پاکستا ن پیپلز پارٹی کے شریک چیرمین آصف زرداری کی ہمشیرہ محترمہ ڈاکٹر عذرا فضل نے پارلیمنٹ کے میڈ یا سینٹر میں میڈیا سے گفتگو کرتے ہو ئے کہا کہ الطاف انڑ کی گرفتاری سیاسی انتقام نہیں بلکہ وہ پولیس کو کئی ایک مقد مات میں مطلوب تھا ۔ ڈا کٹر عذرا فضل نے مزید کہا کہ کہ میری گا ڑی پر فائرنگ کی گئی اور میری گاڑی بلٹ پروف ہونے کی وجہ سے بال بال بچت ہو گئی ۔انھوں نے کوئی کسر باقی نہیں چھوڑی تھی۔ انیوں نے مزید کہا کہ الطاف انڑ کے ٹی این کے ایک معروف جرنلسٹ کے قتل میں بھی ملوث تھا اور اس طرح کے گھنائو نے کئی ایک جرائم میں پولیس کو مطلوب تھا۔سابق صوبائی وزیر الطاف حسین انڑ کو ان کے گھر سے گرفتار کرلیا گیا ہے۔ڈی پی او سلطان خواجہ نے ان کی گرفتاری کی تصدیق کی ہے۔ ذرائع کے مطابق الطاف حسین انڑ پرجام شورو کے علاقے میں عام انتخابات کے دوران آصف علی زرداری کی بہن اور دیگر پر فائرنگ کرانے کا الزام ہے جس کا مقدمہ جامشورو کے تھانے میں درج کیا گیا تھا ۔واضح رہے کہ سابق صوبائی وزیر کی گرفتاری کے لیے منگل کی صبح گوٹھ علی آباد کا محاصرہ کیا ہواتھا۔

Federal Minister for Education, Professor Ahsan Iqbal has stressed the need to bring a knowledge-based revolution in Pakistan. “We all need to work hard as the prosperity of our coming generation is strongly linked to a sound and result oriented educational system. The Minister expressed these views while addressing a big gathering of officers and lower staff of the Ministry of Education. The Minister said on this occasion that assumption of the Office of Education Minister was his own choice and it happened for the first time in the history of Pakistan that a politician has willingly joined the Education Ministry. Mr. Ahsan Iqbal said that “At least I have accepted this challenge and now it is the duty of every individual of Education Ministry to come and join this challenge of giving a prosperous Pakistan to our future generations. Minister for Education said that the previous Government has deliberately ruined the educational system in last eight years.
Mr. Ahsan said that the previous rulers had spent millions of rupees on false and self-centered advertisement campaigns. He expressed his commitment that these mistakes will not be repeated as we believe in practical work. He further said that solution to our educational problem lies in implementation and not merely in lip service. Mr. Iqbal lamented that despite tall claims by the previous government we are still ranked 135th in the Human Development Index.” This is really a shameful picture for us all and we need to unite all our e3fforts to safeguard the future of our generation. The education Minister said that we have a lifetime opportunity to change unfulfilled dreams of the past 60 years in to a reality. Mr. Ahsan Iqbal said that presently the public sector education is not a success story as our schools lacking training facilities and quality education. There is not only dearth of physical facilities but also the quality teachers are missing. He specially said our girls’ schools present a deserted look as there dis precise dearth of resources. There are even thousands of villages’ where no girls’ high school exists as well. Minister for Education Ahsan Iqbal said that keeping aside the past we have to strive for a better future. He said that after the formation of new Provincial Governments a central consensus based Educational Policy will be adopted and the Policy will be given protection for 10 years so that the consequent governments cannot change it. He said that we have to transform our education system into a market driven educational system which should also recognize the socio-economic needs of our country.
Mr. Ahsan Iqbal said that Smart Schools System will be introduced where all learning will revolve round the computer. Mr. Ahsan Iqbal asked the Ministry of Education to work really hard to get the dram of Universal Primary Education being fulfilled in two years.
The Minister further said that the teachers will be provided a performance based career growth package. He said that it is a sorry state of affairs that the teachers are working without a sound career planning policy. Mr. Ahsan said that teachers’ promotion will be ste3a lined and the honest and dedicated teachers will be promoted well in time. This new policy will be initiated from Islamabad and it shall be expanded up to the Provinces.
Mr. Ahsan Iqbal also said that Ministry of Education shall start a programme named “Officer of the Month” ad employee of the Month”. The selected individual under this scheme will be notified and awarded accordingly. Mr. Ahsan Iqbal said that he has an idea of introducing total quality system “to be introduced in the Ministry of Education”. Speaking regarding the uplift and betterment of the Ministry he said all employees are encouraged to come forward with workable suggestions, regarding improvement in our Education System”.

Cost of Princess Diana inquest rises to 4.5m pounds

LONDON - The cost of the coroner’s inquest into the deaths of Princess Diana and boyfriend Dodi Fayed has risen to more than 4.5 million pounds (US$9 million; Ð5.5 million), the coroner reported Tuesday.
The figure does not include the last few days of the inquest.
The largest expenditure was some 1.85 million pounds (US$3.7 million; Ð2.3 million) in fees for the lawyers who assisted the coroner, Lord Justice Scott Baker.
The coroner’s jury concluded earlier this month that the couple were unlawfully killed due to the reckless behavior of the paparazzi who pursued them, and the reckless driving and drinking of their driver, Henri Paul.
A British police investigation ordered by a previous coroner and legal representation for police at the inquest cost 8 million pounds (US$16 million; Ð10 million).
The 4.5 million pound figure (US$9 million; Ð5.5 million) does not include costs for lawyers representing the Secret Intelligence Service and the Foreign Office at the inquest.

UN investigation into Bhutto’s assassination

ISLAMABAD, Pakistan - Pakistan’s Parliament unanimously passed a resolution seeking a U.N. investigation into the assassination of former Prime Minister Benazir Bhutto, officials from her party said on Tuesday.
Lawmakers in the National Assembly, or lower house of Parliament, adopted the resolution late Monday, urging the government to ask the UN to look into Bhutto’s assassination in a gun and suicide bombing attack in December, said Izhar Amrohvi, secretary for parliamentary affairs in Bhutto’s Pakistan Peoples Party.
President Pervez Musharraf has blamed a Taleban militant leader, Baitullah Mehsud, for the attack in Rawalpindi, a garrison city near the capital Islamabad. Mehsud has reportedly denied involvement.
Amrohvi said the parliamentary resolution will be forwarded to the foreign ministry to contact the UN for a probe.
Law Minister Farooq Naek, who introduced the resolution, said it sought a U.N. mandated international commission to identify culprits, perpetrators, organizers and financiers behind the heinous crime and bring them to justice,” state-run Radio Pakistan quoted him as saying on Monday.
Musharraf has opposed a UN probe but allowed British police to look into what caused Bhutto’s death.
The British investigation concluded that Bhutto died after slamming her head against the roof of her bulletproof sports utility vehicle during the attack. Bhutto party officials claimed that she died from an assassin’s bullet.
Pakistan’s new government and Parliament are dominated by a coalition of anti-Musharraf groups led by Bhutto’s party. They won parliamentary elections in February mainly on opposition to Musharraf’s increasingly authoritarian rule and his handling of the US-led war against terrorism.
Bhutto’s party had pledged to ask the U.N. to investigate her killing, and vowed to undo some of Musharraf’s key constitutional amendments and reinstate senior independent-minded judges the former army chief sacked under a state of emergency in November.

Pakistan shifts torch relay venue due to security

ISLAMABAD - Pakistan has changed the venue for its Olympic torch run for to security reasons, an official said on Tuesday, though anti-China protests were not expected as the torch begins its tour of Asia.
The torch will arrive in Islamabad on Wednesday on the first leg of its relay in Asia, as it makes its way to the Games in Beijing in August.
“As such there’s no threat but, obviously, because of the overall security environment, we didn’t want to take a chance,” said Lieutenant-Colonel Baseer Haider, a spokesman for the Pakistan Olympic Association.
Pakistan has been hit by an unprecedented wave of suicide bomb attacks by militants linked to Al Qaeda and the Taleban since an army assault on a radical mosque in Islamabad last July in which more than 100 people were killed.
The Olympic association had hoped to hold a torch run along Islamabad’s main boulevard in front of parliament, but the event will now be held inside a nearby sports stadium.
“We selected the sport complex because it’s manageable as the Met Office has also forecast thunderstorms and showers on Wednesday,” Haider said.
A Turkish woman was killed and four agents of the U.S. FBI were wounded in a bomb attack on an Italian restaurant in Islamabad on March 15.
But there have been no major attacks since a new government that has proposed talks with the militants took office this month.
The torch, touring the world ahead of the Olympic Games, has drawn protests over China’s policies, in particular its crackdown last month on unrest in Tibet and human rights in general.
Chaos erupted in San Francisco, London and Paris, where protesters tried to snuff out the flame and organisers extinguished or hid the torch to keep it safe.
Pakistan is a close ally of China, which is a major arms supplier and investor.
China is concerned about security threats from Uighur militants, from its northwest Xinjiang region, who have forged ties with Pakistan-based militants.

Pak’s ruling coalition reaffirms judges pledge

ISLAMABAD - Pakistan’s ruling coalition on Tuesday renewed its pledge to reinstate dozens of judges who were sacked by embattled President Pervez Musharraf, a minister said after a key high-level meeting.
Asif Ali Zardari, the widower of slain opposition leader Benazir Bhutto and head of her Pakistan People’s Party (PPP), met with former premier Nawaz Sharif of the Pakistan Muslim League-Nawaz (PML-N) in Islamabad.
The two parties trounced Musharraf’s allies in elections in February, and then pledged at a summit in the mountain resort of Bhurban to restore the chief justice and other judges within 30 days of forming a government.
But Tuesday’s meeting between Zardari and Sharif came amid local reports of divisions over the issue within the coalition, whose members were at each other’s throats during their periods in government in the 1990s.
The coalition “renewed its commitment to the Bhurban declaration,” Information Minister Sherry Rehman said in a statement issued after the meeting.
“The meeting was one of a series that the coalition intends to have regularly,” said Rehman, Bhutto’s former spokeswoman.
Musharraf sacked the country’s chief justice and dozens of other judges under a state of emergency in November, when it appeared that the Supreme Court was about to overturn his re-election as president the month before.
The judges could in theory challenge Musharraf’s position—and so restoring them with their full powers would spark a major confrontation with the US-backed president.
New Prime Minister Yousaf Raza Gilani, once a key aide to Bhutto, freed chief justice Iftikhar Muhammad Chaudhry from house arrest last month, but analysts say the PPP wants to avoid an overt standoff with Musharraf for now.
However Sharif, the man ousted by Musharraf in 1999, has openly called for the president to quit and made the restoration of the outspoken Chaudhry a key plank of his policy platform.
Reports say there is even a split about when the government was officially formed, with the PPP saying it was after provincial assemblies were sworn in and Sharif’s party saying it was after the federal cabinet took office on March 31.
Sharif left Zardari’s residence, where the meeting was held, without speaking to the media.
His spokesman, Siddiqul Farooq, told AFP earlier that it would be an “important meeting. The agenda is restoration of judges and revival of the constitution as it was before the October 12, 1999 coup.”
Raja Pervez Ashraf, minister for water and power, told reporters that the coalition leaders “only took stock of the political situation and nothing extraordinary can be attached with this meeting.”
The meeting also featured the leader of the ethnic Pashtun Awami National Party, officials said. The ANP defeated hardline Islamic parties in northwest Pakistan in the elections.

Iraq bombings, clashes kill 62

BAGHDAD - A spate of bombings across Iraq and a fresh surge of fighting between Shia militiamen and US forces in eastern Baghdad killed at least 62 people on Tuesday, Iraqi officials said.
A car bomb outside a courthouse in the central city of Baquba, a stronghold of Al-Qaeda, killed at least 40 people and wounded 80 in the most devastating attack in the violence-wracked country in a month, police said.
Medical officials said many of the victims were charred beyond recognition and people were crowding the local hospital trying to identify the remains of relatives.
Three minibuses were destroyed and 10 houses damaged in the blast, which sparked pandemonium, an AFP correspondent said.
“At least 40 people were killed, including one woman and a police officer, when a car bomb exploded outside the main courtroom in Baquba,” said a police official who would not be named.
“At least 80 other people were wounded, among them women and children,” he added.
Dr Ahmed Fuad at the local hospital in Baquba, 60 kilometres (35 miles) north of Baghdad, confirmed the toll.
“At least 40 people have been killed and most of them were burnt beyond recognition,” he told AFP.
Baquba, capital of the central province of Diyala, is one of the most dangerous cities in Iraq and regarded as an Al-Qaeda stronghold.
Since early January, US and Iraqi forces have been engaged in intensive operations against the jihadists throughout Diyala province.
Soon after the car bomb attack, a suicide bomber detonated his explosives in a restaurant in the western city of Ramadi killing 13 people, the city’s police chief said.
Major General Tareq al-Youssef said another 14 people were wounded in the attack which occurred at around 12:30 pm (0930 GMT).
He said the restaurant was near the western outskirts of the city, the capital of Sunni Anbar province.
Ramadi, 100 kilometres (60 miles) west of Baghdad, was a key Sunni insurgent stronghold in the aftermath of the toppling of Saddam Hussein’s regime by US-led forces in 2003.
But since 2006 local Sunni tribes there have sided with the US military to fight Al-Qaeda in Iraq militants and the violence had dropped substantially.
Security officials in Baghdad, meanwhile, reported two workers killed and two policemen wounded on Tuesday by a roadside bomb planted near a police station in Baghdad’s central Karrada neighbourhood.
A later car bomb also in Karrada killed one person and wounded six others, including four policemen.
Since Monday, more than 80 people have been killed in a surge of insurgent attacks across Iraq, which come at a time security forces are fighting street battles with Shiite militiamen in Baghdad’s Sadr City.
Renewed fighting on Tuesday between Shiite militiamen, mostly linked to radical Shiite cleric Moqtad al-Sadr, and security forces killed six people, the American military told AFP.
“Coalition forces took on small arms fire during an operation in As Sudayrah early Tuesday,” the military said referring to an area inside Sadr City.
It added that in return fire, coalition forces killed three gunmen.
Later, US troops called in air support as the clashes continued, the military said, adding in the ensuing firefight three more “enemy fighters” were killed.
Shiite militiamen have been engaged in sustained clashes with US and Iraqi forces for more than a week in Sadr City in which around 95 people have been killed.
The firefights began when US and Iraqi forces started operations in the sprawling slum to stop lethal rocket and mortar attacks from the district towards the Green Zone, the seat of the Iraqi government and site of the US embassy.
The US military claims that between March 23 and April 12 at least 596 rockets and mortars rounds were fired towards the Green Zone, many of them missing the target and killing Iraqi civilians.
Four Americans, including two soldiers, were killed in the attacks.

کراچی میں منگل کو ملیر بار میں وکلاء سےخطاب کرتے ہوئے چیف جسٹس افتخار محمد چودھری نے کہا کہ وکلاء کے جد وجہد کے نتیجے میں ملک میں آٹھ سال کے بعد قانون کی حکمرانی بحال ہوگی۔ ان کا کہنا تھا کہ وکلاء پر ہونے والے تشدد کے واقعات قابل مذمت ظلم اور زیادتی ہیں مگر ان کی قربانیاں رائیگاں نہیں جائےگی۔
اپنے مختصر خطاب میں جسٹس افتخار محمد چودھری نے وکلاء کو بتایا کہ انہوں نے نو اپریل کے واقعات میں ہلاک ہونے والوں کے ورثاء اور زخمی وکلاء سے بھی بات کی ہے۔
انہوں نے کہا کہ وکلاء قانون کی حکمرانی، آئین کی بالادستی اور اداروں کی مضبوطی کے لیے جدوجہد کر رہے ہیں اور اس کے نتیجے میں آٹھ سالوں کے بعد ملک میں قانون کی حکمرانی قائم ہوئی ہے۔ انہوں نے وکلاء کو مشورہ دیا کہ وہ اپنی جدوجہد جاری رکھیں اور ہمت نہ ہاریں۔
نو اپریل کو سٹی کورٹس میں وکلاء کے دو گروہوں میں تصادم کے بعد شہر میں شدید ہنگامہ آرائی ہوئی تھی، جس میں دو وکلاء سمیت دس افراد ہلاک ہوگئے تھے۔
مخلتف سیاسی جماعتوں کی جانب سے حکومت پر دباؤ ڈالا جا رہا ہے کہ ان واقعات کی تحقیقات کروائی جائیں، سندھ کے وزیر اعلیٰ کی جانب سے بھی تحقیقات کا حکم جاری کیا گیا تھا تاہم کوئی رپورٹ منظر عام پر نہیں آسکی ہے۔
متحدہ قومی موومنٹ کے سربراہ الطاف حسین نے امن امان قائم رکھنے کے لیے سرگرم نہ ہونے پر اراکین اسمبلی اور تنظیمی ذمہ داروں پر ناراضگی کا اظہار کیا تھا۔

’خفیہ عناصر سازش کر رہے ہیں‘

پاکستان حکومت میں شامل جماعتوں کے سربراہوں آصف علی زرداری، میاں نواز شریف اور اسفند یار ولی نے کہا ہے کہ چند خفیہ عناصر جمہوری حکومت کے خلاف سازش کر رہے ہیں۔
پیپلز پارٹی کے ترجمان فرحت اللہ بابر نے زرداری ہاؤس میں منگل کو حکومتی اتحاد میں شامل جماعتوں کے سربراہی اجلاس کے بعد صحافیوں کو بتایا کہ اجلاس میں نوٹ کیاگیا کہ کراچی میں جو کچھ ہوا (نو اپریل کو وکلا کو زندہ جلانا اور قتل کرنا) اور ملتان میں ( گزشتہ روز بجلی کی لوڈشیڈنگ کے خلاف احتجاج کے دوران واپڈا کے دفاتر جلانا) حکومت کے خلاف سازش ہے۔
فرحت اللہ بابر نے بتایا کہ کراچی میں سکیورٹی ایجنسیوں اور کیمروں کی مدد سے کچھ سازشی عناصر کی نشاندہی کی گئی ہے اور حکومت ان کی تلاش کر رہی ہے اور بہت جلد ان کے خلاف ثبوت جمع کرکے گرفتار کرکے سزا دے گی۔
انہوں نے متحدہ قومی موومنٹ یا کسی کا بھی نام لیے بنا کہا کہ کراچی میں ہونے والے واقعات میں جو لوگ بھی ملوث ہیں ان کی بہت جلد گرفتاری کے بعد یہ پتہ چل جائے گا کہ یہ کون لوگ ہیں۔
فرحت اللہ بابر نے بتایا کہ پیپلز پارٹی ، مسلم لیگ (ن) اور عوامی نشنل پارٹی کے سربراہی اجلاس میں تین اہم معاملات پر غور کیا گیا۔ ان کے مطابق اجلاس میں ججوں کی بحالی، دہشت گردی کے خلاف عالمی جنگ اور حکومت کے خلاف خفیہ عناصروں کی سازش پر تفصیل سے بات ہوئی۔
فرحت اللہ بابر نے بتایا کہ ’ججوں کی بحالی اہم معاملہ ہے اس پر اتحادی جماعتوں میں مکمل اتفاق ہے کہ بھوربن اعلامیہ پر عمل کیا جائے گا۔‘ تاہم انہوں نے کہا کہ ججوں کی بحالی کا طریقہ کار بعد میں طے ہوگا کہ اس کے لیے وزراء پر مشتمل کمیٹی بنے یا کہ پارلیمانی یا پھر قرار داد کے دریعے بحالی ہو۔
زرداری ہاؤس میں پاکستان پیپلز پارٹی کے شریک چیئرمین آصف علی زرداری، مسلم لیگ (ن) کے سربراہ میاں نواز شریف اور اسفند یار خان ولی کے درمیان تقریباً دو گھنٹے تک ملاقات ہوئی۔ ملاقات میں مولانا فضل الرحمٰن کو بھی دعوت تھی لیکن وہ ناسازی طبعیت کی وجہ سے شریک نہیں ہوسکے۔
پاکستان پیپلز پارٹی کے وفد کی قیادت پارٹی کے شریک چیئرمین آصف علی زرداری نے کی۔ وفد میں سید خورشید احمد شاہ، میاں رضا ربانی، راجہ پرویز اشرف، شیری رحمٰن اور فرحت اللہ بابر تھے۔
مسلم لیگ (ن) کے وفد کی سربراہی میاں نواز شریف کر رہے تھے جو مذاکرات کے فوراً بعد لاہور روانہ ہوگئے ہیں جہاں بدھ کے روز ان سے وزیر اعظم یوسف رضا گیلانی ملاقات کریں گے۔
مسلم لیگ (ن) کے وفد میں مخدوم جاوید ہاشمی اور چوہدری نثار علی خان، جو ججوں کی بحالی کے بارے میں سخت گیر موقف رکھتے ہیں، شامل نہیں تھے۔
میٹنگ کے بعد سب سے پہلے پیپلز پارٹی کے وزیر برائے پانی و بجلی راجہ پرویز اشرف باہر آئے اور ذرائع ابلاغ کے نمائندوں سے مختصر بات چیت کرتے ہوئے کہا کہ یہ ’معمول‘ کی ملاقات تھی اور اجلاس کی تفصیلات پریس ریلیز کے ذریعے جاری کی جائیں گی۔
کچھ ہی دیر بعد وزیر اطلاعات شیری رحمٰن نے صحافیوں کو ٹیکسٹ میسیج کے ذریعے اطلاع دی کہ اتحادی جماعتوں کے سربراہوں کا یہ معمول کا اجلاس ہے اور مستقبل میں بھی ایسے اجلاس ہوتے رہے گے۔
اطلاعات کے پیغام میں یہ بھی بتایا گیا کہ ججوں کی بحالی کے بارے میں رہنماؤں نے اعلانِ بھوربن پر عمل کرنے کے اپنے عزم کا عائدہ کیا۔ ان کے مطابق کراچی اور ملتان میں حکومت کو سازشوں کا سامنا ہے اور حکومت ایسے عناصر کے خلاف بھرپور کارروائی کرے گی جو قانون ہاتھ میں لیتے ہیں۔

US to wait for UN response to Benazir assassination probe

WASHINGTON : The United States, commenting on Monday’s parliamentary resolution in Pakistan for a UN probe into the assassination of former prime minister Benazir Bhutto, said anything reinforcing people’s satisfaction would be useful but added it would wait for the world body’s response to it.
“On the resolution calling for a UN investigation of Bhutto’s death, we’re waiting to see what the UN does with it. The Scotland Yard investigation seemed to provide most of the answers, but anything that adds to the satisfaction of the Pakistani people would be useful”, a State Department official said Monday afternoon.
The official noted the “important thing now is to have a good investigation of the facts on the ground, and to pull together all the available information about the case.”
“Again, we’ll wait to see what the UN does with the resolution. And take it from there,” he said.

Senate session summoned for April 25

ISLAMABAD : The President has summoned the Senate Session to meet in the Parliament House here on April 25 (Friday) at 1700 hours. The session of the Upper House has been summoned in exercise of the powers conferred on the President by Clause (1) of Article (54) of the Constitution.

Govt to take measures to convert Election Commission an independent body : Sherry

ISLAMABAD : Minister for Information and Broadcasting, Sherry Rehman Tuesday said new political government would take measures to convert Chief Election Commission (CEC) into an impartial and independent body according to the vision of Shaheed Mohtarma Benazir Bhutto.
She said this while talking to European Union’s Chief Election Observer, Mickael Gahler, who called on her here.
Michael Gerhald appreciated the vision of the new government and hoped that the independence of the Election Commission will strengthen the democratic process in the country.

PM to open SAARC CCI’s seminar on Economic Freedom

LAHORE : Prime Minister Syed Yousaf Raza Gilani will inaugurate SAARC Chamber of Commerce and Industry’s (SCCI) International seminar on Economic Freedom. Tariq Sayeed, President,SCCI will highlight the vision, objectives, SCCI’s activities and elaborate its role in promoting SAFTA. Fighting terrorism, developing economy, political stability my priorities, says Musharraf

BEIJING : President Pervez Musharraf has said that fighting terrorism, developing the economy and maintaining political stability are the priorities in his new term of presidency, adding that he is happy over the cooperation with China in the fight against terrorism.
“Fighting terrorism has more to do with acquisition of intelligence than with action. Action is easier than acquiring the knowledge and intelligence of where the terrorist is, who the terrorist is,” President Musharraf told China Daily in an interview.
Pakistani President also called for strengthening communication infrastructure between China and Pakistan to bring the two neighbours closer on the economic front.
Musharraf suggested during his talks with Chinese President Hu Jintao in Sanya that a railway line along the Karakoram Highway linking Gwadar Port with China be built.
He also proposed building an oil and gas pipeline to offer a short cut for China’s energy supplies from the Gulf, which are now shipped along India and through the Malacca Straits.
“If we can supplement this (the Karakoram Highway) with a rail link,
and also may be an oil and gas pipeline link; and then you take the Central Asian
republics with that, the whole area will open out through Pakistan to rest of the
world,” he said.
“So my thoughts are that we should now be thinking bigger, beyond bilateral or the region.”
He condemned attempts to undermine the Beijing Olympics and opposed the West’s “superimposition” of democratic values and human rights on China.
“We are extremely glad that preparations for the Olympic Games are so outstanding,”.
“We condemn any attempt by anyone to undermine the process of Olympic preparations, especially the Olympic torch (relay),” he said.
Musharraf, lamented attempts by some Western politicians and media to politicise the Olympics by smearing China’s Tibet policy and human rights situation.
“First of all, we consider Tibet an inalienable part of China,” he said. “If at all anyone is harboring or abetting the separatists, we condemn that.
“You cannot superimpose the human rights and democracy environment of a Western country onto other countries,” he noted.
He said in every country, human rights and democracy have to be tailored according to its own dynamics, which China is doing well.
“The basic responsibility of any government is the security of the nation, progress and development, welfare and well-being of its people.
Obviously this is being achieved (in China),” Musharraf said.
“I think China is a typical example of development and progress, the
welfare and well-being of its people,” he said.

China ready to assist Pakistan on trade, defence

BEIJING : China has expressed its full readiness to assist Pakistan for the development of energy, mineral and mining sectors, extend cooperation in financial sector and upgrade communication and transportation links.
A joint statement issued simultaneously from Beijing and Islamabad at the end of President Pervez Musharraf’s visit said “both sides agreed to further strengthen defence cooperation and enhance collaboration between their respective defence industries.”
The two countries also signed 10 Memoranda of Understanding in various sectors.
The communiqu’ stated the resolve expressed by China and Pakistan to optimally utilize the bilateral FTA and to complete the FTA on Trade and Services at the earliest.
“China expressed its full support for Pakistan’s efforts to preserve its sovereignty, independence, territorial integrity and expressed appreciation for Pakistan’s important role in promoting peace, stability and security, and its contribution to counter terrorism.”
Both the sides expressed complete satisfaction on the development of comprehensive cooperation in all fields and agreed to further enhance their ties in economy, trade, science and technology, culture and people to people relations.
China also expressed its full support to the efforts of Pakistan to promote socio-economic development and expressed its full readiness to assist Pakistan for development of energy, mineral and mining sectors and extend support for projects under the Pakistan China Joint five year Economic and Trade Cooperation Plan.
The two sides also agreed to work together to achieve the trade target of US 15 billion dollars as early as possible.
Pakistan also reiterated its full support to the ‘One China’ policy and the return of Taiwan to its motherland. It also condemned and rejected the “three evil forces i.e. secessionism, separatism and terrorism.”
During the talks between President Pervez Musharraf and the Chinese leaders, both the sides exchanged views on regional and global issues and reached common understanding.
The two countries agreed to work together closely in global and regional forums to promote the cause of peace and development.
Pakistan warmly congratulated the Chinese leaders and people on their great national accomplishments and expressed its joy over the celebrations of the three decades of the policy of economic reforms and opening up.
Pakistan also expressed full appreciation for the excellent arrangements made by the government and the people of China for the holding of Beijing Olympics and expressed full cooperation and support to the Chinese government.
President Hu Jintao accepted an invitation extended by President Musharraf to visit Pakistan at his convenience.
During the State visit, President Musharraf held officials talks with President Hu Jintao in Sanya, met Chairman NPC Standing Committee Wu Bangguo, Premier Wen Jiabao and Chairman CPPCC Jia Qinglin in Beijing as well as the leadership of Xinjiang Uygur Autonomous Region in Urumqi.
The President was accompanied by Foreign Minister Shah Mehmood Qureshi, Defence Minister Ahmed Mukhtar, Chairman Higher Education Commission Dr Ata ur Rehman, Chairman Trade Development Authority of Pakistan Tariq Ikram and Deputy Chairman Planning Commission Dr Akram Sheikh.

1. Memorandum of Understanding between the Ministry of Water and Power of the Islamic Republic of Pakistan and the Ministry of Water Resources of the People’s Republic of China.

Deposed Judges to restore in accordance with Bhurban Declaration

ISLAMABAD : Federal Minister for Information and Broadcasting Sherry Rehman said on Tuesday that the deposed judges would be restored in accordance with the Bhurban Declaration signed by Asif Ali Zardari, Nawaz Sharif and Asfandyar Wali on March 9. Talking to media, she said PPP Co-Chairman Senator Asif Ali Zardari, PML-N Quaid Mian Nawaz Sharif and President ANP Afandyar Wali Khan alongwith their aides met in Zardari House here to discuss the currenet political situation in the country.
She said that the meeting was held in a cordial atmosphere and resolved the government in fight against terrorism would follow the path of negotiations with those who lay down arms.
The meeting was attended by PPP leaders Mian Raza Rabbani, Syed Khursheed Ahmad Shah, Raja Pervez Ashraf, Sherry Rehman and Farhatullah Babar, PML-N leaders Khawaja Asif and Ahsan Iqbal and ANP leader Zahid Khan.
The meeting reiterated the commitment made in the Bhurban Declaration for restoration of judges.
Ms Sherry also said that government was keen to expose the conspiracy against the newly established government.” In this connection the leaders expressed concern over the recent incidents in Karachi as a conspiracy against the Sindh government and that in Lahore and Multan as part of conspiracy against the new Punjab government.”
The meeting resolved to foil with the help of the people all conspiracies hatched by anti-democratic forces.

Bilawal may figure on Time’s influential people list

NEW YORK : The Pakistan People’s Party chairman Bilawal Bhutto Zardari is likely to be on Time magazine’s 2008 list of 100 most influential people in the world, according to the current voting trend by readers of the publication.
Bilawal, so far, has secured 7,875 votes and is figuring high at the 20th position on the list of top influential figures. The magazine has invited its readers to vote for pesonalities including leaders, artists, entrepreneurs and thinkers who influence the world and deserve to be on its list that still has 207 finalists.
The magazine will narrow down the list to 100 and bring it out in its next issue. Bilawal has been described as 19-year-old Oxford student, chairman of the Pakistan People’s Party and son of slain leader Benazir Bhutto.
He was made the party chairman after his mother’s tragic assassination in December last year.
Counting his positives, the magazine notes Bilawal’s announcing his intention to complete studies before entering politics.

President continues deliberations on defence, trade, investment with Chinese leaders

BEIJING : Further progress was made Monday on Pak-China talks on joint investments, trade, defence and energy sectors as President Pervez Musharraf continued deliberations with the Chinese leaders on the fifth day of his State visit to China. Chinese minister for Defence, President of Chinese Exim Bank, Chairman China Investment Corporation (CIC) and CEO China International Investment Corporation, who met the President here at the Diaoyutai State Guest House, assured full support of the Chinese government in the ongoing projects and future ventures in all areas.
President Musharraf was assisted by Minister for Foreign Affairs Shah Mehmood Qureshi and Minister for Defence Ch. Ahmed Mukhtar, Chairman Higher Education Commission, Chairman Trade Development Authority of Pakistan and the Deputy Chairman Planning Commission. Pakistan’s Ambassador to China Salman Bashir was also during these meetings.
The Chinese leaders assured the President that the Chinese government was keen to ensure that all the projects are accorded highest priority and completed on time so that the people get the real benefits by infrastructure development.
Minister for Defence General Cao Gangchuan discussed Pakistan-China defence cooperation with the President. Both the sides reaffirmed their commitment to the strong relationship that exists between the two countries in training, military exercises and other areas.
They recalled the ongoing Pakistan-China co production of the JF-17 fighter aircraft, the F22P frigates and several other projects and said the main objective was to strengthen defence of their countries so as to ensure regional peace and stability.
President Export-Import Bank of China Li Ruogu in his meeting with President Pervez Musharraf said his bank has already invested in projects worth US 2 billion including the Gwadar Port, the Karakoram Highway upgradation project, Saindak Copper project, the Zinc -Lead project, and added that it would be pleased to extend support to projects worth another US one billion dollars.
The new projects under review of the project include the Diamer Bhasha dam, cooperation in various energy projects including coal fired power, the rail link along the KKH and feasibility reports for these would be completed soon.
Chairman of China Investment Corporation Lou Jiwei informed the President that the CIC has at least US $200 billion in capital for investment, of which around US 70 billion was available for overseas investment.
China has currently around US 1.5 trillion dollars in currency reserves and wants to utilize the reserves for the benefit of the State. The CIC plans aims to invest in about 50 large-sized enterprises around the world.
President Pervez Musharraf apprised the Chairman about the several ongoing infrastructure development projects in Pakistan particularly in hydel, energy, roads and rail.
CEO China International Investment Corporation and Chinese Minister for Commerce Chen Deyun also met the President and discussed investment opportunities in Pakistan. They evinced keen interest and said there was a wide scope for extensive collaboration in several areas.

NA calls for UN investigation into Benazir assassination

: The National Assembly on Monday adopted a resolution calling for UN probe into the assassination of former Prime Minister Benazir Bhutto. The resolution, moved by minister for Law, Justice and Parliamentary Affairs Farooq H Naik and adopted unanimously, urged the government to approach the UN for forming an international investigation commission to be known as Shaheed Mohtarma Benazir Bhutto Commission.
The commission, the resolution said, should seek to probe and identify the culprits, perpetrators organisers and financiers behind this heinous crime and bring them to justice.
The house, through the resolution also mourned the tragic assassination of Mohtarma Benazir Bhutto which it said, resulted in colossal loss to the people of Pakistan as well as the world.

Govt. committed to supremacy of parliament: PM

ISLAMABAD : Prime Minister Syed Yousuf Raza Gilani on Monday said the present government is committed to the supremacy of parliament, rule of law and balance of power between various state institutions. The Prime Minister said the mandate given by the people clearly indicates that they want to see a change in the system and the government would not discourage the people and would come up to their expectations.
He was talking to a delegation of All Pakistan Newspapers Society (APNS) which met him here at the Prime Minister House.
The Prime Minister said that despite the fact that the general elections resulted in a split mandate yet it is heartening to observe that democratic and moderate forces have succeeded in achieving substantial majority.
This trend, he said, led to the forming of coalition governments at the federal and provincial level which reflect unity through diversity.
The Prime Minister said that Media has an important role to play in the national affairs with responsibility and commitment.
He asked the members of the APNS delegation to extend cooperation, support and guidance to the government as well as the people to face the challenges, with courage and patience.
The Prime Minister said that “electricity shortage is one of the major crises we are facing today.” The policy of PPP government to set up IPPs, in 1993 was criticised at that time but “today we realise that it was a correct decision.”
The political leaders have the ability to look into future; they have a vision to solve the problems of the people, he added.
The Prime Minister said wheat crisis is another challenge which requires immediate attention.
It was a criminal negligence that the support price of wheat was not fixed in August last year and was purposely delayed, he said and added had the present government not announced revised support price of Rs.625 per 40 kg it could have led to further difficulties.
The Prime Minister said although this government has recently taken over, we have selected the best team of Ministers and officials to handle the crisis which we have inherited.
The challenges of wheat and electricity shortage, he said are being tackled on war footing and soon these would be managed to the satisfaction of the people.
However the people will have to show tolerance and patience in order to help their government to pay attention to these issues, he added.
As regards the issue of restoration of judges, the Prime Minister said “our immediate action to free the judges reflected our intentions. We believe that Parliament is the supreme body and all important issues should be solved by the Parliament.”
He said a Parliamentary Committee to give recommendations on judges’ issues would be able to give the best possible solution. The Parliament he reiterated has to be accepted as the supreme body and all institutions should be accountable before it.
On other issues, like PEMRA, freedom of information, FCR, labour and student issues, he said, committees are being formed.
The Prime Minister said “we want independence of all the institutions within the ambit of the Constitution. We want the Election Commission to be independent since it becomes embarrassing when we have to assure the International Organizations like Commonwealth, EU etc; that elections in our country would be fair and free.” “It seems humiliating that we have to defend the mandate of our people abroad”, he added.
The Prime Minister said that the 1973 Constitution which Zulfiqar Ali Bhutto Shaheed gave to this country is a unanimously accepted document and we have to uphold it.
This Constitution, he said, ensures provincial autonomy to the provinces and the government would fulfil its commitment to abolish the concurrent list in order to give provincial autonomy.
Similarly, he said, the local government system will also be improved. The government wants that political parties should take part at local level as well so that leadership could emerge, he added.
The local level is the grooming ground and it develops party discipline in the long-term, he added.
As regards the challenges and difficulties of the people the Prime Minister said that, he had asked all Ministers to get briefings from their respective Ministries as well as attached organizations and accordingly apprise the Cabinet alongwith proposals to solve the problems.
The solutions would be both short term and long term, so that besides immediate measures we are able to cater for the future, he added.
President of APNS Hameed Haroon while congratulating the Prime Minister on attaining unanimous confidence of the House said that the challenges before the government would require whole hearted attention towards good governance.
The freedom of Press/Media and the freedom of expression, he said, would also require a democratic approach. He specifically mentioned four issues being faced by the print media.
Firstly, he said, the advertisement policy needs to be improved in which equitable distribution among genuine publications could be ensured. He also asked for revision in the government advertisement rates.
Secondly he raised the issue of multiple taxes and demanded concession in some keeping in view the rising prices of newsprint. Thirdly, he asked for resolution of the contentious issue of Wage Board Award on rational grounds.
Fourthly, he referred to certain Press Laws which he considered are hampering the freedom of expression and free flow of information. He said all those laws which are against the principles of democracy be removed from the statutory book.
The Prime Minister assured the APNS Executive Body that all issues confronting the Media would be resolved in consultation with the stakeholders.
He offered his earnest support to the Minister for Information and Broadcasting and APNS in this regard.
Arif Niazmi who is also President of CPNE while reiterating abolition of Laws which hamper freedom of expression and speech said it is also incumbent upon Media to develop self responsibility.
The other members of APNS who expressed their views included Altaf Hussain Qureshi, Arshad Zubairi, Mujeeb-ur-Rehman Shami, Qazi Asad Abid, Imtinam Shahid, Jamil Ather, Ilyas Shakir, Sharif Farooq, Mumtaz Tahir, Amir, Javed Mahr Shamsi, Dr. Jabbar Khattak, M. A. Niazi, Siddique Balouch and Peer Safaid Shah.
All those who spoke referred to the current challenges confronting the country and stressed for national and democratic approach to solve the problems.
They expressed confidence in the leadership of the Prime Minster and said he has the experience and will to handle difficult situations.

Govt to ensure public access to information: Sherry Rehman

ISLAMABAD : Minister for Information and Broadcasting Ms. Sherry Rehman said Monday that the government would do all it can to ensure public access to information and work with stake holders to dismantle curbs on freedom of information. “Inspired by the vision of Shaheed Mohtarma Benazir Bhutto, we would remove all draconian media laws introduced by the previous regime and would facilitate the flow of information through an independent and free media,’ she said while talking to a delegation of All Pakistan Newspapers Society (APNS).

The members of the delegation appreciated the media-friendly measures taken by the new democratic government and assured the Minister of their complete support in endeavours of the government for establishment of a free, fair and responsible media in the country.
During the course of the meeting, the members discussed various problems being faced by the print media in the country.
They demanded enhancement in the rates of newspaper advertisements, as the current rates are outdated and incompatible with the ground realities.
They also demanded rationalization of the rate of GST levied on the import of newsprint. Referring to the implementation of overdue 7th Wage Board Award, the delegation linked its implementation with the exclusion of non-journalists from the beneficiaries of the Award.
The Minister assured the delegation that she would look into the issues raised by them.
She said the new government would formulate media-friendly policies as announced by the Prime Minister in his first speech in the National Assembly.

درپیش چیلنجز نمٹا جا سکتا ہے ۔ انہوں نے کہا کہ نئی حکومت کے قیام سے قبل ہی ملک میں جمہوریت دشمنی قوتوں کے انتشار پھیلانے کی کوشش شروع کر دی ہے ۔ ملک جن نازک ترین حالات سے دو چار ہے ان حالات میں ملک ناظمین نے ریکارڈ کرپشن اور لوٹ مار کے ذریعے کروڑوں روپے کمائے اور یونین ناظمین کو بھی سیاسی رشوت کے طور پر کروڑوں روپے کے فنڈز جاری کیے گئے ۔ انہوں نے مزید کہا ہے کہ پچھلے چھ سات سالوں میں گوجرانوالہ کی تحصیلوں اور ٹائونوں میں غیر قانونی طریقے سے سیاسی بنیاد پر سینکڑوں لوگوں کو بھرتی کیا گیا انہیں فوری طور پر نوکری سے فارغ کر کے میرٹ پر بھرتی کر کے پڑھے لکھے اہل افراد کو بھرتی کیا جائے ۔ ایڈہاک ازم سے نکلنا ہو گا۔ اس سلسلے میں مرکزی حکومت کو انقلابی اقدامات کرنے ہونگے جو بے شک فوری عوامی حمایت حاصل نہ کر سکیں ۔ لیکن ملک و ملت کے وسیع تر مفاد میں ہوں ۔ ملکی معیشت کی حالت بھی ناگفتہ بے ہے ۔ مہنگائی نے غریب عوام کی کمر توڑ دی ہے ۔ سالانہ بجٹ کی Èمد Èمد ہے اس میں اگر غریب عوام کو ریلیف نہ ملا تو سرمنڈاتے ہی اولے پڑے کے مصداق ہو گا اور موجودہ مخلوط حکومت اپنی پیدائش کے چند مہینوں کے اندر ہی عوامی پذیرائی سے محروم ہو جائیگی ۔ بیشک پیپلز پارٹی اور مسلم لیگ ن کی اعلی قیادت انتہائی تدبر اور عقلمندی کا مظاہرہ کر رہی ہے ۔ لیکن بعض معاملات ایسے ہیں جن کا قوم فوری حل چاہتی ہے ۔ جن میں ججز کی بحالی سرفہرست ہے ۔ یہ امر قابل ذکر ہے کہ کسی مہذب قوم کے جان و مال کے تحفظ کیلئے Èزاد عدلیہ کا قیام ناگزیر ہوتا ہے ۔ ججز کی بحالی میں تاخیر عوام کو مایوسی کے گھٹا ٹوپ اندھیرے میں دھکیل سکتی ہے لہذا اس مسئلے پر کمپرومائز انتہائی مہلک ہو گا۔ میرے عظیم قائد میاں محمد نواز شریف کا اس معاملہ میں موقف بے لچک ‘مضبوط قانونی اور Èئینی ہے ۔ انشاءاﷲ اس بارے قوم Èئندہ دو تین ہفتوں کے دوران اہم خوشخبری یونین کے انتخابات میں بھرپور حصہ لیکر تاجر برادری کی نمائندگی کرنی چاہیے ۔ اس موقع پر پنجاب کے جنرل سیکرٹری ظفر احمد کمال نے کہا کہ پاکستان بزنس فورم کا ماٹو ہے ”نفع دونوں جہاں کا “ یعینی ہم اسلام کے مستحق نہیں ان کو Èزاد چھوڑنا ‘امت مسلمہ پر ظلم عظیم ہے ۔ حکومت وقت کا فرض ہے کہ سانحہ جامعہ حفصہ کے تمام مکروہ کرداروں کو ان کے انجام تک پہنچائے ۔ مشرف اور اس کے حواریوں نے مل کر یہودونصارہ کے حکم پر پاکستان کی مسجدوں اور مدرستوں کا قتل عام کیا ہے اس کے مقابلے میں پاکستان میں بڑے بڑے چور ڈاکو ڈکیت قبضہ گروپوں کی سرپرستی کرنیوالے سیاستدانوں کو پاک کر دیا ہے ۔ ہمیں بتایا جائے کہ پاکستان میں کلمہ طیبہ کے پڑھنے والوں اور اﷲ کے نظام کو قائم کرنے کا مطالبہ کرنیوالوں کو کس جرم کی سزا دی جا رہی ہے ۔ محمد اکرم خاں نے کہا کہ لال مسجد اور جامعہ حفصہ کے معصوم طلباءو طالبات کو قتل کرنیوالے بڑے Èرام سے سرعام پھر رہے ہیں اور شہید ہونیوالوں کے ورثاءکے دل ان مجرموں کو Èزادی میں دیکھ کر خون کے Èنسوئوں رو رہے ہیں ۔ Èخر امت مسلمہ کا خون اتنا سستا کیوں سمجھا جا رہا ہے ۔ گوجرانوالہ(سٹی رپورٹر)14 اپریل 2008 ڈاکٹر فرید احمد پراچہ نے اپنے خصوصی خطاب میں کہا کہ پرویز مشرف کا دورہ حکومت پاکستان کا سیاہ ترین دورہ حکومت ہے ۔ انہوں نے کہا کہ موجودہ الیکشن میں جن ووٹرز نے الیکشن کا بائیکاٹ کیا اور جس نے اپنے ووٹ کا حق استعمال کیا ہے ۔ دراصل دونوں نے اپنے اپنے انداز میں پرویز مشرف سے نفرت کا اظہار کیا ہے بلکہ اس کی تمام پالیسیوں اور اقدامات پر بھی عدم اعتماد کا اظہار کیا ہے ۔ انہوں نے کہا کہ عوام الناس نے مسلم لیگ ق اور پرویز مشرف کو مسترد کر کے پیپلز پارٹی ‘مسلم لیگ ن اور عوامی نیشنل پارٹی کو اس لئے منتخب کیا ہے کہ یہ جہاں ایک طرف ہمارے مسائل کو حل کریں وہاں دوسری طرف ملکی اداروں پر چیک اینڈ بیلنس کا نطام قائم کرنے کیلئے اور ملک میں عدل و انصاف قائم کرنے کیلئے اور ملک کی تمام تر پالیسیوں کو ملکی مفادات کے ساتھ ہم Èہنگ کرنے کیلئے چیف جسٹس افتخار چوہدری سمیت تمام معزول ججز کو بحال کروا کر Èزاد عدلیہ کی کی گئی اور ایم کیو ایم کی بدمعاشی کو ختم کرنے کیلئے بھی قرار داد پیش کی گئی جس کو بھاری تعداد سے منظور کیا گیا۔
