CANADIAN HIGH COMMISSIONER AND AMBASSADOR OF IRAN CALL ON N.A SPEAKER



Islamabad:(APS) The Canadian High Commissioner David B. Collins called on Madam Speaker National Assembly Dr. Fehmida Mirza in the Parliament House, today. Talking to the Ambassador Madam Speaker said that Pakistan values high its relations with Canada and desires to further strengthen it.
Madam Speaker said that in Pakistan the real democracy has been restored after a prolong struggle and needed to be supported by all the progressive and democratic countries of the world. She said that the new Parliament was representing the progressive forces in the country that shows the majority of our country’s population was progressive, liberal and tolerant. She said that the unopposed election of Prime Minister, the election of the Speaker with big majority, appointment of the Leader of the Opposition within a month time and the timely formation of the N.A Standing Committees evinced the desire of the parliamentarian for strengthening democratic institutions and it also gave a very positive message to the people. She said that people were having great expectations from the new Parliament and it was committed to fulfill their expectations. The Speaker apprised the Ambassador that the coalition Government followed the policy of reconciliation and was taking all the political forces along with it.
The Speaker said that poverty, illiteracy and unemployment were the major problems, the people of the country were confronting. She said that enhanced cooperation with friendly countries like Canada in the economic field will help Pakistan in its programme relating to poverty alleviation and jobs provision. She appreciated the assistance by Canada given for the development in various sectors, specially during the earthquake of Oct, 2005. The Speaker also apprised the Ambassador about the working of Parliament and its Standing Committees.
H.E. David B. Collins assured the Madam Speaker of his government’s economic assistance and support for strengthening democracy in Pakistan. He expressed his desire for the new parliament to complete its constitutional tenure. He also congratulated Madam Speaker for her election as first women speaker of Pakistan and Muslim World.
The Ambassador of Iran Mashallah Shakri also called on the Speaker, in the Parliament House today. Talking to the Ambassador the Speaker said that Pakistan values high its relations with Iran and both the countries have unanimity of views on all regional and global issues. The Speaker said that relations between the two fraternal countries were based on the strong bonds of religion, history and common cultural heritage.
Dr. Fehmida Mirza said that the Muslim world was confronting great challenges which could be faced successfully through forging unity amongst the Muslim countries. She underlined the need for strengthening and enhanced role of the OIC. The Speaker said that greater exchange of Parliamentary delegations was necessary to further strengthening relations between Iran and Pakistan. She also stressed the need for enhanced exchange businessmen, intellectuals and students delegations for increasing people to people contact. She said that it was encouraging that both the countries were aspiring for other to prosper and progress.
The Speaker said that energy shortage was the main problem confronting the new government and expressed optimism that the mega gas pipelines project between Pakistan, Iran and India will bring prosperity in the region. She also underlined the need for early convening of the meeting of the Ministerial Joint Economic Committee for increasing the volume of the trade between the two coutries.
The Ambassador of Iran H.E. Mashallah Shakri said that enhanced cooperation between Iran and Pakistan will have greater impact on unity and solidarity of Islamic world. He said that Pakistan was a brotherly muslim country and Iran has always supported it on all regional and international forums. “Pakistan’s strength was Iran’s strength”, he said. The Ambassador congratulated Madam Speaker on her election as the first women Speaker of Pakistan and Islamic World and extended her, invitation to visit Iran.

EDUCATION MINISTER ATTENDED A CONFERENCE ON GERMAN EDUCATION SYSTEM IN BONN, GERMANY

The Federal Minister for Education Professor Ahsan Iqbal participated in a Conference of the Ministers of Education and Culture Affairs of the Lander (provinces) in the Federal Public of Germany in Bonn. The Conference was organized to discuss German Education System and the roles and powers of the states (provinces) and the Federal Ministry. A special presentation was given on the different streams leading to different educational carriers i.e. vocational, middle level professional and tertiary educations existing in Germany. The conference also focused on over all German School System, administration and roles/powers of the different levels, quality management, quality assurance, curriculum development and inter-state coordination.
The Minister met with Mr. Kurt Schmitz Temming, Vice Managing Director of Rihne-Sieg Chamber of Commerce and Industry in Bonn, Germany. During the meeting special presentation was given to the Minister on German technical and vocational education system and the role played by Chambers of Commerce and Industry.
The Minister also visited Hardtberg Gymnasium (Grammar School for Grade 5 to 12 for talented students) where the Principal of the School briefed him about administration, staffing, teaching material, involvement of parents, library and computer equipment. Later the Minister visited a primary school (Grade 1 – 4) where he was briefed about the administration, staffing, learning material, and involvement of parents in the learning process of the Children in the German system.

Improvement of national economy, law and order top priority: PM

LAHORE: Prime Minister Syed Yousuf Raza Gilani on Friday said that improving national economy and law and order across the country was the top priority of the government. Briefly talking to media at the Lahore Airport after his arrival from Islamabad, he said that the issue of reinstatement of judges would be solved. “Let us see the outcome of the meeting being held between top leaders Asif Ali Zardari and Muhammad Nawaz Sharif in London”.The Prime Minister’s son Syed Abdul Qadir Gilani was also present on the occasion.
Responding to a question, the Prime Minister said that 100-day plan announced by him was being implemented and all issues confronting the nation would be addressed according to the commitment.
He said that all-out efforts were being made to solve the acute power shortage problem, check the high inflation, control the hike in prices of daily edibles and strengthen the national economy on top priority.
In response to question about the energy crisis, he said it would take some time to overcome it.
He said the government firmly believed in freedom of press and “we will ensure it.”
About the convening of the National Assembly session on May 12, he said it would be convened when the party command desired so.

Govt committed to redressing the grievances of the people of Balochistan: PM

ISLAMABAD : Prime Minister Syed Yousuf Raza Gilani Friday said the government was committed to redressing the grievances of the people of Balochistan and reiterated that steps were being taken to improve the situation. Talking Governor Balochistan Zulfiqar Ali Magsi and Chief Minister Nawab Aslam Raeesani at the PM House, the Prime Minister said a new strategy was being formulated in consultation with representatives of the provincial government for dealing with the issue of law and order in the province.He said the political forces in the province have to play a role in this regard as it would improve the security and protection of the citizens.
The Governor and Chief Minister Balochistan also briefed the Prime Minister about the supply situation of wheat and flour in Balochistan.
The government’s decision of providing 100,000 tons of additional wheat to the province for meeting its requirements was also appreciated by the entire population of the province.
The Prime Minister said the government was keeping a close watch on the wheat situation all over the country and would provide more wheat to Balochistan, if required.
He directed the provincial government in coordination with law enforcement agencies to take steps for stopping smuggling of wheat across the border.

Provincial govts. to be consulted on reforms: PM

ISLAMABAD: Prime Minister Syed Yousuf Raza Gilani Friday said all provincial governments and concerned organizations should be taken onboard and consulted on the report of the National Commission for Government Reforms.
Chairing a high level meeting here, he said that the the commission’s recommendations would be debated in the National Assembly to achieve the desired result of good governance and better delivery of services to the common man.
The chairman of the commission, Dr. Ishrat Hussain, presented the interim report at the meeting along with recommendations.
Prime Minister Gilani emphasised that refroms in any sector should be aimed at benefiting the common people.
“Redressing grievances and minimizing the difficulties of the people is our ultimate goal which needs to be kept in view while formulating these reforms,” he added.
He also underlined the need of changing the “Thana” culture by making it people-friendly with focus on resolving the problems of the people.
The government, he said, was promoting e-government system to ensure speedy delivery of government business and restoring people’s confidence in the elected government, in addition to ensuring general public’s access to information.
On provincial autonomy, Prime Minister Gilani said that he has already announced the abolition of concurrent list within one year and expressed the confidence that this would lead to resolving the problems of the people at the local level.
He also called for the including jail reforms in the report to address the problems being confronted by the inmates.
The Prime Minister underlined the need for the replacement of centuries old “Patwari” system by using modern technology and learning from the experiences of the developed world aimed at facilitating the masses and eradicating corruption.
He said the government is also focusing on improving the social services across the country and will extend all possible resources for the provision of education and health to the people.
The reforms, he said, also need to focus on better management of the social sector both administratively and professionally.
Earlier, in his presentation, Dr. Ishrat Hussain briefed the Prime Minister about the salient features and recommendations of the report.
The interim report on reforms presented to the Prime Minister says it will improve governance and efficiency of the government servants towards resolving people’s problems.
Prime Minister Gilani said that since parliament is the supreme forum for making policy decisions, the report should be thoroughly deliberated upon in the National Assembly after due consultation with all the four provinces.
The final approval of the recommendations, he added, would later be given by the Federal Cabinet.

Nine killed 17 injured as trawler overturns in Pabbi




PESHAWAR : An over-speeding container trawler turned turtle on main G.T. Road in Pabbi bazaar and rammed into the footpath killing nine persons and injuring seventeen others.
A Suzuki car was also crushed in the tragic episode. According to police sources, nine persons have been killed who were standing on the footpath.
The driver of the Peshawar bound trawler lost control over the steering after its tie rod broken in the congested bazaar.
Several people were trapped under the trawler. Police and rescue teams carried out rescue operations at the site.
The injured have been shifted Pabbi Hospital and Lady Reading Hospital Peshawar and admitted where condition of many injured was stated to be stable.
The names of seven dead identified are Mirajuddin Khan son of Sherian, Ali Shah son of Zahir Shah residents of Amankot, Muhammad Habib resident of Zakhel, Hameedullah Khan son of Atiqullah resident of Khan Sher Garhi, girl Neemra daughter of Noor Muhammad resident of Jehangira, Amaan Khan son of Abdus Sattar Khan resident of Kandi Tazadin and Fazal Amin son of Sattar Muhammad resident of Chowki Mumraz.
The injured identified are Khalid son of Sirajuddin resident of Aman Kot, Rais Khan son of Mukaram Khan resident of Pabbi, Asma daughter of Javed resident of Dagai Jadeed, Amin son of Alam Gul resident of Pabbi, Asiya wife of Javed resident of Dagai Qadeem, Zahida wife of Kaleemullah resident of Aman Garh, Pervez resident of Swat, Noor Qadar resident of Swat, Wajahat resident of Aman Kot, Nawaz son of Gul Rehman, Bahar Ali, Fazal Muhammad, Ayaz and Fazal Mehmmod.
Meanwhile the NWFP Chief Minister, Ameer Haider Khan Hoti expressed his deep shock and grief over the loss of precious lives in the road accident In a statement issued here, the Chief Minister directed the hospital’s administration to give special care and attention to the treatment of wounded.
The Chief Minister while expressing his sympathies with the members of bereaved families has prayed Allah Almighty to rest the departed souls in eternal peace and grant courage to them to bear this irreparable loss with patience and fortitude. The Chief Minister also prayed for the early recovery of the injured.

Pakistan’s defence impregnable: Ahmad Mukhtar

ISLAMABAD : Minister for Defence Chaudhry Ahmad Mukhtar said Pakistan army is well prepared to counter the menace of terrorism.While talking to Dawn channel, he said if somebody is coming from USA to teach them to fight against terrorism they would like to learn.He said Pakistan has strengthened its role at Pak-Afghan border.
The confidence building measures (CBMs) with India are working well and Pakistan has improved relations with its neighbour.
The relations needed to be further strengthened for the mutual benefit of the two sides, he stressed.
He underlined the need to build trust with India. He said easy cross the border movement and increase in bilateral trade will bring the two countries together.He was hopeful that Kashmir issue would be resolved.
He said Pakistan has adopted a multidimensional approach to stem the tide of terrorism through negotiations and economic development.
Pakistan is keen on countering real issues like poverty, ignorance and sense of deprivation, the Minister added.

ججوں کی بحالی کیلئے ١٢ مئی کو قومی اسمبلی کا اجلاس ہوتا نظر نہیں آتا ‘ فاروق ایچ نائیک



اسلام آباد۔ وفاقی وزیر قانون فاروق ایچ نائیک نے کہا ہے کہ 12 مئی کو ججوں کی بحالی کے لیے قومی اسمبلی کا اجلاس ہوتا نظر نہیں آرہا ۔ ججوں کی بحالی کی قرا رداد پیش کرنے کے لیے سینٹ اور قومی اسمبلی کا مشترکہ اجلاس طلب کرنا ہو گا جو صرف صدرہی بلا سکتے ہیں اور اگر ججوں کی تعداد بڑھانا ہوئی تو صدارتی آرڈنینس کے ذریعے ہو گی تو بھی صرف صدر ہی آرڈنینس جاری کر سکتے ہیں ۔ آج پارلیمنٹ ہاؤس میں ذرائع ابلاغ سے گفتگو کرتے ہوئے ا نہوں نے کہا کہ ججوں کی بحالی کی قرار داد پارلیمنٹ میںپیش کی جائے گی اور آئین کے مطابق پارلیمنٹ سے مراد قومی اسمبلی اور سینٹ دونون ہیں ۔ انہوں نے کہا کہ اس کے لیے سینٹ اور قومی اسمبلی کا مشترکہ اجلاس بلانا ہوگا جس کا اختیار صدر کے پاس ہے انہوں نے کہا کہ قرار داد سے بحال کرنے کی جب بات کی جاتی ہے تو اس کے دو طریقے سامنے آرہے ہیں ۔ پہلا تو یہ کہ پارلیمنٹ کے دونوں ایوانوںکا مشترکہ اجلاس صدر طلب کریں اور دوسرا طریقہ یہ ہے کہ آئین کے آرٹیکل 89 کے تحت صدر کے ذریعے آرڈنینس لایا جائے ۔ انہوں نے کہا کہ جو تحفظات باقی تھے اس کے حوالے سے پارٹی سربراہان فیصلہ کریں گے اور جیسے ہی یہ تحفظات دور ہوئے ہیں اجلاس کے لیے سمری بھجوادوں گا ۔ انہوں نے کہا کہ اگر تمام لوگ موجودہ اور سابقہ سب ججوں کو قبول کرلیں تو سپریم کورٹ ججز ایکٹ کو تبدیل کرنا پڑے گا اس کے لیے بھی صدارتی آرڈنینس لانا ہو گا۔ انہوں نے کہا کہ اب معاملہ کمیٹی سے نکل کر پارٹی سربراہوںکے پاس جا چکا ہے ۔ انہوں نے کہا کہ بارہ مئی تک تمام کارروائی مکمل کرکے قومی اسمبلی کا سیشن کال کرنے کی کوشش کریںگے لیکن مجھے قومی اسمبلی کا اجلاس بارہ مئی تک ہوتا نظر نہیں آتا کیونکہ تحفظات ابھی باقی ہیں ۔ انہوں نے کہا کہ وزیراعظم نے مجھے کہا ہے کہ کچھ چیزوں کے حوالے سے فوری اقدامات کیے جائیں اور چھوٹے صوبوں کے تحفظات دور کیے جائیں ان کی دل آزاری ختم کی جائے۔ انہوں نے کہا کہ وزیراعظم نے قیدیوں کے حوالے سے بھی قانون سازی کے حوالے سے کہا ہے اور نیب کے کالے قوانین کو بھی تبدیل کرنے کے حوالے سے مجھے ہدایت کی ہے ایک سوال پر انہوں نے کہا کہ صدر پارلیمنٹ سے خطاب کیوں نہیں کرتے یہ ان سے پوچھا جائے

جج بھی بحال کریں گے اور دوسرے مسائل بھی حل ہوں گے جیسے ہی لیڈر اشارہ کریں گے قومی اسمبلی کا اجلاس بلا لیا جائے گا۔وزیراعظم



لاہور۔ وزیر اعظم سید یوسف رضا گیلانی نے کہا ہے کہ عوام نے ہمیں عدلیہ کی آزادی ججوں کی بحالی اور معیشت کی بحالی سمیت تمام چیزوں کا مینڈیٹ دیا ہے ۔ ہماری اولین ترجیح ملک میں امن و امان اور اقتصادی بحران پر قابو پانا ہے ۔ججوں کا مسئلہ بھی حل ہو گا اور ہم دوسرے مسائل بھی حل کریں گے، لیڈر جیسے کہیں گے قومی اسمبلی کا اجلاس طلب کرلیا جائے گا ۔ ان خیالات کا اظہار انہوں نے وزیر اعظم منتخب ہونے کے بعد 3 روزہ دورے پر لاہور پہنچنے پر لاہور ایئرپورٹ پر میڈیا سے گفتگو کرتے ہوئے کیا ۔ قبل ازیں وزیر اعظم کے طیارے نے لاہور ایئرپورٹ پر لینڈ کیا توان کا استقبال گورنر پنجاب لیفٹیننٹ جنرل (ر) خالد مقبول ، پنجاب کے سینئر صوبائی وزیر راجہ ریاض مسلم لیگ کے رہنما و صوبائی وزیر قانون رانا ثناء اللہ، صوبائی وزیر میاں مجتبی شجاع الرحمن ، منیر احمد ،سمیع اللہ اور پیپلز پارٹی کے دوسرے رہنماؤں نے کیا ۔ وزیر اعظم نے میڈیا سے مختصر گفتگو کرتے ہوئے کہا کہ ججوں کی بحالی کیلئے قرار داد پر دونوں جماعتوں کے لیڈر غور کر رہے ہیں ۔ مجھے جیسے ہی اشارہ ملے گا قومی اسمبلی کا اجلاس بلا لوں گا ۔ اس سوال پر کہ کیا جج 12 مئی کو بحال ہو جائیں گے ۔انہوں نے کہا کہ آج دونوں لیڈر مل رہے ہیں ان کی جانب سے آؤٹ کم تو آجانے دیں آپ اطمینان رکھیں جج بھی بحال ہوں گے اور قوم سے کئے گئے دوسرے وعدے بھی پورے کئے جائیں گے ۔ حکومت کی 100 دن کی ترجیحات کے نتائج نہ آنے سے متعلق سوال کے جواب میں وزیر اعظم نے کہا کہ ابھی 100 دن پورے نہیں ہوئے اگر جج بحال ہوجائیں تو یہ بھی 100 دن کے ا ندر ہی ہوں گے ۔ صوبائی خود مختاری کا مسئلہ بھی ہے، طلبہ اور لیبر یونین کی بحالی بھی کرنی ہے، پیمرا کے سیاہ قوانین کا خاتمہ بھی کرنا ہے ،گندم کے بحران سے بھی نمٹنا ہے کم از کم ان سو دن کے اندر عوام کو آٹا ملنا تو شروع ہوجانا چاہیے ۔ بجلی کے بحران پر قابو پانے سے متعلق سوال کے جواب میں انہوں نے کہا کہ یہ بحران اس قدر جلد حل نہیں ہوگا ۔میں اس وقت ہر بات کا تفصیلی جواب نہیں دے سکتا، انشاء اللہ تعالی ترجیحی بنیادوں پر امن و امان اور معیشت سمیت درپیش تمام مسائل کا حل کیا جائے گا ۔

امریکہ کو پاکستانی عوام کی رائے کا احترام کر نا چاہیے۔ عمران خان



اسلام آباد ۔ پاکستان تحریک انصاف کے چیئر مین عمران خان نے کہا ہے کہ امریکہ کو پاکستانی عوام کی رائے کا احترام کر نا چاہیے پارٹی کے مرکزی دفتر میں میڈیا سیل سے گفتگو کر تے ہوئے انہو ںنے کہا کہ 18 فروری کو عوام نے واضح طور پر صدر مشرف اور ان کی پالیسیوں کو مسترد کر دیا ہے امریکہ کو فرد واحد کی حمایت کر نے کی بجائے پاکستان میں عوام دوست پالیسیوں کی حمایت کرنی چاہیے امریکہ کی دوغلی پالیسیوں کی وجہ سے پاکستان میں امریکہ کے خلاف نفرت میں بتدریج اضافہ ہو رہا ہے ایک طرف امریکہ دہشت گردی کے خلاف جنگ کے نام پر اربوں ڈالر خرچ کر رہا ہے جبکہ دوسری جانب ایم کیو ایم جو ایک فاشٹ تنظیم ہے جسے کینیڈین کورٹ نے بھی ایک دہشت گرد تنظیم قرار دیا ہے کے ساتھ امریکی حکام پاکستان میں ملاقاتیں کر رہے ہیں اور امریکی مداخلت پر ہی ایم کیو ایم کو حکومت میں شامل کیا گیا امریکی حکام م کو چاہیے کہ پاکستان میں جمہوریت اور مضبوط اداروں کو سپورٹ کیا جائے نہ کہ ایک آمر کے ہاتھ مضبوط کیے جائیں

ججوں کی بحالی کے بعد پارلیمنٹ آئینی پیکج لانا چاہے تو یہ اس کا حق ہے ‘ اعتزاز احسن


اسلام آباد ۔ سپریم کورٹ بار کے صدر بیرسٹر اعتزاز احسن نے کہا ہے کہ 3 نومبر کے تمام اقدامات غیر آئینی تھے اور آئین کی نظر میں کوئی اقدام یا تو آئینی ہو سکتا ہے یا غیر آئینی ماورائے آئین اقدام کی کوئی اصطلاع قابل قبول نہیں ہو سکتی ۔ ایک انٹرویو میں انہوں نے کہا کہ کسی فرد واحد کو یہ اختیار نہیں کہ وہ اعلیٰ عدلیہ کے ججوں کو برطرف کر سکے ۔ انہوں نے کہا کہ قرار داد کا مسودہ تیار ہو چکا ہے جس کے تحت ججوں کو غیر مشروط طور پر بحال کیا جانا چاہئے اس کے بعد اگر پارلیمنٹ کوئی آئینی پیکج لانا چاہے تو یہ اس کا حق ہے ۔ اعتزاز احسن نے کہا کہ عوام کی خواہش کے برعکس عدلیہ کی آزادی پر قدغن عائد کرنا درست اقدام نہیں ہو گا ۔ ایک سوال کے جواب میں انہوں نے کہا کہ ضمنی انتخابات میں وہ ضرور حصہ لیں گے ۔

اسلام آباد۔ مسلم لیگ(ن) کے رہنما اور سینئر وفاقی وزیر چوہدری نثار علی خان نے کہا ہے کہ ججوں کی بحالی کے حوالے سے 12 مئی آخری ڈید لائن ہے اورا گر یہ فیصلہ اس دن نہ ہوا تو ان کی جماعت وہی کرے گی جو اسے کرنا چاہیئے۔ جمعہ کو یہاں میڈیا سے گفتگو کرتے ہوئے چوہدری نثار علی خان نے کہا کہ ججوں کی بحالی کے حوالے سے میعاد میں بارہ مئی تک توسیع بھی کوئی مناسب فیصلہ نہیں تھا۔ ا ور اس سے مزید آگے بڑھنے کا کوئی جواز ہی نہیں ہے ۔ انہوں نے کہا کہ اگر 12 مئی کو اس حوالے سے فیصلہ نہ ہوا تو مسلم لیگ(ن) وہی کچھ کرے گی جو اسے کرنا ہے ۔ ایک سوال کے جواب میں چوہدری نثار علی خان نے کہا کہ مسلم لیگ(ن) 12 مئی کی کمٹمنٹ کے حوالے سے سنجیدہ ہے ۔ اسی لیے اپنے تمام ارکان قومی اسمبلی کو اسلام آباد بلا لیا گیا ہے ۔ انہوں نے کہا کہ بارہ مئی کو گیارہ بجے ہمارا اجلاس ہو گا اور اگر وعدے کے مطابق اس دن قومی اسمبلی کا اجلاس بلالیا گیا تو ہم اسمبلی میں جائیں گے ورنہ فیصلہ اس اجلاس میں کیا جائے گا۔ انہوں نے کہا کہ تیس دنوں کے بعد بارہ مئی اور اب اگر قانونی پیچیدگیوں میں الجھانے کی کوشش کی گئی تو مسلم لیگ(ن) اپنا حتمی فیصلہ کرے گی ۔ انہوں نے کہا کہ موجودہ کے مستقبل کا فیصلہ مسلم لیگ(ن) کا مطالبہ نہیں ہے ہم تو معزول ججوں کو بحال کرانا چاہتے ہیں۔

نواز شریف نے امریکہ کی ہاں میں ہاں نہ ملائی تو ان کا انجام سابق حکمرانوں جیسا ہو سکتا ہے ‘ حمید گل



اسلام آباد ۔ آئی ایس آئی کے سابق سربراہ جنرل حمید گل نے کہا ہے کہ اگر نواز شریف نے امریکہ کی ہاں میں ہاں نہ ملائی تو خوانخواستہ ان کا انجام بھی سابق حکمرانوں جیسا ہو سکتا ہے ۔ انہوں نے کہا کہ امریکہ کو اپنے ڈالر عزیز ہیں لیکن اس کے سامنے پاکستانیوں کے خون کی کوئی اہمیت نہیں ہے ۔ ایک نجی ٹیلی ویژن سے گفتگو کرتے ہوئے امریکی سفیر کے بیان پر ردعمل میں جنرل ( ر ) حمید گل نے کہا کہ امریکی سفیر کے بیان سے پہلے یورپی یونین کے عہدیدار ہاؤیر سولانا بھی اسی طرح کی بات کر چکے ہیں ۔ امریکی سفیر نے کہاتھا کہ پرویز مشرف پاکستان کے صدر ہیں اور اب اس معاملے کو چھوڑ کر آگے بڑھنا چاہئے ۔ جنرل ( ر ) حمید گل نے کہا کہ امریکی سفیر اور یورپی یونین کے ان بیانات سے ظاہر ہوتا ہے کہ کچھ معاہدات ضرور ہوئے ہیں جو تاحال منظر عام پر نہیں آئے ۔ انہوں نے کہا کہ یہ بڑی بدقسمتی ہے کہ پاکستان کی تقدیر بدلنے جا رہی ہے لیکن پاکستانی قوم کو ان معاہدات کے بارے میں کوئی علم نہیں ہے ۔ کیا ان معاہدات میں درج ہے کہ پرویز مشرف صدر رہیں گے ۔ معاہدات کے ضمانتی کون ہیں ۔ دہشت گردی کے خلاف جنگ جاری رہے گی ۔ امریکہ کو مراعات ملتی رہیں گی اور پاکستان کے ایٹمی پروگرام کی تنصیبات کی نگرانی امریکہ کرتا رہے گا ۔ انہوں نے کہا کہ اس طرح کے اور بھی بہت سے سوال ہیں کہ جن کا قوم کو کوئی جواب نہیں مل رہا ہے ۔ تاہم حمید گل نے کہا کہ گاہے گاہے ہمیں وہاں سے اشارے ملتے رہتے ہیں اور اسی طرح کا ایک بہت بڑا اشارہ اب امریکی کانگرس نے دیا ہے کہ پاکستان وہ کردار ادا نہیں کر رہا جو اسے کرنا چاہئے اور یہاں تک کہا گیا ہے کہ نواز شریف راہ راست پر نہیں آ رہے ۔ حمید گل نے کہا کہ یہ ایک انتہائی خوفناک بات ہے ۔ انہوں نے کہا کہ لگتا ہے اگر نواز شریف امریکہ کی توقعات پر پورا نہیں اترتے تو پھر نواز شریف کے ساتھ وہی سلوک کیا جائے جیسا کہ بے نظیر بھٹو ‘ جنرل ضیاء الحق ، ذوالفقار علی بھٹو اور لیاقت علی خان سے کیا گیا ۔ اور جو بھی انکار کرے گا اسے کہنا پڑے گا کہ ’’ فرینڈ، ناٹ ماسٹرز ‘‘ لیکن اس وقت بہت دیر ہو چکی ہو گی ۔ ایک سوال کے جواب میں حمید گل نے کہا کہ پیپلزپارٹی کے راہنما چونکہ معاہدات کے مطابق چل رہے ہیں جبکہ اس سے پہلے بے نظیر بھٹو نے تو معاہدات سے بغاوت کر دی تھی ۔ انہوں نے زور دے کر کہا کہ یہ جاننے کی ضرورت ہے کہ یہ معاہدات کیا ہیں کیونکہ معاہدات کے سرعام نہ آنے سے پاکستانی پارلیمنٹ قوم کے مینڈیٹ ‘ آزادی اور حاکمیت اعلیٰ پر حرف آتے ہیں ۔ جنرل ( ر ) حمید گل نے کہا کہ یا تو ہمارے لیڈر اپنے آپ کو ان معاہدات سے الگ کریں اور راستے میں تبدیلی لائیں بصورت دیگر ملک تباہی کی طرف جائے گا ۔ قوم بغاوت کر دے گی کیونکہ لوگ بھوکوں مر رہے ہیں ۔ انہوں نے کہا کہ شاید امریکہ بھی یہی چاہتا ہے کہ ملک میں خانہ جنگی ہو ۔ فلسطین کا حوالہ دیتے ہوئے حمید گل نے کہا کہ وہاں حماس نے دوتہائی اکثریت حاصل کر لی تھی لیکن امریکہ نے محمود عباس کو قائم رکھا اور پرویز مشرف کی حیثیت بھی وہی ہے ۔ حمید گل نے کہا کہ وقت آ گیا ہے کہ قوم اور لیڈران ان معاہدات کو منظر عام پر لانے کا مطالبہ کریں تاکہ پتہ چلے کہ ہم کہاں کھڑے ہیں ۔ انہوں نے کہا کہ امریکہ کو اپنی امداد کا دکھ ہے تو اسے پاکستان کی قربانیوں کو بھی دیکھنا چاہئے کیا ہمارا خون اتنا ہی سستا ہے کہ امریکہ اس کو پس پشت ڈال دے ۔ اگر امریکہ امداد کا حساب مانگتا ہے تو ہمیں بھی اپنے جوانوں کے خون کا حساب مانگنا چاہئے ۔ لیڈران کو امریکہ قتل کروا دیتا ہے ۔ آزادی کو سلب کر لیا جاتا ہے ۔ پارلیمان کو محدود رکھا جاتا ہے اور ہماری فوج کو استعمال کیا جاتا ہے کیا اس سب کا کوئی حساب نہیں ہے ۔

قائدین ججز کی بحالی کے بارے میں کمیٹی کے سفارشات کی روشنی میں حتمی فیصلہ کریں گے ۔ یوسف رضا گیلانی



اسلام آباد ۔ وزیر اعظم سید یوسف رضا گیلانی نے کہا ہے کہ ججز کی بحالی کے بارے میں کمیٹی نے اپنی سفارشات مکمل کرلی ہیں ۔آصف علی زرداری اور میاں نواز شریف ان سفارشات کی روشنی میں حتمی فیصلہ کریں گے ۔حکومت قومی مفاہمت پر یقین رکھتی ہے ۔ ماضی کی غلطیوں کو نہیں دوہرایا جائے گا ۔ ملک کو ترقی ، خوشحالی کی راہ پر گامزن کریں گے ۔ تمام اداروں کے استحکام پر یقین رکھتے ہیں ۔ وزیر اعظم سید یوسف رضا گیلانی نے کہاہے کہ ملک میں امن وامان کی بحالی کو اولین ترجیح دی جا رہی ہے۔ کیونکہ اس کے بغیر معاشی ترقی کی رفتار تیز نہیں کی جاسکتی۔ جمعرات کو یہاں نیشنل سکول آف پبلک پالیسی کے 88 ویں کورس کے شرکاء سے خطاب کرتے ہوئے وزیر اعظم نے کہاکہ حکومت تین نکاتی جامع پالیسی پر عمل پیرا ہے تاکہ عوام کو دہشت گردی اور انتہا پسندی کی لعنت سے نجات مل سکے اور ملک میں سرمایہ کاری اور سماجی اور اقتصادی ترقی کے لیے ساز کار ماحول فراہم کیا جا سکے ۔ وزیر اعظم نے کہا کہ عوام کو اشیاء ضروریہ کی قلت ، مہنگائی اور پانی اور توانائی کے بحرانوں کا سامنا ہے ۔آٹے اور گندم کی قلت کو دور کرنے کے لئے حکومت نے ہنگامی طورپر پانچ لاکھ ٹن گندم درآمد کرنے کا فیصلہ کیا ہے تاکہ لوگو ںکو کم نرخوں پر اس کی دستیابی کو یقینی بنایا جا سکے۔ توانائی کی اہمیت اجاگر کرتے ہوئے وزیراعظم نے کہاکہ اس بحران پر کم سے کم وقت میں قابو پانے کے لیے تمام متعلقہ افراد کو دعوت دی جائے گی۔وزیر اعظم توانائی کے بحران سے ہماری سماجی اور معاشی ترقی اور سٹرکچر کو خطرات لاحق ہیں ۔ اس مسئلہ کو ہنگامی بنیادوں پر حل کرنے کیلئے اقدامات کیے جارہے ہیں ۔ انہوں نے کہاکہ توانائی کی بچت کی پالیسی بھی اپنائی جائے گی جس کے تحت دکانیں جلد بند کرنا اور پارٹیوں میں چراغاں پر پابندی شامل ہے وزیر اعظم نے کہاکہ حکومت پارلیمنٹ کی بالا دستی 1973 ء کے آئینی کی بحالی اور معزول ججوں کی بحالی پر یقین رکھتی ہے ۔ انہوں نے یقین دلایا کہ اتحادی حکومت ماضی کی غلطیوں کو نہیں دہرائے گی اور ملک میں ترقی اور خوشحالی کے لیے اقدامات کرے گی ۔ مختلف سوالوں کے کے جواب میں انہوں نے کہاکہ حکومت صوبائی خود مختاری چاہتی ہے تاکہ صوبوں کو زیادہ سے زیادہ اختیارات دئیے جا سکیں ۔ انہو ںنے کہاکہ حکومت دس سالہ اقتصادی ترقیاتی پروگرام تیار کرنا چاہتی ہے تاکہ ملک میں اقتصادی استحکام لایا جا سکے ۔ انہوں نے کہاکہ پسماندہ علاقوں پر زیادہ توجہ دی جائے گی تاکہ انہیں ترقی یافتہ علاقوں کے برابر لایا جا سکے۔مختلف سوالوں کا جواب دیتے ہوئے وزیر اعظم نے کہا کہ اداروں کے استحکام میں بیوروکریسی کا اہم کردار ہے ۔صوبائی خود مختاری پر یقین رکھتے ہیں ۔ایک سال میں کنکرنٹ لسٹ کو ختم کردیا جائے گا ۔انہوں نے کہا کہ اس آئینی اقدام کے نتیجے میں صوبوں کو مزید اختیار ات حاصل ہو نگے ۔جلد ہی قومی مشاورت کے ذریعے نئے قومی مالیاتی کمیشن ایوارڈ کا اعلان کیا جائے گا۔انہوں نے کہا کہ پسماندہ علاقوں کو ترقی کے لئے خصوصی توجہ دی جارہی ہے ۔ موجودہ حکومت نعروں پر یقین نہیں رکھتی اور نہ ہی اس کی بنیاد پر ملک اور قوم کی تقدیر کو تبدیل کیا جا سکتا ہے ، عملی اقدامات پر یقین رکھتے ہیں ۔وزیر اعظم نے کہا کہ بد انتظامی نے بھی اقتصادی مسائل میں اضافہ کیا ہے ۔ملک کو پائیدار ترقی کی راہ پر گامزن کرنا چاہیے ۔ وزیر اعظم نے کہا کہ حکومت دس سالہ ترقیاتی پروگرام کے بارے میں وسیع سطح پر مشاورت کرے گی ۔ انہوں نے کہا کہ اس دس سالہ پروگرام کے ذریعے معیشت کو مستحکم کیا جائے گا ۔ ایجوکیشن پالیسی میں تبدیلی کے بارے سوال کا جواب دیتے ہوئے وزیر اعظم نے کہا کہ طلبہ یونین کی بحالی تعلیمی شعبے میں اہم تبدیلی ہے انہوں نے کہا کہ اس کے ذریعے طلبہ مثبت سر گرمیوں میں مصروف ہوں گے اور ملک کو نئی قیادت ملے گی تاہم یہ سرگرمیاں ایک محدود سطح پر ہوں گی

ہتھیار چھوڑ کر امن سے رہنے والوں کے ساتھ مذاکرات کیے جارہے ہیں ۔ترجمان دفتر خارجہ

اسلام آباد ۔ پاکستان نے کہا ہے کہ ہتھیار چھوڑ کر امن سے رہنے والوں کے ساتھ مذاکرات کیے جارہے ہیں ۔ حکومت پاکستان دہشت گردی اور انتہا پسندی کے خاتمے کے لئے سیاسی سماجی و معاشی بہتری اور فوجی حکمت عملی پر مشتمل پالیسی اختیار کیے ہوئے ہے جسے عالمی برادری کی حمایت حاصل ہے ۔ پاکستان مسئلہ کشمیر کا اقوام متحدہ کی قراردادوں کے مطابق حل چاہتا ہے ۔ گوانتا ناموبے جیل کے امریکی جنرل ہڈ پاکستان میں نہیں ہیں تاہم ان کی اسلام آباد میں تعیناتی پر عوامی جذبات سے آگاہ ہیں ۔ ان خیالا ت کا اظہار دفتر خارجہ کے ترجمان محمد صادق نے جمعرات کو ہفتہ وار پریس بریفنگ کے دوران مختلف سوالات کے جواب دیتے ہوئے کیا ۔ ترجمان دفتر خارجہ کا کہنا تھا کہ دہشت گردی کے خلاف حکومت کی پالیسی تین نکاتی ہے جس میں سیاسی ، سماجی و معاشی بہتری اور فوجی حکمت عملی شامل ہے ۔ انہوں نے کہا کہ پاکستان کا موقف ہے کہ صرف فوجی ایکشن سے دہشت گردی کا خاتمہ ممکن نہیں لہذا حکومت ہتھیار پھینک کر اور تشدد کو ترک کر کے امن سے رہنے کے خواہشمند افراد سے مذاکرات کررہی ہے ۔ انہوں نے تاہم واضح کیا کہ اس پالیسی کے تناظر میں سیکورٹی کی ضروریات کو نظر انداز نہیں کیا جائے گا ۔ انہوں نے کہا کہ دہشت گردی کے خلاف ہماری پالیسی واضح ہے اور اسے عالمی برادری کی حمایت حاصل ہے ۔ ایک سوال پر انہوں نے کہا کہ ملکی پالیسیاں چند ہفتوں میں تبدیل نہیں ہوتیں بلکہ ملکی مفاد میں آہستہ آہستہ تبدیلی کی جاتی ہے ۔ ایک سوال پر ترجمان نے واضح کیا کہ حکومت پاکستان مسئلہ کشمیر کا حل اقوام متحدہ کی قراردادوں کے مطابق چاہتی ہے اور پاکستان بھارت اور کشمیریوں کے مذاکرات کے نتیجے میں مسئلہ کا حل ڈھونڈا جا سکتا ہے ۔ انہوں نے ایک سوال کے جواب میں کہا کہ گوانتاناموبے میں تعینات امریکی جنرل ہڈ کی پاکستان میں تعیناتی کی رپورٹ میڈیا میں آئی ہے ۔ وہ اس وقت پاکستان میں نہیں تاہم ان کی یہاں پاکستان میں تعیناتی پر عوامی جذبات سے آگاہ ہیں اور توقع ہے کہ یہ مسئلہ حل کرلیا جائے گا ۔ مغوی پاکستانی سفیر طارق عزیز الدین کے بارے میں انہوں نے بتایا کہ معاملے حساسیت کے پیش نظر وہ زیادہ معلومات دینے سے قاصر ہیں تاہم طارق عزیز الدین خریت سے ہیں اور امید کی جاتی ہے کہ وہ جلد رہا ہو جائیں گے ۔ انہوں نے ایک اور سوال پر کہا کہ پاک امریکہ تعلقات نہ صرف پاکستان بلکہ امرکیہ اور اس خطے کے مفاد میں بھی ہیں ۔ انہوں نے مزید کہا کہ خارجہ پالیسی کا تعین حکومت کرتی ہے اور وزارت خارجہ اس پر عملدرآمد کراتی ہے ۔ افغانستان میں مزید امریکی فوجیوں کی تعیناتی کے سوال پر محمد صادق کا کہنا تھا کہ یہ افغانستان اور امریکہ کا مسئلہ ہے ۔ ممبئی میں پاکستانی سفارتخانے کے لئے بلڈنگ بننے کی رپورٹس پر تبصرہ کرتے ہوئے ترجمان نے بتایا کہ ممبئی میں قونصل خانے کے لئے ابھی کوئی عمارت نہیں لی گئی تاہم بھارت میں پاکستان ہائی کمیشن کی ایک ٹیم جلد جگہ کے حصول کے لئے ممبئی کا دورہ کریگی ۔ انہوں نے کہا کہ پاکستان کی طرف سے جناح ہاؤس ممبئی کو حوالے کرنے کی دو خراست ابھی تک موجود ہے ۔ انہوں نے کہا کہ جونہی مناسب جگہ یا عمارت ملی پاکستان ممبئی میں قونصل خانہ کھولے گا ۔ بھارت میں ایک اور پاکستانی کی ہلاکت پر انہوں نے بتایا کہ ان کے بارے میں ابھی بہت معلومات حاصل کرنا باقی ہیں کیونکہ ابھی تک یہ معلوم نہیں ہوا کہ وہ بھارت میں کیسے داخل ہوا تاہم امرتسر کی جیل میں قید تھا اور 26اپریل کو بھارت کے ایک ہسپتال میں جاں بحق ہوا ۔ اس کی میت پاکستان لانے کے لئے بھارتی حکام سے رابطے میں ہیں ۔

پاکستان کروز میزائل ٹیکنالوجی کے حامل ممالک میں سرفہرست آ گیانئے میزائل سے زمین اور سمندر پر سٹریٹجک صلاحیت میں اضافہ ہو گیااسلام آباد۔ پاکستان ان چند ممالک میں شامل ہو گیا ہے جن کے پاس جدید کروز میزائل ٹیکنالوجی موجود ہے۔ جمعرات کے روز پاکستان نے کروز میزائل حتف ٨ رعد کا کامیاب تجربہ کر کے اس ٹیکنالوجی میں اپنی مہارت ثابت کر دیہے ۔ دفاعی ذرائع کے مطابق یہ میزائل خصوصی طور پر فضائی پلیٹ فارم سے فائر کرنے کے لیے تیار کیا گیا ہے ۔ مقامی طور پر تیار کیا جانے والا یہ میزائل 350 کلو میٹر تک اپنے ہدف کو نشانہ بنانے کی صلاحیت رکھتا ہے۔ میزائل کی تیاری سے پاکستان کی زمین اور سمندر پر سٹریٹجک صلاحیت میں مزید اضافہ ہو گیا ہے ۔ یہ بات قابل ذکر ہے کہ کروز میزائل کی ٹیکنالوجی صرف دنیا کے چند ملکوں کے پاس ہے۔ جدید ترین کروز میزائل ریڈار پر نظر نہ آنے کی خصوصی صلاحیت کا حامل ہے ۔ میزائل نچلی پرواز کرنے اور مختلف قسم کے وار ہیڈز کامیابی سے ہدف تک لے جانے کی صلاحیت رکھتا ہے۔ صدر پرویز مشرف اور وزیر اعظم سید یوسف رضا گیلانی نے اس شاندار کامیابی پر سائنسدانوں اور انجینئروں کو مبارکباد دی ہے

لاہور ۔ مسلم لیگ (ن) کے مرکزی رہنما و رکن قومی اسمبلی مخدوم جاوید ہاشمی نے کہا ہے کہ پارلیمنٹ کا ڈراپ سین ہونے والا ہے اگر عدیہ 12 مئی کو بحال نہ ہوئی تو شائد حکومت مزید پانچ دن بھی نہ چل سک ے۔ ہماری کوشش ہو گی کہ پیپلز پارٹی سے ا تحاد برقرار رہے مگر عدیلہ کی بحالی کیلئے کوئی سمجھوتہ نہیں کریں گے ۔ قوم سے کیا ہوا وعدہ پورا کریں گے اگر معزول ججزاور پی سی او کے تحت کام کرنے والے ججز اکٹھے عدالتوں میں بیٹھے تو قوم مایوسی کے عالم میں سوچن یپر مجبور ہو جائے گی کہ عدلیہ کی بحالی بھی این آر او کے تحت کی گئی ہے ۔ ان خیالات کا اظہار انہوں نے لاہور بار کونسل اور وکلاء ریلی سے خطاب کرتے ہوئے کیا ۔ مخدوم جوید ہاشمی جب خطاب کیلئے مائیک پر آئے تووکلاء نے پجوش انداز میں ان کا اسقبال کیا ان پرپھولوں کی پتیاں نچھاور کی گئی۔ ’’بہادر آدمی جاوید ہاشمی ، ہاشمی تیرے جانثار بے شمار بے شمار ‘‘ کے فلک شگاف نعروں سے بار روم گونجتا رہا ۔ مخدوم جاوید ہاشمی نے کہا کہ 12 مئی کو چیف جسٹس افتخار محمد چوہدری سمیت تمام معزول ججز بحال ہو جائیں گے ۔ تاہم اگر ایسا نہ ہو سکا تو قوم مایوسی کے سمندر میں چلی جائے گی مگر اس سے قبل ہم عدلیہ کی بحالی میں رکاوٹیں پیدا کرنے والوں کو سمندر میں ڈبودیں گے ۔ ہماری ہر ممکن کوشش ہے کہ پیپلز پارٹی کے ساتھ اتحاد برقرار رہے تاہم عدلیہ 2 نومبر والی بحال ہو گی ۔ اس پر کسی قسم کا سمجھوتہ نہیں ہو گا ۔ ہمارا قوم سے بھی یہی وعدہ ہے ہم ڈکٹیٹر کے خلاف سیہ پلائی دیوار بن جائیں گے ۔ ہم انتخابات میں حصہ لیننے کا اصولی فیصلہ کر چکے تھے مگر جمہوریت کی بقاء اور مشرف کے حامیوں کو فری ہینڈ دینے کی بجائے انتخابات میں حصہ لیا ۔ عوام 18 فروری کو جنرل (ر) مشرف کو مسترد کردیا اور وہ بھیگی بلی بن گیا مگر بد قسمتی ہے چند غیر جمہوری سوچوں کے حامل عناصر کے تعاون کے بعد وہ پھر سے مضبوط ہورہا ہے ۔ ماضی میں اسمبلیاں صرف وزارتوں کے چکروںمیں رہی تھیں مگر موجودہ دور میں ایسا نہیں ہو گا گو کہ موجودہ پارلیمنٹ بھی غلام ہے جس کا میں بھی رکن ہوں ۔ اصل طاقت فوج کے پاس ہے یہ ہر دو میں کبھی یحیی ، ایوب ، ضیاء الحق، مشرف کی شکل میں اقتدار پر شب خون مارتے رہے ہیں جو سیاسی جماعت میڈیا کا پریشر برداشت نہیں کر نا چاہتی درحقیقت وہ حقیقی جمہوریت کی عملمدار نہیں ۔ وکلاء اور میڈیا کی طاقت ملک کی ترقی کیلئے خوش بختی کی علامت ہے ۔ عدلیہ کی بحالی کیلئے دوبئی ، انگلینڈ یا اسلام آباد کہیں بھی فیصلہ ہو وکلا ء اور میڈیا کی طاقت سے بد نیت عناصر پہلے ہی خوف کی علامت بن گئی ہے ۔ چور، ڈاکو موجودہ صورتحال میں خوفزدہ ہیں ۔ کالے کوٹ والوں نے جمہوریت کی شمع روشن کرنے کیلئے اپنا خون بھی بہا ہے جو رائیگاں نہیں جائے گا ۔ عدلیہ کی بحالی کے بغیر حقیقی طور پر انتقال عوامی نمائندوں کے سپرد نہیں ہو سکتا ۔ ماضی اس چیز کا گواہ ہے ۔ موجودہ دور میں میاں نواز شریف ہی ایسا لیڈر ہے جو وطن عزیز کو اپنے پاؤں پر کھڑا کر سکتا ہے ۔ قیام پاکستان کے بعد سے ہی فوج اقتدار پر قابض رہی ۔ بیورو کریسی اور وڈیرے اس کے آلہ کار بن گئے ۔ سکندر مرزا جیسے لوگوں نے اسمبلی توڑنے کا اختیار صدر کو دیا جو تاحال ہے ۔ وکلاء کی مضبوط تحریک کے باعث پمریت کمزور ہو رہی ہے ۔ تھوڑی سی مزید جدوجہد سے ملک سے ہمیشہ کیلئے آمریت کا خاتمہ ہو جائے گا ۔ وکلاء رہنماؤں کی جانب سے ججوں کی بحالی کیلئے مسلم لیگ (ن) پر دباؤ اور پی سی او ججوں کی بحالی کی صورت میں مسلم لیگ (ن) کو ججوں کی بحالی کی مخالف سیاسی پارٹیوں کی ساتھی سمجھا جائے گا پر مخدوم جاوید ہاشمی نے کہا کہ وکلاء برادری جس طرح مسلم لیگ (ن) پر دباؤ ڈالتی رہی ہے اسی طرح دوسری سیاسی جماعتوں پر بھی دباؤ ڈالے ۔

Dr. Fehmida Mirza, Speaker National Assembly has said that lack of awareness among the masses was the main cause behind the increase in Thalassemia disease in Pakistan. She stressed for raising public awareness for prevention of the dreadful blood disorder. Dr. Fehmida Mirza said this in her message on the World Thalassemia Day being observed today all over the Giobe.
Dr. Fehmida Mirza said that Thalassemia is a genetically blood disorder, which has, affects millions of people around the world and its further proliferation could only be slashed down by avoiding intra-family marriages.
Dr. Fehmida Mirza called upon the Minister of Health to allocate necessary funds for establishment of more Thalassemia Centres to ensure health coverage and blood transfusion services to the deserving patients in both the rural and urban areas of the country. She also appealed to the Non-governmental organizations and philanthropist community to generously donate for establishment of such Centres where deserving Thalassemia patients could undergo clinical care besides having free blood transfusion services. Dr. Mirza also called upon the media to create awareness among masses to stop further proliferation of the blood disorder.

Govt. attaches high importance to independence of judiciary: PM




ISLAMABAD : Prime Minister Syed Yousuf Raza Gilani on Thursday said the government gives priority to the independence of judiciary and the rule of law in the country as per the manifesto of Pakistan Peoples Party. He was talking to Minister for Law, Justice, Human Rights and Parliamentary Affairs, Farooq H. Naek who called on him here at the PM House this evening.
The Prime Minister directed the Ministry of Law, Justice and Human Rights to immediately start working on important national issues like provincial autonomy, accountability, jail and Police reforms.
He said that while formulating police reforms special attention should be paid to the welfare of constables and other low-paid staff.
The Prime Minister said that in this regard the report of the National Commission for Government Reforms should also be consulted and all stakeholders be taken along including all the provinces as well as the civil society organizations.
The Prime Minister said that jails should act as correction facilities and directed that in future jails should be called Reformatory Centers instead of Prisons or Jails.
Farooq H. Naek briefed the Prime Minister about various steps the Ministry of Law, Justice and Human Rights is taking for ensuring independence of judiciary in the country.

National reconciliation to help take country forward; Gilani

ISLAMABAD : Prime Minister Syed Yousuf Raza Gilani Thursday said the new coalition government believes in policy of national reconciliation aimed at taking the nation forward, and has vowed not to repeat mistakes of the past. Addressing participants of the 88th National Management Course under the National School of Public Policy, here at the PM House, the Prime Minister said “we want reconciliation and want to have a Truth and Reconciliation Commission to take our nation on path of progress.”
The Prime Minister said the challenges confronting the country require all political forces to stand united by rising above petty differences and work for a better future of the country.
He cited poor economy, wheat crisis, energy shortage and inflation as some of the most pressing issues that demanded immediate action.
Gilani recalled his five years in jail and around eight years by PPP’s co-chairperson Asif Ali Zardari and said despite it they were not bitter and wanted to take along all to secure a better future of the country.
He said the charter of democracy inked by later Benazir Bhutto and Nawaz Sharif in London was part of this grand vision of reconciliation.
“We apologized to the nation for our past mistakes and have vowed not to repeat in future ... we have accepted Nawaz Sharif’s mandate in Punjab and he has accepted ours in the center,” he said terming it a sign of political maturity.
The Prime Minister said he believed in the supremacy of the parliament and wanted to maintain relations with all the institutions according to the constitution.
“We have committed to the nation to restore the constitution of 1973, restore the judiciary and ensure independence of judiciary and media.
Prime Minister Yousaf Raza Gilani said the people of Pakistan were conscientious and have voted in power moderate forces. He said that it was a split mandate and a broad-based government has been formed.
Gilani said in an unprecedented move in country’s parliamentary history, he was given a unanimous vote of confidence only because the people wanted the new government to resolve all the problems.
He said the law and order situation in the country was bad because of extremism and terrorism.
“We lost our great leader Benazir Bhutto, because of an act of terrorism,” Gilani said and vowed that his government will make Pakistan a safe place to live.
He also termed the economic situation of the country bad and mentioned that the shortage of wheat occurred because of wrong policies adopted by the previous government. He said inflated figures were given and on its basis export of wheat allowed, but later expensive wheat had to be imported to avert the crisis.
“However our government does not believe in blaming the previous government,” he said and added that it was committed to bring an improvement in the situation.
Prime Minister Gilani said the energy shortage was a serious matter and had we not set up the Independent Power Producers during late Benazir Bhutto’s tenure, the country would have been in a stone age.
The Prime Minister mentioned the threat of extremism and terrorism and said his government believed in use of force only when necessary as excessive use of force eroded its impact.
Gilani said a three-pronged policy was being pursued to counter the threat and focus was on uplift of the area, provision of health, education, socio-economic development, communication networks, business opportunities and infrastructure development.
The Prime Minister when questioned about the National Finance Commission award said the Pakistan Peoples Party believed in provincial autonomy and will keep in view the needs of the underdeveloped provinces.
He said within a year the concurrent list will be abolished and more provincial autonomy accorded.
Prime Minister Gilani hoped that the nation wants to give more time to the new coalition government to formulate new policies.
“We need the cooperation of the entire nation and the civil servants, who are at the helm of affairs, to help us in our task,” he said.
He said that he believed in strengthening of the institutions and mentioned the recent promotions in bureaucracy that were based on seniority, merit, competence, provincial quota.
He said the country can benefit a great deal from senior civil servants, however he urged them to work selflessly for the country with a committment to serve the people.
To a question about the lifting of the ban on student unions, he said it was aimed at training the new generation in the art of politics, so that they remain busy in social work and stay away from extremists.
However, he pointed that the activities of the student unions will be fully regulated and they will not be allowed to get involved in unhealthy activties.

Recommendations of NCGR to be debated in NA: PM

ISLAMABAD : Prime Minister Syed Yousuf Raza Gilani on Thursday said all the provincial governments and other concerned organizations should be taken on board and consulted on the report of the National Commission for Government Reforms. Accordingly, he added, the recommendations would be debated in the National Assembly so as to achieve the desired results of good governance and better delivery of services to common man.
The Prime Minister was chairing a high level meeting in which Dr. Ishrat Hussain, Chairman of the National Commission for Government Reforms (NCGR) presented the interim report along with recommendations here at the PM House today.
The Prime Minister said that reforms in any sector need to target the common people who should benefit from the change.
“Redressing the grievances and minimizing the difficulties of the people is our ultimate goal which needs to be kept in view while formulating these reforms”, he added.
The Prime Minister also underlined the need for changing the “Thana” culture by making it people-friendly with focus on resolving the problems of the people.
He said the government is promoting e-government system for ensuring fast delivery of government business and restoring people’s confidence in the elected government in addition to ensuring general public’s access to information.
While talking on provincial autonomy, the Prime Minister said he has already announced the abolition of concurrent list within a year and expressed the confidence that this would lead towards resolving the problems of people at the local level.
The Prime Minister also called for inclusion of jail reforms in the report for addressing the problems being confronted by the inmates.
He underlined the need for replacement of centuries old “Patwari” system by using modern technology and learning from the experiences of developed world aimed at facilitating masses and eradicating corruption.
The Prime Minister said the government is focusing on improving social services across the country and would extend all possible resources for the provision of education and health facilities to people.
The reforms, he said, also need to focus on better management of social sector both administratively and professionally.
Earlier, in his presentation, Dr. Ishrat Hussain briefed the Prime Minister about salient features and recommendations of the report.
The interim report presented to the Prime Minister claimed that it would bring change in governance besides improving the efficiency of government servants towards resolving people’s problems.
The Prime Minister in his remarks said that since parliament is the supreme forum for making policy decisions, therefore, the report should be thoroughly deliberated upon in the National Assembly after due consultation with all the four provinces.
The final approval of the recommendations would later be given by the Federal Cabinet, he added.

Pakistan pursuing comprehensive policy to fight terrorism: FO

ISLAMABAD : Pakistan Thursday said it has been pursuing a comprehensive policy agaisnt terrorism which combines political, socio-economic and military elements.
Foreign Office Spokesman Muhammad Sadiq in his weekly briefing said, “The government believes that military action alone will not be effective in permanently ending the menace of terrorism.”
He said political engagement is an essential part of the policy but it is possible only with those who renounce militancy and violence; do not allow the use of Pakistan’s territory against any other country; and do not help foreign terrorist elements to find hideouts in the country.
The Spokesman said, “The security requirements will not be abandoned or ignored under the policy.”
“Negotiations with tribal leaders and notables are aimed at supporting military efforts with political ones,” he added.
Replying to a question about arrested Pakistanis on charges of terrorism in Spain, the spokesman said, the Spanish Police took into custody 12 Pakistanis on January 18, 2008 in Barcelona on the suspicion of planning terror attacks in Spain and other European countries.
He said authorities claimed to have recovered bomb-making material and timing devices from them.
The spokesman said apparently, the detainees belonged to the Tableeghi Jamaat and some of them had been resident in the country for many years. Three were reported to be illegal migrants, he added.
He said nine individuals were produced in the Madrid Anti-terrorist Court for hearing on January 23 while others were released for insufficient evidence and the next date of hearing is yet to be fixed.
The Spokesman said the Ministry of Foreign Affairs and Pakistan’s Mission in Spain remained alive to the situation. He said the detainees, who are in three different jails, were met by Pakistan’s consular officials.
He said the embassy also requested the host authorities to allow the families of the detainees to establish contact with them through the embassy in Madrid or the Consulate General in Barcelona.
He said the relatives and lawyers of the detainees have since been permitted to contact them and the detainees are also allowed to make telephone calls to their families.
About the death of a Pakistani Mohammad Akram in Indian custody, the spokesman said, he was under trial Pakistani prisoner in India. He was held at Central Jail Amritsar and died in Guru Nanak Dev Hospital on April 26.
The Spokesman said the information about his death was conveyed to the officials of Pakistan High Commission, New Delhi when they visited the Amritsar Jail for consular access to some other Pakistani prisoners.
He said Pakistan Mission has asked the Indian Ministry of External Affairs for details of the circumstances leading to the death of Mohammad Akram and has sought early repatriation of his dead body.
He said the Foreign Office is also in contact with the Indian High Commission in Islamabad on the issue.
The spokesman said on March 31 this year, Pakistan and India had exchanged lists of prisoners in accordance with the recommendations of the first meeting of Pak-India Judicial Committee on prisoners held in New Delhi on February 26.
He said the Indian side had informed that 133 Pakistani civil prisoners and 14 fishermen were held in India and at that time Indian side had mentioned that further names will be communicated to Pakistan when they are received from various jail authorities.
Additional information from Indian side is still awaited, he added.
On the reports for giving land for Pakistan’s consulate in Mumbai, the spokesman said Pakistan still has not been able to acquire any property to open the Consulate there.
He said a team of officials from Pakistan’s High Commission in New Delhi will visit Mumbai shortly to look at certain properties available for rent or purchase adding that as soon as a suitable property is available Pakistan will open its consulate in Mumbai.
The spokesman said Pakistan’s request to the Indian government to allow the opening of its consulate in Jinnah House remains there. He said in the meantime, Pakistan has continued efforts to find another premise, in Mumbai, however these efforts have not succeeded as yet.
Replying to a question about Pakistan’s foreign policy to solve Kashmir issue, the spokesman said Pakistan is still committed for peaceful solution to the issue in accordance with UN resolutions through mutual consultation.
Answering a question about sending proposal to UN for probing assassination of Benazir Bhutto, the spokesman said, the Ministry of Foreign Affairs is still finalizing the modalities on the basis of resolution passed unanimously by the National Assembly in this regard.
Regarding construction of dams by India, the spokesman said Pakistan has been pursuing the policy of “energy security” and added that Indus Basin Treaty is very helpful in solving any such problem.
About Iran-Pakistan-India pipeline project, the spokesman said, it is in final stage of implementation.

Sherry directs govt functionaries to serve public with dedication, honesty

These views were expressed by Ms. Sherry Rehman, Minister for Information and Broadcasting on Thursday during her visit to Press Information Department (PID) here.
Mrs. Rizwan Khan, Principal Information Officer (PIO) briefed the minister on the role, composition and working of the PID. Secretary Information Akram Shaheedi was also present on the occasion.
The PID not only highlights the policies of the government and facilitates the development of media but also serves as link between the government and the public, the minister was told.
The PIO informed the minister that there are 816 employees working in the PID and Regional Information Offices.
The minister issued instructions for improvement of functioning of PID and visited different sections of the department.

UN probe not to pose threat to nuclear assets: Rabbani




ISLAMABAD : The Leader of the House in Senate, Mian Raza Rabbani said on Thursday that probe by the United Nations into the assassination of Mohtarma Benazir Bhutto would not pose any threat to the nuclear assets of the country.
Speaking during the debate on Foreign Policy, the Leader of the House rejected the words of Senator Mushahid Hussain Sayed who, during his speech feared that the UN probe could have put the nuclear assets on risk.
“Benazir Bhutto was assassinated in Liaqat Bagh, Rawalpindi, not anywhere near Kahuta, so how it could be threatening for the security of nuclear assets of Pakistan,” he commented.
He criticized the foreign policy of the previous government saying that Pakistan had to face tough times during the days when Dr A.Q Khan was implicated in the scam of the nuclear assets.
He said the UN commission is aimed at probing into the intentions and involvement of internal or external hands in the national tragedy, adding that it has nothing to do with the security of nuclear assets.
“The nuclear assets of Pakistan are in safe hands and no one would be given access to them,” Senator Raza Rabbani assured.
He said the terms and conditions of the formation of the commission would revolve around only the investigation of the hands and factors involved in the assassination of the national leader.
He clarified that Pakistan People’s Party is not enjoying the extraordinary friendship of the president rather he said the party is having relationship with him within the constitutional limits.
He said the Foreign Office is devising the policies setting aside all the international influence and every policy would be made to safeguard the national interests.
The senator vowed that Pakistan would never allow any foreign power to make an assault on the soil of Pakistan. “We have always been opposing the intrusion of foreign powers on Pakistan’s soil,” he remarked.
He condemned the abuse of human rights being committed in Guantanamobay Prison and demanded that it should be closed down.
The senator reiterated that he would standby his bill demanding the presentation of any foreign agreement before the Parliament for endorsement.
Senator Professor Khurshid Ahmed said that the foreign policy of the previous government is implanted in practical terms which should be revised.
He said the role of Foreign Office has been remained limited while formulating the foreign policy of Pakistan that is why the policy had been made to safeguard some vested interests ignoring the national interests.
Professor Khurshid said the foreign policy should be initiated from Foreign Office and should not be finalized by the cabinet but the Parliament.
He said the alliance with the US in war on terror has proved war against our own Muslim brethren and was aimed just to address the vested interests of the United States. It was the war on terror which has made our friends our enemies, he added.
The senator urged the government that the phenomenon of terrorism should be resolved through dialogue and the root causes should be addressed and grievances should be redressed.

KALAT : At least five people were killed and ten others sustained injuries, five of them serious in a head on collision between a pickup and a jeep near Sohrab, here Thursday, police said.
The speedy vehicles which belonged to the FC and FWO collided near Kharan Cross at the National Highway. Five people including Muhammad Bakhsh, Nazir Ahmed, Muhammad Ali, Muhammad Ismail and Abdul Rehman died on the spot while Nadim Ali, Saffar Muhammad, Haq Nawaz, Shaukat Ali, Mushtaq Ahmed, Muhammad Ijaz, Saeed Ahmed, Maqbool Ahmed, Rehmatullah and Niaz Ahmed sustained injuries and were shifted to Quetta for treatment via helicopter.

INTERNATIONAL HERALD TRIBUNE TO STAGE 1968 PHOTOGRAPHY AND FRONT PAGE RETROSPECTIVE AT THE NATIONAL THEATRE





London :Two great institutions are joining together in honour of an extraordinary year in history: At the National Theatre, the International Herald Tribune (IHT) will mount an exhibition of photography and iconic front pages to illustrate and illuminate the historic events of 1968. The exhibit ’68: The news, the stories, the photographs, will offer a rare glimpse into the Paris-based newspaper’s 120 year old archives.
The free exhibition will be open to the London public from May 2 to June 28 as part of the major cultural season
All Power to the Imagination! 1968 and Its Legacies, which the IHT is supporting.
Striking photographs, contextualized by front pages, will explain what made 1968 unique. The IHT’s network of journalists, famed for their integrity and balanced perspective reported from every corner of the globe in 1968 – as they continue to do today – making the newspaper the ideal institution to mount this exhibition. From the student rebellion in the streets of Paris to the first ever photographs of planet Earth, the show will evoke memories but also show a younger generation why this year was special, and what messages it still sends us today.
The exhibition is curated by the IHT’s director of photography, Cecilia Bohan: “1968 helped shape the world we live in today and the global political and cultural events we feature will resonate with all those who see it. We wanted to capture the revolutionary spirit of ’68 using images that immortalize fleeting moments. Many of the photographs are rich in detail – fascinating to study – and the International Herald Tribune front pages we selected anchor everything, explaining why the events really mattered.”
For the IHT the exhibition and sponsorship of the All Power to the Imagination season is an opportunity to raise its profile among politically educated, culturally literate readers in a market where its sales are increasing. Jim Clayton, the IHT’s circulation director for UK and Ireland, said: “Our core audience is predominantly international business leaders and high net worth individuals and going against the current trend, UK sales have grown. Through sponsorship of this season and sampling efforts at an impressive network of cultural partners across the city we will reach a new audience of Londoners who perhaps want a more outward looking and balanced perspective than is available from the nationals.”
To accompany the exhibition the IHT’s executive editor, Michael Oreskes, will lead a panel made up of award-winning photographers Ian Berry and John G Morris and author Geoff Dyer to discuss how 1968 shaped the way we illustrate news today. A limited number of free tickets will be available to IHT readers. The event will take place at the Cottesloe Theatre on May 27 and tickets can be purchased via the box office.

First UN aid flights start arriving in Myanmar



YANGON - The first United Nations relief flights started to arrive on Thursday for cyclone victims in military-ruled Myanmar...
...as a U.S. diplomat said that more than 100,000 people may have been killed. The cyclone slammed into coastal towns and villages in the rice-growing Irrawaddy delta southwest of Yangon on Saturday, the most devastating storm to hit Asia since 1991, when 143,000 people were killed in neighbouring Bangladesh.
Witnesses reported that villages were destroyed and people fought for survival by clutching trees as the storm brought walls of water charging inland from the sea.
Aid has been trickling in from other Asian nations, although frustrated governments and relief agencies are putting increasing pressure on Myanmar's reclusive military rulers to throw their borders wide open to as much help as possible.
Thailand, Japan, India, China, Singapore and Indonesia were all flying in assistance.
'The first plane has arrived with food supplies and three other flights were scheduled this morning,' said Paul Risley, spokesman for the U.N. World Food Programme in Bangkok.
Reports of cyclone damage in a country that used to be the world's largest rice exporter added to worries about tight global supplies of the grain.
Richard Horsey of the U.N. Office of the Coordination of Humanitarian Affairs said in Bangkok that 5,000 square km (1,930 square miles) of the delta were under water.
But the government insists it has enough reserves, although the the U.N.'s Food and Agriculture Organisation said damage to crops and stores in the delta rice bowl could mean that Myanmar will need short-term imports and miss its 2008 export targets.
At the United Nations in New York, John Holmes, U.N. undersecretary-general for humanitarian affairs, said four Asian aid workers who did not need visas would get in but other U.N. aid workers were still waiting for travel permits.
The United States and other Western countries have imposed tough sanctions against Myanmar over its human rights record, punitive measures that have antagonised the government.
Helicopter Drops
The Myanmar military's own aid operation has moved up a gear with some helicopter drops, but land convoys to the inundated Irrawaddy delta were nowhere to be seen, a Reuters witness said.
State media are reporting a death toll of 22,980 with 42,119 missing, although diplomat and disaster experts said the real figure from the massive storm surge that swept into the Irrawaddy delta is likely to be much higher.
'The information that we're receiving indicates that there may well be over 100,000 deaths in the delta area,' Shari Villarosa, charge d'affaires of the U.S. embassy in Myanmar, told reporters in Washington.
The U.N.'s Holmes said the toll could not be independently verified, but 'it would not surprise me if they continued to rise and maybe rise very significantly'.
Washington, a vocal critic of the junta that has ruled the former Burma for more than four decades, said humanitarian access should not be a political matter.
'What remains is for the Burmese government to allow the international community to help its people. It should be a simple matter. It is not a matter of politics,' Secretary of State Condoleezza Rice told reporters in Washington.
Political analysts and critics of 46 years of military rule said the cyclone may have long-term implications for the junta, which is even more feared and resented since last September's bloody crackdown on Buddhist monk-led protests.
For the moment, though, the mood in rubble-strewn Yangon, a city of five million people, is one of resignation rather than revolution.
'There won't be demonstrations,' one taxi driver told Reuters on Wednesday. 'People don't want to be shot.'

ملے گی۔ججوں کی بحالی کیلئے قائم کردہ کمیٹی نے گزشتہ بدھ کو ججوں کی بحالی کی قراداد کے مسودے پر اتفاق کرلیا ہے اور اس حوالے سے تجاویز تیار کی گئی ہیں جنہیں حکمران اتحاد میں شامل دو بڑی جماعتوں پیپلز پارٹی اور مسلم لیگ (ن) کے سربراہان آصف علی زردرای اور میاں نواز شریف کے سامنے پیش کیا جائے اور اب ان تجاویز کے حوالے سے حتمی فیصلہ دونوں رہنما کریں گے۔ کمیٹی میں شامل آئینی ماہرین نے ڈرافٹ کی تیاری میں حصہ نہیں لیا۔ قرارداد کا مسودہ تیار کرلیا گیا ہے تاہم قرارداد پر عمل درآمد کے معاملے پر اختلاف موجود ہے ۔ یہ مسئلہ حل کرنے کیلئے مسودے کو اتحادی جماعتوں کے قائدین کے سامنے پیش کردیا جائے گا جسے حوالے سے قومی اسمبلی کا اجلاس 24 گھنٹے کے نوٹس پر بلانے کی تیاری مکمل کرلی ہے۔ وزیراعظم یوسف رضا گیلانی کی خصوصی ہدایات پر پارلیمانی امور ڈویڑن نے قومی اسمبلی کا اجلاس بلانے کی سمری مرتب کرلی ہے۔ حکمران اتحاد کے ذرائع کے مطابق اتحاد میں شامل جماعتوں کے پارلیمانی رہنماو¿ں کی جانب سے تمام ارکان اسمبلی کو قومی اسمبلی کے اجلاس میں شرکت یقینی بنانے کیلئے ہدایات بھی جاری کردی گئی ہیں۔ ذرائع کے مطابق اجلاس میں ٹاپ ایجنڈا معزول ججوں کی بحالی ہوگا۔ اختلافات کو حل کرنے کیلئے ایک طریقہ کاروضع کیا جا ئے عدلیہ کے معاملہ کو جلد از جلد حل کرنا انتہائی ضروری ہے تاکہ عوام کو درپیش سنگین مسائل کی طرف فوری اور بھرپور توجہ دیکر انہیں حل کیا جا سکے۔ قوم عدالتی مسئلہ میں پھنسی ہوئی ہے جبکہ بہت سے دیگر بحران حل طلب ہیں جن میں بجلی، خوراک، افراط زر اور بیروزگاری جیسے انتہائی اہم معاملات شامل ہیں۔ کامیابی سے چلتے حکومتی اتحاد کو ناکامی سے دوچار کرنے کے خواہاں بعض عناصر سازشوں میں مصروف ہیں ۔ جبکہ پیپلز پارٹی کے شریک چیئرمین آصف زرداری نے کہا ہے کہ جج عام ملازمتوں کی طرح کی ملازمت نہیں ہے اور چیف جسٹس کا اہم ہے، خدانخواستہ اگر ہمارے ملک کو کچھ ہوگیا تو 18 کروڑ لوگ کہاں جائیں گے۔سارے ججز پی سی او ججز ہیں، ہماری کوشش ہوگی کہ معزول جج 12 مئی تک بحال ہوجائیں۔ پیپلز پارٹی پرویز مشرف کو قانون اور آئینی صدر تسلیم نہیں کرتی لیکن ہم محاذ آرائی کی سیاست نہیں چاہتے، پارلیمنٹ اور وزیراعظم کی صدر سے ورکنگ ریلیشن شپ ہے۔ انہوں نے کہا کہ مجھے یہ دیکھ کر افسوس ہوتا ہے کہ پاکستان تمام وسائل کے باوجود غربت کا شکار ہے، میں نے سیاسی زندگی کے 20 سال جمہوریت کیلئے جدوجہد میں گزارے، روٹی، کپڑا اور مکان پیپلز پارٹی کا بنیادی فلسفہ ہے، ہم عوام کی امنگوں پر پورا اتریں گے۔ جناب آصف زرداری کی ساری باتیں اپنی جگہ درست ہیں لیکن ان سے گزارش ہے کہ پنجابی کا محاورہ ہے کہ برے کو نہ مارو اس کی ماں کو مارو۔ برے کی ما ں کو مارنے سے ہی برائی جنم سے بند ہوگی۔ ججز کی بحالی کا بھی مسئلہ ایسا ہے کونکہ تمام بحرانوں کے پیدا کرنے کے ذمہ داروں کو کیفرکردار تک پہنچانے کیلئے ججز کی بحالی ناگزیر ہے۔ عوام اور وکلاء اب مزید انتظار نہیں کر سکتے،اور نہ ہی پی سی او ججز کو تسلیم نہیں کرتے ہیں۔ اللہ کرے یہ معاملہ سلجھ جائے۔ 12مئی کو اونٹ کس کروٹ بیٹھے گا یہ تو وقت ہی بتائے گا۔ تاہم اچھے کی امید رکھنی چاہیے کیونکہ قوم مزید کسی انتظار کی متحمل نہیں ہو سکتی۔ پی سی او ججوں کو قبول کرنا 3 نومبر کے غیر آئینی اقدامات کو قبول کرنا ہوگا ججوں کو ایک قرارداد کے ذریعے بحال کیا جا سکتا ہے ججوں کی بحالی کو آئینی پیکیج سے منسلک نہیں کیا جانا چاہئے۔ پہلے ججوں کو بحال کیا جائے اگر آئینی پیکیج لانا بھی ہے تو اس پر بعد میں بھی غور ہو سکتا ہے۔ اگر چوہدری اعتزازاحسن یہ محسوس کریں کہ ججوں کی بحالی کی کمیٹی وکلاء کی خواہشات کے تحت کام نہیں کر رہی تو ان کو اس کمیٹی سے علیحدگی اختیار کر لینی چاہئے۔ اس وقت ملک میں آئین کی بالادستی قائم کرنے کے لئے معزول ججوں کی بحالی بہت ضروری ہے تا کہ ملک ترقی کی راہوں پر گامزن ہو سکے۔ عوامی حلقوں میں یہ بھی واویلے ہورہے ہیں کہ عوام کی ججز کے حوالے سے توجہ ہٹانے کیلئے مصنوعی بحران پیدا کئے گئے ہیں تاکہ عوام ججز کا نام لینے کی بجائے آٹا اور بجلی کی بات کریں۔ جبکہ یہ بھی معلوم ہوا ہے کہ صدر پرویز مشرف کے رفقا میں موجود پاور فل اور اصلی اختیارات کے حامل بعض مہروں نے ججوں کی بحالی کے ایشو کو الٹ کر مہنگائی اور عام سماجی ایشوز کا واویلا کرنے کا لائحہ عمل تیار کرلیا ہے ۔ ذرائع سے معلوم ہوا ہے کہ اس ٹارگٹ پر عمل کرنے کیلئے ایک خصوصی چال کے تحت میڈیا کے بعض اہم افراد کے علاوہ اپنے ہم خیال سیاست دانوں اور دانشوروں سے بھی رابطہ قائم کرلیا گیا ہے تاکہ عوام کی توجہ ججوں کی بحالی کے ایشو سے ہٹائی جاسکے ۔ صدر کے رفقا کے ایک اور گروپ نے بھی اس چال کی حمایت کرتے ہوئے اسے مستقبل کے لئے ترپ کا پتہ قرار دیتے ہوئے کہا ہے کہ اگر مہنگائی ایشو کے پھندے کو مزید تنگ کر کے موجودہ حکومت کے گلے میں ڈال دیا جائے تو اس سے مستقبل میں صدر کے لئے نہ صرف کبھی بھی بڑا ایکشن لینے کی راہ ہموار ہوجائے گی بلکہ ماضی کی طرح بڑا ایکشن لینے پر مٹھائیاں تقسیم کرنے کا ماحول بھی بن جائے گا۔ پھر لوگ فوراً مان لیں گے کہ مہنگائی کو کنٹرول کرنے اور روپے کی گرتی ہوئی قدر کو روکنے کیلئے صدر کے پاس اس کے سوا کوئی چارہ نہیں رہ گیا تھا۔ صدر کے بعض دوسرے رفقا اس طرح کی تیز اندازی کو خود اپنے لئے خطرناک قراردیتے ہوئے کہتے ہیں کہ اس چال میں ہم خود پھنس کر رہ نہ جائیں ۔ اس گروپ کا کہنا ہے کہ اگر میڈیا پر مہنگائی، آٹے اور پیٹرول کی قیمتوں اور روپے کی قدر کے ایشو کو ابھارا گیا تو اس رونے دھونے کی ہر تان مشرف حکومت اور ان کی صوبائی حکومتوں، شوکت عزیز اور نگران حکومت پر جاکر ٹوٹے گی۔ اس گروپ نے یاد دلایا کہ بجلی کا بحران آپ کے دور حکومت میں بھی تھا جس کی وجہ سے لاتعداد کارخانے بند ہوگئے تھے۔ بعض رفقا نے صدر کو یہ بھی مشورہ دیا ہے کہ اسٹاک ایکسچینج کے وہ کرتا دھرتا جو شوکت عزیز کے پرانے رفقا میں سے ہیں،سے بھی رابطہ قائم کیا جائے تاکہ اسٹاک ایکسچینج کے ایسے چیمپئن اپنا کردار ادا کریں ۔
