Govt. committed to bringing about socio-economic transformation in Balochistan: PM

ISLAMABAD : Prime Minister Syed Yousuf Raza Gilani on Wednesday said his government was committed to bringing about a total socio-economic transformation in Balochistan by involving people of province and their elected representatives in the development process. He said that no meaningful change was possible without total involvement of the people of Balochistan and without determining the priorities of development in consultation with political parties of the province.
The Prime Minister was talking to a delegation comprising Haji Lashkari Raisani, President of PPP Balochistan, Zamurk Khan, Minister for Revenue Balochistan and Mir Humayun Aziz Kurd, Federal Minister for Population welfare, who met him at his chamber in the parliament house this afternoon.

Gilani said that his government was committed to redeeming all pledges made to the people by Shaheed Mohtarma Benazir Bhutto and in keeping with the 100-day programme announced by him soon after assuming the office of the Prime Minister.
The Prime Minister told the delegation that he has already directed the elected representatives and party office holders to hold open Kutchehries in their respective constituencies so that day to day problems being faced by the people are expeditiously solved at their doorsteps.
He said the government accords high priority to development of Balochistan and would allocate additional resources on the expansion of infrastructure, provision of gas, electricity, schools, health facilities and clean drinking water to various parts of Balochistan to improve living standards of the people.
The Prime Minister said that the government was also committed to ensuring maximum provincial autonomy to the province by abolishing the concurrent list from the constitution.
The delegation apprised the Prime Minister of the progress of various development projects initiated by federal government. They expressed satisfaction over the dialogue process to address the grievances of the people of Balochistan.

PM takes notice of non-compliance of orders

LODHRAN : Prime Minister Syed Yousuf Raza Gillani has taken serious notice of non-compliance of his orders on applications received by the Complaints Cell.
Ministry of interior has directed the home department of all four provinces to ensure implementation of instructions of the Prime Minister regarding petitions addressed to him. The ministry has sought report from the departments concerned within 15 days.

Cabinet decides to regularize Grade 1-15 contractual employees

ISLAMABAD : The Federal Cabinet on Wednesday decided in principle to regularize the services of all contractual employees from grade 1-15, who have been working continuously for the last two years. The Cabinet meeting chaired by Prime Minister Yousuf Raza Gilani took the decision in line with the commitment of Mohtarma Benazir Bhutto as enshrined in the manifesto of Pakistan Peoples Party (PPP), said Minister for Information and Broadcasting Sherry Rehman.
Briefing the media on the decisions taken by the Cabinet, she said the Finance Minister has been asked to apprise the next cabinet meeting of the financial implications of the decision.
Sherry Rehman said the Prime Minister on this decision observed that today was an historic day for the low-paid contractual employees and for their families.
The Prime Minister said the government would take all steps to achieve targets of the 100 days programme which promises to bring about qualitative change in the life of the people, particularly the poor segments of the society.
Informing the media about other decisions of the Cabinet, the Minister said it approved amendment in the Bill titled Pakistan International Airlines Corporation Act-2008 to regularize those contractual employees of PIA, who have completed the service of nine months or more.
Sherry Rehman said a four-member committee has been set up to review the terms and conditions of contractual employees serving in higher grades with a view to rationalize the exorbitant pays, privileges and perks.
The committee consists of Minister for Finance, Minister for Law and Justice, Minister for Labour and Manpower and Deputy Chairman Planning Commission, she added.
Answering a question, she said relief would be provided to the common man, salaried class and low income group in the forthcoming Budget.
She said PPP has a practice of holding debate on every federal budget in its parliamentary committee meeting and it would continue this tradition.
Commenting on planned long march of lawyers community, she said it was their democratic right and the government would welcome peaceful movement of lawyers.
Replying to another question, the Minister said PPP and PML (N) would discuss all vital issues in their joint committee meeting.
She said the government has re-prioritized its PSDP and social service commitments for the coming budget and added that under the present conditions where one can see rising fuel and food prices at the international level, adequate relief would be provided to the common man.
The Minister said relief measures would be taken for salaried and poor sections in the budget, adding that the budget will encourage investors and help alleviate poverty.
Answering another question, she categorically said there was no plan to roll back the local government system.
“Devolution of powers is a settled issue as PPP was in favour of devolution of powers. No decision has been taken to disrupt the LG system,” she added.
She said the decision to shelve Kalabagh Dam was taken to avoid wastage of funds on this project.
The Minister said extra-vigilance has been ensured to check wheat smuggling. The government has achieved the target as far as wheat procurement is concerned, she added.
She said the Cabinet also approved the amendment in the Code of Criminal procedure 1898 proposed to provide relief to the prisoners by way of granting bail after two years in case of offences punishable with death and after one year in case of offences not punishable with death.
This period is further proposed to be reduced to one year and six months respectively in case of women accused, she said, adding that the amendment does not propose such concessions to the hardened and dangerous criminals.
The Cabinet approved a Bill to further amend the Representations of the People Act 1976 that will prevent the frequent adjournments sought in election petition to defeat the objective of the law.
The Minister said the amendment was also approved in the Companies (Appointment of Legal Adviser) Act 1974 meant to assist the companies in the legal matters faced by the companies and to provide financial aid to the young lawyers who face financial problems at the earlier stage of the profession.
The amendment proposed that every company having at least paid up capital of Rs. 2 million shall be liable to appoint legal adviser with at least five years of experience.
Sherry Rehman said the Cabinet also approved the winding up of Equity Participation Fund as the Fund has become dormant and was not serving any useful purpose for the economy of the county.
She said the Stock Exchanges (Corporatization, Demutualization and Integration) Bill, 2008 was approved aimed at breaking the monopolies of the brokers in the stock exchange market. It will enable the private sector to penetrate in the country’s capital market.
The Minister said State Bank of Pakistan was allowed to print the currency notes of Rs. 5 and Rs. 50 denomination and added the printing of 10,000 rupee note was disapproved.
She said the Cabinet set up a committee consisting of Minister for Shipping, a Federal Minister from Balochistan and Minister for Law and Justice to review the Gwadar Port Authority’s Revised Bill for new Corporate Structure of the Port and submit its recommendations to the Cabinet.
She said the Cabinet asked the Ministry of Water and Power to finalize technical and financial issues so that industrial units and tube well are given more hours of electricity by reducing the load-shedding hours.

Iran to mediate between India, Pak on gas transit fee

ISLAMABAD: Iran will mediate between India and Pakistan to end a deadlock on the issue of transit fees to be paid by New Delhi for gas transported through a 7.5-billion dollar pipeline to be built by the three countries. Iranian President Mahmoud Ahmadinejad has constituted a four-member committee of officials to hold talks with Pakistan and India on the transit fee issue, Zee TV reported. He has given the panel 45 days to settle the issue between the two countries and submit a report to him.
Pakistan and Iran were set to sign a bilateral gas sale purchase agreement (GSPA) for the Iran-Pakistan-India gas pipeline project by May 31 but would now sign the pact after the Iranian committee resolves the transit fee issue between Pakistan and India.
Pakistan and India too could sign a gas transit fee agreement when the GSPA is signed by Iran and Pakistan.
Former Petroleum Minister Khwaja Asif and his Indian counterpart Murli Deora had announced after talks on April 25 that the gas transit fee issue would be addressed within a short period of time but no progress has been made as yet in the matter.

PPP for election of Shahbaz Sharif as chief minister

ISLAMABAD : Pakistan People’s Party (PPP) spokesman Farhatullah Babar Wednesday said the party would play its due role for election of Shahbaz Sharif as chief minister of Punjab.
Talking to BBC radio, he said during the meeting between PPP co-chairman Asif Zardari and PML-N president Shahbaz Sharif on Tuesday the upcoming budget came up for discussion.
The two sides also discussed the present political situation in the country and the constitutional package prepared by the PPP.
The leaders decided that further scrutiny of the package should be done by a joint committee comprising members to be nominated by the leadership of the two parties.
The spokesman said the package would be presented to the parliament after the budget session.
He said Asif Ali Zardari congratulated Shahbaz Sharif on his unopposed election to the Punjab assembly.
The spokesman said the judges issue was discussed by the two leaders, adding that reinstatement of the deposed judges was not expected before the budget session.

Nawaz, Shahbaz’s candidature challenged, LHC to hear petitions tomorrow

LAHORE : The candidature of PML-N Chief Mian Muhammad Nawaz Sharif and party president Shahbaz Sharif has been challenged in Lahore High Court (LHC) while a full bench of the court will start hearing of the petitions from tomorrow (Thursday).
Noor Elahi, a rival candidate of PML-N Chief from NA-123 Lahore and Syed Khurram Shah, the rival of Mian Shahbaz Sharif from PP-48 Bhakkar filed their petitions in LHC on Wednesday.
The petitioners in their petitions challenged the acceptance of the nomination papers of both PML-N leaders as well as the decision of Chief Election Commissioner of Pakistan (CEC) to allow Nawaz Sharif and Shahbaz Sharif for contesting the by-polls.
A full bench of the LHC comprising Justice Fazal-e-Miran Chouhan, Justice Hasnat Ahmad Khan and Justice Muhammad Ahsan Bhoon will start the hearing of the petitions from tomorrow (Thursday).

President, PM condole death of UAE President’s brother

ISLAMABAD : President Pervez Musharraf and Prime Minister Yousaf Raza Gilani have condoled with President of UAE Sheikh Khalifa bin Zayed Al-Nahyan on the death of his brother.
President Musharraf in his message to UAE President expressed deep shock on the death of Sheikh Nasser bin Zayed Al Nahyan, who was killed in a chopper crash yesterday.
He prayed to Allah Almighty to grant eternal peace to the departed soul, and give courage to the bereaved families and the people of UAE to bear this irrepairable loss.
Prime Minister Gilani said, “We share the feelings of the loss with the brotherly people of UAE and especially with family members and wish to convey our most sincere condolences.”

ایران اور زمبابوے نے خوراک کے عالمی بحران کا ذمہ دار مغرب کو قرار دے دیا

ریاض ۔ سعودی فرمانروا شاہ عبداللہ نے کہا ہے کہ غیر مسلم دنیا سے مکالمہ شروع کرنے کا مقصد مسلم دنیا کی تنہائی ختم کرنا ہے۔اسلام کی روح ڈائیلاگ کی بنیاد فراہم کرتی ہے۔مسلمان اتفاق رائے کی باتوں سے مکالمے کا آغاز کریں گے۔ مکرمہ میں رابطہ عالم اسلامی کی بین المذاہب کانفرنس سے خطاب کرتے ہوئے شاہ عبداللہ نے کہا کہ اسلام کی روح ڈائیلاگ کی بنیاد فراہم کرتی ہے۔ ان کا کہنا تھا کہ مسلمان اعتماد اور انصاف کے جذبے سے غیر مسلم دنیا سے مکالمہ شروع کر رہے ہیں۔ شاہ عبداللہ نے واضح کیا کہ مسلمان اتفاق رائے کی باتوں سے مکالمے کا آغاز کریں گے۔ اتفاق رائے کو اپنے دل میں جگہ دیں گے اور اختلاف رائے سے اپنی راہیں جدا کر لیں گے۔ انہوں نے کہا کہ اسلام میں برداشت اور حمیت کا جذبہ موجود ہے۔ بین المذاہب کانفرنس میں پچاس ممالک کے وفود شرکت کر رہے ہیں۔ پاکستانی وفد میں قاضی حسین احمد، اعجاز الحق، ڈاکٹر محمود احمد خان غازی اور میڈیا کے نمائندے شامل ہیں۔

مذاکرات کیلئے فوجی آپریشن ختم کیا جائے۔ ۔ ۔ اختر مینگل

حب ۔ بلوچستان عوامی پارٹی کے سربراہ سردار اختر مینگل نے حکومت سے مذاکرات فوجی آپریشن کے خاتمے سے مشروط کر دیئے۔بلوچوں کی جدوجہد کا مقصد وسائل کی ملکیت کا حصول ہے حب میں جلسہ عام سے خطاب کرتے ہوئے سردار اختر مینگل نے کہا کہ بلوچوں کے ساتھ ہونیوالی زیادتیوں کو بھلانا ممکن نہیں۔ سرزمین کے لئے جان دینے والوں کو خراج تحسین پیش کرتا ہوں۔ بلوچوں کی جدوجہد کا مقصد وسائل کی ملکیت کا حصول ہے۔ انہوں نے کہاآئین اور ملک توڑنے والی شخصیات کو عظیم لیڈر اور ہیرو قرار دیا جاتا ہے۔ جبکہ مرضی سے پاکستان میں شامل ہونیوالوں کو غدار کہا جاتا ہے۔انہوں نے کہا کہ بلوچستان میں فوجی آپریشن ختم ہونے کے بعد ہی مذاکرات ہو سکتے ہیں۔ اس سے پہلے کراچی میں میڈیا سے بات چیت کرتے ہوئے اختر مینگل نے کہا کہ حکومت مذاکرات کا ماحول پیدا کرے کیونکہ بلوچستان کی سرزمین آگ اگل رہی ہے اور اس وقت اس زمین پر بیٹھنا کسی کے لئے بھی ممکن نہیں ہے۔ سردار اختر مینگل نے کہا کہ ان کی یا ان کے جیسے دیگر افراد کی رہائی بلوچستان کے مسائل کا حل نہیں۔ سوال یہ ہے کہ ان افراد کو زیر حراست کیوں رکھا گیا۔ انہوں نے کہا کہ جب تک لاپتہ افراد کو بازیاب اور گرفتار سیاسی ورکرز کو رہا نہیں کیا جاتا بلوچوں کی جدوجہد جاری رہے گی۔

اسلام آباد۔ وفاقی کابینہ نے پی آئی اے کے کنٹریکٹ ملازمین اور گریڈ ایک سے 15 کے سرکاری ملازمین کو مستقل کرنے کی منظوری دیدی ہے جبکہ گوادر پورٹ اتھارٹی کے قیام کے حوالے سے بل کو مسترد کرتے ہوئے گوادر پورٹ کے حوالے سے بل موخر کردیا ہے اور بل کا جائزہ لینے کے لیے ایک کمیٹی تشکیل دیدی ہے ۔ وفاقی کابینہ کا اجلاس بدھ کے روز وزیراعظم سید یوسف رضا گیلانی کی صدارت میں ہوا ۔ اجلاس کے بعد وزیر اطلاعات و نشریات شیری رحمان نے پریس بریفنگ دیتے ہوئے بتایا کہ کابینہ کے اجلاس میں پی آئی آے میں ایسے تمام عارضی ملازمین کو مستقل کرنے کی منطوری دیدی ہے ۔ جن کی مدت ملازمت 9 ماہ سے اوپر ہے۔ انہوں نے کہا کہ پی آئی اے کے کنٹریکٹ پر بھرتی ہونے والے ملازمین کو مستقل کرنے پر کافی مطالبہ تھا جس پر کابینہ نے اس کی کافی غور وخوض کے بعد اس کی منظوری دیدی ہے ۔ انہوں نے کہا کہ ہماری حکومت نے غریب اور کم آمدنی والے طبقے کو ریلیف دینے کا وعدہ کیا تھا اس وعدے کو پورا کرنے کے لیے کابینہ نے گریڈ ایک سے 15 تک کے ایسے تمام کنٹریکٹ ملازمین کو مستقل کرنے کی اصولی منظوری دیدی ہے ۔ جو 2 سال کنٹریکٹ کی مدت پوری کر چکے ہیں انہوں نے کہا کہ اس سے اوپر کے ملازمین کو مستقل کرنے کے لیے چار رکنی کمیٹی تشکیل دیدی گئی ہے جس کی سربراہی وزیر خزانہ کریں گے جبکہ کمیٹی میں وزیر قانون ‘ وزیر محنت و افرادی قوت اور ڈپٹی چیئرمین پلاننگ کمیشن شامل ہوں گے یہ کمیٹی ان ملازمین کو مستقل کرنے کے حوالے سے تمام قانون اور مالی معاملات کا جائزہ لیں گے ۔ انہوں نے بتایا کہ کابینہ کے سامنے گوادر پورٹ اتھارٹی کے قیام کے حوالے سے بل پیش کیا گیا تا تاہم جب اس بل کا جائزہ لیا گیا تو اس میں بے شمار بے ضابطگیاں سامنے آئی ہیں جن ہی زمینوں کی الاٹمنٹ اور دیگر پیچیدگیاں سامنے آرہی ہیں کہ جس پر اس بل کو مسترد کرتے ہوئے اس کا جائزہ لینے کے لیے ایک کمیٹی تشکیل دی گئی ہے تاکہ گوادر پورٹ اتھارٹی میں زیادہ سے زیادہ بلوچستان کے لوگوں کو شامل کیا جا سکے ۔ انہوں نے کہا کہ الیکشن ٹریبونل میں زیر سماعت مقدمات کو جلد از جلد نمٹانے کے حوالے سے اس کے قانون میں تبدیلی کرنے کی منظوری دی گئی ہے ۔ اب کیسز سالا سال زیر التوا رہنے کی بجائے اس کو پابند بنایا جائے کہ ٹریبونل دو روز کے اند راند رفیصلہ کرے گا تاہم دس ہزار روپے فی سماعت ادا کرکے اس کیس کو زیادہ سے زیادہ چار ماہ تک ملتوی کیا جا سکتا ہے انہوں نے کہا کہ کابینہ نے دو ملین روپے کے سرمائے کی حامل کمیٹیوں کو پانچ سے دس ہزار روپے ماہانہ پر قانونی مشیر مقرر کرنے کی اجازت دیدی ہے جس سے بڑی تعداد میں وکلاء مستفید ہو سکیں گے انہوں نے بتایا کہ اجلاس میں اسٹاک ایکس چینج ڈی میو چلائزیشن فنڈ آرڈنینس کی منظوری دیدی گئی ہے جس کے تحت کمپنی کی رجسٹریشن فیس تیرہ کروڑ سے کم کرکے ایک کروڑ روپے ہو جائے گی اور چند بروکرز کی اجاارہ داری ختم کرکے اس میں مزید بروکرز آئیںگے انہوں نے بتایا کہ کابینہ نے دس ہزار روپے کے اجراء کی اجازت کے حوالے سے بل کو مسترد کردیا ہے تاہم پانچ اور پچاس روپے کے نئے نوٹ چھاپنے کی اجازت دیدی گئی ہے انہوں نے بتایا کہ کابینہ کے اجلاس میں وزارت پانی وبجلی کو کہا گیا ہے کہ وہ فوری طور پر زرعی اور صنعتی شعبے کو بجلی کا ریلیف دے اور کوشش کی جائے کہ اس کی لوڈ شیڈنگ ختم کردی جائے تاکہ ملکی پیداوار میں اضافہ کیا جا سکے ۔ انہوں نے کہا کہ کابینہ نے آئندہ مالی سال کے لیے 541 ارب روپے کے ترقیاتی بجٹ کی منظوری دیدی ہے جس میں سماجی شعبے کے لیے 188 ارب روپے رکھے گئے ہیں اس کے علاوہ کورٹ آف کریمنل پروسیجر کے طریقہ کار تبدیل کرنے کی بھی منظوری دی ہے انہوں نے بتایا کہ وزیراعظم نے گزشتہ دنوں ڈنمارک کے سفار تخانے میں ہونے والے بم دھماکے کی شدید الفاظ میں مذمت کرتے ہوئے اس میں زخمی ہونے والوں کو ایک ایک لاکھ روپے دینے کا اعلان کیا انہوں نے کہا کہ کابینہ کوبتایا گیا ہے کہ آئینی پیکج اتحادی جماعت مسلم لیگ(ن) کو دے دیا گیا ہے ۔کل شام پی پی پی کی پارلیمانی پارٹی کا اجلاس وزیراعظم ہاؤس میں ہو گا جہاں اس بل پر تفصیلی غور وخوض ہو گا اور اس میں ضروری ترامیم بھی کی جائیں گی انہوںنے کہا کہ کابینہ میں اس بات پر زور دیا گیا ہے کہ دن کی روشنی سے زیادہ سے زیادہ کام لیا جائے انہوں نے کہا کہ وزارت پانی وبجلی کو کہا گیا ہے کہ رواں ماہ جون میں ایک ہزار میگا واٹ اضافی بجلی پیدا کرکے نیشنل گرڈ اسٹیشن میں شامل کی جائے ۔ انہوں نے کہا کہ پارلیمانی پارٹیوں کو بجٹ کے بارے مین بریفنگ دی جائے گی ایک سوال کے جواب میں انہوں نے کہا کہ کارگل جنگ کے بارے میں کمیشن تشکیل دینے کی میاں نواز شریف کی تجویز کا جائزہ دونوں پارٹیوں کی پارلیمانی پارٹیوں کے اجلاس میں لیا جا سکتا ہے ۔ ایک اور سوال کے جواب میں انہوں نے کہا کہ وکلاء کو تحریک چلانے کا حق ہے ۔ پرامن تحریک کا حکومت کے ساتھ ٹکراؤ نہیں ہونا چاہیے ججز کی بحالی ہمارے منشور میں شامل ہے ج سے ہم پورا کریں گے۔ ایک سوال کے جواب میں انہوں نے کہا کہ کالا باغ ڈیم ایک متنازعہ ڈیم تھا جس میں ہم نہیں پڑنا چاہتے اور بڑ ے ڈیموں میں زیادہ فنڈ زخرچ آتے ہیں اس لیے ان بڑے ڈیموں سے بچنے کی کوشش ہے

ملک میں گزشتہ چار سالوں کے دوران ٨٣٢ بم دھماکوں میں ٣٢٣ افراد ہلاک ١١٩٠ زخمی ہوئے

اسلام آباد ۔ ملک میں گزشتہ چار سالوں کے دوران 832بم دھماکوں میں 323افراد ہلاک 1190زخمی ہوئے ۔ گزشتہ 5سالوں کے دوران مختلف الزامات کے تحت گیارہ ہزار ایک سو گیارہ غیر ملکیوں کو پاکستان میں گرفتار کیا گیا ہے ۔ رحمن ملک نے سینٹ کو ایک سوال کے تحریری جواب میں بتایا کہ گزشتہ 5سالوں کے دوران پنجاب میں 839سندھ میں 1369صوبہ سرحد میں 8830جبکہ بلوچستان میں 83غیر ملکیوں کو گرفتار کیا گیا ۔ انہوں نے کہا کہدہشت گردوں کی سر گرمیوں پر نظر رکھی جاتی ہے ۔ ایک اور سوال کے تحریری جواب میں انہوں نے بتایا کہ 2007ء میں ملک میں 5565شہری سڑک کے حادثات میں جاں بحق ہوئے ۔ انہوں نے انکشاف کیا کہ سال 208ایسے معاملات سامنے آئے تھے جن میں غیر ملکی ،جعلی اور غیر مصدقہ کوائف نادرا میں رجسٹرڈ کرانے میں کامیاب ہو گئے تھے یہ لوگ مشین ریڈ یبل پاسپورٹ جاری کرانے میں کامیاب ہو گئے تھے ۔ ان غیر ملکیوں کی قومیت جاننے کے لئے یہ معاملہ انٹیلی جنس ایجنسیوں کے سپرد کردیا گیا ہے ۔ ایک سوال کے تحریری جواب میں رحمان ملک نے بتایا کہ ملک میں سال 2004ء سے 11مئی 2008ء تک 832بم دھماکے ہوئے ہیں جن میں 323افراد ہلاک 1190زخمی ہوئے ۔ انہوں نے بتایا کہ ان چار سالوں کے دوران پنجاب میں 37سندھ میں 42صوبہ سرحد میں 274بلوچستان میں 435اسلام آباد میں 2بم دھماکے ہوئے

کشمیریوں کو آزادی دئیے بغیر خطے میں امن کا قیام ممکن نہیں ہے ،ایک لاکھ شہداء کی قربانیاں رائیگاں نہیں جانے دیں گے۔محمد یاسین ملک

اسلام آباد ۔ جموں و کشمیر لبریشن فرنٹ کے چیئر مین محمد یاسین ملک نے کہا ہے کہ کشمیری امن چاہتے ہیں یہ امن تب ہی قائم ہو سکتا ہے جب کشمیریوں کو ان کا پیدائشی حق حق آزادی دیا جائے کشمیری عوام نے اپنی آزادی کے لئے فقیر المثالی قربانیاں پیش کی ہیں ایک لاکھ شہداء کی قربانی تاریخ کا روشن باب ہے جموں و کشمیر لبریشن فرنٹ کے زیر اہتمام تصویری نمائش کے حوالے سے منعقدہ تقریب سے خطاب کر تے ہوئے انہو ںنے کہا کہ ایک لاکھ شہداء کی قربانی مسئلہ کشمیر کو سرد خانے کی نذر کر نے کے لئے نہیں دی گئی ہیں زمینی حقائق تسلیم کرے اور کشمیریوں سے کیے گئے وعدے پورے کرے انہو ںنے پاکستانی قوم کا شکریہ ادا کیا جس نے ہر مرحلے پر کشمیریوں کی سیاسی اخلاقی سفارتی مدد کی ہے انہوںنے کہا کہ پاکستان کی ساری سیاسی قیادت تمام سیاسی جماعتیں اور تنظیمیں اور پوری پاکستانی قوم کشمیریوں کو بھارتی تسلط سے آزادی دلانے کے لئے کشمیریوں کا ساتھ دیں بھارت زیادہ دیر کشمیر پر اپنا تسلط قائم نہیں رکھ سکتا انشاء اللہ کشمیری قوم آزادی حاصل کر کے رہے گی ۔ تصویری نمائش کے اختتام پر صحافیوں سے گفتگو کر تے ہوئے پاکستان مسلم لیگ ن کے مرکزی چیئر مین راجہ محمد ظفر الحق نے کہا کہ پوری پاکستانی قوم کشمیریوں کی پشت پر ہے ہم تحریک آزادی کشمیر کی کامیابی کے لئے کشمیری بھائیوں کے ساتھ ہیں کسی بھی مرحلے پر کشمیر یوں کو تنہا نہیں چھوڑیں گے کشمیر سرحدی تنازعہ نہیں ہے نہ ہی یہ کسی زمین کا تنازعہ ہے بلکہ کشمیریوں کے مستقبل کا مسئلہ ہے مسئلہ کشمیرکو کشمیری عوام کی خواہشات اور امنگوں کی روشنی میں حل کیا جائے راجہ ظفر الحق نے کہا کہ کشمیری عوام گزشتہ 62 سالوں سے اپنے پیدائشی حق کے حصول کے لئے قربانیاں پیش کر رہے ہیں ایک لاکھ شہداء پیش کر نے کے بعد بھی کشمیریوں کے حوصلے بلند ہیں کشمیری عوام کے حوصلوں میں کسی طرح کی کوئی کمی نہیں آئی ہے بلکہ کشمیریوں کی قربانیوں سے تحریک آزادی کشمیر عالمی سطح پر اجاگر ہوئی ہے انہوں نے کہا کہ بھارت کشمیر میں بنیادی انسانی حقوق بری طرح پامال کر رہا ہے انسانی حقوق کے علمبردار اداروں کو مقبوضہ کشمیر میں بھارتی بربریت کا نوٹس لینا چاہیے جماعت اسلامی پاکستان کے مرکزی سیکرٹری جنرل سید منور حسن نے صحافیوں سے بات چیت کرتے ہوئے کہا کہ پاکستان کی طرف سے بھارت کے ساتھ جاری امن پراسیس اور سی بی ایمز کا کوئی نتیجہ نہیں نکلا ہے بھارت مسلسل نئے کشمیریوں کے قتل عام میں مصروف ہے مقبوضہ کشمیر میں ہزاروں گمنام قبروں کی دریافت نے بھارت کے اصل چہرے سے نقاب اتار دیا ہے انہوں نے کہا کہ سی بی ایمز کشمیریوں کی تحریک آزادی کو ختم کر نے کے لئے پاکستان کے عوام سے بھی کشمیریوں کے ساتھ ہے اب بھی کشمیریوں کی پشت پر ہیں کسی حکمران کو تحریک آزادی کشمیر سے غداری نہیں کر نے دیں گے مجاہدین کی عظیم قربانیوں کو سلام پیش کرتے ہیں کشمیری ملت اسلام آزادی اور تکمیل پاکستان کی جنگ لڑ رہی ہے انشاء اللہ کشمیریوں کی جدوجہد بالآخر کامیابی سے ہمکنار ہو گی پاکستانی عوام کشمیریوں کے شانہ بشانہ آزادی کی تحریک میں شریک ہیں کشمیریوں کو کبھی تنہا نہیں چھوڑیں گے اس موقع پر بات چیت کر تے ہوئے آئی ایس آئی کے سابق سر براہ لیفٹیننٹ جنرل(ر) حمید گل نے کہا کہ آزادی کے لئے کشمیری نوجوانوں کی قربانیاں تاریخ کا حصہ ہیں ایک لاکھ شہداء کا خون کبھی رائیگاں نہیں جائے گا کشمیری عوام اپنی جدوجہد کو جاری رکھیں پاکستانی قوم ان کے ساتھ ہے انہوں نے کہا کہ عالمی استعمار نے تحریک آزادی کشمیر کو ناقابل تلافی نقصان پہنچایا ہے پاکستان پر بھی عالمی استعمار کا تسلط ہے اب وقت آ گیا ہے کہ عالمی استعمار سے نجات حاصل کی جائے سب سے پہلے پاکستان کو عالمی استعمار سے آزادی دلائی جائے انہوں نے کہا کہ حکمران امریکی غلامی کا خوف اتار کر پھینک دیں اور کشمیریوں کو ان کا پیدائشی حق دلانے کے لئے پوری قوم اپنا کر دار ادا کرے صحافیوں سے بات چیت کر تے ہوئے پاکستان مسلم لیگ ق کے سیکرٹری سینیٹر مشاہد حسین سید نے کہا کہ پاکستان بھارت اور کشمیریوں کو مل کر مسئلہ کشمیر حل کر نا ہے مسئلہ کشمیر کا ایسا حل ہو نا چاہیے جو کشمیری عوام کی خواہشات اور امنگوں کی ترجمانی کر سکے انہوں نے کہا کہ کشمیریوں نے اپنے حق خود ارادیت کے لئے بے مثال قربانیاں دی ہیں ان قربانیوں کا تقاضا ہے کہ تحریک آزادی کو منزل مقصود تک پہنچایا جائے۔تصویری نمائش کے موقع پر منعقدہ تقریب میں سابق صدر آزاد کشمیر سردار محمد انور خان سابق چیئر مین جائنٹ چیفس آف سٹاف کمیٹی جنرل (ر) محمد عزیز خان آئی ایس آئی کے سابق سر براہ جنرل(ر) حمید گل ،سابق سیکرٹری خارجہ ریاض کھوکھر ،تنویراحمد خان ،حریت کانفرنس کے رہنماؤں یوسف نسیم ،غلام محمد صفی،پرویز اشرف صراف،الطاف قادری،جماعت اسلامی آزاد کشمیر کے قائم مقام امیر نورابہاری جماعت اسلامی مقبوضہ کشمیر خارجہ امور کے انچارج مولانا غلام نبی نوشہری جماعت اسلامی اسلام آباد کے امیر سید بلال اور دیگر رہنماؤں نے شرکت کی۔

ڈاکٹر عبدالقدیر خان حبس بے جا کیس ، اٹارنی جنرل اور سیکریٹری داخلہ سمیت پانچ افراد کے خلاف توہین عدالت کی درخواست دائر کر دی گئی

اسلام آباد۔ ڈاکٹر عبدالقدیر خان حبس بے جا کیس میں اٹارنی جنرل اور سیکریٹری داخلہ سمیت پانچ افراد کے خلاف اسلام آباد ہائی کورٹ میں توہین عدالت کی درخواست دائر کر دی گئی۔ توہین عدالت کی درخواست اقبال جعفری ایڈووکیٹ نے دائر کی ہے۔ درخواست میں موقف اختیار کیا گیا ہے کہ چیف جسٹس اسلام آباد ہائی کورٹ نے12مئی کو چیف حکم جاری کیا تھا کہ وزارت داخلہ اور وزارت قانون ڈاکٹر عبدالقدیر خان کی نظر بندی کے حوالے سے ایک ہفتے کے اندر تحریری جواب عدالت میں پیش کریں اور اس کی کاپی حبس بے جا کیس کے مدعی کو بھی دی جائے۔درخواست گزار کے مطابق تین ہفتے گزرنے کے باوجود دونوں وزارتوں نے عدالتی حکم کی تعمیل نہیں کی جو توہین عدالت ہے۔ درخواست میں عدالت سے استدعا کی گئی ہے کہ اٹارنی جنرل ملک قیوم، سیکریٹری داخلہ سید کمال شاہ اور سیکریٹری قانون سمیت پانچ متعلقہ حکام کے خلاف توہین عدالت کی کارروائی کی جائے۔ توہین عدالت کی درخواست کی سماعت نو جون کو ہو گی۔

کراچی اسٹاک ایکسچینج ١٠٠انڈیکس میں ٦١٠.٠٣پوائنٹس اضافہ جبکہ لاہور اور اسلام آباد اسٹاک ایکسچینج میں بھی تیزی

کراچی+اسلام آباد+لاہور۔ بجٹ2008-09ء میںکیپیٹل گین ٹیکس کے نفاذ میں مزید 2برس کے التویٰ پر کراچی اسٹاک ایکسچینج میں حصص کی قیمتوں میں 5فیصد سے زائد اضافہ ہوا۔کراچی اسٹاک ایکسچینج 100انڈیکس میں 610.03پوائنٹس یعنی گزشتہ روز کی نسبت 4.89فیصد اضافہ ہوا جبکہ لاہور اور اسلام آباد اسٹاک ایکسچینج میں بھی تیزی رہی اور لاہور میں ایل ایس ای 25انڈیکس 201.24پوائنٹس کے اضافے سے 4147.36پوائنٹس جبکہ اسلام آباد میں آئی ایس ای 10انڈیکس 141.7پوائنٹس کے اضافے سے 3014.03پوائنٹس پر بند ہوا۔کراچی اسٹاک مارکیٹ میں بجٹ2008-09ء میں حصص کی آمدنی پر عائد ہونیو الے کیپیٹل گین ٹیکس(سی جی ٹی) میں مزید2برس کے التویٰ سے سرمایہ کاروں کے اعتماد میں اضافہ ہوا اور مارکیٹ میں چند ہفتوں سے گردش افواہوں، مفروضوں اور قیاس آرائیوں نے دم توڑ دیا اور کے ایس ای 100انڈیکس میںگزشتہ ہفتوں کی جاری مندی کی شدید لہر کے بعد انڈیکس میں بہتری نظر آئی اور 13ہزار کی پہلی نفسیاتی سطح بحال ہوگئی۔کراچی اسٹاک ایکسچینج میں ایک موقع پر 100انڈیکس ایک موقع پر 12479.47کی کم ترین سطح پر بھی ریکارڈ کیا گیا تاہم اس میں بہتری ہوئی اور حصص کی خرید و فروخت میں قابل ذکر تیزی سے انڈیکس 13089.50کی سطح پر پہنچ سکا۔مارکیٹ میں کاروباری سرگرمیاں حیرت انگیز طور پر چار سو دو کمپنیوں تک محدود رہیں جن میں سے 356کمپنیوں کے حصص میں اضافہ اور 38کمپنیوں کے حصص کی قیمتوں میں کمی ہوئی جبکہ 8کمپنیوں کے حصص کی قیمتیں مستحکم رہیں علاوہ ازیں فری فلوٹ کے ایس ای 30انڈیکس میں بھی 4.94فیصد اضافہ ہوا اور انڈیکس 15361.89کی سطح پر منتج ہوا۔ایم ڈی اسماعیل اقبال سیکیورٹیز اسد اقبال کے مطابق کیپیٹل گین ٹیکس کے نفاذ میں مزید 2سال کے التویٰ اور اسٹاک مارکیٹ پر پہلے سے عائد سابقہ ٹیکس نظام میں کوئی تبدیلی نہ کرنے کے اعلان سے سرمایہ کاروں کو وہ ماحول میسر ہوگیا ہے جس کے وہ خواہاں تھے۔کراچی اسٹاک ایکسچینج ذرائع کے مطابق کیپیٹل گیس ٹیکس میں 2برس کی رعایت دی گئی ہے اور اب یہ چھوٹ30جون 2010ء تک برقرار رہے گی۔ایم ڈی کراچی اسٹاک مارکیٹ عدنان آفریدی کے مطابق حکومت کی جانب سے (سی جی ٹی) کے نفاذ میں التویٰ کا فیصلہ دوررس نتائج کا حامل اور بہترین نظم و نسق کا آئینہ دار ہے جبکہ ہم آئندہ بھی حکومت سے یہی طرز عمل اختیار رکھنے کی امید رکھیں گے جو تاجر برادری کی امنگوں کے مطابق ہو۔ملک کی صحت مند کیپیٹل مارکیٹوں کا ملکی معیشت اور میکرو اکنامک اظہاریوں پر دو رویہ اثرات مرتب ہوتے ہیں۔کراچی اسٹاک مارکیٹ میں بدھ کو فعال ترین کمپنیوں میں ٹی آر جی پاکستان کے حصص 14.2فیصد اضافے سے 8روپے جبکہ آئل اینڈ گیس ڈیویلپمنٹ کے حصص 5فیصد اضافے سے 130روپے72پیسے اور این آئی بنک کے حصص 8فیصد اضافے سے 13روپے57پیسے پر بند ہوئے۔

لاہور۔ مسلم لیگ ن کے قائد میاں نواز شریف اور صدر میاں شہباز شریف کے کاغذات نامزدگی کی منظوری کے خلاف لاہور ہائی کورٹ میں آئینی درخواست دائر کر دی گئی ہے ۔ قاضی محی الدین ایڈووکیٹ کی جانب سے دائر کی گئی درخواست میں کہا گیا ہے کہ نواز شریف سزا یافتہ ہے جبکہ شہباز شریف بنک ڈیفالٹر ہیں اس لئے وہ الیکشن لڑنے کے اہل نہیں ہیں ۔ درخواست میں کہا گیا ہے کہ ریٹرننگ آفسر کے فیصلے کے خلاف اپیلوں کی سماعت کرنے والے الیکشن ٹربیونل کے اراکین میں بھی اختلاف رائے رہا ہے جبکہ چیف الیکشن کمشنر کی جانب سے ان کے کاغذات نامزدگی کو درست قرار دینا بھی خلاف قانون ہے ۔لہذا عدالت عالیہ اس معاملے کا نوٹس لے اور شریف برادران کو الیکشن لڑنے کے لئے نا اہل قرار دیا جائے ۔ درخواست میں یہ استدعا کی گئی ہے کہ الیکشن کمیشن کی جانب سے میاں شہباز شریف کی بھکر کے حلقہ پی پی 48 سے بلا مقابلہ کامیابی کے نوٹیفکیشن کو کالعدم قرار دیا جائے اور انہیں بطور ممبر پنجاب اسمبلی حلف اٹھانے سے روکا جائے

پاکستان مسلم لیگ ن کی کمیٹی نے آئینی پیکج کے جائزے کے حوالے سے دو تہائی کام مکمل کر لیا

اسلام آباد ۔ پاکستان مسلم لیگ ( ن ) کی جانب سے مجوزہ آئینی پیکج کی بیشتر اہم شقوں کاجائزہ مکمل کر لیا گیا ہے ۔ توقع پارٹی کی جانب سے قائم چھ رکنی کمیٹی آج ( جمعرات کو ) اپنا ٹاسک مکمل کر لے گی ۔ پاکستان مسلم لیگ ن کی خصوصی کمیٹی کا دوسرا اجلاس بدھ کو بھی پنجاب ہاؤس اسلام آباد میں پارٹی کے چےئرمین اور کمیٹی کے سربراہ راجہ ظفر الحق کی صدارت میں منعقد ہوا ۔ممتاز آئینی و قانون ماہر فخر الدین جی ابراہیم کے دوسرے روز کے اجلاس میں خصوصی دعوت پر شرکت کی ۔ کمیٹی کے اراکین چوہدری نثار علی خان ، سینیٹر اسحاق ڈار ، احسن اقبال ، خواجہ حارث ایڈووکیٹ ، خواجہ ظہیر دیگر اراکین اجلاس میں شریک ہوئے ۔ پاکستان مسلم لیگ ن کی جانب سے مجوزہ 80 نکاتی آئینی پیکج پر شقوار غور جاری ہے۔ ذرائع کے مطابق آج اجلاس میں فخر الدین جی ابراہیم نے مختلف شقوں بالخصوص اعلیٰ عدلیہ سے متعلق نکات کے ممکنہ اثرات سے متعلق اراکین کو آگاہ کیا 3 نومبر 2007 ء کے پی سی او کی موجودگی کے حوالے سے آئینی پیکج کے مختلف پہلوؤں سے بھی کمیٹی کو آگاہ کیا گیا ۔ اجلاس کے بعد میڈیا سے بات چیت کرتے ہوئے راجہ ظفر الحق نے کہاکہ کمیٹی نے دو تہائی کام مکمل کر لیا ہے ۔ سفارشات کی تیاری کا عمل شروع ہو گیا ۔ باریک بینی سے شقوار پیکج کا جائزہ لیا جارہاہے ۔ انہوں نے کہاکہ ججز کی بحالی کے حوالے سے اصولی موقف پر قائم ہیں۔ آئینی پیکج میں عدلیہ سے متعلق حصہ پر باریک بینی سے غور کیا ہے۔ آئینی پیکج میں اعلیٰ عدلیہ کے ججز کی پارلیمانی کمیٹی کے ذریعے تقرری کی تجویز کے حوالے سے راجہ ظفر الحق نے سوال کا جواب دینے سے گریز کیا

اسلام آباد۔ ایٹمی سائنس ان ڈاکٹر عبدالقدیر خان نے کہا ہے کہ وہ ایران اور لیبیا کو جوہری ٹیکنالوجی فراہم کرنے کے ذمہ دار نہیں ہیں ان ممالک کو یورپی کمپنیوں نے ٹیکنالوجی فراہم کر کے پیسہ کمایا ایک غیر ملکی ایجنسی کو انٹرویو میں انہوں نے کہا کہ ان پر جوہری ٹیکنالوجی ایران اور لیبیا کو فراہم کرنے کے الزامات غلط ہیں۔۔ ایران اور لیبیا کو ایٹمی ٹیکنالوجی سے یورپی ملکوں نے متعارف کرایا۔ یورپی ممالک سے تعلق رکھنے والی کمپنیوں نے ایران اور لیبیا کو جوہری ٹیکنالوجی فراہم کر کے پیسہ کمایا۔ انہوں نے کہا کہ بلیک مارکیٹ سے تعلق رکھنے والے جرمنی ، فرانس اور جنوبی افریقہ کے بعض افراد کے پاس جوہری ڈیزائن ہے اور وہ اسی کاروبار میں ملوث ہیں انہوں نے کہا کہ شمالی کوریا نے ایٹمی ٹیکنالوجی روس سے حاصل کی

پنجاب اسمبلی کا اجلاس ٦ جون کو طلب، میاں شہباز شریف وزیر اعلی کا منصب سنبھالیں گے

لاہور ۔ پنجاب اسمبلی کا اجلاس ٦ جون کو طلب کرلیا گیا ہے ۔ اجلاس میں پاکستان مسلم لیگ (ن) کے صدر میاں شہباز شریف رکن صوبائی اسمبلی کا حلف اٹھائیں گے ۔ صوبائی وزیر قانون رانا ثناء اللہ کے مطابق اس اجلاس میں وزیر اعلی پنجاب سردار دوست محمد کھوسہ اپنے عہدہ سے مستعفی ہو جائیں گے جبکہ میاں شہباز شریف وزیر اعلی کی ذمہ داری سنبھالنے کے بعد پنجاب اسمبلی سے اعتماد کا ووٹ لیں گے ۔ میاں شہباز شریف کے وزیر اعلی منتخب ہونے کے بعد اجلاس ملتوی کردیا جائے گا اور دوبارہ بجٹ پیش کرنے کیلئے بلایا جائے گا ۔

ایکس سروس مین لاہور ریجن نے صدر کے فوری مواخذہ اور کورٹ مارشل کا مطالبہ کردیا

لاہور۔ ایکس سروس مین سوسائٹی لاہور ریجن نے مطالبہ کیا ہے کہ جنرل (ر) پرویز مشرف کا فوری طور پر مواخذہ اور کورٹ مارشل کیا جائے۔ انہیں قوم کی لوٹی ہوئی دولت اور قرضے معاف کرنے کیلئے این آر او جاری کرنے کا کوئی اختیار نہیں۔ مسئلہ کشمیر حل کئے بغیر بھارت سے تجارتی تعلقات قائم نہ کئے جائیں۔ معزول چیف جسٹس سمیت تمام ججوں کو بحال کیا جائے اور وزیرستان وقبائلی علاقوں سے مسلح افواج کو واپس بلایا جائے۔ یہ مطالبات لاہور پریس کلب میں صوبائی دارالحکومت میں رہائش پذیر سوسائٹی کے ممبران کے اجلاس کے بعد میجر جنرل (ر) شفیق احمد نے اپنے دیگر ساتھیوں کے ہمراہ پریس کانفرنس سے خطاب کرتے ہوئے کئے۔ اجلاس میں 10ریٹائرڈ جرنیلوں اور درجنوں برگیڈیئرز اور کرنل رینک کے ریٹائرڈ افسران نے شرکت کی ۔ اجلاس میں وکلاء کے لانگ مارچ میں بھرپور شرکت کا بھی فیصلہ کیا گیا۔ میجر جنرل (ر) شفیق احمد نے کہا کہ اس بات پر تمام ایکس مین متفق ہوئے کہ صدر جنرل (ر) پرویز مشرف نے گذشتہ نو سال کے دوران پاکستان کو تباہی کے دہانے پر پہنچادیا ہے۔ وہ منتخب حکومت پر شب خون مار کر اقتدار میں آئے ۔ انہوں نے غیر آئینی طور پر چیف جسٹس سمیت ججوں کو معزول کیا، وزیرستان ودیگر قبائلی علاقوں میں فوج کشی کرکے امریکہ کی جنگ کو پاکستان میں گھسیٹا اور اپنے ہی معصوم شہریوں کی جان لی۔ جن لوگوں نے قوم کے اربوں روپے لوٹے انہیں یہ لوٹی ہوئی تمام دولت این آر او کے تحت معاف کردی جس کا انہیں اختیار نہیں تھا۔ اس لئے جنرل (ر) پرویز مشرف کا فوری طور پر مواخذہ کیا جائے اور حکومت مناسب سمجھے تو ان کا کورٹ مارشل بھی کروائے۔ انہوں نے کہاکہ موجودہ حکمران مستقبل کیلئے تو آئین سے غداری کرنے والوں کیلئے آئینی پیکج پیش کرنا چاہتے ہیں لیکن جو بے شمار پاکستانیوں کا قاتل سامنے بیٹھا ہے اس کا مواخذہ کرنے کیلئے تیار نہیں ہیں۔ انہوں نے یہ بھی مطالبہ کیا کہ ماضی میں کسی بھی منتخب حکومت کا تختہ الٹنے کا حصہ بننے والے فوجی جرنیلوں یا افسران کا احتساب کیا جائے۔ عدلیہ کو آزاد کیا جائے اور معزول ججوں کو آئینی پیکج کی بجائے انتظامی حکم کے ذریعے بحال کیا جائے کیونکہ جب عدلیہ آزاد ہوگی تو پاکستانی قوم کو درپیش روٹی ، کپڑا ، مکان ، مہنگائی اور انصاف کے تمام مسائل حل ہوجائیں گے۔ انہوں نے مطالبہ کیا کہ ڈاکٹر عبدالقدیر خان کو مکمل طور پر رہا کرکے قومی ہیرو کا درجہ دیا جائے۔ اجلاس میں وکلاء کی تحریک کو بھی زبردست خراج تحسین پیش کیا گیا اور فیصلہ کیا گیا کہ ایکس سروس مین وکلاء کی لانگ مارچ میں بھرپور شرکت کریں گے۔ ایک سوال کے جواب میں انہوں نے حلفا کہا کہ انہوں نے پاکستان مسلم لیگ (ن) سمیت کسی بھی جماعت سے کوئی رابطہ نہیں کیا اور میدان میں کودنے کا فیصلہ پاکستان کو مزید بدحالی سے بچانے کیلئے کیا۔ ایک قرارداد کے ذریعے یہ بھی مطالبہ کیا گیا کہ ہم اگرچہ بھارت کے ساتھ اچھے تعلقات چاہتے ہیں لیکن مسئلہ کشمیر کو اقوام متحدہ کی قراردادوں کے مطابق حل کئے بغیر بھارت سے تجارتی تعلقات قائم نہ کئے جائیں۔ اجلاس میں جنرل (ر) پرویز مشرف کی روشن خیالی کی پالیسی کی شدید مذمت کی گئی اور کہا گیا کہ اس سے پاکستان میں بے حیائی بڑھی ہے۔ ہم مطالبہ کرتے ہیں کہ یہ پالیسی اسلامی قواعد وضوابط اور روایات کے تحت تشکیل دی جانی چاہئے۔ انہوں نے مطالبہ کیا کہ این آر او کے تحت جن لوگوں کو ریلیف دیا گیا ہے انہیں مجرم یا بے گناہ ثابت کرنے کیلئے عدالت سے رجوع کیا جائے اور عدالت ایک مخصوص مدت کے اندر ان کیسوں کا فیصلہ کرے۔ اجلاس نے مذکورہ مطالبات پر مشتمل 14نکاتی قرارداد اتفاق رائے سے منظور کرلی تاہم بھارت کے ساتھ مل کر ایران سے گیس پائپ لائن لینے کے مسئلے پر اختلاف رائے پایا گیا۔

National Disaster Management Authority (NDMA) conference

ISLAMABAD:National Disaster Management Authority (NDMA) organized a conference of District Coordination Officers / Deputy Commissioners of disaster prone areas of Punjab, Sindh, Baluchistan, NWFP, AJK and Northern Areas to discuss the operationalization of Disaster Management Structure at district level and formulation of strategies and programmes for disaster risk reduction at grass root level.
In the conference impediments in the operationalization of District Disaster Management Authorities and remedial measures to overcome these problems were discussed.
Mr. Rehamn Malik Advisor to Prime Minister on interior affairs was the chief guest at the occasion. In his address Mr Malik highlighted the commitment of elected govt. to disaster management regime under the existing law on the subject and indicated the resolve of federal govt in putting in place the institutional arrangements for disaster risk reduction at grass root level through district governments. He said that this conference is a significant step forward in developing disaster management structure at district level. Mr Malik appreciated the efforts of NDMA for steering the establishment of institutions and development of capacities for dealing with disasters.
Conference was attended by around 40 DCOs and DCs from high risk districts of all four provinces, AJK and Northern Areas which are faced with potential threat from disasters like floods, earthquakes, droughts ,cyclones and landsliding etc.

Hijackers want $1.1m ransom for Dutch ship

BOSASSO, Somalia - Gunmen holding a Dutch-owned ship off northern Somalia demanded a $1.1 million ransom for the vessel on Tuesday, a day after the U.N. Security Council gave countries the right to combat piracy off the coast.
The MV Amiya Scan, managed by the Dutch Reider Shipping BV, was hijacked by Somali pirates on May 25 as it made its way to Romania from the Kenyan port city of Mombasa.
'The pirates holding the Dutch ship demand a ransom of $ 1.1 million while the owners say they are willing to pay $700,000,' said a close ally of the pirates who gave his name only as Abdullahi. The company was not immediately available to comment.
'Negotiations are ongoing and the crew are in good health,' Abdullahi added about the nine Russians and Filipinos.
Abdullahi said he took food and other goods to the gunmen who were holed up in Eyl, a fishing town along the Indian Ocean.
Hijackings are common in the chaotic country's un-patrolled waters, where pirates normally treat their hostages well in anticipation of hefty ransoms.
The Security Council unanimously adopted a resolution on Monday authorising some countries to conduct anti-piracy actions in Somali waters after a surge in hijackings.
Late last week, Somali pirates seized two freighters although little was known about the vessels, residents said.
Hijacking ships is good business in Somalia which has been without an effective central government since 1991.
The long-delayed resolution finally passed after a deal was struck with Indonesia to limit the anti-piracy activities only to Somalia. The resolution allows foreign marine and security forces to enter Somali waters and use 'all necessary means'.
Some Somali residents praised the resolution.
'I think it is not an easy task to eradicate pirates from Somali waters, but Western countries can do a lot about it if they mean what they say,' said Abdi Naeem Olad, a 40-year-old Mogadishu resident.
But others were sceptical that the resolution would have an impact on piracy that has made that section of the Indian Ocean one of the world's most dangerous waterways.
'If they can really stop the piracy it will be good. But I don't think they can. That's mere talk,' said Abdirizak Ali Ismail, a resident of the northern port city of Bosasso.
Britain's U.N. envoy John Sawers said on a trip to Djibouti the civil strife that has engulfed Somalia for nearly 17 years had caused the Horn of Africa nation to become a haven for 'terrorists', 'smugglers', 'pirates' and 'people from outside Somalia to abuse the country'.
'We need to bring an end to all that,' he told reporters.

Shahbaz Sharif set to rule Pak Punjab province

ISLAMABAD - The brother of former Pakistani prime minister Nawaz Sharif has won an assembly seat in Punjab province, clearing the way for him to take over as chief minister of the country's richest and politically most important province.
Shahbaz Sharif is a top official of his brother's party, which came second in a February election but won the most seats in Punjab, home to half the country's 160 million people and the heartland of its political, military and industrial elite.
Control of Punjab bolsters the power of the Sharifs' Pakistan Muslim League (Nawaz) party which is bitterly opposed to President Pervez Musharraf, the former army chief who ousted then Prime Minister Nawaz Sharif in a 1999 coup.
There is growing speculation U.S. ally Musharraf could be forced from office within weeks or months.
The Sharifs want him impeached or tried for treason, and the Pakistan People's Party leading the coalition government has drafted a constitutional package that would reduce Musharraf's role to ceremonial.
PPP leader Asif Ali Zardari met with Shahbaz Sharif on Tuesday and agreed to set up a joint committee to examine the package, which would be put before the National Assembly after the government presented its annual budget on June 10.
Uneasy partners
Shahbaz Sharif was not opposed in a by-election for a provincial assembly seat, due later this month, and has thus won it, an Election Commission official said on Tuesday.
"We have declared Mr Shahbaz Sharif the winner unopposed and he can now take the oath as a member of the assembly any time," said Kanwar Dilshad, Election Commission secretary.
The party has already said Shahbaz will be chief minister of Punjab, where half of National Assembly members are elected. He was chief minister in the 1990s and went into exile with his brother in 2000.
The Sharif brothers returned to Pakistan late last year as Musharraf's power began to ebb after he clashed with the country's top judge.
Though both brothers were excluded from the Feb. 18 parliamentary elections because of legal cases hanging over them, their party finished a strong second to that of assassinated former prime minister Benazir Bhutto.
Musharraf's allies were soundly defeated in the election.
Nawaz Sharif joined Bhutto's party in a coalition but withdrew his ministers from the cabinet after a dispute over how judges Musharraf sacked should be reappointed.
Though Sharif's party is still backing the PPP-led government, the two parties are likely to be rivals in the country's next election when, analysts say, Nawaz Sharif hopes to win another term as prime minister.
Nawaz Sharif is due to contest a by-election for a National Assembly seat this month.

US military chief visits Pakistan for third time

ISLAMABAD - Admiral Michael Mullen, the Chairman of the United States Joint Chiefs of Staff, arrived in Islamabad on Tuesday for talks with the Pakistani military leadership focused on cooperation in the war on terrorism.
Mullen has been chairman for less than a year and visited three times since February, when an election in Pakistan resulted in defeat for parties allied to President Pervez Musharraf.
Mullen is expected to meet army chief Ashfaq Kayani, and General Tariq Majid, the chairman of the Pakistani joint chiefs of staff, to discuss military cooperation and exchanges.
Mullen could also meet U.S. ally Musharraf and members of the coalition government, according to officials.
Speculation has intensified that Musharraf could be forced from office within weeks or months as the coalition partners seek to either reduce his role to ceremonial or impeach him.
The White House said last Friday that President George W. Bush "looked forward to President Musharraf's continuing role in further strengthening U.S.-Pakistani relations," after the two leaders spoke on the telephone.
The United States is concerned the nuclear-armed Muslim nation could slip into a prolonged period of political instability that could only benefit the militants.
Mullen's visit comes amid U.S. fears that peace deals being negotiated between a new coalition government and Islamist militants could create a safe haven for al Qaeda and the Taliban in Pakistan's semi-autonomous tribal regions, and lead to more cross border attacks on NATO forces in Afghanistan.
Though they are seldom acknowledged officially, the United States has stepped up missile attacks by Predator drone aircraft on militant targets in Pakistani tribal regions close to the Afghan border in recent months.
The most recent attack was on a house in the North Waziristan tribal region on Monday, but villagers said the house was empty.

Afghan govt must fight graft, help people

KABUL - The World Bank is committed to building a "prosperous and stable" Afghanistan, but Afghans themselves must fight corruption and provide better services for citizens, a top bank official said on Tuesday.
Poor security, corruption and the lack of good governance are some of the biggest challenges facing Afghanistan, more than six years after U.S.-led and Afghan forces overthrew the Taliban.
Violence in the country has surged over the last two years and Western politicians and think-tanks have this year warned the the country risks becoming a failed state and sliding into anarchy.
World Bank Managing Director Ngozi Okonjo-Iweala, ending a three-day visit, called for the international community to continue its support but stressed the need for Afghans to take the lead.
"Only Afghans can develop Afghanistan," she said in a statement.
"They must rise to the challenge and tackle the difficult issues of building institutions, fighting corruption and improving service delivery to ordinary citizens."
The comments come ahead of a conference to be held in Paris on June 12 where the Afghan government will ask for more than $50 million from international donors to implement its new national development strategy.
Afghanistan depends on aid for 90 percent of its spending.
A UN special envoy to Afghanistan said on Monday that the Afghan government should be given a much bigger role in distributing the aid. At present the Afghan government has control of only one-third of the money that has been pledged or spent by donors according to government officials and president Karzai has expressed the readiness of his government to be held to account for any aid channeled through it. But official corruption has made international donors reluctant to channel their money through the Afghan government and has undermined the public's faith in their own leaders. Afghans are also disappointed with the slow pace of development.
Despite much being achieved in Afghanistan, enormous challenges remained and an "aggressive attack" on corruption was needed, said Okonjo-Iweala.
"Government must be, and be seen, to be accountable for service delivery," she said.
Since resuming operations in Afghanistan in 2002, the World Bank has committed around $1.66 billion to the country.

Pakistan to welcome foreign investment in power generation: PM

ISLAMABAD : Prime Minister Syed Yousuf Raza Gilani on Tuesday said that Pakistan is open to business and Foreign Direct Investment (FDI), which is fully protected under the country’s laws. “Almost all sectors of our economy allow FDI and there is no discrimination between foreign and local investment as no government sanction is required in either case”, the Prime Minister added.
He was talking to a delegation of the ESSAR Group headed by Shashi Ruia and Ravi Ruia. The ESSAR Group is one of the largest corporate houses of India with an enterprise value of $ 15 billion.
The Prime Minister said Pakistan offers a liberal and attractive package of incentives as 100% foreign equity is allowed and there are no restrictions on remittances of royalty, technical and franchise fee, capital, profits and dividends.
He said since Pakistan is deficient in electricity, it would welcome investment in power generation especially in developing the Thar Coal reserves.
Other attractive areas of investment include telecom, steel, real-estate, construction and electronics, the Prime Minister added.
He said Pakistan is surplus in cement production and would like to export it to its neighboring countries.
The Prime Minister said he would soon announce the government’s power policy which would contain incentives to attract foreign investment.
Shashi Ruia informed the Prime Minister that his Group has an investment of $ 40 million all over the would and would be keen to invest in energy, steel and shipping sectors.
Besides Foreign Minister Shah Mehmood Qureshi, the meeting was also attended by President of the SAARC Chamber of Commerce and Industry (SCCI) Tariq Saeed and Vice President of SCCI Iftikhar Ali Malik.

PM felicitates Shahbaz Sharif on unopposed victory

ISLAMABAD : Prime Minister Syed Yousuf Raza Gilani on Tuesday extended warm felicitations to Mian Shahbaz Sharif, President of the PML(N), on his unopposed election as Member of Provincial Assembly from PP-48, Bhakar-II. The Prime Minister in a message said “unopposed victory of Mian Shahbaz Sharif reflects the deep respect and confidence of people in his leadership”.
The Prime Minister said that Mian Shahbaz Sharif is a seasoned politician who had served as Chief Minister of Punjab with great success and his victory would further strengthen the democratic forces in the country.

Gilani for just, peaceful solution to Kashmir dispute

ISLAMABAD : Prime Minister Syed Yousuf Raza Gilani Tuesday said Pakistan wants an expeditious, just and peaceful resolution of the Kashmir dispute in accordance with the aspirations of Kashmiri people. Talking to President Azad Jammu and Kashmir Raja Zulqarnain Khan, the Prime Minister said sustainable peace in South Asia cannot be achieved without the settlement of Kashmir dispute.
The Prime Minister said Pakistan believes in the peaceful resolution of Kashmir issue through dialogue and expressed the confidence that India would also reciprocate positively in this regard.
He said Zulfikar Ali Bhutto and Mohtarma Benazir Bhutto always raised the issue of Kashmir at international fora.
The Prime Minister assured the AJK President that Pakistan would continue providing maximum support to Azad Kashmir for its development projects including ongoing reconstruction work in the quake-affected areas, and providing employment opportunities to the people of AJK.
President AJK Raja Zulqarnain Khan said the people and Government of AJK are grateful to Pakistan and its people for their principled political, moral and diplomatic support on the issue of Kashmir.
He informed the Prime Minister that reconstruction work was going on satisfactorily in AJK and thanked Pakistan for its generous support in rehabilitating the quake-affected people.
The President informed Prime Minister Yousuf Raza Gilani of his government’s plans to develop and exploit the potential of hydel energy, tourism and small and medium scale enterprises in AJK to bring about a qualitative improvement in the socio-economic conditions in Azad Kashmir.

PSDP to focus on agriculture, manufacturing: PM

ISLAMABAD : Prime Minister Syed Yousuf Raza Gilani Tuesday said the focus of public sector development plan for 2008-09 would be on manufacturing and agriculture sectors to enhance economic activity in the country. Talking to his Advisor on Industry and Production Mian Manzoor Wattoo at the PM Secretariat, he said the government’s economic strategy should remain focused on creating an enabling environment for domestic and foreign investments.
He called for developing appropriate strategy to tap the full potential of investment opportunities in Pakistan.
The Prime Minister said Pakistan’s location makes it a regional hub of manufacturing and exports in view of the availability of skilled labour, low cost of production and a liberal and attractive regime of investment incentives.
Gilani said his government was committed to providing basic necessities to the people particularly the poor segments of the society.
Mian Manzoor Wattoo informed the Prime Minister about the steps being taken by his Ministry to encourage investment in various sectors of the economy.
He briefed the Prime Minister about the role being played by the Utility Stores Corporation (USC) in providing essential food items to the poor at an affordable price.
He said the USC has planned to open stores in every union council and their role would be further expanded to meet demands of underdeveloped areas of the country.
