Judges’ issue after consensus, long march part of democracy: PM

ISLAMABAD : Prime Minister Syed Yousuf Raza Gilani Saturday said judges’ issue will be resolved in consensus with coalition partners on legal matters, and termed the call by lawyers for a long march as part of democratic norms. In an interview with a private television channel, Prime Minister dispelled impression that his government was not clear on the issue of judges’ reinstatement.
“Our intention is very clear on the issue, however we are cautious not to get into another crisis in an attempt to resolve the present one,” the Prime Minister said.
He said the issue would be resolved after all concerned parties develop a consensus on modalities and legalities of the issue.
“I am two hundred percent sure that the issue will be resolved by us,” he said.
The Prime Minister said the call for long march given by lawyers fraternity was part of democratic norms, and recalled similar movements launched by his party when in opposition to press for their demands.
“Long marches are part of democracy,” he said and added that Pakistan People’s Party had great contribution to the lawyers’ movement, as majority of lawyers actively supporting the issue belonged to PPP.
Gilani did not agree with the notion that coalition with PML(N) did not work out, and said parting ways by Mian Nawaz Sharif was not due to his annoyance with the government, but because of the commitment made to the nation.
“Their commitment was on timings, ours to resolve the issue,” he said.
“I can tell you one thing that Mian Sahib will not leave us. We are not fielding candidates against each other, even the PML(N) is not fielding its candidate against my son,” Gilani said.
The Prime Minister admitted that his government could not resolve the issue of judges within the deadline and said politics should involve flexibility.
Asked whether the parliament or the street power will determine President’s future, Gilani said, “May be we do not go for either of the two options,” and added the parliament was supreme and could take a decision.
He said many forces including bar associations, ex-armymen and civil society were playing their role as pressure groups on the issue.
He said people had given their decision through polls by electing moderate forces “for the change of system rather than change of persons”.
On relationship with President, Gilani said he had to keep on working within a system to run day-to-day state affairs, rather it was a “tight-roped” situation.
“People come and go. President will go, I will go. But the system has to be there. We want to maintain a balance of power between parliament and the presidency,” he said.
He said the government was working with coalition partners to bring changes in country’s system and strengthening institutions like parliament, judiciary and Election Commission for their smooth functioning.
The Prime Minister said the government would not compromise on the country’s sovereignty.
“On sovereignty, dignity, honour and self-respect, we will never compromise,” he said when asked about involvement of United States in country’s affairs.
Gilani said in his meeting with President George Bush he condemned in strong words the military strike by coalition forces in Damadola, and stressed increased intelligence sharing between Pakistan and the United States.
“I told President Bush to identify those who disturb our peace, and we will take action ourselves,” he said.
On government’s strategy against terrorism, the Prime Minister said his government believed that phenomenon of terrorism could not be rooted out through force only.
He referred to the government’s three-pronged policy based on socio-economic development, economic and job opportunities for the uplift of tribal people, so as to check their involvement in terror activities.
On future of peace accord with tribal clans, the Prime Minister said the pact was signed at provincial level, however the federal government did not enter into any such agreement.
On government’s stance over the Kashmir issue Prime Minister Gilani said Pakistan desires resolution of the core issue, otherwise misunderstandings will continue to hamper ties between the two countries.
“I hope there will be more confidence building between the two countries with a new civilian government in place.”
He said Pakistan desires good relations with all its neighbours, and in particular with India. He pointed that the Confidence Building Measures and the recent round of secretary-level talks were part of this exercise.
Questioned about the scrapping of Kalabagh dam project, Gilani said for the past 60 years the nation was made a fool and no government in the past carried it out.
“We have always stood by the stance that we cannot move forward on Kalabagh dam unless there is consensus,” Gilani said.
He said the present government has not been able to develop consensus on the controversial project but said it may develop at a later stage.
Prime Minister Gilani said the shortage of water was a serious issue and may even lead to future wars and was working on a comprehensive plan to build more dams besides seeking alternative sources for energy. He said the government will soon announce a new energy policy.
About the escalating prices of food, Prime Minister Gilani said the phenomenon was not confined to Pakistan, but was of global nature, with rising oil prices an important factor.
He said Pakistan has the advantage of being an agricultural country and the government will be promoting this sector in a big way to ensure there was no shortage of food in future.
Gilani was critical of previous governments for not increasing price of fuel and passing the heavy burden onto the new government.
“However we have accepted the challenge as the people have reposed confidence in us and we will face these,” he added.
About the 100-day program, he said there were several political issues, but sounded optimist that the government would achieve the targets.
Gilani endorsed the measures taken by the State Bank of Pakistan and said these were aimed at controlling the inflation.
Mentioning the volatility in stock market, the Prime Minister said “let me assure you Pakistan is in safe hands and will put the economy on the right track.”
Gilani also dispelled apprehension that the country will again seek IMF’s assistance and said it will be able to resolve issues on its own.

Asif Ali Zardari gives approval to constitutional package after few amendments

ISLAMABAD : Co-Chairman Pakistan Peoples Party (PPP) Asif Ali Zardari has given approval to the Constitutional Package which was submitted to him on Friday night by Federal Law Minister Farooq H. Naek. Co-Chairman suggested some changes which were incorporated into the package. After getting approval from Co-Chairman PPP Asif Ali Zardari and making necessary changes, the Law Minister Farooq H. Naek has started handing over the package to all the coalition partners, said a statement issued here by the Ministry of Law, Justice, Parliamentary Affairs and Human Rights Division.
Package could not be handed over directly to Asfandyar Wali Khan, Central President ANP because he is in Karachi.
However, the Constitutional Package was handed over by the Law Minister to Ms. Bushra Gohar, Central Vice President ANP as requested Asfandyar Wali Khan.
The Law Minister also had a telephonic conversation with Maulana Fazal- ur-Rahman who is in Saudi Arabia. Maulana Fazal-ur-Rehman congratulated the Law Minister, terming the Constitutional Package a great victory for the democracy. On Maulana Fazal-ur-Rehman’s request, the Law Minister handed over the Constitutional Package to his representative Mufti Abrar.
A representative member of MQM has also received the package which will be sent to MQM Chief Altaf Hussain in London.
The Law Minister, after discussion with PML (N) leader Khawaja Asif, is flying to Lahore on Sunday morning to hand over the Constitutional Package personally to Mian Muhammad Nawaz Sharif, Quaid PML (N). The meeting is fixed at 10 a.m in Raiwind.
It is clearly written on the package that changes can be made in the Constitutional Package as per suggestions from all the coalition partners and others.

Parliament to sort out all issues: Gilani

LAHORE : Prime Minister Syed Yousuf Raza Gilani has said that the Parliament is the supreme institution and it will sort out all matters including the issue concerning the President. At a press briefing soon after landing at the old airport here Saturday, he said that PPP government would not go on a solo flight and take all its coalition partners along while deciding about major issues.
Gilani dispelled the impression about differences between the PPP and PML-N over the issue of the President, adding that all matters would be settled by taking all the stakeholders into confidence. The Parliament is the supreme forum and whenever the coalition will have two-thirds majority, it will sort out the issue of the President, he said.
The Prime Minister said, “It was Mohtarma Benazir Bhutto’s political sagacity that President Pervez Musharraf doffed his army uniform.”
He said PPP had always rendered great sacrifices for the restoration of democracy, supremacy of judiciary, parliament and the 1973 Constitution and sacrifices had no parallel in the entire sub-continent.
About the Kalabagh dam project Gilani said that the PPP’s stance had always been that it should be constructed with consensus of all the four provinces.
He asked as to why no government constructed Kalabagh dam during the last 60 years. “We do not tell lies to masses on the controversial dam,” he said, responding to a questioner.
The Prime Minister said that the government was focusing on construction of small dams to cater to the energy and water needs of the country.
To a question about Balochistan, Gilani said, “There is sense of deprivation in Balochistan and we will settle all issues of the province through dialogue.”
He said PPP co-chairman Asif Ali Zardari would soon call an All Parties Conference in Balochistan. He added that the government had stopped Army operation in Balochistan and the situation was improving there gradually.
Earlier, Punjab Governor Salman Taseer welcomed the Prime Minister, while Provincial Senior Minister Raja Riaz Ahmed, Punjab Finance Minister Tanvir Ashraf Kaira, Excise and Taxation Minister Mian Mujtaba Shuja-ur-Rehman, MNAs Samina Ghurki and Tasleem Qureshi, PPP Lahore President Aziz-ur-Rehman Chan and Imtiaz Safdar Warraich were also present.

Providing relief to poor govt’s priority: Gilani

ISLAMABAD : Prime Minister Syed Yousuf Raza Gilani on Saturday said that providing relief to the people especially those in the lowest income groups, is the topmost priority of the government in the forthcoming budget. Chairing a meeting to discuss budgetary matters at the PM House, he said the government is well aware of the problems of the poorest and vulnerable groups.
He said they are facing hardships due to food inflation and expressed government’s strong resolve to address their needs through various incentives.
Explaining government’s priorities, the Prime Minister stressed the need to incorporate measures which helps in addressing the challenges the country was facing.
He said that boosting of agriculture and manufacturing growth, overcoming energy and water shortages, developing human resource as well as providing relief to the lowest income groups are the real objectives to be incorporated in the budget.
The Prime Minister said that construction of small dams, incentives for private sector to invest in the power generation projects, increased allocation for water conservation and management are some of the areas that need focused attention to meet the growing demand of energy.
In order to improve the overall socio-economic condition of the country, he said that concrete proposals need to be adopted for launching of new schemes which help in creating job opportunities both in the manufacturing and agriculture sector.

Govt. to take measure in the budget to consolidate economy: Naveed Qamar

ISLAMABAD : Minister for Finance, Revenues Economic Affairs and Privatization, Syed Naveed Qamar said on Saturday that special attention would be given to consolidation the economy to bring it on right track. The government inherited a sluggish economy and in the forthcoming budget special measure would be take for providing safety nets to the poor segment of the society.
“In the first year of the government, the focus will be on the consolidation of the economy and bring it on right track while in the next four years emphasis will be laid on the progress and accelerate the economic growth of the for the socio economic development of the country and welfare of its people”, he said this while addressing the Pre-Budget Seminar organized by the Express News and Channel here at a local hotel today.
Chairman Federal Board of Revenue (FBR) M.Abdullah Yousuf , Former Finance Minister Sartaj Aziz, Former Advisor on Agriculture Shafi Niaz, Abid Hassan of the World Bank, renowned economist Qaiser Bengali, President FPCCI Tanvir Ahmed Sheikh and Vice President All Pakistan Textile Manufacturers Association (APTMA) also spoke on the occasion.
Syed Naveed Qamar said that in the forthcoming budget would focus on the targeted subsidies to the poor segment of the society so that they could get the real benefit of the facility.
He added that government would also focus on reducing the non-development expenditures and steps would also be taken for mobilizing the revenues and broaden tax regime for the prosperity of the country.
He said that for the first time in the parliamentary history of the country, the defence budget will be debated in the parliament.
He criticized the policies of the previous government and said that Pakistan which is an agriculture country and feeds in the region while the previous government first exported the wheat at low prices and imported the commodity on the high prices causing losses to the country.
The Finance Minister added that government would also focus on the development of manufacturing and agriculture sector for employment generation and enhanced production.
Syed Naveed Qamar added that Pakistan is facing with economic challenges and crisis adding said “Every crisis will be turned into an opportunity”.
Speaking on the occasion Shafi Niaz called for development of agiclture sector and provision of maximum facilities to encourage the farmers for increasing per acre production.
Sartaj Aziz speaking on the occasion called for political stability for the economic development of the country.
He also called for development of agriculture and manufacturing sectors in the country.
He also stressed the need for providing economic relief to the poorest segment of the society through Baitul Maal and NGOs and creating employment opportunities to the people for poverty reduction.
Abdullah Yousuf speaking on the occasion also called for development of agriculture for the prosperity of the country.
Qaiser Bengali on the occasion stressed the need for utilizing the railways for transportation of goods instead of trucks for reducing import bill for the benefit of the country.
Abid Hassan in his remarks said that government should live in its means and reduce its budget deficit.
The other speakers stressed the need for promotion of agriculture and manufacturing sectors for the prosperity of the country.

Clocks to be advanced by an hour from Sunday

ISLAMABAD: Country’s people will move forward their clocks by one-hour from Sunday to get maximum benefit from the daylight in the wake of power crisis. Addressing a press conference, Minister for Water and Power Raja Pervaiz Ashraf on Saturday said the government has prepared comprehensive plan to overcome loadshedding problem in the country within a year.
The minister said power will also be saved by implementing energy conservation plan under which in coming 90 days from first of June all shopping plaza owners will be asked to close their shops after 9 p.m.
Similarly, WAPDA will not supply power to billboards using electric lights besides saving through management of street lights. He said shopkeepers will be encouraged to close their shops on Friday instead of Sunday.
He said under the decision of special cabinet meeting all government offices have been issued direction to stop use of air conditioners during 8 a.m. to 11 a.m..
He said international standard energy saver bulbs are being purchased to promote culture of installing such bulbs in the country. He added steps are also being taken to control line losses and those officials who will involve in such losses will face action.
He said the special meeting of the cabinet has decided that experts and concerned stakeholders will be involved in the planning to overcome power shortage problem in the country by implementing their inputs.
The minister said the country is facing 4,500 MW power shortfall in power generation and low level of water in the dams. The minister however said the government has planned to resolve loadshedding problem within a short period.
He said after one year, there will be no loadshedding in the country as the government is taking sincere steps in this regard following the direction of the Prime Minister.
He said the government has planned to include 6,000 MW power in the system. He said the government will encourage private sector to invest in power sector to overcome the power crises and to facilitate the electricity customers.
He said oil price in international market is gradually increasing however the government is trying to maintain the power tariff. He said the government affords subsidy of 80 paisa per unit despite the fact that expenses on thermal unit increases.

COAS witnesses annual field firing at Tilla Ranges

RAWALPINDI : The Chief of Army Staff, General Ashfaq Parvez Kayani Saturday visited Tilla field firing ranges near Jhelum to witness annual field firing and battle inoculation maneuvers conducted in near real operational environment.
A large number of troops participated in the exercise. Talking to the troops on this occasion, Chief of Army Staff appreciated their training standard. He said Pakistan Army has a challenging task of responding to the full spectrum of conflict. While Low intensity Conflict remains in sharp foucs, the importance of maintaining a high degree of response capability against conventional threat cannot be ignored. He emphasized the need for the Army to remain focused on professional excellence.
Earlier, Corps Commander Mangla, Lieutenant General Nadeem Ahmed received the Chief of Army Staff at Tilla field firing ranges.

PPP committed to restoring pre-Nov 3 judiciary, change in system: Rabbani

ISLAMABAD : Leader of the house in Senate, central PPP leader Raza Rabbani, while reiterating the commitment of PPP to restore pre-November 3 judiciary and change in the system, Saturday said there should be no confusion in this regard.
Talking to a private television channel late Friday night the PPP leader said that people have given the mandate to major political parties in February 18 election to change the system and bring the rule of law in the country and the coalition partners will honor it.
He however said that it was not possible to address all the issues overnight adding the people will see visible change with the passage of time.
Rabbani said PPP represents the people of Pakistan and it will make all the decisions by keeping their aspiration on priority.
The party will not bow before any external pressure in formulating its domestic policies and running the day to day affairs, he said.
He said as for the revival of pre-November 3 judiciary is concerned there is no difference between PPP and PMLN adding the parties however have the difference of opinion as far the methodology is concerned.
The people of Pakistan have given clear verdict against the policies of prevous government and the coalition partners have similarity of views in this regard.
He said any move in to reform the system should be well planned.
He said before going for ant impeachment process, the coalition partners should ensure the required support of parliamentarians because a failed attempt would be disastrous for the democracy.
He was of the opinion that at present the number game is not complete for impeachment.
To a question he said the recent telephonic contact of US President George W. Bush with President Musharraf will have no impact on the verdict of people on February 18.
He said the coalition government is taking the gradual steps to ensure the sovereignty of the country.

ریاض ۔ مرکزی جمعیت اہل حدیث پاکستان کے سربراہ سینیٹر پروفیسر ساجد میر نے کہا ہے کہ اگر منتخب وزیراعظم کو ایک آمر ہتھکڑی لگا کر گرفتار کر سکتا ہے تو قوم پر مسلط ایک قاتل آمرکو ہتھکڑی کیوں نہیں لگ سکتی جس کے ہاتھ جامعہ حفصہ کی معصوم بچیوں کے خون سے رنگے ہوں اور جس نے آئین کو روند کرجمہوریت اورعدالت عظمیٰ کی پیٹھ میں چھرا گھونپا ہو۔ آج اگر پرویز مشرف کو کٹہرے میں نہ لایا گیا تو کل کو کوئی دوسرا طالع آزما آسکتا ہے۔ وہ ریاض میں مرکزی جمعیت اہل حدیث سعودی عرب کی طرف سے اپنے اعزاز میں دئیے گئے استقبالیہ سے خطاب کر رہے تھے۔ جس سے مرکزی ناظم اعلیٰ حافظ عبدالکریم اور سعودی عرب کے امیر مولانا عبدالمالک مجاہد نے بھی خطاب کیا۔ پروفیسر ساجد میر نے کہاکہ پرویز مشرف نے عالم اسلام میں پاکستان کی نظریاتی ساکھ کو بہت نقصان پہنچایا ہے‘ روشن خیالی کے نام پر دینی اقدار کو تباہ کیا‘ دینی مدارس اور علماء کی تضحیک کی‘ مساجد کو شہید کیا۔ پاک فوج اوردیگر قومی اداروں میں دین پسند افسران کو چن چن کر کنارے لگایا‘ ان کی تنزلیاں کیں۔ مشرف کا 9 سالہ دور سیاہ ترین رہا۔ اگر اب بھی اسے محفوظ راستہ دینے کی کوشش کی گئی تو یہ ملک و قوم کے ساتھ غداری ہوگی۔ انہوں نے کہاکہ امریکہ مشرف کو بچانے کی کوشش کر کے سولہ کروڑ عوام کی رائے کی نفی کر رہا ہے اور ایک لحاظ سے وہ جمہوریت کی بجائے ایک آمرکو بچا کر جمہوریت دشمنی کا مظاہرہ کر رہا ہے۔ مگرتمام ملکی و غیر ملکی سازشوں کے باوجود مشرف کو یہ نوشتہ دیوار پڑھ لینا چاہئے اس کا جانا ٹھہر گیا ہے۔ انہوں نے خادم حرمین شریفین کی عالم اسلام کیلئے خدمات خصوصاً پاکستان کے ساتھ دیرینہ تعلقات اور ہر موقع پر دوستی کا حق ادا کرنے پر انہیں خراج تحسین پیش کیا اور اس امرپر زو ر دیا کہ عالم اسلام امریکہ کی دہشت گردی کے نام پر جاری پالیسی میں تبدیلی کیلئے ٹھوس اقدامات اٹھائے۔ عراق‘ افغانستان اور پاکستان میں بڑھتی ہوئی امریکی مداخلت کو روکا جائے۔

اسلام آباد ۔ پیپلزپارٹی کے شریک چیئرمین آصف علی زرداری کی منظوری سے آئینی پیکج میں کچھ ترامیم کے بعد اس کو حتمی شکل دے دی گئی ہے ۔ آئینی پیکج گزشتہ رات وفاقی وزیر قانون فاروق ایچ نائیک نے آصف علی زرداری کو بھجوایا تھا آصف علی زرداری کی طرف سے منظوری اور کچھ ترامیم کے بعد وفاقی وزیر قانون نے آئینی پیکج اتحادی جماعتوں کو بھجوانے کا کام شروع کر دیا ہے ۔ وزارت قانون کی طرف سے جاری ہونے والے بیان کے مطابق آئینی پیکج کا مسودہ عوامی نیشنل پارٹی کے صدر اسفند یار ولی خان کو براہ راست نہیں دیا جا سکا کیونکہ وہ ان دنوں کراچی میں ہیں اس لئے آئینی پیکج کا مسودہ اے این پی کی مرکزی نائب صدر بشریٰ گوہر کو اسفند یار ولی کے کہنے پر فراہم کیا گیا ہے وفاقی وزیر قانون نے جمعیت علماء اسلام کے مرکزی امیر مولانا فضل الرحمن کو آئینی پیکج کے حوالے سے ٹیلی فون کیاہے جو ان دنوں سعودی عرب کے دورے پر ہیں مولانا فضل الرحمن نے وفاقی وزیر سے کہاکہ آئینی پیکج کی تیاری جمہوریت کی عظیم فتح ہے مولانا فضل الرحمن کے کہنے پر آئینی پیکج کا مسودہ ان کے نمائندے مفتی ابرار کے سپرد کر دیا گیا ہے ایم کیو ایم کے ایک نمائندے نے بھی آئینی پیکج کے مسودے کی کاپی وصول کر لی ہے جو لندن میں الطاف حسین کو بھیجی جائے گی وفاقی وزیر قانون نے مسلم لیگ (ن) کے رہنما خواجہ آصف سے مشاور ت کے بعد آج اتوار کو لاہور جائیں گے اور آئینی پیکج کا مسودہ مسلم لیگ (ن) کے قائد میاں نواز شریف کے سپرد کریں گے ۔ وفاقی وزیر قانون اور میاں نواز شریف کی ملاقات کل دس بجے لاہور رائے ونڈ میں ہو گی ۔ آئینی پیکج پر یہ بات واضح طور پر درج ہے کہ اس میں کسی بھی قسم کی تبدیلی اتحادی جماعتوں کی مشاورت سے کی جائے گی۔

جموں ۔ بھارتی ائیر فورس نے چائنہ بارڈر کے نزدیک لداخ میں اپنا پرانا ائیر بیس دوبارہ کھول دیا ہے ۔ بھارتی فورس نے جموںو کشمیر میں لداخ کے پہاڑی علاقے میں اپنا 43 سال پہلے بند کیا ائیر بیس ہفتے کے روز کھول دیا ہے ۔ یہ ائیر بیس 1962 ء میں چائنہ بھارت جنگ کے دوران بنایا گیا تھا جسے 1965 ء میں بند کردیا گیا تھا۔ ائیر فورس کا کمانڈر آف چیف باربرا نے گزشتہ ہفتے کہا تھا کہ اتنی اونچائی پر ائیر بیس کا کھولنا دنیا میں بھارت کی صلاحیتوں کو ظاہر کرتا ہے ۔ یہ ائیر بیس قراقرم سے 8 کلومیٹر جنوب میں چائنہ بارڈر کی طرف ہے مستقبل میں بھارتی ائیر فورس یہاں سے این 32 ٹرانسپورٹ ائیر کرافٹ کی پروازیں شروع کرنا چاہتی ہے ۔ بھارتی ائیر فورس کے ذرائع کے مطابق یہ ہماری کوششوں کا حصہ ہے کہ ہم پاک چائنہ بارڈر کے نزدیک دور دراز کے علاقوں میں اپنی ہوائی پروازوں کو بہتر بنائیں ۔

اٹک ۔ چیف جسٹس ، جسٹس افتخار محمد چوہدری نے کہاہے کہ ہماری تحریک کی طاقت عوام اور وکلاء ہیں وقت آگیا ہے کہ وکلاء بانی پاکستان قائداعظم محمد علی جناح کے تین اصولوں اتحاد، تنظیم اور یقین محکم کو لے کر آگے بڑھیں اور ہر طرح کے لالچ کو ٹھکرا دیں ۔ ہمارا نعرہ اس ملک میں آئین وقانون کی بالادستی ہے ۔ ان خیالات کا اظہار انہوں نے پشاور جاتے ہوئے اٹک بار سے خطاب کرتے ہوئے کیا ۔ انہوں نے کہاکہ مجھے آج بہت خوشی ہو رہی ہے کہ میں نے وکلاء کا ایک بار پھر جم غفیر دیکھا ہے ہمیں اندازہ نہیں تھا کہ اٹک میں ہمارا اتنا والہانہ استقبال ہو گا میرے پاس الفاظ نہیں کہ جن سے میں وکلاء اور یہاں کے لوگوں کا شکریہ ادا کر سکوں ، میرا ملک اس وکلاء تحریک کے ہر اول دستے میں سے ہے ان کی خدمات کو فراموش نہیں کیا جا سکتا ان گمنام ڈاکٹروں کا شکر ادا کیا جنہوں نے بلا جواز جیلوں میں ڈالے گئے وکلاء قیدیوں کی دیکھ بھال کی ان وکلاء کو بغیر کسی وجہ کے جیلوں میں ڈالا ہوا تھا ان لوگوں کا شکریہ ادا کرتا ہوں جنہوں نے وکلاء کے استقبال کیلئے اپنی دکانیں اور کاروبار بند کئے ہیں۔ میرے دلوں میں عوام کے لئے بے پناہ محبت ہے اللہ تعالیٰ کی مرضی کے بعد اگر ہمارا کوئی مدد گار ثابت ہوا تو وہ آپ لوگ ہیں ۔ میں طلبہ کو خراج تحسین پیش کرتا ہوں میں تاجروں کا بھی مشکور ہوں جنہو ںنے اپنا قیمتی وقت ہمارے لئے وقف کیا ہے سٹیج تو کمزور ہو سکتا ہے لیکن اٹک کے عوام کمزور نہیں ہو سکتے ۔ اسلام آباد کی ججز کالونی میں کوئی بھی وا قع رونما ہوتا ہے تو لطیف آفریدی کا فون آ جاتا ہے۔ جو وو اپنی زبان میںکہتا ہے ’’ تُسی فکر نہ کرو اسیں تہاڈے نال ہاں ‘‘ ۔ ہمارا عہد ہے اس ملک میں آئین و قانون کی بالادستی کیلئے جدوجہد جاری رکھنی ہے دیکھنا ہے کہ ہمارے بازؤوں میں کتنی طاقت ہے میری ہماری طاقت عوام ہیں۔ اٹک کے وکلاء نے 9مارچ سے ثابت کیا کہ جب بھی ان کی ضرورت پڑی وہ شاہراہ دستور اسلام آباد میں موجود رہے ان کے سامنے صرف ایک ہی مشن تھا عدلیہ کی آزادی ، آئین و قانون کی بالادستی ، اسلام آباد ججز کالونی میں جب بھی کوئی مسئلہ درپیش ہوا اٹک کے وکلا ء پہنچ جاتے میں ان کا انتہائی شکر گزار ہوں وکلاء اس ارادے کے ساتھ یہاں جمع ہیں کہ ہم نے آئین اور قانون کی بالادستی قائم کرنی ہے ہم نے ابھی کتنی جدوجہد کرنی ہے اس کیلئے ہم پر عزم ہیں پاکستان کے تمام وکلاء صاحبان سے اپیل کرتا ہوں کہ آپ قائداعظم کے تین نکات کی پاسداری کریں اتحاد ، تنظیم اور یقین محکم کا دامن ہاتھ سے نہ چھوڑیں ۔ انہوں نے کہا کہ میں وکلاء کی عظمت کو سلام پیش کرتا کرتاہوں جنہوں نے ہر قسم کی پیشکش اور لالچ کو مسترد کیا انہوں نے کہا کہ وکلاء کو ہر طرح کا لالچ دیا جارہے ۔ اس سے قبل بار سے خطاب کرتے ہوئے وکلاء رہنما علی احمد کرد نے عزم ظاہر کیا ہے کہ ہم چیف جسٹس افتخار محمد چوہدری سمیت تمام ججز کی بحالی تک اپنی جدوجہد جاری رکھیں گے اگر 10جون تک ججز بحال نہ ہوئے تو پھر دما دم مست قلندر ہو گا انہوں نے کہاکہ چیف جسٹس افتخار محمد چوہدری ضرور اور جلد اپنی کرسی پر بیٹھیں گے اور مشرف کو اب جانا ہو گا پاکستان کی ساٹھ سالہ تاریخ میں یہ سب سے بڑا لانگ مارچ ہے انہوں نے کہاکہ اسلام آباد کی طرف لانگ مارچ کیا جائے انہوں نے کہاکہ ہم لڑنا اورٹکرانا نہیں چاہتے ہمارے لئے تمام ادارے قابل احترام ہیں اسمبلی کو احترام کی نظر سے دیکھتے ہیں یہ پاکستان کے عوام کی اسمبلی ہے ہم مخلوط حکومت کی قدر کرتے ہیں کیونکہ یہ سیاسی لوگوں پر مشتمل ہے مگر اگر یہ اسمبلی اور حکومت مشرف سے ملی ہوئی ہیں تو اس کا حساب دینا ہو گا انہوں نے کہاکہ یہ اسمبلیاں وکیلوں کی قرضہ دار ہیں اور اگر ججز بحال نہ ہوئے تو اسمبلیوں اور مخلوط حکومت کی بقاء کی گارنٹی نہیں دی جا سکتی ہے۔ انہوں نے کہاکہ لانگ مارچ میں ابھی کافی دن ہیں انہوں نے کہاکہ عوام ہمارے ساتھ ہیں ہمارا ججز کی بجالی اور عدلیہ کی آزادی کے بغیر اور کوئی مطالبہ نہیں اس وقت ملک شدید بحرانوں کی لپیٹ میں ہیں شدید مہنگائی بے روز گاری ہے امن وامان کی صورتحال انتہائی خراب ہے انہو ںنے کہاکہ ہم چاہتے ہیں کہ حکومت اپنے فرائض انجام دے اس لئے ہم نے حکومت کو 17مئی کے بجائے 10جون تک کی مہلت دی ہے اگر 10جون تک ججز بحال نہ ہوئے پھر دما دم مست قلندر ہو گا علی احمد کرد نے کہاکہ ہم دوبارہ یہاں آئیں گے ۔انہوں نے عوام ، وکلاء سے درخواست کی کہ وہ ججز کی بحالی تک وکلاء تحریک کا ساتھ دیں ۔ اس سے قبل جب چیف جسٹس اٹک پہنچے توعوام میں زبردست جوش و خرو ش بذریعہ جی ٹی روڈ ہٹیاں پہنچنے پر مسلم لیگ (ن) اور جماعت اسلامی کے سینکڑوں کارکنوں اور عوام کی کثیر تعداد نے منوں پھول کی پتیاں نچھاور کرتے ہوئے چیف جسٹس کا شایان شان استقبال کیا۔ (ن) لیگ کے ایم این اے شیخ آفتاب احمد جب استقبال کیلئے معزول چیف جسٹس کی گاڑی کے پاس گئے تو چیف جسٹس کے ڈرائیور نے دروازے کا شیشہ نیچے کیا جس پر شیخ آفتاب احمد نے چیف جسٹس سے ہاتھ ملایا

نوازشریف کا صدر کے مواخذے کا مطالبہ تسلیم نہیں کیا، جب پارلیمنٹ میں مطلوبہ اکثریت ہوگی تو مواخذے کی تحریک پر پیش رفت کریں گے۔ سید یوسف رضا گیلانی

لاہور۔ وزیراعظم سید یوسف رضا گیلانی نے کہا ہے کہ ہم نے میاں نوازشریف کا صدر کا مواخذہ کرنے کا مطالبہ قبول نہیں کیا ہے۔ انہوں نے کہاکہ ہماری جدوجہد ملک سے آمریت کا خاتمہ، عدلیہ کی بحالی اور پارلیمان کو سپریم بنانا ہے۔ جب بھی ہمارے پاس قومی اسمبلی اور سینٹ میں مطلوبہ اکثریت ہوگی اس وقت آئینی اور جمہوری طریقے سے جنرل (ر) پرویز مشرف کے خلاف مواخذے کی تحریک پر پیش رفت کریں گے اور اس بارے میں کوئی سولو فلائٹ نہیں کی جائے گی۔ ان خیالات کا اظہار انہوں نے لاہور ایئرپورٹ پہنچنے پر صحافیوں سے گفتگو کرتے ہوئے کیا۔ ایئرپورٹ پر ان کا استقبال گورنر پنجاب سلمان تاثیر، پیپلز پارٹی لاہور کے صدر حاجی عزیز الرحمن چن، مسلم لیگ (ن) کے صوبائی وزیر مجتبیٰ شجاع الرحمن ودیگر نے کیا۔ وزیراعظم نے کہاکہ ہم نے پارلیمنٹ کو سپریم بنانا ہے تاکہ ججز کی بحالی اور صدر کے مواخذے سمیت تمام فیصلے پارلیمنٹ میں کئے جاسکیں۔ پارلیمنٹ کو سپریم بنانے کیلئے چاروں اتحادی جماعتوں سے مشورے کررہے ہیں اور کوئی فیصلہ اکیلے نہیں کریں گے۔ کالا باغ ڈیم کے منصوبے کو ختم کرنے سے متعلق سوال کے جواب میں وزیراعظم نے کہا کہ گذشتہ ساٹھ سالوں میں کوئی بھی حکومت کالا باغ ڈیم تعمیر نہیں کرسکی اس لئے ہم بھی قوم سے کوئی ایسا وعدہ نہیں کریں گے جسے پورا نہ کرسکیں۔ انہوں نے کہاکہ کالا باغ ڈیم کا منصوبہ چاروں صوبوں کے اتفاق رائے سے ہی شروع کیا جائے گا۔ انہوں نے بتایا کہ توانائی کے بحران پر قابو پانے کیلئے چھوٹے ڈیم تعمیر کرنے کے منصوبوں پر جلد عملدرآمد کا آغاز کیا جائے گا۔ بلوچستان کے حوالے سے وزیراعظم نے کہا کہ بلوچستان میں احساس محرومی ہے، ہم مذاکرات کے ذریعے اس کا یہ احساس ختم کرنا چاہتے ہیں۔ بہت جلد پاکستان پیپلز پارٹی کے شریک چیئرمین آصف علی زرداری بلوچستان جائیں گے جہاں وہ بلوچستان کے لیڈروں کی آل پارٹیز کانفرنس بلائیں گے جس میں ان کے مسائل حل کرنے کی یقین دہانی کروائی جائے گی۔ ہم پہلے ہی بلوچستان میں فوج کے آپریشن کو ختم کرچکے ہیں۔

الیکشن کمیشن آف پاکستان نے شریف برادران کو انتخابات میں حصہ لینے کی اجازت دیدی

اسلام آباد۔ الیکشن کمیشن آف پاکستان نے شریف برادران کو انتخابات میں حصہ لینے کی اجازت دیدی ہے ۔ ایک نجی ٹی وی کے مطابق پاکستان مسلم لیگ(ن) کے قائد میاں نوازشریف اور پارٹی کے صدر میاں شہباز شریف کے کاغذات نامزدگی کے خلاف انتخابی عذر داریوں کی سماعت کرنے والے انتخابی ٹربیونل کے منقسم ہونے پرالیکشن کمیشن نے شریف برادران کو انتخابات لڑنے کی اجازت دیدی ہے ۔ اس طرح انتخابات میں کامیابی پر میاں شہباز شریف پنجاب کے وزیراعلی ہوں گے اور عبوری وزیراعلٰی دوست محمد کھوسہ اپنے عہدے سے ہٹ جائیں گے۔

مسلم لیگ ( ن ) کا ضمنی انتخابات میں پیپلز پارٹی کے امیدواروں کے مقابلے میں امیدوار نہ کھڑے کرنے کااعلان

لاہور ۔ مسلم لیگ (ن) نے ضمنی انتخابات کے لیے پاکستان پیپلز پارٹی کی خالی نشستوں پر امیدوار نہ لانے کا اعلان کیا ہے میاںنواز شریف کی صدارت میں پارلیمانی بورڈ کا اجلاس ہوا جس میں راولپنڈی کے حلقوں این اے52 سے کیپٹن صفدر اور این اے 55 سے حاجی پرویز خان امیدوار ہوں گے ۔لاہور کے حلقوں این اے 129 سے حمزہ شہباز شریف اوراین اے 123 سے میاں نواز شریف امیدوار ہوں گے۔ اسی طرح این اے 131 شیخوپورہ سے احمد عتیق کو ٹکٹ دینے کا فیصلہ کیاگیا ۔ این اے 147 اوکاڑہ کی نشست آصف علی زرداری کی درخواست پر خالی چھوڑی گئی ہے ۔ یہ نشست میاں منطور احمد وٹو نے خالی کی بھکر پی پی 124 پی پی 141 اور پی پی 154 سے میاں شہباز شریف پی پی 54 فیصل آباد سے چوہدری صفدر رحمان پی پی 70 فیصل آباد سے رانا ثناء اللہ خان ، پی پی 99 سے حسن سیف اللہ پی پی 107 حافظ آباد سے میاں شاہد حسین بھٹی پی پی 171 ننکانہ صاحب سے رانا محمد ارشد پی پی 243 سے سردار ذوالفقار خان کھوسہ امیدوار ہوں گے جبکہ پی پی 295 رحیم یار خاان کی نشست وزیر اعظم کے بیٹے عبد القادر گیلانی کے لیے خالی چھوڑی گئی

مشرف کے بعد آصف زرداری بھی امریکہ کے غلام بن چکے، اب میاں نوازشریف واضح سٹینڈ لیں ۔عمران خان

لاہور ۔ پاکستان تحریک انصاف کے چیئرمین عمران خان نے کہا ہے کہ صدر پرویز مشرف کے دن گنے جاچکے ہیں اور وہ ایوان صدر میں زیادہ دیر نہیں ٹھہر سکتے۔ آصف علی زرداری امریکہ کے غلام بن چکے ہیں۔ اب میاں محمد نوازشریف کو کوئی واضح سٹینڈ لینا چاہئے۔ وہ آج سگریٹ نوشی کے خلاف عالمی دن کے موقع پر شوکت خانم میموریل کینسر ہسپتال میں تقریب کے بعد صحافیوں سے گفتگو کررہے تھے۔ عمران خان نے کہا کہ عوام نے پیپلز پارٹی کو الیکشن میں جو مینڈیٹ دیا ہے آصف علی زرداری اس کے الٹ چل رہے ہیں۔ وہ عدلیہ کے معزول ججوں کو بحال نہیں کررہے بلکہ صدر پرویز مشرف کو بچانے میں لگے ہوئے ہیں۔ انہوں نے کہا کہ امریکہ صدر پرویز مشرف کو تحفظ دے رہا ہے اور آصف علی زرداری نے بھی امریکہ کی غلامی شروع کردی ہے۔ انہوں نے کہا کہ آصف علی زرداری نے کرپشن کی ہے ۔ اب وہ اپنی ذات کو بچانے کیلئے عدلیہ کو کسی صورت آزاد نہیں ہونے دیں گے۔ انہوں نے کہا کہ پیپلز پارٹی نے یوسف رضا گیلانی کو وزیراعظم بنا رکھا ہے جبکہ اختیارات سارے کے سارے آصف علی زرداری کے پاس ہیں۔ انہوں نے کہاکہ میاں نوازشریف 18فروری کو الیکشن کا بائیکاٹ کرنے کی اے پی ڈی ایم کی بات مان لیتے تو آج انہیں یہ دن نہ دیکھنا پڑتا۔ میاں نوازشریف کو بھی اب واضح موقف اپنا لینا چاہئے۔ انہوں نے کہاکہ پورے ملک کو گروی رکھ دیا گیا ہے یہ مذاق زیادہ دیر نہیں چل سکتا۔ اے پی ڈی ایم ملک کی موجودہ صورتحال پر جلد قومی کانفرنس بلائے گی جس میں آئندہ کا لائحہ عمل طے کیا جائیگا۔

امریکہ کو پاکستان کے اندرونی معاملات میں مداخلت سے دور رکھا جائے، عبدالرشید ترابی

اسلام آباد ۔ جماعت اسلامی آزاد کے سابق امیر عبدالرشید ترابی نے کہا کہ ملک میں بحران خانہ جنگی اور مہنگائی کا طوفان امریکہ کی ہمارے اندرونی معاملات میں مداخلت کی وجہ سے ہو رہا ہے،آزاد خارجہ پالیسی بناکر امریکہ کو اپنے جگہ پر نہیں رکھاجاتاتو اس وقت تک بحران ختم نہیں ہو گا،انھوں نے کہا کہ سخاکوٹ میں ہماری گاڑی پر فائرنگ سے وہاں کے حالات کی سنگینی کا پتہ دیتی ہے،ان خیالات کا اظہار انھوں نے مڈل ایسٹ اسٹڈی سنٹر سے خصوصی گفتگو کرتے ہوئے کیا ،انھوں نے کہا کہ غزہ میں 15لاکھ فلسطینیوں کو معاشی ناکہ بندی کے نام پر اسرائیل اور امریکہ قتل کرنا چاہتے ہیں،روزانہ فلسطینی بچے دودھ نہ ہونے کی وجہ سے اور ہسپتالوں میں ادویات اور بجلی نہ ہونے کی وجہ سے شہید ہورہے ہیں،ایک سوال کے جواب میں انھوں نے کہا کہ سعودی عر ب کا کردار تنارعات کے حل کے حوالے سے شاندار رہا ہے ،سعودی عرب کو چاہیے کہ وہ اپنے تیل کی پیداوار میں سے کچھ حصہ اپنے بھائیوں کی جان بچانے کے لیے فلسطینیوں کو فراہم کریں،انھوں نے کہاکہ امریکہ نہیں چاہتاکہ فلسطین کا مسئلہ حل ہو ایسے میں او آئی سی کی ذمہ داری بنتی ہے کہ وہ اس مسئلے کو حل کرانے کے لیے اپنا کردار ادا کرے،متاثرین زلزلہ کی بحالی اوربے روزگاری کے خاتمے کے لیے انھوں نے کہا کہ ہم نے حکومت کو ڈیڈ لائن دے رکھی ہے اگر ہمارے مسائل حل نہ ہوئے توہم احتجاج کرنے پر مجبور ہوں گے۔

پاکستان پر بیرونی قرضوں کا حجم بڑھ کر ٤٤ ارب ٥٩ کروڑ ڈالر ہوگیا

اسلام آباد ۔ رواں مالی سال کے دوران غیر ملکی قرضوں میں اب تک تقریباً ساڑھے پانچ ارب ڈالر کا اضافہ ہو چکا ہے جب کہ سال ختم ہونے میں ابھی چار ہفتے باقی ہیں۔ اِس سال اب تک ہونے والے اِس اضافے کے ساتھ پاکستان پر بیرونی قرضوں کا حجم بڑھ کر 44ارب59کروڑ ڈالر ہوگیا ہے۔ حکومتی حلقے اِس کی بڑی وجہ توازنِ ادائگی کے بڑھتے ہوئے خسارے کو قرار دے رہے ہیں۔ ملک میں نافذ فسکل ریسپونسبلٹی اینڈ ڈیٹ لمیٹیشن ایکٹ کے تحت حکومت ہر سال بیرونی قرضوں میں مجموعی قومی پیداوار کے تناسب سے 2.5فی صد کی شرح سے کمی کی پابند ہے۔ اِس سال حکومت کو بیرونی قرضوں کے حجم کو جی ڈی پی کے 27فی صد سے کم کرکے 24.5فی صد کرنا تھا۔ تاہم، تجزیہ نگاروں کا کہنا ہے کہ دورانِ سال معیشت کی جو صورتِ حال رہی اْس میں حکومت کے لیے یہ حدف حاصل کرنا ممکن نہیں اور یہ تناسب 27فی صد ہی رہے گا۔ ماہرین کا کہنا ہے کہ رواں سال کے نو ماہ کے دوران حکومت نے پانچ ارب 58کروڑ ڈالر کے بیرونی قرضے حاصل کیے تاکہ جاری اکاؤنٹ کے خسارے کو پورا کیا جا سکے۔ جون 2007 میں ملک پر بیرونی قرضوں کا بوجھ 39ارب ڈالر تھا جو اب بڑھ کر ملکی تاریخ کی بلند ترین سطح پر پہنچ گیا ہے۔ کرنٹ اکاؤنٹ کے خسارے میں اضافے کی وجہ سے حکومت پر بیرونی قرضے لینے کے لیے دباؤ بڑھا جب کہ زرِ مبادلہ کے ذخائر بھی اِس مقصد کے لیے استعمال کیے گئے۔ پاکستانی زرِ مبادلہ کے ذخائر گذشتہ چند ماہ میں چار ارب ڈالر سے زائد کمی کے بعد اِس وقت تقریباً ساڑھے گیارہ ارب ڈالر رہ گئے ہیں۔

سوات ۔دہشت گردی اور تشدد ، دو سالوں میں سینکڑوں لوگ ہلاک ہوئے ‘ اربوں روپے کی املاک کو نقصان پہنچا

سوات ۔ تقریباً دو سال سے جاری انتہا پسندی اور تشدد کے نتیجے میں اگر ایک طرف سینکڑوں لوگ ہلاک و زخمی ہوئے ہیں اور اربوں روپے مالی املاک کو نقصان پہنچا ہے تو دوسری طرف اِس کے نتیجے میں سیاحت کے شعبے کو بھی سخت نقصان پہنچا ہے۔ حاجی زاہد خان، صدر، ہوٹل ایسو سی ایشن سوات نے بتایا کہ صرف ہوٹل کے شعبے سے وابستہ نہ صرف 40ہزار کے لگ بھگ لوگ بے روزگار ہوگئے ہیں، بلکہ تشدد اور دہشت گردی کے نتیجے میں سوات کی سیاحت سے وابستہ شعبوں کو گذشتہ سال تین ارب روپے سے زیادہ کانقصان ہوا ہے۔ توقع کی جا رہی ہے کہ گذشتہ دِنوں صوبہ سرحد حکومت اور مولانا فضل اللہ کی قیادت میں مبینہ طالبان جنگ جوؤں کے درمیان ہونے والے معاہدے کے بعد سیاحت کے شعبے میں بہتری آئے گی۔ ہوٹل ایسو سی ایشن سوات کے سیکریٹری حاجی دْعا خان نے وائس آف امریکہ کوبتایا کہ ’لوگ ابھی تک خوف زدہ ہیں۔ لوگوں کی دِلوں میں وہ پرانا والا خوف بیٹھا ہوا ۔ خیال رہے کہ صوبائی حکومت اور مبینہ طالبان جنگجوؤں کے درمیان ہونے والے معاہدے کے نتیجے میں ماضی کے بنسبت سوات بھر میں گذشتہ چند دِنوں سے حالات پْرسکون ہیں اور دہشت گردی سے متاثر ہونے والے لوگ اپنی مدد آپ کے تحت اپنے آپ کو بحال کرنے کی کوشش کر رہے ہیں۔

اسلام آباد ۔ سپریم کورٹ آف پاکستان کے معزول چیف جسٹس افتخار محمد چوہدری ہفتہ کو پشاور بار سے خطاب کے لیے اسلام آباد سے روانہ ہوئے تو اسلام آباد میں مختلف مقامات پر ان کا بھرپور خیر مقدم کیا گیا ۔ اور انہیں بھرپور انداز کے ساتھ جلوس کے ہمراہ رخصت کیا گیا ۔ پشاور روانگی کے لیے معزول چیف جسٹس اپنی رہائش گاہ سے باہر آئے تو پاکستان مسلم لیگ (ن) کے اسلام آباد سے اراکین قومی اسمبلی انجم عقیل خان ‘ڈاکٹر طارق فضل چوہدری ‘ جماعت اسلامی کے سابق ایم این اے میاں محمد اسلم نے ان کا استقبال کیا ۔ جماعت اسلامی ‘ مسلم لیگ(ن) کے کارکنوں کی ایک بڑی تعداد بھی اس موقع پر موجود تھی ۔ جنہوں نے معزول چیف جسٹس کے حق میں زبردست نعرے لگائے ۔ سندھ ہائی کورٹ کے بعض معزول ججز بھی چیف جسٹس کے ہمراہ تھے۔ اسلام آباد میں مختلف مقامات پر ان کا استقبال کیا گیا گولڑ ہ موڑ پر ریلی نے ان کا استقبال کیا اور ان پر گل پاشی کی۔ وکلاء کے سرکردہ رہنما علی احمد کرد اور دیگر رہنما بھی چیف جسٹس کے ہمراہ تھے۔

راولپنڈی ۔ سابق فوجی جرنیلوں کی تنظیم ایکس سروس مین سوسائٹی نے ججز کی بحالی کے لیے وکلاء کے لانگ مارچ میں شرکت کا اعلان کرتے ہوئے صدر پرویز مشرف سے 10 جون سے پہلے مستعفی ہونے کا مطالبہ کردیا اور کہا کہ پرویز مشرف کو محفوظ راستہ نہ دیا جائے اور آرٹیکل 6 کے تحت غیر آئینی اقدامات کے حوالے سے اس کا ٹرائل کیا جائے ۔ ایکس سروس مین سوسائٹی کا غیر معمولی اجلاس ہفتہ کو راولپنڈی میں منعقد ہوا ۔ اجلاس میں کراچی سٹیل ملز کے سابق چیئرمین جنرل(ر) عبدالقیوم ‘ جنرل(ر) حمید گل ‘ جنرل(ر) جمشید گلزار کیانی ‘ جنرل(ر) ہدایت اللہ ‘جنرل(ر) اکرام اللہ ‘ جنرل(ر) صلاح الدین ترمذی ‘ جنرل(ر) متین ‘ جنرل (ر) ارشد ‘ بریگیڈیئر (ر) فہد نے شرکت کی ۔ اجلاس میں ججز کی بحالی کے حوالے سے وکلاء کے لانگ مارچ کے بارے میں لائحہ عمل طے کیا گیا ۔ اجلاس میں فیصلہ کیا گیا کہ ریٹائرڈ فوجی افسران و اہلکار لانگ مارچ کا حصہ بنیں گے ۔ بھرپور طریقے سے اس میں شرکت کی جائے گی ۔ اجلاس کے بعد جنرل(ر) عبدالقیوم نے صحافیوں سے بات چیت کرتے ہوئے کہا کہ ایکس سروس مین سوسائٹی نے پرویز مشر ف کے استعفی کا مطالبہ کیا ہے تاکہ نئے صدر کا انتخاب ہو سکے انہوں نے کہا کہ وکلاء کے لانگ مارچ کے حوالے سے ہم نے ایک لائحہ عمل طے کرلیا ہے ۔ بھرپور تعاون کیا جائے گا۔انہوں نے کہا کہ اجلاس میں پرویز مشرف کو مستعفی ہونے کے لیے 10 جون تک کا ٹائم فریم دیا گیا ہے ۔ غیر آئینی اقدامات کے حوالے سے جنرل (ر) پرویز مشرف کا ٹرائل کیا جائے ۔ انہوں نے کہا کہ پرویز مشرف کے استعفی کے بعد بھی ججز بحال نہ ہوئے تو ہم تحریک کا حصہ رہیں گے۔ججز کی 2 نومبر 2007 کی پوزیشن پر بحالی تک ہماری جدوجہد جاری رہے گی ۔ ریٹائرڈ فوجی افسران و اہلکار ایک پلیت فارم سے منظم ہو کر تحریک کا حصہ بنیں گے۔ پرویز مشرف صدارت کا عہدہ چھوڑ دیں تاکہ عوام نئے صدر کا انتخاب کرسکیں ۔

لاہور۔ الیکشن ٹربیونل نے پاکستان مسلم لیگ (ن) کے قائد میاں محمد نوازشریف اور صدر میاں شہبازشریف کے خلاف دائر اپیلوں پر اختلافی فیصلہ سنانے کے بعد اپیلیں چیف الیکشن کمشنر کو بھجوادیں۔ تفصیلات کے مطابق الیکشن ٹربیونل نے ضمنی الیکشن لڑنے سے متعلق میاں نوازشریف اور میاں شہبازشریف کے خلاف اعتراضات کی سماعت جمعہ کے روز مکمل کرنے کے بعد فیصلہ محفوظ کرلیا تھا جس کے بعد آج ہفتہ کے روز 12بجے دو رکنی بینچ نے اپنا فیصلہ سنایا۔ ٹربیونل کے رکن جسٹس حافظ طارق نسیم نے فیصلہ سناتے ہوئے کہا کہ اعتراضات کے حوالے سے پیش کی جانے والی دستاویزات اور شہادتوں میں کوئی ایسی چیز نہیں ہے جن کی بنیاد پر میاں نوازشریف یا میاں شہباز شریف کو نااہل قرار دیا جاسکے۔ دونوں الیکشن لڑنے کے مکمل طور پر اہل ہیں۔ جبکہ ٹربیونل کے دوسرے رکن جسٹس اکرم قریشی نے اپیلوں کو منظور کرتے ہوئے میاں نوازشریف اور میاں شہباز شریف دونوں کو الیکشن لڑنے کیلئے نااہل قرار دیدیا جس کے بعد اپیلیں چیف الیکشن کمشنر کو بھجوادی گئیں۔ فیصلہ سننے کے بعد میاں برادران کے وکیل اشتر اوصاف علی خان نے پریس کانفرنس سے خطاب کرتے ہوئے کہا کہ جج صاحبان نے دائر کی گئی اپیلوں کا جائزہ لینے کے بعد جو سپلٹ فیصلہ دیا ہے اس کے بعد ریٹرننگ آفیسر کا فیصلہ مؤثر ہوگیا ہے اور میاں نوازشریف وشہبازشریف دونوں الیکشن لڑنے کے مکمل طور پر اہل ہیں۔ انہوں نے کہاکہ چیف الیکشن کمشنر کو ان اپیلوں پر فیصلہ کرنے کا کوئی حق نہیں، آج آخری دن تھا چیف الیکشن کمشنر کوئی مزید الیکشن ٹربیونل بھی نہیں بناسکتے۔ انہوں نے کہاکہ جن لوگوں نے میاں نوازشریف وشہبازشریف کے خلاف اپیلیں دائر کیں ان کا متعلقہ حلقوں سے کوئی تعلق نہیں تھا۔ اس موقع پر میاں نوازشریف کے دوسرے وکیل نصیر احمد بھٹہ نے کہا کہ الیکشن ٹربیونل کا فیصلہ اگر چہ واضح نہیں ہے لیکن اس کے باوجود جب ایسا اختلافی فیصلہ آجائے تو ریٹرننگ آفیسر کا فیصلہ خود بخود مؤثر ہوجاتا ہے۔ انہوں نے کہاکہ الیکشن ٹربیونل چیف الیکشن کمشنر کو اپیلیں واپس نہیں بھیج سکتا لہذا اب میاں نوازشریف اور شہبازشریف دونوں الیکشن لڑ سکتے ہیں۔ فیصلہ کے بعد لاہور ہائی کورٹ کے احاطہ میں موجود مسلم لیگ (ن) کے کارکنوں نے میاں نوازشریف کے حق میں اور جنرل (ر) پرویز مشرف کے خلاف زبردست نعرہ بازی کی۔ میاں نوازشریف کے وکلاء اس اعلان کے بعد کہ میاں برادران الیکشن لڑنے کے اہل ہوگئے ہیں کارکنوں نے جشن منایا اور مٹھائی بھی تقسیم کی۔

لاہور۔ پاکستان مسلم لیگ (ن) کے قائد میاں نواز شریف اور صدر شہباز شریف کے کاغذات نامزدگی پراعتراضات کی سماعت کے دوران ججز میں اختلاف کے بعد معاملے کو چیف الیکشن کمشنر کے سپرد کردیا گیا ہے ۔ کاغذات نامزد گی پر اعتراضات کی سماعت کے دوران جسٹس اکرم قریشی نے نواز شریف اور شہباز شریف کو انتخابات کے لئے نااہل جبکہ جسٹس حافظ طارق نسیم نے دونوں رہنماؤں کو انتخابات کے لئے اہل قرار دیا ۔ سماعت ختم ہونے کے بعد شریف برادران کے وکیل اشتر اوصاف نے میڈیا سے گفتگو کرتے ہوئے کہا کہ قانون اور آئین کے مطابق ایپلیٹ ٹریبونل فیصلے کے لئے معاملہ چیف الیکشن کمشنر کو ارسال نہیں کرسکتا ۔ ان کا کہنا تھا کہ سماعت کی مقررہ مدت آج ختم ہونے کے بعد اس حوالے سے مزید سماعت ممکن نہیں ۔ اشتر اوصاف نے کہا کہ ریٹرننگ آفیسر شریف برادران کے کاغزات نامزدگی منظور کرچکے ہیں اس لئے قانون کے مطابق شریف برداران انتخابات میں حصہ لینے کے اہل ہیں ۔لاہور ہائی کورٹ کے جسٹس اکرم قریشی اور جسٹس حافظ طارق نسیم پر مشتمل الیکشن ٹریبونل نے نواز شریف اور شہباز شریف کے انتخابات لڑنے کی اہلیت کے معاملے پر منقسم رائے ہونے کی بنا پر یہ معاملہ چیف الیکشن کمِشنر کو بھجوا دیا ہے۔نواز شریف کے قومی اسمبلی کے لیے جبکہ شہباز شریف کے صوبائی اسمبلی کے لیے کاغذات نامزدگی قبول کیے جانے کے فیصلے کو الیکشن ٹریبونل میں چیلنج کیا گیا تھا۔الیکشن ٹریبونل نے شریف برادران کے خلاف دائر ان اپیلوں پر کارروائی مکمل ہونے پر فیصلہ جمعہ کو محفوظ کردیا تھا۔ ٹریبونل کے رکن اکرم قریشی نے نواز شریف اور شہباز شریف کو الیکشن لڑنے کے لیے نااہل قرار دیدیا جبکہ اسی ٹریبونل کے دوسرے رکن جسٹس حافظ طارق نسیم نے اپیلیں مسترد کرتے ہوئے دونوں بھائیوں کو انتخابات لڑنے کا اہل قرار دیا۔نواز شریف کے وکیل سابق اڈووکیٹ جنرل پنجاب اشتر اوصاف علی نے کہا ہے کہ جب منقسم فیصلہ آئے تو ریٹرننگ آفیسر کا فیصلہ برقرار رہتا ہے، اس لیے ریٹرننگ آفیسر کے فیصلے کے مطابق دونوں بھائی الیکشن لڑنے کے اہل ہیں اور الیکشن لڑیں گے۔ہائی کورٹ کے باہر مسلم لیگ (ن) کے کارکنوں نے ’وزیر اعظم نواز شریف‘ اور ’گو مشرف گو‘ کے نعرے لگائے۔یہ اپیلیں نواز شریف اور شہباز شریف کے خلاف مختلف انتخابی حلقوں سے دائر کی گئی ہیں۔سیالکوٹ کے حلقے پی پی 124 سے ذوالفقار علی گھمن، بھکر سے پی پی 48 سے سید خرم شاہ، لاہور کے پی پی 141 سے اظہر خان لودھی، لاہور کے ہی پی پی 154 سے سید خرم علی شاہ نے شہباز شریف کے کاغذات نامزدگیوں کو چیلنج کرتے ہوئے انہیں نااہل قرار دینے کی استدعا کی تھی۔قومی اسمبلی کے لاہور کے حلقے 123 سے نور الٰہی اور راولپنڈی کے حلقے باون سے ناصر راجہ نے میاں نواز شریف کے کاغذات نامزدگی مسترد کرنے کے لیے الیکشن ٹریبونل سے رجوع کیا تھا۔جمعہ کو ہونے والی کارروائی میں میاں نواز شریف اور شہباز شریف کے وکلاء ٹریبونل میں پیش نہیں ہوئے تھے۔ تاہم ممتاز قانون دان ایڈووکیٹ اکرم شیخ نے سول سوسائٹی کی طرف سے میاں نواز شریف اور شہباز شریف کے کاغذات نامزدگی کی حمایت میں دلائل دیے۔انہوں نے دلائل دیتے ہوئے کہا تھا کہ جب صدر آئین کے آرٹیکل پینتالیس کے تحت کسی کی سزا معاف کر دیتے ہیں تو اس شخص کا جرم بھی ختم ہو جاتا ہے۔ انہوں نے کہا کہ چونکہ صدر نے ان کی سزا معاف کردی ہے اس لیے نواز شریف انتخابات لڑنے کے اہل ہیں اور ان کو کسی صورت بھی نا اہل قرار نہیں دیا جاسکتا۔انہوں نے نواز شریف کے خلاف اپیلوں پر اعتراض اٹھایا کہ یہ اپیلیں مقررہ وقت ختم ہونے کے بعد کی گئی ہیں اس لیے یہ اپیلیں قابل سماعت نہیں ہیں۔ٹریبونل کے سامنے وفاقی حکومت کی طرف سے ڈپٹی اٹارنی جنرل ندیم الدین نے اپنے دلائل میں کہا تھا کہ ان کے سامنے اس نوٹیفیکیشن کی کاپی موجود نہیں ہے جس سے وہ بتا سکیں کہ آیا نواز شریف کی سزا جزوی طور پر معاف کی گئی تھی یا مکمل طور پر۔ جسٹس (ر) سعید الزمان صدیقی نے ٹریبونل کے فیصلے پر تبصرہ کرتے ہوئے کہا کہ اختلافی فیصلے کے باعث ریٹرننگ افسر کا فیصلہ قائم رہناچاہیئے ۔ ایک نجی ٹی وی سے گفتگو کرتے ہوئے انہوں نے کہا کہ شریف برادران ضمنی انتخاب لڑنے کے اہل ہیں ۔ مزید یہ کہ اپیل کنندہ نے اپنی اپیل بھی واپس لے لی تھی جس کے بعد ٹریبونل کے پاس فیصلہ دینے کا جواز ہی نہیں تھا۔

Endless instability

The PPP co-chairman's statement calling up the controversially-elected president general Pervez Musharraf to resign surprised many. Especially for those including other political parties, who believed that there was mere shadow boxing going on between Musharraf and the PPP, this seemingly straight talk regarding the PPP's position, was particularly surprised. Many welcomed it.
The PPP co-chairman subsequently followed up with other similar assertions in various interviews — "the PPP does not accept the president as a constitutionally elected president," "our government only has a working relationship with the president," " the public pressure to remove the president is growing," "he would not meet the president until the people would want him to meet the president" and so on.
Behind the scenes much else went on. The president was conveyed the PPP's intentions to remove 58(2)b and also the constitutional clauses to take away the President's powers to appoint services chiefs and the Governors. The Islamabad-based American officials too figured in the discussions. The president was not agreeable to the removal of these clauses. There were visits between the presidency and those involved in these discussions. However, no formal PPP party ticket holder visited the presidency. The president's public retort was that he is a constitutionally elected president and, when it occurs, his departure must be honourable and dignified.
Like much else on the political front, the Islamabad-based Americans have attempted to see these discussions through amicably. Given the US role in Pakistan's post March 2007 political crisis with General Musharraf as its central figure, the ruling coalition has been okay with the American role in the post- election power struggle in Pakistan. In the case of General Musharraf particularly Washington has been an arbiter on his behalf with all political parties. For the PPP too Washington played the role of an arbiter with General Musharraf.
However, had it not been for the March 9 2007 peoples' movement calling for Constitutional democracy, Musharraf would neither have given PPP the opening to return nor would Washington have pushed so hard that Musharraf reverse his November 3 imposition of martial law.
For Washington, General Musharraf's primary worth lay in what they believed was his able support for their war on terrorism. By contrast in Pakistan against the backdrop of growing discontent against lawlessness of the powerful and their trashing of the Constitution, General Musharraf's positive contributions faded in the peoples' minds who took to the streets.
Increasingly, for those who occupied public space, for those who participated in street protests, Musharraf was the violator of law, the man who exercised power and State authority at will. Many argued he must go.
The post-election developments raised many questions regarding Musharraf's future. What many believed was fait accompli did not happen. Instead of general Musharraf's departure, especially post-government formation it seemed he may survive. The PPP cabinet opted for decent engagement with the presidency. A calm had just begun to settle despite of course the complete rejection of the president by the country's second largest political party and also the member of the ruling coalition.
A low-level power struggle too continued as the presidency began to provide political oxygen to the defeated and increasingly divided PML-Q. However the national attention was focused on the question of the judges' restoration. The ideal scenario should have been for the coalition government to come and resolve the one issue that would have substantially served as a deterrent for future martial laws and indeed a deterrent for unconstitutional ways of elected governments too- the restoration of the judiciary.
The restoration would have generated trust and goodwill
all around including among the ranks of the elected forces and the
people of Pakistan. The power struggle facilitated by the presidency
would have also somewhat subsided. It would have freed the coalition government's mental and political energy to focus largely on the issues that are creating hell for the people — electricity shortage,
crushing inflation and shortage of flour.
The restoration question has not only not been tackled, it has been
further complicated. Now it seems to have become apart of the 62- point constitutional package to be tabled in the National Assembly.
Paradoxically, the unresolved judicial question has led to another
fresh round of 'go Musharraf go' chant. This time it includes Zardari too. And what do we see on the sidelines of parliamentary activity?
We see the reinvigorated enthusiastic connection between the presidency and the PML-Q. After having tried repeatedly yet unsuccessfully, to oust the Chaudaries and get a leader "acceptable to Zardari," the president seems to be falling back on the PML-Q. Reportedly, the Chaudaries are back as visitors of the Camp office.
To a great extent the Presidency can fairly be marked as
contributing source to political instability, political intrigue and
political confusion. Key moves that cause instability, intrigue and
confusion can be traced to the presidency, admittedly though not
without some civilian partnership. The country is now in the midst of a three dimension political volatility.
One is the power struggle which involves the president and the parliament. Musharraf seeks parliamentary support to defeat any motion to clip his constitutional powers. Two is the struggle to restore the judiciary. This struggle remains unabated since November 3 imposition of a mini-martial law and the sacking of the judiciary. Unless this issue is not resolved justly no government will be able to function normally.
Three, the latest is the 62-point political package. While its passage may not be possible for months it will generate much debate and merely generate additional political nervousness without resolving any of the outstanding political issues.
Significantly, the 62-point package presented by the PPP in consultation with its minor coalition partner the ANP, raises many questions. Will it resolve the question of the president future? No. Will it deal with clipping the presidential powers within the immediate context? No. Will it resolve the restoration of the judges? No.
Will it contribute towards creating political stability within the immediate context? No. Clearly a 62-point Constitutional package will take at least a year plus for passage. Both the required time for parliamentary discussion and debate and for the entire process of the elements of the package going to various Standing Committees would take a long time. If there is some other speedy fast-track process that the ruling coalition may have worked out, then we shall soon know about it. That however seems unlikely.
So ultimately where we stand today is a national political context which is somewhat wobbly and uncertain. It generates panic especially among the investors, it is hitting hard at an inherited economy which has already troubled and the final target of all this are the suffering Pakistanis.
The only way to arrest this continuing political stability is for the leaders of the ruling coalition to decide on the future of the president and on the best way to resolve the judicial crisis. Divided opinion and inaction on these two issues will mean continuing political instability and also worsening of the economic crisis. Quick and wise decision is a must. Pakistan and its people cannot afford indecision or intrigues against democracy by the elected representatives anymore.

IMF and World Bank urge Pakistan to do away with subsidies

ISLAMABAD — Pakistan's new elected government has regretted to accept the joint proposal of the World Bank and the IMF to withdraw oil subsidy in the next budget. Official sources said that the Prime Minister Syed Yousuf Raza Gilani believed that the nation cannot withstand the "shock" of eliminating subsidies on oil, wheat and fertilizer at this stage.
The prime minister stated at a high-level meeting held yesterday on budgetary matters that the process of withdrawing subsidies can only be gradual and when the government succeeds in mobilising new resources by overhauling the weak taxation system.
New resources were required to provide "certain respite" to the poor and the lower middle-income groups in the society, the prime minister said. The visiting IMF director for South Asia and Middle East Mohsin Khan and the World Bank Vice-President for South Asia Pruful Patal had proposed to the new government to "immediately do away with all subsidies" on oil, wheat and fertilizer etc. to arrest the fast declining economic situation in the country.
Sources said that the prime minister was told that Indonesia and Sri Lanka have removed subsidies recently and that Pakistan should also swallow the "hard pill" in order to achieve the much needed macroeconomic discipline in the country. "Off course macroeconomic fundamentals need to be set right but it does not mean that we should further burden our people by removing various subsidies," a source said who attended the meeting. He said that the meeting agreed to "restrict further bleeding" in the economy by re-prioritising every thing so as to achieve economic stability.
"The situation is extremely challenging as the budget making process has been constrained due to lack of funds", the source said. He said balancing act will have to be maintained in the new budget to collect resources including from the international donor agencies and to offer some relief package to the people. It will also have increase in the salaries of the government employees. Sources said that the meeting decided to restrict Public Sector Development Programme (PSDP) in the vicinity of about Rs400-425 billion during 2008-09. In fact, they said, there will be over 10 per cent reduction in the funds being allocated for the new PSDP compared to existing development programme of 2007-08.
A senior government official when approached said that the situation was pretty difficult but not "unmanageable" and the prime minister was informed that there was no need to be panicky as the government would not accept undue demands of the donor agencies particularly with respect to eliminating subsidies. He said that the meeting decided to achieve 6.5 per cent GDP growth rate and bring down the fiscal deficit from 9.5 per cent to sustainable limit of around 5-6 per cent by further reforming the country's spineless taxation system. Responding to a question, the official said that IMF has a very "conservative view" of achieving financial discipline by doing away with all subsidies.
"We cannot accept Fund's proposal as its role is now that of a advisory body but we have to take into account WB advice which is our regular donor," he said adding that Bank's will be convinced that Pakistan at this stage cannot afford to remove all subsidies and that it may take some time to start implementing their proposal, the official said.
According to an official handout about the meeting, the prime minister said that providing tangible and concrete relief with specific financial allocations to the people especially those in the lowest income groups should be the topmost priority of his government in the forthcoming budget. le explaining government's priorities for the forthcoming budget, the he directed all the concerned officials involved in the budget making to incorporate objectives which could provide relief to the lowest income groups, boost agriculture and manufacturing growth, help in overcoming energy and water shortages, developing human resource and avoiding wastage of tax payers' money.
The prime minister said that providing relief to the poorest of the poor who are facing back breaking hardship due to high food inflation and shortage of power and other essential goods is the real objective of the elected government. He said that the government is committed to making a sizable allocation in the budget for direct income support to the poorest and vulnerable groups.
Gilani said that government will soon start rural employment generating projects to generate employment for at least 100 days per family especially in the poor and backward districts. He said that skills development programmes for both rural and urban areas will also be initiated so that employability and productivity can be increased. He said that social protection measures including health care and nutrition support for children especially girls, will also be put in place besides allocating resources for provision of safe drinking water.
The prime minister said that government will also provide relief to government employees to compensate for rising inflation especially the low paid employees.
He directed that budget should also incorporate both fiscal and development support measures to boost growth in agriculture and manufacturing sectors which would include increasing incentives to enhance profitability, output and productivity in agriculture by suitable adjustment in subsidies and timely support prices.
This he said would boost agriculture production, improve income of farming community and eliminate the possibility of food shortage in the country.
He said that fiscal and development support for manufacturing in terms of tax incentives, encouraging industrial clusters, support for technology transfer and facilitation of import of power generating small units are some of the areas to be given priority in the budget.

Israeli PM's party considers ballot over scandal

JERUSALEM - Leaders of Israel's governing Kadima party plan to meet in as little as a week to decide on an internal ballot that could replace Prime Minister Ehud Olmert, senior Kadima members said on Friday.
Olmert has so far defied a demand by his main coalition partner, Defence Minister Ehud Barak's left-leaning Labour Party, to leave office over a growing corruption scandal.
A poll by Israel's mass circulation Yedioth Ahronoth newspaper found Olmert's deputy, Foreign Minister Tzipi Livni, would win an internal vote to find a new leader for their centrist party.
Livni, Israel's chief negotiator with the Palestinians, garnered the support of 39 percent of Kadima members, according to the poll. Transportation Minister Shaul Mofaz came in second with 25 percent.
But a poll by the Maariv daily found that Livni, as Olmert's successor, would lose to Benjamin Netanyahu of the right-wing Likud Party if a general election was held today.
Lawmaker Tzachi Hanegbi, head of Kadima's central committee, told Israel Radio on Friday that Kadima delegates would convene a meeting on a leadership ballot after Olmert returns from a visit to the United States at the end of next week.
Kadima sources said Olmert wants his centrist party to put off any such vote for months, hoping to ride out the police investigation into allegations he accepted envelopes filled with cash from a Jewish-American businessman.
Olmert has denied wrongdoing but has said he would resign if indicted. The turmoil threatens to derail U.S.-backed peace talks between Israel and the Palestinians.
Sixty percent of Kadima's members believe Olmert does not have to resign at this stage in the investigation, the Yedioth Ahronoth poll found.
Olmert has responded to the crisis with a business-as-usual approach. He will meet Palestinian President Mahmoud Abbas on Monday, Palestinian negotiator Saeb Erekat said.
Israel's attorney-general, Menachem Mazuz, said on Thursday the investigation would be accelerated "in order to complete it as soon as possible." He gave no precise timeframe for a decision on whether to indict the prime minister.
Olmert has survived corruption scandals in the past.

US Defence Secretary Gates starts Asian tour

SINGAPORE - US Defence Secretary Robert Gates arrived Friday in Singapore to attend a regional security conference at the start of an Asian tour which he said aims to reaffirm US engagement with the region.
Gates touched down for his fourth major trip to Asia in 17 months, and his second regional swing in about three months.
‘If there is one theme that connects the different stops, it is affirming that the United States is not distracted by wars in Iraq and Afghanistan from our long-term interests here in Asia and the cultivation and the strengthening of our relationships with allies, partners and others in the region,’ Gates said before leaving the tiny Pacific territory of Guam, his first stop.
There have been doubts among some allies over US leadership of the region, which is under the shadow of China's military build-up.
In Singapore, Gates will join over the weekend in the seventh Shangri-La Dialogue.
Also known as the Asia Security Summit, the meeting of defence and national security officials and analysts is organised by the London-based International Institute for Strategic Studies, an independent think-tank.
From Singapore, where the summit ends Sunday, Gates is to head to Thailand and South Korea.

Pakistan's Khan says nuclear confession was forced

ISLAMABAD - Pakistan's disgraced nuclear scientist Abdul Qadeer Khan said his confession four years ago to selling nuclear secrets was forced on him, a British newspaper reported on Friday.
‘It was not of my own free will. It was handed into my hand,’ Khan told the Guardian newspaper from his home in Islamabad, where he has been held under house arrest since 2004.
Khan refused to say whether he was a scapegoat for Pakistani generals involved in the nuclear trade, though Western diplomats, local commentators and some politicians have long doubted whether he could have acted alone.
‘I don't want to talk about it. Those things are to forget about,’ Khan said, adding that he would not cooperate with investigators from the International Atomic Energy Agency (IAEA).
Khan told the Guardian that the nuclear technology being traded to Iran or North Korea was freely available in the West.
‘They were supplying to us, they were supplying to them ... anyone who could pay,’ he was quoted as saying.
Still admired by many Pakistanis as the father of the country's atomic bomb, Khan confessed on television in early 2004 to selling nuclear secrets to Iran, North Korea and Libya.
President Pervez Musharraf once described the episode as the most embarrassing moment of his presidency, but because of Khan's status he escaped more severe punishment.
A two-month-old coalition government, formed after the defeat of Musharraf's allies in an election last February, has relaxed some restrictions on Khan, though he remained under detention at home in a smart area of Islamabad, overlooking the Margalla Hills.
Former prime minister Nawaz Sharif, who Musharraf overthrew in the 1999 coup and whose party is now a major coalition partner, has said Khan should be freed.
‘As long as you are living there is always hope,’ said Khan who has suffered ill-health during his detention.
