The PPP Co-Chairman said that he has never met with President Musharraf in person, but he still remains in contact with him indirectly.
He said that even presently 4-5 persons committed suicide in the country, and the situation requires special attention rather than thinking on the issue as to would will be the next President.
The political leadership must think about bringing change in the living conditions of these people, rather than wasting time on petty issues, he said.

To a question he said, the PPP had dialogue with the pro democratic nations world across; and it was the result of this dialogue that President Musharraf doff his uniform.
Responding yet to another question he said, when Mohtarma Benazir Bhutto was assassinated the sitting government pointed towards the involvement of Al-Qaeda which is an international organization.
In this context, the matter needs international probe he said adding that is why the PPP is insisting on inquiry by UN.

Pak's coalition fail to break deadlock on judges issue

ISLAMABAD :Heads of Pakistan's ruling coalition parties on Tuesday failed to break deadlock on the judges issues after two-day talks in Dubai. Asif Ali Zardari, co-chairman of the Pakistan People's Party (PPP), and Pakistan Muslim League-Nawaz (PML-N) president Shahbaz Sharif held talks for the second day in Dubai, the United Arab Emirates.
"So far the talks with the PPP are over," private Dawn TV channel quoted PML-N spokesman Siddiqul Farooq as saying.
The PPP calls for reinstatement of judges through a constitutional package, but the PML-N insists that they should be restored through a parliamentary resolution, as initially agreed by the two parties.
"The PPP has not taken PML-N into confidence over constitutional package," Farooq said.
Farooq said the PML-N will convene a party meeting to discuss the current situation, and the PML-N may withdraw from the coalition government if an agreement could not be reached on the judges issue.
The PPP and PML-N won the Feb. 18 elections and agreed to form the coalition government, but the two parties remain divided over the reinstatement of judges, who were sacked by President Pervez Musharraf last November under the state of emergency.

Hair of the dog keeps children's allergies at bay

LONDON - Having a dog in the house reduces the risk that young children will develop allergies, German researchers said on Tuesday.
The finding, based on a six-year study of 9,000 children, lends weight to the theory that growing up with a pet trains the immune system to be less sensitive to potential triggers for allergies like asthma, eczema and hay fever.
Just why this should be is unclear but scientists believe youngsters may get beneficial early exposure to germs carried into the house on the animal's fur, which helps their immune systems develop.
"Our results show clearly that the presence of a dog in the home during subjects' infancy is associated with a significantly low level of sensitization to pollens and inhaled allergens," said Joachim Heinrich of the National Research Centre for Environmental Health in Munich.
The same protective effect was not seen in children who had frequent contact with dogs but did not have one at home.
Previous studies have suggested that exposure to pets may have a protective effect against allergies but many of these studies were based on retrospective questioning of subjects about their exposure.
Heinrich's study, by contrast, was designed before the data was collected. Experts consider such prospective studies make for more reliable results.
Parents answered detailed questionnaires about possible allergic symptoms in their children, from birth to the age of 6, and blood samples were also taken from a third of the group to test for antibodies to common allergens.
The group's findings were published in the European Respiratory Journal.

Does the agreement with TNSM augur well for Islamabad?

Nasim Zehra
THE Pakistani government’s six-point agreement with the Tehrik e Nifaz e Shariat e Mohammedi (TNSM) comes as no surprise.
The mainstream political parties, including the ANP, had consistently declared during and after the election that they would try to establish peace in the NWFP and the FATA areas through a multi-pronged strategy which would include dialogue. On the April 3, when the army chief General Kiyani gave his presentation to the leadership of the ruling coalition he categorically stated that in Swat the army operation had brought relative peace. General Kiyani specifically turned to the ANP leadership, encouraging them to use the political route to take forward the process of establishing peace. The ANP, which leads the NWFP coalition government, has won the majority of seats from Swat district.
This position of the political leaders and the army chief on the need to take the dialogue route was an offshoot of multiple factors. These included, above all, a policy of military force backed by dialogue, which failed to deliver sustained security and peace in the NWFP and FATA region. The insecurity through terrorist and suicide attacks spread into various parts of Pakistan, driving a growing wedge between the people and the government including the army.
The public policy of the Musharraf government, which was largely devoid of political ownership, failed to gain the one factor without which no insurgency can be won by any government — the elements of people support. Nor can a government expect its citizen to bear the cost of fighting insurgency and terrorism.
It is against this backdrop that the ANP government took the significant step of entering into an agreement with the long jailed TNSM leader Sufi Muhammad, who in his political prime, had led thousands of Pakistani fighters into Afghanistan in aid of the Taleban. He was a likely candidate for a political government to open dialogue with. In 1994, Sufi Muhammad did enter into political negotiations with the Benazir government, and with the Nawaz Sharif government in 1999. As the unchallenged leader of the TNSM, Sufi Muhammad had then commanded the support of thousands of followers from Malakand Agency. In neighbouring Afghanistan the Taleban were ascendant and in Pakistan key sections within the intelligence agencies, were sympathetic and supportive of the Taleban.
In 1994, the Bhutto government, confronted with the TNSM demand to enforce Shariah and by its simultaneous ability to bring out thousands of armed followers in support of his demand, entered into an agreement with the TNSM. Under the agreement, the Shariah ordinance, under which Qazi courts would be established in Swat and Malakand, was reached. In 1999 the ordinance was amended in order to make the Qazi courts more effective. At present, Sufi Muhammad’s following is relatively reduced compared to that in the Nineties. His followers are also less prone to use violence compared to the other forces that have emerged in the region.
Sufi Muhammad’s reduced following, directly linked to the rise of his son-in-law Maulvi Fazlullah, led to the TNSM introducing more aggressive and militant ways in the movement. Fazlullah, leading in the post 9/11 context with the rise of weaponised anti-US and ideologically-inspired violence, became more violent. His forces entered into guerrilla battles with Pakistani soldiers, blatantly and repeatedly threatened the civilian administration in Malakand and Swat Divisions directly and violently destroying the structure of the state.
It was this attitude of consistently attacking police stations, district administrations and local political representatives that led to the start of military operations in Swat. While different claims are made regarding the popularity of Fazlullah, it is clear that the people of the area are seeking security and peace.
The two factors that have provided an enabling environment to various armed militias to previously establish a virtual free reign, have been the failure of the MMA government to directly resist the attacks of these militant groups on people’s right to make their own choices regarding the dress code, girls’ education, sporting beards or listening to music.
It is significant against this backdrop that the major thrust of the Sufi Muhammad-government agreement has been two-fold. One, that the TNSM will not threaten or attack the institutions of the state, including the army and the civilian law enforcement agencies. Two, that while the TNSM is free to propagate Shariah, under no circumstances will it resort to violence.
This agreement is both logical and constitutional, while it grants citizens or a group of citizens the right to propagate their beliefs, it forbids them to do so by undermining the rights of others to freely to make their own choices.
Through the agreement the government also intends to resurrect the effectiveness, credibility and, consequently, the image of state institutions including the army. Sufi Mohammad’s followers have undertaken not to target state institutions.
However, for the implementation of this agreement specific mechanisms will have to be put in place for government-TNSM coordination on the common approach and message that the government, the TNSM leadership, the elected political leadership, the civil administration and the security agencies will have to develop and disseminate among their followers, their institutions and the public. The message of tolerance, of no to violence and to violation of law and of a mutually cooperative attitude will have to be systematically reiterated by all stakeholders of this latest attempt at peace-making.
As for the effectiveness of Sufi Mohammad as the unchallenged leader of the TNSM, that will depend on the quid pro quo that the government may have agreed to. This quid pro quo, which was evolved during the caretaker government and enjoys the support of the then-federal government and the army, is an amendment to the Shariah Ordinance. Under the amendment, additional qazi courts will be established to ensure the implementation of the Shariah in Swat and Malakand Divisions. Such an amendment will likely raise Sufi Mohammad’s stature among his followers. They have been demanding more effective dispensation of justice in the post-Wali-of-Swat era in which the spread and effectiveness of courts and the accessibility to good and inexpensive legal aid is highly deficient. In a culture of conciliatory settlement of disputes the end of the jirga has created a vacuum detrimental to the interests of the local population which has suffered from the fallout of the nationwide crisis of governance. The growing demand for qazi courts has been in direct proportion to the absence of effective state institutions.
Finally, the question is the success factor of the TNSM-government agreement. If Sufi Mohammad is handed down the amended Shariah Ordinance, will he then be able to attract his son-in-law’s supporters who have all argued that their ultimate objective has been the enforcement of Shariah? There is no ready answer. Fazlullah’s supporters have been using force to push their version of Islam on the local population. Will they abandon the use of force once the Shariah ordinance factors in some of their demands?
Perhaps the possibility of this agreement delivering relative peace and security without engaging Fazlullah may be minimal. The government’s credibility and capacity to bargain with the more militant groups now increases with Sufi Mohammad on board. Fazllulah is likely to be more pliant now. Maybe past this agreement the government must open, with Sufi Mohammad’s assistance, behind-the-scenes dialogue with Fazlullah as well. Any demand that Fazullah surrenders before the opening of dialogue with him is unrealistic and will not work. Similarly, it is equally unrealistic to expect that without a chastened Fazullah on board there will be peace in the region.

Pakistan to receive $600m budgetary support from ADB

ISLAMABAD - The Asian Development Bank (ADB) has agreed to rescue Pakistan's new coalition government by providing emergency $600 million budgetary support aimed at improving the country's fiscal deficit position.
Pakistan has sought the disbursement of over $600 million till June 30 this year out of $1.9 billion ADB assistance finalised for the year 2008, it is learnt.
ADB Country Director for Pakistan Perter Fedon when contacted confirmed that the ADB has decided to help contain the fiscal target by extending "quick disbursements" to Pakistan before the end of the current financial year.
Responding to a question, he said that "several million dollars" will be disbursed to the new coalition government to help narrow the widening fiscal deficit. "We have been asked for this support and we have decided to oblige the new government," Fedon said.
But he avoided to give the exact amount and said that modalities were currently being finalised for disbursing the ADB assistance on emergency basis. However, he clarified that it was not a special assistance but a usual annual assistance which will be disbursed in the shape of a "quick tranches" to help overcome the budgetary problems of the government.
The ADB country director said that Pakistan was provided $1.9 billion each in 2007 and 2008 but for 2009, this lending level is expected to be enhanced to little over $2 billion.
Pakistan, he said, has become a biggest browner in the region while India and China remained second and third with proximately $2 billion and $1.5 billion respectively.
In reply to a question, he said Pakistan's lending level has increased from $800 million to about $2 billion in the last three years and that this substantial increase was due to improved implementation process of the government.
He also said that there were now less complaints about financial irregularities and mismanagement in the development projects being funded by the ADB. The implementation procedure, he said, has improved due to holding a monthly meeting with the officials of the Economic Affairs Divisions (EAD).
"Those development projects which are not performing well, will not be offered funds and this is how certain improved mechanism can be ensured", the ADB country director said.
Fedon cited the example of Karachi Mega City Project which could not be undertaken so far as certain technical issues were still to be sorted out. "The bank had approved $800 million for this project and unless the provincial government makes sure that every thing is okay and fine in terms of implementation, no funds will be disbursed," he said.
Similarly, he said that unless there will be full ownership for Karachi water scheme programme, no funding will be made available by the bank. "This is a complex undertaking and since Karachi is very messy, we have to be very careful about the projects being supported by us," he added.
To a question, he said that ADB has adopted the policy of no extension to any project and this was possible because of ensuring a strict monitoring. But in certain exceptional case, this extension is allowed by the bank.
He also believed that over the years, Pakistan has improved its financial discipline which was helping it to seek hassle free borrowing from bilateral and multilateral donors.
"We have a pretty elaborate procedure to ensure transparency," Fedon said adding that each project contract is seen and evaluated three to four times before ADB gives No Objection Certificate (NOC).
"We have no flexibility in this regard," he said adding that Pakistan is doing relatively well compared to Asia and Pacific countries in terms of transparency. The ADB, he pointed out, has become the biggest development partners of Pakistan.
Another serious challenge for the new government, he said, was the rising prices especially that of food products. All the nation states, he said, were facing the problem of increasing food prices and this was primarily due to high international prices now touching $120 a barrel.
Pakistan's annual oil import bill, he said, has increased from $3 billion to $10 billion and this is causing price hike in the country.
Asked about the energy problems and looming power crisis, he said that ADB had offered $2 billion for a three year programme (2006-08) to help improve the situation. Last year distribution companies were assisted both financially and technically and in 2008, transmission companies were being provided $500 million.
However, he said, that the solution lies in the setting up of more thermal power plants to generate adequate electricity. He said that shortage of daily 3,000MW of electricity is a serious issue and needed all the attention of the government as well as the private sector. In this behalf, he called for settling tariff issues to facilitate the establishment of new power plants across Pakistan. It takes about two to two and half years to set up a thermal power plant, while it takes a long time to establish hydel power station to generate electricity," he said advising the government to urgently work out the related issues.
He, however, said, donors especially ADB was not against hydel power projects including Kalabagh and Bhasha dams. "You have plenty of water and you need dams and we can provide all possible financial assistance for this purpose," he said.
To a question, he said that there was a need for structural transformation of the country's 70 per cent exports which were coming from the textile sectors. The textile sector, he said, was not competitive and needed diversification. He said high dependence on textile sector was not a wise thing and that other sectors should also be provided support to excel.
He also said that low agriculture production seems to be a huge problem in terms of affordability and long-term sustainability. He was of the view that unused agriculture potential should be explored and that tax on agriculture income should be levied by the coalition government.
Similarly, he said services sector should also be taxed to receive adequate revenues which will also eventually address the problems of increased fiscal deficit. The bank, he said, has given recommendations to the government to levy tax on agriculture income and services sector.
He said revenues and exports should be enhanced to avoid witnessing the fiscal deficit to irreparable level. "Also you need to increase your foreign direct investment to finance this deficit."

UN, World Bank pledge action on food crisis

BERNE - U.N. agencies and the World Bank pledged urgent action on Tuesday to tackle an unprecedented rise in global food prices that is hurting developing countries.
The international bodies called on countries not to restrict exports of food to secure supplies at home, warning that could only make the problem worse.
"We consider that the dramatic escalation in food prices worldwide has evolved into an unprecedented challenge of global proportions," the United Nations said in a statement.
This had become a crisis for the world's most vulnerable people, including the urban poor, it said after a meeting of 27 international agency heads in the Swiss capital, Berne, to chart a solution to food price rises that have caused hunger, riots and hoarding in poor countries.
"Though we have seen wheat prices fall over the last few days, rice and corn prices are likely to remain high, and wheat relatively so," World Bank President Robert Zoellick told a joint news conference.
Feed the hungry
The U.N. Food and Agriculture Organisation's (FAO) Food Price Index, measuring the market prices of cereals, dairy produce, meat, sugar and oils, was 57 percent higher in March 2008 than a year earlier.
The surge in prices is due to several factors, including increased demand in developing countries, higher fuel costs, drought in Australia, the use of crops for biofuels, and speculation on global commodity markets.
Higher costs of wheat, rice, and other staples have put extreme pressure on aid providers such as the World Food Programme (WFP), a U.N. agency aiming to feed 73 million people this year. "We could afford 40 percent less food today that we could last June simply due to the soaring food prices," said WFP Executive Director Josette Sheeran.
The immediate priority is to feed the hungry, U.N. Secretary-General Ban Ki-moon said, calling on the international community to provide the WFP all of the $755 million in emergency funds it needs for the crisis.
"Without full funding of these emergency requirements, we risk again the spectre of widespread hunger, malnutrition, and social unrest on an unprecedented scale," Ban warned.
The World Bank said it was considering setting up a rapid financing facility to help poor countries hit by the crisis, and will double lending for agriculture in Africa over the next year to $800 million, it said.
"We are urging countries not to use export bans. These controls encourage hoarding, drive up prices and hurt the poorest people around the world who are struggling to feed themselves," Zoellick said.
Rising food prices have hurt the growing mass of urban poor in developing countries most but have done little to help poor farmers, who are wary of growing more food because of the concurrent rise in fuel and fertiliser costs, Zoellick said.
Besides the short-term emergency response, the international community must focus on longer-term solutions including efforts to bolster the world trading system, he said.
"The emergency is critical, but we can't stop there. We have to work with these other pieces," Zoellick said.
World Trade Organisation Director-General Pascal Lamy said the crisis was another urgent reason to conclude successfully the Doha round of trade talks to open up world trade.
The round, launched in 2001, is liberalise trade in food and other goods and services by cutting tariffs and subsidies.
"If you want supply to increase then you have to make sure that trade works," he said.

London mayor hopefuls battle for Muslim vote

LONDON- Muslim voters have emerged as a key battleground in London's mayoral elections this week, the first chance for most to vote since the 2005 suicide bombings by Islamic extremists in the city.
The vote Thursday pitches veteran Labour left-winger Ken Livingstone -- the incumbent backed by prominent Muslim umbrella groups -- against Boris Johnson of the main opposition Conservatives, who boasts a Turkish grandfather.
Livingstone has previously had the Muslim vote sewn up thanks to, for example, his anti-Iraq war stance and the welcome he gave top Islamic scholar Yusuf Al-Qaradawi, who some accuse of anti-Semitism and homophobia, in 2004.
Johnson, meanwhile, has had to defend himself against claims of Islamophobia after writing that "Islam is the problem" in the wake of the London attacks, which killed 52 people, and raising concerns about immigration.
But some suggest that Muslims’ voting habits could be starting to change.
"All the statistics say Livingstone is likely to get more of the ethnic minority votes (but) Labour's advantage in this sphere is declining," said Tony Travers of the London School of Economics.
"As earlier migrants have lived in Britain longer and longer, they're likely to drift off towards mainstream political behaviour."
Both Labour and Conservative campaigners were handing out leaflets to potential voters at Harrow mosque in north-west London after the last Friday prayers before the knife-edge May 1 vote.
Worshippers emerging from the two terraced hoUSes which form the mosque entrance said their main concerns were transport and the city's economy as well as community relations.
"Different people have different priorities," said Imran Hussain, 37, who has not yet decided who he will back.
"London is the central city of the global village so they (the mayor) have a lot of responsibility to build trust and build bridges."
Mosque elders say they are encouraging people to vote and are not publicly supporting any one candidate.
"There are Conservative, Labour, Liberal -- we don't really tell them how to vote," said general secretary Ghulam Raabani, after saying goodbye to the last of the worshippers.
"We're living in Britain and want to be part of the community.
"There are slight differences but we have so many common things because we're part of the country now -- I'm living here 45 years, so we have to take part otherwise we will be nobody."
Like several boroughs on the outskirts of London, Harrow has a high number of mainly south Asian Muslim voters -- around 15 percent, according to Raabani, compared to nearly 10 percent in London overall.
Local Muslim Conservative councillor Atiq Malik, who was handing out flyers at the mosque, said he believed Johnson had a good chance to capture Muslim votes, despite claims of his Islamophobia.
"I don't want religion being invaded by politics -- let's discuss the issues," he said, citing crime and concerns over the loss of the city's green spaces to developers as voters' main concerns.
Malik -- an unusual figure within the traditionally white-dominated Conservatives -- said he thought the Muslim vote would "make a hell of a lot of difference", particularly among first-time and young voters.
"Since 9/11, they are more active now," he said.
"They're very serious, very much concerned about the foreign policy, but I'm telling them voting for Ken won't make any difference on foreign policy."
Even if Livingstone does secure a sizeable Muslim vote, though, his attempts to woo that community could backfire if he is seen to be too close to particularly radical Islam.
"There's no question that the Livingstone strategy has been to work hard on a number of subgroups within the electorate -- the young, Muslims, the minority ethnic community more generally," Travers added.
"It's more complicated now -- the rainbow is a bigger rainbow and some bits of it don't like each other too much."

Dalai Lama told to take advantage of talks

BEIJING - China called Tuesday on the Dalai Lama to take advantage of its offer of fresh talks and stop sabotaging the Olympics, with just 100 days to go before the Games open in Beijing.
China told the exiled Tibetan spiritual leader he must end the violence in his homeland if the talks were to be a success, as the Tibet crisis continued to embarrass and anger the nation's communist rulers ahead of the Olympics.
As Beijing sought to pressure the Dalai Lama, it faced a growing diplomatic row with South Korea over protests during the Olympic torch's journey through Seoul over the weekend.
The troubled torch faced more controversy Tuesday in Vietnam, where police prevented major anti-Chinese rallies with what activists said were scores of detentions ahead of the Ho Chi Minh City leg.
Separately, China also announced the first batch of people had been jailed for their involvement in the Tibetan unrest that erupted last month and shone the Olympic spotlight on China's rule of the Himalayan region.
Chinese foreign ministry spokeswoman Jiang Yu said the Dalai Lama should 'cherish' China's offer to reopen talks, as she restated her government's many conditions for dialogue.
He should 'take concrete measures to stop his criminal acts of violence, stop his sabotage of the Beijing Olympics and his separatist activities, so as to create conditions for the next step of talks,' she said.
The talks would be the first known encounter between the two sides for a year, and China's offer to reopen dialogue, initially made Friday, was widely seen as a response to global pressure ahead of the Olympics.
However Jiang insisted China had not caved in to international pressure.
'The central government's contact and consultation with the Dalai Lama are completely the internal affairs of China,' she said.
'On the issues of national sovereignty and territorial integrity, the Chinese government and its people will never yield to any external pressure. We have the confidence and the capability to do well in our job.'
Jiang also struck a defiant tone following complaints from the South Korean government over violence by Chinese students in Seoul against Korean protesters who had targetted the torch relay there Sunday.
Although China has repeatedly denounced anti-Chinese mayhem in earlier legs of the torch relay, Jiang declined to directly condemn the behaviour of its own students.
'Some Chinese students came out to safeguard the dignity of the torch. I believe that's natural,' she said.
'We condemn large-scale violent demonstrations. As to the Chinese students and overseas Chinese, they just had some frictions with those who disrupted and sabotaged the torch relay there. That's totally different.'
South Korea on Tuesday vowed 'legal and diplomatic measures' in response to the violence by the students.
Prime Minister Han Seung-Soo said images of Chinese youths attacking Korean demonstrators had damaged national pride.
'Legal and diplomatic measures are necessary as the incident hurt national pride considerably,' South Korea's Yonhap news agency quoted Han as telling a cabinet meeting. He did not elaborate.
Meanwhile, 17 people were sentenced in Tibet's capital, Lhasa, to between three years and life in prison over their roles in the protests there on March 14, China's official Xinhua news agency announced.
Protests that began on March 10 in Lhasa to mark the anniversary of a 1959 uprising against China's rule of the region escalated into widespread violence across the city on March 14.
Chinese authorities say 'rioters' killed 18 innocent civilians and a police officer in Lhasa on March 14, while a second officer was killed when protests spread to other parts of China with Tibetan populations.
China has insisted it reacted with restraint but Tibetan exiled groups say more than 150 people died in its crackdown.
Criticism of China's response has been one of the major rallying cries at protests dogging the torch relay.

Austria asks how nobody noticed 24-year incest case

AMSTETTEN, Austria - Austria asked itself Tuesday how a man could imprison his daughter in a dungeon for 24 years and father seven children with her without his family and neighbours noticing anything.
"One confession and 1,000 questions," titled the daily Kurier Tuesday, noting that "Josef F.'s double life still hides many secrets."
The daily Salzburger Nachrichten added: "Nobody noticed the tragedy; confession leaves many questions unanswered," reflecting concerns among Austrians that their society lacks solidarity and noting that the tragedy occurred in a small provincial town.
"Precisely there where people greet each other and exchange a few words daily, nobody noticed the horror happening nearby," it wrote.
The tabloid Heute meanwhile noted in an editorial: "What kind of country is this?" echoing reactions in the foreign media, while the daily Oesterreich called: "More moral courage!"
The daily Der Standard added: "it's especially shocking and outrageous that neighbours didn't see anything, although they now say there was "indeed always something odd' when TV cameras are running."
This latest case of abuse recalls that of Natascha Kampusch, who was kidnapped on her way to school in 1998, aged 10, and kept locked up in a basement near Vienna for over eight years before escaping in August 2006.
In another recent case, three young girls were locked up for seven years by their mentally ill mother near Linz, in northern Austria.
Josef Fritzl, 73, confessed Monday to imprisoning his now 42-year-old daughter Elisabeth for nearly a quarter of a century in an underground dungeon in the family home in Amstetten, 100 kilometres (60 miles) west of Vienna.
"He admitted ... to moving her (into the cellar) by force, hitting her, locking her up against her will and he also admitted to repeatedly abusing this young woman -- his own daughter -- sexually," chief investigator Franz Polzer told a press conference.
Police said the case had been by and large been solved, but several questions remain: how Fritzl fed his daughter and three of her children also held captive, how the babies were born and cared for in the windowless cell, and how he could have incarcerated his victims for so long without his wife knowing.
Fritzl legally adopted three of the children when they were still babies, allegedly telling local authorities and his wife Rosemarie, 69, -- with whom he had already had seven children -- that his daughter had left them on their doorstep.
The three others were kept in the basement with their mother. A seventh baby, a twin, died shortly after birth and Fritzl disposed of it in the furnace of his building, police said.
Fritzl was likely to be remanded in custody Tuesday.
He was moved Monday from Amstetten, where he was initially held for questioning, to a court in nearby St. Poelten where he was to appear in front of a custodial judge, a court official told AFP.
Fritzl still faces several days of questioning and up to 15 years in jail for rape and imprisonment, according to the press.
Meanwhile, police were continuing to search the cell in which he held his captives for so many years.
Elisabeth said she was drugged by her father in August 1984 and had been his prisoner ever since, giving birth to seven children in the "dungeon".
The case came to light Sunday after her eldest child, Kerstin, was admitted to hospital on April 19 with serious health problems.
Doctors looking for background information made a media appeal looking for the mother and Elisabeth was able to convince her father to let her out of her cellar.
Investigators released photos of the suspect Monday in the hope that witnesses who had seen him buying food and clothing for his captives, including baby food and diapers, might step forward.
Austrian newspapers carried photos Tuesday showing Fritzl on recent beach holidays in Thailand, during which he would leave his prisoners in the underground dungeon.

UK police hold three in Tamil Tigers investigation

LONDON - British police arrested three men on Tuesday as part of an anti-terrorism investigation into the Sri Lankan rebel group the Tamil Tigers.
Police said two men, aged 39 and 46, were arrested at separate addresses in Wales and another, aged 33, was detained in London.
The men were arrested "on suspicion of the commission, preparation or instigation of acts of terrorism", Scotland Yard said in a statement. The men were being taken to a London police station for questioning.
"The arrests are part of a long-term investigation into the alleged funding and procurement activity in support of terrorism overseas," it said. The statement, which did not give the men's nationalities, added that searches were being carried out at several addresses in Wales and London.
The Liberation Tigers of Tamil Eelam (LTTE) is a rebel group fighting for an independent state in the north and east of Sri Lanka.
Fighting between Sri Lankan government forces and the LTTE has intensified since the Colombo government pulled out of a six-year-old ceasefire pact in January.
