دو تہائی اکثریت حاصل ہے تاہم نواز شریف کو ساتھ لے کر چلیں گے۔ آصف علی زرداری

اسلام آباد ۔ پاکستان پیپلز پارٹی کے شریک چیئرمین آصف علی زرداری نے کہا ہے کہ مسلم لیگ (ن) کے وزراء کے استعفوں کو بڑا بحران بنا کر پیش کیا جارہاہے حالانکہ یہ کوئی بڑا بحران نہیں ہے دو تہائی اکثریت حاصل ہے تاہم نواز شریف کو ساتھ لے کر چلیں گے ۔ اگر پولیس کے ذریعے ججوں کو ہٹا کر دوسرے ججوں کو بیٹھائیں گے تو بحران پیدا ہو گا میں کوشش کررہا ہوں کہ ایسا موقف اختیار کروں جس پر میاں نواز شریف کو قائل کر لوں کسی ایشو پر ٹائم فریم نہیں دیں گے الٹی گنتی شروع ہو جاتی ہے اعلان مری پر آج بھی قائم ہے تمام ججوں کو اکاموڈیٹ کریں گے الٹی گنٹی اور الٹی واک چلانا میڈیا کا جمہوری حق ہے۔بدھ کے روز زرداری ہاؤس میں پریس کانفرنس سے خطاب کرتے ہوئے آصف علی زرداری نے کہاکہ ججز کی بحالی کی تحریک میں ہم نے قربانیاں دی ہیں ہمارے ورکر شہید ہوئے ہیں ہم نظام کو تبدیل کر کے ان شہادتوں کا بدلہ لینا چاہتے ہیں ۔انہوں نے کہا کہ ذوالفقار علی بھٹو ، مرتضیٰ بھٹو ، شاہنواز بھٹو اور محترمہ بے نظیر بھٹو کی شہادت پر ہم نے پاکستان کھپے کا نعرہ لگا کر پاکستان کو بچایاہے اور اب بھی ہم نے مل کر اس کی معیشت کو مضبوط بنانا ہے انہوں نے کہاکہ ججوں کی بحالی پر صرف میرا اور میاں نواز شریف کے ایک نکتے پر اختلاف ہے ۔ میری کوشش ہے کہ میاں نواز شریف کو قائل کر لوں ۔انہوں نے کہا کہ ججز کی بحالی کے طریقہ کار پر مولانا فضل الرحمن، اسفند یار ولی اور ایم کیو ایم کا اپنا اپنا موقف ہے اور پیپلز پارٹی اور مسلم لیگ (ن) کا موقف الگ ہے۔ انہوں نے کہا کہ موجودہ ججوں کو پولیس کے ذریعے ہٹا کر ان کی جگہ پر نئے جج لانے سے نیا بحران پیدا ہو جائے گا آصف علی زرداری نے کہاکہ پنجاب اسمبلی کو کوئی خطرہ نہیں ہم پنجاب میں عدم اعتماد نہیں لائیں گے۔انہوں نے کہاکہ مسلم لیگ (ن) کے بغیر بھی پارلیمنٹ میں اکثریت حاصل ہے لیکن پھر بھی انہیں نہیں چھوڑیں گے انہوں نے کہاکہ اس سے یہ مطلب نہیں لینا چاہیے کہ اگر ایک نکتے پر ہمارا اتفاق نہیں ہے تو شاید ہماری آپس میں جنگ چھڑگئی ہے ہم مشاورت کے ذریعے اس معاملے کو حل کریں گے انہوںنے کہاکہ شاید یہ میری سیاسی کمزوری ہے کہ میں نواز شریف کو قائل نہیں کرپایا یہ کوشش کررہا ہوں کہ ایسا موقف اختیار کروں جس پر انہیں قائل کر لوں۔ انہوں نے کہاکہ معاہدہ مری کے مطابق ججز کے مسئلے کو حل کریں گے ۔بے نظیر کے قتل کی تحقیقات کے حوالے سے انہوں نے کہاکہ ہم ثبوت مٹانے والوں پر نظر رکھے ہوئے ہیں لیکن کسی ایک فرد سے بدلہ نہیں لیںگے بلکہ ان کے قتل کی وجہ یہ نظام ہے اس کو تبدیل کریں گے کیونکہ محترمہ کی یہی خواہش تھی کہ پاکستان میں مفاہمت کی سیاست کو آگے بڑھایا جائے انہوںنے کہا کہ ملک میں موجودہ بجلی کے بحران کو حل کرنے کی کوشش کر رہے ہیں اور ایک سال میں نوے فیصد لوڈ شیڈنگ پر کنٹرول کرلیں گے جب سے پیپلز پارٹی کی حکومت ہٹائی گئی اس وقت سے اب تک بجلی کا ایک یونٹ بھی پیدا نہیں کیاگیا۔ بلوچستان کو اکنامک زون بنانا چاہتے ہیں تاکہ وہاں پر امن وامان قائم کر کے نئی بندر گاہیں بنائی جائیں ۔انہوں نے کہاکہ ایسے سیاستدان جنہوں نے میری زبان اور گردن کاٹی ان سے بھی مفاہمت کی بات کر رہے ہیں اس وقت ملک میں گندم اور آٹے کے بحران کو حل کر لیا ہے ایک سوال کے جواب میں انہوں نے کہا کہ ججز کو ایسا سبق سکھائیں گے وہ آئندہ کسی آمر کو جواز فراہم نہ کر سکیں یہ بات مستقبل کے حوالے سے کہی تھی

کراچی ۔ امریکی ڈالر کے مقابلے میں روپے کی گرتی ہوئی قدر کے باعث کمپیوٹرز کی قیمتیں بھی آسمان کو جا پہنچیں۔پاکستان میں کمپیوٹرز کے بیشتر بڑے درآمدکنندگان نے صارفین کی جانب سے اضافی قیمتوں پر کمپیوٹرز نہ خریدنے کے باعث درآمدی سودے منسوخ کردئے ہیں۔روپے کی قدر میں کمی کے باعث کمپیوٹر کی قیمتوں میں مقامی مارکیٹ میں اوسطاً20فیصد اضافہ ہوچکا ہے۔مقامی ڈیلرز کا کہنا ہے کہ فی الحال کمپیوٹرز کے درآمدی سودوں کی بحالی کا کوئی امکان نہیں اور ڈیلرز کی کوشش ہوگی کہ پہلے سے خریدے گئے کمپیوٹرز کو اضافی قیمتوں پر فروخت کیا جائے۔مارکیٹ کے کلیدی درآمدکنندگان نے بتایا کہ ہم اوسطاً سالانہ 50ہزار کمپیوٹرز اور ان کے پرزہ جات درآمد کرتے ہیں تاہم روپے کے مقابلے میں ڈالر 70روپے کا ہوجانے سے ہمارے صارفین کمپیوٹرز خریدنے میں ہچکچاہٹ کا مظاہرہ کررہے ہیں۔تائیوان، ملائیشیا اور دیگر جنوبی ایشیائی ممالک پاکستان کو کمپیوٹرز فراہم کرنے والے کلیدی ممالک ہیں تاہم ان ممالک سے پاکستانی تاجروں کے کوئی معاہدے جاری نہیں ہیں اور فی الحال کاروبار منجمد ہے۔پاکستان کمپیوٹر ایسوسی ایشن کراچی کے صدر فیروز علی کا کہنا ہے کہ روپے کی قدر میں تنزلی کا اثر براہ راست صارفین پر پڑے گا۔ملک میں کمپیوٹر کی سب سے بڑی منڈی یونی سینٹر میں کوئی بھی کمپیوٹر ایک ہفتے قبل کی قیمتوں پر دستیاب نہیں ہے۔کراچی الیکٹرانک ڈیلرز ایسوسی ایشن کے آئی ٹی سیکشن کے صدر ندیم ملک کے مطابق پینٹئیم فور کمپیوٹر کی قیمتوں میں اوسطاً4ہزارسے 5ہزار روپے تک کا اضافہ ہوچکا ہے۔

واشنگٹن۔ امریکی وزیر خارجہ کونڈولیزا رائس نے حالیہ برسوں میں پاکستان سے متعلق پالیسی کا دفاع کرتے ہوئے زور دیا ہے کہ پاکستان میں جمہوریت کی حمایت کریں گے۔کونڈولیزا رائس نے واشنگٹن میںصحافیوںسے گفتگو کرتے ہوئے کہا کہ پاکستان میں انتخابات کا نتیجہ بہت اچھا رہا ،جس میں اعتدال پسندوں نے انتہا پسندوں کو شکست دی،امریکا پاکستان میں جمہوری ادارے برقرار رکھنے میں تعاون جاری رکھے گا۔ایک سوال کے جواب میں انہوں نے کہا کہ پاکستان میں یہ غلط تاثر پایا جاتا ہے کہ امریکا جمہوریت کے بجائے فوجی حکومت کی حمایت کرتا رہا ہے ۔ان کا کہنا تھا کہ پاکستان کو دوبارہ اعتدال پسندمملکت بنانے اور دہشت گردی کے خلاف جنگ میں پرویز مشرف کی حمایت کی گئی۔کونڈولیزا رائس نے کہا کہ امریکا پاکستان میں مدراس حکومت کے کنٹرول میں لانے کے لیے کوششیں کر رہا ہے اور اس سلسلے میں ایجوکیشن پروگرامز کی مد میں فنڈزفراہم کر رہا ہے ۔

حکومت نے سپریم کورٹ آف پاکستان کے دس ججوں کو ہائی کورٹس میں بھیجنے پر غور شروع کر دیا

اسلام آباد۔ حکومت نے سپریم کورٹ آف پاکستان کے دس ججوں کو ہائی کورٹس میں بھیجنے پر غور شروع کر دیاہے۔سپریم کورٹ سے واپس جانے والے ججوں میں ایک کو ہائیکورٹ کا چیف جسٹس اور دوسرے فاضل جج کو سینئر ترین جج تعینات کیا جائے گا۔ ن لیگ کے رہنماجسٹس خواجہ محمد شریف کو لاہور ہائیکورٹ کا چیف جسٹس تعینات کرانا چاہتے تھے مذاکرات میں ڈیڈ لاک کی بڑی وجہ بھی یہی ہے۔ ایک نجی ٹی وی نے پاکستان پیپلز پارٹی کے ذرائع کے حوالے سے بتایا ہے کہ آئین کے تحت سپریم کورٹ میں ججز کی تعداد سترہ ہے لیکن اگر دو نومبر کو پی سی او کے تحت حلف نہ اٹھانے والے ججز کو بحال کیا جاتا ہے تو یہ تعداد ستائیس ہو جائے گی۔پیپلز پارٹی کے ذرائع کے مطابق حکومت اس تجویز پر بھی غور کر رہی ہے کہ سپریم کورٹ سے دسججوں کو لاہور ،کراچی، پشاور ،کوئٹہ اور اسلام آباد کی ہائیکورٹس میں بھیج دیا جائے، سپریم کورٹ سے واپس جانے والے ججوں میںسے ایک کو ہائیکورٹ کا چیف جسٹس اور دوسرے فاضل جج کو سینئر ترین جج تعینات کیا جائے گا ۔اگر حکومت کی جانب سے ایسا اقدام کیا جاتا ہے تو پی سی او کے تحت حلف نہ لینے والے لاہور ہائیکورٹ کے سینئر ترین جج خواجہ محمد شریف چیف جسٹس نہیں بن سکیں گے اسی طرح جسٹس صبیح الدین صرف سینئر جج ہوں گے پشاور اور بلوچستان ہائیکورٹس کے چیف جسٹس صاحبان بھی تبدیل ہو جائیں گے پی پی پی کے ذرائع کا مزیدکہنا ہے کہ مسلم لیگ ن کے سامنے بھی یہ فارمولا پیش کیا گیا لیکن ن لیگ کے رہنماجسٹس خواجہ محمد شریف کو لاہور ہائیکورٹ کا چیف جسٹس تعینات کرانا چاہتے تھے اور یہ مذاکرات میں ڈیڈ لاک کی ایک بڑی وجہ بھی ہے۔

PM visits GHQ, briefed over army’s defence capabilities

RAWALPINDI : Prime Minister Syed Yousuf Raza Gilani Wednesday visited General Headquarters and discussed defence related matters with Chief of the Army Staff General Ashfaq Parvez Kayani. Accompanied by Defence Minister Ahmed Mukhtar, the Prime Minister was given detailed briefing on army’s organization and its capabilities relating defence preparedness against external and internal threats.
The briefing also included a strategic overview of the operational environment including full spectrum of security threats, says a press release issued by Inter Services Public Relations.
Prime Minister lauded Pakistan Army’s role in the defence of the country, besides rendering support to civil administration in relief and rehabilitation efforts during natural calamities.
He said Pakistan would continue to strengthen minimum credible deterrence for safeguarding its territorial integrity, and ensuring peace and stability in the region.
Gilani said the government would provide all necessary resources to enable Pakistan Army to accomplish its mission of defending country’s sovereignty.
Earlier on arrival at the General Headquarters, the Prime Minister was presented a guard of honour. He reviewed the parade and took salute from the smartly turned out contingent of Pakistan Army.
The Prime Minister was also introduced to Principal Staff Officers serving at GHQ.

PM hopes PML-N ministers would rejoin cabinet, Sherry tells media

ISLAMABAD : Prime Minister Yousuf Raza Gilani has hoped that the Federal Ministers belonging to Pakistan Muslim League-Nawaz would rejoin the Cabinet. This was stated by Minister for Information and Broadcasting Ms Sherry Rehman while speaking at a joint press briefing along with Minister for Water and Power Raja Pervaiz Ashraf to brief the media about the decisions taken in special cabinet meeting held here on Wednesday.
The special cabinet meeting deliberated upon ways and means to overcome power shortage in the country.
The Minister said that at the start of the meeting the Prime Minister appreciated the performance of the PML-N ministers. He expressed his sincere hope that soon they would rejoin their respective ministries.
The PM also told the cabinet that the government would fulfil all the promises made with the masses, she added.
Later Raja Pervaiz Ashraf gave a detailed briefing about the decisions made during the cabinet meeting to overcome loadshedding problem.

Pakistan to send relief goods to China for earthquake affectees: PM

ISLAMABAD : Prime Minister Syed Yousuf Raza Gilani on Wednesday said Pakistan will send relief goods including medicines, blankets etc. to China for the earthquake affectees. The Prime Minister, in a Radio and Television message, also offered to send a make-shift hospital to help the earthquake affectees in China.
He expressed his deep shock and grief over the loss of precious lives in the tragic earthquake that hit China on Monday.
“The Pakistani nation and the government share the grief of people and government of China in this critical hour”, he added.
Prime Minister Gilani condoled with the people and government of China on behalf of the government and people of Pakistan as well as on behalf of PPP.
“The federal cabinet has also expressed its grief over this tragic happening,” he said.
The Prime Minister also mentioned the strong and deep-rooted relations that exist between Pakistan and China and said, “China is a time-tested friend of Pakistan. We have strong relations with China which are continuing from generation to generation.”

President assures full support to quake-hit China

ISLAMABAD : President Pervez Musharraf visited the Chinese embassy on Wednesday to express condolences over the devastating earthquake that killed more than 13,000 people in China, and said Pakistan stood by its Chinese brethren in this hour of suffering. The President signed the Visitor’s Book and later in his remarks to the officials expressed his confidence that the Chinese people and the government would be able to surmount the calamity and offer better life to the affected people.
“The news of earthquake in China came as a shock to people in Pakistan,” he said, adding, that Pakistan had suffered the similar tragedy and knew the devastation caused by such calamities.
China has accepted Pakistan’s offer to send relief goods and President Musharraf said relief flights would be despatched soon to provide immediate help to the people struck by 7.8 magnitude quake on Monday.
The quake caused immense loss of life and property in Sichuan province in the country’s southwest.
President Musharraf recalled the prompt and invaluable support by China in the wake of Oct. 8 earthquake in 2005 and said Pakitan would never forget the Chinese support.
He was confident that like Pakistan, China would also be able to convert this challenge into an opportunity by providing better facilities to the affected people.
Recording his impression in the Visitor’s Book, President Musharraf on behalf of the government and people assured Pakistan’s full support to China and its people in their efforts to surmount the tragedy.
The people of Pakistan in unison express their grief and total solidarity with the Chinese brethren,” he wrote.
Chinese ambassador Lou Zhaohui thanked Pakistan for its support and noted that the President and the Prime Minister sent message of sympathy and condolences immediately after the quake.
The ambassador expressed his gratitude to the Pakistani people and the government for their concern and offer of relief assistance.

PML-N to extend full support to lawyers’ movement for judges restoration: Nawaz Sharif

ISLAMABAD : Pakistan Muslim League (PML-N) Quaid Mian Muhammad Nawaz Sharif has said that his party would extend full cooperation and support to lawyers’ movement for the restoration of deposed judges.
Asked will it not create confrontation with the government, he said “it is a separate issue.”
PML-N would support lawyers for a noble cause and “I think nobody will object it, Nawaz Sharif told Voice of America.
He said his party has already made it clear that it would not become part of any conspiracy against the government to topple it.
“We will take every step for the restoration of judges. We will take part in the lawyers’ movement and play our full role and there are no two opinions on it,” he said adding that it does not mean that PML-N is talking in opposition of the government.
About re-starting of talks between PPP and PML-N, he said now there should be talks on restoration of judges only, saying “I am always ready for talks. Asif Ali Zardari is my honourable colleague and friend.”
To a question, he underlined the need of keeping national interest supreme.

No loadshedding after one year: Pervaiz Ashraf

ISLAMABAD : Minister for Water and Power Raja Pervaiz Ashraf on Wednesday said the government has prepared comprehensive plan to overcome loadshedding problem in the country within one year. He was addressing a press conference alongwith Minister for Information and Broadcasting Ms Sherry Rehman here to inform the decisions of special cabinet meeting held here on power situation in the country chaired by the Prime Minister Syed Yousuf Raza Gilani.
The minister said earlier the government had planned to resolve loadshedding problem in three years however the cabinet has decided to handle the situation within one year.
Pervaiz Ashraf said “After one year, there will be no loadshedding in the country as the government is taking sincere steps in this regard following the direction of the Prime Minister.”
Besides, the minister said the cabinet has also decided to include 1,200 MW thermal power in the system within 12 to 18 months through competitive bidding to be initiated in a transparent manner on tariff fixed by National Electric Power Regulatory Authority (NEPRA).
He said international bidders will be invited to join the process to be started by May 20 through an advertisement which will be supervised by Secretary Water and Power, Chairman NEPRA and representatives of media.
He said the government will encourage private sector to invest in power sector to overcome the power crises and to facilitate the electricity customers.
He said the special meeting of the cabinet has decided that experts and concerned stakeholders will be involved in the planning to overcome power shortage problem in the country by implementing their inputs.
He said the country is facing 4,000 MW power shortfall due to shortage in power generation and low level of water in the dams. He added presently power generation is almost half than the last year.
The minister said 500 MW will also be saved by implementing energy conservation plan under which in coming 90 days from first of this July all shopping plaza owners will be asked to remain close their shops after 9:00pm.
Similarly, WAPDA will not supply power to billboards using electric lights besides saving through management of street lights. He said shopkeepers will be encouraged to remain close their shops on Friday instead of Sunday.
He said the government with the support of World Bank will purchase one million international standard energy saver bulbs from reputed firms to promote culture of installing such bulbs in the country.
The minister said the cabinet has decided to stop use of air conditioners during 8:00am to 11:00am in Prime Minister House, Secretariat and other government offices.
He said a committee has been constituted to resolve the financial problems of the Ministry of Water and Power particularly regarding outstanding amounts due on provinces and departments.
He said total outstanding amount on various departments is Rs. 207 billion.
He said a task force has been set up to control line losses. He added those officials who will involve in such losses will face action while reward will be announced for those who will contribute to reduce line losses.

Pakistan committed to fight against terrorism: FM

MULTAN : Foreign minister Makhdoom Shah Mehmood Qureshi said that Pakistan remains committed to fight against terrorism and promised renewed efforts to counter threats posed by terrorists and unscrupulous elements.
Talking to newsmen after concluding ceremony of the three-day Urs of Hazrat Shah Rukn-e-Alam here on Wednesday, he said that Pakistan’s will and commitment to counter these forces remains intact.
Expressing deep grief over the Jaipur blasts in India, he offered his condolences to the bereaved families who lost their loved ones in the tragic incident and prayed that may Allah, the Almighty give courage to these families to bear this loss.
He said that Pakistan and India enjoy good relations and added that Indian Foreign minister is expected to reach Pakistan on May 21. Efforts will be made to avail the opportunity to prepare an effective strategy to counter the terrorism threat, the Foreign Minister added.
To a question, Shah Mehmood Qureshi said that both PPP and PML-N are pursuing common objectives of supremacy of constitution and restoration of judiciary. Civil society and lawyers’ struggle was also aimed at independence of judiciary and restoration of judges.
However, our party wants to solve the problem in a way that does not give any opportunity to those elements who do not have democratic inclination, Makhdoom Shah Mehmood Qureshi said adding: “We want to solve the problem as per constitution and law and in a way that should not invite another problem.”
The foreign minister said that PPP was in regular contact with the PML-N and added that governments in Punjab and at the centre will continue to function.

Firing on LOC by Pakistani troop denied

ISLAMABAD : A spokesman of ISPR on Wednesday denied the Indian claim of unprovoked firing by Pakistani Troops on the Line of Control (LOC) in Neelam Valley. The spokesman said that Indian Military authorities have been informed that no incident of firing from this side of the LOC took place, as claimed. A Flag Meeting is also scheduled to clarify the issue.

اسلام آباد ۔ وفاقی کابینہ نے ملک میں بجلی کے بحران پر قابو پانے کے لئے 1200 میگا واٹ بجلی فاسٹ ٹریک بنیاد پر پیدا کر نے جبکہ بجلی کی بچت کے لئے یکم جون سے تجارتی مراکز رات 9 بجے سے بند کرنے گھڑیوں کو ایک گھنٹہ آگے کر نے اور سائن بورڈ پر بجلی کی فراہمی کو معطل کر نے سمیت دیگر کئی اہم فیصلوں کی منظوری دی ہے وفاقی کابینہ کا اجلاس بدھ کے روز وزیر اعظم سید یوسف رضا گیلانی کی صدارت میں ہو ا اجلاس میں وفاقی وزیر پانی و بجلی راجہ پرویز اشرف نے ملک میں بجلی کی صورتحال کے بارے میں وفاقی کابینہ کو بریفنگ دی اور بتایا کہ ملک میں اس وقت چار ہزار میگا واٹ بجلی کی کمی ہے جس کی وجہ سے شدید لوڈ شیڈنگ کی کیفیت ہے جبکہ دریاؤں میں گزشتہ سال کی نسبت پانی بھی کم ہے اجلاس کے بعد وفاقی وزیر اطلاعات و نشریات شیری رحمان کے ہمراہ وفاقی وزیر پانی و بجلی راجہ پرویز اشرف نے پریس کانفرنس سے خطاب کر تے ہوئے بتایا کہ اجلاس میں ملک میں جاری بجلی کے بحران پر تفصیلی بات چیت کی گئی ا س حوالے سے وزیر اعظم کی خصوصی ہدایت پر وزارت پانی و بجلی نے تمام سٹیک ہولڈرز تاجر رہنماؤں سمیت تمام مکتبہ فکر کے لوگوں کی مشاورت سے حکمت عملی ترتیب دی ہے تا کہ لوڈ شیڈنگ کا خاتمہ کیا جا سکے انہوں نے کہا کہ اس حوالے سے ہماری سب سے پہلے ترجیح یہ ہے کہ بجلی پیدا کی جائے اور اس کی ترسیل کو بہتر بنایا جائے انہوں نے کہا کہ اس وقت رائج طریقہ کار کے تحت بجلی کا منصوبہ مکمل کر نے میں تین سے چار سال کا عرصہ لگتا ہے اس حوالے سے وفاقی کابینہ نے فیصلہ کیا ہے کہ بارہ سو میگا واٹ بجلی فاسٹ ٹریک کی بنیاد پر پیدا کی جائے اس سلسلے میں تمام کاغذی کاروائی کا عرصہ جو اڑھائی سے تین سال پر مشتمل ہو تا ہے اس کو ختم کر دیا گیا ہے اور اس کی جگہ فیصلہ کیا گیا ہے کہ ایک ٹینڈر جاری کیا جائے گا اور نیپرا کی طرف سے مقررہ ٹیرف پر منصوبہ دیا جائے گا اس طرح ٹیرف مقرر کر نے کا ابتدائی عرصہ ختم ہو جائے گا جس سے منصوبہ مکمل کر نے کی مدت میں کمی ہو گی انہو ںنے کہا کہ یہ بارہ سو میگا واٹ بجلی پیدا کر نے کے لئے 20 مئی سے اشتہار دیا جائے گا 15 جولائی تک درخواستیں وصول کی جائیں گی اور لیٹر آف سپورٹ کے اجراء کے بعد یہ منصوبہ بارہ سے اٹھارہ ماہ تک کے درمیان مکمل کر لیا جائے گا اس کے بعد نیپرا کی طرف سے مقرر کیے گئے ٹیرف ریٹ پر پورا اتر نے والی کمپنیوں کو یہ ٹھیکہ دیا جائے گا اس سارے عمل میں میڈیا کو بھی شامل کیا جائے گا انہوںنے کہا کہ کابینہ کے اجلاس میں بجلی کی بچت کے حوالے سے بھی اہم فیصلے کیے گئے ہیں اس حوالے سے فیصلہ کیا گیا ہے کہ یکم جون سے تجارتی مراکز رات نو بجے سے بند کر دئیے جائیں گے یہ عمل 30 اگست تک جاری رہے گا اس سے پانچ سو میگا واٹ بجلی بچے گی اس طرح صنعتی یونٹوں میں چھٹیوں کے طریقہ کار میں تبدیلی کی گئی ہے اور مختلف صنعتی یونٹ مختلف اوقات اور دنوں میں چھٹیاں کریں گے انہو ںنے کہا کہ بجلی کی بچت کے حوالے سے سائن بورڈ پر فراہم کی جائے والی بجلی کو منقطع کر نے کا فیصلہ کیا گیا ہے واپڈا آج کے بعد کسی بھی سائن بورڈ کو بجلی فراہم نہیں کرے گا اگر کسی نے سائن بورڈ پر بجلی لگانی ہے تو وہ اس کا اپنا بندوبست کرے گا انہوں نے بتایا کہ کابینہ میں اس بات کا بھی فیصلہ کیا گیا ہے کہ دکانوں کو اتوار کی بجائے جمعہ کو بند کر نے کی حوصلہ افزائی کی جائے گی انہو ںنے بتایا کہ بجلی کی بچت کے لئے ایک کروڑ سیور انرجی بلب تقسیم کر نے کا فیصلہ کیا گیا ہے اس سلسلے میں ابتدائی مرحلہ میں دس لاکھ بلب تقسیم کیے جائیں گے اس سارے عمل میں معیار کا خصوصی خیال رکھا جائے گا تا کہ کوئی کمپنی ہمیں غیر معیاری مصنوعات نہ دے اس بات کو یقینی بنانے کے لئے اس عمل میں عالمی بنک کو شامل کیا جا رہا ہے انہوں نے بتایا کہ کابینہ میں اس بات کا فیصلہ کیا گیا ہے کہ سن لائٹ سے بھی فائدہ اٹھایا جائے اس سلسلے میں یکم جون سے گھڑیاں ایک گھنٹہ آگے کی جائیں گی جبکہ یکم جون سے وزیر اعظم ہاؤس ،وزیر اعظم سیکرٹریٹ سمیت تمام سر کاری دفاتر میں صبح آٹھ بجے سے دن گیارہ بجے تک ایئر کنڈیشن آن کر نے پر پابندی ہو گی راجہ پرویز اشرف نے بتایا کہ اجلاس میں وزارت پانی و بجلی کے معاشی مسائل پر بھی کافی بات چیت ہوئی اور کابینہ کو بھی بتایا گیا کہ اس وقت بجلی کے 207 ارب روپے کے بقاجات ہیں جن میں سے 77 ارب روپے فاٹا میں بقاجات ہیں جبکہ 72 ارب روپے کراچی الیکٹرک سپلائی کارپوریشن کی جانب سے واجب الادا ہیں بقایاجات کی ریکوری کے لئے کابینہ میں ایک خصوصی کمیٹی تشکیل دی گئی ہے جس کے سر براہ وزیر نجکاری کمیشن سید نوید قمر ہوں گے جبکہ ڈپٹی چیئر مین پلاننگ کمیشن سیکرٹری پانی و بجلی اور سیکرٹری خزانہ کمیٹی کے ارکان ہوں گے انہوں نے کہا کہ کہ لوڈ شیڈنگ کا دورانیہ کم سے کم کر نے کی کوشش کی جا رہی ہے اور ایسے پاور پلانٹ جن سے بجلی ان کی صلاحیت سے کم پیدا ہو رہی ہے ان کو ٹھیک کر کے 1000 میگا واٹ بجلی پیدا کی جا سکتی ہے انہو ںنے کہا کہ آج کے فیصلے کے بعد امید ہے کہ آئندہ سال کے آخر تک بجلی کی لوڈ شیڈنگ پر قابو پا لیا جائے گا ایک سوال کے جواب میں انہو ںنے بتایا کہ گزشتہ سال کی نسبت اس سال دریاؤں میں پانی کی سطح کم ہے جس کی وجہ یہ ہے کہ اس سال برف اس رفتار سے نہیں پگھلی جس کی وجہ سے ہائیڈل منصوبوں سے 2500 میگا واٹ بجلی کم پیدا ہو رہی ہے اس سے قبل وفاقی وزیر اطلاعات و نشریات شیری رحمان نے بتایا کہ اجلاس میں وزیر نے پاکستان مسلم لیگ ن کے وزراء کی کارکردگی کی تعریف کر تے ہوئے کہا کہ انہو ںنے ہمارے ساتھ بہت اچھا وقت گزارا اور ہم امید کر تے ہیں کہ پاکستان مسلم لیگ ن کے وزراء واپس آ کر اپنی ذمہ داریاں سنبھالیں گے اور ہم عوام سے کیے گئے وعدے پورے کریں گے انہو ںنے کہا کہ کابینہ میں چین میں زلزلہ اور بھارت کے شہر جے پور میں ہو نے والے دھماکوں میں جانی ضیاع پر افسوس کا اظہار کیا گیا ہے ۔

برطانیہ کیلئے کاروباری ویزے کا حصول ٢٤ گھنٹوں میں ممکن بنانے کا اعلان

کراچی ۔ برطانوی ہائی کمیشن نے برطانوی ویزہ کیلئے درخواست وصولی کے 24گھنٹوں کے اندر کاروباری ویزا جاری کرنے کا اعلان کیا ہے۔پاکستان کی نمایاں کاروباری تنظیموں اور ایوان صنعت و تجارت کی سفارشات پر تمام قانونی تقاضوں کے مطابق کاروباری ویزے کے 24گھنٹوں میں اجراء کا فیصلہ کیا گیا ہے۔یہ بات جیسن ڈونڈیا اور محمد بلال خان پر مشتمل برطانوی ہائی کمیشن کی ویزا ٹیم کے ارکان نے ایوان صنعت و تجارت میں ممبران سے میٹنگ میں بتائی۔اس موقع پر کراچی ایوان صنعت و تجارت کے صدر افتخار احمد شیخ، نائب صدر ہارون آگراور سیکریٹری جنرل سمیت دیگر افراد بھی موجود تھے ۔ برطانوی ہائی کمیشن کے تحت ویزا ٹیم کا قیام اکتوبر 2005ء میں عمل میں لایا گیا تھا جس کا مقصد مصدقہ کاروباری ویزوں کا اجراء سہل بنانا تھا۔جیسن ڈونڈیا نے اجلاس میں بتایا کہ ویزوں کے سہل اجراء کی اسکیم کا مقصد پاکستان اور برطانیہ کے درمیان کاروباری روابط میں اضافہ اور پاکستانی تاجروںکے لئے برطانیہ کے ویزوں کا حصول آسان بنانا ہے۔انہوں نے مزید بتایا کہ کاروباری حضرات اپنے اہل خانہ کے لئے بھی کمیشن کی رضا مندی کے بعد ویزا حاصل کرسکیں گے۔انہوں نے کہا کہ برطانوی ہائی کمیشن کی جانب سے شروع کی جانے والی اسکیم کے تحت صرف ان کاروباری حضرات کو ویزا جاری کیا جائے گا جن کے کاروبار فیڈرل بورڈ آف ریوینیو اور ٹیکس حکام کے پاس رجسٹرڈ ہوں گے۔انہوں نے مزید بتایا کہ اس اسکیم کے تحت ان کمپنیوں کو بھی جاری کیا جائے گا جو اسٹاک ایکسچینج میں کاروبار رکھتی ہوں جن کی کاروباری پوزیشن جانچنے کے بعد انہیں 5تا10سال کا ویزا جاری کیا جائے گا۔جیسن ڈونڈیا نے اجلاس میں کراچی ایوان صنعت کے ممبران سے بات چیت میں بتایا کہ اس اسکیم سے کاروباری حضرات کے وقت کو قیمتی جانتے ہوئے ویزا کا حصول تمام غیر ضروری دستاویزی اندراج کے مرحلوں کو ختم کرکے 24گھنٹوں پر محیط کردیا گیا ہے جبکہ برطانوی ہائی کمیشن تمام عمل کا جائزہ بھی لیتا رہے گا۔اس موقع پر ویزا ٹیم کے ممبران نے ایوان صنعت و تجارت کے ممبران کے ویزے کے حصول کے حوالے سے سوالات کے جوابات بھی دئے

اے پی ڈی ایم نے ججز کی بحالی کیلئے وزیراعظم سے ایگزیکٹو آرڈر جاری کرنے کا مطالبہ کر دیا

اسلام آباد۔ آل پاکستان ڈیمو کریٹک موومنٹ نے ججز کی بحالی اور صدر پرویز مشرف کے مواخذے کے حوالے سے تحریک کے لائحہ عمل کو منظم کرنے کیلئے قومی کانفرنس بلانے کا اعلان کر دیا۔اے پی ڈی ایم نے اس ضمن میں جماعت اسلامی پاکستان کے نائب امیر لیاقت بلوچ کی سربراہی میں کمیٹی کے قیام کا اعلان کیا ہے ۔اے پی ڈی ایم کا سربراہی اجلاس بدھ کو اسلام آباد میں اے پی ڈی ایم کے کنونیئر محمود خان اچکزئی کی صدارت میں سابق ایم این اے میاں محمد اسلم کی رہائش گاہ پر منعقد ہوا۔ اجلاس میں امیر جماعت اسلامی پاکستان قاضی حسین احمد ، پاکستان تحریک انصاف کے سربراہ عمران خان، جمعیت علماء اسلام کے امیر پیر عبدالرحیم نقشبندی ، بلوچستان نیشنل پارٹی کے ڈاکٹر عبدالحی، پختونخواہ ملی عوامی پارٹی کے اکرم شاہ خان ، جماعت اسلامی پاکستان کے نائب امیر لیاقت بلوچ،سپریم کورٹ کے وکیل حامد خان اور دیگر رہنماؤں نے شرکت کی ۔ اجلاس کے بعد پریس کانفرنس میں اے پی ڈی ایم کے کنونیئر محمود خان اچکزئی نے اجلاس کا مشترکہ اعلامیہ پڑھا قاضی حسین احمد ، عمران خان اور دیگر رہنمابھی موجود تھے ۔ اجلاس میں متفقہ طورپر مطالبہ کیا کہ پرویز مشرف کا مواخذہ کیاجائے تین نومبر 2007ء کی غیر آئینی کارروائی کو کالعدم قرار دے کر سپریم کورٹ کو دو نومبر کی صورت میں بحال کی جائے اور وزیراعظم یہ کام ایگزیکٹو آرڈر کے ذریعے سے کر سکتے ہیں ۔ وزیراعظم کا یہ آرڈر آئینی اور قانونی پوزیشن کو بحال کرنے کیلئے ضروری ہے ۔ آئینی پیکج ججز کی بحالی کیلئے ضروری نہیں ہے آئینی پیکج کے ذریعے سے بحال کرنے کا مطلب یہ ہو گا کہ تین نومبر 2007ء کے آمرانہ اقدام کو تسلیم کر لیاگیا ہے ۔ صدر کے مواخذے کیلئے حکمران اتحاد کے پاس پارلیمنٹ کے جوائنٹ ( مشترکہ اجلاس ) کی دو تہائی اکثریت موجود ہے اور پرویز مشرف نے دو دفعہ آئین کو توڑنے کے جرم کا ارتکاب کر کے پارلیمنٹ کو مواخذہ کیلئے کافی جواز فراہم کیا ہے ۔ اجلاس نے بڑھتی ہوئی مہنگائی اور غربت پر گہری تشویش کا اظہار کیا اور حکومت سے فوری طو رپر غیر عوام کی مشکلات دور کرنے کیلئے موثر اقدامات اور اشیائے ضرورت رعایتی نرخوں پر مہیا کرنے کا مطالبہ کیا اجلا س نے سندھ میں پانی کی کمی کی وجہ سے زمینوں کو اونے پونے انٹر نیشنل کارپوریٹ کمپنیوں کو فروخت کرنے پر گہری تشویش کا اظہار کیا اور حکومت سے مطالبہ کیا کہ سندھ میں پینے کے صاف پانی اور نہری پانی کا فوری طور پر انتظام کیا جائے اجلاس میں بجلی کی لوڈ شیڈنگ پر گہری تشویش کا اظہار کرتے ہوئے مطالبہ کیا کہ ملک میں چھوٹے ڈیموں کے ذریعے بجلی کی کمی کو پورا کیا جائے اجلاس نے وکلاء ججوں اور سول سوسائٹی کی تحریک کا ساتھ دینے کا فیصلہ کیا اجلاس نے بلوچستان قبائلی علاقہ جات اور سوات میں فوج کے استعمال کی مذمت کی اور مسائل کو پر امن گفت و شنید کے ذریعے حل کرنے کا مطالبہ کیا۔ اجلاس نے سیاسی قیدیوں کی رہائی اور ڈاکٹر عبدالقدیر خان سے تمام پابندیاں ہٹانے کا مطالبہ کیا اجلاس نے پنجاب یونیورسٹی میں کتابوں کی نمائش پر پابندی کو علم دشمنی قرار دیتے ہوئے اسے پرویز مشرف کیمپ کی مذموم شرارت قرار دیا اجلاس نے ملک کی آزادی اور خود مختاری کو بحال کرنے اور تمام پالیسیوں کو امریکی گرفت سے چھڑانے کیلئے پوری قوم کے ساتھ مل کر امریکہ سے آزادی کی جدوجہد کے لئے لائحہ عمل طے کرنے کا فیصلہ کیا اجلاس نے اے پی ڈی ایم کی تشکیل کے موقع پر طے شدہ پروگرام کے ساتھ مکمل اتفاق کیا اجلاس نے ایم کیو ایم کو ایک دہشت گرد اور استعماری قوتوں کا آلہ کار قرار دیتے ہوئے اس پر مکمل پابندی کا مطالبہ کیا ۔ اجلاس نے پاکستانی فوج کو اپنی مکمل غیر جانبداری ثابت کرنے کیلئے پرویز مشرف کے غیر آئینی اقدامات سے کھلم کھلا براء ت کا اعلان کرنے کا مطالبہ کیا۔ محمود خان اچکزئی نے کہاکہ ہم حکومت کو وقت دینا چاہتے تھے ملک میں مارشل لاء کا تسلسل ہے ریٹائرڈ جرنیل کی غیر آئینی صدارت ہے قوم منتظر تھی بارہ مئی کو عدلیہ کی بحالی کی خوشخبری سنائی جائے گی تمام تر انتظار اور مطالبات کے باوجود عوام یہ خوشخبری نہ سن سکے ججز کی بحالی وکلاء یاججز کا مسئلہ نہیں ہے۔ آزاد عدلیہ اور دونومبر کے ججز کی بحالی سولہ کروڑ عوام کی دلی آرزو ہے۔نو سالہ آمریت کے دور میں بڑی سیاسی جماعتوں نے لندن میں اہم فیصلے کئے پاکستان پیپلز پارٹی اس میں شامل تھی جس میں طے کیاگیا تھا کہ آئین کو بارہ اکتوبر 1999ء کی پوزیشن پر بحال ، پرویز مشرف کو اقتدار سے رخصت کرنے پر مجبور کرنے کیلئے تحریک چلائی جائے گی پارلیمنٹ سے مستعفی ہوگئے اور ہم نے انتخابات کا بائیکاٹ کیا معزول چیف جسٹس کی بحالی پر لندن میں تمام جماعتوں نے اعلامیہ پر دستخط کئے ان ساری باتوں کے باوجود ججز کو بحال نہیں کیاجارہا بلوچستان میں سینکڑوں لوگ غائب ہیں انتخابات کے بائیکاٹ کے فیصلے پر افسوس نہیں ہے ہم دھمکیاں دینے کیلئے جمع نہیں ہوئے تاہم ایسی صورتحال خاموش نہیں بیٹھ سکتے سیاسی جماعتوں پر ذمہ داری عائد ہوتی ہے کہ عوام کو مایوس نہیں کریں گے ہم ججز کی بحالی چاہتے ہیں کسی کے ساتھ کوئی دشمنی نہیں ہے پرویز مشرف نے غیر ملکی میڈیا کو دئیے گئے انٹرویوز میں خود قرار دیا تھا کہ تین نومبر کا اقدام ناجائز اور غیر آئینی ہے آئین کا سامری شریف الدین پیرزادہ کس طرح غیر آئینی کام کو آئینی جواز فراہم کر سکتے ہیں ۔انہوں نے کہاکہ لیاقت بلوچ ، سابق سینیٹر اکرم شاہ ، سردار اظہر اور دیگر اراکین پر مشتمل کمیٹی قائم کر دی گئی ہے قومی کانفرنس میں کم از کم نکات پر تحریک کے بارے فیصلہ کیاجائے گا جلسے کئے جائیں گے تاکہ کوئی گلہ نہ کرے کہ مشاورت کے بغیر تحریک کا اعلان کیا گیا ہے انہوںنے واضح کیاکہ غریب کو دال روٹی نہیں ملے گی تو پاکستان جل جائے گا اے پی ڈی ایم نے لنگوٹ کس لئے ہیں ہنگامے نہیں چاہتے ہر قیمت پر ججز کی بحالی آئین کی بالادستی چاہتے ہیں کوئی سمجھوتہ نہیں کریں گے ایک سوال کے جواب میں قاصی حسین احمد نے کہاکہ امریکہ سے آزادی کی تحریک چلانے کا اعلان کیا ہے محمود خانے اچکزئی نے کہاکہ جب تک خارجی اور داخلی معاملات میں آزاد اور خود مختار نہیں ہوں گے اس وقت تک پاکستان غلام ملک رہے گا۔ عمران خان نے کہاکہ عدلیہ کی بحالی کی جدوجہد جاری رہے گی قاضی حسین احمد نے کہاکہ نواز شریف جب دوبئی جارہے تھے تو رابطہ کر کے کہاگیا کہ واپسی پر صورتحال سے آگاہ کیا جائے گا صورتحال تو ویسے ہی سامنے آگئی ہے نواز شریف اور آصف علی زرداری میں کوئی اتفاق رائے نہیں ہے۔انہوں نے کہاکہ زرداری اور نواز شریف کے درمیان میٹنگ کے حوالے سے اب کوئی پوائنٹ نہیں رہ گیا انہوں نے کہاکہ نواز شریف واضح اور دوٹوک موقف کا اظہار کریں جب تک نواز شریف حکومتی بینچوں پر رہیں گے انہیں کس طرح اپوزیشن تسلیم کیاجاسکتا ہے اپوزیشن میں آنے ہی سے ہمارے اور ان کے درمیان قدرے مشترک ہو گا نواز شریف سے مطالبہ کرتے ہیں کہ دو کشتیوں میں سوار نہ ہوں اپوزیشن کا فیصلہ کر کے میدان میں آجائیں پاکستان دوسرے ممالک اور استعماری قوتوں کی گرفت میں ہے ہم پارلیمنٹ کی بالادستی چاہتے ہیںرچرڈ باؤچر اور نیگرو پونٹے کون ہوتے ہیں ہمارے معاملات طے کرنے والے انہوں نے کہاکہ ججز کی بحالی کے بغیر عدل و انصاف کا نظام قائم نہیں ہو سکتا قومی کانفرنس جلد ہو گی عمران خان نے واضح کیاکہ آصف علی زرداری ججز کی بحالی کے معاملے پر کمیٹی قائم کرتے ہیں وہ این آر او کے معاملے پر کمیٹی قائم کیوں نہیں کرتے تاکہ کمیٹی یہ جائزہ لے کہ قومی خزانے سے لوٹ مار کے اربوں روپے معاف نہیں کئے جارہے این آر او کی وجہ سے ججز بحال نہیں ہورہے امریکہ بھی نہیں چاہتا کہ ججز بحال ہوں کیونکہ اس طرح پرویز مشرف کا اقتدار باقی نہیں رہے گا۔

پیپلز پارٹی کے یک طرفہ اقدامات جاری رہے تو مسلم لیگ ن حزب اختلاف میں بیٹھنے سے گریز نہیں کرے گی ۔جاوید ہاشمی

اسلام آباد۔ مسلم لیگ ن کے رہنما مخدوم جاوید ہاشمی نے کہا ہے کہ اگر پیپلز پارٹی کے یک طرفہ اقدامات جاری رہے تو مسلم لیگ ن حزب اختلاف میں بیٹھنے سے گریز نہیں کرے گی۔ پارلیمنٹ ہاؤس کے باہرصحافیوں سے بات چیت کرتے ہوئے جاوید ہاشمی نے کہا کہ ججوں کی بحالی کے لئے عوام کی ترجمانی نہیں ہو رہی اس لئے مسلم لیگ ن اقتدار سے علیحدہ ہو گئی ہے۔ انہوں نے کہا کہ عدلیہ بحال نہ ہوئی تو پوری قوم آمریت میں دفن ہو جائے گی۔ جاوید ہاشمی نے کہا کہ جمہوریت کا پہیہ جام نہیں کرنا چاہتے اس لئے ایوان میں جمہوری معاملات پر پیپلز پارٹی کے ساتھ دیں گے۔ ان کا کہنا تھا کہ مسلم لیگ ن عوام کی بالادستی کیلئے پنجاب حکومت کی قربانی دینے کیلئے بھی تیار ہے۔ ایک سوال کے جواب میں جاوید ہاشمی نے کہا کہ اگر موجودہ حکومت ججوں کو بحال کر دے تو یہ خوش آئند اقدام ہو گا۔ ہماری ضد قطعاً یہ نہیں ہے کہ ہم نے اس حکومت کو کام کرنے نہیں دیا پنجاب حکومت کی قربانی دینے کیلئے ہم ذہنی طور پر تیار ہیں پاکستان مسلم لیگ (ن) اصولوں پر قائم رہے گی عوام کے جذبات کی ترجمانی کر رہے ہیں اس حوالے سے اقتدار ہمارے راستے میں کوئی رکاوٹ نہیں ڈال سکے گا انہوں نے موجودہ حکومت کے یکطرفہ اقدامات بڑھ گئے تو پھر یہ ہمارا حق ہے کہ حزب اختلاف کی نشستوں پر بیٹھیں اور حزب اقتدار کی نشستوں سے اٹھ کر دوسری طرف چلے جائیں اور اس سے ہر گز گریز نہیں کیاجائے گا انہوں نے کہاکہ ججز کی بحالی کیلئے ہر قسم کی قربانی دینے کیلئے تیارہیں پنجاب حکومت کی بھی پرواہ نہیں کی جائے گی قوم مسائل کا حل چاہتی ہے۔

Smallest helicopter to fly in da Vinci birthplace

TOKYO- The world's smallest one-man helicopter will soon take flight in the birthplace of Leonardo da Vinci, who is credited with having first thought of a vertical-flight machine, its developer said.
The 75-kilogram (165-pound) helicopter will make a demonstration flight in the city of Vinci, near Florence, on May 25, according to Japanese developer Gennai Yanagisawa, 75.
"Since the concept of our helicopter came from Italy, I always wanted to take a flight in the birthplace of da Vinci," Yanagisawa said.
"I feel like I'm greeting an ancestor. I hope da Vinci would be pleased," Yanagisawa told AFP.
Yanagisawa said he went to Vinci in February and received the blessing of Mayor Dario Parrini.
The helicopter, named GEN H-4, has a set of two rotors turning in opposite directions and can fly at a maximum speed of 50 kilometres (31 miles) per hour.
Guinness World Records in February recognised it as the world's smallest helicopter that can carry a person.
Renaissance genius da Vinci was born in Vinci in 1452 and spent the first several years of his life there.
His sketch, dated in 1493 and discovered in the 19th century, shows a vertical flight machine. As in the drawing, the GEN H-4 has no tail.
Yanagisawa runs a company in Matsumoto, north of Tokyo, selling the helicopter. He has sold five units in Japan and two to US customers.
The current model is priced at six million yen (58,250 dollars).

One dead in Spanish barracks blast

MADRID- An explosion in a civil guard barracks in Spain's restive Basque country on Wednesday killed at least one person and left several others wounded, the newspaper El Pais reported on its website.
The paper said the explosion in the town of Legutiano was caused by a booby-trapped car.

Battle to reach those trapped under rubble

DUJIANGYAN, China - Hampered by shattered roads and driving rain, China Wednesday battled to locate survivors among the tens of thousands of people buried in the rubble of its worst earthquake in 30 years.
The official death toll from Monday's quake in the southwestern province of Sichuan stands at just over 12,000, but the figure is expected to rise dramatically as many people remain trapped, missing or unaccounted for.
The destruction around the epicentre of the 7.9-magnitude quake in the remote county of Wenchuan is massive, with whole mountainsides sheared off, highways ripped apart and building after building flattened.
Rescue teams have been seen pulling bodies and badly injured survivors out of the ruins of schools, factories, hospitals and houses.
China has deployed 54,000 troops in the disaster zone, and the military said it was hopeful it could go ahead with parachute drops and helicopter relief flights which were cancelled on Tuesday because of the thunderstorms.
"As soon as weather conditions permit, airdrops of food and medicine into Yingxiu town will begin immediately," said Lieutenant General Li Shiming of the People's Liberation Army, referring to a badly-hit town in Wenchuan.
However the China Meteorological Authority said more rain was forecast later this week which would raise considerably the risk of new landslides in the mountainous region.
Amid the delays and setbacks, the nation focused on the precious minutes going by for those who were buried under rubble but may have survived.
"Rescuers Race Against Time," the headline of a special front-page report in the China Daily said, above a huge photo of rescuers digging through rubble.
Premier Wen Jiabao, who has been overseeing rescue efforts from the badly-hit city of Dujiangyan, had earlier appeared to express impatience with the pace of relief efforts.
"We must try our best to open up roads to the epicentre and rescue people trapped in the disaster-hit areas," he said.
"At present, we have great difficulties carrying out our rescue work."
A team of 1,300 PLA medics and other troops had managed to reach Wenchuan county around mid-day Tuesday after hiking by foot.
Other small teams were reported to be trickling into the worst-hit area north of the Sichuan provincial capital of Chengdu.
Zhu Jixiang, a Red Cross worker in Mianyang city about 110 kilometres from the epicentre, told AFP by phone that vital supplies were critically short in the worst-hit areas and that medical facilities were overrun.
"No vehicles can access the region. The police and cadres in government agencies are working to clear the roads," he said.
In towns and villages across a swathe of Sichuan province, heart-rending scenes were played out as grief-stricken families searched for missing loved-ones.
In the city of Mianzhu, where at least 3,000 died, rescuers picked through twisted metal and concrete trying to find people whose voices could be heard coming from the rubble.
"My younger brother is in there," 42-year-old Li -- his eyes bloodshot from sleep deprivation -- said, as his sister-in-law cried next to a heap that was once a Bank of China branch.
The local disaster relief headquarters said rescuers had been able to pull 500 people alive out of the debris of collapsed buildings, but 20,000 in three outer villages were still out of reach.
The full scale of the disaster has yet to emerge as the official media has only been able to give snapshots from different locations.
Xinhua quoted officials from just one city saying 18,645 people were buried there, with thousands were reported buried at single factory complexes.
World powers including the United States, European Union, Japan, the United Nations and the International Olympic Committee rallied with pledges of help.
China welcomed the offers but said on Tuesday conditions were "not yet ripe" to allow in foreign rescue teams, citing damage to transport links.
A Japanese foreign ministry official in charge of emergency aid said Japan had offered China rescue teams with sniffer dogs.
But he added: "We have no dispatch plan at the moment as there has been no request from China."
US President George W. Bush and his Chinese counterpart Hu Jintao discussed the disaster by telephone on Tuesday, and Washington offered half a million dollars in initial disaster aid.
Beijing Olympics organisers said they would scale down the torch relay now going through China -- a further knock to its troubled round-the-world journey after earlier protests over Tibet.
In Beijing, Olympic organising committee spokesman Sun Weide said the relay would be scaled back starting with Wednesday's leg in the eastern province of Jianxi, and would include a minute's silence before runners set off.
The earthquake is the worst in China since 242,000 people perished when the northern city of Tangshan was flattened in 1976.

Malaysia buys rice from Thailand to ease shortage

KUALA LUMPUR - Malaysia has bought 200,000 metric tons of rice from Thailand as part of efforts to increase the country's stockpile and reduce fears of a shortage, news reports said Wednesday.
The first 50,000 metric tons of rice is due to arrive within two weeks, said Agriculture Minister Mustapa Mohamed.
He said the government has also announced a 725 million ringgit (213.2 million dollars) subsidy to ease the burden of the people following the increase in the price of rice, the Star daily reported.
"The first 100,000 metric tons of rice from Thailand will be sold between 1.65 ringgit (0.48 cents) and 1.80 ringgit (53 cents) per kilogram," Mustafa said.
"With this price, we have to absorb big losses and subsidise imported rice for the first time, but we want to ensure the interest of low-income earners are protected," he said.
However, Mustapa declined to reveal how much was paid to Thailand for the rice.
Prime Minister Abdullah Ahmad Badawi announced Monday measures to stabilise the price of rice, including controlling the price of local rice.
Malaysia produces up to 70 per cent of its own rice consumption.

Soldiers search wrecked villages buried by quake

MIANYANG, China - Soldiers who hiked over landslide-blocked roads to reach the epicenter of China's devastating earthquake searched through collapsed buildings Wednesday for survivors, with the death toll of more than 12,000 certain to rise as the buried are found.
Tens of thousands of homeless in wrecked towns across hilly stretches of Sichuan province spent a second night outdoors after Monday's 7.9-magnitude quake China's deadliest in three decades some sleeping under plastic sheeting, others bused to a stadium in the city of Mianyang, on the edge of the disaster area.
Price gouging also was seen in Mianyang. A package of instant noodles normally selling for 2.5 yuan (35 cents) now costs 8 yuan (US$1.15; Ð.74). In stores that were open, prices appeared to have doubled.
The road north from Mianyang to Beichuan was blocked 20 kilometers (12 miles) short of the city.
In an indication of how serious the destruction was in Beichuan, the official Xinhua News Agency said it was in desperate need of 50,000 tents, 200,000 cotton-padded quilts, 300,000 cotton-padded jackets, plus food, drinking water and drugs."
Both places are in a triangle area close to the epicenter of the quake just north of the Sichuan provincial capital of Chengdu.
Along the road, people had gathered outdoors after the roofs of their houses had collapsed, with the luckier ones huddled under plastic sheets strung up between tree branches.
State television Wednesday broadcast touching scenes of Premier Wen Jiabao at the Mianyang stadium comforting children whose parents were killed in the earthquake.
The government will take care of you. The government will take care of your livelihood, your studies," Wen told a little girl who looked to be 9 years old.
This is a disaster. Since you survived, you must live your life well," Wen said to the girl, who cried and covered her face with one hand.
The industrial city of 700,000 people home to the headquarters of China's nuclear weapons design industry was turned into a thronging refugee camp.
I'm cold. I don't dare to sleep, and I'm worried a building is going to fall down on me," said Tang Ling, a 20-year-old waitress wrapped in a borrowed pink down jacket and camped outside a restaurant with three co-workers. What's happened is so cruel. In one minute to have so many people die is too tragic."
Wednesday was also expected to bring another jump in the death toll as a first wave of 200 troops searched the town of Wenchuan, near the epicenter, after trudging across ruptured roads and mudslides, state television said. Initial reports from soldiers said one nearby town could account for only 2,300 survivors out of 9,000 people, China Central Television said.
The death toll as of late Tuesday was at least 12,012 deaths in Sichuan while another 323 died in five other provinces and the metropolis of Chongqing. Up to 18,000 people were believed trapped in rubble, most in Beichuan.
The military said it was planning to air drop aid to Wenchuan. Once the weather is OK, the army will start dropping food and medicines to the town," Li Shiming, commander of the Chengdu Military Area Command, was quoted as saying by the official Xinhua News Agency.
Buses carried survivors away from Beichuan, which was flattened a few buildings standing amid piles of rubble in a narrow valley, according to CCTV video.
More than 10,000 people from there and surrounding areas packed Mianyang's Jiuzhou Gymnasium, with empty water bottles, boxes of instant noodles and cigarette cartons littering the ground.
The government's high-gear response aimed to reassure Chinese while showing the world it was capable of handling the disaster and was ready for the Aug. 8-24 Olympics in Beijing.
Although the government said it welcomed outside aid, officials said it would accept only money and supplies, not foreign personnel.
Wen, the premier, crisscrossed the disaster area to oversee relief efforts, while Xinhua said the Defense Ministry had sent 20,000 soldiers and police into the disaster area, with 30,000 more on the way by plane, train, truck and on foot.
The Finance Ministry said it had allocated US$123 million in quake aid.
At Wolong National Nature Reserve, all 86 pandas were reported safe late Tuesday in the first word since communications with the preserve were cut off. A group of 31 British tourists panda-watching in the preserve also returned safely to Chengdu, the Foreign Ministry said, although there was no word on 12 missing Americans on a World Wildlife Fund tour.
In the town of Juyuan, close to Chengdu, weeping parents held a vigil in a steady outside a collapsed school, where more than 900 high school students were initially trapped. Only one survivor has been found: a girl pulled free by rescue team.

Honda robot meets latest challenge

DETROIT - The lights dimmed, the sold-out hall grew hushed and out walked the conductor _ shiny, white and 4 feet, 3 inches (1.3 meters) tall.
ASIMO, a robot designed by Honda Motor Co., met its latest challenge Tuesday evening: Conducting the Detroit Symphony in a performance of The Impossible Dream" from Man of La Mancha."
Hello, everyone," ASIMO said to the audience in a childlike voice, then waved to the orchestra.
As it conducted, it perfectly mimicked the actions of a conductor, nodding its head at various sections and gesturing with one or both hands. ASIMO took a final bow to enthusiastic shouts from the audience.
It is absolutely thrilling to perform with the Detroit Symphony Orchestra. This is a magnificent concert hall," ASIMO said.
Later, cellist Yo-Yo Ma joined ASIMO onstage to receive an award for his efforts in music education. Ma bent to ASIMO's height and shook the robot's hand. Ma performed later on the program but did not take questions from the media about ASIMO.
Honda spokeswoman Alicia Jones said it was the first time ASIMO has conducted an orchestra, and it may be the first time any robot has conducted a live performance. ASIMO stands for Advanced Step in Innovative Mobility.
ASIMO has its limits. ASIMO's engineers programmed the robot to mimic Charles Burke, the Detroit Symphony's education director, as he conducted the piece in front of a pianist about six months ago. But it cannot respond to the musicians.
During the first rehearsal, the orchestra lost its place when ASIMO began to slow the tempo, something a human conductor would have sensed and corrected, said bassist Larry Hutchinson.
It's not a communicative device. It simply is programmed to do a sense of gestures," said Leonard Slatkin, the orchestra's musical director. If the orchestra decides to go faster, there's nothing the robot can do about it. Hopefully, I keep that under control."
But several musicians also said ASIMO was more realistic than they expected.
The movements are still a little stiff, but very humanlike, much more fluid than I thought," Hutchinson said.
Honda has been developing walking robots since 1986. The latest version of ASIMO debuted last year. Honda eventually intends its robots to be companions for the elderly and others in need, such as schoolchildren navigating crosswalks. ASIMO can run, walk on uneven slopes and respond to simple voice commands. It can also recognize faces with its camera eyes.
Honda brought the robot to Detroit to highlight its recent $1 million (Ð650,000) gift to the orchestra for a music education fund.

3rd of those killed in Myanmar likely children: UN

BANGKOK, Thailand - Children may account for a third of the victims killed in Myanmar's cyclone and those who survived could now be at risk of human trafficking and sexual abuse in chaotic refugee camps, the U.N. and other agencies said.
The crowded, makeshift shelters built by survivors have forced orphans and separated children to live alongside strangers, often in dark areas with little supervision.
We are really concerned about the risk of exploitation and sexual abuse," said Anne-Claire Dufay, chief of UNICEF's child protection section in Myanmar. If they don't have private sleeping spaces, it could be an issue."
Dufay said Tuesday there had been one report of the attempted trafficking of a teenage storm survivor in the country's largest city, Yangon, but so far no confirmed reports of sexual abuse.
Similar concerns were expressed following the 2004 tsunami, but little evidence of such problems emerged.
Cyclone Nargis devastated Myanmar's Irrawaddy delta on May 3, leaving about 62,000 people dead or missing according to the government count. The United Nations has suggested the death toll is likely to exceed 100,000.
UNICEF estimates that a third of those killed were children, based largely on population data from the affected areas.
Reports from the delta tell of village upon village ruined by the storm waves. Scores of families were killed and chilling photos show the bodies of dead children.
Our figures in the camps show a lot of adults, but very few children and very few elderly," said CARE Australia's country director in Myanmar, Brian Agland.
The worst-case scenario is that a lot of children may have lost their lives because of drowning," said CARE Australia's country director in Myanmar, Brian Agland. In one village there were 500 survivors and they were all adults. So that's the kind of despair people are living with, wondering where their children are."
The other concern is the trauma faced by youngsters, some of whom lost entire families or barely escaped the waves. Schools were heavily damaged in many areas.
Andrew Kirkwood, country director of Save the Children in Yangon, estimated that 3,000 schools were destroyed _ meaning half a million young children would have no prospect of going back to classes when they open June 1. It's a huge concern," he said.
The United Nations and several nongovernmental organizations have been setting up scores of youth centers, where the young can talk about their concerns in a safe environment can play games, sing and study basics like their numbers and alphabet.
It helps these children go through the process of grief and shock more quickly," said Laura Blank, a spokeswoman for World Vision, which is setting up 37 centers to serve up to 3,700 youngsters in and around Yangon. When the children have a chance ... to play and sing, you create an environment where they feel like it is OK for them to be kids again."
Many children who survive such tragedies endure a range of emotions from depression to anger to sadness, child protection experts said.
In Myanmar they were also facing health problems including malnutrition, diarrhea and possibly malaria.
A woman and her 8-year-old grandson were begging in the streets of Yangon, saying they lost their home in the disaster. We are here to help mother make some money so we can eat," the child, Tin Soe, said softly. We are hungry."
Asked if he thinks his school will be rebuilt before the school year begins, he scratched his head and said: I don't know. I hope so. I miss my friends and my teachers."

Hard-hitting Brazilian film opens Cannes

CANNES, France - Hard-hitting Brazilian film "Blindness" gets the Cannes film festival under way on Wednesday, kicking off 12 hectic days of movies, publicity and late-night revelry in the Riviera resort.
Directed by Brazil's Fernando Meirelles, of "City of God" renown, the movie is an adaptation of Nobel Prize-winning writer Jose Saramago's novel of the same name, and tells the apocalyptic story of a plague of blindness sweeping the world.
Julianne Moore plays a doctor's wife, who, like the film's audience, is able to see the harrowing events going on around her and who gradually becomes aware of the responsibilities that brings.
The movie is an appropriate choice to open a festival that is showcasing South American cinema.
Joining Meirelles in the main competition is another Brazilian entry, "Line of Passage," by Walter Salles, and two Argentine productions -- Pablo Trapero's prison drama "Leonera" and thriller "The Headless Woman" by Lucrecia Martel.
They are up against Clint Eastwood's "Changeling," starring Angelina Jolie, and Steven Soderbergh's "Che," a two-part, 4 1/2-hour epic on Argentine revolutionary Che Guevara, with Benicio del Toro in the title role.
The other two U.S. entries are James Gray's "Two Lovers," featuring Gwyneth Paltrow and Joaquin Phoenix, and Charlie Kaufman's "Synecdoche, New York" with Philip Seymour Hoffman.
Indiana and Italy
The biggest show in town this year is likely to be the latest installment of the Indiana Jones series, again starring Harrison Ford as the whip-wielding archaeologist in "Indiana Jones and the Kingdom of the Crystal Skull" by Steven Spielberg.
Also out of competition, Woody Allen presents "Vicky Cristina Barcelona," starring Penelope Cruz, Scarlett Johansson and Javier Bardem.
Italy has a strong presence in Cannes, with two competition films reflecting the darker side of its recent past.
"Gomorra" is directed by Matteo Garrone and based on Roberto Saviano's book about how the Neapolitan mafia works and makes its money, while "Il Divo," by Paolo Sorrentino, tells the story of controversial former Prime Minister Giulio Andreotti.
Outside the main lineup comes "Sangue Pazzo," based on the story of two actors who run afoul of partisan rebels fighting fascism at the end of World War Two.
Previous winners of the Palme d'Or vying for the prize again in 2008 are Belgium's Dardenne brothers, Soderbergh and German director Wim Wenders.
Israeli director Ari Folman is contesting the main award with "Waltz With Bashir," an eagerly anticipated animated documentary about the 1982 Sabra and Shatila camp massacres by members of the Christian Israeli-backed Lebanese Forces militia.
Pop star Madonna, Argentine soccer hero Diego Maradona and U.S. boxer Mike Tyson are also expected in Cannes, making it a star-heavy year for the world's biggest film festival.
The event winds up with an awards ceremony, where the coveted Palme d'Or is handed out on May 25.

Chavez and summits: Why won't you shut up?

BUENOS AIRES - It was not yet clear Monday whether Venezuelan President Hugo Chavez would attend the European Union- Latin America and Caribbean (EU-LAC) Summit this Friday and Saturday in Lima.
However, in his manner, the outspoken Venezuelan spiced up anticipation of the event, setting the scene for the cultural- political clashes often coupled with his international appearances.
Everybody knows by now that Chavez makes full use of international platforms, both by talking for hours despite protocol and by making witty, funny or just plain rude comments about other public figures.
In 2006 he famously said it smelled of sulphur at the UN General Assembly lectern in New York, because US President George W Bush, "the devil," had stood there a day earlier.
More recently, at an Iberian-American summit in November in Santiago, Chavez got involved in an unlikely spat with Spain.
The Venezuelan called conservative former Spanish prime minister Jose Maria Aznar a fascist, prompting Aznar's successor, centre-left Prime Minister Jose Luis Rodriguez Zapatero, to demand "respect" for a politician elected by Spaniards.
When Chavez would not keep silent and listen to Zapatero, King Juan Carlos, visibly annoyed, barked, "But why won't you shut up?"
The monarch's remark is by now a catchphrase in the Spanish- speaking world, echoed in cell-phone ringtones and countless jokes. Indeed, King Juan Carlos - with decades-long experience at international forums and no past history of out-of-order comments - reacted in a way that seemed natural to many.
As German Chancellor Angela Merkel was careful to point out in an interview with Deutsche Presse-Agentur dpa on Sunday, Chavez was a leftist populist who does not speak for everyone in Latin America.
Just hours later, Chavez retorted on his Sunday evening television programme, Alo Presidente, that Merkel belonged to the political right, "the same right that supported Hitler - fascism."
Chavez has repeatedly clashed with Colombian President Alvaro Uribe and with summit host Peruvian President Alan Garcia, among others.
He also has, however, a loyal posse in presidents Evo Morales, of Bolivia, Rafael Correa of Ecuador, and Daniel Ortega of Nicaragua.
Most Latin American leaders do not fall into either camp, but Chavez often pushes others to take sides - either based on his abundant oil wealth, the controversial nature of his comments or the kernels of truth that form the undertones of his aggressive rhetoric.
Brazilian President Luiz Inacio Lula da Silva, for one, has clashed with his Venezuelan colleague over biofuels.
Yet the internationally respected Lula, who last year hosted both Bush and Pope Benedict XVI, visited Venezuela in his first trip outside Brazil after being re-elected president, and he recently described Chavez as the best president Venezuela has had in 100 years.
Former Mexican president Vicente Fox (2000-2006) publicly clashed with Chavez during and after the Americas Summit held in the Argentine city of Mar del Plata in late 2005. Chavez called Fox a "puppy" of the empire, referring to the United States, and both countries withdrew their ambassadors.
Things have quietened down however under Fox's successor Felipe Calderon.
Some accused then-Argentine president Nestor Kirchner (2003-2007), whose wife Cristina Fernandez currently occupies the presidency, of having neglected his duties as host by allowing Chavez too much influence in Mar del Plata.
But both Kirchner and Lula were probably not unhappy to have someone else do their dirty work in expressing a clear opposition to the proposal, backed by the US and Mexico, among others, for a Free- Trade Area of the Americas (FTAA).
Chavez's approach to diplomacy differs from that of most other world leaders. It includes personal attacks and a dose of wit that carries his messages home and "sells" summits in the media.
But it also holds room for coups de theatre, as was apparent in March in Santo Domingo.
On that occasion, Chavez, Correa and Uribe had exchanged insults and other harsh words during the run-up to the summit.
Towards the end of the gathering Dominican President Leonel Antonio Fernandez Reyna explained that he did not want to see it marked by hostility. To the surprise of many people watching, the three parties in the conflict exchanged handshakes, pats in the back and even hugs, and left the Dominican Republic with a smile.
As a result of the Santiago experience the world will not enjoy seeing the debates live in Lima, which could supply material for more ringtones from Chavez.
However, it should be clear by now that the Venezuelan president will not keep quiet.

Mexican troops fight Sinaloa drug cartel

CULIACAN, Mexico - Thousands of troops rolled into Mexico's violent Sinaloa state on Tuesday to fight a powerful drug cartel run by the country's most-wanted man, following a wave of police murders.
Armed, camouflaged soldiers arrived in military transport planes as helicopters hovered overhead in the state capital, Culiacan, and troops joined federal police to set up roadblocks and patrol streets.
Dozens of Hummer military vehicles, some with heavy machine guns, roared through the hot, rundown city on their way to the nearby town of Navolato, passing a bullet-ridden police vehicle on a tow truck.
Marijuana-producing Sinaloa on Mexico's Pacific coast is home to a federation of drug gangs run by Joaquin "Shorty" Guzman.
He escaped from prison in a laundry van in 2001 and has declared war on rival cartels for control of lucrative smuggling routes into the United States.
"The last few weeks have been very violent in Sinaloa, with deaths and executions, with a bigger show of arms, brutality and firepower," Attorney General Eduardo Medina Mora told a news conference after a meeting with President Felipe Calderon's top security officials in Culiacan.
Interior Minister Juan Camilo Mourino said 2,723 troops, federal police and investigative police were arriving in Sinaloa to supplement the 2,000 soldiers involved in drug eradication efforts in the state.
The military deployment followed the killings last week of six senior police officers across Mexico, including Edgar Millan, one of Mexico's top federal policemen.
Police say Millan was killed in Mexico City by a hit man in the pay of the Sinaloa cartel because of his leading role in the arrest this year of dozens of the gang's gunmen.
Welcome arrival
Culiacan residents welcomed the troop deployment.
"It's a relief because life has been very traumatic over the past few days. You walk down the street with fear," said Candelario Hernandez, a 52-year-old carpenter having his car searched by soldiers.
More than 1,100 people have been killed in Mexico this year as drug gangs fight each other and the security forces.
Calderon, a conservative who has sent 25,000 troops and federal police to fight drug cartels across Mexico since late 2006, pledged last week to take back Mexican streets from drug peddlers and gunmen.
Much of his effort has been focused on fighting drug gangs along the U.S.-Mexico border, especially near Texas, where the Gulf cartel dominates.
"The Sinaloa cartel struck in Mexico City not only to kill troublesome officials ... but also to pose a problem for the Mexican government by increasing areas requiring forces, thereby requiring the government to consider splitting its forces," said George Friedman at the U.S.-based intelligence group Stratfor.

21.6 M bottles of water sent to quake zone

BEIJING - China will send 21.6 million bottles of water to help survivors of a devastating earthquake, state media reported on Wednesday.
The bottles, provided by the commerce ministry, are being transported by rail to southwestern China, Xinhua news agency said.
The consignment will back up shipments of 10,000 flashlights, 40,000 batteries and 200,000 candles already sent, the report added.
Tens of thousands of people have been killed or buried by the 7.9-magnitude quake which struck Sichuan province on Monday.
China's military said it would begin dropping aid into the affected region on Wednesday morning if the weather permitted.
Relief efforts have been hampered so far by severe damage to roads and steady rain.

Its OK to believe in aliens, God: Vatican scientist

VATICAN CITY - The Vatican's chief astronomer says there is no conflict between believing in God and in the possibility of intelligent life on other planets that is perhaps even more evolved than humans.
"In my opinion this possibility (of life on other planets) exists," said Rev. Jose Gabriel Funes, a 45-year-old Jesuit priest who is head of the Vatican Observatory and a scientific adviser to Pope Benedict.
"How can we exclude that life has developed elsewhere," he told the Vatican newspaper in an interview in its Tuesday-Wednesday edition, explaining that the large number of galaxies with their own planets made this possible.
Asked if he was referring to beings similar to humans or even more evolved than humans, he said: "Certainly, in a universe this big you can't exclude this hypothesis".
But, in the interview headlined "The extraterrestrial is my brother," he said he saw no conflict between belief in such beings and faith in God.
"Just as there is a multiplicity of creatures on earth, there can be other beings, even intelligent, created by God. This is not in contrast with our faith because we can't put limits on God's creative freedom," he said.
"Why can't we speak of a 'brother extraterrestrial'? It would still be part of creation," he said.
Funes, who runs the observatory which is based south of Rome and in Arizona, held out the possibility that the human race might actually be the "lost sheep" of the universe.
"There could be (other beings) who remained in full friendship with their creator," he said.
The Vatican Observatory is one of the world's oldest astronomical institutes. As early as the end of the 1700s, three Vatican-sponsored observatories were studying the stars from Rome, and in 1891 Pope Leo XIII formally established the Vatican Observatory inside the Vatican behind St Peter's dome.
By 1935, Rome's urban sprawl made stargazing difficult, so Pius XI moved the observatory to the summer palace south of Italy's capital. Since 1981, the principal observing site has been the Vatican's research institute in Tucson, Arizona.
Funes, an Argentine, said he believed as an astronomer that the most likely explanation for the start of the universe was "the big bang", the theory that it sprang into existence from dense matter billions of years ago.
But he said this was not in conflict with faith in God as a creator. "God is the creator. There is a sense to creation. We are not children of an accident ...," he said.
"As an astronomer, I continue to believe that God is the creator of the universe and that we are not the product of something casual but children of a good father who has a project of love in mind for us," he said.

More rain expected in China quake zone

BEIJING- More rain is forecast this week for areas of southwestern China that were devastated by a massive earthquake, further hampering rescue efforts, China's meteorological authority said Wednesday.
Heavy rain that has drenched the worst-hit areas near the quake epicentre was expected to diminish on Wednesday, but showers would persist through the week, the China Meteorological Administration said.
The agency added that the rain, combined with the geological trauma to the hilly quake-hit region, raised the danger of further landslides.
Landslides and other quake damage have wiped out roads into the worst-hit areas, complicating efforts to reach communities where thousands were reportedly trapped under collapsed homes, schools and factories.
Heavy rain and thunderstorms also caused the military to call off a planned airdrop into the epicentre zone on Tuesday.
A top general was quoted on Wednesday as saying the air force was poised to carry out the airdrops as soon as weather allowed.
The 7.9-magnitude quake has caused more than 12,000 confirmed deaths but that toll was expected to rise sharply once hard-hit communities were reached.

Britain's Brown scrambles to regain initiative

LONDON - Beleaguered British Prime Minister Gordon Brown will attempt to regain the political initiative Wednesday by unveiling a legislative programme for the year ahead.
After a punishing defeat at local elections and infighting within the ruling Labour Party over poorly judged tax reforms, the government says it wants to show it is "on the side of the British people."
The new measures will include reforms to the regulation of the banking industry and new support for the housing market amid concerns that property prices are falling fast.
Fears were fuelled Tuesday when a memo being carried by Housing Minister Caroline Flint forecast that house prices would drop by five to 10 percent "at best" this year.
The minister inadvertently revealed the briefing paper to photographers, leading to blown-up pictures of the words appearing in many newspapers.
In his new programme, Brown is also expected to offer to hand over power to local communities to have more say over their lives, including by granting new rights for the public to scrutinise the work of councils, police forces and health bodies.

More troops rush for China quake rescue

CHENGDU, China - China poured more troops into the earthquake-ravaged province of Sichuan on Wednesday to quicken a search for survivors as time ran out for thousands of people still buried under rubble and mud.
Some 30,000 troops will join 20,000 already digging through rubble in the southwest province of Sichuan, where Monday's 7.9-magnitude earthquake crumpled homes, schools and hospitals, the Xinhua news agency reported, citing a Ministry of Defence spokesman.
Across the region there were clusters of weary survivors and rescuers pulling at broken chunks of buildings and peering into crevices in hopes of finding someone still alive.
"There's still people inside, there's still people inside!" shouted a man surnamed Zhang, gesturing at the rubble of a building in Dujiangyan. "There must be a dozen dead people in there," he said.
The national death toll from the quake has climbed past 13,000 and is likely to rise steeply after media said 19,000 people were buried in rubble in just one area of Sichuan.
"It's looking bad. There's food and water coming in, but there's not much hope of many more people coming out alive. You just imagine how we feel," said Li Aomin, a businessman in Dujiangyan.
A near overwrought Chinese Premier Wen Jiabao was shown on state television scrambling over the remains of a collapsed school and using a bullhorn to urge on rescuers.
"At present the number one thing is still saving people," Wen also told local officials, according to Xinhua. "All collapsed buildings must be fully checked. If there is a glimmer of hope, then put everything into rescuing."
But the depth of destruction in many towns across the mountainous area suggests searchers will find many more bodies than survivors among the toppled buildings, which have become grim vigil sites for desperate families.
Rain has frustrated rescuers' efforts to get to some areas and more rain is forecast for coming days.
In Beichuan County, at least 1,000 students and teachers were buried under a seven-storey school building, and rows of apartment blocks in the town collapsed. Locals told Xinhua that up to 8,000 residents may have died.
"People escaped from the buildings but were only devoured by the landslides," one survivor, Lei Xiaoying, told Xinhua. "There was no way to escape."
That scene has been repeated in many places where troops are only now entering after struggling to traverse severed roads.
Widespread devastation
State media reported devastation in villages near the epicentre in Wenchuan, a remote county cut off by landslides about 100 km (60 miles) northwest of the Sichuan provincial capital, Chengdu.
About 60,000 people were unaccounted for across Wenchuan, authorities said.
Amid the overwhelming grief, there were also moments of relief when survivors were found. In Mianzhu, where rescuers said the death toll had risen to 3,000, about 500 people were pulled out alive from crushed buildings.
An earlier report said 10,000 people there were buried under rubble.
A further 18,645 people were buried under debris in Mianyang, a city that also covers much farmland, Xinhua said.
One steam turbine factory near Mianyang was almost wiped out by the quake, and 500 workers and their family members were missing, local media reported.
The quake was the worst to hit China since the 1976 Tangshan quake in northeastern China, when up to 300,000 died.
Offers of aid have poured in from all over the world, three months before the Beijing Olympics. The disaster has for now sidelined upbeat propaganda about the games as well as international tensions over recent unrest in Tibet.
Overnight, Chinese President Hu Jintao spoke about the earthquake, as well as Tibet and other subjects, with U.S. President George W. Bush.
Hu told Bush that Chinese people "deeply grieved" the massive loss of life in the earthquake, the Chinese Foreign Ministry said on its Web site (www.fmprc.gov.cn).
Analysts said they did not expect serious economic effects from the disaster, but supply shortages could fuel inflation -- already at a near 12-year high.
The People's Bank of China said it was providing 5.5 billion yuan ($786.7 million) to local banks in Sichuan and Gansu provinces to help disaster relief and reconstruction there.
Central authorities have ordered stricken areas to ensure food supplies and price stability. But some Chinese news reports described price hikes and shortages in quake-hit areas.
Radio broadcasts in Chengdu, province capital of Sichuan, appealed for people to be patient in waiting for aid.
