میاں نواز شریف سے چوہدری نثار علی خان ، اسحاق ڈار اور خواجہ محمد آصف کی پنجاب ہاؤس میں اہم ملاقات

اسلام آباد۔ پاکستان مسلم لیگ (ن) کے قائد محمد نواز شریف سے جمعہ کو ججز کی بحالی کے حوالے سے کمیٹی میں مسلم لیگ (ن) کے اراکین چوہدری نثار علی خان ، اسحاق ڈار اور خواجہ محمد آصف نے پنجاب ہاؤس میں اہم ملاقات کی ذرائع کے مطابق میاں محمد نواز شریف نے پارٹی رہنماؤں کو ہدایت کر دی ہے کہ وہ کسی صورت ججز کی بحالی کے موقف میں کوئی لچک پیدا نہیں کریں گے اس ضمن میں اقتدار کی بھی پرواہ نہیں کی جائے گی نواز شریف نے کمیٹی میں پارٹی کے اراکین کو ہدایت کی کہ اس ضمن میں پاکستان پیپلز پارٹی کو مسلم لیگ کے حتمی موقف سے آگاہ کر دیا جائے مقررہ وقت میں ججز کی بحالی کے معاملے پر سمجھوتہ نہیں کیاجاسکتا۔پارٹی رہنماؤں نے نواز شریف کو کمیٹی کے حوالے سے ممکنہ صورتحال سے بھی آگاہ کیا۔ نواز شریف نے پارٹی رہنماؤں کو ہدایت کی کہ وہ موقف پر ڈٹ جائیں مسلم لیگ (ن) کو وزارتوں کی پرواہ نہیں ہے۔اعلان مری کے حوالے سے قوم کو مایوس نہیں کریں گے نواز شریف سے ملاقات کے بعد مسلم لیگ (ن) کے اراکین کمیٹی کے اجلاس میں شرکت کیلئے پارلیمنٹ ہاؤس پہنچے ادھر ایک نجی ٹی وی نے ذرائع کے حوالے سے بتایا ہے کہ مقررہ وقت میں دونوں بڑی جماعتوں کے درمیان ججز کی بحالی پر اتفاق نہ ہوا تو پاکستان مسلم لیگ (ن) یکم مئی تک وفاقی حکومت سے الگ ہو جائے گی پاکستان مسلم لیگ (ن) کے وفاقی وزراء تیس اپریل تک وفاقی کابینہ میں شامل رہیں گے ڈیڈ لائن کے مطابق ججز بحال نہ ہونے پر مسلم لیگ (ن) کے وزراء مستعفی ہو جائیں گے ۔

جنرل(ر) مشرف کی زیر نگرانی حکومت میں شامل نہیں ، کوئی بیٹھا ہے تو بیٹھا رہے اسے بھیجنے کا کوئی شوق نہیں ، تہمینہ دولتانہ

ملتان ۔ وفاقی وزیر سائنس و ٹیکنالوجی تہمینہ دولتانہ نے کہاہے کہ ہم جنرل (ر) مشرف کے زیر نگرانی حکومت میں شامل نہیں ہیں کیونکہ اب حکومت میں اختیارات وزیراعظم کے پاس زیادہ ہیں کوئی بیٹھا ہے تو اپنی جگہ بیٹھا رہے ہمیں بھی اسے بھیجنے کا کوئی شوق نہیں ہے وہ آج ملتان ایئر پورٹ پر صحافیوں سے گفتگو کر رہی تھیں بیگم تہمینہ دولتانہ نے کہاکہ ملک نے اگر ترقی کرنا ہے تو سائنس و ٹیکنالوجی کو ترقی دینا ہوگی موجودہ حالات میں ملکی ترقی ممکن نہ ہے جب تک ہم آلو سے چپس بنا کر مارکیٹنگ نہ کریں گے انہوں نے کہاکہ ٹیکسٹائل انڈسٹری سمیت تمام مشینری باہر سے ہم سیکنڈ ہینڈ خریدتے ہیں جو کچھ ہی عرصہ بعد ختم ہو جاتی ہے ہمیں خود ایسی مشینری بنانا ہو گی اور ٹیکنالوجی کو فروغ دینا ہو گا عوام کو صاف پانی اور کھانے کی اشیاء فراہم کرنا بھی ٹیکنالوجی کو بہتر بنانے سے ہو گا ہمیں سائنس کو لیبارٹریوں سے باہر نکال کر عوام تک پہنچانا ہو گی انڈسٹری کو اپ گریڈ کرنا ہو گا نوجوانوں کو ملازمتیں دینا ہوں گی ایک سوال کے جواب میں انہوں نے کہاکہ ججز کی بحالی کے حوالے سے دن نہ گنیں وہ ضرور بحال ہوں گے دو دن اوپر ہو سکتے ہیں یا دو دن پہلے ہوسکتے ہیں ہمارے پاس جادو کی کوئی چھڑی نہیں ہے کہ راتوں رات تمام مسائل حل کریں ڈاکٹر قدیر کی رہائی کے حوالے سے سوال کے جواب میں انہوں نے کہاکہ ہمارے پاس جادو کی چھڑی نہیں ہے دل تو یہی چاہتا ہے کہ تمام مسائل فوراً حل ہو جائیں اور ہم ان مسائل کو حل بھی کریں گے مگر قدم بہ قدم حل کریں گے ۔

پاکستان اور چین کا دفاع سمیت مختلف شعبوں میں تعاون بڑھانے پر اتفاق

اسلام آباد۔ پاکستان اور چین نے دو طرفہ تعلقات پر اطمینان کا اظہار کرتے ہوئے دفاع سمیت مختلف شعبوں میں تعاون کو وسعت دینے پر اتفاق کیا ہے جبکہ چین نے کہاہے کہ وہ پاکستان کے ساتھ ساتھ سویلین شعبے میں جوہری تعاون جاری رکھے گا جمعہ کو پاکستان کے دورے پر آئے ہوئے چینی وزیر خارجہ یانگ جیچی نے وزیر خارجہ شاہ محمود قریشی سے وزارت خارجہ میں ملاقات کی اور دو طرفہ تعلقات سمیت مختلف شعبوں میں تعاون پر تفصیلی مذاکرات کئے مذاکرات کے مشترکہ پریس کانفرنس سے خطاب کرتے ہوئے چینی وزیر خارجہ یانگ جیچی نے وزیر شاہ محمود قریشی کے ساتھ ہونے والے مذاکرات کو مثبت اور تعمیری قرار دیا او رکہا کہ پاکستان اور چین کے درمیان ہر موسم اور ہمہ وقت آزمائی دوستی ہے انہوںنے کہاکہ انہوں نے وزارت خارجہ کا قلمدان سنبھالنے کے بعد پہلی مرتبہ پاکستان کا دورہ کیا ہے اور انہیں بہت خوشی ہو رہی ہے انہوں نے کہا کہ میرے اس دورے کا مقصد دونوں ممالک کے درمیان قائم بہترین تعلقات کو آگے بڑھاناتھا انہوںنے کہاکہ دونوں ممالک کے درمیان بہت سے اہم امور پر اتفاق اور یکساں موقف پایا جاتا ہے انہوں نے اس موقع پر تائیوان اور تبت کے مسئلے پر پاکستانی حمایت پر شکریہ ادا کیا او رکہاکہ اس اقدام سے دونوں ممالک کے دوستی اور تعلقات میں مزید استحکام آئے گا انہوں نے کہاکہ دونوں ممالک کے درمیان اعلیٰ سطح کے دورے جاری رکھنے پر بھی اتفاق کیاگیا ہے اور انہو ںنے وزیر خارجہ شاہ محمود قریشی کے ذریعے وزیراعظم یوسف رضا گیلانی کو چینی ہم منصب کی جانب سے چین کے دورے کی دعوت دے دی ہے انہوں نے کہاکہ پاکستان میں سرمایہ کاری کیلئے بہترین ماحول ہے چین متعدد بڑے منصوبوں میں سرمایہ کاری کر رہا ہے اور چینی حکومت چین کی نجی کمپنیوں سے کہے گی کہ وہ پاکستان میں سر مایہ کاری کر یں انہو ںنے مزید کہا کہ وہ پاکستان کے شکر گزار ہیں کہ وہ چینی کمپنیوں کو سرمایہ کاری کے لئے بہترین ماحول فراہم کر رہا ہے انہوں نے ایک سوال پر کہا کہ ہم سمجھتے ہیں کہ پاکستان اور چین کے درمیان سویلین شعبے میں تعاون بے حد کامیاب رہا ہے اور چین پاکستان کے ساتھ جوہری تعاون جاری رکھے گا ایران پاکستان ،بھارت گیس پائپ لائن میں چین کی شمولیت کے سوال پر چینی وزیر خارجہ نے کہا کہ پاکستان نے اس میں شمولیت کی پیش کی ہے اور ہم نے پاکستان سے کہا ہے کہ ہمیں اس منصوبے کے بارے میں معلومات فراہم کریں ہم اس منصوبے کے معاشی و دیگر پہلوؤں کا بغور جائزہ لینا چاہتے ہیں اس کے بعد ہم کچھ فیصلہ کریں گے اس موقع پر وزیر خارجہ شاہ محمود قریشی نے چینی وزیر خار جہ کو پاکستان کادورہ کر نے پر خوش آمدید کہا اور کہا کہ انہو ںنے چینی ہم منصب سے دو طرفہ تعلقات اور مختلف شعبوں میں تعاون پر تفصیلی مذاکرات کیے جو بہت مثبت رہے انہوں نے کہا کہ دفاعی تعلقات سٹریٹیجک اور معاشی اتحاد پر بھی تفصیلی گفتگو ہوئی انہوں نے کہا کہ پاکستان میں میگا پراجیکٹ میں چینی امداد کے شکر گزار ہیں انہو ںنے کہا کہ دہشت گردی پر بھی گفتگو ہوئی ہے اور اس حوالے سے دونوں ممالک کا یکساں موقی ہے انہوں نے کہا کہ ہم نے چین سے کچھ آلات بر آمد کر نے کی خواہش کا اظہار بھی کیا ہے جس پر ہمیں مثبت رد عمل کی امید ہے انہوں نے کہا کہ چین کے ساتھ ایران پاکستان بھارت گیس پائپ لائن منصوبے پر بھی بات ہوئی ہے جس پر چین نے اس منصوبے کے بارے میں مزید تفصیلات طلب کی ہیں انہوں نے کہا کہ دونوں ممالک کے درمیان بہترین تعلقات کے باوجود ان تعلقات کو مزید وسعت دی جا سکتی ہے۔

اسلام آباد ۔ حکومت نے ملک بھر کی جیلوں میں پھانسی کے منتظر قیدیوں کی سزا کو عمر قید میں تبدیل کر کے فیصلہ کر تے ہوئے سزائے موت کے قیدیوں کے کوائف طلب کر لئے ہیں سربجیت سنگھ کی سزا میں کمی نہیں کی گئی ہے تاہم اس کے اہل خانہ کے ویزہ میں اسلام آباد تک توسیع کر دی ہے ان خیالات کا اظہار وزیر اعظم کے مشیر داخلہ رحمن ملک نے ججز کی بحالی کے حوالے سے کمیٹی کے اجلاس سے قبل میڈیا سے بات چیت کر تے ہوئے کیا انہو ں نے بتایا کہ سربجیت سنگھ کی فیملی کو اسلام آباد کا ویزہ دے دیا گیا ہے انہو ںنے کہا کہ حکومت نے سزائے موت کو عمر قید میں تبدیل کر نے کے لئے قیدیوں کے کوائف طلب کر لئے ہیں سربجیت سنگھ کا معاملہ اس سے الگ ہے انہوں نے کہا کہ ان کے ایوان صدر سے رابطے ہیں نہ انہوں نے صدر پرویز مشرف سے کسی قسم کی ملاقات کی

ٹوکیو ۔ جاپان میں ایک منفرد موبائل فون بنانے کی تیاریاں کی جا رہی ہیں جو فون کرنے والے فرد کی زبان کو سننے والے صارف کی زبان میں ترجمہ کرنے کا حاصل ہوگا۔ فون کرنے والا صارف اس مقصد کو حاصل کرنے کیلئے فون میں دیئے گئے ”آپشن” کا انتخاب کر کے اس سہولت سے فائدہ اٹھا سکے گا۔ گزشتہ جاپان کے ایک کثیر الاشاعت اخبار نے اس ضمن میں لکھا ہے کہ اس فون کی تیاری میں جاپان کی تین معروف کمپنیاں حصہ لے رہی ہیں۔ اس فون کی تیاری کا مقصد دنیا بھر میں بولی جانے والی زبانوں سے آشنائی نہ ہونا ہے۔ اخبار کے مطابق اگر ایک فون کرنے والا صارف انگریزی زبان میں بات کرے گا اور اس کا سننے والا ہسپانوی ہوگا تو اس کو ہسپانوی زبان میں ترجمہ شدہ آواز سنائی دے گی اور جب وہ جواب دے گا تو سننے والا اس کو انگریزی میں سنے گا۔ فون کی تیاری میں حصہ لینے والی کمپنیوں نے دعویٰ کیا ہے کہ اس فون کی تیاری سے موبائل فون اور لائن لینڈ

طالبان ‘ حماس اور ایران کے ساتھ کسی صورت مذاکرات نہیں کئے جائیں گے ‘ نکولس سرکوزی

پیرس۔ فرانس کے صدر نیکولس سرکوزی نے اس عزم کا اعادہ کیا ہے کہ وہ افغانستان میں طالبان ملیشیا ‘فلسطین میں حماس اور ایرانی صدر محمود احمدی نژاد سے مذاکرات نہیں کریں گے ۔ا گرافغانستان کی حکومت کو مستحکم نہ کیا گیا تو پاکستا ن کے ایٹمی ہتھیار دہشت گردوں کے ہاتھ لگ سکتے ہیں ۔ فرانسیسی صدر نے دنیا کے بعض مشکل ترین موقع پر سخت موقف کا عندیہ اور افغانستان میں اضافی فوج بھیجنے کے اپنے فیصلے کا دفاع کیا ہے۔’’ پرائم ٹی وی ‘‘ کے ساتھ ایک انٹرویو میں صدر سرکوزی نے کہا ہے کہ اگر فرانس نے افغانستان کو چھوڑ ا اور اضافی فوج بھیجنے کے اقدامات نہ کیے تو پاکستان جو ایک ایٹمی طاقت رکھتا ہے کاغذ کے گھر جیسی مانند ثابت ہو گا۔ اور اس کے ایٹمی ہتھیار دہشت گردوں کے ہاتھوں لگ سکتے ہیں ۔ صدر نکولس سرکوز ی رواں ماہ افغانستان تقریباً 700 فوج بھیجنے کا فیصلہ کر چکے ہیں لیکن انہوں نے اس حوالے سے اپنا واضح موقف پیش کرتے ہوئے کہا تھا کہ افغانستان میں اضافی فرانسیسی فوج بھیجنے کا مقصد وہاں پر جنگ یا حملہ نہیں بلکہ افغانستان کا دفاع اور افغانیوں کو تحفظ فراہم کرنا ہے ۔ صدر نے بعض اطراف سے اس درخواست کو یکسر مسترد کر دیا کہ وہ افغانستان میں طالبان کے ساتھ بات چیت کریں ۔ انہوں نے کہا کہ مذکرات ان گروپوں سے نہیں ہو سکتے جنہوں نے نیل پالش لگانے والی خواتین کے ہاتھ کاٹ دیئے ، لڑکیوں کوسکول بھیجنے سے منع کیا ، سینکڑوں سالہ تاریخی بدھ مت کے مجسموں کو مسمار کر دیا اور غیرت کے نام پر خواتین کو سنگسار کیا اگر ہم ایسے لوگوں سے مذاکرات کریں تو میرا نہیں خیال کہ ہم نے اپنے وعدے پورے کئے ۔ صدر نولس نے حماس کی قیادت اور ایرانی صدر محمود احمدی نثراد کے لئے بھی ایک سخت پیغام دیا جس میں انہوں نے کہا کہ میرا نہیں خیال کہ حماس سے بات چیت کروں کیونکہ مجھے کوئی حق نہیں پہنچتا کہ اگر کوئی تنظیم یہ اعلان کرے کہ وہ اسرائیل کو نقشے سے مٹا دینا چاہتا ہے انہوں نے کہا کہ ہماری پالیسی اصولوں پر مبنی ہے ۔

بھارت غصہ نہ کرے ، دیکھتے ہیں کیا ہوتا ہے ۔ امریکا

واشنگٹن ۔ یہ امید ظاہر کرتے ہوئے کہ بھارت ایران کے مسئلہ پر اپنا غصہ کم کر دے گا اور نرم روی کا رویہ اختیار کرے گا امریکا نے کہاکہ وہ نئی دہلی پر کسی بھی طرح سے انگلی نہیں اٹھا رہا ہے جس کو اس کی اپنی پسند کواپنانے اور اپنی مرضی سے جو چاہے وہ کرنے کا اختیار حاصل ہے۔ امریکی اسسٹنٹ سیکرٹری آف اسٹیٹ برائے جنوب کو وسطی ایشیا رچرڈ باؤچر نے واشنگٹن میں کہا ۔ میں نہیں سمجھتا کہ وہ ( اسٹیٹ ڈیپارٹمنٹ کے نائب ترجمان ٹام کیسی ) کسی بھی طرح سے بھارت پر انگشت نمائی کر رہے ہیں ۔ نئی دہلی نے پیر کے دن کیسی کے بیان پر شدید رد عمل کا اظہار کیا تھا جنہوںنے بھارت سے خواہش کی تھی کہ وہ صدر محمود احمدی نژاد سے ان کے مجوزہ دورہ کے دوران یہ کہے کہ ایران کو اقوام متحدہ کی سلامتی کونسل کی شرائط کی تکمیل کرنی چاہیے اور یورینیم کی افزودگی کی سرگرمیوں کو روک دے ۔ بھارت نے کہا تھاکہ اسے اس مسئلہ پر امریکا کی کوئی رہبری کی ضرورت نہیں ہے۔ احمدی نژاد 29 اپریل کو نئی دہلی کا دورہ کرنے والے ہیں اور وہ صدر جمہوریہ پرتیبھا پاٹل سے ملاقات کرنے والے ہیں ۔ وہ وزیر اعظم من موہن سنگھ کو یہ بتانے والے ہیں کہ نیو کلےئر اور دیگر امور پر ایران کا موقف کیا ہے ۔ بوچر نے واشنگٹن فارن پریس سنٹر میں کہا کہ میں یہ سمجھتا ہوں کہ لوگ یہ چاہتے ہیں کہ ان کی اپنی پالیسی رہے اور وہ ان کی اپنی مرضی کے مطابق فیصلے کریں ۔ میںیہ نہیں سمجھتا کہ یہ ایک بڑا مسئلہ ہے اور ہمارے درمیان ایک بہت بڑا عدم اتفاق ہے۔ باوچر نے کہاکہ امریکا احمدی نژاد کے دورہ پر نظر رکھے گا اور وہ یہ دیکھے گا کہ اس کے کیا نتائج برآمد ہوں گے ۔ انہوںنے کل کہا ہم ایران کے بارے میں بھارت سے بات کریں گے کیونکہ ہم علاقہ میں ہر چیز کے بارے میں ان سے بات کیا کرتے ہیں ۔ اسٹیٹ ڈیپارٹمنٹ کے متذکرہ سینئر عہدیدار نے کہاکہ میرا خیال ہے کہ ہماری پالیسیاں ساری دنیا پر عیاں ہیں۔ ہم یہ بھی جانتے ہیں کہ بھارت نے یہ واضح کر دیاہے کہ وہ یہ نہیں چاہتا کہ اس کے علاقہ میں کوئی اور بھی نیوکلےئر طاقت رہے ۔ انہوں نے وضاحت کی ۔ انہیں دورہ کرنے دیجئے ہم یہ دیکھیں گے کہ اس کے کیا نتائج برامد ہوتے ہیں ۔ بھارت نے امریکا کویہ واضح پیغام بھی دے دیا تھا اور کہاتھا کہ ایران نیوکلےئر پروگرام کیسا ہونا چاہیے اس کے بارے میں کوئی بھی فیصلہ کرنا بین الاقوامی جوہری توانائی ایجنسی کا کام ہے اور واشنگٹن کو اس بارے میں رہنمایانہ خطوط مدون کرنے اور رہبری کرنے کا کوئی اختیار نہیں ہے

پشاور ۔ جماعت اسلامی پاکستان کے امیر قاضی حسین احمد نے کہا ہے کہ اگر چھ دن میں ججز بحال نہ ہوئے تواے پی ڈی ایم کااجلاس بلاکر لائحہ عمل مرتب کریںگے۔ جسٹس افتخار محمد چوہدری کو قبل از وقت ریٹائر کرنے کی بھر پور مزاحمت کریںگے اور تمام ججوں کی بحالی کے بغیر کوئی فارمولا قبول نہیں کیا جائے گا۔وہ مسجد مہابت خان پشاور میں جمعہ کے اجتماع سے خطاب اور صحافیوں سے بات چیت کر رہے تھے۔ قاضی حسین احمد نے کہا ہے کہ مقررہ مدت میں جج بحال نہ ہونے کی صورت میں نواز شریف کو قوم کے سامنے جواب دینا ہوگا۔ انہوںنے کہا کہ حکومت معزول ججوں کی بحالی میں تاخیر اس لئے کر رہی ہے کہ امریکہ ایسا نہیں چاہتا۔ انہوںنے کہا کہ افتخار محمد چوہدری امریکہ کی ایما ء پر لاپتہ کیے جانے والے شہریوں کے بارے میں حکمرانوں سے پوچھ گچھ کررہے تھے جو امریکہ کے لئے ناقابل قبول تھا۔انہوںنے مردان دھماکے کی شدید مذمت کی اور کہا کہ بنیادی پالیسی تبدیلی کیے بغیر امن وامان بحال نہیں ہو سکتا۔امیر جماعت نے کہا کہ مغربی ممالک نے پاکستان کا محاصرہ کر لیا ہے اور اس کی سا لمیت کو خطرہ ہے۔ اس صورت حال سے نکلنے کے لئے حکمرانوں کو امریکہ سے اتحاد فی الفورختم کرنا ہوگا۔انہوںنے کہا کہ عدلیہ کو معزول کرنے سے انصاف کا قتل ہو گیا اور قوم کوانصاف ملنے کے لئے عوام کو بیدار ہوناہوگا۔ انہوںنے کہا کہ پاکستان واحد ملک ہے جہاں کی حکومت اپنے شہریوں کو دوسرے ممالک کے حوالے کر رہے ہیںاور دوسروںکی خوشنودی کے لئے بے گناہ لوگوں کا قتل عام کیا گیا۔قاضی حسین احمد نے کہا کہ منتخب حکومت جنرل مشرف کا جلد سے جلد مواخذہ کریں، ان سے جامعہ حفصہؓکے بچوں کے قتل عام کا حساب مانگا جائیگا۔ قاضی حسین احمد نے کہا کہ امریکہ کھل کر پاکستان کی جڑیں کاٹ رہا ہے اور ہمارادشمن ہے، جب تک اس کو دشمن نہیں سمجھا جائے گا اس کے مقابلے میں اپنا دفاع ممکن نہیںہوگا۔ انہوںنے ایران کی مثال دیتے ہوئے کہا کہ امریکہ اس کا بال بیگا بھی نہ کر سکا ہے کیونکہ وہاں عوام اور حکومت ایک ہے۔ انہوںنے کہا کہ ہماری بدقسمتی یہ ہے کہ انتخابات کے بعد تمام جماعتوں کے سربراہ امریکہ کے سفارتخانے میں گئے یہ خودمختاری اور آزادی کی منافی سیاست ہے۔ جماعت کے امیر نے کہا کہ امریکہ پوری دنیا میں مسلمانوں کا قتل عام کر رہے ہیں اور اسلامی ممالک کے حکمران بشمول پاکستان اس پر خاموش ہیں۔ انہوںنے سرحد حکومت پر تنقید کرتے ہوئے کہا کہ اس نے سب سے پہلا کام یہ کیا کہ خواتین کودوبارہ اشتہارات کاحصہ بنا یا۔ نیم برہنہ خواتین کی تصاویرہر گز پختون کلچر نہیں۔ انہوںنے کہا کہ آٹا ،چاول اور گھی مہنگا کر دیا گیا ہے۔ غریب فاقہ کشی پر مجبور ہیں۔ سرکاری خزانہ پر سب سے پہلا حق غریب کا ہے۔

پاکستان اور بھارت کے درمیان سہ ملکی گیس پائپ لائن آئی پی آئی پر ٹھوس پیش رفت نہ ہو سکی

اسلام آباد ۔ پاکستان اور بھارت کے درمیان ایران پاکستان سمیت بھارت سہ ملکی گیس پائپ لائن منصوبے کے حوالے سے وزارتی سطح پر ہونے والے مذاکرات میں کوئی ٹھوس پیش رفت نہیں ہو سکی ۔ تاہم فریقین نے پائپ لائن کمپنی کے سٹرکچر ، ٹرانسپورٹیشن ٹیرف اور ٹرانزٹ فیس کے بنیادی نکات پر اصولی اتفاق کیا ہے ۔ تفصیلات کے مطابق پاکستان اور بھارت کے درمیان آئی پی آئی گیس پائپ لائن منصوبے کے حوالے سے اسلام آباد میں وزارتی سطح پر مذاکرات ہوئے ۔ مذاکرات میں بھارتی وفد کی قیادت بھارتی وزیرپٹرولیم مرلی دیوڑا اور پاکستانی وفد کی قیادت وفاقی وزیر پٹرولیم خواجہ محمد آصف نے کی ۔ مذاکرات میں تین بنیادی نکات پر بات چیت کی گئی جن میںپائپ لائن کمپنی کے ڈھانچے ، ٹرانسپورٹیشن ٹیرف اور ٹرانزٹ فیس کے امور شامل ہیں جن میں سے کسی بھی نکتے پر کوئی خاص فیصلہ نہیں ہو سکا اور فریقین نے ان نکات کے بنیادی طورپر اصولی اتفاق کرلیا ہے ۔ بعد میں دونوں ملکوں کے وزراء پٹرولیم نے مشترکہ پریس کانفرنس سے خطاب کرتے ہوئے کیا۔ پریس کانفرنس سے خطاب کرتے ہوئے و فاقی وزیر پٹرولیم خواجہ محمد اصف نے کہا کہ مذاکرات جو انتہائی خوشگوار ماحول میں ہوئے اور منصوبے کے حوالے سے تین نکات پر بات چیت ہوئی ہے انہوں نے کہاکہ مذاکرات میںا س بات پر اتفاق کیا گیا ہے کہ اس منصوبے کے حوالے سے ان نکات پر دونوں وزراء پٹرولیم اپنی اپنی حکومتوں سے بات چیت کریں گے۔ انہوں نے کہا کہ اس سہہ ملکی گیس پائپ لائن منصوبے پر معاہدہ کرنے میں اب زیادہ وقت نہیں لگے گا بلکہ تمام ایشوز اگلے دو ہفتوں میں حل کر لیے جائیںگے۔ انہوں نے کہا کہ دونوں ملکوں کے حکام نے منصوبے کی بنیاد پر اتفاق رائے پایا گیا ہے کیونکہ اس منصوبے کی دونوں ملکوں کو اشد ضرورت ہے ۔ انہوں نے کہا کہ اس معاہدے کی تکمیل سے پاکستان اور بھارت کے درمیان نئے دور کا آغاز ہو گا۔ اس لیے اس سہہ ملکی گیس پائپ لائن منصوبے کو امن معاہد ہ قرار دیا گیا ہے ۔ انہوں نے کہا کہ اس منصوبے سے نہ صرف پاکستا ن اور بھارت کو گیس کی ضرورت پوری ہو گی بلکہ اس سے دونوں ملکوں کے درمیان اقتصادی تعلقات کو فروغ ملے گا۔ ایک سوال کے جواب میں انہوں نے کہا کہ گیس پائپ لائن سیکورٹی کا کوئی مسئلہ نہیں ہے اس وقت بھی پاکستان مین سوئی سدرن اور سوئی ناردرن گیس پائپ لائن موجود ہے جس کو سیکورٹی کاکوئی مسئلہ نہیں ہے ۔ انہوں نے کہا کہ ایران ہمیں اس منصوبے کے ذریعے ساؤتھ ہارس گیس فیلڈ سے گیس مہیا کرے گا جس پر مجموعی طور پر سات ارب 50 کروڑ ڈالر کا خرچہ آئے گا۔ انہوں نے کہا کہ سہ ملکی گیس پائپ لائن گوادر سے نواب شاہ جائے گی جہاں سے اسے بھارت داخل کردیا جائے گا۔ انہوں نے اس امید کا اظہار کیا کہ یہ منصوبہ اگلے سال شروع ہو جائے گا اور 2012 ء تک مکمل کرلیا جائے گا۔ اس موقع پر بھارتی وزیرپٹرولیم نے پریس کانفرنس سے خطاب کرتے ہوئے کہا کہ بھارت اس منصوبے میں ضرور شامل ہو گا کیونکہ بھارت اپنے پڑوسی ممالک سے تعاون اور اچھے تعلقات چاہتا ہے انہوں نے کہا کہ اس معاہدے سے نہ صرف پاکستان اور بھارت کے درمیان باہمی تعاون کو فروغ ملے گا بلکہ اس سے دونوں ملکوں کو ایک دوسر پر اعتماد میں بھی اضافہ ہوگا۔ انہوں نے کہا کہ ہم گیس پائپ لائن کے ذریعے مناسب مقدار میں اور بلارکاوٹ گیس کی سپلائی چاہتے ہیں ۔ ایک سوال کے جواب میں انہوں نے کہا کہ بھارت کو اس منصوبے سے دستبرداری کے حوالے سے امریکہ سے کوئی دباؤ ہے نہ امریکہ نے تحفظات کا اظہار کیا ہے انہوں نے کہا کہ گیس ہماری ضرورت ہے جس پر ہم کسی کا دباؤ قبول نہیں کریں گے۔

اسلام آباد ہائی کورٹ نے ججوں کی بحالی پر قرار داد رکوانے کی درخواست خارج کر دی

اسلام آباد ۔ اسلام آباد ہائی کورٹ نے ججز کی بحالی پر قرار داد رکوانے کے خلاف دائر پٹیشن ناقابل سماعت قرار دے کر خارج کر دی ۔ جمعہ کے روز اسلام آباد ہائی کورٹ کے چیف جسٹس سردار محمد اسلم کی عدالت میں اس پٹیشن کی مختصر سماعت ہوئی اور درخواست گزار مولوی اقبال حیدر کورٹ میں پیش نہیں ہوئے ۔ جس پر عدالت نے مختصر حکم میں کہا کہ اس آئینی درخواست پر رجسٹرڈ آفس نے اعتراضا ت اٹھائے ہیں کہ اسی طرح کی ایک اور آئینی درخواست سپریم کورٹ آف پاکستان میں زیر سماعت ہے انہوں نے کہا کہ ایسے حالات میں ممکن نہیں ہے کہ اس درخواست پر کارروائی کی جائے اور ان حالات میں یہ درخواست ناقابل سماعت ہے اس لئے اسے خارج کیا جاتا ہے

راولپنڈی ۔ سپریم کورٹ بار ایسوسی ایشن کے صدر بیرسٹر اعتزاز احسن نے کہا ہے کہ ملک بھر کے وکلاء اور 16 کروڑ عوام اپنی سیاسی قیادت کی طرف سے دی گئی 30 اپریل کی تاریخ کا بے صبری سے انتظار کر رہے ہیں ہمیں کسی کی نیت پر کوئی شک شبہ نہیں بلکہ توقع ہے کہ 30 اپریل اعلان مری اور عدلیہ کی بحالی کا دن ہو گا سپریم کورٹ بار نے مجھے این اے 55 سے الیکشن لڑنے کی اجازت دے دی ہے تاہم میں پارٹی ٹکٹ پر الیکشن لڑوں گا اگر آصف زرداری نے یہاں سے الیکشن میں حصہ لیا تو انہیں خوش آمدید کہوں گا آئینی پیکج اور ججوں کی بحالی دو الگ معاملے ہیں آئینی بیکج کے حوالے سے معزول ججوں کی رائے سب سے مقدم ہے ان خیالات کا اظہار انہوں نے جمعہ کے روز راولپنڈی آرٹس کونسل میں جناح انسٹیٹیوٹ آف انفارمیٹکس اینڈ کامرس کی سالانہ تقریب تقسیم انعامات سے خطاب اور صحافیوں سے گفتگو کر تے ہوئے کیا تقریب سے انسٹیٹیوٹ کے چیئر مین و سابق وزیر اعلیٰ کے مشیر راحت قدوسی نے بھی خطاب کیا ذرائع ابلاغ سے گفتگو کر تے ہوئے اعتزاز احسن نے کہا کہ آنے والا ہفتہ ملکی حالات میں مثبت پیش رفت کا پیش خیمہ ثابت ہو گا انہو ںنے کہا کہ ہمیں کسی کی نیت پر کوئی شک و شبہ نہیں ہے اور یقین ہے کہ اعلان مری پر پوری طرح عملدر آمد کیا جائے گا موجودہ حالات میں ہم کوئی ایسی بات نہیں کر نا چاہتے کہ کوئی وکلاء کی تحریک پر انگلی اٹھائے ایک سوال کے جواب میں انہو ںنے کہا کہ مجوزہ آئینی پیکج کا معزول ججوں کی بحالی سے کوئی تعلق نہیں یہ دونوں الگ معاملے ہیں تاہم آئینی پیکج کے مسئلے پر معزول ججوں سے مکمل مشاورت کی جائے گی کیونکہ اس حوالے سے ان کی رائے سب سے مقدم ہے انہوں نے کہا کہ ملک بھر کے وکلاء اور 16 کروڑ عوام 30 اپریل کی تاریخ کا بے صبری اور بے چینی سے انتظار کر رہے ہیں یہ تاریخ وکلاء نے نہیں بلکہ سیاسی عمائدین نے مقرر کی تھی ایک اور سوال کے جواب میں انہو ںنے کہا کہ راولپنڈی کے حلقہ این اے 55 سے الیکشن میں حصہ لینے اور پارٹی ٹکٹ کے حصول کے لئے پیپلز پارٹی کو درخواست دے رکھی ہے اگرچہ یہ سیٹ نواز شریف کی ہے لیکن انہو ںنے مجھے اس کی پیش کش کی ہے تاہم میں پارٹی ٹکٹ پر الیکشن میںحصہ لوں گا لیکن اگر آصف علی زر داری نے اس حلقہ سے الیکشن لڑا تو انہیں خوش آمدید کہوں گا انہوں نے کہا کہ سپریم کورٹ بار ایسوسی ایشن نے انہیں اتفاق رائے سے الیکشن لڑنے کی اجازت دے دی ہے تا کہ کامیاب ہو کر عدلیہ کی بحالی کے معاملے کو موثر انداز میں پارلیمنٹ میں اٹھا سکوں قبل ازیں تقریب سے خطاب کر تے ہوئے انہو ںنے کہا کہ قائد اعظم پاکستان کو مکمل فلاحی ریاست بنانا چاہتے تھے لیکن ہم نے اسے کبھی فلاحی ریاست نہیں بننے دیا پے در پے مارشل لاء کی حکومتوں نے فلاحی ریاست کو قومی سلامتی کی ریاست میں تبدیل کر دیا جہاں پر عوام کی فلاح و بہبود کے بجائے ہمیشہ فوج کو مقدم رکھا گیا انہو ںنے کہا کہ 40 ہزار ایٹم بم کی حامل فوجی قوت و ریاست روس بھی ا سلئے تباہ ہو گئی کہ اس کے عوام بد حال تھے انہو ںنے کہا کہ یورپ و امریکہ ہمارے لئے لاکھ برے سہی لیکن وہ اپنے عوام کے حقوق و مفادات کے محافظ ہیں انہوں نے کہا کہ پاکستان میں ریاستی ادارے 58 سال سے فوجی آمریت کے تسلط میں ہیں لیکن دو سال سے وکلاء عدلیہ سمیت ان اداروں کی آزادی کی جنگ لڑ رہے ہیں کیونکہ عدل کے بغیر جمہوریت اور پارلیمان نہیں چل سکتے۔

اگر موجودہ حکومت ججز کو بحال نہ کرسکی تو یہ ملک کیلئے بڑا سیاہ دن ہوگا ۔جاوید ہاشمی

کراچی۔ مسلم لیگ ن کے سنیئر نائب صدر مخدوم جاوید ہاشمی نے کہا ہے کہ اگر موجودہ مخلوط حکومت اعلان مری کے مطابق ججز کو بحال نہ کرسکی تو یہ ملک کیلئے 9 مارچ ،12 مئی اور 9 اپریل سے بھی بڑا سیاہ دن ہوگا۔ جبکہ عدلیہ کی بحالی کے بغیر ملک سیاسی و معاشی عدم استحکام کا شکار ہوجائے گا۔ انہوں نے کہا کہ مخلوط حکومت کو چاہیئے کہ فوری طور پر صدر کے مواخذے کے بجائے آئین کے آرٹیکل 6 کے تحت آئین توڑنے والے آمر کے خلاف کارروائی کرے۔ اگر اس وقت آئین توڑنے والے آمر کے خلاف کارروائی نہیں کی گئی تو ملک میں بار بار آئین ٹوٹتا رہے گا ۔ ججز کی بحالی کیلئے مسلم لیگ ن کسی آئینی پیکج کو قبول نہیں کرے گی کیونکہ ججز کی بحالی اور آئینی پیکج دو علیحدہ علیحدہ معاملے ہیں ۔ اس لیئے ہمارا موقف ہے کہ ججز کی بحالی اعلان مری کے تحت آئندہ چھ روز میں کردی جائے تاہم اگر اس سلسلے میں چند روز تاخیر ہو تو برداشت کیا جاسکتا ہے مگر اصولی طور پر ججز کی بحالی مقررہ وقت پر ہونی چاہیئے۔ انہوں نے کہا کہ اگر ایم کیو ایم ججز کی بحالی ،آئین کے آرٹیکل 58-2B کے خاتمے ، 12 مئی کے واقعے کی انکوائری اور اس کے نتائج کو قبول کرنے کے علاوہ 9 اپریل کے واقعے میں ملوث افراد کے خلاف کارروائی کے حوالے سے ہمارے موقف کی تائید کرے تو ایم کیو ایم سے بات کرنے کو تیار ہیں۔ انہوں نے کہا کہ اگر ججز کواعلان مری کے مطابق بحال نہیں کیا گیا تو مسلم لیگ ن حکومت کونقصان پہنچائے بغیر وزارتوں سے علیحدہ ہوجائے گی۔ان خیالات کا اظہار انہوں نے جمعے کو کراچی پریس کلب میں منعقد ایک پریس کانفرنس سے خطاب کرتے ہوئے کیا۔ اس موقع پر ان کے ہمراہ مسلم لیگ ن سندھ کے رہنما سلیم ضیاء ، نہال ہاشمی ایڈووکیٹ بھی موجود تھے۔ مخدوم ہاشمی نے کہا کہ دنیا بھر میں کسی بھی ملک میں ججز کے خلاف ایسی کارروائی نہیں ہوتی جس طرح پاکستان میں کی گئی ہے۔ انہوں نے کہا کہ ہم ججز کی بحالی میں تاخیر اور ان کے اختیارات میں کمی کی کسی بھی تجویز کی مخالفت کرتے ہیں اور ججز کے اختیارات کے حوالے سے ہم کوئی معمولی تبدیلی کو بھی برداشت نہیں کریں گے اور ہمارا یہ موقف ہے کہ ججوں کو دو نومبر کی پوزیشن پر ہی بحال کیا جائے۔ انہوں نے کراچی آمد کے حوالے سے بتایا کہ میں کراچی میں وکلاء ، سول سوسائٹی اور میڈیا کو ان کی جدوجہد کے حوالے سے سلام پیش کرنے آیا ہوں۔ انہوں نے کہا کہ ججوں کی بحالی کے سلسلے میں وکلاء اور سول سوسائٹی کی تحریک میں ایک شیشہ بھی نہیں ٹوٹا مگر بدقسمتی سے کراچی کو آگ سے گزارا گیا جن میں 12 مئی اور 9 اپریل کے واقعات شامل ہیں ۔ انہوں نے کہا کہ 12 مئی کو کراچی میں ایسے حالات رونما ہوئے جس سے ایسا لگا کہ کراچی کو ملک سے الگ کردیا گیا ہے یعنی اس کی آزادی کا اعلان کردیا گیا ہے۔ انہوں نے کہا کہ 12 مئی کو کراچی میں ٹرینوں کی آمد و رفت بند اور ایئرپورٹ کو سیل کردیا گیا جبکہ 9 اپریل کو طاہر پلازہ میں وکلاء کو زندہ جلایا گیا۔ انہوں نے کہا کہ مجھے طاہر پلازہ میں جاتے ہوئے خوف محسوس ہوا کیونکہ طاہر پلازہ میں جس بربریت کا مظاہرہ کیاگیا ہے ایسے مناظر میں نے پہلے کبھی نہیں دیکھے کیونکہ طاہر پلازہ میں وکلاء کے سینکڑوں دفاتر اس طرح جل گئے کہ عمارت کی چھتیں پگھل گئیں ۔ انہوں نے کہا کہ وکلاء اور سول وسائٹی ججوں کی بحالی کے سلسلے میں ایسے کٹھن مراحل سے گزرے ہیں جن میں جانوں کی قربانیاں شامل ہیں۔ اب اس موقع پر قوم کو ججوں کی بحالی کی نوید سنائی جائے ۔جو عہد دونوں بڑی پارٹیوں نے قوم سے کیا تھا اسے 30 دنوں میں پورا کیا جائے کیونکہ ججوںکی بحالی کیلئے 6 دن باقی رہ گئے ہیں اور اب اس میں دو رائے نہیں ہوسکتیں۔ اس موقع پر انہوں نے کہا کہ میری معلومات کے مطابق نواز شریف صاحب لندن چلے گئے ہیں جبکہ آصف زرداری دبئی چلے گئے ہیں جبکہ قومی اسمبلی کا اجلاس غیر معینہ مدت تک کیلئے ملتوی کردیا گیا ہے۔ تاہم میں سمجھتا ہوں کہ ججوں کی بحالی کیلئے جو وعدہ قوم سے کیا گیا ہے اسے ہر قیمت پر پورا ہونا چاہیئے۔ انہوں نے خبردار کیا کہ اگر اب اعلان مری پر عمل در آمد نہیں ہوا تو یہ ملک کیلئے 9 مارچ ،12 مئی اور 9 اپریل سے بھی بڑا سیاہ دن ہوگا۔ انہوں نے کہا کہ میری تمام سیاسی قیادتوں سے اپیل ہے کہ وہ ججوں کی بحالی کے سلسلے میں قوم سے کیئے گئے وعدے پورا کریں اور غیر مشروط طور پر ججوں کو 2 نومبر 2007؁ء کی پوزیشن پر بحال کریں ۔ انہوں نے کہا کہ اگر عدلیہ بحال نہ ہوئی تو ملک معاشی و سیاسی عدم استحکام کا شکار ہوجائے گا اور اس صورتحال کی تمام تر ذمہ داری موجودہ اتحادی حکومت پر عائد ہوگی۔ انہوں نے کہا کہ دنیا بھر میں عدلیہ کی بحالی کے بغیر جمہوریت کا کوئی تصور نہیں ۔ انہوں نے کہا کہ ہم نے انتخابات وزارتوں یا عہدوں کیلئے نہیں لڑے تھے ۔ اگر اعلان مری کے مطابق ججوں کو بحال نہ کیا گیا تو ہم حکومت کو نقصان پہنچائے بغیر علیحدہ ہوجائیں گے۔ انہوں نے کہا کہ ججوں کی بحالی کے سلسلے میں ہم کسی آئینی پیکج کو تسلیم نہیں کرتے ہیں ۔ انہوں نے واضح کیا کہ ججوں کی بحالی اور آئیی پیکج دو الگ الگ معاملے ہیں ۔ آئینی پیکج میثاق جمہوریت میں شامل تھا جبکہ اعلان مری میں ججوں کی بحالی کا اعلان غیر مشروط تھا ۔ اس لیئے ججوں کی بحالی غیر مشروط کی جائے جس کیلئے ہم میثاق جمہوریت کے مطابق آئینی اصطلاحات پیکج لاتی ہے وہ ایک الگ معاملہ ہے۔ ججوں کے اختیارات کم کیئے جانے کے حوالے سے سوال پر انہوں نے کہا کہ ججوں کے اختیارات کے حوالے سے ہم کسی فل اسٹاپ کو یا کسی بھی تبدیلی کو قبول نہیں کریں گے۔ انہوں نے کہا کہ یہ کیسے ممکن ہے کہ ایک اعلیٰ جج کو سوموٹو ایکشن سے روکا جائے ۔ اس موقع پر انہوں نے واضح کیا کہ اگر ہمیں محسوس ہوا کہ ہم مقصد میں ناکام ہورہے ہیں تو ہم حکومت توڑے بغیر حکومت سے علیحدہ ہوجائیں گے تاہم ججوں کی بحالی کے سلسلے میں دو چار دنوں کی تاخیر ہوگی تو اس سے کوئی فرق نہیں پڑتا ۔ اس موقع پر انہوں نے کہا کہ پرویز مشرف کا مستقبل تاریک ہے اور وہ اپنی حمایت کھوچکے ہیں ۔ اس ملک میں کوئی بھی پارٹی پرویز مشرف کو مستقبل میں سپورٹ کرنے کی پوزیشن میں نہیں ہوگی جبکہ یورپین یونین ان کی تمام پولیسیوں کو مسترد کرچکی ہے۔ ایک موقع پر انہوں نے صدر پرویز کے مواخذے کے حوالے سے پوچھے گئے سوال پر کہا کہ مواخذے کیلئے دو تہائی اکثریت کا مسئلہ ہے تاہم مواخذے سے بڑی بات یہ ہے کہ صدر مشرف کے خلاف آئین کے آرٹیکل 6 کے تحت کارروائی کی جائے ۔ انہوں نے کہا کہ جب تک کسی آمر کے خلاف آئین کے آرٹیکل 6 کے تحت کارروائی نہ کی گئی تو ملک میں بار بار آئین توڑا جاتا رہے گا۔

اسلام آباد ۔ وزیر اعظم سید یوسف رضا گیلانی نے کہاہے کہ حکومت تمام قومی ایشوز کو اتفاق رائے سے حل کرے گی ۔ مشترکہ جمہوری ایجنڈے کو آگے بڑھانے کے سلسلے میں کوئی سمجھوتہ نہیں کیاجائے گا ۔ان خیالات کا اظہار انہوں نے ججوں کی بحالی کے حوالے سے حکمران اتحاد کی دونوں بڑی جماعتوں پاکستان پیپلز پارٹی اور پاکستان مسلم لیگ ن کے قائم کی گئی کمیٹی کے ارکان سے ملاقات میں کیا۔ کمیٹی کے ارکان نے پارلیمنٹ ہاؤس میں وزیر اعظم سے ان کے چیمبر میں ملاقات کی جو نصف گھنٹے تک جاری رہی ۔وزیر اعظم سید یوسف رضا گیلانی نے کہاہے کہ حکومت ملک میں قومی سیاسی مفاہمت کے لیے کوشاں ہے ۔ تمام ایشوز کو عوام کے جذبات احساسات کے مطابق حل کیا جائے گا۔ ذرائع کے مطابق وزیر اعظم نے کمیٹی کے ارکان کو یقین دہانی کرائی ۔ ججز کی بحالی کے حوالے سے طے شدہ امور پر اس کی روح کے مطابق عمل کیا جائے گا ۔کمیٹی کے ارکان کی وزیر اعظم سے اس ملاقات میں ججز کی بحالی کے معاملے پر کمیٹی میں ہونے والی پیشرفت سے انہیں آگاہ کیا گیا ۔ ملاقات کے حوالے سے سینئر وفاقی وزیر چوہدری نثار علی خان نے میڈیا کو بتایا کہ مشاورت کا سلسلہ ابھی چل رہاہے اور وزیر اعظم سے کمیٹی کے ارکان کی ملاقات بھی اسی مشاورت کا حصہ ہے ۔انہوں نے مزید کہا کہ کمیٹی کے آئندہ اجلاس میں معاملات کو آگے بڑھایا جائے گا ۔ دونوں جماعتیں اعلان مری کے مطابق ججز کی بحالی کے مسئلے کے حل پر اتفاق رکھتیں ہیں انہوں نے کہاکہ اس حوالے سے حکمران اتحاد قوم کو مایوس نہیں کرے گا۔

Pakistan closing in on pact with militant's tribe

PESHAWAR, Pakistan - Pakistan is close to clinching a peace pact with one of the most recalcitrant tribes in its lawless border regions to rein a Taliban leader regarded as a cohort of al Qaeda.
Baitullah Mehsud hails from the Shahbikhel, a sub-tribe of the Mehsud, who with the Wazir represent the main tribes in Waziristan, the tribal region furthest from Peshawar, the capital of North West Frontier Province.
Nullifying the threat posed by the semi-literate and barely 5-ft (1.5 m) tall Mehsud, seen as one of the country's most dangerous militants, is a priority for Pakistan's new government.
His followers are believed to have played a central role in a campaign of violence, including a wave of suicide attacks, that engulfed Pakistan after the army stormed Islamabad's Red Mosque last July to crush an armed student movement.
"It's now a matter of days before we have an agreement. The talks are in a very advanced stage," a senior government official involved in the negotiations told Reuters.
The government is negotiating with the elders of the Mehsud tribe to pressure the thirty-something militant leader, who says he is compelled by his religion to fight to his death to drive foreign occupiers from tribal lands.
Pakistani officials in the last government, and CIA Director Michael Hayden, named Mehsud as prime suspect in the assassination of former prime minister and opposition leader Benazir Bhutto in December.
The new government, led by Bhutto's party, is not so sure about Mehsud's guilt, and is still holding out for a U.N. investigation.
Draft accord
A draft of the 15-point accord with the Mehsud tribal elders was shown to Reuters.
It included a call for an end to militant activity, exchange of prisoners and gradual withdrawal of the army from South Waziristan.
The draft did not explicitly say whether militants should stop cross-border attacks into neighbouring Afghanistan.
But it did say Mehsud tribesmen should expel al Qaeda and other foreign fighters from their area within a month and stop their lands being used as a base for attacks.
While the authorities and tribal elders made final touches to the pact, Mehsud, who was declared as the leader of the Pakistani Taliban late last year, on Wednesday ordered his followers to stop attacks inside Pakistan.
A government official described the ceasefire as part of a series of confidence building measures that will be taken before the agreement is signed.
He said the government also planned to lift blockade of Mehsud territory by the military.
Break with the past
Having won an election in February, and formed a coalition last month, the partners in the new government are keen to break with the policies of President Pervez Musharraf, who has tried everything from military offensives to appeasement.
Critics say the new government will end up trying all the options Musharraf has already tried, but it won't be handicapped by the baggage of Musharraf's unpopularity.
Musharraf was demonised by al Qaeda and associated Pakistani jihadi movements after he abandoned support for the Taliban in Afghanistan by joining a U.S.-led war on terrorism following the Sept. 11, 2001, attacks on the United States.
He was also deeply unpopular among the Pashtun tribes for having deployed the army in the semi-autonomous tribal lands in 2002, the first time in Pakistan's history.
Security analysts say the accord might lead to a lull in militant activity but it was unlikely to last long.
Similar pacts have been made in the past, and critics, including U.S. commanders in Afghanistan, said such deals let the al Qaeda and the Taliban regroup in peace.
U.S. Assistant Secretary of State, Richard Boucher, on Wednesday extended a cautious support for talks with the tribes.
"But in the end, it's the outcome that matters," he told a press briefing in Washington.
"Are these agreements going to produce an end to the cross-border infiltration, and end to the suicide bombers that head into other parts of Pakistan as well as into Afghanistan, and an end to the plotting and planning of al Qaeda from this area?"

IAEA to probe US report of Syrian atom reactor

VIENNA - The head of the U.N. nuclear watchdog pledged on Friday to investigate what he called serious U.S. accusations that Syria secretly built a nuclear reactor with North Korean help.
Syria, which denies the U.S. allegations, accused the United States of involvement in an Israeli air attack in September that Washington says destroyed the site of an atomic reactor in a remote part of the Arab state.
Mohamed ElBaradei, director of the International Atomic Energy Agency, said the allegations by U.S. intelligence against Syria would be investigated with due vigour.
"The Agency will treat this information with the seriousness it deserves and will investigate the veracity of the information," ElBaradei said in a statement.
He criticised the United States for not disclosing its intelligence information sooner. Israel should have given IAEA inspectors a chance to investigate any Syrian nuclear activity before bombing the site, he added.
ElBaradei confirmed Washington had handed over information which said that a Syrian installation destroyed by an Israeli air strike in September was an unfinished atomic reactor.
The U.S. intelligence material, which included photographs, said the suspected Syrian nuclear plant built with North Korean help was "nearing operational capability in August 2007" -- the month before the Israeli strike.
ElBaradei said in his statement: "According to this information, the reactor was not yet operational and no nuclear material had been introduced into it."
Thursday's U.S. disclosure did not amount to proof of an illicit nuclear arms programme since there was no sign of a reprocessing plant needed to convert spent fuel from the plant into bomb-grade uranium, analysts said.
"The United States and Israel have not identified any plutonium-separation or nuclear weaponisation facilities," David Albright and Paul Brannan of the Institute for Science and International Security said in an email commentary.
"The absence of such facilities gives little confidence that the reactor was part of an active nuclear weapons programme," they said. "The United States does not have any indication of how Syria would fuel this reactor..., which raises questions about when this reactor could have operated."
Syria makes comparison with Iraq
Syria compares the U.S. allegations to those made against Iraq about illegal weapons that were never found. It accused the United States of colluding in Israel's air strike.
"The U.S. administration was apparently party to the execution" of the September raid by Israeli warplanes on eastern Syria," a Syrian government statement said, without giving details. A U.S. official said Washington did not give Israel any "green light" to strike the area.
Israel is widely believed to have the Middle East's only nuclear arsenal which experts estimate at up to 200 warheads. The Jewish state has never declared its nuclear firepower as part of a "strategic ambiguity" policy to deter adversaries.
ElBaradei said Syria would have been obliged under its non-proliferation safeguards agreement with the Vienna-based IAEA to inform its inspectors in advance of any planning and construction of a nuclear facility.
But he deplored Washington's failure to turn the information over to the IAEA on the alleged reactor, said to have been launched in 2001, much earlier to help "enable us to verify its veracity and establish the facts".
"In light of the above, (I) view the unilateral use of force by Israel as undermining the due process of verification that is at the heart of the non-proliferation regime," ElBaradei added.
Syria has belonged to the 144-nation IAEA since 1963 and has one, declared small research reactor subject to U.N. inspection.
Diplomats close to the IAEA said Syria refused requests for agency inspectors to visit the alleged reactor site after the air raid. Syria subsequently razed and buried the installation and removed "incriminating equipment", Washington said.
The IAEA has been investigating the disputed uranium enrichment programme of Iran, Syria's close ally, since 2003. Iran is under U.N. sanctions for failing to prove the work is only for electricity, not atom bombs, and refusing to halt it.
The White House said the United States was convinced that North Korea had helped Syria to construct a clandestine nuclear reactor. The comment came after intelligence officials briefed U.S. lawmakers about the raid.
Under a deal North Korea struck with five regional powers, it had until the end of 2007 to disclose a complete list of its fissile material and nuclear weaponry as well as answer U.S. suspicions of enriching uranium and proliferating technology.

Prime Minister Syed Yousuf Raza Gilani has said that with the support of 160 million people the coalition government would successfully meet the challenges which it has inherited from the previous government.
The Prime Minister said this while talking to a delegation of people from various walks of life belonging to different regions of the country who called on him at the PM’s House this evening.
The Prime Minister said the country is passing through a difficult phase of numerous challenges, foremost being the shortage of energy and wheat. To meet these challenges, he said, the government has taken various measures on war footing.
The Prime Minister said the government has taken various initiatives under the 100-day austerity programme which primarily focuses on better management of existing resources.
He said in addition to controlling inflation, encouraging investment and increasing the country’s power generation capacity the government has also taken steps for restoring law and order in the country which is essential for the country’s economic growth.
The Prime Minister said that in the recent elections democratic forces succeeded in winning the mandate of the majority of people because of their manifesto and the government would make all possible efforts to implement the commitments made therein.
The Prime Minister said every MNA is being provided funds worth Rs. 10 million in the current fiscal year regardless of their party affiliation for meeting the immediate development needs at the grassroots level.
The participants briefed the Prime Minister about various matters relating to their areas including unemployment, provision of education and health facilities, clean drinking water, gas, electricity, sewage, and the construction of roads.
They also congratulated him on becoming the country’s first Prime Minister to enjoy the unanimous confidence of the entire National Assembly.

IRI’S DIRECTOR CALLS ON INFORMATION MINISTER

“The newly established government has inherited multifarious challenges such as food and energy crisis, unemployment and inflation resulting from the inefficiency, and imprudent policies of the previous regime. The new government has the vision and policies for the relief and economic uplift of the masses. All it needs is time and support to resolve these complex and long-standing issues of public concern.” These observations were made by Federal Minister for Information and Broadcasting, Ms. Sherry Rehman, during a meeting with Mr. Tom Garrett, Regional Director of Middle East & North Africa of the International Republican Institute (IRI), who called on the Minister in Islamabad today.
The Minister said that we have ensured maximum freedom of media in the country and a bill has been tabled in the National Assembly to remove black media laws. “In order to ensure transparency and accountability, the media would be given free access to the meetings of standing committees of the Parliament”, the Minister added.
Mr. Tom Garrett appreciated the vision of the new democratic government and hoped that its policies would solve the hardships of the common man. He termed the establishment of democratic government as a welcome step and said that it would further strengthen democratic institutions in Pakistan.

PAKISTAN & JAPAN TO EXPAND DEFENCE, TRADE TIES

Pakistan and Japan have agreed to further intensify and promote bilateral cooperation in the fields of trade, economy and Defence for the mutual benefits of the two countries. This was discussed at a meeting between Federal Minister for Defence, Chaudhry Ahmad Mukhtar, and the Japanese Ambassador to Pakistan, Mr. Seiji Kojima, who called on the Minister, here today. The envoy congratulated the Minister on assuming the charge of Minister for Defence.
The meeting expressed satisfaction over the growing ties and multi-faceted cooperation between the two countries. It emphasized to further strengthen and broaden Defence cooperation. The anti-terror efforts made by Pakistan also came under discussion at the meeting. The Minister informed the envoy that Pakistan was pursuing a multi-pronged strategy to contain and eliminate terrorism. He said that the strategy adopted by the present government to initiate dialogue and negotiations with these elements had started paying the dividends and the security situation had witnessed a marked improvement since the formation of the new government. The Ambassador also conveyed to the Minister that his country had resumed fuel supply to the Pakistan’s Navy ships, which were taking part in the Coalition Maritime Campaign Plan.
The Minister told the envoy that the environment in Pakistan was investment- friendly and there were greater investment opportunities for the Japanese investors in various sectors. The Minister stressed upon the envoy to bring Japanese industrialists and businessmen to benefit of the present environment and invest in textile, mobile and auto-parts sectors.
The Ambassador of Jordan to Pakistan, Dr. Saleh Ahmed Al-Jawarneh, also called on the Minister and discussed with him matters of mutual interest. He felicitated the Minister on assumption the assignment of Minister for Defence. The Minister told the envoy that Pakistan attached greater significance to its ties with Jordan as the two countries had deep-rooted relationship based on shared faith and values, besides a commonality of perceptions on regional and international issues. The envoy informed the Minister that his country was keen to further expand and increase cooperation in the spheres of trade, economy and particularly Defence. He said that Pakistan’s assistance in this regard was of vital importance. The Minister assured the envoy that Pakistan would continue to support the Jordan in these areas especially in the field of Defence.

TO CONTINUE DIPLOMATIC AND MORAL SUPPORT OF KASHMIRIS STRUGGLE: DEFENCE MINISTER

Bomb explosion kills three, wounded 26 in Mardan: DPO

MARDAN : A powerful bomb planted in motorcar ripped through in a busy market near City Police Station here on Friday morning, killing three persons including ASI and wounded 26 others, DPO Tahir Khan said.
Assistant Sub Inspector, Farruk Saeed, owner of hotel Sher Muhammad and another perons Fazal Subhan were killed instantly while 26 others sustained injuries when the miscreants detonated the bomb fixed in car parked on backside of the City Police Station in congested Mardan city, he told APP. The incident was meant to create harassment among law abiding people of Mardan and sabotage peaceful atmosphere of the city, he added. He said that police has recovered pieces of the explosive device for evidence and the culprits would be arrested soon.
Twenty-six persons including Shamsur Rehman, Noushad, Noor Ali, Aziz Gul, Muhammad Raffique, Lal Nawaz, Saeed Khan, Nazir Ahmed, Hidayat Khan, Tauheed, Anwar Shah, Riaz Khan, Inmtiaz, Nazir Muhammad and Sabir were among the injured.
Police said that number of casualty may further increase.
More than 20 shops were destroyed. The injured were shifted to Mardan’ district hospital while the critical wounded have been shifted to Peshawar’s Lady Reading Hospital where condition of some patients are stated to be precarious. The emergency has been declared in the hospital and all the doctors and paramedics were immediately called from their private clinics and homes. Police has registered case and are investigating.

PM condemns Mardan blast

ISLAMABAD : Prime Minister Syed Yousuf Raza Gilani Friday condemned the car bomb explosion that claimed several lives and injured dozens at a police station.
“Such acts of violence cannot deter our determination to fight terrorism, Gilani said in a message.
The perpetrators of this heinous crime would be brought to justice and said the government would take stern measures to ensure that nobody disrupts law and order and creates insecurity for the people.
The Prime Minister directed the provincial government and the concerned agencies to ensure proper medical care for the injured.
The Prime Minister conveyed his condolences to the bereaved families and prayed to Almighty Allah to rest the departed souls in eternal peace.

Stock Exchange crash scam referred to house committee

ISLAMABAD : Speaker National Assembly Friday referred the 2005 Karachi Stock Exchange (KSE) scam, in which small investors lost Rs 700 billion, to house standing committee on finance. The decision of the speaker was received by the members by thumping of desks.
Finance Minister Ishaq Dar responding to a point of order by Ayaz Sadiq said, it was very unfortunate that small investors were deprived of their earnings in a scam which the previous government tried to cover up.
He said 11.6 billion dollars were lost which come to Rs 700 billion, when the stock exchange crashed in 2005.
“The scam involved many big names,” he added.
Quoting the report of a US forensic team hired by the former government to investigate the scam, Dar said it found wrong doings (in the stock exchange) by a significant number of brokers.
“The authorities at the time in order to save themselves hired the American firm,” he said, adding that Pakistani task force formed to investigate also pointed out the culprits.
However, Dar said, the government took the plea that they did not have the back-up data of the stock exchange.
He said since it is not a small scam and the investigation reports are also available, therefore it should be referred to the finance committee.

Mismanagement in wheat export, import dents Pak economy by Rs 44.9 bln, NA told

ISLAMABAD : Minister for Finance, Muhammad Ishaq Dar Friday informed the National Assembly that the country has to suffer a loss of Rs.44.9 billion owing to mismanagement in the export and import of wheat by the previous government.
The previous government allowed export of half a million metric tonnes wheat at a rate of $ 200 per tonnes because of inaccurate estimates of wheat crop, he said while responding to a query in this regard during “Question Hour”.
Later, due to shortage of wheat in the country, orders for the import of 1.7 million metric tonnes at rate of $ 500 per tonnes were placed thus inflicting a loss of Rs.44.9 to the national exchequer, he added.
Ishaq Dar said that an estimated 21.8 million tonnes of wheat crop is likely this year, however, the government will ensure accurate estimates of wheat crop when the second estimation will come by end of this month.
He said there will be shortage of 920,000 tonnes of wheat in the country this year, adding, the Cabinet has given approval for the import of 1.5 million metric tonnes of wheat to overcome this shortage.
Responding to a query, he said the house committee on finance should probe the mismanagement in export and import and wheat and suggest measures who were beneficiaries.
He said the finance ministry is trying to control damage done by the previous government in financial matters.
Only 10 weeks of current financial year are remaining but we will do maximum recovery and try to control damage.
The Finance Minister expressed satisfaction over the quality of imported wheat saying, there were no complaints regarding its quality.

IHC rejects writ petition seeking stay of proposed constitutional package

ISLAMABAD : The Islamabad High Court here Friday dismissed a writ petition seeking stay of a proposed constitutional package for restoration of the deposed judges. Chief Justice Sardar Mohammad Alsam rejected the petition on the grounds that it was not maintainable as a similar application was pending with the Supreme Court of Pakistan.
Neither Maulvi Iqbal Haider, the petitioner, nor his counsel M A Bhatti advocate appeared before the court for arguments.
Sardar Aman, appeared before the bench and informed that the petitioner was not provided with due security therefore, it would be difficult for him to turn up and argue his case.
Chief Justice asked him to contact Maulvi Iqbal and he would send policemen to escort him, but the petitioner did not turn up.
Maulvi Iqbal Haider, chairman Awami Himayat Tahrik, has stated in his petition that the coalition government was in the process of moving a constitutional package in the National Assembly for the judges’ reinstatement.
The petitioner has contended that under Article 199 of the Constitution such a step would be contrary to Articles 68 and 69 of the Constitution.
He also claimed that it would be a violation of the Supreme Court decision that validated the measures taken under the emergency rule The petitioner had made Secretary Ministry of Law, Speaker and Deputy Speaker of the National Assembly respondents.
He has prayed that a stay be granted till the disposal of the petition.

Ban on Pakistan TV channels in held Kashmir slammed

LONDON -UK-based Kashmiri organisation has flayed Occupied Kashmir administration for banning Pakistan private TV channels and described it as ‘outrageous’ attempt to muffle the voice of reason.
Prof. Nazir Ahmad Shawl, Executive Director, Kashmir Centre London, in a statement regarded Indian government directions to the cable operators to stop popular Pakistani television channels including GEO, ARY, AAJ in different areas of occupied Kashmir as ‘sheer frustration.’
“The act is outrageous and speaks volumes about the human rights violations taking place in occupied Kashmir. The government of India’s declared policy of zero tolerance has never been practised,” he said.
He said the human rights violations are taking place with impunity. The curb on media originating from other side of border is understandable as these are being blackened out to hide the truth.
Prof. Shawl further said the recent disclosure of mass graves is a testimony to the unprecedented iron fisted policy practised by Indian administration and their local cohorts.
He expressed hope that international community would take a serious notice of new developments and apply pressure on the authorities to lift the ban.

British Muslim delegation to attend Kuwait World Islamic Economic Forum Summit

LONDON : A thirty five member strong delegation of British Muslims from the UK will be attending the 4th World Islamic Economic Forum (WIEF) to be held in Kuwait from April 29 to May 1.
The Muslim Council of Britain’s Business and Economic Committee has arranged a delegation of over 35 businessmen and professionals, including bankers, lawyers and analysts to attend this year’s meeting in Kuwait which will bring together delegates from more than sixty different countries around the world.
The theme of this year’s WIEF conference is “Islamic Countries: Partners in the Global Development”. One of the aims of the Forum is to promote partnership between Muslim and non-Muslim businessmen by forging co-operation across borders among entrepreneurs in Muslim majority countries and those in other countries.

Better risk management can reduce work-related accidents, says UN agency

UNITED NATIONS : The U.N. labour agency is calling for better managing risks in the workplace in an effort to reduce the over two million deaths each year resulting from work-related accidents and ill health.
In a new report published on the occasion of the World Day for Safety and Health at Work, observed on 28 April, the International Labour Organization (ILO) outlined management techniques that identify, anticipate and assess hazards and risks and take action to control and reduce them.
“Millions of work related accidents, injury and disease annually take their toll on human lives, businesses, the economy and the environment,” noted ILO Director-General Juan Somavia.
“We know that by assessing risks and hazards, combating them at source and promoting a culture of prevention we can significantly reduce workplace illness and injuries,” he added.
According to the ILO, 2.2 million people die annually from work-related accidents and diseases and work-related deaths appear to be on the rise. In addition, every year some 270 million people suffer non-fatal, work-related accidents resulting in at least three days absence from work and an additional 160 million new people suffer from some work-related illness.
“There is clear evidence that healthy workforces both enhance business productivity and benefit enterprises and national economies by reducing the number of accidents and diseases and lowering the number of insurance and compensation claims,” said Dr. Sameera Al-Tuwaijri, Director of ILO’s Safework Department.
In addition to the publication of the report, entitled “My life, my work, my safe work: Managing risk in the work environment,” a number of events and activities are planned around the world to mark the Day.

Four killed as Pakistan car bomb ends lull

PESHAWAR, Pakistan - Four people were killed and 30 hurt when a car bomb ripped through a police station in northwest Pakistan on Friday, ending a lull in attacks since a new government took power last month.
The powerful blast in the city of Mardan destroyed the police station and wrecked an adjoining hotel and several shops, and several people were trapped in the rubble, said local police officer Mohammad Akhtar Khan.
"There was a huge explosion. It was an apparent car bomb planted next to the wall between the hotel and the police station and both were wrecked," Khan told AFP by telephone.
"Two policemen including an officer and two civilian workers were killed. Some people are still buried in the debris of the hotel building," Khan added.
A security official said 30 people were wounded in the explosion and that some of the shops were also practically destroyed by the force of the blast.
"There were some people inside the hotel and the shops were opening then there was a deafening blast. Debris flew in the air and there was thick black smoke," witness Sikander Khan told AFP.
"People are saying that a man in a Suzuki car came to the hotel, parked his car outside and then entered to order a cup of tea and then disappeared," he said.
There was no immediate claim or attribution of responsibility.
The blast is the first since Pakistan's new government was sworn in at the end of March, vowing to hold talks with Taliban militants and to reverse pro-US President Pervez Musharraf's strongarm tactics.
It came despite a unilateral ceasefire announced this week by Pakistani Taliban commander Baitullah Mehsud, who has denied accusations by the previous government of masterminding the assassination of ex-premier Benazir Bhutto.
Mardan is the home town of the new chief minister of North West Frontier Province, Amir Haider Hoti, a secularist politician who is playing a key role in negotiations with the rebels.
Officials said earlier this week that the government had made a draft peace agreement with the militants, with steps including a ceasefire on both sides, the withdrawal of troops from certain areas and an exchange of prisoners.
A top pro-Taliban militant, Sufi Mohammad, was freed by Pakistan on Monday.
The White House has warned Pakistan against negotiating with militants, saying that its key ally in the "war on terror" should not bow to Islamic extremism.
Several missile strikes on suspected militant targets in Pakistan's tribal belt bordering Afghanistan earlier this year were attributed to US forces in neighbouring Afghanistan.
The last bombing in Pakistan linked to Islamic militants was a suicide attack on an army base in the tribal area of South Waziristan on March 20, which killed five soldiers and wounded a dozen others.

Bush assures Abbas on statehood, Hamas offers truce

WASHINGTON - U.S. President George W. Bush assured Palestinian leader Mahmoud Abbas on Thursday that Palestinian statehood remained a high priority in his final 10 months in office despite faltering peace talks.
As Bush met with Abbas at the White House to try to shore up the negotiations, the Islamist militant group Hamas formally proposed to Egyptian mediators in Cairo a six-month truce between Israel and Palestinians in the Gaza Strip with an option to extend it to include the Israeli-occupied West Bank.
"The movement agrees to a truce in the Gaza Strip ... fixed at six months, during which period Egypt will work to extend the truce to the West Bank," former Palestinian Foreign Minister Mahmoud al-Zahar, said reading from a statement.
"The truce must be mutual and simultaneous and the blockade must be lifted and the crossing points opened, including the Rafah crossing point (between Gaza and Egypt)," Zahar, who is also a top Hamas leader, added.
Israel's U.N. ambassador said a truce would give Hamas a chance to regroup. "We do not intend to give them that time and we do not believe any truce offer that comes from Hamas is indeed trustworthy," Dan Gillerman said in New York.
Violence that has killed scores of people, mainly Palestinians, in recent months has fuelled deepening scepticism over the chances of achieving peace before Bush leaves power.
At the Washington talks, Abbas voiced confidence in Bush's commitment to an agreement that would lead to the creation of a Palestinian state but acknowledged it would not be easy.
"I cannot say the road to peace is paved with flowers. It is paved with obstacles," Abbas said, sitting next to Bush in the Oval Office.
STALLED TALKS
The talks with Abbas were a prelude to Bush's trip to Israel in mid-May to celebrate the 60th anniversary of its founding.
Bush also plans to meet Abbas again at the Egyptian resort of Sharm el-Sheikh during the Middle East trip, White House spokeswoman Dana Perino said.
"I assured the president that a Palestinian state's a high priority for me and my administration, a viable state, a state that doesn't look like Swiss cheese," Bush told reporters.
"I'm confident we can achieve the definition of a state. I'm also confident it's going to require hard work. To that end, I'm going back to the Middle East."
Negotiations between Abbas and Israeli Prime Minister Ehud Olmert have yielded little progress since Bush hosted a conference in Annapolis, Maryland, in November where the two leaders pledged to try to reach a peace deal by the end of 2008.
The U.S. administration now appears to be picking up the pace of Middle East diplomacy again after Bush failed to achieve a breakthrough on his last visit to the region in January.
Since Annapolis, the climate has been soured by the dispute over Israeli settlement expansion plans in the West Bank and by violence in and around Gaza, where Hamas cross-border rocket fire has drawn a tough Israeli military response.
Abbas wants Bush to press Israel to stop expanding its enclaves in the occupied West Bank but neither leader spoke publicly after meeting on Thursday about the Jewish settlements Palestinians see as a way of denying them contiguous territory.
Israel insists it has the right to build in major settlements it intends to keep under any future peace treaty.
Secretary of State Condoleezza Rice is going to the region next month before Bush, who is looking to shape a foreign policy legacy that encompasses more than the unpopular war in Iraq.
"The Palestinians and the Israelis have made halting progress," Perino acknowledged earlier, saying the administration was looking for ways to "reinvigorate their communication with one another".
But Bush will likely have a hard time squeezing serious concessions from either side as world leaders look increasingly to whomever will succeed him in January 2009.
TRUCE CONDITIONS
Speaking after meeting Egyptian intelligence chief Omar Suleiman in Cairo, Hamas' Zahar said the truce must include an end to the Israeli blockade of the coastal strip.
Suleiman, Egypt's main contact with Hamas and Israel, had agreed to call Palestinian factions to Egypt to discuss the offer and ensure Palestinian consensus, Zahar said.
"It was agreed with Minister Suleiman to invite the Palestinian factions next Tuesday and Wednesday to discuss the paper presented by our side," Zahar said.
Israel tightened a blockade on the Gaza Strip after Hamas seized control of the territory from Abbas' Fatah group last June.
A U.N. humanitarian agency on Thursday suspended its aid operations to hundreds of thousands of Palestinians in the Gaza Strip over lack of fuel supplies that had been restricted by Israel.
A shipment of fuel destined for the United Nations and Relief Agency was blocked by Palestinian farmers angry that they had been deprived of fuel.

She was on Wednesday dragged to the Supreme Court by a financier who alleged that her Rs 10-crore cheque bounced when he presented the same to a bank.Mumbai-based raw photo film suppliers and financiers - GG Photo Ltd, Photo Film Industries and Foto Industries - approached the apex court challenging a Bombay High Court order that stayed criminal proceeding initiated against Sridevi in the case.Madhu Gupta and Sushil Gupta, the owners of the three firms, alleged that the three cheques issued by the actress against a loan for production of films bounced due to insufficient funds in her account in Vijaya Bank, Santacruz branch."The accused in the course of her business under different banners have availed financial assistance and credit facilities from the petitioner. The accused to discharge her legally enforceable liability gave these cheques and all the three cheques were returned due to insufficient funds," the petition filed through K K Mani stated.The Kurla Metropolitan Magistrate's court, on a criminal complaint filed by Guptas, had issued summons against the actress under Section 138 of the Negotiable Instruments Act.In a counter complaint with the Juhu police station, Sridevi had alleged that Guptas had forged her signatures on blank cheques given to them her husband Boney Kapoor during some transactions. However, she had denied that neither Boney nor she had issued any signed cheques.The Bombay High Court on March 26 this year while staying the proceedings in the Metropolitan Magistrate's court had directed the suburban Juhu police to complete the probe within three months into the forgery case filed by Sridevi.

Hubble telescope captures crashing galaxies

WASHINGTON - Images of colliding galaxies show them spinning, sliding and slipping into one another, wreaking stellar destruction that will give birth to new and larger galaxies.
The Maryland-based Space Telescope Science Institute released 59 new images from the Hubble Space Telescope on Thursday to celebrate the 18th anniversary of its launch.
"This new Hubble atlas dramatically illustrates how galaxy collisions produce a remarkable variety of intricate structures in never-before-seen detail," the Institute said in a statement.
"Astronomers observe only one out of a million galaxies in the nearby universe in the act of colliding. However, galaxy mergers were much more common long ago when they were closer together, because the expanding universe was smaller."
The color images, available online at http://hubblesite.org/news/2008/16, are a look back in time. It takes hundreds of millions of years for galaxies to merge and the light from their stars has traveled for hundreds of millions of years across space.
Because it orbits outside the Earth's atmosphere, Hubble's cameras can take extremely sharp images.
Its future was controversial, as it requires regular servicing by space shuttle astronauts to stay in working condition.
After the 2003 Columbia space shuttle disaster, a servicing mission initially planned for 2004 was canceled.
NASA at one point was planning to abandon the telescope, hugely popular among astronomers. After an outcry, the U.S. space agency relented and a final Hubble servicing mission is scheduled for August.
In 2013, the James Webb Space Telescope is scheduled to replace Hubble.

Dollar gains amid talk of Fed rate pause

NEW YORK: The dollar gained ground Thursday as speculation grew that the US Federal Reserve might soon call a halt to interest rate cuts while the European Central Bank may have to lower its rates. The euro, which on Thursday broke through the 1.60-dollar threshold for the first time, fell back to 1.5685 dollars at 2100 GMT from 1.5882 late Wednesday in New York. The greenback meanwhile rose to 104.22 yen from 103.51 Wednesday. While market participants expect the Fed to lower interest rates by a quarter point next week, expectations are building that it could then call a halt for the time being to any further cuts. Even a disappointing report on the US housing market failed to dent the dollar's newfound momentum. "Despite this continued weakness, the market is beginning to anticipate that the US Federal Reserve is approaching the end of its easing cycle, while the ECB may need to start easing interest rates," said Hilary Love at PNC Bank. "This view was strengthened by comments today by ECB President (Jean-Claude) Trichet saying that the bank is concerned that the euro's surge to record levels may hurt Europe's economy." John Kicklighter at Forex Capital Markets cited a "momentous shift in positioning (that) offers the first signs of a major reversal after more than two years of a solid bull trend" for the single European currency. A report showing that new home sales in the United States plummeted 8.5 percent in March to their lowest level in more than 16 years did little to challenge market speculation on future Fed policy. Ashraf Laidi, currency strategist at CMC Markets, said any signal from the Fed next week that the cycle of rate cuts could be coming to an end could herald the start of a significant recovery for the US currency. "In the event that the (Fed) shows any sign of reducing its easing policy, then currency markets will obtain the necessary green light to accelerate the buying in the dollar," he said. By contrast, the European Central Bank (ECB) is seen as coming under pressure to lower eurozone interest rates in the coming months following a much weaker than expected German business survey. The Ifo research institute said its April business climate index for Germany fell to 102.4 from 104.8 in March, well below forecasts of a decline to 104.3. In recent months economists have been surprised at the strength of Ifo surveys, providing support to the idea that the eurozone economy had "decoupled" from the United States and would weather the credit crunch relatively unscathed. But Thursday's findings and a weak eurozone manufacturing survey on Wednesday meant that many analysts were now questioning the health of the German economy, boosting expectations the ECB will be forced to cut interest rates in the coming months. "The Ifo figures out of Germany ... look very weak, which would stem inflation concerns slightly and may give room for the ECB to cut rates," said Mic Mills, a trader at TradIndex.com In late New York trade, the dollar stood at 1.0349 Swiss francs from 1.0162 on Wednesday. The pound was at 1.9744 dollars after 1.9797.

3 dead in Mardan blast

MARDAN: At least three people were killed and more than 35 others injured in a powerful bomb explosion in a market near Mardan city police station on Friday morning.The Sub Inspector Furrukh Saeed, a hotel owner and a child are among the deceased. DPO Tahir Khan said ASI Furrukh Saeed is among the deceased and at least 20 people are injured.According to preliminary reports, the bomb explosion was a car bomb blast and was so powerful that the whole Mardan area heard the blast sound.The security cordon has been put around the blast site. The injured have been transported to the Mardan Hospital, of them, seven are in critical condition.There are at least 13 security personnel and seven passers-by among the injured.A portion of the police station is completely ruined in the blast and at least 15 to 16 shops have been destroyed.
