House and submitted their signations.
The nine ministers who resigned their cabinet posts include;
Ch Nisar Ali Khan, Shahid Khaqan Abbasi, Mrs Tehmina Daultana, Rana Tanveer Ahmed, Muhammad Ishaq Dar, Khawaja Muhammad Asif, Sardar Mehtab Ahmed Khan and Khawaja Saad Rafique.
PM phones Nawaz Sharif after ministers’ resignations
ISLAMABAD : Prime Minister Syed Yousuf Raza Gilani Tuesday telephoned PML (N) leader Mian Mohammad Nawaz Sharif after his party ministers resigned from cabinet posts over issue of judges’ restoration.
Nawaz Sharif assured the Prime Minister of PML(N)’s continued support to the government for strengthening democratic institutions in the country.
He said the decision for his party to resign from the cabinet was painful for him.
PPP not to field candidates against PML (N) leaders in by-polls: Sherry
ISLAMABAD : Minister for Information and Broadcasting, Sherry Rehman Tuesday said Pakistan Peoples Party (PPP) would not field its candidates against Mian Nawaz Sharif and other PML (N) leaders during the upcoming by-polls. Leaders of PML (N) are our associates and PPP would continue maintaining the reconciliation culture and strengthening the democracy in the country as it has been restored after a long struggle, she said this while addressing a function organized here to pay tributes to those journalists who struggled and sacrificed for freedom of media during 1977 Marshall Law.
Pakistan Federal Union of Journalists (PFUJ), Rawalpindi Islamabad Union of Journalists (RIUJ) and South Asia Free Media Association (SAFMA) jointly organized the function.
Sherry Rehman said May 13 every year reminds us the day when journalists were lashed 30 years ago during Marshal Law regime of General Zia-ul-Haq.
The Minister said PPP is in contact with PML (N) to convince them and would continue dialogue with its leadership.
She said present government is committed to promoting media and whenever PPP came to power in past it always made efforts in favour of free media.
“It was also dream of our great leader Shaheed Zulfiqar Ali Bhutto to protect and ensure provision of rights of journalists and assured this government would stick to its objective to facilitate media,” she maintained.
On the issue of Wage Board Award, she said this needs joint collaboration of owners, journalists and representatives of civil society, adding that it would organize a tripartite conference next month to get this issue resolved amicably.
Minister for Information and Broadcasting, Sherry Rehman, on the issue of resignation by PML (N) Ministers said PPP led government would not fill the portfolios vacated by them.
She said PPP is still committed to restoration of judges and stands by its pledge to restore pre-November 3, 2007 judiciary, adding there will no change to its stance on judges issue.
She said on assumption of office, the very first action of the present government was to initiate the process to withdraw restrictions against media, adding that any threat to media would be condemnable and pointed out that it was during tenure of the previous government that black laws against press were framed.
“It was PEMRA which was a regulatory body and was misused to control media, but PPP led government is in process to make the PEMRA a supporting and facilitating Body,” she added.
Speaking on the occasion, Leader of the House in Senate, Raza Rabbani said the PPP’s resolve to restore the pre-November 3 judiciary should not be doubted. He said both PPP and PML (N) have no differences over the restoration of the judiciary. The disagreement between the two parties might be on the method of restoration, he said, adding this would be resolved through dialogue in the days to come.
He said being a responsible government that is answerable to the public, the PPP would take along all its partners.
“Both PPP and PML (N) have same goals and these are the restoration of all judges who lost their jobs on November 3, and strong, prosperous and democratic Pakistan,” he said.
On the commitment of the PPP led democratic government towards promotion of media in the country, Raza Rabbani said as soon as came to power, it initiated process to withdraw all black laws against freedom of media.
He also supported the idea of giving constitutional protection to freedom of media.
PML (N) Leader, Javed Hashmi supported freedom of media and said the democratic government has came into existence as a result of sacrifices rendered by journalists.
“Today we should make a pledge to collectively work for the betterment of the country and remove all the obstacles in the way of freedom od media,” he added.
Former Federal Minister, Jai Salik, Secretary General, PFUJ, Mazhar Abbas, RIUJ President, Afzal Butt, Senior journalists Nasir Zaidi and Mustansar Javed also spoke on the occasion and highlighted the problems being faced by the mediapersons in discharging their duties.
They also asked the government to adopt more measures in order to protect their rights and ensure freedom of media in the country.
Cooperation and joint efforts needed to strengthen democracy; Gilani
ISLAMABAD : Prime Minister Syed Yousuf Raza Gilani Tuesday said the country was in the grip of serious crisis, and required cooperation and joint efforts to strengthen democracy.“We are determined to take the nation out of the crisis, with the cooperation of allies,” Prime Minister Gilani said at a reception hosted in honour of the cabinet here at the PM House.
The Prime Minister referring to a statement by the PML-N leader Nawaz Sharif that this coalition would remain intact said, “it is the right signal to the people of Pakistan.”
“This is not all, they (people) want more,” Gilani said and added that the people believe that “when we have joined hands we should take this country out of crisis.”
Gilani said the nation was facing serious crisis of judiciary, constitution, strengthening the institutions, unemployment, poverty and inflation.
“The nation has high hopes from its saner and mature leadership (and) all our institutions need to support each other in this regard.”
Earlier the Federal Ministers belonging to Pakistan Muslim League (Nawaz) tendered their resignations to Prime Minister Syed Yousuf Raza Gilani, following disagreement over the issue of judges.
Prime Minister Gilani asked the PML-N ministers to wait and continue to hold their offices till the matter is discussed with the co-chairman of Pakistan Peoples Party Asif Ali Zardari, who will be returning home soon form London.
“Lets wait and try to resolve the matter,” he said and quoted Zardari’s message not to accept the resignation till such time, he arrives.
Prime Minister Gilani said there was no doubt on either side about sincere intentions of the other partner.
“The only difference is on the modalities,” he added.
The Prime Minister said the government was sincere in resolving the problems of the judiciary and recalled that soon after winning confidence vote he had ordered the release of the judges.
Prime Minister Gilani recalled the strong partnership the two parties had enjoyed during the time when their leaders were in exile. He said despite separate identities, manifestos, the two had joined hands for the restoration of democracy and judges and independence of media.
He said the unprecedented vote of confidence that he got was a reflection of the nation’s expectations from the new government and the mandate it had reposed in it.
The ministers submitted their resignation six weeks after the PML-N joined the coalition government led by Pakistan People’s Party. The ministers took oath of office on March 31.

He said that despite a decision to quit the cabinet the PML-N would remain part of the coalition. “We will sit on treasury benches.”
Khan said that the future of Pakistani nation was tied to the success of this coalition and “it will not be wrong to say that God forbid, any setback to this coalition will be a setback to the future of Pakistan.”
Referring to the six-week period of the coalition government, Khan said despite some “ups and downs” and problems, there was not an iota of doubt on the sincerity of anyone.
“Everyone wanted betterment of Pakistan, to take the democratic process forward.”
He said it was a unique experience the two major parties which opposed each other during the last 18 years, and had different manifestos, joined hands for the sake of Pakistan and to pull the country out of crisis.
Khan assured full cooperation and support of his party to the government, but said it would continue to speak within the party and with the government on any issue it disagreed on.
He expressed good wishes for the government and the party leadership.
The Prime Minister appreciated the gesture of PML (N) to remain part of coalition for sake of democracy, and to help solve the problems of the people.
PML-N not to compromise on deposed judges reinstatement: Nisar
ISLAMABAD : PML-N central leader Chaudhry Nisar Ali Khan said Tuesday the party would adhere to its stand for reinstatement of the deposed judges and would not comprise on this. He told a news conference that the PML-N ministers had presented their resignations to Prime Minister Syed Yousaf Raza Gilani and attended a lunch hosted by him for them.
Nisar Ali Khan said the prime minister had refused to accept the resignations and he also had a telephone conversation with PML-N Quaid Nawaz Sharif.
He said whether the resignations were accepted or not the party would not be part of the cabinet. “We will not participate in government decision-making process,” he added.
Reiterating the PML-N Quaid’s statement that the party would sit on the treasury benches and support the government on issue-to-issue basis, he said the PML-N would not support any move to de-stabilize the government.
He underscored that PML-N had made a commitment to the nation for reinstatement of the judges and it would stand by it even if it had to “sacrifice” its government in Punjab.
Nisar Ali Khan said the resignations had been addressed to the office of president as under the constitution a minister could resign in writing to the president. The party did not accept the holder as legal head of state, he added.
He said the people had given their mandate to the party in the February general elections on the basis of its stand for the restoration of the judges.
Return of the judiciary to the position before November 3, 2007 was indispensable for justice and rule of law in the country, he stressed.
Nisar Ali Khan said Shahbaz Sharif would be contesting the by-elections to be held in June and there was no reason for rejection of his candidacy.
The PML-N central leader said the party would support the efforts of civil society and lawyers for the cause of independent judiciary.
In response to a question, he said the party would not support any constitutional amendment that ran counter to the spirit of the March 9 Bhurban declaration by PML-N and PPP leadership for the restoration of the judges.
Budget proposals of FPCCI will be given due weightage: Gilani
LAHORE:Prime Minister Syed Yousaf Raza Gilani has said that all pre-budget proposals to be sent by Federation of Pakistan Chambers of Commerce and Industry (FPCCI), an apex body of chambers will be given importance in the forthcoming national budget for the next fiscal year.
President of Federation of Pakistan Chambers of Commerce and Industry (FPCCI),Tanvir Ahmad Sheikh told News agency here on Tuesday that Prime Minister while recently talking to a trade delegation comprising President SAARC Chamber of Commerce and Industry Tariq Sayeed,Vice President,SAARC Chamber of Commerce and Industry,Pakistan Chapter and trade leader Iftikhar Ali Malik including himself had assured them of government’s attaching great importance to the welfare of the business community and all its sound proposals would be considered.
He said that Prime Minister Syed Yousaf Raza Gilani had directed the concerned federal ministries especially Federal Board of Revenue to incorporate the proposals put forth by the federation.He said the Prime Minister had also assured that all efforts would be made to facilitate the traders especially exporters including foreign and local investors.

Withdrawal of troops from SWA is to be in light of Government decision: ISPR
ISLAMABAD : Commenting on a news item published in a section of press about withdrawal of troops from South Wazirastan Agency (SWA), the spokesman of ISPR Tuesday said that pulling out troops from SWA will be the decision of the government depending upon the outcome of negotiations between the government officials and the Tribesmen.
In line to facilitate the return of displaced personnel, Army has decided to readjust present positions and open various roads linking to different villages and townships in the area for return of the civil population, the spokesman.

اسلام آباد۔ حکمران جماعت پی پی پی نے مسلم لیگ(ن) کے ساتھ مذاکرات جاری رکھنے کا اعلان کرتے ہوئے کہا ہے کہ ججز کی بحالی کی تاریخ نہیں دے سکتے ۔ آج ایک نجی ٹی وی انٹرویو میں پی پی پی کے ترجمان فرحت اللہ بابر نے کہا کہ مسلم لیگ(ن) کے ساتھ مذاکرات کو جاری رکھیں گے اور ان کو قائل کرنے کی کوششیں کریں گے تاہم ججوں کی بحالی کی تاریخ نہیں دے سکتے ۔ انہوں نے کہا کہ مسلم لیگ(ن) کے اعلان کے بعد ہمارے عزم میں کوئی فرق نہیں آیا ہم ججوں کی بحالی چاہتے ہیں تاہم اس کے لیے قانونی راستہ اختیار کیا جائے گا انہوں نے کہا کہ موجودہ ججوں کونہیں ہٹایا جائے گا اور ججوں کی تعداد بڑھانے کے لیے پارلیمنٹ میں بل پیش کیا جائے گا اور پی پی پی مسلم لیگ کے مقابلے میں امیدوار بھی نہیں لائے گی ۔

لاہور ۔پنجاب کی ہائیکورٹ بار ایسوسی ایشنز کے عہدیداروں نے مسلم لیگ (ن) خصوصی نواز شریف کے عزم حوصلہ اور وزارتوں سے قربانی کو خراج تحسین پیش کرتے ہوئے کہا ہے کہ ججوں کو بحال نہ کرنا جنرل (ر) پرویز مشرف اور امریکہ کا ایجنڈا ہے جس میں اب آصف زرداری بھی شامل ہو گئے ہیں ۔ آصف علی زرداری کو چاہیے کہ وکلاء اور عوام کے جذبات سے نہ کھیلیں ۔ وکلاء تحریک کو مزید موثر فعال بنانے کیلئے پنجاب کی تام ہائیکورٹ بار ایسوسی ایشنز پر مشتمل لاہور ہائیکورٹ جوائنٹ ورکنگ کمیٹی کے نام سے ایک کمیٹی تشکیل دی گئی ہے جس کے ممبران چاروں ہائیکورٹ بار ایسوسی ایشنز کے صدر اور سیکرٹری ہونگے ۔ ان خیالات کا اظہار لاہور ہائیکورٹ بار ایسوسی ایشن انور کمال، سیکرٹری لاہور ہائیکورٹ بار رانا اسد اللہ خان، صدر ملتان ہائیکورٹ بار محمد اشرف خان، صدر بہاولپور ہائیکورٹ بار محمد اسلم چنٹر، سیکرٹری ملتان ہائیکورٹ بار محمد نوید رانا و دیگر نے آج لاہور ہائیکورٹ بار ایسوسی ایشنز کے عہدیداروں کا اجلاس ہوا جس میں ہائیکورٹ بار ایسوسی ایشنز کے درمیان تعاون اور تحریک بحالی عدلیہ میں وکلاء کے کردار اور تحریک کو مزید موثر کرنے پر غور کیا گیا ۔ پریس کانفرنس سے خطاب کرتے ہوئے انہوں نے کہا کہ وکلاء کی ایسوسی ایشنز ضلعی اور تحصیل سطح پر سول سوسائٹی کے تمام طبقات خصوصا ٹرانسپورٹرز، تاجران، طلباء تنظیمیں اورمزدور تنظیموں سے رابطہ کر کے انہیں آئندہ کے لائحہ عمل کے بارے میں اعتماد میں لیں گے تاکہ مستقبل میں دی جانے والی کسی بھی پہیہ جام یا شٹر ڈاؤن کی کال کو موثر بنایا جائے ۔ انہوں نے کہا کہ پاکستان میں اس وقت وکلاء پی سی او ججوں کو تسلیم نہیں کرتے اس لئے کم از کم ہائیکور ٹ بارز کے عہدیداران خصوصا صدور اور سیکرٹریز صاحبان ان عدالتوں میں پیش نہیں ہونگے اور وہ پہلے بھی پیش نہیں ہو رہے ۔ انہوں نے کہا کہ وکلاء صرف اور صرف 2 نومبر 2007ء والی عدلیہ کی بحالی چاہتے ہیں اور کسی بھی طور پر پی سی او ججوں کو تسلیم نہیں کریں گے اور نہ ہی تحریک سے پیچھے ہٹیں گے چاہے اس کیلئے کوئی بھی قربانی دینی پڑے ۔انہوں نے کہا کہ وکلاء تحریک کے دوران اپنے منصب کا ناجائز فائدہ اٹھاتے ہوئے جن وکلاء رہنماؤں نے عدلیہ یا حکومتی سطح پر کوئی عہدہ لیا ہے وکلاء اس کی بھرپور مذمت کرتے ہیں ۔ انہوں نے کہا کہ پنجاب کی تمام ہائیکورٹ بار ایسوسی ایشنز پر مشتمل ایک جوائنٹ ورکنگ کمیٹی لاہور ہائیکورٹ جوائنٹ ورکنگ کمیٹی کے نام سے تشکیل دے گئی ہے جس کے ممبران چاروں ہائیکورٹ بار ایسوسی اینشز کے صدر صاحبان 3 ماہ کیلئے باری باری اس کمیٹی کے چیئرمین ہونگے ۔ پہلے مدت کے چیئرمین صدر لاہور ہائیکورٹ بار ایسوسی ایشن دوسری کے راولپنڈی سے تیسری کے بہاولپور سے اور چوتھی مدت کے چیئرمین ملتان بار کے صدر ہونگے ۔ جوائنٹ ورکنگ کمیٹی کے تحت پہلا علاقائی کنونشن راولپنڈی میں منعقد کیا جائے گا جس کا اعلان 2 روز میں کیا جائے گا ۔ انہوں نے 2 نومبر 2007ء کی عدلیہ کی بحالی کے سلسلہ میں مسلم لیگ (ن)خصوصا نواز شریف کے عزم حوصلہ اور وزارتوں سے قربانی کو سراہتے ہوئے انہیں خراج تحسین پیش کیا اور اے پی ڈی ایم کی تمام جماعتوں کے کردار کی بھی تعریف کی کہ وہ اس ملک میں آزاد، مضبوط اور خود مختار، عدلیہ کی بحالی کی جدوجہد میں وکلاء کے ساتھ ہیں ۔ انہوں نے کہا کہ وہ اس جمہوری حکومت کی طرف سے میڈیا پر کسی قسم کی پابندی کی مذمت کرتے ہیں ا ور اگر کوئی ایسا فیصلہ کیا گیا تو وکلاء میڈیا کے شانہ بشانہ بھرپور آزاد میڈیا کیلئے اپنا کردار ادا کریں گے ۔

اسلام آباد ۔ وزیر اعظم سید یوسف رضاگیلانی نے کہا ہے کہ مستعفی وزراء کے استعفے منظور کرنے نہ کرنے کا فیصلہ پیپلز پارٹی کے شریک چیئرمین آصف علی زرداری کی وطن واپسی پر کیاجائے گا۔ عدلیہ ، دہشت گردی ، اور مہنگائی سمیت تمام بحرانوں پرباہمی تعاون سے قابو پالیں گے ۔ اس امر کا اظہار انہوں نے وفاقی کابینہ سے مستعفی وزراء کے اعتزاز میں دئیے گئے ظہرانہ کے موقع پر کیا۔ اس موقع پر مستعفی سینئر وزیر چوہدری نثار علی خان نے کہا کہ جمہوریت کے استحکام اور آمریت کا راستہ روکنے کے لیے جدوجہد جاری رکھیں گے ۔ذرائع کے مطابق وزیر اعظم سید یوسف رضا گیلانی کی جانب سے مستعفی وزراء کے اعزاز میں منعقدہ تقریب میں وفاقی وزراء سمیت سینٹ میں قائد ایوان رضا ربانی اور قومی اسمبلی کے ڈپٹی سپیکر فیصل کریم کنڈی نے بھی شرکت کی ۔ اس موقع پر وزیر اعظم سید یوسف رضا گیلانی ، مستعفی سینئر وزیر اور قومی اسمبلی میں پاکستان مسلم لیگ ( ن ) کے قائم مقام پارلیمانی لیڈر چوہدری نثار علی خان نے خطاب کیا۔ وزیر اعظم نے کہاکہ تمام بحرانوں کو مل کر حل کرنا چاہتے ہیں ۔ ایسا کرنے میں کامیاب ہوں گے۔ انہوں نے کہا کہ عوام نے موجودہ حکومت سے انتہائی توقعات وابستہ کر رکھی ہیں مل کر نظام کو تبدیل کرنا ہے ۔ اس موقع پر چوہدری نثار علی خان نے پاکستان مسلم لیگ ن کے وزراء کے استعفوں کے پس منظر اور وجوہات سے آگاہ کیا۔ انہوں نے کہاکہ عدلیہ کی بحالی کے اصولی موقف کی وجہ سے کابینہ سے مستعفی ہوئے ہیں ۔وزیر اعظم نے شرکاء ظہرانہ کو آگاہ کیاکہ پارٹی کے شریک چےئرمین آصف علی زرداری نے ان سے رابطہ کیا ۔ ان کی وطن واپسی پر وزراء استعفے منطور کرنے نہ کرنے کا فیصلہ کیا جائے گا۔

لاہور۔ پاکستان مسلم لیگ ن کے قائد میاں محمد نواز شریف نے قومی اسمبلی کا ضمنی الیکشن لڑنے کے لئے این اے 123 لاہور سے بھی اپنے کاغذات نامزدگی جمع کروا دیئے ہیں ۔ اس حلقہ سے ان کے بھتیجے اور میاں شہباز شریف کے صاحبزادے حمزہ شہباز نے بھی آج کاغذات نامزدگی جمع کروائے ہیں ۔ ایک روز قبل میاں نواز شریف راولپنڈی کے حلقہ این اے 52 سے بھی کاغذات نامزدگی جمع کروا چکے ہیں ۔ میاں نواز شریف کے کاغذات نامزدگی مسترد ہونے کی صورت میں حمزہ شہباز اس حلقہ سے مسلم لیگ ن کے کورنگ امیدوار ہوں گے ۔ میاں نواز شریف کے این اے 123 کے لئے تین کاغذات نامزدگی جمع کروائے گئے ہیں ، حمزہ شہباز نے صوبائی اسمبلی کے حلقوں پی پی 151 اور پی پی 154 سے بھی ضمنی الیکشن لڑنے کے لئے کاغذات نامزدگی جمع کروائے ہیں ۔ میاں نواز شریف کی سیشن کورٹ آمد پر انتہائی سخت حفاظتی انتظامات کئے گئے تھے وہ شام پانچ بجکر 40 منٹ پر سیشن کورٹ پہنچے اس موقع پر حمزہ شہباز بھی ان کے ہمراہ تھے جبکہ سینکڑوں مسلم لیگی کارکن سیشن کورٹ کے باہر موجود تھے ۔ میاں نواز شریف سیشن کورٹ پہنچے تو کارکنوں نے زبردست نعرہ بازی کی اور فضا وزیر اعظم نواز شریف کے نعروں سے گونج اٹھی۔ سابق وزیر اعظم نواز شریف نے گاڑی سے اترنے کے بعد کارکنوں کے نعروں کا ہاتھ ہلاکر جواب دیا اور ریٹرننگ افسر فضل الدین کی عدالت میں چلے گئے جہاں انہوں نے کاغذات نامزدگی جمع کروائے اور باہر آکر دوبارہ کارکنوں کے نعروں کا جواب دینے کے لئے چند لمحے رکے اور پھر سیشن کورٹ کے دوسرے گیٹ سے واپس چلے گئے اس موقع پر انہوں نے میڈیا سے کوئی گفتگو نہیں کی ۔

قوم عدلیہ کی بحالی میں تاخیر برداشت نہیں کرے گی ‘ شہباز شریف
لاہور ۔ مسلم لیگ ( ن ) کے صدر میاں شہباز شریف نے کہا ہے کہ قوم عدلیہ کی بحالی میں تاخیر برداشت نہیں کرے گی ۔ تاہم ان کی جماعت جمہوری نظام کو غیر مستحکم کر کے آمریت کے ہاتھ مضبوط نہیں کرنا چاہتی ۔ یہاں علامہ اقبال انٹرنیشنل ایئرپورٹ پر میڈیا سے گفتگو کرتے ہوئے انہوں نے کہا کہ ان کے نزدیک عدل و انصاف اتحاد سے بھی زیادہ اہم ہے ۔ انہوں نے الزام عائد کیا کہ ایوان صدر سازشوں کا گڑھ بنا ہوا ہے ۔ شہباز شریف نے کہا کہ انہوں نے مرکز میں پیپلزپارٹی اور پیپلزپارٹی نے پنجاب میں ان کا مینڈیٹ تسلیم کیا ہے ۔ انہوں نے کہا کہ ان کے کاغذات نامزدگی نامنطور کرانے کے لئے پرویز مشرف اور ان کے حواری گھناؤنے کھیل میں شریک ہیں اور دن رات کوششیں کر کے نئے جعلی مقدمات بنا کر اپنے مذموم مقاصد کے حصول کی جدوجہد کر رہے ہیں

اسلام آباد۔ پاکستان پیپلزپارٹی کے راہنما اور سپریم کورٹ بار کے صدر چوہدری اعتزاز احسن نے کہا ہے کہ وزیراعظم ججوں کی بحالی کا اعلان کریں تو ٣ منٹ میں جج بحال ہو سکتے ہیں ‘ آئینی کمیٹی میں اختلاف صرف پی سی او والے ججوں کا ہے ہم نے پی سی او والے ججوں کوایڈہاک رکھنے کی تجویز دی تھی ۔ ایک نجی ٹیلی ویژن سے انٹرویو میں اعتراز احسن نے کہا کہ صدر پرویز مشرف مزید جتنا عرصہ کرسی صدارت پر بیٹھیں گے پاکستان اور جمہوریت کو اتنا ہی زیادہ نقصان ہوگا۔ انہوں نے کہا کہ اٹھارہ فروری کو پاکستانی عوام نے پرویز مشرف کو برطرف کردیا ہے اور272 نشستوں میں سے ان کی پارٹی کو صرف 40 نشستیں حاصل ہوئی ہیں جو 15 فیصد سے بھی کم ہیں اور اپنی جماعت کے لیے پرویز مشرف چار سال انتخابی مہم چلاتے رہے جس پر کھربوں روپے خرچ ہوئے ۔ اعتزاز احسن نے کہا کہ آج چوہدری شجاعت حسین ا ور پرویز مشرف یہ تسلیم کرتے رہے ہیں کہ اس شکست فاش کی وجہ ان کی باہمی قربت تھی ۔ وکلاء تحریک کے حوالے سے سپریم کورٹ بار کے صدر نے کہا کہ وکلاء تحریک ایک فعال تحریک ہے اور دو بار اسے مکمل کامیابی نصیب ہوئی ۔ جن میں سے ایک جب سپریم کورت کے تیرہ ججوں نے متفقہ فیصلہ دیا اور چیف جسٹس کو 20 جولائی 2007 ء کو بحال کیا ۔ ان ججوں میں پی سی او کے تحت حلف اٹھانے والے جج ھی شامل تھے۔ دوسری کامیابی 18 فروری 2008 ء کو پاکستانی عوام کا وہ فیصلہ ہے جس میں پاکستانی عوام نے جنرل پرویز مشرف کو برطرف کردیا ۔ اور یہ کامیابی بھی وکلاء تحریک کی مرہون منت تھی ۔ انہوں نے کہا کہ انشاء اللہ تیسری مرتبہ بھی کامیابی تک پہنچائیںگے ۔ جن کے نتیجے میں جسٹس افتخار محمد چوہدری سپریم کورٹ کی عمارت مں بیٹھے ہوں گے اور انصاف فراہم کررہے ہوں گے۔ عوامی مشکلات کے حوالے سے چوہدری اعتزاز احسن نے کہا کہ وکلاء تحریک نے حکمرانوں کو مہنگائی کم کرنے پٹرول سستا کرنے بیروز گاری ختم کرنے اور آٹے کی فراہمی سے نہیں روکا۔ بلکہ 42 دن اپنی تحریک کو روکے رکھا تاکہ حکومت عوام کے مسائل پر توجہ دے سکے۔ ایک سوال کے جواب میں انہوں نے کہا کہ حکومت اگر چاہتی ہے تو وکلاء تحریک سے ایک منٹ میں چھٹکارا آحاصل کرکے سرخرو ہو سکتی تھی ۔ جس طرح وزیراعظم نے ایک ایگزیکٹو آرڈر سے جج آزاد ہو گئے تھے اسی طرح اگر وزیراعظم ججوں کی بحالی کا اعلان کردیں تو تین منٹ میں جج بحال ہو سکتے ہیں ۔ پیپلزپارٹی سے اپنے تعلق کے حوالے سے چوہدری اعتزاز احسن نے کہا کہ پیپلزپارٹی سے ان کا تعلق اکتوبر 1969 ء سے ہے اور یہ انشاء اللہ قائم رہے گا۔ انہوں نے کہاکہ پارٹی کی خاطر وہ تھانوں میں فرش پر بھی سوئے ہیں ۔ جیلیں کاٹیں اور پنجرا گاڑیوں میں محبوس ہو کر طویل سفر کیے ۔ انہوں نے کہاکہ پیپلزپارٹی سے ٹکٹ کی طلبی بھی ان کا حق ہے اور یہ ٹکٹ ملنا بھی چاہیئے کیونکہ این اے 55 سے (ن) لیگ نے پیپلزپارٹی کو الیکشن لڑنے کی پیشکش اسی لیے کی ہے ۔ چوہدری اعتزاز احسن نے کہا کہ پیپلزپارٹی کی جانب سے ججوں کی بحالی کے وعدے سے انحراف عوام کو پیپلزپارٹی سے مایوسی ہوئی ہے ۔ الیکشن کے بائیکاٹ کے حوالے سے انہوں نے کہاکہ و ہ دوبڑ ی جماعتوں کی جانب سے الیکشن لڑنے کی صورت میں الیکشن کے بائیکاٹ کے حق میں نہیں تھے لیکن ان کی نظر بندی کے دوران کے بارز کے ساتھیوں نے ان کے موقف پر نہ تو غور کیا اور نہ ہی زیادہ اہمیت دی ۔ انہوں نے تسلیم کیا کہ بائیکاٹ کا فیصلہ درست نہیں تھا۔ آئینی پیکج کے حوالے سے اعتزاز احسن نے کہا کہ وہ ایسے آئینی پیکج کے خلاف ہیں کہ جس کے ذریعے جج صاحبان کے اختیارات کم کیے جائیں یا ان کی مدت ملازمت میں کمی کی جائے ۔ انہوں نے کہا کہ ایسا کوئی عمل یا سوچ زیادتی ہوگی کیونکہ آئینی کمیٹی میں بھی کسی آئینی پیکج کا ذکر نہیں تھا اور یہ کہ ان کی معلومات کے مطابق دوبئی مذاکرات میں بھی صرف ایک قرار داد اور بعد میں ایگزیکٹوآرڈر کے ذریعے جج بحال کرنے پر اتفاق ہوا تھا۔ آئینی کمیٹی میں اختلاف صرف پی سی او ججوں کی حیثیت کے حوالے سے تھا۔ اعتزاز احسن نے کہا کہ پی سی او جج صاحبان اپنے ساتھی ججوں اور ان کے اہل خانہ کی حبس بے جا کے لیے بھی آرڈر پاس نہیں کر سکے تھے اس کے باوجود ہم نے ان کے لیے لچک دکھائی اور کہا کہ انہیں بطور ایڈہاک جج رکھ لیا جائے ۔ کیونکہ وہ مستقل جج نہیں رہ سکتے ۔ ایک سوال کے جواب میں اعتزاز احسن نے کہا کہ آصف علی زرداری کوکئی بار اپنے موقف سے آگاہ کیا گیا لیکن بے سود رہا ۔ انہوں نے کہاکہ یوں محسوس ہوتا ہے کہ امریکہ پرویز مشرف کی بھرپور حمایت کر رہا ہے تاہم امریکی و کلاء نے چیف جسٹس کی بھرپور حمایت کی ہے اور تعلیمی اور تحقیقی اداروں نے بھی چیف جسٹس افتخارمحمد چوہدری کی حمایت کی ہے ۔ اور ہارورڈ لاء سکول نے افتخار محمد چوہدری کو ایک ایسا تمغہ دیا ہے جو اس سے پہلے صرف دو شخصیات کو دیا جا چکاہے ۔جن میں سے ایک جنوبی افریقہ کے سابق صدر نیلسن منڈیلا ہیں ۔ مزید یہ کہ امریکہ کی 63 بار ایسوسی ایشنز نے افتخار محمد چوہدری کی آنریری لائیو ممبر بنایا ہے ۔ چوہدری اعتزازاحسن نے وکلاء برادری سے درخواست کی کہ کسی بھی حکومت کے ساتھ اختلاف کی وجہ سے اس ملک کا جھنڈا نہیں جلایا جانا چاہیئے ۔ انہوں نے کہا کہ یورپ کے سات لاکھ وکلاء نے ایک دن پورے دس منٹ تک سارا کام روک کر افتخار محمد چوہدری اور وکلاء تحریک سے یکہتی کا اطہار کیا ۔ اعتزاز احسن نے کہا کہ عدلیہ اس وقت تک آزاد نہیں ہو سکتی جب تک جج صاحبان آزاد منش ا ور نڈر نہیں ہوں گے اور پاکستان کے لیے عدلیہ کی آزادی اورججوں کی بحالی ایک بہتبڑا اور بنیادی مسئلہ ہے وکلاء تحریک کے مستقبل کے حوالے سے انہوں نے کہا کہ سترہ مئی کو آل پاکستان ری پری زین ٹیٹو لائرز کننشن میں آئندہ کے لائحہ عمل کا فیصلہ کیا جائے گا آسان اور مشکل فیصلوں کے حوالے سے سوال پر اعتزاز احسن نے بقول شاعر کہا کہ ’’ مشکل نہیں مشکل پیش ہمت دشوار۔
بارہ مئی کا عوامی رد عمل ۔۔۔۔۔۔۔ تحریر : اے پی ایس،اسلام آباد
بارہ مئی بھی گزر گئی لیکن جج بحال نہ ہوسکے اور اس موقع پر سولہ کروڑ عوام کو ایک بار پھر یہ پیغام دیا گیا ہے کہ وہ سوچیں کہ چور،بدمعاش اور بد عنوان قرضہ چور سیاستدانوںسے کس طرح نجات حا صل کرنی ہے۔ وطن عزیز کے سولہ کروڑ عام لوگ نہ تو حکومت کا حصہ بن سکتے ہیں اور نہ ہی اتنے تعلیم یافتہ ہیں کہ وہ اسٹیبلشمنت میں کوئی کردار ادا کر سکیں ہمارے ہاں یہ بھی بہت بڑا المیہ ہے کہ طبقاتی نظام تعلیم کی وجہ سے دس لاکھ کی آبادی میں سے ایک آدمی سی ایس ایس کر تا ہے۔ بہرحال قصہ مختصر بات ہو رہی تھی قانون کی حکمرانی کی تو اس وقت پاکستان کے عوام جو محسوس کرتے ہیںوہ یہ کہ ملک میں جنگل کا قانون اور ڈاکو راج ہے۔ جبکہ عوام نے پاکستان پیپلز پارٹی کو خبر دار کیا ہے کہ اس نے ججز کو بحال نہ کیا اور امریکہ کی حمایت کی تو اس کا حشر بھی مسلم لیگ(ق) جیسا ہو گا ۔ سانحہ بارہ مئی میں امریکہ کی بنائی ہوئی ایم کیو ایم ملوث ہے پرویز مشرف کو اقتدار سے ہٹا کر قومی ہیرو ڈاکٹر عبدالقدیر خان کو ملک کا صدر بنایا جائے ۔ قوم ایم کیو ایم (ق)لیگ اور پیپلز پارٹی کے اکٹھ کو مسترد کر دے گی ایم کیو ایم نے 2004ءمیں کراچی میں 13افراد کو قتل کیا۔ 12مئی 2007ء کو 50افراد کو نشانہ بنایا گیا ۔ 9مارچ 2008ء کو وکلاء کو زندہ جلا دیا گیا ۔ انتخابات میں ایم کیو ایم کو عوامی مینڈیٹ نہیں ملا بلکہ یہ امریکہ کی بنائی ہوئی جماعت ہے ۔ پاکستان پیپلز پارٹی کس بنیاد پر اس تنظیم سے مفاہمت کر رہی ہے۔ برطانیہ میں پاکستان کی سیاسی جماعتوں کی کانفرنس میں ایم کیو ایم کو غنڈہ گرد تنظیم قرار دیا گیاتھا اعلامیہ پر پیپلز پارٹی کے دستخط بھی موجود ہیں ۔ پیپلز پارٹی کیوں اپنے وعدے سے رو گردانی کر رہی ہے۔ جبکہ قاضی حسین احمد نے یہ بھی کہاکہ جب تک پاکستان میں امریکی مداخلت جاری رہے گی پاکستان کو آزادی نہیں مل سکتی ہماری پالیسیاں جب تک امریکہ میں بنتی رہیں گی مسائل حل نہیں ہوں گے- قاضی حسین احمد نے کہاکہ جامعہ حفصہ ، لال مسجد میں امریکی ایماء پر معصوم اور بے گناہ افراد کو نشانہ بنایا گیا لاپتہ افراد کی فہرست میں اضافہ ہو رہاہے ۔ ہم نے ہر صورت ملک کو امریکی غلامی سے نجات دلانا ہے اس کا پختہ عزم کر رکھاہے۔ انہوں نے کہاکہ کراچی امریکی ایجنوں کے ہاتھوں یرغمال بنا ہوا ہے ۔ انہوں نے کہاکہ ججز کی بحالی اور پرویز مشرف کی رخصتی پر کوئی سمجھوتہ نہیں کیا جائے گا پاکستان پیپلز پارٹی کو خبر دار کرتے ہیں کہ ججز کو بحال نہیں کیاگیا تواس کا حشر بھی مسلم لیگ (ق) جیسا ہو گا۔ امریکہ نے ملک کو یرغمال بنا رکھا ہے پوری قوم نے ججز کی بحالی کیلئے قربانیاں دی ہیں ان کو رائیگاں نہیں جانے دیں گے ۔ پورے ملک میں ایک بار پھر گو مشرف گو کے نعرے لگ رہے ہیں ۔ انہوں نے کہاکہ ججز کی بحالی کیلئے ایوانوں کے باہر بھرپور جدوجہد کا آغاز ہو گا۔ امریکہ کی حمایت کرنے پر پاکستان پیپلزپارٹی کو عوام مستر د کردیں گے۔انہوں نے کہاکہ پیپلزپارٹی خو د کو پرویز مشرف کی صف میں شامل نہ کرے ۔ پی پی پی ‘ مسلم لیگ(ق) ‘ ایم کیو ایم اور دسری جماعتوں کے مشرف کی ایما پر اکٹھ کو عوام تسلیم نہیں کریں گے امریکہ کے ایجنٹوں کے خلاف پوری قوم میدان میں نکلے گی ۔ انہوں نے کہا کہ پیپلزپارٹی ججز کی بحالی سے راہ فرار اختیار کرلی ہے یہ جمہوری قوتوں کی ترجمان نہیں ہو گی ۔ چودہ مئی کو اے پی ڈی ایم کے اجلاس میں اہم فیصلے کیے جائیں گے اور آئندہ کا لائحہ عمل کا اعلان کیا جائے گا۔ وکلاء ‘ سول سوسائٹی ‘ سیاسی قوتیں مل کر تحریک چلائیں گی۔ انہوں نے کہاکہ امریکی ایماء پر ہماری ایجنسیاں لوگوں کو غائب کر رہی ہیں لاپتہ افراد کی ذمہ دار ملکی ایجنسیاں ہیں امریکہ جس کی نشاندہی کردے ہماری ایجنسیاں انہیں اٹھا کر تفتیش کیلئے امریکہ کے حوالے کر دیتی ہیں ۔ ججز کی بحالی کی جدوجہد کو منطقی انجام تک پہنچائیں گے کسی صورت امریکی بالا دستی کو تسلیم نہیں کریں گے انہوں نے کہاکہ امریکہ نام نہاد دہشت گردی کے خلاف جنگ کے نام پر دہشت گردی پھیلا رہا ہے ۔ امریکی حکمران سب سے بڑے دہشت گرد ہیں ۔ عراق ، افغانستان میں معصوم عوام کا خون بہایا جارہا ہے امریکہ مقبوضہ کشمیر میں مظلوموں کے خلاف دہشت گردوں کی سرپرستی کر رہا ہے ہم مظلوم عوام کے ساتھ ہیں انہوں نے کہاکہ بارہ مئی کو کراچی میں قتل عام کیاگیا ایم کیو ایم اس خونریزی میں ملوث ہے۔ ایٹمی سائنسدان ڈاکٹر عبدالقدیر خان کے حوالے سے قاضی حسین احمد نے کہاکہ اس ایشو کے حوالے سے امریکی دباو¿ کو قبول کیاگیا انہوں نے کہاکہ ڈاکٹر عبدالقدیر خان کو نہ صرف آزاد اور رہاکیاجائے بلکہ پرویز مشرف کو اقتدار سے ہٹا کر ڈاکٹر عبدالقدیر خان کو پاکستان کا صدر بنایا جائے ۔ جبکہ اعتزاز احسن نے کہا ہے کہ ایوان صدر جمہوریت کے خلاف سازشوں کا گڑھ بنا ہوا ہے۔ حالانکہ پاکستان کے عوام نے صدر پرویز مشرف کے خلاف مینڈیٹ دیا تھا۔ انہوں نے کہا کہ سترہ مئی کو لاہور میں وکلاء کنونشن میں آئندہ کا لائحہ عمل طے کیا جائے گا ججوں کی بحالی کے لیے تیس دن کی ڈیڈ لائن کی بھی ضرورت نہیں تھی اور پھر بارہ دن کی بھی ضرورت نہیں تھی اس طرح وزیراعظم نے ججوں کی رہائی کے لیے ایگزیکٹو آرڈر کیا تھا اسی طرح ایگزیکٹو ارڈر کے ذریعے جج بحال بھی ہو سکتے تھے اور چاہیے تو یہ تھا کہ وزیراعظم رہائی کے حکم کے ساتھ ہی بحالی کا حکم بھی جاری کردیتے تو تین منٹ میں جج بحال ہو جاتے ا نہوں نے کہا کہ حکومت ججوںکی بحالی پر جتنا پیچھے ہٹتی جائے گی پرویز مشرف اتنا ہی سرپر چڑھتا جائے گا ۔ ایوان صدر جمہوریت کے خلاف سازشوں کا گڑھ بنا ہوا ہے جس شخص کو پاکستان کے عوام نے برطرف کیا تھا وہ جمہوریت اور عوام کے مینڈیٹ کی خلاف ورزی پر خلاف ورزی کررہا ہے ۔ جو ایک زیادتی ہے۔ انہوں نے کہا کہ بڑے افسوس کی بات ہے کہ بارہ مئی کی ڈیڈ لائن بھی گزر گئی لیکن جج بحال نہیں ہوئے ۔ انہوں نے کہا کہ سترہ مئی کو وکلاء کا اجلاس لاہور میں ہوگا جس میں آئندہ کا لائحہ عمل طے کیا جائے گا پاکستان پیپلزپارٹی کے شریک چیئرمین آصف علی زرادری نے کہا ہے کہ نواز لیگ کی حکومت سے علیحدگی کی صورت میں پیپلزپارٹی پنجاب کی حکومت کو غیر مستحکم نہیں کرے گی ۔ پیپلزپارٹی پنجاب حکومت کو غیر مستحکم کرنے کے کسی عمل کا حصہ نہیں بنے گی اور ہر ممکن کوشش کی جائے گی کہ پنجاب میں پیپلزپارٹی اور ( ن ) لیگ کی مخلوط حکومت چلتی رہے ۔ ایک سوال کے جواب میں آصف علی زرداری کے کہا ہے کہ ججوں کی بحالی کے لیے ہونے والے مذاکرات میں تعطل کی وجہ یہ ہے کہ وہ آئینی ماہرین جن کی رائے کو وہ درست سمجھتے ہیں انہیں کوئی ایسا راستہ نہیں بتا سکے جس کے ذریعے جج بحال ہو جائیں ۔ اور اداروں کے درمیان تصادم کی صورت بھی پیدا نہ ہو وقت گزرنے کے ساتھ ساتھ ان کی پارٹی صدر پرویز مشرف کے اختیارات کم کرنے کی کوشش کرے گی ۔ پاکستان کو متحد رکھنا اور پیپلزپارٹی کو بطور جمہوری جماعت قائم رکھنا انتہائی اہمیت رکھتا ہے ۔ قبائلی علاقوں میں کارروائی کے حوالے سے انہوں نے کہا کہ وہ دہشت گردوں کے ساتھ مذاکرات کے حامی نہیں لیکن قیام امن کے لیے بات چیت کا دروازہ بند نہیں کریں گے۔ حکومت صحافیوں کے خلاف کریک ڈاو¿ن کا کوئی منصوبہ نہیں بنا رہی اور اس حوالے سے آنے والی خبریں محض قیاس آرائیاں بے بنیاد ہیں انہوں نے واضح طور پر کہا ہے کہ دوبئی حکومت کو نجی ٹی وی کی نشریات بند کرنے کے لئے نہیں کہا ۔پاکستان پیپلزپارٹی کے شریک چیئرمین آصف علی زرادری نے مسلم لیگ(ن) کے قائد میاں محمد نواز شریف سے رابطہ کرکے وفاقی کابینہ سے وزراء کے استعفوں کا فیصلہ واپس لینے کی درخواست کی ہے ذرائع کے مطابق آصف علی زرداری نے نواز شریف سے کہا ہے کہ وہ مسلم لیگ (ن) کے وزراء کی نشستیں خالی رکھیں گے اور ان کی واپسی کا انتظار کریں گے نواز شریف سے کوئی بڑا اختلاف نہیں ہے ۔ انہیں منانے کی ہر ممکن کوشش کروںگا۔ حکومت سے الگ نہ ہوں اور اگر وہ الگ ہو بھی گئے اور کابینہ سے استعفی دے بھی دیا تو مسلم لیگ(ن) کی نشستیں خالی رہیں گی اور ان کی جگہ کوئی نئے وزراء نہیں لائے جائیں گے اور اگر نواز شریف نے ضمنی انتخاب میں حصہ لیا تو ان کے خلاف امیدوار کھڑے نہ نہیں کریں گے پنجاب میں(ق) لیگ کے ساتھ مل کر حکومت نہیں بنائی جائے گی ۔صحافیوں ‘ وکلاء اور سول سوسائٹی کے ارکان کا پارلیمنٹ ہاو¿س کے باہر 12 مئی 2007 ء کے واقع اور میڈیا پر ممکنہ پابندیوں کے خلاف احتجاجی مظاہرہ ۔ وکلاء قیادت ‘ سینئر صحافیوں اور سول سوسائٹی کے اراکین کی بڑی تعداد میں شرکت ۔ ججوں کی بحالی ‘ میڈیا کے خلاف ممکنہ پابندیوں کے خاتمے کے حق میں شدید نعرے بازی پیر کے روز پارلیمنٹ ہاوئس کے سامنے ہونے والے مظاہرے میں شرکاء نے پلے کارڈ اٹھا رکھے تھے ۔ جس پر میڈیا اور عدلیہ کی آزادی کے لئے نعرے درج تھے ۔ مظاہرے سے خطاب کرتے ہوئے سپریم کورٹ بار کے صدر چوہدری اعتزاز احسن نے کہا کہ 12 مئی 2007 ء کو بے گناہ افراد کو کراچی میں قتل کیا گیا ۔ روشنیوں کے شہر کو خون میں نہلا دیا گیا اور 48 افراد کی خون میں لت پت لاشیں سڑکوں پر بکھری پڑی ہیں ہم اس کی شدید مذمت کرتے ہیں ۔ انہوں نے کہا کہ ہم 12 مئی کے شہدائ کو سلام عقیدت پیش کرتے ہیں ۔ جنہوں نے اپنی جانوں کا نذرانہ پیش کر کے ملک میں عدلیہ و آئین کی بحالی کی جدوجہد کو تقویت بخشی ۔ انہوں نے کہا کہ 12 مئی کو ججوں کی بحالی نہ ہونے پر ہمیں دکھ اور افسوس ہے ہم 17 مئی کو وکلاء کے ملک گیر کنونشن میں وکلائکے آئندہ لائحہ عمل کا اعلان کریں گے ۔ انہوں نے کہا کہ ہمارا آج کا احتجاج 12 مئی کو شہداء کراچی کو خراج عقیدت پیش کرنے کے لئے دیئے جو اسلام آباد اور راولپنڈی ڈویڑن کی بار ایسوسی ایشنز نے منعقد کیا ہے انہوں نے کہا کہ آج کے اس احتجاج کا مقصد ان صحافیوں کے لئے بھی ہے جس کو سپریم کورٹ کی طرف سے نوٹس جاری کیا گیا ہے ۔ ہم صحافیوں کی جدوجہد میں ہمیشہ کی طرح ان کے شانہ بشانہ کھڑے ہوں گے ۔ انہوں نے کہا کہ آج ہمارے دباو¿ کی وجہ سے اس کیس کو واپس لیا گیا اور اگلی تاریخ 22 مئی کی دی گئی ہے ۔ ہمارا دباو¿ آئندہ بھی جاری رہے گا ۔ اس موقع پر خطاب کرتے ہوئے سینئر صحافی حامد میر نے بھی خطاب کیا اس موقع پر ممبر قومی اسمبلی حنیف عباسی راولپنڈی بار کے صدر سردار عصمت اللہ اسلام آباد کے بار کے صدر ہارون الرشید ‘ سینئر وکیل توفیق آصف بھی موجود تھے ۔ مظاہرے کے بعد وکلاء اور سول سوسائٹی کے شرکاء نے پارلیمنٹ سے سپریم کورٹ تک ریلی نکالی اور سپریم کورٹ کے سامنے جا کر نعرے بازی کی ۔پاکستان مسلم لیگ (ن) کے قائد اور سابق وزیراعظم میاں محمد نواز شریف نے بارہ مئی کی ڈیڈ لائن کے مطابق ججز بحال نہ ہونے پر وفاقی کابینہ سے پاکستان مسلم لیگ (ن) کے وزراء کی علیحدگی کا اعلان کر دیاہے۔ پاکستان مسلم لیگ (ن) کے وفاقی وزراء ( منگل کو ) وزیراعظم سید یوسف رضا گیلانی کو پیش کردیں گے جبکہ سرکاری عملہ اور گاڑیاں واپس کردی گئیں ہیں ۔ وفاقی کابینہ سے الگ ہونے کا اعلان نواز شریف نے مرکزی مجلس عاملہ اور پارلیمانی پارٹی کے مشترکہ اجلاس کے بعد پر ہجوم پریس کانفرنس سے خطاب کرتے ہوئے کیا نواز شریف نے کہاکہ ججز کی بحالی کی صورتحال پوری قوم کے سامنے ہے چودہ ماہ سے اس مسئلے نے پوری قوم کو لپیٹ میں لے رکھا ہے اس بحران کا پہلا مرحلہ 9مارچ سے 20جولائی 2000ء تک تھا اور 20جولائی کو سپریم کورٹ نے متفقہ فیصلے کے ذریعے چیف جسٹس افتخار محمد چو ہدری کو بحال کردیا پاکستان میں نئی عدلیہ نے جنم لیا۔ بیس جولائی سے تین نومبر 2000ء تک کے ساڑھے تین ماہ کے عرصے میں آزاد عدلیہ نے حکمرانوں کی کرپشن اور بد انتظامی کے حوالے سے ان کا محاسبہ کیا۔عوام کو ا±ن کے حقوق دئیے گئے لیکن یہ سب کچھ اس فرد واحد کو ناگوار گزرا جو آٹھ سالوں سے بندوق کے زور پر حکمرانی کر رہاہے تین نومبر کو وزیراعظم ، کابینہ ، قومی اسمبلی ، پارلیمنٹ کو نظر انداز کرتے ہوئے نام نہاد صدر نے دوسری بار مارشل لاء مسلط کر دیا ۔ چیف جسٹس سمیت 60ججز کو برطرف کر دیاگیا اور اکثریت کو ان کے اہل خانہ سمیت گھروں میں نظر بند کردیاگیا۔ عام انتخابات میں پاکستان مسلم لیگ (ن) اپنے منشور میں ججز کی بحالی کو مرکزی نکتہ قرار دیا اور اعلان کیا کہ اس مشن پر قائم رہیں گے او رہمارے ارکان نے یہ حلف لیا انہوں نے کہاکہ انتخابات کے بعد ہمارے وزراء کے پرویز مشرف سے حلف پر ہمیں تحفظات تھے ججز کی بحالی کیلئے ہمارے وزراء نے حلف لیا کیونکہ اعلان مری میں دونوں جماعتوں نے یہ عہد کیاتھا تمام معزول ججز کو دو نومبر 2007ءکی پوزیشن پر بحال کیا جائے گا بحالی کیلئے قومی اسمبلی میں قرار داد پیش کی جائے گی اور تیس دنوں میں ججز کو بحال کیاجائے گا افسوس کہ تیس دن کی ڈیڈ لائن گزر گئی پیشرفت نہ ہو سکتی ۔ انہوں نے کہاکہ تیس دنوں کی ڈیڈ لائن مکمل ہونے سے تین دن قبل راولپنڈی اسلام آباد میں پھر بات چیت کا آغاز ہوا زرداری نجی مصروفیت پر دوبئی چلے گئے وہاں ڈیڈ لاک ہونے پر میں ہنگامی طورپر دوبئی پہنچا ۔ انہوں نے کہاکہ میں اس بات کا مخالف ہوں کہ غیر ملک میں مذاکرات نہیں ہونے چاہیں انہوں نے کہاکہ بارہ مئی کو ججز کی بحالی کاتعین ہوا اسی روز قومی اسمبلی میں قرار داد منظور ہوئی اور ایگزیکٹو آڈر جاری کرنے کا فیصلہ کیاگیا اور ان فیصلوں کا اعلان کرنے کا اختیار مجھے دیا گیا انہوں نے کہاکہ مزید الجھنیں پیدا ہوئیں میں لندن میں موجود تھا واپسی کا پروگرام تھا کہ آصف علی زرداری نے ملنے کا پیغام دیا طویل مذاکرات اور بات چیت کے کئی ادوار ہوئے اختلافات ختم نہیں ہوئے انہوں نے کہاکہ تین نومبر کے آمرانہ اقدام کو کسی صورت آئینی اور قانونی جواز فراہم نہیں کیاجا سکتا۔ انہوں نے کہاکہ ہم نے سینہ تان کر غیر آئینی اقدام کی مخالفت کی اور اعلان کیا کہ تین نومبر کے بعد پی سی او کے تحت حلف لینے والے ججز کو تسلیم نہیں کرتے انہوں نے کہاکہ تین نومبر کے اعلان کے ذریعے ڈٹ جانے والے ججز کو سزا دی گئی اور جھک جانے والے ججز کو انعام واکرام سے نوازا گیا۔ نواز شریف نے کہاکہ کسی کے ذاتی مفاد کیلئے کسی ترمیم کاحصہ نہیں بن سکتے آزاد عدلیہ ہی ہمارے مسائل کا حل ہے انہوں نے کہاکہ ہم نے فیصلہ کرنا ہے کہ دوبارہ کسی آمر کو شرمناک اقدام نہیں کرنے دیں گے۔ بارہ مئی کے حوالے سے انہوں نے کہاکہ ایک سال قبل کراچی میں خونی ڈرامہ کھیلا گیا جسے آمر نے عوامی طاقت کا مظاہرہ قرار دیا ۔ 50شہداء کے قتل کی آج تک ایف آئی آر درج نہیں ہوئی ۔ کاش آج ہم ان معصوم روحوں کو عدلیہ کی بحالی کے ذریعے خراج عقیدت پیش کرسکتے ۔ میں شہداء کی روحوں کو یقین دلاتاہوں کہ ججز کی بحالی ، پرویز مشرف کی رخصتی اور چیف جسٹس افتخار محمد چوہدری کو بحال کرا کر دم لیں گے اس قو می جدوجہد میں سول سوسائٹی ، وکلاء ، طلباء ، سیاسی کارکنوں کو خراج تحسین پیش کرتا ہوں ۔ یہ سفر جاری رہے گا اٹھارہ فروری کے عوامی مینڈیٹ کا تقاضا یہی ہے کہ آزاد عدلیہ کا پرچم ان فضاو¿ں میں لہرائیں ججز اپنے عہدوں پر بحال ہوں ا مرکزی مجلس عاملہ جس میں پارلیمانی پارٹی بھی شامل تھی نے فیصلہ کیا ہے کہ بارہ مئی کی ڈیڈ لائن ختم ہو چکی ہے ہمارے وزراء وزیراعظم سے مل کر اپنے استعفے پیش کر دیں گے حکومت کو کمزور کرنے کی کسی سازش کا حصہ نہیں بنیں گے کسی ایسے اقدام کاحصہ نہیں بن سکتے جس سے پرویز مشرف کو فائدہ ہو نواز شریف شروع دن سے وفاقی کابینہ میں شامل نہیں ہونا چاہتے تھے آصف علی زرداری نے اصرار کیا تھا بادل نخواستہ وفاقی کابینہ کا حصہ بنے حکومت کی حمایت جاری رکھیں گے ۔ پارلیمنٹ میں اپوزیشن نہیں حکومتی بینچوں پر ہی بیٹھیں گے آمریت کو مضبوط کرنے کی کسی سازش کا حصہ بنیں گے نہ آمریت کا آلہ کار بنیں گے جمہوریت قوتوں کو غیر مستحکم نہیں کریں گے اور اپنا قومی کردار جاری رکھیں گے۔ مستقبل میں حکومت سے اشتراک کا فیصلہ ایشو کی بنیاد پر کریں گے ۔ وعدہ نبھانے کے پابند ہیں ۔ اعلان بھوربن کے مطابق وعدہ نہیں نبھایاگیا انہوں نے کہاکہ پنجاب حکومت میں شامل رہنے کا فیصلہ پیپلز پارٹی کا صوابدیدی فیصلہ ہو گا ۔ شہباز شریف نے کہا کہ اعلان بھوربن کے مطابق ججز کی بحالی کا معاملہ تھا تین نومبر کو غیر آئینی طور پر ججز کو برطرف کیاگیا ۔ غیر آئینی طور پر موجودہ ججز نے پی سی او کے تحت حلف لیا ۔ یہ آئین نہیں بلکہ مشرف کی وفاداری کاحلف لیا تھا انہوں نے کہاکہ غیر آئینی ججز کو ہٹانے اور معزول ججز کی بحالی کا اعلان کیاگیا تھا ۔ اسی ایشوز پر دونوں جماعتوں میں اختلاف رائے ہے جبکہ آل پاکستان ڈیمو کریٹک الائنس کے مرکزی رہنما و تحریک انصاف کے سربراہ عمران خان نے کہا ہے کہ عوامی مینڈیٹ کو کچل کر زرداری، مشرف اورالطاف حسین کی شکل میں بنائی جانے والی نئی ٹرائیکا کو اس کے عزائم میں کامیاب نہیں ہونے دیا جائے گا ۔ آصف علی زرداری نے ا پنے چوری کے اربوں ڈالر بچانے کیلئے پیپلز پارٹی کی شہید محترمہ بے نظیر بھٹو اور شہید کارکنوں کے خون کا بھی سودا کرلیا ہے ۔ عوامی جدوجہد کے ذریعے معزول ججوںکو بحال کروایا جائے گا ۔ ان خیالات کا اظہار اے پی ڈی ایم کی جانب سے کراچی کے 12 مئی کو 50 سیاسی کارکنوں کو قتل کردیئے جانے کے خلاف یوم سیاہ کی اپیل کے سلسلہ میں لا ہور پریس کلب کے باہر احتجاجی مظاہروں سے خطاب کرتے ہئے کیا ۔ احتجاجی مظاہرہ سے اے پی ڈی ایم میں شامل جماعت اسلامی کے مرکزی رہنما امیر العظیم، حافظ سلمان بٹ، خاکسار تحریک کے سربراہ حمید الدین المشرقی، جے یو پی نفاذ شریعت کے سربراہ انجینئر سلیم اللہ خان، پختون خواہ ملی پارٹی کے رہنما اعجاز خان ہوتی اور دیگر مقررین نے بھی خطاب کیا ۔ احتجاجی مظاہرہ میں جماعت اسلامی، تحریک انصاف، خاکسار تحریک اور پختون خواہ ملی پارٹی کے کارکنوں نے بڑی تعداد میں شرکت کی ۔ اس موقع پر مظاہرین نے جنرل (ر) پرویز مشرف اور آصف علی زرداری کے خلاف زبردست نعرہ بازی کی جبکہ ایم کیو ایم کے قائد الطاف حسین کا پتلا بھی جلایا گیا ۔ مظاہرین سے خطاب کرتے ہوئے عمران خان نے کہا کہ اے پی ڈی ایم 14 مئی کو اپنا آئندہ لائحہ عمل طے کرے گی اور وکلائ و عوام کے ساتھ مل کر معزول ججوں کو بحال کروایا جائے گا ۔ انہوں نے کہا کہ آصف علی زرداری نے این آر او کے تحت بیرون ملک میں پڑی اربوں ڈالر کی چوری کی ہوئی دولت کوبچانے کیلئے 12 مئی کو پیپلز پارٹی کے شہید ہونے والے کارکنوں کے لہو کا سودا کرلیا ہے جبکہ محترمہ بے نظیر بھٹو نے اپنی زندگی میں فیکس پیغام دیا تھا کہ اگر انہیں قتل کیا گیا تو قاتل مشرف ہوں گے ۔ لیکن آصف علی زرداری نے اس دولت کی خاطر محترمہ کے قاتلوںکو بھی بچانے کا سودا کی ہے ۔ آج آصف علی زرداری مشرف کو بچانے اور چیف جسٹس کی واپسی کا راستہ روکنے کیلئے بہانے تلاش کر رہے ہیں ۔ انہوں نے کہا کہ 3نومبر کے اقدام کو خود مشرف غیر آئینی اور غیر قانونی قرار دے چکے ہیں ۔ پھر زرداری کے وکیل اس غیر آئینی اقدام کو آئینی طریقہ سے ختم کرنے کے رابطے کیوں تلاش کر رہے ہیں ۔ انہوں نے کہا کہ زرداری کے خلاف اربوں روپے کی کرپشن کے مقدمات تو گھنٹوں میں ختم ہو گئے لیکن ججوں کی بحالی کیلئے نئی نئی ڈیڈ لائنیں دی جارہی ہیں ۔ اب ہم کوئی ڈیڈ لائن قبول نہیں کریں گے اور نہ ہی ٹرائیکہ کے عزائم کو کامیاب ہونے دیں گے ۔ امیر العظیم نے کہا کہ جنرل (ر) پرویز مشرف نے پوری قوم کو یرغمال بنا رکھا ہے ۔ انہوں نے کہا کہ چیف جسٹس افتخار محمد چوہدری نے جس استقامت کا مظاہرہ کیاہے آج کراچی سے خیبر تک پوری قوم بیدار ہو چکی ہے ہم معزول ججوں کو عوامی جدوجہد کے ذریعے بحال کروائیں گے ۔ انہوں نے کہا کہ ہم اے پی ڈی ایم کے قائدین کی سیاسی بصیرت کو سلام پیش کرتے ہیں کیونکہ آج ان کا انتخابی بائیکاٹ کا فیصلہ درست ثابت ہو گیا ہے ۔ حمید الدین المشرقی نے کہا کہ 12 مئی کے شہیدوں کے خون کو کسی بھی صورت رائیگاں نہیں جانے دیا جائے گا ۔ عدلیہ کی آزادی اور معزول ججوں کی بحالی تک جدوجہد جاری رکھی جائے گی ۔ ایوان صدر حکومتی اتحاد کو توڑنے کی سازشوں میں مصروف ہے انجینئر سلیم اللہ خان نے آصف علی زرداری کے بیان پر تنقید کرتے ہوئے کہا کہ یہ کیسے ممکن ہے کہ ایک غیر آئینی اور غیر قانونی اقدام کے خاتمے کیلئے آئینی راستہ اختیار کیا جائے ۔ 3 نومبر کے اقدام کی کوئی آئینی حیثیت ہی نہیں ہے ۔ اعجاز خان ہوتی نے کہا کہ ججوں کی بحالی صرف عوامی جدوجہد کے ذریعے ہی ممکن ہوسکے گی ۔ملک کوسیاسی عمل کی پٹڑی سے اتارنے کی کوشش کرنے والی قوتیں اپنے عزائم میں کامیاب نہیں ہوں گی ۔ ریاست کے تمام اداروں میں ہم آہنگی ناگزیر ہے قانون کی حکمرانی ، میرٹ کی پاسداری ، اور شفاف حکمرانی حکومت کے بنیادی اصول ہونے چایہے۔ موجودہ حکومت کو سولہ کروڑ عوام کی خدمت کرنے کے لیے منتخب کیا گیاہے ۔ حکومت کی ذمہ داری ہے کہ غریب عوام کی فلاح و بہبود کے لیے بہترین منصوبے بنا ئے اور ملک میں اچھی پالیسیاں لاگو کرے اور عوام میں اتحاد کی فضا قائم کرنا حکومت کی ذمہ داری ہے ۔ ان ذمہ داریوں کے ہوتے ہوئے حکومت کا یہ بھی فرض ہے کہ وہ انتظامیہ کو شفاف بنائے اور عوام کے ساتھ دوستانہ تعلقات رکھتے ہوئے ایمانداری کے ساتھ اپنا کام کرے پاکستان ایک ترقی پذیر ملک ہے جہاں کے بڑے مسائل غربت ، بے روزگاری اور مہنگائی ہے اور ملک میں خوراک ، توانائی اور پانی کے مسائل بھی شدت سے موجود ہیں جن کو ایک دو روز میںحل نہیںکیا جا سکتا ہم جو پالیسیاں بناتے ہیں ان کو درست طریقے سے لاگو ہی نہیںکیا جاتا ۔ خطے میں مضبوط معاشی طاقت کے طور پر ابھرنے کے لیے پاکستان میں وسائل موجود ہیں تاہم آج کے دور میں یہ ریاست کے تمام اداروں میں باہمی ہم آہنگی ہونا ضروری ہے تاکہ ادارے درست طریقے سے اپنا کام جاری رکھیں سیاسی استحکام اور معاشی ترقی بھی اداروں کے فعالیت سے ہی ممکن ہے ذہین اور فعال بیورو کریسی کسی ملک کی ترقی میں اہم کردار ادا کرتی ہے جو حکومت کی مشکل وقت میں راہنمائی کرتی ہے تاکہ مسائل سے نمٹا جا سکے اور ہماری بیورو کریسی بین الاقوامی برادری کی طرح لائق اور ذہین ہے ۔ لیکن افسوس کے ساتھ کہنا پڑتا ہے کہ وائٹ کالر کرائمز میں کسی ڈاکو سے کم بھی نہیں۔ تحریر اے پی ایس،اسلام آباد
