Constitutional package in final stage, allies to be taken on board: Zardari

ISLAMABAD : Pakistan Peoples Party Co-Chairman Asif Ali Zardari Friday said the proposed constitutional package is in final stage and would be tabled in the Parliament after a thorough phase of deliberations with all stakeholders. “We would take all the like-minded parties including PML (N) onboard on the package and, later, present it before media for a final debate,” Zardari said.
He was addressing a news conference after a meeting of Socialist International Asia-Pacific Committee, flanked by Minister for Information and Broadcasting Sherry Rehman and Secretary General of the Committee Luis Ayala.
Zardari said the Minister for Law and Justice Farooq H. Naek was scheduled to meet him for approval of the draft of the package and later their party would seek consultations with its political allies including PML-N chief Mian Nawaz Sharif and other leaders.
Co-Chairman PPP Asif Ali Zardari while replying to a question on the resignation of President Pervez Musharraf said, “Whenever our Parliament and people of Pakistan would desire, he would go.”
“You (media) have freedom of expression but politics is our profession, let us do it, we will not disappoint the nation, come up to their expectations and strengthen the democracy,” he added.
Zardari said Pakistan Peoples Party will follow the guidelines set by Shaheed Mohtarma Benazir Bhutto and was committed to moving forward towards destination of complete democracy through dialogue.
“Dialogue is the best option to resolve the conflicts. Our leader Quaid e Azam Muhammad Ali Jinnah got an independent country through dialogue with Lord Mountbatten,” the Co-Chairman added.
“I respect sentiments of my political allies particularly PML (N) and want to go ahead along with them. I want support of my friends and support them,” he said, adding PPP is a mature party which had rendered sacrifices for democracy, so we will not stop on this crucial turn.
Answering a question, PPP Co-Chairman said he did not believe in any ascending or descending counting for resolution of prevailing political or judicial crisis.
When asked about the long march of lawyers headed by Aitzaz Ahsan, he said PPP would welcome the march in Islamabad as PPP believes in democracy and wants to maintain democratic norms.
He said a delegation is being sent to the Untied States to convince the US administration to support Pakistan overcome its food crisis through supply of wheat free of cost.
Zardari said economic and internal crisis may give non-democratic forces an opportunity to take over, “but it does not mean that we are unable to handle the crisis.”
PPP government had resolved the crisis through comprehensive strategies in the past as well and will do the same in future, he added.
PPP Co-Chairman, Asif Ali Zardari asked Socialist International to support PPP’s demand for the UN probe in Benazir Bhutto’s assassination and said already a request has been sent to the UN and a meeting has been sought with the UN Secretary General for moving forward the process.
He thanked Socialist International for its support for democracy in all parts of the world in general and for Pakistan in particular.
Asif Ali Zardari recalled that Shaheed Benazir Bhutto had always been a regular speaker at the conferences of the Socialist International.
He said that the PPP government was fully aware of the hardships that the masses were facing because of the food inflation and high oil prices and assured that despite the economic pressures the upcoming budget will be poor and business friendly.
He said to introduce targeted subsidies a card based system was being introduced. The card named “Benazir Card’ will be given to the poorest of the poor and they will be able to shop on those cards and the subsidy amount will be automatically transferred to those accounts every month.
Referring to the democratic struggles going on in the world, he said quite recently the parliament in Nepal had voted to put an end to monarchy that was the predominant system there for 239 years.
PPP Co-Chairman said he also had a vision to bring a change in the system through the parliament and eulogized the struggle and sacrifices of the Burma’s opposition leader Aung San Sui Kyi for the democratic rights of the people of Burma.
He announced that a delegation of PPP and the government of Pakistan will travel to Burma to express solidarity with her, adding that PPP’s government will use all available diplomatic means to help her.
He reminded that Ms. Sui Kyi children’s have been kept away from their mother for the last five years and demanded that she should be allowed to see her children.
On the occasion, Luis Ayala said gradually it is being realized all over the world that governments have to be socially responsible and those who have failed to understand had lost elections in a number of countries.
He thanked people of Pakistan for hosting the Asia Pacific Committee Meeting and said sharing of experiences help us understand each other.
He said those who believe in social democracy need to support each other so that responsible governance can be strengthened all across the world.

PPP govt. committed to parliament’s supremacy: PM

ISLAMABAD : Prime Minister Syed Yousuf Raza Gilani said on Friday the government of Pakistan People’s Party was committed to the supremacy of parliament and independence of judiciary and would never compromise on democratic principles. “Let there be no doubt that our party and its government would not compromise on the democratic principles,” he said at a reception in honour of Socialist International.
“It would not undertake any move that could weaken the parliamentary supremacy, independence of judiciary or freedom of press.”
However, the Prime Minister said that the government believed in adopting the path of dialogue and engagement in order to achieve the objectives instead of adopting a confrontationist mode.
Besides, the delegation of Socialist International Asia-Pacific Committee and its Secretary General, Luis Ayala, the dinner was attended by members of federal cabinet and other senior officials.
He said the party had proved the success of the dialogue process by achieving the main objective of ending the rule of uniform and introduction of genuine democracy.
“We hope to consolidate our position through this strategy.”
The Prime Minister said it was a matter of pride to state that the PPP was the first political party in the Indo-Pak Sub-continent to become member of Socialist International 1990.
Gilani traced the history of the PPP’s struggle for democracy since it was founded in 1967 by Shaheed Zulfiqar Ali Bhutto with a manifesto based on Islamic principles of equality and democratic socialism.
“For us it has been an arduous journey for democracy. This journey is painted with sweat and blood, with toil and vigour, and with pain and anguish.”
He recalled a series of reforms the PPP government took for the working classes soon after coming to power in 1971 that empowered people and gave voice to the common man.
Gilani said it was the government of PPP which introduced the concept of student unions for the first time in our national history. The government of Bhutto gave this country the first-ever unanimous and undisputed constitution, he added.
However, he regretted that in July 1977, the first democratic socialist government was toppled and the first directly elected Prime Minister was eliminated through a judicial murder.
“Attempts were made to undo all the reforms that he introduced. Trade union activities were banned. students unions were declared illegal.”
Prime Minister Gilani said it was at such a testing time that Mohtarma Benazir Bhutto Shaheed took charge of the Party and launched a relentless struggle for the revival of democracy in the country.
But, it was a matter of immense pain and sorrow that the party lost her great leader during the movement for revival of democracy, he said.
Addressing her last rally in Rawalpindi, where she was assassinated, Gilani said Mohtarma Benazir Bhutto pledged to restore the students and trade unions after revival of the democracy in Pakistan.
“Happily it has been done now.”
He said another democratic precedent spearheaded by the PPP leadership was to foster reconciliation and forge alliances with other democratic forces of the country.
Referring to the country’s democratic tradition and political culture that brought hatred instead of tolerance, he credited party’s Co-Chairman, Asif Ali Zardari for bridging this wide gap.
“He has also declared and exercised dialogue and reconciliation with all other elements who have stakes in issues of national as well as international dimensions,” he added.
He said it was for the first time that the party Co-Chairman has voluntarily not opted for the office of the Prime Minister and instead conferred this on another office holder and that too from a separate province.
In his address the Prime Minister also spoke on the issue of terrorism and extremism and underlined efforts of the government to eliminate the twin menace through a war that also took the life of the great leader, Mohtarma Benazir Bhutto.
“Therefore, this war is our own war and we are determined to win it,” he said and hoped the international Community would Pakistan’s contribution and its commitment to eradicate the menace.
Prime Minister Gilani also pointed to the rising oil and food prices in the global market, and expressed the apprehension that it could retard the country’s economic growth, if the trend continued unabated.
He highlighted Pakistan’s efforts for peace and security in the region and beyond is paramount, as the country believed it was imperative for the socio-economic development.
It is with a sense of responsibility towards the future generations that Pakistan has embarked on a composite dialogue with India, Gilani said.
He said peace between India and Pakistan will enable the two countries to use precious and scarce resources to overcome hunger, poverty and disease.
“We are confident that a result-oriented dialogue would purge South Asia of the acrimony and tensions that have marred its atmosphere for so long,” he said.
The Prime Minister expressed the hope that resolution of all outstanding disputes between the two countries, including the core issue of Kashmir, would usher in a new era of peace and development in the region.
He said Pakistan fully supports efforts for the peaceful settlement of disputes in the region and elsewhere.
Secretary General of the Socialist International Asia-Pacific Committee, Luis Ayala in his brief remarks on the occasion paid glowing tributes to Shaheed Mohtarma Benazir Bhutto for her contribution and efforts for the restoration of democracy and socio-economic development in Pakistan.
He assured all out support of the committee to the present government in its endeavours for increased and sustained socio-economic development in Pakistan and wished well for the democratic rule.

President Bush phones President Musharraf

WASHINGTON: President George W. Bush spoke with President Pervez Musharraf Friday and renewed United States strong support for Pakistan, the White House said. According to White House spokeswoman Dana Perino, the telephonic conversation was a follow up to President Bush’s recent meeting in Egypt with new Pakistani Prime Minister Yousuf Raza Gilani.
“The president reiterated the United States’ strong support for Pakistan, and he indicated he looks forward to President Musharraf’s continuing role in further strengthening U.S.-Pakistani relations,” Perino said.
On the sidelines of the World Economic Forum in Egypt the Pakistani prime minister and the US president discussed advancing wide-ranging bilateral ties and vowed to fight terrorism.

PM for addressing urban-rural disparity through development

ISLAMABAD : Prime Minister Syed Yousuf Raza Gilani outlining the priorities of the government for the uplift and development of rural Pakistan, which remained neglected in past, on Friday called for addressing the urban-rural disparity. He directed the Ministry of Local Government and Rural Development to come up with concrete and specific proposals in consultation with the National Reconstruction Bureau to address and bridge the urban-rural disparity in the country.
The Prime Minister expressed these views in a briefing by the Ministry of Local Government and Rural Development at the PM House this afternoon.
He said the Ministry of Local Government and Rural Development should focus on government’s priorities especially on the 100-day programme announced by him to ensure the provision of basic necessities of life to the people at their doorsteps.
The Prime Minister said that regularization and development of Kachi Abadis, development of rural housing on state lands - 5 Marla Scheme, rural reconstruction and enterprise development towards rural prosperity and poverty alleviation, construction of rural access roads, provision of clean drinking water, development of model villages are some of the priority areas of the democratic government which the Ministry of Local Government and Rural Development should focus for its early realization.
He asked the Ministry to examine and re-evaluate in consultation with the provincial governments such rural development programmes that are overlapping so as to curb wasteful expenditure.
He said that feasibility of all future development programmes for the rural areas should be formulated in close consultation with the provincial governments.
The Prime Minister also asked the Ministry of Local Government and Rural Development to study the best practices being followed in other countries with regard to local government and rural development so as to benefit from their experience.
He also emphasised the need for better coordination with the provincial governments and line ministries and streamlining the working of the training institutions to make them more effective.
Earlier, Minister for Local Government & Rural Development, Haji Ghulam Ahmad Bilour and Secretary Ministry of Local Government and Rural Development briefed the Prime Minister about the working of the Ministry and the status of various development programmes.
The Prime Minister was informed that Ministry of Local Government and Rural Development needs to focus on its assigned role of coordination on national policy, strategy and programme preparation and supervision of their implementation with regard to local government and rural development.
The meeting was informed that feasibility report for the construction of 1200 km rural access roads has been completed and work will be started as soon as the funds are available.

BB’s assassination reshaped history of Pakistan: Sherry Rehman

ISLAMABAD: Minister for Information and Broadcasting Ms Sherry Rehman said on Friday that Mohtarma Benazir Bhutto’s tragic assassination at the hour of her greatest triumph has reshaped the entire history of this country and is indeed a reflection of the underlying conflicts that beset the strategic equations in this region.
In a speech at Socialist International Asia-Pacific Committee meeting here she said, “the PPP’s core values in pacifism and democracy have always been powered by the joint vision of two great leaders, Shaheed Zulfikar Ali Bhutto, and Shaheed Mohtrama Benazir Bhutto, as both dreamt of a South Asia free of hunger, want, disease and illiteracy at a time when war and conflict was the favoured model of engagement in the region.”
She said that despite the loss of a decade wasted on curbing political space for progressive forces in Pakistan, the people have mandated a return to Benazir Bhutto’s vision for reconciliation. In fact, it was her process of composite dialogue with India, laid down in 1988, which is now internationally flagged as the only model that profits form both the democracy and the peace dividend for the one-fifth of humanity that dwells in South Asia, the Minister added.
“Today, on both our eastern and western borders we stand committed to this vision of peace, trade and social accommodation in the region.”
Sherry Rehman said that with India, the newly elected government has already jump-started the fourth round of a stalled composite dialogue in Islamabad earlier this month. When there is political will there is always a way forward. Already,she added, we have come to agreements on fast-tracking communication links, consular access, trade expansion, exchange of information, and have begun to lay down a blueprint for a joint anti-terrorism mechanism.
She was of the opinion that the biggest outcome of the meetings is that bilateral process, bogged for half a century in the now famous trust deficit, now has a clear commitment on both sides to begin dismantling the infrastructure of conflict to replace it with the architecture of peace.
On our Western border,the peace process involves a pacification of our own border regions with Afghanistan, where a long, porous border measuring almost 4000 kms leaves both countries with a clear dependence on each other’s formal mechanisms for monitoring cross-border crime.
In our Federally Administered Tribal Areas (FATA), where in some critical pockets militancy was allowed to reach critical mass, our policies are clear and unambiguous. “We retain a close-range security option for any actors that challenge the writ of the state, but on the whole we adopt a multi-pronged approach to tackling extremism through political engagement’,she told the meeting.
The Minister made it clear that the Pakistan government will not negotiate with terrorists. It will use peaceful locals as stakeholders and partners in enforcing law and build an economy of hope by creating jobs and schools for those that seek to invest in their futures.
She said that the government’s actions are already drawing slow dividends, and we are able to involve citizens as owners of this battle against extremism and the use of force in the name of religion. For the PPP government it is not anyone else’s war, it is very much our own battle, and we will succeed because our actions are anchored in the solid bedrock of political legitimacy. That is precisely why our peace strategies will not allow Pakistan to be used as a launching-ground for terrorism both within and outside our borders, she said.
“We hope that as in the past, the Socialist International will share and support our vision for change; by trading guns for ploughshares and bombs for basmati, we will seek to transform the political economy of the region into a new zone of growth, opportunity and social justice to all”, she said.
Sherry Rehman said the PPP is the only mainstream political force in the country that remains committed to the goals of social democracy in Pakistan, and in that context, our search for peace and security in the region has laid the foundations and working template for all governments to follow as a formula that in its essence privileges dialogue over the use of force.

In a meeting with Governor Sindh Dr. Ishratul Ibad Khan, who called on him here, the Prime Minister discussed the political situation in the country.
The Prime Minister said he would soon visit Karachi to ensure the business community that the coalition government was fully committed to solving its problems.
He said the government was taking immediate steps to meet the power shortage in the country, adding that the KESC should take measures for improving its distribution network and generating additional electricity.

Democracy achieved after long struggle, great sacrifices: Zardari

ISLAMABAD : Co-Chairman Pakistan People’s Party Asif Ali Zardari said Friday that PPP was committed to promoting democratic norms in the country as democracy was achieved after a long struggle and great sacrifices. Inaugurating the Socialist International Asia-Pacific Committee meeting (SIAPCM) here, he paid glowing tributes to Shaheed Mohtarma Benazir Bhutto for her struggle and sacrifice for the establishment of democracy in the country.
Zardari thanked the participants of the meeting for appreciating the PPP’s struggle with regard to restoration of democracy and supremacy of the parliament.
He said the PPP believed in dialogue process and settling problems on the negotiating table for durable and complete democracy.
The PPP Co-Chairman apprised the participants of the meeting that the country was moving steadily on the path of democracy.
He said the PPP was taking all political parties along for strengthen democracy in the country and promoting brotherhood in the society.
“Future of democracy can only be secured if we, the political parties, will give each other respect, which is the basic foundation of our governance today,” he added.
He praised coalition partners of the government for extending support to the PPP for the greater cause of democracy, despite having some difference of opinion on certain issues.
Asif Ali Zardari said that his party and PML-N were partners in the journey to democracy.
He said the present economic situation of the country demanded that all political forces must remain together to effectively tackle the challenges.
Commenting on prevailing energy situation in the country, he said the previous government did not evolve effective strategy to meet the growing demand of electricity and expressed the resolve to overcome the problem, hopefully by the end of the current year.
He termed terrorism threat to democracy and said the government was determined to get rid of the menace at every cost.

Strategy being devised to help the needy: Naveed Qamar

ISLAMABAD : Federal Minister for Finance, Syed Naveed Qamar here on Friday chaired an Inter-Ministerial Committee meeting to devise a comprehensive strategy for providing immediate relief to the needy families. Earlier the Economic Coordination Committee (ECC) of the Cabinet, in its meeting held on May 6, had decided to constitute a Ministerial Committee comprising ministers for Finance and Revenue, Industries and Production, Social Welfare and Special Education, organizations of Bait-ul-Mall and NADRA.
The committee has been tasked to devise a strategy for immediate relief to the needy household families and finalize scheme for the grant of targeted subsidy on essential food items to them, said a press release by Finance Division.
The committee will submit its recommendations to ECC within two weeks while the relevant minister would monitor and oversee the implementation of scheme to be launched by the Government of Pakistan, it added.
The Inter-Ministerial Committee during its first meeting deliberated on a scheme for provision of targeted subsidy on essential food items for the needy families.
The Committee earlier recommended NADRA to carry out detailed sample analysis of their data about unemployed, illiterate and widows for assessing number of deserving persons (needy household families), besides using existing data available with Provincial Education Department which could also be availed for identification of eligible beneficiaries.
The Finance Minister assured that government would do its best to reach a bulk of needy population on the basis of a transparently available data-based criteria with NADRA, Bait-ul-Maal and other allied agencies.
The Committee held that the criteria to support needy people be based on the CNIC-supported national data.
Once the data-base modalities are finalized, a cash subsidy of Rs. 1000 per month would be disbursed on quarterly basis to an agreed list of eligible needy households nationwide through the forum of Union Councils.
The Inter-Ministerial Committee decided to consult banks and Post Offices to lend support in financial disbursement of government’s relief package to needy households through devising a credible mechanism once disbursement proposals are finalized by stakeholders.
The minister of finance, thereafter, would create fiscal space in the national budget and put it up to the government for approval. The Meeting was attended by Special Assistants to PM on Finance and Social Sector Ms. Hina Rabbani Khar and Ms. Shahnaz Wazir Ali along with other senior officers of Ministries of Industries, Finance and NADRA.

دیگر عالمی اداروں کی طرح عالمی بنک نے بھی دنیا بھر میں بڑھتے ہوئے عالمی غذائی بحران پر اپنی تشویش ظاہر کی ہے اور عالمی بینک کے صدر رابرٹ زویلک نے ترقی پزیر ملکوں پر زور دیا ہے کہ وہ اشیاء خوردونوش کی برآمدات کو محدود نہ کریں اور نہ ہی ان پر کوئی نیا ٹیکس لگائیں۔عالمی بینک کے صدر کی جانب سے جاری کردہ ایک بیان کے مطابق بین الاقوامی مارکیٹ میں تیل کی قیمت اور اشیائے خودونوش کی طلب میں اضافے نے اجناس کی قیمتوں میں کئی گناہ اضافہ کر دیاہے۔ جس کے بعد چین ، روس اور بھارت سمیت کئی دوسرے ملکوں نے مختلف اجناس کی برآمد پر پابندی عائد کردی تھی یا ان کی برآمد پر کئی طرح کے ٹیکس عائد کردیئے گئے ۔ Robert Zoellick کا کہنا تھا کہ اجناس کی برآمدات پر عائد پابندی ختم کرنے سے ان ملکوں کو فائدہ ہوگا جہاں اشیائے خوردونوش کی قلت ہے ۔ انھوں نے مزید کہا کہ اجناس کی بڑھتی ہوئی قیمتیں مختلف ملکوں کے لیے پریشانی کا باعث ہے ۔لیکن ان ملکوں کے لیے یہ ایک اچھا موقع ہے کہ وہ ان قیمتوں سے فائدہ اٹھانے کے لیے اپنی پیداوار بڑھائیں۔ ادھر اشیاء خوردونوش کی بڑھتی ہوئی قیمتیں پوری دنیا کے لیے پریشانی کا باعث بن چکی ہیں۔ دنیا کے بیشتر ممالک نے کھانے پینے کی اشیا پر ٹیکس بھی کم کر دیئے ہیں۔ ورلڈ فوڈ پروگرام نے عالمی برادری سے 70 کروڑ ڈالرز کی امداد کے لیے اپیل کی ہے تاکہ بہت سے ترقی پزیر ممالک کی خوراک کی بنیادی ضروریات کو پورا کیا جا سکے۔ مگر ترقی یافتہ ممالک میں بھی عوام خوراک کی بڑھتی ہوئی قیمتوں سے پریشان ہیں۔ ماہرین کا کہنا ہے کہ چند مشوروں پر عمل کر کے صارفین اپنی رقم کا کم اور صحیح استمال کر سکتے ہیں۔صارفین کے حقوق کے لیے کام کرنے والوں کا کہنا ہے کہ خریداری کی عادت کو بدلنے کا یہ بہتریں موقع ہے۔ یونیورسٹی آف میزوری میں اخراجات کو کم کرنے کی ماہر کہتی ہیں کہ تھوڑی سی پلانگ سے بڑی بچت کی جا سکتی ہے۔ ان کا کہنا ہے کہ سب سے پہلے یہ سمجھنا چاہیے کہ وقت ہی پیسہ ہے۔گیلپ کی طرف سے کیے گئے ایک حالیہ جائزے کے مطابق امریکہ کی تقریباً آدھی آبادی کا کہنا ہے کہ ان کے خاندان خوراک کی قیمتوں میں اضافے کے باعث مشکلات سے دوچار ہیں۔ ماہر غذائیات ایلن شوسٹر کا کہنا ہے کہ اس کی ایک وجہ وہ کھانا ہے جو امریکی صارفین ضائع کرتے ہیں۔ایلن شوسٹر کا کہناہے کہ چار افراد پر مشتمل ایک خاندان سبزیاں، پھل، گندم اور گوشت کو ملا کر ایک سال میں اوسطاً 600 ڈالر کی خوراک ضائع کرتا ہے۔ اگر آپ اس کے بارے میں سوچیں تو اس رقم سے آپ 10 مرتبہ 60 ڈالر کا پیٹرول ڈلوا سکتے ہیں اور اگر اس کو کنٹرول کر لیا جائے تو یہ ایک بڑی بچت ہو گی۔شوسٹر کاکہنا ہے کہ اس سے بچنے کے لیے صارفین کو خریداری کرنے سے پہلے وہ چیزیں کھا لینی چاہیں جو ان کے پاس موجود ہیں اور اتنا ہی خریدیں جتنی ان کی ضرورت ہے۔ وہ کہتی ہیں کہ زیادہ مقدار میں خریداری نہیں کرنی چاہیے اور مشہور کمپنیوں کی چیزیں خریدنے کے بجائے عام کمپنیوں کی چیزیں خریدیں کیونکہ وہ نسبتاً سستی ہوتی ہیں۔ بند ڈبوں کا جوس مہنگا ہوتا ہے وہ خریدنے کے بجائے خود سے تازہ جوس بنایئں کیونکہ جو لوگ پیسے بچانا چاہتے ہیں وہ کھانا گھر پر ہی کھاتے ہیں۔

پاکستان پر بیرونی قرضوں کا حجم بڑھ کر 44ارب59کروڑ ڈالر ہوگیا: ذرائع

رواں مالی سال کے دوران، غیر ملکی قرضوں میں اب تک تقریباً ساڑھے پانچ ارب ڈالر کا اضافہ ہو چکا ہے جب کہ سال ختم ہونے میں ابھی چار ہفتے باقی ہیں۔
اِس سال اب تک ہونے والے اِس اضافے کے ساتھ پاکستان پر بیرونی قرضوں کا حجم بڑھ کر 44ارب59کروڑ ڈالر ہوگیا ہے۔
حکومتی حلقے اِس کی بڑی وجہ توازنِ ادائگی کے بڑھتے ہوئے خسارے کو قرار دے رہے ہیں۔
ملک میں نافذ فسکل ریسپونسبلٹی اینڈ ڈیٹ لمیٹیشن ایکٹ کے تحت حکومت ہر سال بیرونی قرضوں میں مجموعی قومی پیداوار کے تناسب سے 2.5فی صد کی شرح سے کمی کی پابند ہے۔
اِس سال حکومت کو بیرونی قرضوں کے حجم کو جی ڈی پی کے 27فی صد سے کم کرکے 24.5فی صد کرنا تھا۔
تاہم، تجزیہ نگاروں کا کہنا ہے کہ دورانِ سال معیشت کی جو صورتِ حال رہی اُس میں حکومت کے لیے یہ حدف حاصل کرنا ممکن نہیں اور یہ تناسب 27فی صد ہی رہے گا۔
ماہرین کا کہنا ہے کہ رواں سال کے نو ماہ کے دوران حکومت نے پانچ ارب 58کروڑ ڈالر کے بیرونی قرضے حاصل کیے تاکہ جاری اکاؤنٹ کے خسارے کو پورا کیا جا سکے۔
جون 2007ء میں ملک پر بیرونی قرضوں کا بوجھ 39ارب ڈالر تھا جو اب بڑھ کر ملکی تاریخ کی بلند ترین سطح پر پہنچ گیا ہے۔
کرنٹ اکاؤنٹ کے خسارے میں اضافے کی وجہ سے حکومت پر بیرونی قرضے لینے کے لیے دباؤ بڑھا جب کہ زرِ مبادلہ کے ذخائر بھی اِس مقصد کے لیے استعمال کیے گئے۔
پاکستانی زرِ مبادلہ کے ذخائر گذشتہ چند ماہ میں چار ارب ڈالر سے زائد کمی کے بعد اِس وقت تقریباً ساڑھے گیارہ ارب ڈالر رہ گئے ہیں۔

مہنگائی کا سیلاب جاری ‘ ایک ہفتے میں ٢٩ اشیاء ضروریہ کی قیمتوں میں اضافہ ہوا

اسلام آباد۔ ملک میں اشیاء ضروریہ کی قیمتوں میں تیزی کے ساتھ اضافے کا سلسلہ جاری ہے اور گزشتہ ایک ہفتے کے دوران 30 اشیاء ضروریہ کی قیمتوں میں اضافہ ریکارڈ کیا گیا جو گزشتہ سال کے اسی ہفتے کی نسبت مجموعی طور پر مہنگائی کی شرح 26 فیصد ریکارڈ کی گئی ۔ وفاقی ادارہ شماریات کی جانب سے جاری ہونے والے اعداد و شمار کے مطابق 29 مئی 2008 ء کو ختم ہونے والے ہفتے کے دوران 30اشیاء ضروریہ کی قیمتوں میں اضافہ ریکارڈ کیا گیا اس ایک ہفتے کے دوران جن اشیاء کی قیمتوں میں اضافہ ہوا ان میں ایل پی جی سلنڈر ‘ گندم ‘ آٹا ‘ گھی ‘ چاول ‘ ٹماٹر ‘ شکر ‘ پیاز ‘ مختلف اقسام کی دالیں ‘ گڑ ‘ تازہ دودھ ‘ چائے ‘ گوشت ‘ صابن اور چکن اہم ہیں اس دوران 15 اشیاء کی قیمتوں میں استحکام اور 8 اشیاء کی قیمتوں میں کمی ریکارڈ کی گئی ۔ وفاقی ادارہ شماریات کے مطابق 28 مئی 2008 ء کو ختم ہونے والے ہفتے کے دوران گزشتہ سال کے اسی عرصے کی نسبت اشیاء ضروریہ کی مجموعی قیمتوں میں 25.93فیصد اضافہ ریکارڈ کیا گیا ۔ اس دوران 3 ہزار روپے ماہانہ آمدنی کے طبقے کے لیے مہنگائی میں اضافے کی شرح سب سے زیادہ 29.93 فیصد ‘ 5 ہزار روپے ماہانہ آمدنی کے طبقے کے لیے مہنگائی میں اضافے کی شرح 29.01 فیصد ‘ 12 ہزار روپے ماہانہ آمدنی کے طبقے کے لیے مہنگائی میں اضافے کی شرح 26.62 فیصد اور 12 ہزار سے زائد آمدنی کے طبقے کے لیے مہنگائی کی شرح 23.04 فیصد اضافہ ریکارڈ کیا گیا ہے

ناقص ٹوبیکو کی تجارت ، شرح اموات اور بیماریوں میں اضافہ

اسلام آباد ۔ پاکستان سمیت دنیا بھر میںانسداد منشیات کا عالمی دن آج منایاجا رہا ہے ،اس سال یہ دن ’’ٹوبیکو فری یوتھ ‘‘ کے عنوان سے منا یا جائے گا۔ پاکستان میں سگریٹ نوشی کے حوالے سے جاری ہونے والی ایک رپورٹ میں بتایا گیا ہے ، پاکستان میں ناقص تمباکو کی غیر قانونی تجارت عام ہے جس کی وجہ سے لوگوں میں شرح اموات اور بیماریوں میں مسلسل اضافہ ہورہا ہے ، صوبہ سرحد‘ آزاد کشمیر ‘ سرگودھا‘ چکوال‘ اوکاڑہ‘ بہاولنگر میں بڑی تعداد میں ناقص اور جعلی سگریٹ بنانے والی فیکٹریاں کام کر رہی ہیں جس کی وجہ سے عام لوگ سستے اور جعلی سگریٹ خرید رہے ہیں ، ان جعلی سگریٹوں کی وجہ سے لوگ مختلف خطرناک بیماریوں کا شکار ہو رہے ہیں۔۔پاکستان میں بھی ناقص تمباکو کی غیر قانونی تجارت مسلسل بڑھ رہی ہے جس کی وجہ سے شرح اموات اور بیماریوں میں اضافہ ہورہا ہے ، ناقص تمباکو والے سگریٹ استعمال کرنے والوں میں کینسر اور ٹی بی جیسی خطرناک بیماریاں پھیل رہی ہیں جبکہ درمیانے درجے کے سگریٹ نوشوں میں ناقص تمباکو کے استعمال کی وجہ سے گلے ،معدے، پھیپڑوں اور آنتوں کی بیماریاں عام ہیں، رپورٹ میں بتایاگیااور ملک میں کل ڈھائی کروڑ سگریٹ نوش ہیں، مجموعی آبادی کا 9فیصد خواتین اور36فیصد مرد سگریٹ کے عادی ہیں،پاکستان میں سگریٹ نوشی میں مسلسل اضافہ ہورہا ہے جس کی وجہ سے مارکیٹ میں جعلی اورغیر قانونی سگریٹس کی بہتات ہے، 2007ء میں فروخت کئے گئے 77.92 ارب سگریٹ میں سے 16.64 ارب جعلی اور غیر قانونی سگریٹ تھے جس کی وجہ سے حکومت کو ریونیو کی مد میں سالانہ 7ارب سے زائد کا نقصان ہورہا ہے۔وزارت صحت کے قوانین کے مطابق سگریٹ کے ہر پیکٹ پر ہیلتھ وارننگ کا لکھا ہونا ضروری ہے اور بغیر ہیلتھ وارننگ کے سگریٹ فروخت کرنا قانوناً جرم ہے لیکن ملک بھر میں سر عام ایسے سمگل شدہ سگرٹ فروخت ہو رہے ہیں جن پر ہیلتھ وارننگ درج نہیں ہوتی لیکن وزارت صحت اور دوسرے متعلقہ اداروں نے ابھی تک ضروری ہیلتھ وارننگ کے قانون پر عمل درآمد نہیں کروا سکے ہیں

اسلام آباد ۔ ایل پی جی مارکیٹنگ کمپنیز مزید قیمتیں بڑھانے پر بضد ۔ مہنگائی کی تلوار غریب عوام کی گردن کاٹنے کیلئے تیار ۔ ایل پی جی مارکیٹنگ کمپنیز کی گزشتہ اٹھائیس ماہ میں 120ارب کی لوٹ مار ، ایل پی جی پروڈیوسرز نے 7ماہ میں 13ارب 36کروڑ 70لاکھ روپے کی ناجائز منافع خوری کی ایل پی جی ڈسٹری بیوٹرز ایسوسی ایشن پاکستان اور (FPCCI) ایل پی جی زونل سٹینڈنگ کمیٹی کے چیئرمین محمد عرفان کھوکھر نے اپنے ایک بیان میں کہا کہ ایل پی جی مارکیٹنگ کمپنیز نے کم جون سے مزید قیمتیں بڑھانے کی سمری تیار کر لی ہے ۔ ایل پی جی پروڈیوسرز ایل پی جی مارکیٹنگ کمپنیز آئے دن ریٹ میں اضافہ کر کے غریب عوام کو دو وقت کی روٹی سے محروم کر دیا ہے انہوں نے کہاکہ ایل پی جی پروڈیوسرز اور ایل پی جی مارکیٹنگ کمپنیز نے اوگرا کے تمام رولز کو پامال کر دیا ہے اور اوگرا بے سروسامان لا چار ہے فائن گیس اور پی ایس او حکومت کے ذیلی ادارے ہونے کا ناجائز فائدہ اٹھا کر بلک سیل کے ذریعے بلیک مارکیٹنگ کروا رہے ہیں حکومت فوری اس کا نوٹس لے ۔ انہوں نے کہاکہ ایل پی جی مارکیٹنگ کمپنیز نے گزشتہ اٹھائیس ماہ ستمبر 2004سے دسمبر 2008ء میں 120ارب جبکہ 17ماہ میں (Jan-07 to May-08)،13ارب 36کروڑ 70لاکھ روپے کا ریکارڈ ناجائز منافع عوام سے لوٹا انہوں نے کہاکہ حکومت لوٹ مار وصول کر کے عوام کو ریلیف دے اور آئندہ بجٹ میں ایل پی جی پروڈیو سرز قیمتیں 25000روپے فی میٹرک ٹن کی جائیں اور ایل پی جی ڈسٹری بیوٹرز کی بجٹ پرپوزلز پر غور کیا جائے تاکہ ملک بھر میں ایل پی جی کی قیمتیں کم ہوں اور لوگوں کو 40روپے فی کلو گیس دستیاب ہو

انٹر میڈیٹ کے امتحانات گھڑیاں ایک گھنٹہ آگے ہونے کے باوجود مقررہ اوقات میں شروع ہوں گے

راولپنڈی ۔ انٹر میڈیٹ و ثانوی تعلیمی بورڈ کے ترجمان نے واضح کیا ہے کہ یکم جون سے شروع ہونے والے انٹر میڈیٹ کے امتحانات گھڑیاں ایک گھنٹہ آگے ہونے کے باوجود مقررہ اوقات میں شروع ہوں گے ۔ پہلی شفٹ کے طلباء کیلئے صبح ساڑھے آٹھ بجے کا وقت مقرر کیاگیا ہے جبکہ سیکنڈ شفٹ کیلئے دن ڈیڑھ بجے رکھا گیا ہے ۔ طلباء سے کہا گیا ہے کہ وہ یکم جون سے گھڑیاں ایک گھنٹہ آگے کئے جانے کے باعث اس بات کا خیال رکھیں تاکہ وہ مقررہ وقت پر امتحانی سنٹر میں پہنچ سکیں ۔

حکومت نے صوبوں میں آبادی کی بنیاد وں پر زکوٰۃ کی تقسیم کا فارمولا تبدیل کر دیا

اسلام آباد ۔ وفاقی وزیر مذہبی امور زکوٰۃ و عشر سید خورشید شاہ نے کہاہے کہ حکومت نے آبادی کی بنیادوں پر صوبوں میں زکوٰۃ کی تقسیم کا فارمولا تبدیل کر دیاہے ۔ زکوٰۃ کی رقوم پسماندہ اور نظر انداز علاقوں میں تقیسم کی جائے گی ۔ زکوٰۃ کی تقسیم کا موجودہ قانون ضرورت کے مطابق نہیں ہے ۔ اس پر قانون سازی کی ضرورت ہے۔ وہ جمعہ کو کابینہ کی بنائی گئی سب کمیٹی کے منعقدہ اجلاس کی صدارت کرتے ہوئے زکوٰۃ کے نظام کا از سر نو جائزہ لے کر منظوری دی ہے کمیٹی نے اجلاس کے دوران اس بات کا بھی جائزہ لیا کہ موجودہ قانون کے تحت صوبوں میں زِکوٰۃ فنڈ آبادی کی بنیاد پر تقسیم کیا جارہا ہے جو کہ چھوٹے صوبوں کی غریب آبادی کی ضروریات کو پورا نہیں کرتا کمیٹی نے سفارش کی کہ صوبوں میں زِکوٰۃ کی رقوم کی تقسیم ان کے پسماندہ اور نظر انداز علاقوں میں تقسیم کی جائے ۔ مزید برآں صوبہ بلوچستان اور صوبہ سرحد کی آبادی کی بنیاد پر مختص حصہ سے زائد زکوٰۃ فنڈ وصول کریں گے۔ کمیٹی نے زکوٰۃ و عشر آرڈیننس 1980ء پرتفصیل سے بحث کی او راس بات پر اتفاق رائے پایا گیا کہ زکوٰۃ کی تقسیم موجودہ قانون موجودہ ضروریات کے مطابق نہیں ہے لہذٰا اس پر قانون سازی کی ضرورت ہے موجودہ حالات میں رہتے ہوئے زکوٰۃ کونسل میں سول سوسائٹی کی نمائندگی کی بھی اشدضرورت ہے اسی طرح صوبائی زکوٰۃ کونسلیں ضلعی اور مقامی زکوٰۃ کمیٹیاں بناتے وقت ان میں بھی مزید انتظامی تبدیلیاں عمل میں لانے کی سفارش کی گئی ہے ۔ وفاقی وزیر مذہبی امور نے زکوٰۃ اور بیت المال کے محکموں کو ایک دوسرے کا ڈیٹا بیس استعمال کرنے سے متعلق آپس میں مزید تعاون بڑھانے کی ضرورت پر زور دیا تاکہ فنڈز کی تقسیم کے وقت غلطیوں سے بچا جا سکے وفاقی وزیر نے سب کمیٹی کے باقاعدگی سے اجلاس منعقد کرنے کی بھی یقین دہانی کرائی تاکہ اس کی سفارشات کو جلد از جلد حتمی شکل دی جا سکے ۔ وفاقی وزیر برائے سماجی بہبود ، اسپیشل ایجوکیشن نوابزادہ خواجہ محمد خان ہوتی او راقتصادی امور سے متعلق وزیراعظم کے سپیشل اسسٹنٹ وفاقی سیکرٹری برائے مذہبی امور وکیل احمد خان اور صوبائی زکوٰۃ سیکرٹریوں نے بھی اجلاس میں شرکت کی ۔

شہباز شریف کے حق میں حلقہ پی پی ١٠سے مزید ٥ امیدوار دستبردار ہو گئے ہیں

راولپنڈی۔ مسلم لیگ (ن) کے مرکزی صدر میاں شہباز شریف کے حق میں حلقہ پی پی 10-سے مزید5امیدوار دستبردار ہو گئے ہیں۔ رکن صوبائی اسمبلی شہر یارریاض کے مطابق جمعہ کے روز اعزاز آصف ملک ، سردار نصیر احمد ، چوہدری شعبان ، چوہدری جمیل ، محمد اکرم نے کاغذات نامزدگی واپس لینے کیلئے اپنی درخواستیں ریٹرننگ آفیسر مجاہد مستقیم کی عدالت میں جمع کروائیں اس موقع پر ایس ایم ایس کے مرکزی سنیئر نائب صدر ملک عدنان یعقوب ، رکن صوبائی اسمبلی شہر یار ریاض کے بھائی کاشف ریاض او رکارکنوں کی بڑی تعداد بھی موجود تھی ۔ یاد رہے کہ جمعرات کو امن پارٹی کے امیدوار حاجی گلزار اعوان اور آزاد امیدوار میجر (ر) محمد رمضان نے بھی میاں شہباز شریف کے حق میں دستبردار ہونے کے بعد کاغذات نامزدگی واپس لئے تھے اس طرح میاں شہباز شریف کے حق میں دستبردار ہونے والے امیدواروں کی تعداد سات ہو گئی ہے۔ دریں اثناء احاطہ کچہری میں بات چیت کرتے ہوئے ملک اعزاز آصف نے مسلم لیگ (ن) کے قائد میاں نواز شریف اور مرکزی صدر میاں شہباز شریف کے آئین و قانون جمہوریت کی بحالی اور عدلیہ کی آزادی کیلئے دو ٹوک اور اصولی موقف کی بھرپور تائید کرتے ہوئے مسلم لیگ (ن) کے مرکزی رہنما چوہدری نثار علی خان ، مسلم لیگ پنجاب کے جنرل سیکرٹری راجہ اشفاق سرور ، رکن قومی اسمبلی ملک ابرار اور صوبائی اسمبلی کے رکن شہر یار ریاض کو اپنے ساتھیوں اور اپنی برادری کی طرف سے مکمل تعاون اور حمایت کا یقین دلایا۔

ڈالر کے مقابلے میں مارکیٹ میں ترسیلات ذر کی آمد کے امکان کے باعث روپے کی قدر میں اضافہ

کراچی۔ ڈالر کے مقابلے میں مارکیٹ میں ترسیلات ذر کی آمد کے امکان کے باعث روپے کی قدر میں اضافہ ہوا۔جمعہ کو روپے کے مقابلے میں ڈالر کی قیمت خرید 66.75روپے اور قیمت فروخت 66.95روپے رہی۔سال رواں کے آغاز سے روپے کی قدر میں 8.4فیصد تنزلی ہوچکی ہے تاہم 20مئی کو روپے کی کم ترین سطح سے روپیہ 4فیصد ترقی کرچکا ہے۔کرنسی ڈیلرز کے مطابق روپے کی تجارت کا حجم کم رہا تاہم اگلے چند روز میں ترسیلات ڈالر کی آمد سے روپے کے مقابلے میں ڈالر کی قیمت66روپے تک ہوجانے کا امکان ہے۔علاوہ ازیں روپے کے مقابلے میں یورپی یورو کی قیمت خرید105.94روپے اور قیمت فروخت106.04روپے جبکہ برطانوی پاؤنڈ کی قیمت خرید 134.90روپے اور قیمت فروخت135روپے رہی۔

ملک کی تینوں اسٹاک مارکیٹوں میں جمعہ کو بھی مندی کے اثرات نمایاں رہے، انڈیکس منفی رہے

کراچی+لاہور+اسلام آباد۔ ملک کی تینوں اسٹاک مارکیٹوں میں جمعہ کو بھی مندی کے اثرات نمایاں رہے جبکہ لاہور اسٹاک ایکسچینج کے باہر اسٹاک مارکیٹوں میں مندی کو بڑے سرمایہ کاروں اور بروکرزکی ملی بھگت قرار دیتے ہوئے مظاہرہ بھی کیا گیا۔کراچی اسٹاک ایکسچینج میں جمعہ کو ٹریڈنگ کے ابتدائی لمحات میں حصص کی قیمتوں میں نمایاں کمی ہوئی اور جمعرات کو پریزیڈنٹ کیمپ آفس کے ترجمان کی جانب سے کی جانیو الی تردید کے باوجود سرمایہ کار سیاسی منظر نامے کے حوالے سے متفکر نظر آئے۔کراچی اسٹاک ایکسچینج میں کے ایس ای 100انڈیکس میں 104.54پوائنٹس کی کمی ہوئی اور انڈیکس 12130.51پوائنٹس پر منتج ہوا۔کاروباری سرگرمیاں 318کمپنیوں تک محدود رہی جس میں 167کمپنیوں کے حصص میں اضافہ اور 134کمپنیوں کے حصص میں کمی ہوئی تاہم 17کمپنیوں کے حصص بغیر کسی تبدیلی کے بند ہوئے۔اسلام آباد اسٹاک ایکسچینج میں آئی ایس ای 10انڈیکس میں 34.16پوائنٹس کی کمی ہوئی اور انڈیکس 2793.89پوائنٹس پر بند ہوا جبکہ لاہور اسٹاک ایکسچینج میں ایل ایس ای 25انڈیکس میں 42.08پوائنٹس کی کمی ہوئی اور انڈیکس 3826.86پوائنٹس پر بند ہوا۔کراچی اسٹاک مارکیٹ میں جمعہ کو ٹریڈنگ کے اختتامی روز بھی سرمایہ کار سیاسی بے یقینی کا شکار نظر آئے اور حکومتی مالیاتی اداروں کی جانب سے حصص کی خریداری سے گزشتہ روز کی ساڑھے 4فیصد کی انڈیکس میں کمی کے اثرات کو زائل کرنے میں مدد ملی تاہم اسکے باوجود مندی کے اثرات نمایاں رہے۔سیاسی بے یقینی کے علاوہ بجٹ 2008-09ء میں اعلان کی جانے والی تبدیلیوں سے بھی پریشان ہیں۔کراچی اسٹاک ایکسچینج کی ممبر ثناء حمید کا کہنا ہے کہ تمام ترقی یافتہ ممالک میں کاروباری حلقوں سے متعلق کی جانے والی تبدیلیوں سے برادری کو پہلے ہی آگاہ کرکے اعتماد میں لیا جاتا ہے مگر یہاں کہانی ہی الٹی ہے جس سے آئے دن مارکیٹ کریش کی اطلاع سامنے آتی ہے۔ڈائیریکٹر ایکوئیٹی بروکریج جے ایس کیپیٹل محمد سہیل کے مطابق سرمایہ کاروں کا اعتماد بھی تک مکمل بحال نہیں ہوسکا ہے۔کراچی اسٹاک ایکسچینج انتظامیہ کا کہنا ہے کہ سرمایہ کاروں کو سی ایف ایس کے ذریعے فنانسنگ مہیا کی جائیگی جس سے انہیں مارکیٹ کریش کے بعد مستقبل کی صورتحال وضع کرنے میں مدد مل سکے گی واضح رہے کہ سی ایف ایس فنانسنگ کے ذریعے ٹریڈنگ میں سب سے زیادہ فعال69کمپنیوں میں سرمایہ کاری کے لئے سرمایہ فراہم کیا جاتا ہے۔کراچی اسٹاک مارکیٹ میں نمایاں کمپنیوں میں عارف حبیب سیکیورٹیز کے حصص 0.06فیصد کی کمی سے 152روپے70پیسے، نینشل بنک آف پاکستان کے حصص 0.6فیصد اضافے سے 154روپے15پیسے جبکہ آئل اینڈ گیس ڈیویلپمنٹ کمپنی لمیٹڈ کے حصص 0.8فیصد کمی سے 125روپے کی سطح پر بند ہوئے۔

صوبہ سرحد کے سب سے بڑا مہاجرکیمپ جلوزئی سے مہاجرین کا انخلاء مکمل

نوشہرہ ۔صوبہ سرحد کے سب سے بڑے مہاجر کیمپ جلوزئی سے مہاجرین کا انخلاء مکمل ہوگیا،کیمپ کو مستقل طور پر بند کر دیاگیا،کیمپ سے 70ہزار مہاجرین واپس چلے گئے ،انخلاء اور آپریشن کے لئے تعینات تین ہزار سیکورٹی اہلکاروں کو ایک ہفتے بعد واپس بلالیا جائے گا ۔ان خیالات کا اظہار جلوزئی کیمپ کے انخلاء کے انچارج مقبول شاہ روغانی نے جلوزئی کیمپ میں کنٹرول بیس میں میڈیا کے نمائندوں سے بات چیت کے دوران کیا۔اس موقع پر افغان کمشنریٹ کے آفیسر محمد صدیق خان اور سیکورٹی انچار حسین خان بھی موجود تھے ۔انہوں نے کہا کہ اگست 2007ء میں جلوزئی کیمپ میں کل 12730خاندان رہائش پذیر تھے جو 70ہزار نفوس پر مشتمل تھے ۔ان میں 9742خاندانوں کے پاس نادرا کے رجسٹریشن کارڈ موجود تھے جبکہ 1583کے پاس رجسٹریشن کارڈموجود نہیں تھے اور کیمپ سے 789خاندان جن میں3769افراد شامل تھے وہ جلوزئی کیمپ سے نکل چکے ہیں مگر وہ افغانستان کی بجائے قریبی علاقوں میں رہائش پذیر ہو گئے ہیں ۔انہوں نے کہا کہ حکومت کے فیصلے کے مطابق جلوزئی کیمپ میں قالین سے وابستہ ترکمند قوم کے 616خاندانوں کو کیمپ میں عارضی طور پر تین ماہ رہنے کی اجازت دی ہے حکومت ان کے لئے دوسرے علاقے میں ایک کالونی بنارہی ہے اور وہاں پر یہ لوگ رہ سکتے ہیں اگر ان کا حکومت کے ساتھ معاہدہ ہو گیا تو پھر ان کو مزید رہنے کی مہلت دی جائے گی۔ان میں38خاندانوں نے پہلے سے حکومت کو آگاہ کیا ہے کہ وہ میانوالی جائیں گے چونکہ یہ افراد قالین کے اعلیٰ کاریگر ہیں اور ان کے بنائے ہوئے قالین ساری دنیا میں شہرت رکھتے ہیں اس وجہ سے یہ لوگ یہاں رہے تو قالین بانی کی صنعت کو فروغ ملے گا ۔انہوں نے کہا کہ یہ کیمپ 1980ء میں قائم ہوا اور2007ء کے سہ فریقی معاہدے کے تحت اس کو بند کروایاگیا ۔پندرہ مارچ 2008ء کو اس میں آپریشن شروع کر کے دکانوں کو مسمار کر دیاگیا چونکہ اس کے بغیر یہ لوگ واپس نہیں جانے والے تھے اور مجبوراً آپریشن کیاگیا ۔دکانوں کی مسماری کے عرصے میں 12730خاندان واپس گئے اور آج کیمپ سے مہاجرین کا انخلاء مکمل ہوگیا ۔انہوں نے مزید بتایا کہ ارد گرد جو مہاجرین روپوش ہوگئے اور آج کے بعد جن مہاجرین کے پاس جلوزئی کی رجسٹریشن پائی گئی ان کو فوری طور پر گرفتار کر کے سرحد پار بھیجا جائے گا۔

الیکشن ٹربیونل نے میاں نواز اور میاں شہباز شریف کے خلاف دائر تمام اپیلوں پر سماعت مکمل کر لی فیصلہ کل سنایا جائے گا

لاہور۔ پاکستان مسلم لیگ (ن) کے قائد وسابق وزیراعظم میاں نوازشریف اور صدر میاں شہبازشریف کے کاغذات نامزدگی کے خلاف تمام اپیلوں پر سماعت مکمل کرکے فیصلہ محفوظ کرلیا ہے جو کل ہفتہ کے روز 10 بجے صبح سنایا جائے گا۔ واضح رہے کہ میاں برادران کے خلاف سماعت سے انکار کرنے والے دوسرے ٹربیونل کے کیس بھی اسی ٹربیونل کو ریفر کر دیئے گئے تھے ۔ الیکشن ٹربیونل میں میاں برادران یا ان کا کوئی بھی وکیل پیش نہیں ہوا۔ میاں برادران کے خلاف ایڈووکیٹ محی الدین قاضی اور صوبائی اسمبلی کے دو حلقوں سے میاں شہبازشریف کے مدمقابل امیدوار شاہد اورکزئی نے دلائل پیش کئے۔ میاں نوازشریف کے حق میں ووٹرز اور سوک سوسائٹی کی جانب سے معروف وکیل اکرم شیخ نے دلائل دیئے۔ اکرم شیخ نے موجودہ وزیراعظم یوسف رضا گیلانی اور مسلم لیگ (ن) کے سینئر نائب صدر مخدوم جاوید ہاشمی اور کینڈا میں پناہ حاصل کرنے والے ایک ہائی جیکر کے کیسوں کا حوالہ دیتے ہوئے کہا کہ میاں نوازشریف کی طیارہ سازش کیس اور ہیلی کاپٹر کیس میں سزا معاف کرچکے ہیں جس کے بعد ان کی نااہلی کا کوئی جواز باقی نہیں ہے۔ انہوں نے کہاکہ 2002ء میں ان دونوں امیدواروں کے کاغذات نامزدگی منظور بھی کئے جاچکے ہیں۔ انہوں نے کہاکہ سید یوسف رضا گیلانی اور مخدوم جاوید ہاشمی کو عدالت نے سزا سنائی ۔ وزیراعظم یوسف رضا گیلانی کا کیس ابھی تک پنڈنگ ہے لیکن انہیں الیکشن لڑنے سے نہیں روکا گیا۔ انہوں نے کہا کہ ایک کریمنل اور نوازشریف کی سزا میں بہت فرق ہے۔ میاں نوازشریف کو شاہی خاندان کا چارٹرڈ طیارہ سعودی عرب لے کر گیا۔ انہوں نے کہاکہ میاں نوازشریف کو الیکشن لڑنے سے روکنا نہ صرف انسانی حقوق کی خلاف ورزی ہوگی بلکہ اس سے عوام کے جذبات کو بھی ٹھیس پہنچے گی۔ اس موقع پر انہوں نے آئین کے آرٹیکل 25,17,219,213,129 آرٹیکل 14-5اور آرٹیکل 218کا حوالہ دیتے ہوئے کہاکہ میاں نوازشریف مکمل طور پر الیکشن لڑنے کے اہل ہیں۔ اس اعتراض پر کہ میاں برادران کے کاغذات نامزدگی 18 فروری کے الیکشن میں مسترد ہو گئے تھے اور ضمنی الیکشن بھی اس کا تسلسلپر ان کے کاغذات نازمدگی کیوں منظور کر لئے گئے ۔ انہوں نے کہا کہ 18 فروری کے الیکشن میں امیدوار کی کوالیفکیشن بی اے تھی جو اب نہیں کیا اب بی اے نہ کرنے والے امیدواروں کے کاغذات مسترد ہو جائیں گے۔ جبکہ میاں نوازشریف کے خلاف قومی اسمبلی کے حلقہ 52, 123میاں شہبازشریف کے سیالکوٹ سے پی پی 124 ، بھکر سے پی پی 48 ، لاہور سے پی پی 141 ، 154 اور راولپنڈی سے پی پی 10 کاغذات نامزدگی پر اعتراضات کے حق میں محی الدین قاضی اور پی پی 154 ، پی پی 10 سے امیدوار شاہد اورکزئی نے دلائل دیئے ۔ محی الدین قاضی نے اپنے دلائل میں کہا کہ میاں نواز شریف اور میاں شہباز شریف نہ صرف ڈیفالٹر ہیں بلکہ میاں نواز شریف طیارہ سازش کیس اور ہیلی کاپٹر کیس میں سزا یافتہ ہیں ۔ انہوں نے کہا کہ صدرمملکت کی جانب سے سزا معاف کردینے کے باوجود عدالت سے دی گئی سزا اپنی جگہ پر موجود ہے اور وہ الیکشن لڑنے کے اہل نہیںہیں ۔ انہوں نے کہا کہ شریف برادران نے پہلے یہ معاہدہ کیا کہ ان کے بنکوں کے اربوں روپے قرصہ جات ان کی جائیداد نیلام کر کے ووصول کئے جائیں گے ۔ بعد ازاں انہوں نے اپنے ڈائریکٹروں کے ذریعے اعتراضات لگوا دیئے آج تک نہ جائیداد نیلام ہوئی ہے اور نہ ہی قرض واپس ہو سکے ہیں ۔ انہوں نے کہا کہ ریٹرننگ افسر کے حقائق سے صرف نظر کر کے ان کے کاغذات منظور کئے لہذا ن کے کاغذات نامزدگی مسترد کئے جائیں۔ ٹربیونل نے تمام اپیلوں کی سماعت کرنے پر فیصلہ محفوظ کر لیا جو کل سنایا جائے گا

حیدر آباد ۔معزول چیف جسٹس افتخار محمد چوہدری نے کہا ہے کہ ملک کے 16 کروڑ عوام وکلاء تحریک کے ساتھ ہیں اور جلد ملک میں آئین کی بالادستی اور قانون کی حکمرانی قائم ہوگی۔ حیدر آباد میں سندھ ہائی کورٹ اور ضلعی بارایسوسی ایشن کی تقریب سے ٹیلیفون پر خطاب کرتے ہوئے معزول چیف جسٹس نے کہا کہ گزشتہ 14 ماہ سے وکلاء نے کامیاب تحریک چلائی ہے ۔ وہ وکلاء کی قربانیوں پر انہیں خراج تحسین پیش کرتے ہیں ۔ انہوں نے کہا کہ وکلاء تحریک کا مقصد آئین کی بالادستی اور قانون کی حکمرانی ہے تاکہ معاشرے میں انصاف کا بول بالا ہو سکے ۔ معزول چیف جسٹس نے کہا کہ ملک میں آئین کی بالادستی نہ ہونے سے عوام احساس محرومی کا شکار ہیں ان کا کہنا تھا کہ حیدر آباد ان کا دوسرا شہر ہے جہاں انہوں نے ابتدائی تعلیم حاصل کی ۔معزول چیف جسٹس سپر یم کو رٹ آف پا کستان افتخارمحمد چوہدری نے کہا ہے کہ پاکستان کو اب کسی صورت میں شخصی ہدایت پرچلنے نہیں دیا جائے گا بلکہ آئین اور قانون کے تحت ہی ملک کوچلایا جائے گا، پاکستان مزید کسی مصالحت کا متحمل نہیں ہوسکتا ہے ۔ انہوں نے کہا کہ ہم صرف ملک میں قانون کی بالادستی اور آئین کی حکمرانی کیلئے مزید قربانیاں دے سکتے ہیں اورکسی کو قوم کے حقوق صلب کرنے کی اجازت نہیں دی جائے گی۔، افتخارمحمد چوہدری نے کہا کہ حیدرآباد میرا خوبصورت گھر ہے یہاں کے وکلاء اور عوام کی وجہ سے خود کو آج بھی چیف جسٹس محسوس کرتا ہو، یہاں کے وکلاء اور شہریوں کا مشکور ہو جنہوں نے مجھے پیار اورمحبت دی، انہوں نے کہا کہ وکلاء برادری نے گذشتہ 14 ماہ سے قربانی دے کر تحریک کو کامیابی سے ہمکنار کیا،میں یہ سمجھتا ہوں کہ ابھی مزید مسافت طے کرنا باقی ہے ، آئین کی بالادستی اور قانون کی حکمرانی سے ہی معاشرے میں انصا ف کا بول بالا ہوتا ہے ۔ افتخار چوہدری کا کہنا تھا کہ ہمیں یقین ہے کہ پاکستان قانون اور آئین کا گہوارہ بنے گا ،قانون کی بالادستی قائم ہوگی اور حقوق کی پاسداری کیلئے تمام پاکستان میں جستسجو ہورہی ہے ۔اجتماع سے خطاب کرتے ہوئے معزول جسٹس غلام ربانی آگرو نے کہا کہ افتخارچوہدری آج بھی پاکستان کے آئینی چیف جسٹس ہیں اور ہم وکلاء جدوجہد پر ملک بھر کے وکلاء اور میڈیا کو خراج تحسین پیش کرتے ہیں جو ہمارے ساتھ مسلسل جدوجہد کے میدان میں اترے ہوئے ہیں۔ اس موقع پر ہائی کورٹ بار کے صدر قاضی عبدالستار، ڈسٹرکٹ بار کے صدر چوہدری بشیر گجر، ہائی کورٹ کراچی بار کے صدرمحمود الحسن ، سانگھڑ کے انورمحمود،میرپورخاص کے صلاح الدین، نوابشاہ کے علی محمد ڈاہری اور ملیر بار کے مختیار علی نے بھی خطاب کیا۔

اسلام آباد ۔ پاکستان پیپلز پارٹی کے شریک چیئرمین آصف علی زرداری نے کہاہے کہ وکلاء کے لانگ مارچ کا اسلام آباد میں خیر مقدم کیاجائے گا جو ممکن ہوا وہ سہولت فراہم کریں گے۔صدر پرویز مشرف کو رخصت کرنے کا فیصلہ پارلیمنٹ اور عوام نے کرنا ہے آئینی پیکج حتمی مراحل میں ہے ایسے حالات اور زمینی حقائق پیدا نہ کئے جائیں گے کہ جو پس پردہ غیر جمہوری قوتوں کیلئے مدد گار ثابت ہو ۔ملک کے کسی طبقے کو نئے بجٹ سے خطرہ محسوس نہیں کرنا چاہیے۔ بجٹ کے ذریعے 70لاکھ غریبوں کو کارڈ جاری کئے جائیں گے ہر غریب کی ماہانہ 2ہزار روپے مالی مدد دی جائے گی۔ ان خیالات کا اظہار انہوں نے جمعہ کو سوشلسٹ انٹر نیشنل ایشیاء پیسفک کمیٹی کے اجلاس کے بعد تنظیم کے سیکرٹری جنرل کے ہمراہ پریس کانفرنس سے خطاب کرتے ہوئے کیا۔اس موقع پر ایشیاء پیسفک کمیٹی نے اعلان کیا کہ تنظیم میں شامل60 سیاسی جماعتیں بے نظیر بھٹو کی موت کی تحقیقات اقوام متحدہ سے کرانے کی حمایت کی ہے ۔ تنظیم نے مطالبہ کیا ہے برما کی سیاسی رہنما آن سانگ سوجی کی رہائی کامطالبہ کیاہے انہوں نے کہاکہ اس ضمن میں آصف علی زرداری کی قیادت میں وفد برماکا دورہ کرے گا۔ کمیٹی نے نیپال میں بادشاہت کے خاتمے اور جمہوریت کے قیام کا خیر مقدم کیا ہے کمیٹی نے ایشیاء میں خوراک و توانائی کے بحران پر تشویش کا اظہار کرتے ہوئے کہاہے کہ اس ضمن میں پاکستان کی ہر ممکن مدد کی جائے گی بحران کی وجہ سے زراعت کا شعبہ متاثر ہو رہاہے ۔ایشیاء پیسفک کمیٹی نے افغانستان میں امن وسلامتی کے اقدامات کی حمایت کی ہے ۔ ہم جنگ نہیں امن چاہتے ہیں ۔ آصف علی زرداری نے کہاکہ ایشیاء پیسفک کمیٹی کی جانب سے بے نظیر بھٹو کی شہادت کی تحقیقات اقوام متحدہ سے کرانے کے مطالبے کی حمایت پر تنظیم کاشکریہ ادا کرتے ہیں انہوں نے کہاکہ پاکستان کے عوام نے جمہوریت کیلئے بے پناہ قربانیاں دی ہیں۔ انہوںنے کہاکہ آج بھی ہم حقیقی جمہوریت کے عزم کا اعادہ کرتے ہیں مسائل بات چیت اور مذاکرات کے ذریعے حل ہو سکتے ہیں جمہوریت کیلئے ہرقوت کے جذبات کی قدر کرتا ہوں ۔ پاکستان پیپلز پارٹی ایک میچور پارٹی ہے اسی تصور کے تحت پارٹی کو آگے بڑھائیں گے صدر کے مواخذے کے بارے سوال کے جواب میں آصف علی زرداری نے کہاکہ عوام او رپارلیمنٹ جب چاہیں گے صدر کو رخصت کر دیاجائے گا۔ آئینی پیکج حتمی مراحل میں ہے پارلیمنٹ میں پیش کرنے سے پہلے نواز شریف سے اجازت لیں گے دوسری جماعتوں اور پارلیمنٹ میں موجود ہم خیال جماعتو ںکو بھی آئینی پیکج کا مسودہ دیاجائے گا میڈیا کو بھی اس کا مسودہ فراہم کیا جائے گا مل کر فیصلہ کریں گے کہ کس تاریخ کو آئینی پیکج پیش کرنا ہے بے نظیر بھٹو کی شہادت کے حوالے سے درخواست اقوام متحدہ کو بھجوا دی گئی ہے عملدر آمد کے مرحلے میں ہیں وزیر خارجہ اور حکومت پاکستان کا ایک اور نمائندہ اقوام متحدہ کے سیکرٹری جنرل سے ملاقات کرے گا۔انہوں نے کہاکہ لانگ مارچ کا اسلام آباد میں خیر مقدم کریں گے لانگ مارچ کے شرکاء کو پانی ، خوراک یا کسی اور چیز کی ضرورت ہوئی تو فراہم کریں گے شاید ہم لانگ مارچ والوں کو کھانے پر بلا لیں ۔ زیادہ گرمی ہوئی تو لانگ مارچ والوں نے اگر چاہا تو انہیں شکر پڑیاں لے جائیں گے انہوں نے کہاکہ میڈیا ہمیں معاملات طے کرنے دے ہمیں وقت دے ہم نے مل کر جمہوری جدوجہد کے ذریعے میڈیا کی آزادی حاصل کی ہے جمہوریت کی خاطر ایسے حالات اور زمینی حقائق پیدا نہ کئے جائیں تو غیر جمہوری قوتوں کیلئے مدد گار ثابت ہوں ۔ امپورٹڈ ماہرین کی وجہ سے معیشت کو نہ سنبھالا جا سکا ہم نے معیشت کو سنبھالنا ہے مشکل حالات ہیں پیپلز پارٹی کو ہمیشہ مشکل حالات میں ملک کی باگ دوڑ ملی ہے بلوچستان ، وانا کے مسائل ہیں ۔ بھارت کے ساتھ بھی بات چیت ہو رہی ہے کٹھن حالات میں مسائل حل کرنا چاہتے ہیں انہوں نے کہاکہ عبوری حکومت نے اگرچہ پٹرولیم مصنوعات کی قیمتیں نہیں بڑھائیں تاہم سبسڈی ختم نہیں کر رہے سافٹ بجٹ دیں گے غریبوں کی پارٹی ہے غریبوں کیلئے اقدامات کریں گے۔ انہوں نے کہاکہ این آر او کے تحت کوئی سیاسی رہنم رہا نہیں ہوا بے گناہ لوگوں کی جیلوں سے رہائی کیلئے حکومت سے رابطہ کیا جائے گاایک سوال کے جواب میں انہوں نے کہاکہ جنرل حمید گل کو امریکہ کے بارے میں اتھارٹی تسلیم کرتا ہوں نہ اُنہیں بے نظیر اور پیپلزپارٹی کے بارے میں اتھارٹی مانتا ہوں ہمارے لئے تمام ججز باعث عزت ہیں تاہم مسائل کو مذاکرات سے حل کرنا چاہتے ہیں قائداعظم محمد علی جناح نے یہ ملک بھی مذاکرات کے ذریعے قائم کیا تھا ایک سوال کے جواب میں انہوں نے کہاکہ امریکہ سے بغیر کسی پیسے کے گندم منگوانے کیلئے وفد بھیج رہے ہیں قوم کو یقین دہانی کراتا ہوں غریبوں کا بجٹ ہو گا کسی طبقے کو بجٹ سے خطرہ محسوس نہیں کرنا چاہیے بجٹ کے ذریعے 70لاکھ کارڈ جاری کئے جائیںگے ۔ بے نظیر بھٹو کے نام سے یہ کارڈ جاری ہوں گے جو مستحق اور ضرورت مند افراد کو دئیے جائیں گے جس کے تحت ہر ماہ ان ضرورتمندوں کو دوہزار روپے کی مالی امداد ملے گی

صدر مشرف کے ساتھ کام میں کوئی دقت نہیں ، پارٹی کے فیصلے تک کام جاری رکھوں گا۔سید یوسف رضاگیلانیٍ

واشنگٹن ۔ وزیر اعظم سید یوسف رضاگیلانی نے امریکا سے کہا ہے کہ وہ پاکستان کی نئی منتخب حکومت کے لیے اقتصادی اور دفاعی امداد بڑھائے ۔ مشرف کیساتھ کام کرنے میں کوئی دقت نہیں لیکن جب اعلیٰ پارٹی فیصلہ کرے گی تب صدر سے علیحدگی اختیار کی جائیگی ۔ وال سٹریٹ جرنل سے انٹرویو میں انہوںنے کہا کہ یہ امداد سیاسی اور اقتصادی استحکام کے لیے ضروری ہے۔ کیونکہ ملک دہشت گردی کے خلاف برسرپیکار ہے۔ وزیر اعظم نے کہاکہ عسکریت پسندی کے خاتمے کے لیے صرف طاقت کے استعمال سے کبھی امن قائم نہیں ہو گا۔ انہوںنے کہاکہ قبائلی علاقوں کی صورتحال سے نمٹنے کی حکمت عملی پر نظر ثانی کی ضرورت ہے ۔ انہوںنے کہاکہ حکومت صرف ان قبائیلیوں سے مذاکرات کررہی ہے جو تشدد کے خلاف ہیں اور ہتھیار ڈال رہے ہیں ۔ انہوں نے کہاکہ انتہا پسندی سے نمٹنے کے لیے فوجی طاقت کے استعمال سے کبھی بھی امن قائم نہیں ہو سکتا ہمیں قبائلی علاقوں میں صورتحال پرقابو پانے کے لیے اپنی حکمت عملی پر نظر ثانی کی ضرورت ہے۔ ایک سوال کے جواب میں وزیر اعظم گیلانی نے کہا کہ وہ اب تک صدر مشرف کے ساتھ کام کر رہے ہیں انہیں ان کے ساتھ کام میں کوئی مسئلہ درپیش نہیں لیکن وہ پارٹی کے فیصلے کی تعمیل کریں گے اور جب تک پارٹی فیصلہ نہیں کرتی وہ شراکت اقتدار جاری رکھیں گے یوسف رضا گیلانی نے کہاکہ حصہ میں امریکی صدرجارج ڈبلیو بش سے حالیہ ملاقات مزید امداد کا معاملہ اٹھایاتھا اور انہوں نے پاکستان کی اقتصادی حالات بہتر بنانے اور مہنگائی پر قابو پانے میں تعاون کی یقین دہانی کرائی ہے

صوبائی وزیر قانون رانا ثناء اللہ کی یقین دہانی پر الیکشن ٹربیونل نے ان کے خلاف دائر پٹیشن خارج کردی

لاہور۔ صوبائی وزیر قانون رانا ثناء اللہ کے خلاف توہین عدالت سے متعلق درخواست درخواست دہندہ نے صوبائی وزیر کی جانب سے اس یقین دہانی پر کہ انہوں نے عدالت عظمیٰ یا عدالت عالیہ کی کبھی توہین نہیں کی واپس لے لی۔ جبکہ الیکشن ٹربیونل نے پٹیشن خارج کردی۔ تفصیلات کے مطابق صوبائی وزیر رانا ثناہ اللہ جمعہ کے روز جسٹس میاں نجم الزمان اور جسٹس طارق شمیم پر مشتمل الیکشن ٹربیونل کے سامنے پیش ہوئے اور اپنا بیان حلفی دیا جس میں یقین دہانی کرائی گئی کہ انہوں نے کبھی بھی اعلی عدالت کی توہین نہیں کی جبکہ اس حوالے سے ان کے بیانات سیاق وسباق سے ہٹ کر شائع ہوئے۔ اس یقین دہانی کے بعد فیصل آباد کے درخواست دہندہ عبید اللہ نے اپنی درخواست واپس لے لی۔ بعدازاں جب رانا ثناء اللہ سے صحافیوں نے پوچھا کہ کیا انہوں نے پی سی او ججوں کے سامنے پیش ہوکر انہیں تسلیم کرلیا ہے۔ انہوں نے میڈیا کو بتایا کہ وہ یہاں صرف اپنا بیان داخل کرانے کیلئے آئے تھے ۔ پی سی او ججوں سے متعلق ان کے موقف میں کوئی تبدیلی نہیں آئی ۔اس حوالے سے مسلم لیگ (ن) کا موقف بالکل واضح ہے۔ انہوں نے کہاکہ مسلم لیگ (ن) نے نہ پہلے پی سی او ججوں کو تسلیم کیا اور نہ آج کرتی ہے۔ ملک کے حقیقی اور آئینی چیف جسٹس افتخار محمد چودھری ہیں اور جب تک چیف جسٹس سمیت تمام معزول جج بحال نہیں ہوجاتے مسلم لیگ (ن) اپنی جدوجہد جاری رکھے گی۔ انہوں نے کہا کہ پی سی او ججوں کو تسلیم نہ کرنے کی اس سے بڑی اور کیا دلیل ہوسکتی ہے کہ پاکستان مسلم لیگ (ن) کے قائد میاں نوازشریف اور میاں شہبازشریف نے اپنے خلاف ضمنی الیکشن میں اعتراضات کے حوالے سے پی سی او ججوں کے سامنے پیش نہ ہونے کا فیصلہ کیا۔ ہم نے اس پر نہ پہلے سمجھوتہ کیا ہے اور نہ آئندہ کیا جائے گا۔

بحرین نے پہلی بار یہودی خاتون کو امریکا کے لیے سفیر نامزد کر دیا

مانامہ ۔ بحرین نے پہلی بار امریکا کے لیے اپنی یہودی خاتون رکن پارلیمنٹ ہودا نونو کو سفیر نامزد کر دیا ہے ۔ یہ عرب ممالک کی واحد یہودی خاتون ہیں جنہیں اس منصب پر تعینات کیا جائے گا۔ بحرین کے شاہ حماد بن عیسیٰ الخلیفہ نے رکن پارلیمنٹ 43 سالہ یہودی خاتون ہودا نونو کو امریکا میں سفیر کے منصب پر تعینات کرنے کا فیصلہ کیا ہے ۔ ہودا نونو کا کہنا ہے کہ وہ بحرین کی شہری ہیں اور ان کا انتخاب مذہب کی بناء پر نہیں کیاگیا اور انہیں اس بات پر فخر ہے کہ انہیں پہلی خاتون سفیر ہونے کا اعزاز حاصل ہے ۔ ہودا نونو بحرین کی چالیس رکنی شوریٰ کونسل کی ممبر ہیں اس کے علاوہ بحرین ہیومن رائٹس واچ کی صدر بھی ہیں ۔ واضح رہے کہ بحرین میں یہودیوں کی تعداد بہت کم ہے اور اس کے اسرائیل کے ساتھ سفارتی تعلقات بھی منقطع ہیں تاہم بحرین کو امریکا اور مغرب کا قریبی دوست اور اتحادی سمجھاجاتاہے۔

Parliament to decide about President’s impeachment: Gilani

ISLAMABAD : Prime Minister Yousaf Raza Gilani on Thursday said it is upto the coalition partners and the parliament to decide about the impeachment of the President. Talking to reporters at the Convention Centre after addressing a symposium, he said the government was strictly following the constitution and law. He said Pakistan Peoples Party and its coalition partners have complete harmony though they have their own programmes and manifestoes.
Replying to a question, he said no one should doubt government’s intention on restoration of judges as the delay was only due to some modalities which are yet to be worked out.
“Together we went to jails and launched movement for restoration of Iftikhar Chaudhry. The PPP gave many sacrifices....you can’t doubt our sincerity.”
About reports of government planning to remove subsidies on oil and other basic needs, he said oil and food prices have increased globally and is not affecting Pakistan alone. “The subsidy on oil should have been removed gradually by the previous government which was not done,” he added.
On the question of filling the vacant ministerial slots in the cabinet, Prime Minister Gilani in a lighter vein said: “They are vacant as they (resigning PML ministers) will come back.”
The government, he added, was determined to overcome the issues of judiciary, inflation and shortage of electricity as people have overwhelmingly voted for them.
“We will give them the solution of all these problems as we have accepted them as challenges.”

Zardari expects National Assembly to consider reforms package before end June

WASHINGTON : Pakistan Peoples Party leader Asif Ali Zardari Thursday said he expects the National Assembly to consider the judicial reforms package before the end of June and was also confident of securing support of all elements of governing coalition for the major initiative aimed at restoring parliamentary powers.
“We expect that the National Assembly will consider and enact this comprehensive judicial reform package before the end of June. This constitutional package aims to restore the key elements of the 1973 Constitution that was the basis of parliamentary democracy in our country before critical powers were seized by various autocratic presidents at the expense of the People’s House,” he told The Washington Times.
The PPP Co-chairman said the power to dismiss governments was “never meant to be in the hands of the president, but rather the tenure of governments would be limited by elections or motions of no confidence.”
“Democracy and dictatorship do not mix. All powers will revert back to the Parliament as was the intent of the constitution. All elements of the governing coalition will enthusiastically support these reforms.”
On the state of governing coalition, he said the coalition has some internal dissonance, “but that is the nature of democratic debate.”
“There is much that the parties in the Pakistan Democratic Front agree on and have built a consensus around, and there are other elements that have not yet been reconciled. But the coalition has not fractured.” The Nawaz (Sharif) wing of the PML, he elaborated, has not joined the opposition and still votes with the government.
The PPP has not withdrawn its ministers from the Punjab government, which is led by the PML-N, he added.
“Although they have temporarily withdrawn from some cabinet positions, we consider this a short-term problem and we have not filled the open cabinet positions. The PML-N is still in fundamental agreement with the major initiatives and thrusts of the government. I think people have also misunderstood the level of disagreement on the judges’ issue.”
Both the PPP and the PML-N want the restoration of the judiciary as it existed before emergency rule was imposed by President Musharraf, Zardari stated.
“The PML-N wants it done by decree, and my party wants to accomplish the restoration as part of a significant judicial reform legislative package that will totally modernize and liberalize the structure of civil society in Pakistan.”

President dismisses reports about his resignation as speculative: Musharraf

ISLAMABAD : President Pervez Musharraf Thursday dismissed the reports about differences with the army and his resignation as part of a malicious campaign to create unrest in the country. Speaking here at a dinner reception hosted in honour of outgoing Governor Punjab Lt Gen Retd Khalid Maqbool, here at the Aiwan-e-Sadr, the President said “the rumour mongers wish to create differences between him and the Army.
The President was referring to a news report about his meeting with Chief of Army Staff General Ashfaq Pervaiz Kayani Wednesday night that claimed that they discussed his resignation.
President Musharraf said the speculative reports caused loss of billions as stocks plunged, causing panic among the business circles.
The President said this trend must not continue as it was damaging for the country’s economy and a threat to foreign investment.
At the dinner that was attended by Prime Minister Syed Yousuf Raza Gilani, Minister for Defence Chaudhry Ahmed Mukhtar, Khurshid Shah, Chief of the Army Staff General Ashfaq Pervaiz Kayani, Chief of Air Staff Air Chief Marshal Tanvir Mehmood Ahmed, the four governors, the President said he fully supports the Prime Minister in his endeavours for running the affairs of the country smoothly.
“I believe in a policy of conciliation, rather than that of confrontation,” President Musharraf said and added the elements who were spreading rumours in the country did not believe in the policy of Pakistan first.
The President said he has met the army chief several times, since he assumed the command of the army to discuss professional issues and matters of mutual interest. He said his recent meeting was also part of this routine.
The President paid rich tributes to the outgoing governor Khalid Maqbool and lauded his contribution to national projects, particularly in the socio economic sector.
He described Maqbool as a meticulous man dynamic man with lots of qualities.
He appreciated his unflinching support and contribution towards national causes and the work done for the uplift of the poor and underdeveloped sectors. He also wished him well in his future endeavours.
The President also welcomed the new governor Salman Taseer and wished him well on his new assignment. He expressed the hope that he will serve the masses with zeal and contribute to the nation building effort.
